According to the hierarchy of models (HoM) account of scientific experimentation developed by Patrick Suppes and elaborated by Deborah Mayo, theoretical considerations about the phenomena of interest are involved in an experiment through theoretical models that in turn relate to experimental data through data models, via the linkage of experimental models. In this paper, I dispute the HoM account in the context of present-day high-energy physics (HEP) experiments. I argue that even though the HoM account aims to characterize experimentation as (...) a model-based activity, it does not involve a modeling concept for the process of data acquisition, and it thus fails to provide a model-based characterization of the theory-experiment relationship underlying this process. In order to characterize the foregoing relationship, I propose the concept of a model of data acquisition and illustrate it in the case of the ATLAS experiment at CERN’s Large Hadron Collider, where the Higgs boson was discovered in 2012. I show that the process of data acquisition in the ATLAS experiment is performed according to a model of data acquisition that specifies and organizes the experimental procedures necessary to select the data according to a predetermined set of selection criteria. I also point out that this data acquisition model is theory-laden, in the sense that the underlying data selection criteria are determined by considering the testable predictions of the theoretical models that the ATLAS experiment is aimed to test. I take this sense of theory-ladenness to indicate that the relationship between the procedures of the ATLAS experiment and the theoretical models of the phenomena of interest is first established, prior to the formation of data models, through the data acquisition model of the experiment, thus not requiring the intermediary of other types of models as suggested by the HoM account. I therefore conclude that in the context of present-day HEP experiments, the HoM account does not consistently extend to the process of data acquisition so as to include models of data acquisition. Discrimination in decision making is prohibited on many attributes, but often present in historical decisions. Use of such discriminatory historical decision making as training data can perpetuate discrimination, even if the protected attributes are not directly present in the data. This work focuses on discovering discrimination in instances and preventing discrimination in classification. First, we propose a discrimination discovery method based on modeling the probability distribution of a class using Bayesian networks. This measures the effect of a protected attribute in (...) a subset of the dataset using the estimated probability distribution. Second, we propose a classification method that corrects for the discovered discrimination without using protected attributes in the decision process. We evaluate the discrimination discovery and discrimination prevention approaches on two different datasets. The empirical results show that a substantial amount of discrimination identified in instances is prevented in future decisions. (shrink)

The city of Melitene in eastern Asia Minor/western Armenia presents a peculiar case in the study of Byzantine-Islamic commerce in the early Middle Ages, because, unlike Trebizond or Attaleia, its commerce was entirely based on land-route connections, and the available evidence does not identify it as a town deliberately designated as a commercial exchange point by the Byzantine authorities. My purpose is to find an answer to the question of how Byzantine- Islamic trade took place in a location on the (...) eastern land frontier where the coexistence of war and trade was a daily reality. The products and export items as well as the routes of the Melitene zone and its neighboring regions (Cappadocia, Pontos, Armenia) are examined in order to situate Melitene in a larger commercial context. I argue that Melitene prospered commercially in the middle of war zone for centuries and that its commercial fortunes began to improve especially by the beginning of the tenth century, reaching their climax in the eleventh century. In this paper, I propose an account that accommodates the possibility of experimentation being exploratory in cases where the procedures necessary to plan and perform an experiment are dependent on the theoretical accounts of the phenomena under investigation. The present account suggests that experimental exploration requires the implementation of an exploratory procedure that serves to extend the range of possible outcomes of an experiment, thereby enabling it to pursue its objectives. Furthermore, I argue that the present account subsumes the notion (...) of exploratory experimentation, which is often attributed in the relevant literature to the works of Friedrich Steinle and Richard Burian, as a particular type of experimental exploration carried out in the special cases where no well-formed theoretical framework of the phenomena under investigation exists. I illustrate the present account in the context of the ATLAS experiment at CERN’s Large Hadron Collider, where the long-sought Higgs boson has been discovered in 2012. I argue that the data selection procedure carried out in the ATLAS experiment illustrates an exploratory procedure in the sense suggested by the present account. I point out that this particular data selection procedure is theory-laden in that its implementation is crucially dependent on the theoretical models of high energy particle physics which the ATLAS experiment is aimed to test. However, I argue that the foregoing procedure is not driven by the above-mentioned theoretical models, but rather by a particular data selection strategy. I conclude that the ATLAS experiment illustrates that, contrary to what previous studies have suggested, there are cases of experimentation in which exploration serves to test theoretical predictions and that theory-ladenness plays an essential role in experimentation being exploratory. ArgumentIn the theory-dominated view of scientific experimentation, all relations of theory and experiment are taken on a par; namely, that experiments are performed solely to ascertain the conclusions of scientific theories. As a result, different aspects of experimentation and of the relations of theory to experiment remain undifferentiated. This in turn fosters a notion of theory-ladenness of experimentation (TLE) that is toocoarse-grainedto accurately describe the relations of theory and experiment in scientific practice. By contrast, in this article, I suggest that (...) TLE should be understood as anumbrella conceptthat has different senses. To this end, I introduce a three-fold distinction among the theories of high-energy particle physics (HEP) as background theories, model theories, and phenomenological models. Drawing on this categorization, I contrast two types of experimentation, namely, “theory-driven” and “exploratory” experiments, and I distinguish between the “weak” and “strong” senses of TLE in the context of scattering experiments from the history of HEP. This distinction enables identifying the exploratory character of the deep-inelastic electron-proton scattering experiments – performed at the Stanford Linear Accelerator Center (SLAC) between the years 1967 and 1973 – thereby shedding light on a crucial phase of the history of HEP, namely, the discovery of “scaling,” which was the decisive step towards the construction of quantum chromo-dynamics as a gauge theory of strong interactions. I examine the relation between explanation and unification in both the original Kaluza–Klein theory, which originated in the works of Theodor Kaluza and Oskar Klein in the 1920s, and in the modern Kaluza–Klein theories which date back to the late 1970s and which are still considered by the majority of the physics community to be the best hope for a complete unified theory of all fundamental interactions. I use the conclusions of this case study to assess the merits of Philip (...) Kitcher's account of explanation as unification. I also draw lessons about physicists’ pursuit of the higher dimensional unification of the fundamental forces of nature. (shrink)

I examine the construction and evaluation of machine learning binary classification models. These models are increasingly used for societal applications such as classifying patients into two categories according to the presence or absence of a certain disease like cancer and heart disease. I argue that the construction of ML classification models involves an optimisation process aiming at the minimization of the inductive risk associated with the intended uses of these models. I also argue that the construction of these models is (...) underdetermined by the available data, and that this makes it necessary for ML modellers to make social value judgments in determining the error costs used in ML optimization. I thus suggest that the assessment of the inductive risk with respect to the social values of the intended users is an integral part of the construction and evaluation of ML classification models. I also discuss the implications of this conclusion for the philosophical debate concerning inductive risk. (shrink)

This article is an inquiry into the concept of metaphysical experience through a joint discussion of two authors and philosophers with different approaches that nevertheless converge in the reclamation of the concept and rely both on the experience of death as an example. In both cases, the authors are guided by the central problem of how not to relinquish metaphysical experience to unscrutinized immediacy or a powerful conversion which enjoins subjection, putting it in contact with aesthetics and ethics at once. (...) Theodor Adorno situates metaphysical experience as a problem of philosophy of history and devotes attention to the contemporary possibility of experiences that evoke transcendence. The transformations he identifies in the concept also lead him to propose art as a domain where metaphysical experience is alive. The implicit personal investment Adorno makes is much more clear in Lacoue-Labarthe who, in a dialogue with Maurice Blanchot, shows the experience as deeply bound up with literature and its links to subjectivity. The article argues that the main difference between the two approaches is modal and temporal from the side of the object, aside from the different modes of interrogation recognized with the labels deconstruction and critical theory. I examine the construction process of the “Higgs mechanism” and its subsequent use by Steven Weinberg to formulate the electroweak theory of elementary particle physics. I characterize the development of the Higgs mechanism as a historical process that was guided through analogies drawn to the theories of solid-state physics and that was progressive through diverse contributions in the sixties from a number of physicists working independently. In the philosophical literature concerning scientific experimentation, the notion of robustness has been solely discussed in relation to experimental results. In this paper, I propose a novel sense of experimental robustness that applies to experimental procedures. I call the foregoing sense of robustness procedure robustness and characterize it as the capacity of an experimental procedure to maintain its intended function invariant during the experimental process despite possible variations in its inputs. I argue that PR is a precondition for what I (...) call result robustness, which refers to the traditional sense of experimental robustness, namely the existence of convergent experimental results obtained through different and independent means of detection. Furthermore, I argue, PR and RR constitute useful experimental strategies in the context of high-energy physics experiments, but these strategies are not without limitations. (shrink)

This study deals with the place and meaning of "legality" in Kant's moral philosophy. Although the return to Kantianism dominates contemporary political and legal thought, the boundaries of the analyses of the relationship between morality and legality in Kant's moral philosophy are confined to the boundaries drawn by John Rawls and Jürgen Habermas. While Rawls and Habermas consider law and morality as intersecting sets of rules and rights, they mostly consider this relationship in terms of the question of the legitimacy (...) of law. By contrast, this study is an attempt to reconsider the Kantian link between morality and legality beyond the question of the legitimacy of law. Without the deontological filters of the Rawlsian and Habermasian political and legal theory, and therefore without leaving teleological and axiological concerns outside of the field of application, this study is an attempt to analyze the possible ways of understanding the conceptual connection between morality and legality in Kant's moral philosophy. Hence in this study, by paying particular attention to The Groundwork of the Metaphysics of Morals and The Metaphysics of Morals, I will analyze the role of legality in Kant's morality. The study first explains the goals of Groundwork and Metaphysics as Kant describes them. The study then turns to the discussion of duty as the central concept of Kant's thought. In the process, the study questions the possible ways of understanding the conceptual relationship between moral and legal obligation in Kant's thought, and mainly emphasizes two possible different conceptualizations of that relationship, (a) The first understanding can be constructed on the claim that the obligation of the moral subject is also to follow the fundamental principles of morality, the Categorical Imperative, in the legal order, which is part of the phenomenal world. The main point of this understanding lies in the idea that Kant's understanding of legal obligation presupposes the will's capacity to abstract from inclinations, (b) The second understanding, in contrast to the first one, can be built on the belief that moral and legal obligations should be conceived as completely distinct and non-intersecting in Kant's moral philosophy. From this perspective, neither moral obligation nor legal obligation can affect each other. In this paper, I address the issue of to what extent the theory-dominated view of scientific experimentation describes scientific practice. I rely on a time period from the history of High Energy Physics (HEP), which spans from early 1960s to early 1970s. I argue that theory-ladenness of experimentation (TLE), which grounds theory-dominated conception of experimentation is too coarse-grained inasmuch as it prevents us from seeing the correct relationship that exists between theorizing and experimenting in the scientific practice of HEP. I (...) articulate that in order to be able to get a better understanding of scientific practice, a revision needs to be made in the general conception of TLE. I propose that such a revision is possible if we abandon the commitment that experimentation is always driven by theory. I consider what I call “theory-drivenness” of experimentation (TDE) as a form of theory-ladenness, which amounts to the claim that experiments, from their initial design up to their final stage, are carried out under the framework of a prevailing theory for the purpose of providing definite answers to specific questions already posed by the same theory. I argue that electron-proton inelastic scattering experiments in HEP were firstly carried out without having any recourse to a phenomenological model. From here, I claim that these experiments are not theory-laden in the sense implied by TDE. On the other hand, I argue, inelastic scattering experiments are theory-laden due to the fact that the scientists who perform them are committed to background theories of HEP. That is, I admit the validity of TLE as a philosophical claim, but I attribute a weaker status to it as opposed to its general conception. That is, I propose to differentiate TDE from TLE by claiming that TLE does not entail TDE. (shrink)

The aim of this study is to explain the intellectual formation, cultural and political implementation of the Azerbaijan National Movement in Azerbaijan under the rule of Tsarist Russia from the mid-19th century to 1918 and resulted in the establishment of the Democratic Republic of Azerbaijan in the context of Miroslav Hroch's approach to the three-phase development of national movements. It is very important to understand Miroslav Hroch's approach in order to understand the originality, fundamental dynamics and the way of development (...) of the Azerbaijani National Movement, which was revealed by the Turkish nationalists in Azerbaijan with many discourses and practices. In this study, the history of Azerbaijan National Movement is divided into three phases through Hroch's approach. Phase A, which began in the mid-19th century, had a purely cultural, literary and folkloric content, while a modern nation from the ethnic group was formed by the nationalist agitation through the transition to Phase B in the early 20th century. The phenomenon of nationalism, which emerged as a result of modernization and industrialization in Western Europe, soon began to threaten the multi-lingual multinational feudal state structure of the Tsarist administration. Tsarist Russia, which wanted to preserve its borders and the existing state structure that expanded to the Caucasus and Turkestan, followed the assimilation and missionary policies towards the middle of the 19th century to Russify and Christianize non-Russian (Nerusky) and non-Christian (Inoverets) ethnic groups. At the beginning of this cultural nationalist (...) policy, which was carried out by Nikolai Ivanovich Ilminsky, who worked on theology and Turkish dialects in Kazan Spiritual Academy, in order to have Russian as a language of education and communication within the Tsarist borders. The education method of Ilminsky, supported by Tsar Alexander II, enabled the Russian language and Christianity to become widespread and more systematically applied as a reflection of the rising Russian nationalism. In line with this training method, it was aimed to carry out missionary activities, to teach Russian and Cyrillic alphabet alongside local languages, to divide these languages with accents and dialects and to make Russian a common language within Tsarist borders. Thus, the religious and ethnically different groups were wanted to be assimilated within the Russian and Orthodox Christian identities. This study examines the process of cultural assimilation policy carried out by the Russian nationalism through the education system of Ilminsky, the factors affecting this process, the structure and applications of this education system. Although the education system of Ilminsky did not reach its target within the boundaries of the empire, it was seen to be quite effective in Christianization of Tatar Turks, in spreading Russian among other ethnic groups and in terms of laying the ground for the subsequent Russification policies. The Ilminsky education system, which caused the start of a new phase in Russian nationalism, led to the emergence of nationalist ideas and intelligentsia among the ethnic groups exposed to this system The nationalist ideas spread among the ethnic groups exposed to the policy of Russification have enabled the establishment of new educational systems and the emergence of national liberation movements. Background: Hospitalized children have the right to “partake in practices related to their treatment and care.” Midwives and nurses have important roles and responsibilities regarding the protection and enforcement of these rights, such as providing information and advocating for children. Objectives: This study aims to determine the attitudes of midwives and nurses toward their roles and responsibilities in the implementation of child rights in healthcare services and the factors affecting their attitudes. Methods: This descriptive cross-sectional study included 122 midwives and (...) nurses in total. The data were collected through a questionnaire. Ethical considerations: Written permission was obtained from an ethics committee in the center of the city where the research was conducted. Results: The mean age of the participants was 36.70 ± 8.03 years; 58.9% of midwives and nurses stated that they understood the child’s consent about the treatment by looking at the child’s facial expression; 36% of midwives and nurses stated that children could not participate in decisions regarding their own health. It was observed that obtaining the child’s consent in matters related to treatment does not make any difference between midwives and nurses. The rate of the midwives stating that they would report suspicious violence-neglect and abuse was found to be higher. Conclusion: The variables of the unit of employment, the state of having children, choosing the profession and practicing in it willingly, and getting training on children’s rights make a difference in terms of children’s rights in healthcare services. Midwives and nurses should be reminded of child rights in healthcare services through regular in-service training programs. (shrink)
