Community acceptance still remains a challenge for wind energy projects. The most popular explanation for local opposition, the Not in My Backyard effect, has received fierce criticism in the past decade. Critics argue that opposition is not merely a matter of selfishness or ignorance, but that moral, ecological and aesthetic values play an important role. In order to better take such values into account, a more bottom-up, participatory decision process is usually proposed. Research on this topic focusses on either stakeholder (...) motivations/attitudes, or their behavior during project implementation. This paper proposes a third research focus, namely the ‘objects’ which elicit certain behavioral responses and attitudes—the wind turbine and parks. More concretely, this paper explores Value Sensitive Design as way to arrive at wind turbines and parks that better embed or reflect key values. After a critical discussion of the notion of acceptance versus acceptability and support, the paper discusses existing literature on ecology and aesthetics in relation to wind turbine/park design, which could serve as ‘building blocks’ of a more integral VSD approach of the topic. It also discusses the challenge of demarcating wind park projects as VSD projects. A further challenge is that VSD has been applied mainly at the level of technical artifacts, whereas wind parks can best be conceptualized as socio-technical system. This new application would therefore expand the current practice of VSD, and may as a consequence also lead to interesting new insights for the VSD community. The paper concludes that such an outcome-oriented approach of wind turbines and park is worth exploring further, as a supplement to rather than a replacement of the process-oriented approach that is promoted by the current literature on community acceptance of wind parks. Consciousness has a peculiar affinity for presence; conscious states represent their contents as now. To understand how conscious states come to represent time in this way, we need a distinction between a mental state that represents now and one that simply occurs now. A teleofunctional theory accounts for the distinction in terms of the development and function of explicit temporal representation. The capacity to represent a situation explicitly as ‘now’ and compare it with past situations in order to prepare for (...) the future involves the separation of goals from the particular action required to attain them. That is, when a creature is able to consider alternative paths of action, it becomes necessary to conceive of alternate future times as distinct from the present moment. The developmental, functional approach of a teleofunctional theory is promising in its ability to integrate research from diverse empirical fields for support of its claims. (shrink)

How does the Social Lab methodology support participatory research? This paper provides an evidence-based analysis of experiences of 19 implemented Social Labs applying experiential learning cycles on the question of how to induce Responsible Research and Innovation in the Horizon2020 research funding scheme of the European Commission and beyond. It looks at the potentials of Social Labs to allow participation in research and innovation addressing societal challenges and contrasts empirical results with the theoretical conceptualisation of a scientific Social Lab methodology. It discusses drivers and barriers of engagement, and provides evidence for the impacts of experimental engagement on participation in the context of the labs, substantiated by concrete examples from some of these labs. Accountability and responsibility are key concepts in the academic and societal debate on Autonomous Weapon Systems, but these notions are often used as high-level overarching constructs and are not operationalised to be useful in practice. “Meaningful Human Control” is often mentioned as a requirement for the deployment of Autonomous Weapon Systems, but a common definition of what this notion means in practice, and a clear understanding of its relation with responsibility and accountability is also lacking. In this paper, we present (...) a definition of these concepts and describe the relations between accountability, responsibility, control and oversight in order to show how these notions are distinct but also connected. We focus on accountability as a particular form of responsibility—the obligation to explain one’s action to a forum—and we present three ways in which the introduction of Autonomous Weapon Systems may create “accountability gaps”. We propose a Framework for Comprehensive Human Oversight based on an engineering, socio-technical and governance perspective on control. Our main claim is that combining the control mechanisms at technical, socio-technical and governance levels will lead to comprehensive human oversight over Autonomous Weapon Systems which may ensure solid controllability and accountability for the behaviour of Autonomous Weapon Systems. Finally, we give an overview of the military control instruments that are currently used in the Netherlands and show the applicability of the comprehensive human oversight Framework to Autonomous Weapon Systems. Our analysis reveals two main gaps in the current control mechanisms as applied to Autonomous Weapon Systems. We have identified three first options as future work for the design of a control mechanism, one in the technological layer, one in the socio-technical layer and one the governance layer, in order to achieve comprehensive human oversight and ensure accountability over Autonomous Weapon Systems. A specific mapping mechanism is defined as the basic unit of “Biological Memory”. This mechanism must account for the characteristic frequency patterns in the organic world, where future probability is a function of past experience. The conditions for the function of biological memory are analysed. It is found that asymmetry, and irreversibility as a consequence of complexity, are the basic principles of memory function. The essential asymmetries in genetic memory are pointed out, and the problem of bilateral symmetry in a (...) basically asymmetrical organization is briefly outlined.Complexity is defined in terms of symmetry. The thermodynamic arrow of time and the biological arrow of time are discussed in relation to elementarity and complexity with their specific types of repeatabilities: non-accumulative in the first case and accumulative as a result of “copy-reproduction” by memory in the second case. The application of terminology from Information Theory and Thermodynamics to Memory Mechanics is critically considered.The immediate and inevitable consequences of memory function are shown to be irreversible expansion and irreversible, unpredictable diversification, leading to growing complexity and size on all but the sub-molecular levels of biological structure. In discussions about justice, development, well-being and equality, the capability approach (CA)Footnote1 founded by economist Amartya Sen and philosopher Martha Nussbaum attaches central importance to individual human capabilities. These are the effective freedoms or real opportunities of people to achieve valuable ‘beings and doings’ (also called ‘functionings’ by capability theorists). Resources—including technical artifacts—may contribute to the expansion of one’s capabilities, but there may also be all sorts of ‘conversion factors’ in place that prevent this. The approach highlights the ‘multidimensionality’ of (...) well-being and sees people as active agents shaping their own lives. In 1998 Sen won the Nobel Prize in economics for his work, which has deeply influenced the United Nations Development Program (UNDP). In the field of development studies the CA has indeed gained popularity, but this is not the only area of application. (shrink)

No School Manifesto' is a book that serves as a key reference and inspiration for people working in (creative) education, ranging from teachers and school leaders at informal, secondary and vocational education and academies to museum educators, artists (in the broadest sense of the word), policy makers, and everyone who supports education and has an interest in developing new perspectives through creativity. No School is a movement that wants to open up the meaning of learning and fundamentally questions traditional education, (...) through creativity. Curiosity, experimentation, unrestricted thinking, making and developing--by yourself and in collaboration with others--are basic elements of all forms of learning and living together. In the current educational system these values are regularly overshadowed by rules, legislation, bureaucracy, a unitary approach, and little attention to the intrinsic inquisitiveness of both the student and the teacher. No School is a growing movement that together with the creative field wants to provide space for experiment, flexibility, cooperation, 'wild' thinking, looking ahead; experimenting off the beaten track with different forms of learning, in which creativity is the key concept. The capability approach of Martha Nussbaum and Amartya Sen places human capabilities at the centre stage of discussions about justice, equality, development and the quality of life. It rejects too much emphasis on mere preference satisfaction or resource provision and highlights the importance of human agency and freedom. This approach has already significantly influenced different fields of application, such as economics and development studies. Only recently have scholars started to explore its relevance for and application to the area of technology (...) and design, which can be crucial factors in the expansion of human capabilities. How does technology influence human capabilities? What difference could a capability approach make to policies and practices of applying ICT in development processes in the South? How can we criticize and improve the design of technology from the perspective of the capability approach? The authors of this volume explore the implications of the capability approach for technology & design and together create the first volume on this emerging topic. (shrink)

Philosophical theories of memory rarely distinguish between importantly different sorts of memory: procedural, semantic and episodic. I argue for a temporal representation theory to explain the unique characteristic of episodic memory as the only form of conscious memory. A careful distinction between implicit and explicit representation shows how the past figures in memory. In procedural and semantic memory, the influence of the past is implicit by which I mean that the past experience is used but not represented in the skill (...) or knowledge. Episodic memory, in contrast, depends on representing a past experience as past. On a temporal representation theory of consciousness, a conscious state represents the present moment, and in the case of episodic memory, it includes a representation of past experience. The embedded account of the ‘feeling of pastness’ takes past experience to be part of the explicit content of a conscious state. An episodic memory is a representation of the present that includes a representation of the past. Whereas a higher-order theory of consciousness can give no reason why only episodic memories are conscious, a temporal theory explains why episodic memories are both higher-order and conscious. Finally, I consider the essential role of episodic memory in the formation of a temporally extended self. The demands of a social environment motivate development of an ability to track the mental states of others and oneself over time. By incorporating past experience (and future experience) into the present, episodic memory extends experience in time to form the sense of self. Through a careful examination of the function of temporal representation, we can see why the past is not consciously represented in procedural and semantic memory and the value of consciously representing the past in episodic memory. The hermeneutical ontology proposed in this book steers away from the rocks of realism and anti-realism.

This article provides a critical view on the development and deployment phase of the e-ID in Belgium since 1999. It is based on extensive desk research and fifteen in depth-interviews with experts and stakeholders from government, administration, academia and industry who have been key in the development of the e-ID. The article identifies different elements that influenced, both in a positive and negative way, the societal, technical and political aspects of the Belgian e-ID. It shows that no severe problems occurred (...) during the initial deployment phase, which came to an end in 2009 providing over eight million Belgian citizens with an e-ID. The pre-existence of a National Register and the preliminary experiences with the exchange of digital information between administrative entities in the field of Social Security enabled and facilitated the development and the distribution of the e-ID. However, the research also reveals that usage of the e-ID by citizens and uptake of e-ID based services by administration and business remains limited due to multiple factors. The complex system of state structures in Belgium and as a consequence the dispersion of competences across different governmental entities makes that no unified approach to e-government and e-ID based services has been developed. From the industries’ point of view the privacy framework and the strictly regulated use of the National Registration Number provides no clear view on the allowed use of data accessible through the e-ID hampering take up in this area. A major obstacle for materialist theories of the mind is the problem of sensory consciousness. How could a physical brain produce conscious sensory states that exhibit the rich and luxurious qualities of red velvet, a Mozart concerto or fresh-brewed coffee? Caging the Beast: A Theory of Sensory Consciousness offers to explain what these conscious sensory states have in common, by virtue of being conscious as opposed to unconscious states. After arguing against accounts of consciousness in terms of higher-order representation of (...) mental states, the theory claims that sensory consciousness is a special way we have of representing the world. The book also introduces a way of thinking about subjectivity as separate and more fundamental than consciousness, and considers how this foundational notion can be developed into more elaborate varieties. An appendix reviews the connection between consciousness and attention with an eye toward providing a neuropsychological instantiation of the proposed theory. (shrink)

Thomas Pogge answers the question if the capability approach can be justified with a firm ‘no’. Amongst others, he ridicules capability theorists for demanding compensation for each and every possible natural difference between people, including hair types. Not only does Pogge, so this paper argues, misconstrue the difference between the capability approach and Rawlsian resourcism. Even worse: he is actually implicitly relying on the idea of capabilities in his defence of the latter. According to him the resourcist holds that the (...) institutional order should not be biased towards the average person or the needs of some. Yet, as his own case of blind people and traffic lights can illustrate, whether or not this is the case is impossible to assess without resorting to some concept like people’s capabilities. Secondly, it is argued that the real issue at stake is not at all the best metric of justice—primary goods or capabilities—but rather the scope of theories of justice. On the surface the difference of opinion seems to be how to deal with so-called “personal heterogeneities”, yet the discussed case of interpersonal differences in metabolism and communal land-use choices hints at something else; Whereas Pogge insists that questions of justice only concern the institutional structure of society, many capability theorists support the inclusion of culture and social practices as possible sources of injustice. Unfortunately Pogge does not properly acknowledge this, as right from the start of his paper he frames the debate between both approaches in terms of institutions only. (shrink)

The large-scale and inevitable shift away from the fossil- and nuclear-powered economic model will have dramatic consequences. The author discusses these by looking at the impacts on and of one of the greatest accomplishments of 20th-century culture: global urbanization, modern cities, and urban life. Technological implications, urban form impacts, policy dimensions, institutional ramifications, and cultural issues all form the very nexus of challenges confronting decision makers worldwide at local, regional, and global levels.

A vexing modern conundrum is to be solved. The use of oil, gas, and coal is extremely short-lived as a historical phenomenon: a mere blink of an eye at a little more than 1% of total urban history of 10,000 years to-date. Yet current urban civilization is almost entirely based on it. And the fossil-fuel economy poses not only a massive security risk, it also lies at the root of the vast majority of urban sustainability problems. Fresh water depletion, air (...) pollution, widespread human fatalities can be directly traced to the excessive use of these dirty energy sources. Climate change, predominantly triggered by fossil-fuel combustion, only deepens the very questions the impending petroleum peak raises about the survivability of the global urban system. The fossil disease is a complex global pandemic. To many, conquering this pandemic is an extraordinary challenge of technology: of reengineering the manner in which urban civilization is powered, advancing a future envisioned in numerous studies since the 1970s. Yet foremost, this is a cultural, psychological, and political challenge. The global economy is systematically identified with its underlying fossil supply frameworks—it is a fossil economy. It is marked by an incendiary illusion: the celebration of abundance promised as achievable by all, driving virtually all aspects of contemporary culture. Yet it is also marred with enormous pockets of deprivation, and deep cracks of disbelief, criticism, and dissent. Reinforcing this challenge is the psychoeconomical transaction cost of change, the sheer inertia of an infernal development system, however short-lived it inevitably is. Despite all lip service paid to ‘energy savings’ and ‘environmentally sustainable development’ in urban policy documents and brochures across the globe, dominant political and financial interests demand that as much fossil fuel as possible is used, and as quickly as possible, to secure the highest possible profits for the most powerful, and in the shortest period of time. Hence many national governments and international bodies find it so difficult to place fossil-fuel replacement on the global agenda. It is easier to avoid this topic and talk about buffering, mitigating what are little else than subsidiary, flow-on effects and collateral outcomes of an unsolved energy conundrum: air, water and soil pollution, public health problems, deforestation or fresh water depletion. Rarely, if ever, is petroleum abuse clearly noted as a root cause. A historical revolution is in progress: the move from fossil fuels, nuclear power, and other forms of unsustainable energy use generation to a renewable and sustainable power base for urban communities, cities, towns, and villages. Many examples of positive initiatives encourage, and are testimony to the ability of cities and towns to perform as communities, and evolve into settings of greater independence from fossil and nuclear power sources. They carry the promise of greater energy autonomy based on renewable energy, of recapturing regional productivity, advancing local resources, and enabling new industries and employment opportunities. Using poststructural criticism, we explore how the book of Job deconstructs the deed/consequence nexus that stands at the core of the Hebrew Bible’s theological framework – i.e. the doctrine of reward and punishment. Building on both Derridean deconstruction and Foucauldian resistance, we show that the book of Job refuses to comply with the opposite binary of reward and punishment. First, we demonstrate how the friends in their speeches enforce the binary and, thereby, exercise power over Job. Secondly, we consider Job’s (...) resistance and deconstruction of this binary through both his lived experience and desire to argue with God. Finally, we argue how Job’s desire to argue with God challenges God to defend themself in court. In God’s answer, however, one is introduced to a different God than as portrayed by Job’s friends. Moreover, God’s boastful reply, which lacks any justification for Job’s suffering, makes God appear fragile and weak. As such, this article argues that the book of Job may not merely deconstruct dominant ideology, but also God itself. (shrink)

The foundation and administration of European Zoological gardens in the 19th century is analized. It is significant of such new institutions, that they are founded in the large cities, and that most of the founders looked at the great models in Paris and London, which are described first. Further it is shown that the change from princely menageries to public Zoological Gardens is caused both by common interests in people's education and pleasure and by scientific aims which leaded to choose (...) the name Zoological “garden” in analogy to botanical gardens. It seems to be characteristic of such public institutions created by citizens in the 19th century that they are mostly supported by commercial or scientific local societies. This is exemplified by describing the administration of the Zoological gardens of Berlin (1841), Frankfurt (1856) and Hamburg (1863), which initiated also research for acclimatization of wild animals. Contemporary continental philosophy approaches metaphysics with great reservation. A point of criticism concerns traditional philosophical speaking about God. Whereas Nietzsche, with his question "God is dead; who killed Him?" was, in his time, highly 'unzeitgemäß' and shocking, the twentieth century by contrast, saw Heidegger's concept of 'onto-theology' and its implied problematization of the God of the metaphysicians quickly become a famous term. In Heidegger's words, to a philosophical concept or 'being' we can neither pray, nor kneel. Heidegger did not, however, (...) return to the God of Christian faith. He tried to initiate a new way of speaking about God--a way that reveals the limits of philosophical discourse. Derrida, Marion, Bataille, Adorno, Taubes and Bakhtin, each in their own way, continue this exploration begun by Nietzsche and Heidegger. This book takes a fresh look at these developments. The 'death of God' as the editors say in an introductory study, announces not so much the death of the 'old God'--the God of philosophers, theologians and believers--but rather the death of the god who put himself on His throne: autonomous human reason. In listening to the reactions to this dethronement of autonomous reason, the editors believe they hear the echoes of an experience of an embarrassment rooted partly in an old medieval tradition: negative theology. With the death of this 'new god', might a sensitivity reappear for transcendence? Here the editors want to offer a platform where contemporary philosophers of culture can again pose the question of speaking about God. (shrink)

Self-conflict is a feature of most women’s lives, particularly as we struggle to balance the demands of work and family. Theories of autonomy that rest on a notion of a coherent self treat self-conflict as incompatible with autonomy; therefore, women who suffer self-conflict fail to act autonomously. Though autonomy and self-conflict can be accommodated by conceiving of autonomy as a matter of degree relative to a context of choice, this result sanctions a political system that forces the prioritization of one (...) context over another. Yet choices in one context often compromise choices in another context, creating a situation where acting autonomously simultaneously diminishes autonomy. Given that autonomous choice justifies political liberalism, it is unjust that choices are set against one another in this way. Consequently, the burden on liberal governments to address the structural sources of self-conflict is far greater than is often supposed. (shrink)
