Does organizational governance contribute to academic quality? Two top research universities are observed in-depth: Berkeley and the MIT. Three key factors are listed that help generate consistent and lasting high performance. Priority is allocated to self-evaluation and to the development of talent. Values and norms such as community membership, commitment to the affectio societatis, mutual respect and trust strongly regulate the behaviors of the faculty. While ethical norms for conducting academic research in the United Kingdom are relatively clear, there is little empirical understanding of how university research ethics committees (RECs) themselves operate and whether they are seen to operate well. In this article, we offer insights from a project focused on the Scottish university context. We deployed a three-sided qualitative approach: (i) document analysis; (ii) interviews with REC members, administrators, and managers; and (iii) direct observation of REC meetings. We found that RECs (...) have diverse operation and vary in terms of what members understand to be the remit of their REC and what should constitute the content of ethics review. Overall, though, most participants perceive university RECs as operating well. When asked what they consider to be areas for further improvement, most commented on: implementation of an online system; more experience with how to evaluate various kinds of research projects; best practice exchange and training opportunities; more accurate reflection of the REC role as part of the university’s workload allocation model; and greater recognition of the importance of research ethics governance in the university’s research environment, and, for the members themselves, their career advancement. Based on our findings and subsequent discussions during an end-of-project roundtable with stakeholders, we propose a model of collaboration that can address some of the identified areas that could benefit from further improvement. This model would facilitate a heightened awareness of the importance of supporting REC members in their own effort in assisting students and staff alike in undertaking as ethically robust research as possible. Universities have long been involved in knowledge transfer activities. Yet the last 30 years have seen major changes in the governance of university–industry interactions. Knowledge transfer has become a strategic issue: as a source of funding for university research and (rightly or wrongly) as a policy tool for economic development. Universities vary enormously in the extent to which they promote and succeed in commercializing academic research. The identification of clear-cut models of governance for university–industry interactions and knowledge (...) transfer processes is not straightforward. The purpose of this article is to critically discuss university knowledge transfer models and review the recent developments in the literature on research collaborations, intellectual property rights and spin-offs, those forms of knowledge transfer that are more formalized and have been institutionalized in recent years. The article also addresses the role played by university knowledge transfer organizations in promoting commercialization of research results. (shrink)

This study aims to provide an overview of RECs (research ethics committees) in Chinese universities, encompassing both medical and non-medical studies. The primary objective is to identify major challenges faced by RECs in Chinese universities and draw meaningful implications from the findings. The investigation focuses on 42 comprehensive Chinese universities, and the results reveal that while all universities have implemented RECs in various forms, only 28.6% explicitly stipulate ethical review requirements for non-medical disciplines. Furthermore, RECs in Chinese universities encounter various (...) challenges, including insufficient attention to research ethics review, inadequate ethics review systems and regulations, a lack of education and training, and lacking ethics review for non-medical research. This paper proposes recommendations for establishing robust RECs in Chinese universities, seeking to enhance ethical governance in research. By addressing the challenges identified, these recommendations aim to strengthen ethical oversight, foster a culture of responsible research, and uphold the highest ethical standards across diverse academic disciplines. We review the recently proposed universal concept of dynamic complexity and its new mathematics based on the unreduced interaction problem solution. We then consider its progress-bringing applications at various levels of complex world dynamics, including complex-dynamical nanometal physics and living condensed matter, unreduced nanobiosystem dynamics and the integral medicine concept, causally complete management of complex economical and social dynamics, and the ensuing concept of truly sustainable world governance.

A review of the literature on corporate governance serves to demonstrate the applicability of many governance solutions to the university setting. Based on a review of university scandals, most of which are recent but some of which took place decades ago, it is possible to categorize them as follows: sex scandals, drugs, cheating, hazing, admissions and diplomas, on-the-job consumption, athletics, and murder. Several examples are provided in the paper, along with their impact on various stakeholders. The paper then (...) discusses a variety of solutions designed to either preempt the activities potentially leading to scandal, to deter them or to punish perpetrators. Some of these involve structural changes, institutional policies and procedures, fines, terminations, and sanctions. The paper emphasizes the proactive safeguards which govern and monitor to make sure that universities do not suffer on the back end and that their reputations do not suffer into the future. (shrink)

Changes in knowledge production, increasing interaction between government, universities and industry, and changes in labor markets for doctoral degree holders are forces that have spurred a debate about the organization of doctoral education and the competencies graduates need to master to work as scientists and researchers in a triple helix research context. Recent policy also has supported a redefinition of researcher training with increasing focus on broader skills and relevance for careers outside the university sector. Consequently, it is (...) pertinent to investigate current changes in doctoral education and researcher training. Particularly further knowledge about university–industry collaboration as a context for researcher training is required. With this in mind, this study provides empirical illustrations of how research training carried out in collaborative research contexts is experienced by doctoral students, and offers some insight into antecedent and process factors that are central in shaping PhD students’ research and training experience in collaborative research contexts. Based on the empirical data and a review of existing literature, suggestions for further research are made. (shrink)

This paper takes up the themes in the articles and examines not only the environmental changes that are taking place in relation to universities, but also the dynamics of their organizational implications. It argues that there are parallels between managerially and academic professionalism in that both deny context. Arguing for a context-sensitivity that is not dependant, issues of space and governance become important in order to understand forms of knowledge and the relationship between the contexts of production and the contents (...) of what is produced. Universities have different capacities to play at the game of scales and they are judged according to abstract indicators that provide little or no opportunity for learning. Instead of examining these relations, expertise is assumed to be spatial, whilst universities transform themselves in the slipstream of imagined futures as if they were separate from the present and past. Understanding is lost in the process and so too are the opportunities to adequately examine the differences in types of knowledge's that are produced for sustainable futures in contemporary societies. Higher education institutions in the Arabian Gulf region today, which have mushroomed and proliferated in the past ten to fifteen years, have been constructing themselves along models of Western universities at the levels of governance, programs, and structure. At the outset of the twenty-first century, universities have globally experienced a drastic shift in their governance from ‘republics of scholars’ to stakeholder organizations. In this paper, we discuss and deconstruct some of the consequences of that drastic shift, paramount among which is (...) the downsizing and neglect of some sciences/fields. We discuss some of the major problems that the Market Model of the University is facing in the West through a literature review. We also explore the academic view on some problems and challenges facing University governance today in the globe at large and specifically in the Arabian Gulf Region. We believe that universities in this region in their present state face the serious challenge of generating indigenous knowledge that fulfills the needs of citizens within this region, knowledge that draws upon the culture, history, and geography of the area and responds to the specific needs of citizens in this area. The following article analyzes the process of conception, elaboration, and adoption of the Universal Declaration of Bioethics and Human Rights, and reflects on the lessons it might hold for public bioethics on the international level. The author was involved in the process at a variety of levels: he provided advice to the IBC on behalf of the President's Council of Bioethics; he served as the U.S. representative to UNESCO's Intergovernmental Bioethics Committee; and led the U.S. Delegation in the multilateral negotiation (...) of Government experts that culminated in the adoption of the declaration in its final form. Hate speech, understood broadly, is any form of expression intended to arouse hatred or contempt toward members of a particular social group. When university administrators have reason to believe that a planned speaking event on campus may feature hate speech (at least in the eyes of some), how should they respond? In this paper I address this question as it arises for Canadian universities. I argue that, where the regulation of campus speech is concerned, the right course of action (...) for university administrators is nearly always to do absolutely nothing. They will have reason to become actively involved only in order to ensure that a speaking event proceeds safely, or when it threatens to disrupt the functioning of the university, or when it is itself threatened with disruption by protesting groups. In those instances the justification for intervention will be to protect and facilitate speech, not to shut it down. (shrink)

Trust in government and social cohesion are crucial guarantees for long-term social stability. With the development of the Internet, cross-border flows of information have become increasingly easier, enabling more factors to influence people’s political perceptions and loyalty. This study explores the mechanism of governments’ impression management behaviors on trust in government and social cohesion using the questionnaire survey with college students in Shanghai as the research subjects. Impression management strategies are classified into promotive ones and protective ones herein (...) based on the social psychology theory. The results indicate that both promotive and protective impression management strategies take by governments positively affect citizens’ loyalty, and loyalty positively affects citizens’ social cohesion and the level of trust in government; moreover, the level of trust in government positively affects social cohesion. These findings provide implications for boosting the sound development of China’s political society during the transition period. (shrink)

The primary goal of this article is to analyze Belgium’s universal jurisdiction law concerning humanitarian law violations and its relationship to global governance norms. When discussing the notion of universal jurisdiction, there are relatively few empirical situations that scholars can draw on to illuminate the debate. In general, there is a very theoretical orientation to the universal human rights debate. Belgium’s 1993 universal jurisdiction law brings a greater degree of empirical clarity to this debate. This law allowed Belgium to hear (...) cases concerning violations of humanitarian law, including genocide and other crimes against humanity, which happened anywhere, without any connection to Belgium. In essence, this was an attempt at the protection of human rights on a universal basis and may be the way forward in the prevention of mass atrocities. (shrink)

This paper was inspired by the intersection of Tom Lyson’s interest in how power is concentrated in society’s institutions and his concern for the role of the land-grant system in revealing and addressing inequities that occur as a result of such concentration. This study examines the power structure that governs land-grant universities by presenting social and demographic information on 635 trustees at the 50 US land-grant universities established by the Morrill Act of 1862. Along with these data, Fortune 1000 companies (...) with which land-grant universities are connected through board member interlocks are listed and charted out. The research found that land-grant governing boards are characterized by some degree of demographic homogeneity, but they are less corporately interconnected than their private university counterparts. The author sets out to explain Pope Benedict XVI’s view of global governance, especially as expressed in his 2009 encyclical letter Caritas in Veritate. In so doing, the author first recognizes some of the more significant arguments against global governance, then goes on to suggest that much of the opposition to Benedict’s proposal stems from two misconceptions: a failure to place Benedict’s statements in the social tradition of the Church, which has always asserted that every society, including global society, has (...) need of a corresponding authority to insure the common good, and confusion of the terms “global governance” with “world government.” The latter connotes a powerful, centralized political structure while the former allows for a subsidiary, multi-tiered approach to coordinating the world geo-political situation. The author asserts that Benedict’s proposals reflect tthis second approach. The final sections of the article look at two special cases where global governance seem particularly pressing: international conflict resolution and global economic development. (shrink)

Major changes in the governance of higher education and the public sciences have taken place over the past 40 or so years in many OECD countries. These have affected the nature of authority relationships governing research priorities and the evaluation of results. In particular, the increasing exogeneity, formalisation and substantive nature of governance mechanisms, as well as the strength and extent of their enforcement, have altered the relative authority of different groups and organisations over research priorities and evaluations, as well (...) as creating some new ones. These shifts in authority have occurred to different degrees in differently organised public science systems. As a result, the diversity and longevity of many research projects, the intensity of competition for disciplinary reputations and the coordination of research goals and outcomes across universities and national boundaries have changed to different degrees in different countries. Trust and loyalty are universal human needs for moral knowledge, healthy relationships and good governance. They are core universal ethical values and virtues that enable people to relate freely under any sentient socio-political milieu. Public trust and loyalty in governments and in leaders across the globe is drastically declining with rising sense of hopelessness and lack of confidence that make citizens yearn for change. Meanwhile, some scholars have argued that distrust and disloyalty are as valuable as their contraries, especially when (...) justified. Justifiably, one can be protected from harm and actions that could have negative effects on his reputations and self-respect, with inherent socio-political benefits and roles to good governance and the development of society. The point is that the reasons we have to trust and show loyalty are as valuable as the reasons we have to distrust and show disloyalty to someone or government. This means that trust and loyalty can either be withdrawn or betrayed. However, as valid as this sounds, the main thrust of this paper is that it is virtuous to trust and show loyalty until one finds valuable reason to withdraw or betray such trust or loyalty. Analytically, the paper concludes that genuine trust and loyalty promote common good in the global business of governance. (shrink)

이 논문의 목적은 ‘인권의 보편성’에 관한 세 가지 논의에 기초하여, 북한의 ‘우리식 인권론’을 비판적으로 평가하고, 통일교육에 주는 함의를 제시하는 데 있다. 통일교육은 북한 인권문제를 둘러싼 논리적 대립이나 이념적 갈등의 연장선에서 이루어져서는 안된다. ‘인권의 보편성’에 대한 진지한 이해에 기반한 함의가 통일교육의 기초가 되어야 한다. 인권의 보편성이 지닌 보편주의와 역사성에 대한 인식을 바탕으로 북한이 내세우는 인권관의 오류에 대해 평가할 수 있어야 한다. 인권개선을 위한 북한의 자구적인 노력에는 분명한 한계가 있다. 우리는 지속적으로 북한 인권문제에 관심을 갖고 지혜롭게 관여해 가야 한다. 통일교육을 통해 북한 (...) 인권개선을 위한 국내외의 사회적 연대가 중요하다는 점이 환기되어야 하며, 인권문화의 형성과 확산이 이루어져야 한다는 점도 강조되어야 한다. 최근의 보호책임 논의에서 보듯이, 국가주권을 제약하는 국제인권규범의 중요성은 갈수록 부각되고 있다. 통일교육은 인권 담론의 틀을 확장시켜 가는 데도 일조해야 한다. 북한의 인권 상황은 숙명적인 특수주의에 속해 있지 않다. 우리는 북한의 인권 상황에 담겨야 할 보편적 인권의 가치를 확인하고 적용해가는 데서 인권의 실천적 의미와 통일교육의 역할을 찾아야 할 것이다. It is perhaps not coincidental that, at the same time the apparent institutional risks associated with the conduct of human research are increasing, so are the complaints from researchers about research ethics committees. Rather than seeking to implement systems that more efficiently catch wrong-doing, in 2003 Griffith University began implementing an alternative approach. This new approach focused on resourcing the reflective practice of researchers through every stage of their work — well before, and long after, they seek ethical clearance (...) for that work. Institutions have a key role to play in human research ethics, and this can be usefully situated within the broader framework of the institution’s governance framework. This paper summarises the new approach that Griffith University adopted in 2003, the implementation of this ‘model’, the experience to date, and the road ahead. (shrink)

This, the third seminar organised by the AREC university sector committee, included short presentations followed by parallel workshops. These proposed and explored basic principles for ethical review in the context of current models within the university REC sector.
