The motivation of the study is to explore the nexus tourism-led sustainable human capital development in Brazil, Russia, India, China, and South Africa for the period 1984–2019. The study applied several econometrical techniques for exposing the empirical association between tourism and HCD, such as the conventional and structural break unit root test, the combined cointegration test, long-run and short-run coefficients detected through implementing the Augmented Autoregressive Distributed Lagged, and directional causality by following Toda-Yamamoto with Fourier function. The unit-roots test (...) established variables are integrated in mixed order, wherein variables are stationary at a level or after the first difference. The estimated test statistics from the combined cointegration test and AARDL confirmed the long-run association between tourism, gross capital formation, financial development, and HCD. Tourism revealed a positive and statistically significant tie with HCD in the long run. Moreover, the joint effects of interactive terms TOR*GCF and TOR*FD established a positive and statistically significant relationship with HCD. In addition, the causality test revealed the feedback hypothesis available between tourism and HCD in all sample countries except India. In conclusion, the role of tourism development is critically important for sustainable HCD in BRICS. Therefore, in case of a policymaking concern, it is inevitable to address the tourism issues with care for capitalizing on the benefits for tourism development. (shrink)

Objective: To evaluate feasibility of the guidelines of the Groupe Francophone de Réanimation et Urgence Pédiatriques for limitation of treatments in the paediatric intensive care unit .Design: A 2-year prospective survey.Setting: A 12-bed PICU at the Hôpital Jeanne de Flandre, Lille, France.Patients: Were included when limitation of treatments was expected.Results: Of 967 children admitted, 55 were included with a 2-day median delay. They were younger than others , had a higher paediatric risk of mortality score , and a higher paediatric (...) overall performance category score at admission ; all p<0.002. 34 children died. A limitation decision was made without meeting for 7 children who died: 6 received do-not-resuscitate orders and 1 received withholding decision. Decision-making meetings were organised for 31 children, and the following decisions were made: 12 DNROs , 4 withholding , with 14 withdrawing and 1 continuing treatment . After limitation, 21 children died and 10 survived . 13 procedures were interrupted because of death and 11 because of clinical improvement . Parents’ opinions were obtained after 4 family conferences , 3 days after inclusion. The first meeting was planned for 6 days after inclusion and held on the 7th day after inclusion; 80% of parents were immediately informed of the decision, which was implemented after half a day.Conclusions: GFRUPs procedure was applicable in most cases. The main difficulties were anticipating the correct date for the meeting and involving nurses in the procedure. Children for whom the procedure was interrupted because of clinical improvement and who survived in poor condition without a formal decision pointed out the need for medical criteria for questioning, which should systematically lead to a formal decision-making process. An elementary review of the origin of quantum theory, with focus on the nature of the quantum dynamic variables, reveals the essential wave-likeness of quantum dynamics. The introduction of the concept of point-particle entities resulted from over-use of classical perspectives, and an issue of language: conflation of the concepts of point-particle localization, and discreteness of quantum detections. Keeping in mind the distinction between point-localization and discreteness of quantum exchange, it is clear that there is no experimental evidence for point-localization. In this study, voluntary and involuntary visual attention focused on different interpretations of a bistable image, were investigated using magnetoencephalography. A Necker cube with sinusoidally modulated pixels' intensity in the front and rear faces with frequencies 6.67 Hz and 8.57 Hz, respectively, was presented to 12 healthy volunteers, who interpreted the cube as either left- or right-oriented. The tags of these frequencies and their second harmonics were identified in the average Fourier spectra of the MEG data recorded from the (...) visual cortex. In the first part of the experiment, the subjects were asked to voluntarily control their attention by interpreting the cube orientation as either being on the left or right. Accordingly, we observed the dominance of the corresponding spectral component, and voluntary attention performance was measured. In the second part of the experiment, the subjects were asked to focus their gaze on a red marker at the center of the cube image without putting forth effort in its interpretation. The alternation of the dominant spectral energies at the second harmonics of the stimulation frequencies was treated as changes in the cube orientation. Based on the results of the first experimental stage and using a wavelet analysis, we developed a method which allowed us to identify the currently perceived cube orientation. Finally, we characterized involuntary attention using the distribution of dominance times when focusing attention on one of the cube orientations, which was related to voluntary attention performance and brain noise. In particular, we confirmed our hypothesis that higher attention performance is associated with stronger brain noise. (shrink)

The Marxian visions of the post-capitalist future evolved with significant changes over three decades. From the outset Marx and Engels divided the future into stages, economically and philosophically, a final communist or socialist stage, and a transitional stage or stages preceding it. The final stage remained largely constant throughout, the actualization of the ideal of Feuerbach's anthropological philosophy, supplemented by Fourier's ideas for the abolition of the division of labor and its transformation into pleasurable activity. The original institutional conception (...) was pastoral, adopted from Owen's communal plans and materialistic determinism, with socialized means of production and comprehensive communal control of social and economic life. They substituted for Owen's equal labor-time exchange principle Cabet's principle of from each according to his abilities, to each according to his needs, and estimated the duration of the transition at one to two years. Interpreting history according to Hegel's dialectic they conceived this future as the inevitable result of a revolution dialectically effecting the complete rehumanization of a totally dehumanized proletariat, whose consciousness accomplishes the revolution and recovers its theretofore alienated nature. ;With the subsequent formulation of the theory of historical materialism and its conception of all history as class conflict their published descriptions of the final stage became brief and vague and it was relegated to an increasingly remote future, based on varying material and social requirements which would transform human nature sometime during these increasingly lengthy transitional stages. To preserve the material accomplishments of capitalism they substituted state centralization for Owen's communalism, but began to misrepresent this for tactical political reasons, defining the state and classes solely in terms of property, state expropriation thereby abolishing the state. Retaining Cabet's principle for the final stage, they formulated a succession of contradictory principles of production and distribution within a varying number of transitional stages. These principles ranged from the equal exchange of labor time, through unequal distribution for equal labor time based on results, and finally to equal distribution for unequal labor time and results. The most egalitarian plans were the most widely publicized, the least egalitarian restricted in circulation. (shrink)

. Epochs present in the voiced speech are defined as time instants of significant excitation of the vocal tract system during the production of speech. Nonstationary nature of excitation source and vocal tract system makes accurate identification of epochs a difficult task. Most of the existing methods for epoch detection require prior knowledge of voiced regions and a rough estimation of pitch frequency. In this paper, we propose a novel method that relies on time-order representation based on short-time Fourier–Bessel (...) series expansion which can be employed on entire speech signal to detect epochs without any prior information. The proposed method automatically detects voiced regions in the speech signal by computing the marginal energy density with respect to time in the low frequency range from the energy distribution in the time-frequency plane. An estimate of pitch frequency for each detected voiced region is then obtained by computing the marginal energy density with respect to frequency in the LFR from the energy distribution in the time-frequency plane. Epochs are located for each detected voiced region as peaks in the derivative of the low pass filtered signal corresponding to falling edges of peak negative cycles in the LPF signal synthesized from TOR coefficients corresponding to LFR. Experimental results obtained by the proposed method on speech signals taken from the CMU-Arctic database are found to be promising. Compactified Minkowski spacetime is suggested by conformal covariance of Maxwell equations, while E. Cartan's definition of simple spinors leads to the idea of compactified momentum space. Assuming both diffeomorphic to (S 3 × S 1 )/Z 2 , one may obtain in the conformally flat stereographic projection field theories both infrared and ultraviolet regularized. On the compact manifold themselves instead, Fourier integrals of wave-field oscillations would have to be replaced by Fourier series summed over indices of spherical eigenfunctions: (...) n, l, m, m′. Tentatively identifying those wave structures with spacetime itself (in the frame of Big-Bang) and/or with matter and radiation distribution, some large-scale (hydrogenic) and small-scale (lattice) space structures are conjectured. This paper introduces and studies a notion of cautious distributed belief. Different from the standard distributed belief, the cautious distributed belief of a group is inconsistent only when all group members are individually inconsistent. The paper presents basic results about cautious distributed belief, investigates whether it preserves properties of individual belief, and compares it with standard distributed belief. Although both notions are equivalent in the class of reflexive models, this is not the case in general. While we argue that an (...) understanding of the concept of cautious distributed belief from first principles is important, cautious distributed belief can be expressed using standard distrbuted belief and we show that the propositional language extended only with cautious distributed belief is in fact strictly less expressive than the propositional language extended only with standard distributed belief. We, finally, identify a small extension of the language making the former as expressive as the latter. (shrink)

According to the hypotheses of distributed and extended cognition, remembering does not always occur entirely inside the brain but is often distributed across heterogeneous systems combining neural, bodily, social, and technological resources. These ideas have been intensely debated in philosophy, but the philosophical debate has often remained at some distance from relevant empirical research, while empirical memory research, in particular, has been somewhat slow to incorporate distributed/extended ideas. This situation, however, appears to be changing, as we witness an increasing level (...) of interaction between the philosophy and the empirical research. In this editorial, we provide a high-level historical overview of the development of the debates around the hypotheses of distributed and extended cognition, as well as relevant theory and empirical research on memory, considering both the role of memory in theoretical debates around distributed/extended ideas and strands of memory research that resonate with those ideas; we emphasize recent trends towards increased interaction, including new empirical paradigms for investigating distributed memory systems. We then provide an overview of the special issue itself, drawing out a number of general implications from the contributions, and conclude by sketching promising directions for future research on distributed memory. The compensatory desert argument is an argument that purports to justify inequalities in (some) incomes generated by a free labour market. It holds, first, that the principle of compensation is a principle of desert; second, that a distribution justified by a principle of desert is just; and third, that (some) rewards people reap on a free labour market are compensation for costs they incur. It concludes that therefore, a distribution of (some) rewards generated by a free labour market is just. (...) In this chapter I criticise the first two premises of this argument. I argue that the principle of compensation is not a principle of desert (sections 3 and 4), and that a distribution of deserved compensatory payments may be unjust (sections 5 and 6). Before developing my critique of the compensatory desert argument, I start by illustrating further that argument in the version of it which has been defended by Julian Lamont (section 1), and to dispel two objections that have been moved against the view that compensation is a principle of desert. Beyond being the first substantial publication on Fourier, this work contains the text of Fourier's seminal paper of 1807 on the propagation of heat, marking the first time it has ever appeared in print. This paper incorporates many of the mathematical creations on which Fourier's fame rests, including derivation of the diffusion equation, the separation of the treatment of surface phenomena from internal phenomena, the use of boundary values and initial conditions, and the development of "Fourier (...) series" and the so-called "Bessel functions."When submitted to the examiners of the Institut de France, the originality of the paper and the surprising nature of some of its mathematical revelations caused great controversy, and it was denied publication both in 1807 and in later years. Fourier had the support, among the examiners, of Laplace and Monge, but Lagrange was adamantly in opposition, so that Fourier's work did not appear in print until 1822, reworked into book form.Fourier's mathematical discoveries are intimately related to his interest in the solution of physical problems and their experimental verification. The mathematical methods he developed in connection with heat diffusion apply to physical situations far beyond the boundaries of this area. Generally, Fourier may be credited with one of the first major extensions of mathematical physics beyond the applications of Newton's laws of motion and universal gravitation.The opening biographical chapter of this book follows Fourier's career up to the submission of the 1807 paper, and the two closing chapters take up his life and work from that point on. Fourier had strong political motivations and spent much of his life in the public service. These chapters trace his political difficulties, both before and after 1807, when he was the prefect of a department of France and was subjected to the dislocations of Napoleon's ups and downs. These chapters also describe aspects of the turbulent but productive development of French science from the Revolution to 1830.The core of the book presents the paper of 1807 in its original French and with the original notation. Sufficientarian theories of distributive justice are often considered to be vulnerable to the ‘blindness to inequality and other values objection’. This objection targets their commitment to holding the moral irrelevance of requirements of justice above absolute thresholds of advantage, making them insufficiently sensitive to egalitarian moral concerns that do have relevance for justice. This paper explores how sufficientarians could reply to this objection. Particularly, I claim that, if we accept that the force of the aforementioned objection comes from relational, and (...) not distributive, inequalities, different strategies are open for sufficientarians in order to be sensitive to these concerns. Drawing on recent literature about the relation between distributive and relational egalitarianism, and the possibility of reducing one to the other, strategies of ‘internalizing’ and ‘externalizing’ relational egalitarian concerns to a distributive sufficientarian framework are explored. In turn, I suggest that both strategies fail in their standard versions, but argue that a particular ‘hybrid view’ about justice is an attractive candidate for the sufficientarian theorist. (shrink)

Hartry Field argues that conservative rather than true mathematical sentences facilitate deductions in nominalist (i.e., abstracta-free) science without prejudging its empirical outcomes. In this paper, I identify one branch of mathematics as nonconservative, for its indispensable role in enabling nominalist language about a fundamental scientific property, in a fictional scientific community. The fundamental property is electromagnetic reflectance, and the mathematics is Fourier analysis, which renders reflectance ascribable, and nominalist reflectance claims utterable, by this community. Using a recent characterization of (...) conservativeness by Kenneth Boyce, I argue that infinitudes can be rendered inherently mathematical and non-nominalizable in the fictional community, and that rendering infinitudes inherently mathematical for all real communities would yield a convincing counterexample to Fieldian conservativeness. The article examines the role of ethnic favoritism in maldistribution of national resources in Kenya and discusses two broad proposals for attacking such corruption. Evidence drawn from research in Kenya disproves the view of Chabal and Daloz, who argue that Africans prefer to distribute goods according to ethnic ties, and shows that frustration with the lack of alternatives to such a system, rather than enthusiasm for it, drives cooperation with corrupt maldistribution. One solution to the problem is to decentralize government (...) so that resources are retained locally. A second solution is to attack the culture of appropriation and push for a fair evaluation of needs and the equitable distribution of national resources to where they are needed most. Drawing on the ideas of Hannah Arendt, the article proposes a modified federalism where government is small enough to enlist the help and support of locals but powerful enough to provide funds to impoverished sectors of the country. The spirit of computer dating, lacking only the technology, was one of a number of schemes by which Charles Fourier wanted to radically transform human sexual relations. Early 19th century socialist thought, socialist movements and experiments were concerned with the entire catalog of miseries afflicting humankind. Monogamy and all its woes figured far more prominently than surplus value, which (according to pharmacists' records) was rarely the cause of suicidal depression. The Marxist tradition, while paying lip service to the “utopian” (...) critique of bourgeois society, repressed most of the “cultural” concerns of early socialism. The Utopians did not ignore or accept capitalism; it was a major evil, but not necessarily the source of all the other evils. (shrink)

Distributional semantics is an area of corpus linguistics and computational linguistics that seeks to model the meanings of words by producing a semantic space that captures the distributional properties of those words within a corpus. In this paper, I provide an overview of distributional semantic models, including a broad sketch of how such models are constructed. I then outline the reasons for and against the claim that distributional semantic models can serve as a theory of meaning, paying special attention to (...) those within the field who have defended this claim. Finally, I conclude by arguing that despite the fact that such models are holistic, they nevertheless avoid the objections raised against holistic theories of meaning, particularly from Fodor & Lepore (1992) (Holism: a shopper’s guide. Blackwell, 1992) and Fodor & Lepore (1999). (shrink)

The Global Financial Crisis of 2007–2009 exacerbated two distinct concerns about the independence of central banks: a concern about legitimacy and a concern about economic justice. This paper explores the legitimacy of independent central banks from the perspective of these two concerns, by presenting two distinct models of central banking and their different claims to political legitimacy and distributive justice. I argue primarily that we should avoid construing central bank independence in binary terms, such that central banks either are, or (...) are not, independent. I will argue that we should instead construe central bank independence in scalar terms, so that independence admits of degree, thus allowing us to develop an account of independence in which central banks can retain it to the extent necessary for economic efficiency, while meeting reasonable concerns regarding democratic legitimacy and economic justice. An idea salient in the African and East Asian philosophical traditions is that the right sort of socio-political interaction would be similar to the intuitive ways that family members ought to relate to each other. Applying this perspective to economic and ecological inequalities, I articulate some principles implicit in healthy familial relationships, show what they entail for certain aspects of distributive justice at the national level, and contend that the implications are plausible relative to competing theories such as utilitarianism, Rawlsianism, (...) and the Capabilities Approach. Specifically, I maintain that reflection on familial norms suggests that an array of objective goods, particularly ones pertaining to relationality, the development of talents, and life, should be central to what the state distributes, an account that rivals subjective well-being, primary goods, or democratically chosen capabilities. When it comes to how much the state should ideally ensure each citizen has, reflection on familial norms supports a new, balancing approach, according to which all have a comparable share of resources needed for objective goodness, but more go to those with great ability or great disability, an approach that differs, and plausibly so, from maximizing, prioritizing the worst off, equalizing, or providing a sufficient minimum. Most discussions of the epistemology of testimony include personalist requirements. These include either requirements that stipulate certain features that individual testifiers must have in order to count as transmitters of knowledge, or that stipulate certain features that individual recipients of testimony must have in order to count as acquiring knowledge on the basis of that testimony. For example, in the former case, many views require that testifiers be competent and honest, whereas, in the latter case, many views require that recipients (...) of testimony employ faculties for reliably assessing the competence and honesty of testifiers. After presenting and discussing problems for both of these personalist requirements, in this chapter we consider a social epistemology of testimony based on socially distributed cognitive systems, an epistemology of testimony that eschews both forms of personalist requirement. It is a testament to the progress of empirical inquiry into mass incarceration that it has already yielded and transcended a “standard story.” By contrast, mass incarceration is only just beginning to emerge as a particular problem for the philosophy of punishment. In this chapter, Ewing offers a critical review of recent work by criminal law theorists, arguing that traditional justifications of punishment are ill-equipped to explain the distinctive injustice of mass incarceration. He then argues that the problem of mass (...) incarceration should force us to reconsider neglected distributive dimensions of criminal justice. And he begins to reflect on what appears unjust about mass incarceration when criminal justice is reconceived as the problem of how to produce and fairly allocate security against crime and punishment. Serena Olsaretti brings together new essays by leading moral and political philosophers on the nature of desert and justice, their relations with each other and with other values.

This paper studies how well computable functions can be approximated by their Fourier series. To this end, we equip the space of Lp-computable functions with a size notion, by introducing Lp-computable Baire categories. We show that Lp-computable Baire categories satisfy the following three basic properties. Singleton sets {f } are meager, suitable infinite unions of meager sets are meager, and the whole space of Lp-computable functions is not meager. We give an alternative characterization of meager sets via Banach-Mazur games. (...) We study the convergence of Fourier series for Lp-computable functions and show that whereas for every p > 1, the Fourier series of every Lp-computable function f converges to f in the Lp norm, the set of L1-computable functions whose Fourier series does not diverge almost everywhere is meager. Under what conditions are people responsible for their choices and the outcomes of those choices? How could such conditions be fostered by liberal societies? Should what people are due as a matter of justice depend on what they are responsible for? For example, how far should healthcare provision depend on patients' past choices? What values would be realized and which hampered by making justice sensitive to responsibility? Would it give people what they deserve? Would it advance or hinder equality? The (...) explosion of philosophical interest in such questions has been fuelled by increased focus on individual responsibility in political debates. Political philosophers, especially egalitarians, have responded to such developments by attempting to map out the proper place for responsibility in theories of justice. This book both reflects on these recent developments in normative political theory and moves the debate forwards. (shrink)
