In the article questions of implementation of regional investment programs which are capable to influence social and economic development of regions and also to promote achievement of strategic priorities of investment development of the state by attraction of financial resources are considered. Special attention is paid to development of the concept of improvement of the mechanism of implementation of regional investment programs as financial instrument for stimulation of regional development. The main components of the concept of improvement of the mechanism (...) of implementation of regional investment programs are defined, namely: principles, purposes, interests, tasks, factors, threats, subjects and objects of management, providing, stages, methods and criteria for evaluation of efficiency of implementation of regional investment programs. Within the offered concept of improvement of the mechanism of implementation of regional investment programs it is allocated the following stages: 1. Development of methodical bases of implementation of regional investment programs. 2. Analysis of conditions and factors of implementation of regional investment programs. 3. Assessment of a condition of implementation of regional investment programs. 4. Assessment of efficiency of implementation of regional investment programs. The conclusion is drawn that the offered concept of improvement of the mechanism of implementation of regional investment programs allows to influence in a complex internal and external threats to the interests of regional investment programs, avoiding and minimizing negative impact in the conditions of the dynamic external environment. Since the wife-husband team of Anne Case and Angus Deaton popularized the term deaths of despair, psychologists have become more interested in decoupling despair from clinical depression and anxiety. Despair’s central marker is the loss of hope. It is characterized by feelings of social and spiritual isolation, meaninglessness, hopelessness, helplessness, demoralization, and shame. Causes of despair are complex, ranging from individual (e.g., grief, bad health, addiction, abuse), to societal (e.g., social and cultural dislocation, unemployment, economic disaster, poverty), to a combination (...) of both. Sometimes, acknowledging and/or addressing despair’s material causes is enough. But the problem with despair is that it tends to generate a vicious cycle of self-defeat. Often, it manifests in self-perpetuating negative cognitive biases, self-defeating emotional reactions, and self-destructive behavior. To break free, the person must address the psychological and spiritual roots of her despair. Here, I offer insights from a Christian tradition grounded in the monastic spirituality of the Desert Fathers in the hopes that these might help a therapist seeking to do just that. After distinguishing between an emotion and a sin of despair, I locate the latter’s roots in the vices of acedia and pride. Finally, I point to the virtue of humility as a traditional cure for despair. (shrink)

The article elaborates on an interactive approach to language learning applied in an online EFL classroom. It presents a new insight into implementing interactive methods to develop students’ communicative competence. In conditions of world integration, the formation of communicative and life skills is indispensable. Eventually, such an approach to English language learning in distance mode is the most accessible way for teacher-learner interaction to acquire general linguistic expertise and upgrade specific language skills. The study results show that an interactive approach (...) facilitates live communication in online EFL settings, enhances learners’ motivation and autonomy, and fosters quick decision-making reactions. Modern computer technologies offer boundless opportunities for interactive methods application in the online foreign language learning context. A skillful instructor is called to masterly plan computer-mediated classroom activities, creating space to realize each student’s cognitive and communicative potential fully. Students learn to debate, substantiate their viewpoints, brainstorm ideas, do projects, work individually or collaborate in comfortable learning settings. (shrink)

Positive Psychological Coaching is receiving increasing attention within the organizational field because of its potential benefits for employees’ development and well-being. The main aim of this study was to test the impact of a Positive Psychological Micro-Coaching program on non-executive workers’ psychological capital, and analyze how goal-related self-efficacy predicts goal attainment during the coaching process. Following a control trial design, 60 non-executive employees from an automotive industry company participated in a Positive Psychological Micro-Coaching program over a period of 5 weeks. (...) The intervention was grounded in the strengths-based approach and focused on setting a specific goal for personal and professional growth. The program consisted of a group session, three individual coaching sessions, and individual inter-session monitoring. Pre, post, and 4-month follow up measurements were taken to assess the impact on the study variables. Our results reveal that psychological capital increased significantly at post and follow-up times compared to baseline levels. In addition, results confirmed that goal-related self-efficacy predicted goal attainment during the micro-coaching process. Practical implications suggest that short-term positive psychological coaching is a valuable method for developing personal resources, such as psychological capital and to facilitate the goal achievement in non-executive employees, in order to reach work-related goals. Gaze following is the ability to use others’ gaze to obtain information about the environment. As such, it may be highly adaptive in a variety of socio-ecological contexts, and thus be widespread across animal taxa. To date, gaze following has been mostly studied in primates, and partially in birds, but little is known on the gaze following abilities of other taxa and, especially, on the evolutionary pressures that led to their emergence. In this study, we used an experimental approach to (...) test gaze following skills in a still understudied taxon, ungulates. Across four species, we assessed the individual ability to spontaneously follow the gaze of both conspecifics and human experimenters in different conditions. In line with our predictions, species followed the model’s gaze both with human and conspecific models, but more likely with the latter. Except for guanacos, all species showed gaze following significantly more in the experimental conditions. Despite the relative low number of study subjects, our study provides the first experimental evidence of gaze following skills in non-domesticated ungulates, and contributes to understanding how gaze following skills are distributed in another taxon—an essential endeavor to identify the evolutionary pressures leading to the emergence of gaze following skills across taxa. This paper explores environmental protection policies and initiatives, such as conservation, through the lens of an orientalist epistemic injustice. This is a form of epistemic injustice that occurs when the orientalizing of space and access to sovereign systems of knowledge causes the assigning of an unjust deflated or elevated level of credibility to a knower. Under this framework of orientalist epistemic injustice, the author criticizes the credibility excess assigned to Western subjects that perform conservation efforts in third-world countries and the (...) related credibility deficit assigned to indigenous and local knowledge and conservation practices. Much of modern technology critique inherits Heidegger’s ontico-ontological distinction. In this paper, following Stiegler’s linking of the ontic to the transgenerational, I argue that Heidegger leaves the materiality of technics as a potential site for difference in the wake. Put differently, Heidegger “declines the gift of the ontic,” instead constructing an order of an imagined Graeco-German inheritance—a culturally and linguistically specific “saving-power” against the ills of modern technology. Through Derrida’s inheritance of Heidegger’s work—marked by a different language and positionality—I reconsider (...) ontico-ontological difference as an opening to a co-constitutive productivity of world and thing, where the passing on of mnemonic inheritance features multiplicities of languages and cultural techniques that preempt Heidegger’s “Graeco-German monolingualism.” This calls for a central positioning of the politics of memory and inheritance within modern technology critique, thereby attending both to the material realities as well as the cultural differences of technics. The present study deals with the encounter with modernity in two neighbouring religious spaces: Christian Orthodoxy and Islam. Relying on Eisenstadt’s theory about multiple modernities and on its further developments by Thomas Mergel and Kristina Stoeckl, Islamic and Christian-Orthodox dynamics in relation to the challenges of modernity are examined under two aspects: first, the decoupling between religion and culture as elaborated by Olivier Roy, and second, the development of modernist and fundamentalist currents as phenomena of modernity. The study contributes to (...) the sketching of the profile of Islamic and the Christian-Orthodox modernities, pointing both to some of the commonalities and the differences, and inquiring the nature of their distinctiveness. Further on, it contributes to the theoretic discussion on modernity and its various, contextually shaped forms, shedding new light on the relation between the trigger of social changes and their processual character.Contribution: Inside the Christian Orthodox and the Islamic religious space the decoupling between religion and culture and the development of modernist and fundamentalist currents are analysed as markers of the second modernity that arises from the encounter of the worlds mentioned with the challenges of the first modernity. From experience, we know that some cognitive processes are effortless and automatic (or nearly automatic), while others are hard and deliberate. Dual process (DP) accounts of human cognition explain these differences by positing two qualitatively distinct types of cognitive processes within the human mind—types that cannot be reduced to each other. Because DP constructs are bound to show up in discourse on human cognition, decision-making, morality, and character formation, moral philosophers should take DP accounts seriously. Here, I provide an overview (...) of the current state of DP accounts—their basic tenets, major concepts, and the various models of the DP framework—and note some of its more salient criticisms from the psychological research community. Finally, I show that DP accounts’ commitment to a real qualitative distinction between rational and non-rational human behavior puts them at odds with a Thomistic/Aristotelian view of practical rationality. We focus on the thesis that action understanding is a function of the mirror neuron system. According to our opinion, understanding is a process that runs through hermeneutic circles from the “Vorverständnis” (“previous understanding”) to steps of deeper understanding. Our critique relates to the narrow neuroscientific definition of action understanding as the capacity to recognize several movements as belonging to one action. After a reconstruction of the model's developments, we will challenge the claims of the model by Rizzolatti and Sinigaglia (...) (2010). By analyzing the relation between the experimental results and its interpretation, we will conclude that there is no proof that mirror neuron activity leads to action understanding. (shrink)

This article reconsiders Paul Ricœur’s political philosophical writings on the task of decolonization and European responsibility in light of a horizon of intercultural dialogue. Departing from the exchange between Ricœur and his former student Enrique Dussel, it discusses the Ricœurian critique of modernity. After giving some background on Ricœur’s reflections on decolonization, it will clarify what Ricœur calls the “crisis of the concrete universal in the thinking and in the historical experience of Western Europe,” and what role cultural difference has (...) in this crisis. Considering Ricœur’s explicitly European perspective, this will lead us to a critical discussion on the envisioned possibility of a world-historical subject. Finally, I will discuss the role of European self-reflection in relation to a horizon of intercultural dialogue and narration from a post-/decolonial perspective. (shrink)

Focusing on the exile and the space in Norman Manea’s works, this article proves the existence of an original view about this experience. Thomas Aquinas famously argues that it is not necessary to be virtuous in order to be wise. To many contemporary moral philosophers, this claim signals Aquinas’s failure to address the interrelatedness of our moral and intellectual life. I conduct a case study of Ivan Karamazov to demonstrate that this view is mistaken. After sketching Ivan’s character, I present Aquinas’s accounts of wisdom and pride and their nuanced relationship. I argue that Ivan illustrates the Thomistic view that pride, though not an (...) insurmountable obstacle to one’s acquisition of some intellectual virtues, makes it impossible for anyone to achieve wisdom. The vice of pride therefore proves truly devastating to one’s intellectual life, since wisdom, for Aquinas, is the highest and most important of intellectual virtues. (shrink)

Focusing on the controversial birth control pills Yaz and Yasmin, this article explores how debates about the safety of these drugs have materialized in risk evaluations and the management of technological risk. Drawing on in-depth interviews with stakeholders and content analysis of legal, medical, and regulatory documents, I highlight how professional contraceptive risk assessment is characterized by systemic uncertainty and doubt, resulting in increased responsibility for users themselves to manage the drugs’ potentially increased risks of venous thromboembolism. The analysis centers (...) on three key areas in the assessment process that denote disagreement: risk measurement in postmarket surveillance data, the distinctiveness of the drugs’ benefits when compared to other contraceptive technologies, and the weighing of the risks and benefits against each other. While professionals negotiate uncertainty both in epidemiological research and in clinical practice, users are constructed as agents who should manage risk individually. Such processes are underlined by a diffusion of responsibility in the systemic management of contraceptive risk. This article suggests, more broadly, that medical technologies can be conceptualized as artifacts that are instrumental in the dispersion of risks. (shrink)

Illocutionary Force and Romanian Orthodox Sermons: An Application of Speech Act Theory to Some Romanian Orthodox Sermons The aim of the paper is to analyze religious discourse with the use of the instruments of semantics and pragmatics. Essentially, it sets out to identify the linguistic elements which enable the illocutionary force in the Romanian orthodox sermons, especially in the discourse of some important figures which have influenced and still influence the Romanian orthodox theology and the religious life in Romania: Father (...) Cleopa, Father Nicolae Steinhardt, and, nowadays, Father Teofil Pârâianu. It is usually assumed that a sermon implies, on the one hand, a kerugmatik action, that of annunciation, and, on the other hand, a translating action of the biblical induce the human will to practice the words in order to Christian precepts. Mutatis mutandis, the perlocutionary effect depends on the illocutionary act and of the illocutionary force. In theory, the illocutionary force of an utterance is strictly motivated by the pragmatic. But there are linguistic elements which function as efficient markers of the illocutionary force, for example performative verbs, verbal moods and some adverbs. The criteria proposed by Searle in order to differentiate the illocutionary acts resulted in the identification of several types inside this class. Searle's taxonomy serves the research purposes: the identification of illocutionary acts found in this kind of religious discourse and, finally, outlining a pattern of manifestation of the illocutionary force inside the sermon. The aim of the paper is to establish a relation between the cooperative principle formulated by H.P. Grice in pragmatics and the principle of sincere cooperation laid down in the founding Treaties on the European Union and interpretated by the Court of Justice of the European Union, intimately linked to the ethical imperative of cooperation, in a cultural framework shared by the Member States. The key concepts are ratio and value and the case-law analysed is provided by the recent cases (...) of the Romanian magistrates. The principle of cooperation reasserted also as the Cooperation and Verification Mechanism is the main obligation and it implies compliance with agreements and action to obtain certain effects. Science fiction cinema proposal for Bioethic education Proposta do cinema de ficção científica para educar em Bioética Posthumanism state that technologies will eliminate aging, improve cognitive, physical and psychological skills and keep alive human minds by uploading them in machines as artificial intelligence. These beliefs, as constant features in science fiction films, could be useful to educate medical students in Bioethics. We propose some of these science fiction films related with technological changes of humans and the noxious consequences: Being turned (...) into a humanoid created by genetic engineering; a slave or a merchandize without rights; discrimination because of eugenesic genetic manipulation; and/or the creation of cyborgs of mass destruction. Also, the movies can show the reader issues of ethnic supremacy dilemmas, identity impersonate and ambition, impersonal intelligence and conscience and identity transpass after death. These films will help teachers to analyze with students the moral limits of science and technologies. The aim of the experiment was to evaluate the adaptive responses of biomechanical and electromyographic parameters to vertical unloading when walking during the 4-month isolation experiment SIRIUS-19 in the ground-based space station model. The study involved 6 healthy international crew members of the SIRIUS-19 project aged 34 ± 6.2 years. Body Weight Unloading conditions was created by the h/p/cosmos airwalk system. The locomotor test included walking with a sequential change of BWU modes: 5-min walking with 0% BWU, 5-min walking with (...) 65% BWU and 5-min walking with 85% BWU. Ground Reaction Force was recorded by the h/p/cosmos treadmill device. Muscle Lab Model 4000e device was used to record the electromyographic signals of the hip and shin muscles. The locomotor test was performed twice before GBI, monthly during GBI and 1 week after leaving isolation. The results obtained before GBI demonstrate that the changes of support and proprioceptive afferentation signals play significant role in reorganizing of the biomechanical structure of motor acts and the development of new movement patterns. The results of the study are consistent with the previously obtained results of other studies in this direction. Despite the fact that during the GBI the participants of the experiment performed regular physical training, a decrease in the performance indicators values was detected, especially pronounced after 100 days of GBI. This is probably due to limited space of a space station model, as well as the development of a special motor stereotype in it. Noteworthy are the results obtained after the 4th session of the experiment, indicating the effect of sensorimotor learning. We think that the data obtained in this study will be useful in research both in gravitational physiology and in clinical medicine. (shrink)

The purpose of the study is to determine the relationship between the economic well-being of countries and their openness to external markets. The scientific novelty consists in the comparison of two groups of countries with different characteristics and identifying specific patterns of the impact of selected macroeconomic factors on GDP. The article presents an econometric analysis and contains regression equations for each state. Interpretation of the coefficients of the derived models makes it possible to estimate changes in GDP with the (...) change of indicators. As a result, it was revealed that export is the most stable and strongly influencing the economy of all countries macroeconomic factor, and the strength of influence depends on the level of development of the country. The stability of GDP in developing countries is largely achieved through the regulation of internal factors, and in developed countries through exports regulation. (shrink)

In this paper, I will discuss new approaches to investigating increasingly influential, yet under-researched, theoretical assumptions regarding the role dialogic interaction plays in cognitive development. I will present a psychological theory that refines social learning models by integrating them with schema-theoreticperspectives. I will then review Philosophy for Children pedagogy, demonstrating how it can provide a useful context for conducting empirical studies of learning theories that emphasize the use of dialogue for promoting individual argumentation development. Next, I will describe a research (...) design and data-analytic tools used to examine the educational potential of engagement in a philosophical dialogue for the development of argumentation. Finally, I will present preliminary results of a study evaluating the connections between 1) specific features of group interactions experienced by elementary school students and 2) individual student performance on multiple measures of argumentation. The purpose of the study is to research intermediary transactions in the oil and gas producing industries and present them based on the results of the internal audit. In accordance with this goal, the article discusses and analyzes the theoretical aspects of accounting and methods of conducting an internal audit of settlements for intermediary transactions in oil companies. Attention is focused on the fact that intermediary operations are important in regulating the mechanism of market relations of both manufacturing companies and (...) purchasing companies. The article analyzes the current methodological guidelines of oil companies on the accounting of intermediary operations and the rules for conducting internal audits. As a result, shortcomings in the accounting of intermediary operations were identified and methodological recommendations for their improvement were presented, confirming the scientific novelty of the study. The purpose of this article is to present some reflections on the problems and solutions concerning the lexical meaning determination. First, to determine the meaning of the words it is specified the status of conceptual layer in the semiotic triangle. According to the German linguist Jost Trier, it is emphasized that semantic changes concern not only the individual words but the whole lexical field to which they belong, and thus the entire vocabulary. Thus, the meaning of a word is a (...) part of the language content and each language evaluates and organizes the reality according to its own laws. Some examples compare the organization of the language content in different languages. It is necessary to study the lexical meaning in relation with the language content. (shrink)

In the context of the new paradigms of the knowledge-based economy, education and the quality of the educational system is becoming one of the strongest factors of influence. Decisions regarding the financing of education have a particular impact on the level of expenditure in the pre-university system and on the organization of the system of study courses. Furthermore, they are closely linked to the economics and accounting of pre-university education institutions. The existence or lack of material resources can greatly influence (...) the teaching activity process and implicitly the results achieved by the system. This paper aims to examine the consequences of certain decisions regarding funding in education, student achievement in pre-university education using data on government spending in the world relative to a single student, the level of salaries in secondary education and the number of students per teacher and the student's test scores. The authors chose the quantitative research methodology using the multiple linear regression model with dependent and independent variables to test the extent to which certain parameters of the funding process can influence the results achieved by students in standardized tests. The research results show that decisions regarding the financing of education in terms of salaries and the level of funding based on the standard cost per student have a direct impact on the achievements of the students and also, on the scores achieved by students. New neural models for anorexia nervosa are emerging as a result of increased research on the neurobiology of AN, and these offer a rationale for the development of new treatment technologies such as neuromodulation. The emergence of such treatment technologies raises new ethical questions; however these have been little discussed for AN. In this article, I take an empirical approach and explore how young women who suffer from AN perceive treatment technologies in light of the concept of authenticity. Interview data (...) showed that participants in this study did not seem to unconditionally adhere to treatment modalities that only imply laborious self-work, such as therapy. The data also showed that they were willing to accept new treatment possibilities such as pharmacological or brain-directed treatment strategies, which they view as having potential instrumental value in coping with certain symptoms of the illness. However, such modalities can pose threats to patients’ authenticity, especially with regard to self-discovery. I argue that, in a context where there is an increased interest in brain-directed treatment strategies for AN, studies should continue to explore the ethical and psychological impact of such treatment technologies on individuals. The employee motivation at the organizational level is naturally quantified in achieving performance goals. In this paper are studied the motivational factors from the perspective of employee work performance reflected, vertically, in the organizational performance and further in the macroeconomic performance. Using an empirical study in which the observed data were obtained through a survey conducted in this year among the Romanian employees, in this paper we validate three hypotheses that establish the association of employee performance, on the one hand (...) with proactive personality traits and on the other hand with certain motivational factors.
