How is it possible, that after the exhilarating start of democratic transitions in the late 1980s and 1990s, today authoritarian–populist options seem to be emerging in many new, as well as old democracies? Why does populism, that in most of its historical varieties has been anti-institutional and anti-procedural, turn to constitution making and constitutional rhetorics as one of its main arenas of contestation? The answers to these questions are related. In the following, in the form of six theses, I start (...) with what I mean by ‘populism’. Next, I wish to point to the two deficits of liberal democracy that provides the context for the rise of populist politics. These deficits according to me have been intensified in many of the new democracies. I continue by stressing populisms own deficits as the reason for turning to the constituent power. I end with a consideration of what liberal democrats can do to address the causes of the populist temptation. (shrink)

In the recent paper “Naive modus ponens”, Zardini presents some brief considerations against an approach to semantic paradoxes that rejects the transitivity of entailment. The problem with the approach is, according to Zardini, that the failure of a meta-inference closely resembling modus ponens clashes both with the logical idea of modus ponens as a valid inference and the semantic idea of the conditional as requiring that a true conditional cannot have true antecedent and false consequent. I respond on behalf (...) of the non-transitive approach. I argue that the meta-inference in question is independent from the logical idea of modus ponens, and that the semantic idea of the conditional as formulated by Zardini is inadequate for his purposes because it is spelled out in a vocabulary not suitable for evaluating the adequacy of the conditional in semantics for non-transitive entailment. I proceed to generalize the semantic idea of the conditional and show that the most popular semantics for non-transitive entailment satisfies the new formulation. (shrink)

ABSTRACTWhile extant replies to Jonathan Schaffer’s putative counterexamples to the transitivity of grounding have made significant strides against the charge of transitivity failure, the replies pay insufficient attention to the common structure of the counterexamples, overlooking a deeper structural feature that contributes to their prima facie plausibility. Putative counterexamples to the transitivity of grounding, I argue, trade on the distinction between what I call ‘rigid’ and ‘non-rigid’ grounding, and confusion over how rigid and non-rigid grounding react when combined pumps (...) the intuition that the counterexamples’ chained conclusions are false. The rigid/non-rigid grounding distinction also reveals plausible weakening inference rules that have been overlooked in treatments of the logic of grounding. (shrink)

Axiomatic utility theory plays a foundational role in some accounts of normative principles. In this context, it is sometimes argued that transitivity of “better than” is a logical truth. Larry Temkin and Stuart Rachels use various examples to argue that “better than” is non–transitive, and that transitivity is not a logical truth. These examples typically involve some sort of “discontinuity.” In his discussion of one of these examples, John Broome suggests that we should reject the claim which involves “discontinuity.” We (...) can, I suggest, make sense of the examples which Temkin uses while sacrificing neither transitivity nor “discontinuity.” This response to Temkin's examples involves developing and modifying James Griffin's account of “discontinuity.” If the account of “discontinuity” seems implausible, that is because of a failure to allow for vagueness. Transition has not always been a success story. In some cases failure was due to the introduction of topdown legislature, which was not always compatible with the existing informal rules of the game. In other cases transition was just a euphemism for a fight for power with little substantial change.Still, most Western analysts indulged in analysing all East-European economies according to a rather standard pattern. This paper explains this approach by referring to the need to maintain rentseeking (...) policies in the West, to create new rents in the East. Western governments complied with the constructivistic view willingly, especially in the EU area, for social engineering was instrumental in order to acquire and expand consensus on the principles of state interference.La transition n’a pas toujours été une réussite. Many people have the intuition that the failure to impose punishment on perpetrators of such serious human rights violations as murder, torture and rape that occurred in the course of violent conflict preceding a society’s transition from authoritarianism to democracy amounts to an injustice. This intuition is to an appreciable extent accounted for by the retributivist outlook of a high proportion of those who share it. Colleen Murphy, however, though she accepts that retributivism may justify punishment of offenders (...) in stable democracies, claims in her recent book on transitional justice that retributivism is inapplicable in the circumstances of transitional justice. I argue that the four arguments she provides in support of this claim are unsuccessful and that retributivism, assuming it to be a tenable rationale for punishment, justifies the subjection of perpetrators of at least some serious human rights abuses to sanctions in at least some transitional societies. All efforts undertaken so far to establish peace between Israel and the Palestinians have failed to seriously address the right of return of the Palestinian refugees. This failure stemmed from a conviction that the question of historical justice in general had to be avoided. Since justice is a subjective construct, it was argued, allowing it to become a subject of negotiation would only perpetuate the conflict. However, the experience of these peace efforts has shown that without solving the problem (...) of the Palestinian refugees an agreement cannot be reached. And the problem cannot possibly be solved without addressing the key Palestinian demand on this issue — the right of return. For both sides, the right of return, more than any other issue, touches on the essence of their history since the beginning of the conflict between them, and on their future. The national narrative of each side thus centers on its version of the history of the 1948 Arab-Israeli war, in the course of which the Palestinian refugee problem was created. And each side maintains the fundamental belief that its future national existence hinges on whether, and how, the issue of the right of return is resolved. For the Palestinians, the right of return is an inalienable right that defines their national identity and their struggle for liberation. For Israeli Jews, the right of return is perceived as an existential threat to the Jewish character of their society, if not to its very existence. It is not surprising, therefore, that within each of the two societies a national consensus has been built around this issue and that the position of each society seems to stand in complete opposition to that of the other. However, we argue that a morally and politically sound basis could and should be established for a workable solution and that such a basis can be provided by the notion of "transitional justice." Transitional justice stresses two major steps as necessary for reconciliation between parties involved in an historic conflict: recognition and restitution. Recognition entails revealing the historical truth about the injustices committed and according their victims dignity and respect as rights-bearing human beings. Restitution is meant to alleviate some of the material deprivation suffered by the victims and is also a form of recognition. In the Israeli-Palestinian case, recognition by Israel of the right of return would entail its assumption of responsibility for the uprooting of the majority of Palestinian society in 1948. This would satisfy a demand that has become a fundamental element in Palestinian national identity. Recognition would then enable the two parties to enter negotiations over restitution, in particular the implementation of the right of return. In these negotiations, as many Palestinian political leaders have indicated, the concerns of Israeli Jews with their national identity would be taken into account. Only if the fundamental concerns of the two parties, which center on the issue of the right of return, are met can the road towards reconciliation between them be opened. (shrink)

According to existing accounts of indicative conditionals, any argument of the following form is valid: ϕ → ψ, ( ϕ ∧ ψ ) → χ ∴ ϕ → χ. Here, I present a set of counterexamples to show that there exist invalid arguments of this form. I argue that this data poses serious problems to variably strict accounts of conditionals, as such accounts are structurally unable to accommodate it. Dynamic strict accounts, however, are a different story. While existing dynamic strict (...) accounts do not accommodate the data, they are in principle able to, and I propose a modified dynamic strict account, drawing from von Fintel, that does. The key modification is this: whereas existing dynamic strict accounts take into account only the effects of conditional antecedents in changing the semantic context, the data shows that we must also take into account the effects of conditional consequents in changing the semantic context. To promote inclusive development and comply with equal opportunity legislation, South African companies often fast-track careers of high-potential previously disadvantaged individuals. Organisations typically do not sufficiently support transitioning leaders, possibly acting unethically. The rate of failure is high with devastating effects for the individual and their organisation. The novel, empirically researched Transformative Transition Coaching framework, helps facilitate deep and lasting changes in meaning perspectives of transitioning leaders through coaching. Abstract:This article provides a novel interpretation of the so-called transition to self-consciousness in The Phenomenology of Spirit, where Hegel argues that the failure of the protagonist consciousness to formulate an understanding of the world in terms of forces and laws necessitates the shift to an investigation of its own self-conscious subjectivity. The author argues that we can make sense of the transition by attending to Hegel's account of the metaphysical structure of forces and laws, on the one (...) hand, and the structure of self-consciousness, on the other. Following this approach, she argues that the transition represents the realization by the protagonist consciousness that the object of phenomenological inquiry must be metaphysically self-determining (or "infinite," in Hegel's terminology). The standpoint of self-consciousness accordingly emerges because the protagonist consciousness takes itself qua subject to exhibit the requisite self-determining structure. In addition to making sense of the transition to self-consciousness, this line of argumentation illuminates Hegel's subsequent focus on the activity of "desire.". (shrink)

Primal infon logic was introduced in 2009 in connection with access control. In addition to traditional logic constructs, it contains unary connectives p said indispensable in the intended access control applications. Propositional primal infon logic is decidable in linear time, yet suffices for many common access control scenarios. The most obvious limitation on its expressivity is the failure of the transitivity law for implication: \$$ \to \$$ and \$$ \to \$$ do not necessarily yield \$$ \to \$$. Here we (...) introduce and investigate equiexpressive extensions TPIL and TPIL* of propositional primal infon logic as well as their quote-free fragments TPIL0 and TPIL0* respectively. We prove the subformula property for TPIL0* and a similar property for TPIL*; we define Kripke models for the four logics and prove the corresponding soundness-and-completeness theorems; we show that, in all these logics, satisfiable formulas have small models; but our main result is a quadratic-time derivation algorithm for TPIL*. This article analyzes the current political transition in México from the vantage point of civil society. It departs from a definition of the Mexican authoritarian regime, now the oldest in the world, as a model of fusion between the state, the market and society. The crisis of the developmental model and the regime’s increasing inability to incorporate the new social actors created by industrialization and urbanization opened up a long period of political crisis whose main content was a process (...) of societal differentiation. The failure of President Salinas’ project of neo‐liberal reconstruction of the authoritarian regime deepened the crisis and led to the formation and consolidation of strong national political parties, the beginning of a still unequal, but effective electoral competition and especially to the emergence of several civic groups that are struggling for a democratization that goes beyond electoral politics. The collective identity as civil society of these civic groups has been instrumental for the critique of the regime’s gradualist strategy of “permenent electoral reform”. (shrink)

This article explores the transition experience of Croatia from 1990 to the present, with emphasis on social attitudes towards the free-market system and how the legacy of communism has influenced people’s expectations of and views towards the economy. The anthropological position of man as homo economicus is of central importance, if one is to properly understand the forces at work in a transition society like Croatia. This position also has far-ranging implications for ethics and morality, as well as (...) for the general culture. Assisted by the insights of Catholic social teaching, in particular Pope Benedict XVI’s Caritas in Veritate, the article concludes with possible lessons from the failure of communism and the challenges of transition. This paper presents and motivates a new philosophical and logical approach to truth and semantic paradox. It begins from an inferentialist, and particularly bilateralist, theory of meaning---one which takes meaning to be constituted by assertibility and deniability conditions---and shows how the usual multiple-conclusion sequent calculus for classical logic can be given an inferentialist motivation, leaving classical model theory as of only derivative importance. The paper then uses this theory of meaning to present and motivate a logical system---ST---that conservatively extends classical (...) logic with a fully transparent truth predicate. This system is shown to allow for classical reasoning over the full (truth-involving) vocabulary, but to be non-transitive. Some special cases where transitivity does hold are outlined. ST is also shown to give rise to a familiar sort of model for non-classical logics: Kripke fixed points on the Strong Kleene valuation scheme. Finally, to give a theory of paradoxical sentences, a distinction is drawn between two varieties of assertion and two varieties of denial. On one variety, paradoxical sentences cannot be either asserted or denied; on the other, they must be both asserted and denied. The target theory is compared favourably to more familiar related systems, and some objections are considered. (shrink)

In the literature on transitional justice, there is disagreement about whether countries like the United States can be characterized as transitional societies. Though it is widely recognized that transitional justice mechanisms such as truth commissions and reparations can be used by Global North nations to address racial injustice, some consider societies to be transitional only when they are undergoing a formal democratic regime change. We conceptualize the political situation of low-income Black communities under the U.S. imprisonment and policing regime in (...) terms of three criteria for identifying transitional contexts: normalized collective and political wrongdoing, pervasive structural inequality, and the failure of the rule of law. That these criteria are met, however, does not necessarily mean that a transition is taking place. Drawing on the American political development and abolition democracy literatures, we discuss what it would mean for the United States to transition out of its present imprisonment and policing regime. A transitional justice perspective shows the importance of not only pushing for truth and reparation, but for an actual transition. (shrink)

This paper explores the failure of modernisation theory and its more recent offspring as represented by 'transition to democracy' and 'construction of capitalism' theories to explain the post-communist development of Russia. Some post-modern theories, though, reinterpreted to emphasise the disintegration and fragmentation of the 'hard core' of social structures rather than the 'post-philosophical' mode of thinking and 'aestheticised' styles of consumption, are looked at for a more fruitful conceptual alternative. In the conclusion, the idea of 'multiple fragile modernities' (...) is argued for as the most promising starting point for the conceptualisation of post-communism as well as its correlation with global 'late capitalism'. The paper questions some of the premises in studying academic spin-offs in developed countries, claiming that when taken as characteristics of ‘academic spin-offs per se,’ they are of little help in understanding the phenomenon in the Eastern European countries during the transitional and post-transitional periods after 1989. It argues for the necessity of adopting a path-dependent approach, which takes into consideration the institutional and organisational specificities of local economies and research systems and their evolution, which strongly influence the patterns of (...) spin-off activity. The paper provides new findings and original arguments in support of Balazs’ seminal theses (Balazs 1995, 1996) about the emergence of academic spin-offs during the early transition. It reveals key economic and policy mechanisms bearing on academic entrepreneurship in Eastern Europe, such as the tensions between economic and political nomenclatures of former Communist Parties, where the dismantling or preservation of the power of political nomenclature resulted in different patterns of development—rapid reforms in the ‘first wave’ of EU accession countries or the establishment of rent-seeking and assets-stripping economies in countries like Bulgaria and Romania, making the transition period especially difficult. In the latter, a specific economic environment emerged, unknown in Western Europe and in the ‘champions’ of transition—such as suppression of the authentic entrepreneurship in a number of economic sectors, disintegration of corporate structures, etc. Thus, the paper reveals the common ground behind the two conflicting tendencies in post-socialist academic spin-offs, partially outlined in other research (Simeonova 1995; Pavlova 2000): as an authentic form of academic entrepreneurship grasping the opportunities opened up by the economic crisis and compensating failures in science and technology policy on the one hand, and as specific rent-seeking strategy draining valuable public assets on the other (the latter, in turn, boosting the negative attitudes in local scientific communities). The paper provides new findings about the evolution of the academic spin-offs in Bulgaria along the two polar trends and their positive and negative repercussions on parent research institutions. This was not a complete surprise to me, as I had been subjected to a number of tests and invasive procedures to investigate nephritis since I was a child. I had heard similar stories of clinicians performing repeated tests on my father for similar reasons without (...) any conclusions. Following my recommendation for transplant and consultation with genomics specialists, the cause of my kidney failure was determined to be Alport syndrome. What made Alport syndrome so difficult to diagnose in my case was that the associated mutation is a rare, autosomal-dominant one that has only recently been associated with the condition.After reviewing the data on survival rates for transitioning to dialysis versus a transplant, my family and I then considered the success rates for living versus cadaver donors, and the success rates at various transplant centers. The current data favor the long-term outcomes of transplant over dialysis and living over cadaver donors. Since we had decided to focus on searching for a live donor, my nephrologist recommended contacting Renewal, an organization that specializes in connecting those in need of a kidney transplant with live donors and providing support for donors to make the donation process less burdensome.On Renewal’s recommendation, my family and friends reached out across their social networks to search for potential donors. Many of those tested for compatibility were eliminated on basic matching criteria, others due to previously undiagnosed medical problems. Finally, the wife of a childhood friend came forward as an eligible donor and was also an incredibly close match on the antigens tested for kidney transplants.Having a living donor who was also a friend made the transplant experience somewhat less intimidating than it might have been. It meant the transformation of an existing relationship with someone already close to me, with fewer open questions about what may have motivated them to be so generous than if the donor had been someone I did not know. It also meant our families could be together in the waiting room, and that we shared in each other’s recoveries.Life post-transplant has been a significant improvement from what it was like immediately beforehand. Before my transplant, I regularly weighed food and consulted nutrition charts to gauge how much potassium I was consuming. To prevent too much potassium from building up in my bloodstream, I had to take sodium polystyrene [End Page 111] regularly. As one might guess from the name, it tastes much like burnt Styrofoam, and I could only ingest it with copious amounts of fruit-flavored syrup (strawberry covered up the awful flavor the best). There are other potassium binders on the market now, so fewer people with kidney failure will likely need to engage in such gustatory experimentation.I was also able to engage in more activities than what was possible even years before my transplant. I had long experienced difficulty with aerobic exercises, but assumed the reason was merely being out of shape. Though I have always walked regularly, even the one-mile walk from my office to my apartment had become a chore by the end. Within a few months after my transplant, I was riding a bicycle all over NYC, from Harlem to Brooklyn and back regularly, and hiking trails in nearby state parks. I began sessions with a personal trainer and attained a level of fitness I had not reached since I played soccer as a child.The transition from personalized care to one more driven by protocol has been a surprising and challenging aspect of the transplant process. While my previous experience with medical treatment has been individual meetings with physicians, my post-transplant care is managed by a team of nephrologists and other specialists in transplant care. My initial transplant nephrologist was automatically assigned to me. Because the standard of care for transplant patients is often driven by protocol, my assigned nephrologist recommended a biopsy on my transplanted kidney due to results in my recent lab tests. “Absence of evidence isn’t evidence of absence” is a slogan that is popular among scientists and nonscientists alike. This article assesses its truth by using a probabilistic tool, the Law of Likelihood. Qualitative questions (“Is E evidence about H ?”) and quantitative questions (“How much evidence does E provide about H ?”) are both considered. The article discusses the example of fossil intermediates. If finding a fossil that is phenotypically intermediate between two extant species provides evidence that those species have (...) a common ancestor, does failing to find such a fossil constitute evidence that there was no common ancestor? Or should the failure merely be chalked up to the imperfection of the fossil record? The transitivity of the evidence relation in simple causal chains provides a broader context, which leads to discussion of the fine-tuning argument, the anthropic principle, and observation selection effects. One of the major developments in cancer research in recent years has been the construction of models that treat cancer as a cellular population subject to natural selection. We expand on this idea, drawing upon multilevel selection theory. Cancer is best understood in our view from a multilevel perspective, as both a by-product of selection at other levels of organization, and as subject to selection at several levels of organization. Cancer is a by-product in two senses. First, cancer cells co-opt (...) signaling pathways that are otherwise adaptive at the organismic level. Second, cancer is also a by-product of features distinctive to the metazoan lineage: cellular plasticity and modularity. Applying the multilevel perspective in this way permits one to explain transitions in complexity and individuality in cancer progression. Our argument is a reply to Germain’s scepticism towards the explanatory relevance of natural selection for cancer. The extent to which cancer fulfills the conditions for being a paradigmatic Darwinian population depends on the scale of analysis, and the details of the purported selective scenario. Taking a multilevel perspective clarifies some of the complexities surrounding how to best understand the relevance of evolutionary thinking in cancer progression. (shrink)

Considering the effect of the local topology structure of an edge on cascading failures, we investigate the cascading reaction behaviors on scale-free networks with respect to small edge-based initial attacks. Our aim is to explore the relationship between some parameters and universal robustness characteristics against cascading failures on scale-free networks. We find by the theoretical analysis that the Baraba'si-Albert (BA) scale-free networks can reach the strongest robustness level against cascading failures when α + β = 1, where the robustness is (...) quantified by a transition from normal state to collapse. And the network robustness has a positive correlation with the average degree. We furthermore confirm by the numerical simulations these results. (shrink)

A blind determination to save the prestige of personal existence—rather than, through impartial disdain for its impotence and entanglement, at least to detach it from the (...) background of universal delusion—is triumphing almost everywhere. This paper presents a view of the process of transition from planned command socialism to mixed market capitalism involving nonlinear complex dynamical phenomena. After the former institutional structure disappears a coordination failure can bring about macroeconomic collapse as in almost all of the former Soviet bloc or macroeconomic boom as in China. A closely linked phenomenon is the rise of the underground economy as inflation and income inequality increase. This can lead to a jump from one equilibrium to (...) a very different one as nonlinear social feedback processes operate in the transition. (shrink)

This paper presents a stylized overview of the process of transition from planned command socialism to mixed market capitalism in stages, each involving nonlinear complex dynamical phenomena. The end of the command form arises out of a chaotic hysteretic long wave investment cycle. After the former institutional structure disappears a coordination failure brings about macroeconomic collapse. As recovery emerges various complex fluctuations of employment appear as government labor policies oscillate.

Japan is a country largely lacking supplies of many essential natural resources including petroleum, coal, and iron ore. As her industrial base and economy expanded during the 1920s and 1930s, Japan's dependence on imports of these resources became increasingly evident. The onset of the Depression in the 1930s further threatened Japan's lifeline, and, in an effort to become economically independent and self-sufficient in natural resources , Japan's militaristic government pursued a policy of territorial expansion. Beginning in 1937, Japan's military forces (...) swept out of Manchuria into China and then into Southeast Asia in search of strategic materials such as petroleum, coal, copper, zinc, and rubber. To achieve independence in petroleum, the Japanese developed a dual approach: they would acquire natural petroleum sources in Southeast Asia and at the same time establish a synthetic fuel industry for the conversion of coal to oil. Actually, the Japanese had begun research on synthetic fuel in the 1920s, only a few years after other countries, such as Germany and Britain, that lacked sources of natural petroleum. They did excellent laboratory research on the coal hydrogenation and Fischer-Tropsch conversion processes, but in their haste to construct large synthetic fuel plants they bypassed the intermediated pilot-plant stage and failed to make a successful transition from small- to large-scale production. Unable to synthesize liquid fuels from coal, they instead derived significant quantities from the technologically simpler coal carbonization and shale oil distillation processes. In the last year of World War II, the Japanese attempted to revive their synthetic fuel industry and entered into an agreement with IG Farben for technical assistance. Germany's defeat ended this final effort. The Japanese synthetic fuel industry presents a good case study of technological failure. Thomas Nagel's conservative position of the political conception for world politics and his insightful ?Minimum Humanitarian Morality? (MHM) view on global justice are laudable. He admits that the path from anarchy to justice must go through injustice. But Nagel does not clearly identify the conditions under which we put up with global injustice. This paper reviews the conception of MHM through the lens of the institutional political economy. In my view, to recognize the degree of structural failure (weakness in (...) governance) as well as the degree of transition failure (elite bargain or personalization of power being interlocked) in each state can give us a hint on how to conceptualize and apply Nagel's MHM. We also argue that the scope and degree of humanitarian aid may vary in accordance with the options to global justice open to each state. (shrink)

Anyone who does not simply refuse to perceive decline will hasten to claim a special justification for his own personal existence, his activity and involvement in this chaos. There are as many exceptions for one's own sphere of action, place of residence, and moment of time as there are insights into the general failure. Background: To place a dependent with severe dementia in a nursing home is a painful and difficult decision to make. In collectivistic oriented societies or families, children tend to be socialised to care for ageing parents and to experience guilt and shame if they violate this principle. Leaving the care to professional caregivers does not conform with the cultural expectations of many ethnic groups and becomes a sign of the family’s moral failure. Research design: Qualitative design with individual in-depth (...) interviews with nurses, family members and dementia care coordinators in Norway, Montenegro, Serbia and South Africa. Braun and Clarke’s six analytic phases were used. Ethical considerations: The project was approved by the Regional Committee for Research, South-Eastern Norway; the Norwegian Centre for Research Data; the Ethics Committee; University of Limpopo, MEDUNSA Campus, South Africa; and by the local heads of the respective nursing homes or home care services. Interviewees were informed orally and in writing and signed an informed consent form. Findings: Healthcare professionals tend to be contacted only when the situation becomes unmanageable. Interviewees talked about feelings of obligation, shame and stigma in their societies regarding dementia, particularly in connection with institutionalisation of family members. Many lacked support during the decision-making process and were in a squeeze between their own needs and the patients’ need of professional care, and the feeling of duty and worry about being stigmatised by their surroundings. This conflict may be a source of pre-decision regret. Conclusion: Family caregivers need help to understand the behaviours of persons with dementia and how to access the formal and informal services available. Thus, they may provide effective support to patients and family carers alike. Supportive interventions for caregivers need to be tailored to meet the individual needs of both the caregiver and the persons with dementia. (shrink)

Current sociological theories appear to have lost their general persuasiveness in part because, unlike the theories of the ‘classical era’, they fail to maintain an integrated stance toward society, and the practical role that sociology plays in society. The authors explore various facets of this failure and possibilities for reconstructing sociological theories as integrated wholes capable of conveying a moral and political immediacy. They discuss the evolution of several concepts (for example, the social, structure, and self) and address the (...) significant disputes (for example, structuralism versus humanism, and individual versus society) that have dominated twentieth-century sociological thought. Their ideas and analyses are directed towards an audience of students and theorists who are coming to terms with the project of sociological theory, and its relationship with moral discourses and political practice. The authors of these essays are sociological theorists from the United States, the United Kingdom and Canada. They are all established, but not ‘establishment’ authors. The book contains no orthodoxies, and no answers. However, the essays do contribute to identifying the range of issues that will constitute the agenda for the next generation of sociological theorists. (shrink)

During the three decades since Albania overthrew the communist dictatorial system and began its democratic changes, the existence of a line of thought in Albanian society has been noted, which tends to explain the behaviour of Albanian politicians during the transition period based on the assumption of a “communist mentality” carried by them. This line of thought has often been dominant and has been reflected in the Albanian media and public space as a form of “main” explanation to show (...) many of the failures that Albanian democracy has faced during these 30 years, the authoritarian behaviour of political elites, the “state capture” by political parties, the crisis of state institutions, etc. Applying the concept of “communist mentality” in the Albanian media and public space and explaining through it (almost) any kind of negative phenomenon, problem, or behaviour that contradicts the idea of democracy or prevents it from developing, is very problematic, therefore it has served as an impetus in undertaking this study. In this paper, a critical approach will be offered to this discourse that has often dominated the Albanian media and public space, questioning whether is this “communist mentality” the determining factor for the behaviour of Albanian politicians and the failures of Albanian democracy or there are other factors that may explain these phenomena. What has happened to make our liberal democracies so ideologically charged? (...) Professor Ann Hartle's book tries to answer these and other questions in line with the concept of civility that, according to her thesis, Michel de Montaigne created in early modernity and that is about to disappear in our day. Not in vain is Montaigne the protagonist of this book, given that Professor Hartle is a world-renowned specialist on the author of the Essays, although in this case she is interested in the transformations that gave rise to modernity in order to understand our present day. She reads Montaigne for a better interpretation of some central problems of our time, such as the difficulty to speak freely that is experienced on university campuses and, in general, the increasing politicization of our civil societies.Thus, in the first place, Professor Hartle's work interrogates the origins of civility, the social bond created in modernity. To this end, she exposes what happened in the time of Montaigne, when societies, based on the classical and Christian tradition, were plunged into a general crisis. This is what the French essayist detected, and it led him to propose a new type of bond. For this, it is necessary to free oneself from tradition, which had legitimized the division between masters and slaves, the source of all conflicts.Montaigne's movement is philosophical in character: It consists of a split carried out in his Essays between the natural human being and the philosophical observer, which leads to a break with traditional moral standards, identified with Nature. The new human being, thus unfolded, can choose his own hierarchy of values and address the good he chooses with his own will (although this will be a will purified of particularisms, without excessive self-esteem). Such self-awareness, achieved by Montaigne as an accidental philosopher, is concretized in the predominance of the concept of judgment, in the ability to freely choose our possibilities (and not ends dictated by Nature).The new world thus created, Hartle explains, gave rise to the liberal order. It is true that Montaigne was not a theorist, but in his work it is possible to find the rupture of the traditional hierarchy between masters [End Page 351] and slaves, now considered as equals before the law, which is above all, and which is the fruit of reason. In this civil society, human beings no longer dominate each other, and each peacefully pursues his purposes. It is the state, as the embodiment of the law, that regulates everything, except the space of freedom gained with the emergence of the modern public sphere.In this context, the concept of authenticity makes sense, which, according to Professor Hartle, is the best reflection of the breakdown of the traditional order and the disappearance of its moral community. Now each individual pursues his purposes and is no longer to fulfill the ends of a universal human nature. That is why the bond of civility, in which the absolute autonomy of the subject is recognized, as well as his equality before the law, replaces the moral ties of the traditional community and its hierarchies. It is the French thinker who best exemplifies this transit, by showing himself openly in his Essays as a common subject who pursues his purposes and who relates to others as equals, no longer as someone superior, capable of disputing merit, and dominating others.However, this new society and its civil bonds are in crisis; civility fades, or that is Professor Hartle's pessimistic conclusion. Today we are witnessing an ideologization of previously depoliticized areas, such as the university, with the demand for the use of politically correct language and the fear of expressing oneself freely, especially when one's own opinions do not align with the current political trends. Despite recent efforts to improve on counterfactual theories of causation, failures to explain how effects depend on their causes are still manifest in a variety of cases. In particular, theories that do a decent job explaining cases of causal preemption have problems accounting for cases of causal intransitivity. Moreover, the increasing complexity of the counterfactual accounts makes it difficult to see why the concept of causation would be such a central part of our cognition. In this paper, I propose an (...) account of our causal thinking that not only explains the hitherto puzzling variety of causal judgments, but also makes it intelligible why we would employ such an elusive concept. The problem this article is concerned with is the failure ofmany large organizations in formerly socialist countries and inpublic sectors of market economies to make effective, peaceful,and ethical transformation from command to market responsiveorganization and privatization. There are at least threeimportant behavioral causes of this problem. First, organizationtransformation is blocked because the organization tries tochange "all at once" before the organization has learned how toact successfully in a new for the organization environment as amarket responsive instead of a command (...) organization (Churchman,1971; Quinn, 1980; Nystrom and Starbuck, 1984; Mintzberg andWaters, 1985; Mintzberg, 1994; Goldman, 1994). Second,organization transformation is blocked because "all at oncechange" stimulates so much fear and political opposition thatchange is politically not possible (Argyris and Schon, 1974;Argyris, 1990; Goldman, 1994; Sachs, 1992). Third, organizationtransformation is blocked because the "guardian" ethics syndromeof command organization is less appropriate for market responsiveorganization than a "commercial" ethics syndrome (Jacobs, 1992;Harris, 1995). Gradual intrapreneurship (Burgelman, 1983; Nielsenet al., 1985) can serve as a peaceful and ethical transitionstrategy. Intrapreneurship can help bridge some of thecontradictions between "commercial" vs. "guardian" ethicssyndromes (Jacobs, 1992; Nielsen, 1996). (shrink)

Whether practiced by ethics committees or clinical ethicists, medical ethics enjoys a solid foundation in acute care hospitals. However, medical ethics fails to have a strong presence in the primary care setting. Recently, some ethicists have argued that the reason for this disparity between ethics in the acute and primary care setting is that primary care ethics is distinct from acute care ethics: the failure to translate ethics to the primary care setting stems from the incorrect belief that acute (...) care ethics can be applied to the primary care setting. In this paper, I argue that primary care ethics and acute care ethics are species of the same ethical genus, and that the ethical differences are not ones of kind but of circumstance. I do this by appealing to the role obligations that underlie acute care and primary care clinicians’ medical ethical obligations and the shared institutions that ground those obligations. (shrink)

The Russian financial crisis of August 1998, which occurred between the Asian recession and the devaluation of the Brazilian real in January 1999, put a question-mark over many certainties. It demonstrated that the most destructive speculative activities of financial players can only have free rein when there is a collapse of the state. The crisis proved that the markets need a state and cannot replace it. It was also the moment when people became aware of the dynamics of a globalized (...) financial economy (Stiglitz, 1999a; 1999b), leading to a critical rereading of the policies recommended in the 1990s and a direct questioning of the IMF and its actions. In Russia it caused a paradigm shift that could turn out to be salutary. In this regard the August 1998 crisis looks like the endpoint on the route followed since 1992 by the transition in Russia (Sapir, 1999a). We can see in the crisis both elements directly linked to the financial liberalization of 1985-95 and structural elements peculiar to the consequences of the transition and the policies adopted. This is why it suggests a reinterpretation of the entire development of the transition in Russia starting from 1992. (shrink)

Shedding the communist past, Boris Yeltsin embarked on an ambitious program to reorganize Russia‟s political and economic systems. Known as „shock therapy,‟ Yeltsin advocated a rapid transition from state planning to a market economy while simultaneously introducing democracy to Russia. Expecting a short period of hardship as economic reforms opened Russia to world markets, followed by prolonged growth and prosperity, Yeltsin‟s societal upheaval (...) left Russia a prostrate state, mired in a depression that left many longing for a return to socialism. We propose a framework for analyzing the development, operation and failure to survive of all things, living, non-living or organized groupings. This framework is a sequence of developments that improve survival capability. Framework processes range from origination of any entity/system, to the development of increased survival capability and development of life-forms and organizations that use intelligence. This work deals with a series of developmental changes that arise from the uncovering of emergent properties. The framework is intended to be general, (...) but we see a potential to apply it to scientific topics such as the exploration of the origin of life or the search for life beyond Earth, and to understand some biological issues in evolution and symbiosis, and also to apply to social systems that do not seem to be operating well, to determine their problems and correct them. There is much to be said for a diachronic or interpersonal individuation of singular modes of presentation (MOPs) in terms of a criterion of epistemic transparency between thought tokens. This way of individuating MOPs has been discussed recently within the mental files framework, though the issues discussed here arise for all theories that individuate MOPs in terms of relations among tokens. All such theories face objections concerning apparent failures of the transitivity of the ‘same MOP’ relation. For mental files, these (...) transitivity failures most obviously occur because mental files can merge or undergo fission. In this paper I argue that this problem is easily resolved once mental files are properly construed as continuants, whose metaphysics is analogous to that of persons or physical objects. All continuants can undergo fission or fusion, leading to similar transitivity problems, but there are well-established theories of persistence that accommodate this. I suggest that, in particular, the stage theory best suits the purposes of a continuant theory of MOPs. (shrink)

According to Transitivity, if A is better than B, and B is better than C, then A is better than C. We may understand “better than” as short for any of the following: “intrinsically better than,” “all things considered better than,” “hedonically better than,” and “better for a person than.” The same puzzle arises on each interpretation. Transitivity seems entrenched in our conceptual scheme, if not analytically true; its failure implies, implausibly, that some possibilities cannot be ranked in terms (...) of value; scads of three-member sets inductively confirm it; and hypothetical money-pumpers coax its detractors out of house and home by proffering a series of trades—C for A, B for C and A for B (and then repeating the cycle)—for an endlessly accumulating price. Nevertheless, two highly plausible principles entail that Transitivity is false. (shrink)

One of the central moral challenges facing numerous political communities today is political reconciliation. In the aftermath of repression, conflict, and injustice, communities confront the task of repairing damaged relationships among citizens and between citizens and officials. In A Moral Theory of Political Reconciliation, I develop a theory of what this process entails and of its moral significance. My central claim is that political relationships are damaged when and to the extent that they fail to express reciprocity and respect for (...) agency. Failures of reciprocity and respect for agency are how relationships go wrong during extended periods of repression and conflict, and it is in cultivating these two values in relations among citizens and officials that relationships are repaired. I am very grateful for the thoughtful, incisive, and stimulating comments provided by Cindy Holder, Tracy Isaacs, and Alice MacLachlan. In this reply to their commentaries, I first provide a brief background of the motivation for my project and an overview of the main theses that I defend over the course of my book. I then turn to three kinds of concerns raised by Holder, Isaacs, and MacLachlan. The first urges me to rethink the restriction of my analysis of political reconciliation to contexts of transition. The second challenges the particular way that I conceptualize the demands of reciprocity and respect for agency in political relationships. Belief formation and justification of belief is the subject of epistemology, philosophy of mind, and philosophy of action. In this article we are mostly interested in the application of analytic techniques for the explication of belief justification under uncertainty. We need to explicate this phenomenon in order to answer, at least in part, the question of what are the features of reasoning made in conditions that cause doubts, how people make decisions in such conditions. Arguments used for the justification of (...) such decisions have the status of plausible arguments. The crucial issues related to the analysis and evaluation of plausible arguments are of the acceptability of the premises and the transmission of their acceptability to the conclusion. In this article, we have focused on the transition from the premises to the conclusions of plausible arguments, on the transmission of justification of premises to the conclusions. To establish the peculiarities of such a transmission an outline of the semantics for such arguments is proposed. Its key component is the measures of the plausibility of the premises and rules of inference. A plausible argument itself does not provide the ultimate reason for accepting its conclusion. The justification of the conclusion also depends on other arguments that support or defeat it. So to establish the degree of justification of the conclusion we need to attribute the weights to the premises and rules of inference. We hope that this study provides at least a preliminary answer to the question of how the failure of the transmission of justification in plausible arguments differs from the failure of transmission in deductive arguments.
