This article challenges the general thesis that an unconditional basic income, set at the highest sustainable level, is required for maximizing the income-leisure opportunities of the least advantaged, when income varies according to the responsible factor of labor input. In a linear optimal taxation model (of a type suggested by Vandenbroucke 2001) in which opportunities depend only on individual productivity, adding the instrument of a uniform wage subsidy generates an array of undominated policies besides the basic income maximizing policy, (...) including a “zero basic income” policy which equalizes the post-tax wage rate. The choice among such undominated policies may be guided by distinct normative criteria which supplement the maximin objective in various ways. It is shown that most of these criteria will be compatible with, or actually select, the zero basic income policy and reject the basic income maximizing one. In view of the model's limited realism, the force of this main conclusion is discussed both in relation to Van Parijs' argument for basic income in Real Freedom for All (1995) and to some key empirical conditions in the real world. This paper examines whether, and if so when, luxury tax is justifiable. After a characterization of luxury tax, I critically examine several arguments that have been or can be made in defence of luxury tax, including Ng’s diamond good argument and a variation of Frank’s positional good argument. I put forward an alternative, expressive argument, according to which luxury tax can help to create and sustain social norms that discourage conspicuous luxury consumption and display of wealth. This study sheds a light on economic roots of optimal foraging/mating theory. Two examples show graphical optimisation models of behavioural ecology that are identical to much older ones of economics. The knowledge transfer has been conscious and explicit in some cases, but also less visible in others. This does no imply plagiarism or misconduct but merely shows how knowledge can diffuse along obscure, sometimes unconscious, routes of non-public and private communication.

How should we make interpersonal comparisons of well-being levels and differences? One branch of welfare economics eschews such comparisons, which are seen as impossible or unknowable; normative evaluation is based upon criteria such as Pareto or Kaldor-Hicks efficiency that require no interpersonal comparability. A different branch of welfare economics, for example optimal tax theory, uses “social welfare functions” to compare social states and governmental policies. Interpersonally comparable utility numbers provide the input for SWFs. But this scholarly tradition has (...) never adequately explained the basis for these numbers. John Harsanyi, in his work on so-called “extended preferences,” advanced a fruitful idea. While an ordinary preference is a ranking of outcomes, an “extended preference” is a ranking of individual histories. To say that individual k has an extended preference for history over means something like the following: k prefers to have the attributes of individual i in outcome x, as opposed to having the attributes of individual j in outcome y. Harsanyi’s proposal was to endow individuals with “extended preferences”; to represent such preferences using “extended” utility functions; and to employ such functions, in turn, as the basis for interpersonal comparisons of well-being levels and differences. Harsanyi’s analysis, however, had various gaps and flaws. In this Article, I both diagnose these difficulties, and show how they can be remedied - yielding a viable account of interpersonal comparisons, one sufficient for the needs of the SWF approach. To improve the accuracy and timeliness of the trajectory tracking control of the driverless racing car during the race, this paper proposes a track tracking control method that integrates the rear wheel differential drive and the front wheel active steering based on optimal control theory and fuzzy logic method. The model of the lateral track tracking error of the racing car is established. The model is linearized and discretized, and the quadratic optimal steering control problem is constructed. (...) Taking advantage of the differential drive of dual-motor-driven racing car, the dual motors differential drive fuzzy controller is designed and integrated driving with active steering control. Simulation analysis and actual car verification show that this integrated control method can ensure that the car tracks different race tracks well and improve the track tracking control accuracy by nearly 30%. Taxation of residential property is difficult to be implemented in many jurisdictions and in this respect Lithuania is not an exception. Many taxpayers do not comprehend why property should be levied by the government. Indeed, any owner of real estate would usually resist to any attempts to increase this tax burden. However, even when the threshold is once overstepped and a new unpopular statutory framework is introduced, the government still faces new dilemmas regarding the administration of this tax. Sometimes weak (...) tax administration but not the tax itself undermines the credibility of the public. Commercial premises as well as land have been continuously levied in the Republic of Lithuania since 1990. Thus, the taxes paid by enterprises and the land tax were not a big issue of public debate in Lithuania. The burden of this tax was not very significant in the light of all taxes paid by enterprises or land owners. The most problematic issue remains the taxation of residential property. (shrink)

Optimality theory, particularly optimal foraging theory (OFT), has spurned controversy over decades. I argue that the controversy results from conceptual pitfalls. The focus in this article is on pitfalls underlying the concept of constraint. Constraints in OFT models are a means to distinguish between possible and impossible behaviours. I argue that the seemingly innocuous notion of (im)possibility is tricky. It is indeed linked here with troublesome philosophical problems concerning free will. To steer away from such problems in (...) OFT, we need to distinguish between hard and soft constraints. Such a distinction is necessarily context-dependent. This implies that OFT, to a large extent, should take the form of natural history rather than general theory. (shrink)

Collaborative learning has recently achieved very significant results. It still suffers, however, from several issues, including the type of information that needs to be exchanged, the criteria for stopping and how to choose the right collaborators. We aim in this paper to improve the quality of the collaboration and to resolve these issues via a novel approach inspired by Optimal Transport theory. More specifically, the objective function for the exchange of information is based on the Wasserstein distance, with (...) a bidirectional transport of information between collaborators. This formulation allows to learns a stopping criterion and provide a criterion to choose the best collaborators. We investigate two formalizations of Optimality Theory, a successful paradigm in linguistics.We first give an order-theoretic counterpart for the data and processinvolved in candidate evaluation.Basically, we represent each constraint as a function that assigns every candidate a degree of violation.As for the second formalization, we define (after Samek-Lodovici and Prince) constraints as operations that select the best candidates out of a set of candidates.We prove that these two formalizations are equivalent (accordingly, there is no loss of generality with using (...) violation marks and dispensing with them is only apparent).Importantly, we show that the second formalization is equivalent with a class of operations over sets of formulas in a given logical language.As a result, we prove that Optimality Theory can be characterized by certain cumulative logics.So, applying Optimality Theory is shown to be reasoning by the rules of cumulative logics. The problem of how to make optimal choices in the face of risk arises in both economics/decision theory and also evolutionary biology; in the former, ‘optimal’ means utility maximizing, while in the latter it means fitness maximizing. This article explores the links, thematic and formal, between the economic and evolutionary theories of optimal choice in risky situations, with particular reference to the relationship between utility and fitness. This paper applies ideas and tools from social choice theory (such as Arrow's theorem and related results) to linguistics. Specifically, the paper investigates the problem of constraint aggregation in optimality theory from a social-choice-theoretic perspective.

This article is the final one in a series of four papers investigating the stakeholder approach to running businesses. It argues that the optimally viable version of that approach is one in which employees have a co-equal status as stakeholders with shareholders (the maximum allowed for under stakeholder theory) while other groupings only have a minimal status as stakeholders and are generally restricted to just customers, suppliers, and lenders. This version is argued for on the grounds that it both (...) overcomes the implementation problems attendant upon having to serve the interests of a range of groupings and is justified in terms of stakeholder membership being confined to those groupings with a claim on the services of a business in virtue of directly contributing to its economic functioning. The ranking of non-shareholder stakeholders in the recommended version and, in particular, the maximal ranking granted to employees is argued to reflect the scale of the various contributions as measured by the degree to which making it exposes those stakeholders to both financial risk and a non-financial “work-related” risk peculiar to employees. It is concluded that although this is the best available version of the stakeholder approach it may not be the best of all possible ways of running a business. (shrink)

Climate change economists have called it “the most important number you’ve never heard of” and the “holy grail of climate economic analysis.” It is the social cost of carbon (SCC), and its purpose is to reflect—in one dollar figure—the harm caused by emitting a single ton of carbon dioxide into the atmosphere. The SCC is an essential concept for environmental cost-benefit analysis, and for the idea of an “optimal tax” on carbon emissions. It is also the subject of fierce (...) debate in the academic literature and in American politics. This book offers the most systematic analysis yet of the social cost of carbon, its theoretical basis, and its proper role in climate economics and climate policy design. It explains that the SCC is not one concept but four, each of which is addressed to a distinct task in climate economics. Moreover, these four concepts can be sorted into two families that correspond to the two main branches of welfare economics, social choice theory and general equilibrium theory. The book explains these radically different theoretical frameworks and how a mathematically identical pair of SCC concepts can emerge from each. It then argues that the analytical power of each SCC concept is limited by its inability to capture the full array of ethical considerations that bear on responsible climate policy. Despite these limitations, the book explains how at least some SCC concepts can and should be put to work in real-world climate change policy analysis. (shrink)

The main purpose of this paper is to show that left-monotone risk aversion, a meaningful refinement of strong risk aversion, characterizes decision makers for whom deductible insurance is optimal. A second goal is to prove that the deductible’s computation is particularly tractable in the case of Yaari’s decision makers.

The relative importance and functional weight of local self-reliance and sustainability versus global connection and coordination is one of the most immediate and urgent problems of our time. In recent years globalization has been all the rage. It was synonymous with success and achievement. If you went global, you did something good and you were sure also to do well. Now some unintended but increasingly vexing side-effects of the globalization-trend have come to light. The opposite of globalization crops up with (...) increasing frequency: the importance of local self-reliance. This raises the question regarding an optimal ?glocal? strategy. donkey anaphora, quantificational and modal subordination, static and dynamic approaches to mood, tense and aspect, entailment in natural language, parallels between the individual, temporal and modal domain.

In a recent paper, Potochnik (Biol Philos 24(2):183–197, 2009) analyses some uses of optimality modelling in light of the anti-adaptationism criticism. She distinguishes two broad classes of such uses (weak and strong) on the basis of assumptions held by biologists about the role and the importance of natural selection. This is an interesting proposal that could help in the epistemological characterisation of some biological practices. However, Potochnik’s distinction also rests on the assumption that all optimality modelling represent the selection dynamic (...) involved in the system of phenomena being considered. Since this assumption does not hold for models belonging to optimal foraging theory (OFT)—one of behavioural ecology’s important modelling traditions—Potochnik’s proposal has to be critically reappraised. In this paper, we briefly discuss what is optimality modelling and what it means for a model to represent a dynamic of selection or of evolution. Then, we demonstrate that OFT modelling is unable to represent either past or contemporary selection dynamics. In order to make this point, we carefully delineate the theory’s rationale. This allows us to identify and analyse the assumptions on which the theory is built, and to circumscribe precisely the role that natural selection plays in it. Next, we show that the distinction of weak and strong uses of optimality modelling is seriously weakened when OFT modelling is taken into account. More precisely, the distinction is either irrelevant (if the assumption that selection dynamics are represented in all optimality modelling is held) or of a modest utility (if the assumption is dropped). However, we suggest that Potochnik’s original proposal could be saved, and that it even constitutes a tool to appraise the marks left in the literature by the evolution of optimality modelling practices in the last four decades, provided that it is made into a tripartite distinction. To establish Optimality Theory as a framework in anthropology, or as a general model of higher human cognition, researchers have to demonstrate OT is convincing in a number of ways. This commentary summarizes some of them including factorial typologies, exact formulation of candidate sets and constraints, and computational plausibility.

The global economy’s centre of gravity is shifting. Emerging and developing countries have been contributing over 50% of the global GDP since the onset of the 21st century, which is unprecedented since the Industrial Revolution. This article offers the first analysis of the creeping convergence of the BRIC world (ie Brazil, Russia, India and China) with global legal standards in a key area of International Law: the International Tax Regime (ITR). The ITR is a legal technology fundamentally designed by the (...) League of Nations in the 1920s, when the BRICs played no relevant role. This article proposes a theory that aims to illuminate the core driving forces of the on-going trend towards global convergence in this area of International Law from both the static and dynamic dimensions. Among the different approaches to comparative tax law the one adopted here views comparative taxation as a descriptive tool conducive to tax design, a tax policy approach grounded in an evolutionary concept of tax change. Comparative taxation should be based on the functions of tax rules, with the goal of identifying similarities and differences between domestic tax systems, and should indicate potential alternative solutions to common policy issues by looking at how the basic elements of tax law-in-action interact. The Article (...) develops a theoretical framework for comparative tax research and uses examples drawn from a comparative study on the General Anti-Avoidance Rule in Canada and China, thus endeavouring to provide a crosscultural inquiry into tax transplants across the divide of Western and non-Western legal traditions. It is claimed here that a common model of tax systems should be adopted for the purpose of comparing them, and that legal theory is needed to pursue this task. The use of legal theory as a critique of municipal tax ideas is discussed in Part I, while Parts II and III deal with how legal theory can be used to describe the structure and evolution of tax systems by relying on concepts of legal hierarchies and chains of productions of tax rules. Part IV concludes with practical applications of legal theory in comparative tax research in respect to tax transplants and tax design issues by providing an explanatory framework of General Anti-Avoidance Rules in Canada and China. Despite the importance of research on repression to the study of social movements, few researchers have focused on developing a refined and powerful conceptualization of repression. To address the difficulties such theoretical inattention produces, three key dimensions of repression are outlined and crossed to produce a repression typology. The merit of this typology for researchers is shown by using the typology to: reorganize major research findings on repression; diagnose theoretical and empirical oversights and missteps in the study of repression; and (...) develop new hypotheses about explanatory factors related to repression and relationships between different forms of repression. International tax competition undermines states’ capacity for redistributive taxation. It is thus problematic from the point of view of both cosmopolitan and internationalist theories of justice. This article examines the proposal of a fiscal policy constraint that prohibits tax policies if they are strategically motivated and harmful to effective fiscal self-determination internationally. I argue that we should opt for a more robust, preference-independent mechanism to prevent harmful tax competition instead. States should, as a matter of justice, accept global minimum tax (...) rates on mobile tax bases. (shrink)

Many now consider “instinct” and “learning” opposite poles of a unidimensional continuum. An alternative model with two independently varying parameters predicts different selective pressures. Behavioral adaptation matches the organism's utilizations of stimuli and responses to their ecological validities: the mean validity over evolutionary time specifies the optimal initial potency of the prepared association; the variance specifies the optimal prepared plasticity.

Today’s views and analyses about taxation are dominated by the social-welfare approach based on various categories of utilitarianism, most notably those developed by the optimal-tax literature. By contrast, this paper focuses on the ethical foundations of taxation and analyses a tradition that harks back to the 17th century. In particular, we emphasise the notion of legitimate taxation in the history of economic thought from the libertarian, the classical-liberal and socialist perspectives. By means of this very notion, we define the (...) essence of a desirable tax structure and draw conclusions in regard to today’s tax policies. (shrink)

The input data to grammar learning algorithms often consist of overt forms that do not contain full structural descriptions. This lack of information may contribute to the failure of learning. Past work on Optimality Theory introduced Robust Interpretive Parsing (RIP) as a partial solution to this problem. We generalize RIP and suggest replacing the winner candidate with a weighted mean violation of the potential winner candidates. A Boltzmann distribution is introduced on the winner set, and the distribution’s parameter $T$ (...) is gradually decreased. Finally, we show that GRIP, the Generalized Robust Interpretive Parsing Algorithm significantly improves the learning success rate in a model with standard constraints for metrical stress assignment. In this paper, we discuss some formal properties of the model ofbidirectional Optimality Theory that was developed inBlutner (2000). We investigate the conditions under whichbidirectional optimization is a well-defined notion, and we give aconceptually simpler reformulation of Blutner's definition. In thesecond part of the paper, we show that bidirectional optimization can bemodeled by means of finite state techniques. There we rely heavily onthe related work of Frank and Satta (1998) about unidirectionaloptimization.

The background of this paper (section 1) consists in a new account to foundation‐theoretic epistemology characterized by two features: (i) All beliefs are to be justified by deductive, inductive or abductive inferences from a minimalistic class of unproblematic (introspective or analytic) basic beliefs. (ii) Higher‐order justifications for these inferences are given by means of the novel method of optimality justifications. Optimality justifications are a new tool for epistemology (section 2). An optimality justification does not attempt todemonstratethat a cognitive method is (...) reliable (which is impossible), but pursues the more modest goal of demonstrating that the method isoptimalamong all accessible alternative methods for the given epistemic goal. The reasoning from the established optimality of a method to the acceptability of a particular belief generated by the method is accomplished by so‐called optimality principles. In sections 3–5, the method of optimality justifications is carried out in detail for three fundamental problems: justifying induction, logic, and theory‐generating abduction. (shrink)

To determine what the speaker in a cooperative dialog meant with his assertion, on top of what he explicitly said, it is crucial that we assume that the assertion he gave was optimal. In determining optimal assertions we assume that dialogs are embedded in decision problems (van Rooij 2003) and use backwards induction for calculating them (Benz 2006). In this paper, we show that in terms of our framework we can account for several types of implicatures in a (...) uniform way, suggesting that there is no need for an independent linguistic theory of generalized implicatures. In the final section, we show how we can embed our theory in the framework of signaling games, and how it relates with other game theoretic analyses of implicatures. (shrink)

How much should the present generations sacrifice to reduce emissions today, in order to reduce the future harms of climate change? Within climate economics, debate on this question has been focused on so-called “ethical parameters” of social time preference and inequality aversion. We show that optimal climate policy similarly importantly depends on the future of the developing world. In particular, although global poverty is falling and the economic lives of the poor are improving worldwide, leading models of climate economics (...) may be too optimistic about two central predictions: future population growth in poor countries, and future convergence in total factor productivity (TFP). We report results of small modifications to a standard model: under plausible scenarios for high future population growth (especially in sub-Saharan Africa) and for low future TFP convergence, we find that optimal near-term carbon taxes could be substantially larger. Four years after the Panama Papers scandal, tax avoidance remains an urgent moral-political problem. Moving beyond both the academic and policy mainstream, I advocate the “democratization of tax enforcement,” by which I mean systematic efforts to make tax avoiders accountable to the judgment of ordinary citizens. Both individual oligarchs and multinational corporations have access to sophisticated tax avoidance strategies that impose significant fiscal costs on democracies and exacerbate preexisting distributive and political inequalities. Yet much contemporary tax sheltering occurs within the (...) letter of the law, rendering criminal sanctions ineffective. In response, I argue for the creation of Citizen Tax Juries, deliberative minipublics empowered to scrutinize tax avoiders, demand accountability, and facilitate concrete reforms. This proposal thus responds to the wider aspiration, within contemporary democratic theory, to secure more popular control over essential economic processes. (shrink)
