Faster R-CNN architecture is used to solve the problems of moving path uncertainty, changeable coverage, and high complexity in cold-air induced large-scale intensive temperature-reduction detection and classification, since those problems usually lead to path identification biases as well as low accuracy and generalization ability of recognition algorithm. In this paper, an improved recognition method of national ITR path in China based on faster R-CNN in complicated meteorological systems is proposed. Firstly, quality control of the original dataset of strong cooling processes (...) is carried out by means of data filtering. Then, according to the NITR standard and the characteristics of NITR, the NITR dataset in China is established by the intensive temperature-reduction areas located through spatial transformation. Meanwhile, considering that the selection of regularization parameters of Softmax classification method will cause the problem of probability calculation, support vector machine is used for path classification to enhance the confidence of classification. Finally, the improved faster R-CNN model is used to identify, classify, and locate the path of NITR events. The experimental results show that, compared to other models, the improved faster R-CNN algorithm greatly improves the performance of NITR’s path recognition, especially for the mixed NITR paths and single NITR paths. Therefore, the improved faster R-CNN model has fast calculation speed, high recognition accuracy, good robustness, and generalization ability of NITR path recognition. (shrink)

Poor air quality is a pressing global challenge contributing to adverse health impacts around the world. In the past decade, there has been a rapid proliferation of air quality information delivered via sensors, apps, websites or other media channels in near real-time and at increasingly localized geographic scales. This paper explores the growing emphasis on self-monitoring and digital platforms to supply informational interventions for reducing pollution exposures and improving health outcomes at the individual level. It presents a technological case study (...) that characterizes emerging air quality information communication mechanisms, or ‘AQ channels’, while drawing upon examples throughout the literature. The questions are posed: which air quality channels are ‘freely’ available to individuals in London, UK, and when and where are they accessed? Digital trace data and metadata associated with 54 air quality channels are synthesized narratively and graphically. Results reveal air quality channels derive air pollution estimates using common data sources, display disparate messaging, adopt variable geographic scales for reporting ‘readings’ and maintain psychosocial barriers to access and adoption of exposure-reducing behaviours. The results also point to a clear association between the publication of a high-profile news article about air pollution and increased air quality channel access. These findings illuminate a need for greater transparency around how air quality channels generate personalized air pollution exposure estimates and tailor messaging. The paper concludes by calling for air quality channel developers to exercise co-creative methods that can support sustainable, democratic data and knowledge production around air quality, while critically approaching disproportionate patterns of both pollution and information exposure. Air temperature prediction can play a significant role in studies related to climate change, radiation and heat flux estimation, and weather forecasting. This study applied and compared the outcomes of three advanced fuzzy inference models, i.e., dynamic evolving neural-fuzzy inference system, hybrid neural-fuzzy inference system, and adaptive neurofuzzy inference system for AT prediction. Modelling was done for three stations in North Dakota, USA, i.e., Robinson, Ada, and Hillsboro. The results reveal that FIS type models are well suited (...) when handling highly variable data, such as AT, which shows a high positive correlation with average daily dew point, total solar radiation, and negative correlation with average wind speed. At the Robinson station, DENFIS performed the best with a coefficient of determination of 0.96 and a modified index of agreement of 0.92, followed by ANFIS with R2 of 0.94 and md of 0.89, and HyFIS with R2 of 0.90 and md of 0.84. A similar result was observed for the other two stations, i.e., Ada and Hillsboro stations where DENFIS performed the best with R2: 0.953/0.960, md: 0.903/0.912, then ANFIS with R2: 0.943/0.942, md: 0.888/0.890, and HyFIS with R2: 0.908/0.905, md: 0.845/0.821, respectively. It can be concluded that all three models are capable of predicting AT with high efficiency by only using DP, TSR, and WS as input variables. This makes the application of these models more reliable for a meteorological variable with the need for the least number of input variables. The study can be valuable for the areas where the climatological and seasonal variations are studied and will allow providing excellent prediction results with the least error margin and without a huge expenditure. A varied air volume air-conditioning system comprises diverse input and/or output disturbances, which are commonly nonlinear, with large lag and uncertainty. Based on the traditional control methods, testing the controlling parameters of a VAV air-conditioning system is challenging. Sliding mode control could improve the robustness of the system due to the adaptive capacity of disturbance rejection. Moreover, the fuzzy algorithm could be employed to determine the stability of a sliding control system by adjusting the parameters in (...) the approach rate, reducing the switching frequency, and weakening chatter. Fuzzy sliding mode control is investigated in this paper to improve the performance of a VAV air-conditioning system. Simulation results verify that the sliding mode control is suitable for a VAV air-conditioning system to achieve good adaptability and robustness considering the influence of multiple external variable disturbances. The most important geodetic product in the United States was a series of increasingly powerful World Geodetic Systems, the first of which was published for the Department of Defense in 1960. My attention to American events does not indicate a lack of interest in the Soviet story; rather, I hope that historians with better language skills and better access to Soviet documents will examine geodetic research on the other side of the former Iron Curtain. A sector is a basic unit of airspace whose operation is managed by air traffic controllers. The operation complexity of a sector plays an important role in air traffic management system, such as airspace reconfiguration, air traffic flow management, and allocation of air traffic controller resources. Therefore, accurate evaluation of the sector operation complexity is crucial. Considering there are numerous factors that can influence SOC, researchers have proposed several machine learning methods recently to evaluate SOC by mining the relationship (...) between factors and complexity. However, existing studies rely on hand-crafted factors, which are computationally difficult, specialized background required, and may limit the evaluation performance of the model. To overcome these problems, this paper for the first time proposes an end-to-end SOC learning framework based on deep convolutional neural network specifically for free of hand-crafted factors environment. A new data representation, i.e., multichannel traffic scenario image, is proposed to represent the overall air traffic scenario. A MTSI is generated by splitting the airspace into a two-dimension grid map and filled with navigation information. Motivated by the applications of deep learning network, the specific CNN model is introduced to automatically extract high-level traffic features from MTSIs and learn the SOC pattern. Thus, the model input is determined by combining multiple image channels composed of air traffic information, which are used to describe the traffic scenario. The model output is SOC levels for the target sector. The experimental results using a real dataset from the Guangzhou airspace sector in China show that our model can effectively extract traffic complexity information from MTSIs and achieve promising performance than traditional machine learning methods. In practice, our work can be flexibly and conveniently applied to SOC evaluation without the additional calculation of hand-crafted factors. (shrink)

This paper examines the learning and performance of the air traffic control (ATC) work domain. This domain was chosen because it embodies features that represent future work for many other industries (e.g., information service provision mediated by information technologies; a high reliance on communication skills and collaborative work; increasing complexity and intensity of the work activity), within an organisational context undergoing considerable change. In ATC work learning occurs formally as part of accredited training and informally, as part of everyday practice. (...) In this way learning and experience of ATC work shapes – and is shaped by – the way work is organised, which includes the divisions of labour and technological artefacts. ATC work is experienced temporally, complexly, through affect and socially. Controllers learn to use a variety of socio-material resources which include embodiment and artefacts to undertake the work. In so doing the article demonstrates the ways in which learning and performance is not just a cognitive undertaking, but one that draws on embodiment to achieve what here is called “interdependent sentience”. This involves using all their senses to gain an awareness of problems as they emerge to collectively accomplish a seamless air traffic flow in a complex interdependent socio-technical system. Prior to this intervention the site used to be a degraded fiscal property, that functioned as a bus yard, a police legal deposit, and a restaurant parking lot. Underneath it runs the Maldonado stream culvert, covered by a concrete slab at a depth of only -20cm. Next to the site is a 5m high railroad embankment. The plot is strategically located at the end of Juan B. Justo avenue and works as a gateway to the Tres de Febrero park (also (...) known as Bosques de Palermo, the Buenos Aires’s biggest green space designed by Charles Thays in 1875). It is situated in the neighborhood of Palermo, an area that underwent a vertiginous residential and commercial expansion since the late 90´s. -/- The design approach is influenced by the adjacent urban fragments: the grounds of the Sociedad Rural Argentina, the surrounding Avenues Santa Fe-Sarmiento; the opening of Darregueyra street expected for the near future, the implementation of historic preservation guidelines for the Tres de Febrero Park, and the proposal for the development of nearby railroad yards. -/- Specifically, the project seeks to minimize the impact of the fast traffic that runs along Bullrich avenue, improving pedestrian and cycle access to the park. At the same time it defines new landscape features, utilizing the earth made available by the tunneling works of a new subway line. -/- The project comprises the structuring of an existing 800 meter long embankment and the transformation of the sidewalk into a public promenade. This is achieved through a wider sidewalk of 12m on average, which is part of a series of longitudinal stripes ranging from high speed to quiet spaces. The first band of grass and aged tipas (tipuana tipu) buffer pedestrian and cyclist from automotive traffic. Cycle traffic is organized on its own lane. The sidewalk itself contains several bays that act as urban lounges. Next, a continuous concrete bench delimits the beginning of the slope, backed by a stripe of grass that works as a soft extension. Finally, plants for contemplation are arranged as undulating traces. Rhythmic use of retaining gabions defines longitudinal segments of varying slope, unifying the spacial criterion. This series is punctuated by an amphitheater and framed by triangular plazas at the corners. -/- Material choices for hard surfaces are constrained by concerns of durability, low cost, and consistency with other ongoing public works. -/- Hard materials, as well as the plant selection needed to be low-maintenance. The palette was kept to reinforced concrete, granitic slabs, and granite stone in large size –forming retaining gabions- and as loose finishing for pavements. Likewise, the lack of a protective enclosure and of continuous surveillance dictated that urban furniture and fixtures be anti-vandalic. The stealing of these components –from inspection lids, to benches, to plants- is a common problem in urban spaces in many Latin American cities. To prevent this, fixtures must be designed according to precise specifications regarding their weight, fixing and anchoring systems, and mechanical parts. -/- Sidewalks are organized through a 6 meter grid made of granitic white slab, infilled with textured combed nonslip concrete modules. Extended bays and corner squares are finished with white and black slabs respectively. These materials are similar to another used in public spaces under construction, in the believe that it creates a collective identification of themselves along the city. -/- The continuous reinforced concrete bench is 1.10 m wide, in order to allow people to use it in non-conventional ways. Further up on the slope, undulating paths separate plant species and provide access for gardening, but are also open to use by the public. They are paved with 2 meter-long precast concrete slabs (smaller and lighter pieces were avoided to deter robbery). As they reach the gabions they connect with sloping paths covered with loose granitic stones. The gabions themselves allow the creation of varying slopes while contributing to retaining the soil, which is reinforced with geosynthetic fabric in the perimeter to avoid landslides originated by strong rains typical of the region. -/- Urban furniture is featured on the wider bays of the sidewalk and at corner plazas. It includes seats, water fountains, bicycle racks, wastepaper baskets. As a counterpoint to the linear concrete bench, groups of concrete seats are arranged informally. These seats are a reinterpretation of the dynamic BKF chair (also known as Butterfly chair), the classic Argentinean design of the 1930’ by Antonio Bonet, Juan Kurchan, and Jorge Ferrari-Hardoy. A few low concrete tables complete these spaces as authentic urban lounges. Lighting design accompanies the general features of the project and creates a new scenography emphasizing night-time usage. -/- Landscape gardening criteria is set up by a selection of various species of high-resistant pasture (grass). The higher the slope, the higher the grass, increasing the final volumetric result. Based on considering the original tipas line (tipuana tipu, a species from the north of Argentina, yellow flowering) as a vertical wall that frames the view, the horizontal stripes contain a single species each, differing in size, shade and flowering periods –adding, in the middle band, a changing color on the big green plane slope in the same chromatic range. The final configuration of the stripe sequence from bottom to top: bermuda grass, bulbine frutescens, euryops pectinatus. The upper band existing native species is reinforced with new samples: paspalum exaltatum + cortadera selloana and ipomea + thumbergia climbing the railway fence. Each sector between gabions has an automated system of drip irrigation. Near the corner plazas, several palms are planted to provide shade and identity to the street-crossing. -/- The intervention proposes an ambivalent effect on the landscape, trascending the merely ornamental by accompanying the motorist in speed, while conforting the pedestrian with spaces for contemplation and urban relax. The last decade has witnessed the mass distribution and adoption of smart home systems and devices powered by artificial intelligence systems ranging from household appliances like fridges and toasters to more background systems such as air and water quality controllers. The pervasiveness of these sociotechnical systems makes analyzing their ethical implications necessary during the design phases of these devices to ensure not only sociotechnical resilience, but to design them for human values in mind and thus preserve meaningful human control over (...) them. This paper engages in a conceptual investigations of how meaningful human control over smart home devices can be attained through design. The value sensitive design (VSD) approach is proposed as a way of attaining this level of control. In the proposed framework, values are identified and defined, stakeholder groups are investigated and brought into the design process and the technical constraints of the technologies in question are considered. The paper concludes with some initial examples that illustrate a more adoptable way forward for both ethicists and engineers of smart home devices. (shrink)

The world witnessed a white police officer place his knee on Floyd's neck as he lay handcuffed, face on the pavement. The medical stat line reads "suffocation to death" but, in reality, Floyd cried out for his mother while a white man murdered him in broad daylight, had his knee pressed against Floyd's neck for over nine minutes: nine minutes that feels like nine hours to see it unfold. Floyd's final moments consisted of cries for his mother, the woman who breathed him into being. She had already passed but his last breaths before he died was for his mother, and with that, the world was reminded that America was birthed out of violence.America, where petty settler concerns were repackaged as God's imperative to morally justify the eradication of the indigenous population and cultural molestation resulted in annual holidays of thanks for bounties stolen and scalps delivered. Despite this, for far too many Americans, the true "gung-ho" spirit of rugged American individualism and notions of exceptionalism is not in declarations of accomplishment but found in the radical real-estate politics of manifest destiny and a torture economy, commonly referred to as American enslavement. In the selection of job candidates who have the mental ability to become professional ATCOs, psychometric testing has been a ubiquitous activity in the ATM domain. To contribute to psychometric research in the ATM domain, we investigated the extent to which spatial orientation ability (SOA), as conceptualized in the spatial cognition and navigation literature, predicted air traffic conflict detection performance in a simulated free route airspace (FRA) environment. The implementation of free route airspace (FRA) over the past few years, notably (...) in Europe, have facilitated air traffic services by giving greater flexibility to aviation operators in planning and choosing preferred air routes that can lead to quicker arrivals. FRA offers enhanced system safety and efficiency, but these benefits can be outweighed by the introduction of air traffic conflicts that are geometrically more complex. Such conflicts can arise from increased number and distribution of conflict points, as well as from elevated uncertainty in aircraft maneuvering (for instance, during heading changes). Overall, these issues will make conflict detection more challenging for air traffic controllers (ATCOs). Consequently, there is a need to select ATCOs with suitably high levels of spatial orientation ability (SOA) to ensure flight safety under FRA implementation. In this study, we tested 20 participants who are eligible for ATCO job application, and found that response time-based performance on a newly developed, open access, computerized spatial orientation test (SOT) predicted time to loss of minimum separation (tLMS) performance on an air traffic conflict detection task (AT-CDT) we designed. We found this predictive relationship to be significant to a moderately large extent under scenarios with high air traffic density (raw regression coefficient = 0.58). Moreover, we demonstrated our AT-CDT as a valid test in terms of eliciting well-known mental workload and spatial learning effects. We explained these findings in light of similar or overlapping mental processes that were most likely activated optimally under task conditions featuring approximately equal numbers of outcome-relevant stimuli. We conclude by discussing the further application of the SOT to the selection of prospective ATCOs who can demonstrate high levels of conflict detection performance in FRA during training simulations. The robustness of a system indicates its ability to withstand disturbances while maintaining its properties, performance, and efficiency. There are plenty of studies on the robustness of air transport networks in the literature. However, few works consider its mesoscopic organization. Building on the recently introduced component structure, we explore the impact of targeted attacks on the weighted world air transportation network on its components. Indeed, it contains five local components covering different regions and one global component linking these regions. (...) We investigate targeted attacks based on influential weighted centrality measures. Results show that the local components gradually separate from the world air transportation network as the fraction of removed airports grows. The weighted betweenness attack removes fewer top airports to isolate the regions compared to its alternatives. Furthermore, it is still convenient to travel locally in the separate areas. In contrast, strength and PageRank attacks need to target more airports to split the network. However, they are more disruptive. Indeed, the size of the isolated local components reduces drastically, so it becomes more challenging to travel locally. Looking at the world air transportation network through its component structure reveals a new viewpoint on its resilence. It opens new perspectives to design more efficient attacks. (shrink)

This corpus-assisted critical discourse analysis of news reports on air pollution published from 2008 through 2015 by China Daily, China’s largest official English-language newspaper, reveals a significant attitudinal shift around the end of 2011 as regards public awareness of increasing air pollution levels in China and related public criticism. It also constructs a clear image of the increasing determination and resolve of the Chinese central government over the course of this 8-year period to take action to effectively reduce air pollution. This study highlights the submissive role played by the official Chinese press in their reporting on air pollution under the strict censorship system of the Communist Party of China, as well as the socio-political role that international sporting events such as the 2008 Beijing Olympic Games and the 2010 Guangzhou Asian Games played in raising both public and governmental awareness of environmental issues. This paper attempts to open the debate on the idea of local and territorial development of microregional nodes in the Province of Buenos Aires. Under this approach, a model that proposes the creation of Municipal Development Forum, with the participation of local actors, generate local development program is proposed. The proposal is formulated for territories over 5,000 and below 30,000 inhabitants. This criterion is based on the applicability of the proposed model to municipalities with potential for territorial development, large and (...) balanced internal consumption, but where progress is hindered by the proximity of one or two political jurisdictions of a larger productive scale that have became regional administrative centers. The development program will consider a diagnosis of the productive profile of the territory and its relationship with the characteristics and origin of goods or services consumed at the municipality. This territorial development model aims to move towards self-sufficiency on goods and services, to create new jobs and to promote effective and efficient use of local resources. In short, we propose to tackle territorial development from an innovative perspective, focusing on the creation of Municipal Development Fora that foster the improvement and growth of the productive system, the creation of jobs, local identity and the consumption of goods and services locally produced. With the analysis of the transport system in the last decade, an accelerated cost increase is evident, resulting in a relatively higher price of distributed products. This situation that was initially perceived as a (...) disadvantage finally set up an opportunity to produce locally. The goal of this paper is to provide tools that contribute to the work shipped by key institutions for local development (public, private and intermediary organisations), and the way these interact with the actors and the territory. This study uses appraisal theory to investigate the media attitudinal variations in the context of the recent 2013 air pollution incident in China. Drawing upon the appraisal systems of attitude and engagement, this article examines how the reportage has changed over time in terms of the type and source of attitude. Through a comparative analysis of the news reports and editorials in the latest and back issues of the official English-language newspaper China Daily, this article identifies two major attitudinal shifts: (...) 1) from an absence of inscribed attitude representing air quality as something natural to negative judgement of social sanction judging foreign embassies’ monitoring; 2) from judgement to three interwoven strands of appreciation, with the air quality, Western experience and prospective opportunities evaluated by both Chinese and international communities. Long distance travel is an unusual activity for humans. The economical cabin environment during the long haul flights causes discomfort and even stress for many passengers. In-flight video and music systems are commonly available to improve the comfort level of the passengers. However, current in-flight music systems do not explore how the content can be used to reduce passengers stress. Most of these systems are designed and implemented assuming a homogeneous passenger group that has similar tastes and desires. In this (...) paper, we present a heart rate controlled in-flight music recommendation system for reducing the stress during air travel. The system recommends personalized music playlists to the passengers and attempts to keep their heart rate in a normal range with these playlists. Experiments in a simulated long haul flight cabin environment find that the passengers’ stress can indeed be significantly reduced through listening to the recommended music playlists. (shrink)

Elimination of state laws that preempt local antismoking ordinances is a national health objective. However, the tobacco industry and its supporters have continued to pursue statelevel preemption of local tobacco control ordinances as part of an apparent strategy to avoid the difusion of grassroots antismoking initiatives. And, an increasing number of challenges to local ordinances by the tobacco industry and persons supported by the tobacco industry are being decided in state supreme courts and courts of appeals. The outcomes of seemingly (...) similar cases about the validity of local smoke-free air ordinances vary signifcantly by state. This paper examines the common and unique aspects of the decisions and the potential implications of court rulings on preemption for future state tobacco control eforts and achievement of national health objectives around the elimination of preemption. Using a search strategy developed for the Centers for Disease Control and Prevention's State Tobacco Activities Tracking and Evaluation System, cases where a state or federal appellate level court made a fnding on the validity of a local smoke-free air ordinance or regulation were identifed in 19 states. In contrast to previous studies, we found that cases in approximately half of states were decided for local governments. We also found that across the states, courts were considering similar factors in their decisions including the extent to which: the local government possessed the authority to pass the ordinance, the ordinance conficted with the state constitution, and state statutes preempt the ordinance. Animal data suggest that jet fuels such as JP-8 are associated with hearing deficits when combined with noise and that the effect is more pronounced than with noise exposure alone. Some studies suggest peripheral dysfunction while others suggest central auditory dysfunction. Human data are limited in this regard. The aim of this study was to investigate the possible chronic adverse effects of JP-8 combined with noise exposure on the peripheral and central auditory systems in humans. Fifty-seven participants who were current (...) personnel from the Royal Australian Air Force were selected. Based on their levels of exposure to jet fuels, participants were divided into three exposure groups. Groups were also categorised based on their noise exposure levels. All participants were evaluated by tympanometry, pure-tone audiometry, distortion product otoacoustic emissions, auditory brainstem response, words-in-noise, compressed speech, dichotic digit test, pitch pattern sequence test, duration pattern sequence test and adaptive test of temporal resolution. All auditory tests were carried out after the participants were away from the Air Force base for a minimum of two weeks, thus two weeks without jet fuel and noise exposure. Jet fuel exposure was significantly associated with hearing thresholds at 4 and 8 kHz; average hearing thresholds across frequencies in the better ear; DPOAEs at 2.8, 4 and 6 kHz; ABR wave V latency in the right ear; compressed speech and words-in-noise. Further analyses revealed that participants with low exposure level to jet fuels showed significantly better results for the aforementioned procedures than participants with moderate and high exposure levels. All results were controlled for the covariates of age and noise exposure levels. The results suggest that jet fuel exposure, when combined with noise exposure, has an adverse effect on audibility in humans. Taking all the test results into consideration, jet fuel exposure combined with noise exposure specifically seems to affect the peripheral hearing system in humans. (shrink)

Uninhabited combat air vehicle path planning is a complicated, high-dimension optimization problem. To solve this problem, we present in this article an improved glowworm swarm optimization algorithm based on the particle swarm optimization algorithm, which we call the PGSO algorithm. In PGSO, the mechanism of a glowworm individual was modified via the individual generation mechanism of PSO. Meanwhile, to improve the presented algorithm’s convergence rate and computational accuracy, we reference the idea of parallel hybrid mutation and local search near the (...) global optimal location. To prove the performance of the proposed algorithm, PGSO was compared with 10 other population-based optimization methods. The experiment results show that the proposed approach is more effective in UCAV path planning than most of the other meta-heuristic algorithms. (shrink)

The study of biomechanics most often takes a classic adaptationist approach, examining the functional abilities of organisms in relation to what is allowed by physical parameters. This approach generally assumes strong selection and is less concerned with evolutionary stochasticity in determining the presence of biological traits. It is equally important, however, to consider the importance of constraint in determining the form of organisms. If selection is relatively weak compared to stochastic events, then the observed forms in living systems can be (...) taken not as those shapes that were strongly selected for, so much as those forms that do not violate physical rules and therefore persist. Using the problem of maximum animal size as a case study for this alternative biomechanical philosophy, I demonstrate one example of how biomechanical approaches can be used to study constraint and consider the concept of absent forms. This alternative mindset and approach produces a complementary system to the traditional form and function approach in biomechanics. The two philosophies can be used in conjunction to better understand biological systems. I focus particularly on the maximum size of flying animals, as they are a heavily constrained class of system that has also been shaped by substantial stochasticity. (shrink)

With an overall objective of establishing association between air pollutants and incidence of respiratory diseases, the environmental professionals and medical practitioners have made significant contribution, using statistical mechanics in modelling epidemiological data, population characteristics, and pollution parameters. Broadly speaking, the studies have shown that the increase in vehicular traffic has been one of the causes of respiratory diseases. However, the WHO Centre for Environment and Health, Europe in its 2005 document states: “There is little evidence for a causal relationship (...) between asthma prevalence/incidence and air pollution in general, though the evidence is suggestive of a causal association between the prevalence/incidence of asthma symptoms and living in close proximity to traffic”. Decision making process in a real world is invariably based on perceptions which are expressed in words or may be in numeric terms and not in probability terms. In the paper, we made an attempt to model the perceptions of experienced pulmonologists in arriving at their combined degree of belief/plausibility/ignorance for all the possible combinations of identified respiratory diseases, using evidence theory and fuzzy relational calculus without collecting sizeable parametric data accumulated over a period of years. Tightening pollution norms by the regulatory authorities is an overall objective of the global efforts on greenhouse gases reduction in general, and air pollution mitigation in particular. The concept of solar battery operated electric vehicles for road transport is advocated, initially for two/three wheelers, and extending it to four wheelers, especially in the developing countries. The remarkable growth in the application of information and communications technologies indicates a great shift toward a globally integrated society. The urban metropolises are turning into intersections of transit and migration of goods, capital, services, cultures, knowledge and especially people. Moreover the flow of bodies, information and money is changing the rules of what defines national territory, space and identity. Social realities with specific qualities are appearing, implying a new spatial correlation between the local and the global. International airports and (...) within emerging extraterritorial zones have become an important threshold controlling the flow of people in a free market economy. The airport border mutates into an abstract space permeating the physical territory of the airport and beyond. This abstract border space, within which mobile bodies operate, is created by a bureaucratic system of inclusion and exclusion particular to transition states. Transit zones at airports emerge because of a complex set of factors: border crossing as well as increasingly stringent security and safety regulations. The innumerable thresholds within these transit zones are points of congestion governed and increasingly supported by technological systems of identification. Within the transnation state, the movement of bodies is the constant subject of streaming and proceduralization. Increasingly, the conventional system of control based on face-to-face interaction between the controlling and the controlled is being replaced by the algorithmic precision of database logic. The paradigm of pattern matching ensures precise verification of the uniqueness of the body, in turn offering new potentials for permeability and flux. These different orders of legal and economic categorization create manifold sub-territories accessible to select groups of travellers. Nowadays, the airport is a transnation state spatialized through a new order of architecture, a manifestation of technology of abstract procedures of transition, inclusion and exclusion, adopting emergent patterns of socio-spatial mobility in a globalized network. In Southeast Asian countries (SEA), road transport accounts for the main energy consumption and CO2 emission. Air pollution is a major concern in densely populated cities such as Bangkok, Manila, and Kuala Lumpur. The main objective of this paper is to give insights on trends of transport development, car ownership, and CO2 emissions in Southeast Asia. This study also attempts to review the successful transportation policies around the globe and to introduce the possible instruments that can help reduce air pollution (...) in Southeast Asian countries. Economic instruments to estimate the benefits of a cleaner environment due to new policies are introduced as well. The results of this research could help policy makers consider approaches that could internalize external costs of transportation and maximize the societal welfare. (shrink)

This paper presents an empirical study that analyzes everyday practices regarding the health care and education of middle class families grounded in a phenomenological perspective. Everyday practices are linked to the system of expectations and goals built around practices, constituting a configurations of meaning that involves both aspects of the Life-World, which is affected by social class and other social determinants that define areas of experiences and opportunities for social interaction. In this sense, we see that social class and (...) gender intersect each other, enabling and limiting horizons of expectations for children, raising specific jurisdictions to males and females. Finally, we reflect on how the constitution of meanings and everyday practices influences the construction of social relations of the educational and health environments. (shrink)

The last decade has witnessed the mass distribution and adoption of smart home systems and devices powered by artificial intelligence systems ranging from household appliances like fridges and toasters to more background systems such as air and water quality controllers. The pervasiveness of these sociotechnical systems makes analyzing their ethical implications necessary during the design phases of these devices to ensure not only sociotechnical resilience, but to design them for human values in mind and thus preserve meaningful human control over (...) them. This paper engages in a conceptual investigations of how meaningful human control over smart home devices can be attained through design. The value sensitive design (VSD) approach is proposed as a way of attaining this level of control. In the proposed framework, values are identified and defined, stakeholder groups are investigated and brought into the design process and the technical constraints of the technologies in question are considered. The paper concludes with some initial examples that illustrate a more adoptable way forward for both ethicists and engineers of smart home devices. (shrink)

The exchange of goods and services between individuals is often formalised by a contract in which the parties establish norms to define what is expected of each one. Norms use deontic statements of obligation, prohibition, and permission, which may be in conflict. The task of manually detecting norm conflicts can be time–consuming and error-prone since contracts can be vast and complex. To automate such tasks, we develop an approach to identify potential conflicts between norms. We show the effectiveness of our (...) approach and its individual components empirically using two publicly available corpora, and contribute with a new annotated test corpus for norm conflict identification. In this paper we argue that the formalisms for decoherence originally devised to deal just with closed or open systems can be subsumed under a general conceptual framework, in such a way that they cooperate in the understanding of the same physical phenomenon. Towards the end of the 1960s—a period of intense creative, technological and political changes—the Argentinian art critic and entrepreneur Jorge Glusberg founded the CAyC in Buenos Aires. CAyC was an interdisciplinary experimental project that explored the relationship between art, technology and society. It sought to articulate a network of discussions and productions by a new style of Latin American artist, deeply influenced by science, technology and society. Glusberg defined such practice as Systems Art, which appeared in three ways, namely as (...) a system of collective representation; a system of meaning that defied formal categories; and a system of relationships and processes for social inquiry. In doing so, the artist became a researcher who reflected on their social context and the latter’s processes of production. This paper will discuss CAyC’s pioneering work and its global influence through three main initiatives: its exhibitions Art and Cybernetics, Systems Art in Latin America and the International Open Encounters on Video. These events were driven by the revolutionary artistic and experimental promotion of the distinctive ways in which Latin American artists were using technology to respond to local issues at a time when computer systems and cybernetic models for management and organizational practices were being introduced across the region. This article intends to follow the path of building the notion of object in relation to the démarche Lacanian, as well as locate elements of rapprochement with Winnicott's transitional object. For accomplish our purpose, we begin with the object definition as proposed by Freud - (1) as the correlate of drive; (2) as the correlate of love and (3) in relation to the subject - and indicates the Lacanian option of emphasize the dimension of language in a reading that focuses (...) on Freud's theory and technique as a whole. In this context, Winnicott arises as an author that, proposing the concept of transitional object, allows Lacan's presentation of the distinction between the symbolic and imaginary records in relation to concepts of desire, demand and need while enabling the construction of a proper concept of object. One can consider that, in his formulations, Lacan does criticize the post-freudians for producing a deviation of the technique and doctrine of Freud in disregarding the subject's speech, favoring a practice of interpreting resistance. Winnicott is then greeted as a distinguished author, a post-Freudian psychoanalyst post that doesn't deviates from freudian's precepts and takes the clinic as its main support. The theoretical relations of approximation and distanciation between Lacan and Winnicott, allow us, in the body of this article, to problematize the bound between the concepts of object a and transitional object. Para tanto, segue a argumentação do ensaio Luto e Melancolia e indica os aportes conceituais necessários para a apresentação da melancolia como uma neurose narcísica, distinta da vivência de luto.
