This article aims to expose the main governmental shifts in recent American history (1961-2000) by examining two programs: the Assistance to Families with Dependent Children (AFDC) and the Agency for International development (US-AID). Through the exploration of primary and secondary sources, we analyse the production, organisation and circulation of governmental practices in the realms of both domestic and foreign policy. In the American context, practices of government typically revolve around freedom, efficiency models and individual responsibility. Throughout the analysis, we find (...) that the general critiques which have guided reforms and experiments in both areas converge around the same elements. This testifies to the fact that the reflexions and technical models directed at the optimal management of populations are more far-reaching than they first appear. Moreover, the historical transformations in welfare and foreign aid practices bear out the increasingly disciplinary nature of the administration and objectification of the poor, both within the United States and internationally. Non-profit organizations are facing growing pressure to become more performance oriented. The existence of a rising number of NPOs and the scarcity of fund sources is an increasingly worrying scenario. Our case study examines the experiences of three non-governmental development organizations and discusses the possible existence of a relationship among fund sources and organizational performance. Non-profits are gradually required to respond to performance measurement directives and their fund sources may be scarce, in terms of quantity and diversity. Two central findings (...) emerged from interviews and document analysis. First, there is a relationship between funds and performance, additional/greater funds positively influence organizational performance. Second, funds diversity play a critical role on performance, diversification of funds sources reduces the dependence of organizations and consecutively improves their performance. (shrink)

This study investigates the use of modal verbs in Chinese–English government press conference interpretation. Modal verbs mark the speaker’s opinion of or attitude toward the event described in a sentence. Interpreters also use modal verbs to indicate the stances of the source language speakers. The use of modal verbs has been examined in such contexts as research papers, textbooks, and second language learners’ output; however, studies that compare differences in modal verbs between source and target languages in the context (...) of interpreting are sparse. The investigation being reported is based on a comparable corpus—an original Chinese GPC and its English-translated version—and a parallel corpus—a translated English GPC and the original English version from the US. The results of the comparable corpus analysis indicate that the frequency of modal verbs in translated English is significantly higher than in original Chinese, in which only 40% of the modal verbs in translated English are consistent with their Chinese counterparts, while others are employed through amplification and value variation. The results of the parallel corpus analysis suggest that the increase of modal verbs in the target texts may help to achieve certain types of pragmatic functions in English. (shrink)

The essay aims at an assessment of whether and to what extent the history of governmentality can be considered to be a genealogy. To this effect a generic account of core tenets of Foucauldian genealogy is developed. The three core tenets highlighted are (1) a radically contingent view of history that is (2) expressed in a distinct style and (3) highlights the impact of power on this history. After a brief discussion of the concept of governmentality and a (...) descriptive summary of its history, this generic account is used as a measuring device to be applied to the history of governmentality. While both, the concept of governmentality and also its history retain certain links to genealogical precepts, my overall conclusion is that particularly the history of governmentality (and not necessarily Foucault's more programmatic statements about it) departs from these precepts in significant ways. Not only is there a notable difference in style that cannot be accounted for entirely by the fact that this history is produced in the medium of lectures. Aside from a rather abstract consideration of the importance of societal struggles, revolts and other forms of resistance, there is also little reference to the role of these phenomena in the concrete dynamics of governmental shifts that are depicted in the historical narrative. Finally, in contrast to the historical contingency espoused by genealogy and the programmatic statements about governmentality, the actual history of the latter can be plausibly, albeit unsympathetically, read in a rather teleological fashion according to which the transformations of governmentality amount to the unfolding of an initially implicit notion of governing that is subsequently realised in ever more consistent ways. In the final section of the essay I turn towards the field of governmentality studies, arguing that some of the more problematic tendencies in this research tradition can be traced back to Foucault's own account. In particular, the monolithic conceptualisation of governmentality and the implicit presentism of an excessive focus on Neoliberalism found in many of the studies in governmentality can be linked back to problems in Foucault's own history of governmenality. The paper concludes with suggestions for a future research agenda for the governmentality studies that point beyond Foucault's own account and its respective limitations. (shrink)

ABSTRACT The technocratic dimension of government—its reliance upon knowledge claims, usually in scientific guise—is of great importance if we wish to understand modern power and governance. In Power Without Knowledge: A Critique of Technocracy, Jeffrey Friedman investigates the often-overlooked question of the relationship between technocratic knowledge/power and ideas. Friedman’s contribution to our understanding of technocracy can therefore be read as a contribution to governmentality studies, one that introduces the possibility of adding normative solutions to this critical tradition.

This article contributes to governmentality studies and state theory by discussing how to understand the centrality and importance of the state from a governmentality perspective. It uses Giorgio Agamben’s critique of Michel Foucault’s governmentality approach as a point of departure for re-investigating Foucault as a thinker of the state. It focuses on Foucault’s notion of the state as a process of ‘statification’ which emphasizes the state as something constantly produced and reproduced by processes and practices of (...) government, administration and acclamation. As a result of this, the state appears as a given entity which is necessary for the multiplicity of governmental technologies and practices in modern society to function. Only by reference to the state can governmental practices be effective and legitimized. Finally, the article conceptualizes the centrality of the state through Foucault’s notions of the state as a ‘practico-reflexive prism’ and a ‘principle of intelligibility’. (shrink)

This paper draws on recent work by John Clarke and Janet Newman and their colleagues to analyse a relatively coherent governmental project, spanning the decades of Conservative and New Labour government in England since 1979, that has sought to render teachers increasingly subservient to the state and agencies of the state. Under New Labour this has involved discourse and policies aimed at transforming teaching into a 'modernised profession'. It is suggested that this appropriation of both the concept and substance of (...) professionalism involves an attempt to silence debate about competing conceptions of what it might to be a professional or to act professionally. The overall process is thus arguably one of de-professionalisation in the guise of re-professionalisation. (shrink)

The research aims to identify the status of the application of electronic document management system in governmental institutions – the study was applied on the Palestinian Pension Agency. The population of this study is composed of all employees in the Palestinian Pension Agency. In order to achieve the objectives of the study, the researchers used the descriptive and analytical approach, through which try to describe the phenomenon of the subject of the study, analyze the data and the relationship between the (...) components and the views put around it. Census method was used due to the small size of the study population and ease of access to the target group. (108) questionnaires were distributed to all members of the study population, were (65) employees in the Gaza Strip and (43) employees in the West Bank. All questionnaires were recovered. The study found the following results: There were no statistically significant differences in the members of the population in response to differences in the study about the reality of the application of electronic document management system in governmental institutions - case study on the Palestinian Pension Authority due to the age. There are no statistically significant differences in population members in response to the reality of the application of electronic document management system in governmental institutions - case Study on the Palestinian Pension Authority due to the variable nature of the job. As well as there are no statistically significant differences in the members of the population in response to the study about the reality of the application of electronic document management system in governmental institutions - case study on the Palestinian Pension Authority due to the variable of specialization. The study found a group of recommendations, including: the need to focus on the establishment of a general management of electronic documents in the organization structure that takes care of all the technical processes in it an contains scientifically qualified persons in the field of electronic document management. We study how messages on Twitter by large non-governmental organizations (NGOs), targeting companies from the S&P500, affect these companies’ stock prices. With a sample of 1,611 tweets between 2009 and 2017 by 18 large NGOs, we observe significant changes in the stock prices of the targeted firms. More specifically, NGO tweets stating a positive message about the environmental, social, or governance (ESG). Actions of the firm have a positive effect on stock prices, while negative tweets have a negative effect. Nevertheless, (...) we find that the presence of institutional owners hampers this effect: firms with high institutional ownership value positive tweets more negatively, and negative tweets more positively. These results support the idea that shareholders react significantly to NGO tweets but they react differently depending on their time horizon: for shareholders who have a more short-term horizon, typically institutional owners, the reaction diverges societal expectations about how firms should contribute to society. ABSTRACTAlthough a growing stream of research investigates the role of government in corporate social responsibility, little is known about how governmental CSR interventions interact in financial markets. This article addresses this gap through a longitudinal study of the socially responsible investment market in France. Building on the “CSR and government” and “regulative capitalism” literatures, we identify three modes of governmental CSR intervention—regulatory steering, delegated rowing, and microsteering—and show how they interact through the two mechanisms of layering and catalyzing. Our findings: (...) 1) challenge the notion that, in the neoliberal order, governments are confined to steering market actors—leading and guiding their behavior—while private actors are in charge of rowing—providing products and services; 2) show how governmental CSR interventions interact and are orchestrated; and 3) provide evidence that governments can mobilize financial markets to promote CSR. This paper illustrates the relevance of Foucault’s analysis of neoliberal governance for a critical understanding of recent transformations in individual and social life in the United States, particularly in terms of how the realms of the public and the private and the personal and the political are understood and practiced. The central aim of neoliberal governmentality (“the conduct of conduct”) is the strategic creation of social conditions that encourage and necessitate the production of Homo economicus, a historically specific form (...) of subjectivity constituted as a free and autonomous “atom” of self-interest. The neoliberal subject is an individual who is morally responsible for navigating the social realm using rational choice and cost-benefit calculations grounded on market-based principles to the exclusion of all other ethical values and social interests. While the more traditional forms of domination and exploitation characteristic of sovereign and disciplinary forms of power remain evident in our ”globalized” world, the effects of subjectification produced at the level of everyday life through the neoliberal “conduct of conduct” recommend that we recognize and invent new forms of critique and ethical subjectivation that constitute resistance to its specific dangers. This article examines the legitimization process of the public health preventive measures implemented in many Western countries following the SARS-CoV-2 outbreak. Through concepts such as governmentality, disciplinarization and security mechanisms proposed by Foucault, we trace some of the basic principles and implications of the relationship between biopower and medicine, as well as the media dissemination of an official narrative on scientific truth. These reflections are complemented by the contributions of Francois Lyotard and Jean Baudrillard. Lyotard reflects on the relationship (...) between science and a “performative game”, whose own staging is the core of its criteria of truth. Baudrillard shows the relevance of a “hyperreality” in which the signs presented by the media take precedence over the experience of the subjects. We argue that a mediatized version of science, defined through a strong disciplinarization of knowledge and the censorship of dissident voices, played a key role in the establishment of consensus and the legitimization of policies that granted extraordinary power to governments and transnational elites. Although the work of Foucault in this demonstration is essential, the contributions of Lyotard and Baudrillard provide additional elements to understand a fundamental problem: the public acceptance of “truth” as an instrument of governmentality on a global scale. Abstract:In recent years, Brazilian AIDS activists have faced a growing economic and political crisis that threatens sustainability of the movement and the country's response to the epidemic. Drawing on Michel Foucault's concepts of governmentality and biopolitics, this article offers a multi-stranded genealogy of the Brazilian response to HIV/AIDS to explain the structural fragilities underlying this crisis. Specifically, it traces how a tense constellation of actors, including healthcare reformers, AIDS and sexual rights activists, Brazilian state reformers and the World Bank, (...) came together around a model that has relied heavily on the construction of public-private partnerships and larger policy networks. While these actors' larger visions were often in conflict, their projects partially overlapped around the principles of civil society participation and decentralized administration. Underlying tensions, however, are currently experiencing new pressures, with changes in the regulatory and economic environment and the growing political influence of conservative evangelical sectors. That these shifts are imperiling a model of AIDS prevention long touted as a model for the global South suggests larger implications for AIDS policy and sexual rights activism beyond Brazil. Concern for NGO accountability has been intensified in recent years, following the growth in the size of NGOs and their power to influence global politics and curb the excesses of globalization. Questions have been raised about where the sector embraces the same standards of accountability that it demands from government and business. The objective of this paper is to examine one aspect of NGO accountability, its discharge through annual reporting. Using Habermas’ theory of communicative action, and specifically its validity claims, (...) the research investigates whether NGOs use their annual reporting process to account to the host societies in which they operate or steer stakeholder actions toward their own self-interests. The results of the study indicate that efforts by organizations to account are characterized by communicative action through the provision of truthful disclosures, generally appropriate to the discharge of accountability and in a manner intended to improve their understandability. At the same time, however, some organizations exhibit strategically oriented behaviors in which the disclosure content is guided by the opportunity to present organizations in a particular light and there appears a lack of rhetor authenticity. The latter findings cast doubt on the ethical inspiration of NGOs and the values they demand from business communities, and questions arise as to why such practices exist and what lessons can be learnt from them. This article gives an analysis of Foucault’s studies of civil society and the various liberalist critiques of government. It follows from Foucault’s genealogical approach that “civil society” does not in itself possess any form of transcendental existence; its historical reality must be seen as the result of the productive nature of the power-knowledge-matrices. Foucault emphasizes that modern governmentality—and more specifically the procedures he names “the conduct of conduct”—is not exercised through coercive power and domination, but is dependent on (...) the freedom and activeness of individuals and groups of society. Civil society is thus analyzed as fundamentally ambivalent: on the one hand civil society is a field where different kinds of technologies of governance meet the lives and wills of groups and individuals, but on the other hand it is a potential field of what Foucault called ‘counter-conduct’ – for both collective action and individual political action. Feminists have celebrated success in gendering security discourse and practice since the end of the Cold War. Scholars have adapted theories of contentious politics to analyze how transnational feminist networks achieved this. I argue that such theories would be enhanced by richer conceptualizations of how transnational feminist networks produce and disseminate new forms of global governmental knowledge and expertise. This article engages social movement theory with theories of global governmentality. Governmentality analysis typically focuses upon governmental power rather than (...) political contention or the collective agency of political outsiders. However, I argue that governmentality analysis contributes to an account of feminist influence on the fields of development and security within global politics. The governmentality lens views politics as a struggle over truth and expertise. Since experts have authority to speak the truth on a given issue, governmentality analysis seeks to uncover the social basis of expertise. Such analysis of expertise can illuminate important aspects of the power of movements. The power of transnational women’s movements lies in production and dissemination of knowledge about women within global knowledge networks. (shrink)

The term non-governmental organisations (NGOs) has been well-known for the development of human rights, charity works and organisational developments. On the other hand, some NGOs also have their specialised roles to help the community such as in conflict resolution, cultural preservation, policy analysis and information provision. Apart from that, there are many categories of NGOs: Islamic-oriented non-governmental organisation (IONGOs), faith-based organisation (FBO), humanitarian NGOs (HNGOs) and government organised NGOs (GONGOs). However, in this research, the researchers focus on how IONGOs compare (...) with NGOs in assisting the lesbian, gay, bisexual, and transgender (LGBT) community based on four hijrah NGOs: Persatuan Islah Movement, Persatuan Insaf Pahang, Hijrah Republique Network and Usrah Iqrak. These four NGOs were chosen because of their roles in assisting the LGBT community. In this research, the researchers adapt the qualitative research by using a case study method; phenomenological approaches and a document analysis have also been applied as well. The result shows that these four IONGOs are different from the NGOs based on the seven typologies applied: intersection, distinct, substantive, subset, co-existing, atomistic grouping and constitutive. The implications of this article highlight the fact that IONGOs are different from the LGBT NGOs in Malaysia as they focus more on spirituality and an Islamic pathway. Hence, future research should include focus group interviews with all the members in NGOs that assist the LGBT hijrah in the community. Police and pastoral power: governmentality and correctional forensic psychiatric nursing Since 1978, the federal inmates of Canada have had access to a full range of psychiatric care within the penitentiary system. Several psychiatric units are now integrated into the correctional services of Canada. This paper presents the results of a grounded theory doctoral study undertaken in a multilevel secured psychiatric ward within the Canadian federal penitentiary system. The author describes and discusses the results of qualitative data that emerged from (...) his fieldwork. The concept of governmentality, as defined by the late French philosopher Michel Foucault, constitutes one of the major theoretical tools that were helpful in analyzing these data. Police and pastoral power, two dimensions of the security apparatus of governmentality, were found to be useful in understanding and characterizing nursing practice caught between the penal and the psychiatric dispositifs. A Foucauldian perspective allows one to understand the manner in which forensic psychiatric nursing is involved in the governance of mentally ill inmates through three forms of power — sovereign, disciplinary and pastoral — which have posited nursing practice as a strategic tool of the correctional services. This research consists of a study of nursing practice in an extreme setting that deserves a radical analysis. (shrink)

International debates surrounding the management of universities in Western states have focused heavily upon the implications of neo-liberalism and the economisation of knowledge at national and international levels. However, investigations at the institutional level reveal that programmes for the development of human capital, organisational reputation and service quality in education and research are encouraged through regimes of self-development, directed towards organisational objectives. This article utilises governmentality theory to explore the relationship between governance and subjectivity within the Australian higher education (...) system. The governance of higher education, it will be argued, is enabled by mentalities of government which are dependent upon contemporary technologies, techniques for self-evaluation and career-planning, expertise about university labour, and—importantly—practices which engender an enterprising academic identity. To explore the utility of this analysis in contemporary Western liberal states, this study explores the construction of subjectivity implicit within Monash University’s Performance Development Online technology. Embedded with “technologies of the self,” this performance management platform is positioned within Monash as a gateway which requires academics to reflect upon their careers and selves, encouraging the genesis of marketable identities. This article points to the utility of further research into the development of career in a changing academic environment. (shrink)

The call for a more sociological approach to the study of the European Union, reflected in a number of recent survey works by sociologists and political scientists, offers exciting new prospects for rethinking the empirical terrain of ‘Europeanized’ politics beyond the nation state – whether in terms of governance, policy-making, parliamentary and legal politics, mobilization, or political communication. Via a survey of three kinds of leading sociological work on the EU, broadly split between three camps working with the distinctive legacies (...) of ‘Habermasian’, ‘Bourdieusian’ and ‘Foucauldian’ thinking, this article details the strengths and weaknesses of these paradigms. Focusing on a number of exemplary studies on the question of democratic legitimacy in the EU using each of these approaches, it offers a preliminary attempt to map their agendas, contributions, and blind spots, moving towards a synthesis that might identify commonalities and streamline a more coherent agenda for the political sociology of the European Union. The most promising line would appear to be one that moves away from purely theoretical/conceptual debates towards specific operationalizations able to combine elements of the various sociological approaches. This article is aimed at Foucauldian scholars and seeks to introduce them to ethnographic works that interrogate neoliberal governmentalities. As an analytic category ‘neoliberalism’ has over the last two decades helpfully illuminated connections between seemingly unrelated social changes occurring at multiple scales. Even earlier —in his College de France 1978-9 Birth of Biopolitics lectures, to be precise—Foucault began his engagement with neoliberalism as a dominant political force. Despite being more than three decades old, Foucault’s analysis of neoliberal rationalities remains fresh (...) and insightful, which perhaps explains why scholars inspired by his analytics of governmentality have been able to make major contributions to the current social science literature on neoliberalism. However, there are increasing concerns that governmentality scholars succumb to a more general tendency among social scientists to present neoliberal transformations in monolithic and linear terms. This article critically reviews contributions from a small but growing group of neo-Foucauldian researchers that avoid these tendencies. These researchers investigate the changes wrought by neoliberalism through methodologies that involve combining an analytics of governmentality with ethnographic and quasi-ethnographic methods, and in doing so they avoid deterministic, homogenous and static accounts of social transformation. By beginning with the “everyday,” these works reject the idea that neoliberal governmentality forms a coherent apparatus. Instead these ethnographies of neoliberal governmentalities focus on governmental ensembleges that link neoliberal political rationalities with non-liberal rationalities, and they explore how neoliberal thought and practice is transformed across time and space. This paper considers debates around the neoliberal governmentality, and argues for the need to better theorize the specific ethical practices through which such programs of governmentality are carried out. Arguing that much theoretical and empirical work in this area is prone to a “top down” approach, in which governmentality is reduced to an imposing apparatus through which subjectivities are produced, it argues instead for the need to understand the self-production of subjectivities by considering the ethical practices that (...) make up neoliberal governmentality. Moreover, taking Robert T. Kiyosaki’s Rich Dad/Poor Dad as an illustrative case, the point is made that the work of neoliberal governmentality specifically targets the temporalities of conduct, in an attempt to shape temporal orientations in a more entrepreneurial form. Drawing on Foucault’s lecture courses on liberalism and neoliberalism, and Jacques Donzelot’s work on the social, the case is made that neoliberal governmentality exhorts individuals to act upon the residual social temporalities that persist as a trace in the dispositions of neoliberal subjects. Moreover, the paper concludes with a discussion of the potentials for resistance in this relation, understood as temporal counter-conducts within neoliberalism. (shrink)

This article analyzes a popular meme that has spread rapidly among Chinese internet users in the last few years, ‘garlic chives’ ( jiucai), as a self-mockery of the bio-economic subject in contemporary China. This metaphor refers to those ordinary Chinese people who are constantly lured to participate in all kinds of economic activities, but whose investments are destined to be consumed by the establishment. Through a close study of this popular meme and the social conditions from which it arises, this (...) article demonstrates two main features of the Chinese economic subject that supports the state’s economic sovereignty: the thriving of self-sufficient and rule-abiding individuals, and the quality of these individuals as hard working and capable of producing wealth on their own. This article offers a critique of PRC’s post-socialist governmentality, and it provides insights about the relation between the biological and the political in our complicated world order. (shrink)

This article discusses the effects of the 24 year-old rule in Denmark utilising Foucault’s understanding of the ‘subject’ within a governmentality framework. The 24 year-old rule is a good example of how a gendered knowledge about immigration becomes a reality that steers biopolitics, enables practices of normalisation and subjectifies immigrants in various ways. The article foregrounds the subjectivity of immigrant women through a narrative analysis of the constitution of the subject within discourses and in an asymmetrical relationship to power (...) in governance. This analysis reveals the complexity of empirical interactions between the ideational structure of legislative measures and personal meanings expressed by immigrant subjectivities. While I illustrate certain modes of subjectification in relation to the 24 year-old rule, I emphasise the ways subjects employ certain identity strategies by resisting, reworking or contributing to the practices of normalisation. Focusing on the United Kingdom, this paper examines the mechanisms of 2020’s ‘lockdown’ strategy from a governmental perspective, with ‘governmentality’ being defined as the art of, or rationale behind, governing populations at a given time. By investigating a series of recent imperatives given to the population by the UK government, and comparing these with the previously dominant form of governmentality (neoliberalism), I hope to shed light on some new features of the current art of government. Indeed, the paper (...) argues that neoliberalism is no longer the dominant form of governmentality in the UK, although some important legacies remain. I therefore argue that new forms of governmentality have risen to prominence. In particular, I use the concept of ‘algorithmic governmentality’ to address features of lockdown subjectivity and economy, such as the ‘doppelgänger logic’ of consumption and production, as well as the government’s attempts to continuously manage and re-manage the population based on biometric data. However, I also show that this concept does not adequately encompass contemporary realities of surveillance, exposition and coercion. As such, I introduce ‘instrumentarian governmentality’ to denote the use of digital surveillance instruments to control the behaviour of the population. Additionally, the term is intended to denote an ‘authoritarian’ turn in the ways in which people are governed. Overall, what it means to govern in 2020 is posited as a fluctuating composite of three key forms of governmentality: neoliberal, algorithmic, and instrumentarian. (shrink)

The originality of Foucault’s work lies in part in how he reverses the question of power, asking not how power is held and imposed, but how it is produced. In both his discussion of sovereignty and governmentality, though, Foucault skips over the res publica; a form of political organization that fits neither Foucault’s characterization of sovereignty nor the care of the self. I extend Foucault’s discussion to identify a ratio of government around the discipline of ownership by which the (...) res publica was made intelligible, its relations understood, and its logic organized. I end by suggesting some implications for neo-Roman interpretations of liberty as non-domination. (shrink)

Tracking the development of Foucault's key concepts Lemke offers the most comprehensive and systematic account of Michel Foucault's work on power and government from 1970 until his death in 1984. He convincingly argues, using material that has only partly been translated into English, that Foucault's concern with ethics and forms of subjectivation is always already integrated into his political concerns and his analytics of power. The book also shows how the concept of government was taken up in different lines of (...) research in France before it gave rise to "governmentality studies" in the Anglophone world. A Critique of Political Reason provides a clear and well-structured exposition that is theoretically challenging but also accessible for a wider audience. This paper explores the emotional life of governmental power through the affective domains of confidence and respect in criminal justice, in the context of a climate of insecurities and uncertainties with existing modes of governance. The paper problematises some of the key tenets of the governmentality thesis and questions its core assumptions about forms of rationality, processes of subjectivation and the conditions of possibility for ethical conduct. It also prompts us to reconsider the tenets of contemporary neo-liberal governance, its (...) “rationalities of rule,” technologies and apparatuses, how these work to capture hearts as well as minds, and how these may promote an “emotionalised” art of government such that we might properly speak of “emotionalities of rule.”. The ways in which international non-governmental development organizations (INGDOs) engage with northern constituencies have important implications for their promotion of principles of global justice and equity, their legitimacy as global actors and their capacity to shape a democratic global civil society. This paper focuses on the diverse forms of engagement currently being sought by international development NGOs. Using development education as a case study the paper explores some of the processes of mediation and negotiation that shape NGOs' articulation of global (...) ethics. The paper argues that the diversity of approaches to engagement in the sector presents an opportunity for INGDOs to strengthen and deepen their relationships with Northern constituencies and to support the articulation and embedding of principles of global justice and equity. Drawing upon political philosophy and political economy, Benda Hofmeyr presents a Foucaultian analysis and historical contextualisation of the rise of neo-liberal governmentality. Historical, sociological and cultural studies help excavate the geneaology of the capitalist subject within the neo-liberal governmental context of the last four decades.

This article compares the ways in which Saba Mahmood’s The Politics of Piety and Cressida Heyes’ Self-Transformations: Foucault, Ethics, and Normalization, unlike current governmentality studies, employ the later Foucault’s ethical theory. By explaining the theoretical framework of the ‘middle’ Foucault and the ‘later’ Foucault and then comparing Mahmood and Heyes’ use of Foucault’s work, it is argued that Mahmood and Heyes’ analyses, though thought-provoking and incisive, overlook aspects of Foucault’s later work, ultimately preventing them from offering productive ‘feminist (...) strategies’. The author seeks to link this discussion to contemporary debates and analyses of agency, freedom and Muslim women in the media. The article concludes with an assessment of how Foucauldian feminist perspectives might be drawn on to establish effective ‘cross-cultural feminist strategies’, and closes by presenting a case of a cross-cultural media strategy aimed at countering the stereotypical images of Muslim women in the media. This article seeks to make some general points about the changing nature of constitutionalism by looking critically at the constitutional architecture of the Northern Ireland Act 1998. It argues that despite their sophistication the structures of settlement in Northern Ireland do not address fully the fundamental issues of the changing nature of power and the ethical character of constitutional transformation. The argument draws upon the governmentality approach associated with work developing the later writings of Michel Foucault to consider the (...) nature of government and of multi‐level and multi‐form governance. In particular, the account reviews briefly the settlement structures and suggests that the role of government may have changed since last there was devolution in Northern Ireland. Next the history of involvement of the voluntary sector in governance in the Northern Ireland context is outlined to indicate its particular potential for development. Finally, the positive advantages of opening up a new democratic space through developing the role of civil society in the processes of governance are reviewed and the value of a constitutional renewal project is considered. Studies of protests against mobile phone masts typically concentrate on the potential health risks associated with mobile phones and their masts. Beck’s Risk Society has been particularly influential in informing this debate. This focus on health, however, has merely served to limit the discussion to those concerns legitimated by science conveniently ignoring other disputed issues. In contrast, this article contends that it is necessary to use a wider notion of risk to understand fully how the current political emphasis on (...) active citizenship may have contributed to the protests. It examines how neoliberal governmentality and the move to empower people are in contention with one another. The study draws upon case material from a small village protest group in United Kingdom and argues that much of the tension arises from the encouragement of the public on one hand to become active citizens but on the other to be passive consumers.
