This paper draws on recent work by John Clarke and Janet Newman and their colleagues to analyse a relatively coherent governmental project, spanning the decades of Conservative and New Labour government in England since 1979, that has sought to render teachers increasingly subservient to the state and agencies of the state. Under New Labour this has involved discourse and policies aimed at transforming teaching into a 'modernised profession'. It is suggested that this appropriation of both the concept and substance of (...) professionalism involves an attempt to silence debate about competing conceptions of what it might to be a professional or to act professionally. The overall process is thus arguably one of de-professionalisation in the guise of re-professionalisation. (shrink)

But how those inmates experience that event is primarily controlled by correctional policies and by the prison medical and correctional staff assigned to their care. With a prison population that has risen to 70,000 inmates and with the nation’s highest rate of human immunodeficiency virus infection, more than 2,817 inmates died in New York prisons during the period 1990-1998. In April 1992, in the face of an ever-increasing death rate in its prisons, the New York State legislature passed the Medical Parole Law, a measure designed to permit dying inmates to be released on parole prior to their normal release eligibility date. Progressives have advocated reforms of rules governing corporations to achieve greater distributive justice, but Maitland (2001) hasargued that corporate rules are distributively neutral and that changing the rules will have no long run impact on distributive justice. These different conclusions stem from the use of two different methods of economic analysis, partial equilibrium and general equilibrium models. A change in the rules governing corporations in a “large” sector of the economy is appropriately analyzed using a general equilibrium analysis, supporting the (...) conclusion that changes in the rules may affect distributive justice in the long run. However, a partial equilibrium analysis of a change in the rules of corporations affecting a “small” part of the economy such as asingle firm or even all firms in a small state supports the claim that such changes cannot affect distributive justice. This paper critiques what it sees as a tendency on the part of certain social researchers to engage in moralistic critiques of middle-class parents, especially in relation to the choices and actions of such parents within educational quasi-markets. It proceeds to a linked critique of the influence within education of certain aspects of the work of Pierre Bourdieu, with particular reference to the concepts of symbolic violence and the depiction of cultural meanings as arbitrary. It is argued that both these (...) developments involve unhelpful and unjustified forms of reductionism that could have the effect of alienating middle-class support for a range of broadly progressive political endeavours within and beyond education. This paper addresses the somewhat neglected topic of envy and its relationship to education and social inequality in Britain. Drawing on the work of Rawls, Runciman and Crosland, the paper proposes a distinction between envy as a vice and 'justified resentment' aroused by perceived injustices in the social distribution of primary goods, including education. Various pejorative uses of the term 'the politics of envy' in UK politics are examined. The conditions necessary for a politics of justified resentment are then analysed. (...) Current developments in higher education in the UK are discussed with reference to signs of the emergence of new social resentments among the relatively highly educated. Prospects for a wider politics of justified resentment are assessed in relation to a range of emergent policies and priorities of New Labour in government. (shrink)

Bashir Makhoul’s Beijing installation Enter Ghost, Exit Ghost is a maze made out of lenticular images of a Palestinian village that leads to a stack of cardboard boxes that could be a town, a military training camp, or just a heap of damaged packing containers. This article reads the installation through an initial misrecognition, seeing the boxes as a version of ancient Anasazi cliff dwellings. This displacement, where one place recalls somewhere else, is pursued through a discussion of W.J.T. Mitchell’s (...) reflections on comparative ‘promised lands’, Israeli artist Larry Abramson’s notion of abstraction as camouflage, Eyal Weizman’s analysis of simulated battle-spaces, and Mark Twain’s critical reading of desert spaces in the western US and Palestine. The article argues that Makhoul’s work calls up a series of associations between times and places that speaks not only to the specific but to a broader global hermeneutics of empire based on symbolic overdetermination and strategic concealment and erasure. From Alfred Stieglitz to Trevor Paglen, photographs of the sky have engaged with the relationship between abstraction and representation. This article argues that Stieglitz’s attempt to convert the ‘natural’ abstraction of the sky into the ‘cultural’ abstraction of the modernist image opens a space through which recent photographers have moved to use the sky photograph as a means of interrogating issues of openness and concealment that are at once aesthetic and political. The invisibility of signs of military-industrial power embedded within (...) airspace is, in Richard Misrach’s and Paglen’s photographs, registered but not exactly shown, since the capacity of the photograph to reveal the unseen is challenged by the effectiveness of contemporary modes of concealment. What is shown in these images, however, is the condition of hiddenness itself, which is encountered by Misrach and Paglen not only through the abstraction of the sky photographs but by situating those images within a discursive field – through the use of titles, captions and an explication of working methods – that regrounds the atmospheric as a spectacular function of power’s open secret. The first feature film made about the design and deployment of the atomic bomb, The Beginning or the End, begins with fake newsreel footage depicting the burial in a time capsule of a copy of the film and a projector to show it on. The scene, with its funereal overtones yet grim optimism that, even in the face of catastrophic destruction, the germ of civilization will endure, recalls the ceremonies surrounding the interment of the Westinghouse time capsule at the New (...) York World’s Fair in 1939. Time capsules, this article argues, stand in a complex relation to war and temporality, seeking to at once anticipate and work through the challenge posed to futurity by the threat of global conflict. As a container, the capsule attempts to deliver and control the reception of a legible inventory of the present, yet the principle of selection and the impossibility of predicting how information might be received in the deep future – if it is received at all – threatens this aim. The dilemma faced by time capsule curators is, we argue with reference to William Burroughs’ and Brion Gysin’s so-called cut-up method of writing, one of control. By reading the time capsule through the cut-up, anticipated catastrophe can be seen to be functioning proleptically in the present and already active as a challenge to the capsule as proof against disaster.
