La politique de « réformes et ouverture » vers l’étranger, initiée par Deng Xiaoping au sortir de la Révolution culturelle en 1978 s’est avérée, d’un point de vue économique, une véritable réussite qui a amené la Chine au rang des grandes puissances mondiales en à peine trente ans. D’un point de vue social par contre, le résultat est tout autre : transfigurée par ces réformes qui ont acté le basculement d’une économie planifiée vers une économie de marché, la société (...) chinoise s’est retrouvée bouleversée par la disparition de l’État-providence et la restructuration du secteur de production étatique, autant de dommages collatéraux qui vont brutalement vulnérabiliser et « précariser » des millions d’individus. Dès la fin des années 1980, vont se constituer de nouvelles « classes dangereuses » de paysans sans terres, de chômeurs et de pauvres, des « masses dangereuses » que l’État-parti chinois va devoir discipliner, puisque c’est sur leur exploitation que va se construire le miracle chinois. C’est donc un véritable arsenal discursif, une langue de bois élaborée et complétée sur trois décennies, que les dirigeants du Parti communiste chinois vont mettre en place pour formuler les perceptions et « corriger les consciences erronées » de ces populations vers une acceptation d’un ordre social qui leur est foncièrement défavorable.From the economic point of view, the policy for « reform and openness » to other countries initiated by Deng Xiaoping as the Cultural Revolution ended in 1978 was a genuine success that made China a top-ranking world power in the space of barely thirty years. The outcome was very different from the social point of view, however: the reforms that turned a planned economy into a market economy caused radical upheaval in Chinese society as collateral damage from the demise of the welfare state and the restructuring of the State-controlled production sector plunged millions into precariousness and insecurity. The late 1980s saw the emergence of a new « dangerous class » of landless peasants, unemployed workers and poverty-stricken individuals: the « dangerous masses » that the Chinese party-state would have to discipline so that the « Chinese miracle » could be built by exploiting their labour. Thus did China’s Communist party leadership deploy a whole arsenal of political doublespeak, developed and honed over three decades, designed to formulate perceptions and « correct » the « erroneous conceptions » of these populations to lead them to acceptance of a social order which is fundamentally opposed to their interests. Contemporary Chinese society has witnessed ongoing complex institutional and cultural reconfiguration, driven by the transition from the socialist planned economy to marketization and later its deep engagement in globalization and neoliberalism. In this reshaping of Chinese society, tradition and modernity, the resurgence of patriarchal Confucian tradition, the socialist version of modernity, the capitalist version of modernity, and the socialist heritage intermingle, and all seem to define a mosaic temporality.Facing the increasing uncertainties of the market, family members in post-reform China (...) have to stick together as an economic safety net, emotional harbor and spiritual fortress. Chinese parents heavily invest in their children and continue to support them in their adulthood; whereas, the youth is under great obligation to providing old age care for their parents; and parents may regard this heavily-invested offspring as their private product. This resurgent but modified familialism, is not an exact replication of traditional familialism, but is definitely different from the family modes featured by individualism in Western contexts. Mosaic familialism is characterized by a sequential symbiosis between parents and children facing financial constraints and unforeseeable uncertainties with a lack of a social safety net. At the same time, patriarchal Confucianism is rejuvenated to a certain degree, women’s traditional wife and mother role is once again stressed, if not glorified; and the neoliberal discourse articulating personal choice and responsibility, but not individual right, stands by seamlessly. Parents and children, husband and wife are dependent on each other in the intimate family, following a clearly gendered pattern. (shrink)

Uncertainty in Post-Reformation Catholicism provides a historical account of early modern probabilism and its theological, intellectual, and cultural implications. First developed in the second half of the sixteenth century, probabilism represented a significant and controversial novelty in Catholic moral theology. By the second half of the seventeenth century, probabilism became and has since been associated with moral, intellectual, and cultural decadence. Stefania Tutino challenges this understanding and claims that probabilism played a central role in addressing the challenges that geographical (...) and cultural expansions posed to traditional Catholic theology. Tutino argues that early modern theologians used probabilism to integrate major changes within the post-Reformation Catholic theological and intellectual system. Probabilist theologians realized that their time was characterized by many changes that traditional theology was not equipped to deal with, which consequently provoked an exponential growth of uncertainties, doubts, and dilemmas of conscience. Probabilism represented the result of their efforts to appreciate, come to terms with, and manage that uncertainty. Uncertainty in Post-Reformation Catholicism reinterprets probabilism as a way of dealing with moral and epistemological doubts in quickly changing times, a way that still may be useful today. Uncertainty in Post-Reformation Catholicism argues that probabilism played a central role in addressing the challenges that a geographically and intellectually expanding world posed to traditional Catholic theology. Early modern probabilist theologians realized that their time was characterized by many changes and novelties that traditional theology was not equipped to deal with, and that consequently provoked an exponential growth of uncertainties, doubts, and dilemmas of conscience. These theologians used probabilism as a means to integrate changes and novelties within the post-Reformation Catholic theological and intellectual system. Seen in this light, probabilism represented the result of their attempts to appreciate, come to terms with, and manage uncertainty. The problem of uncertainty was not only crucial then, but remains central even today. Despite the unprecedented amount of information available to us, we are becoming less able to formulate arguments based on facts, and more dependent on a cacophony of opinions that often simply reproduce our own implicit or explicit biases, prejudices, and preconceived preferences. The book examines corruption control in post-reform China. Contrary to the normal perception that corruption is a type of behavior that violates the law, the author seeks to approach the issue from a social censure perspective, where corruption is regarded as a form of social censure intended to maintain the hegemony of the ruling bloc. Such an approach integrates societal structure, political goals, and agency into a single framework to explain dynamics in corruption control. With both qualitative data from (...) officials in power and officials in jail and quantitative data from university students, the book explores how the censure on corruption was created and has been applied from 1978 to the present. Though primarily intended for academics, the book is also accessible for general audiences, especially given its intriguing perspective and use of firsthand data on corruption that cannot be found anywhere else. This paper examines older people’s access to care experiences in rural China by integrating anthropological investigation with ethical inquiry. Six months of fieldwork in a post-reform primary hospital show how rural residents struggle to access gerontological and nursing care under socially disadvantageous conditions. This anthropological investigation highlights the unmet needs in medical and nursing care for older people, as well as some social, institutional and structural elements that impede access to care. Centring on protecting the vulnerable as informed by (...) feminist ethics scholarship, this paper argues that the failure to meet older people’s dependency needs is unjust, on the premise that it suggests a denial of the inherent value, rights and dignity of older people. This paper appeals for the provision of greater care and support by the state through putting in place social arrangements that better advance older people’s access to care. Some policy recommendations concerning health and social care reform for older people in rural China are also proposed. (shrink)

ABSTRACT The Protestant Reformation in the sixteenth century fuelled heated debates about the nature and perception of spirits appearing to people. According to Protestant theology, apparitions of spirits were not souls of the dead but either diabolical illusions, natural phenomena, or ‘mere fantasies’ of a deluded mind. Swiss church minister Louis Lavater (1527–1586) emphasized that particularly melancholic people were prone to devilish deceits and thus inclined to imagine ghosts and other spirits. This paper traces the close connection between early modern (...) concepts of melancholy, imagination, and discourses on ghosts in then-normative perspectives before contrasting theological ideals and legal arguments raised in a 1681 Basel trial featuring an allegedly melancholic woman implicated in necromancy. This paper argues that scholarly discussions about imagination and melancholy regarding ghosts in Post-Reformation Switzerland were less concerned with ontological questions about the reality of ghostly phenomena than with possible sinful interactions with ghost, which in turn mirrored ideas about diabolical temptation. How and to what extent can community be imaged as a spontaneous order? Is the spontaneous social order dichotomous or oppositional to state power? Despite vigorous scholarship and policy debate, the theorization of the community has not attended adequately to the ways in which interactional order emerges in various sociopolitical contexts. Reflecting the experience of community building in post-reform urban China, I present an organic statist vision of community, in which community is found to be the concomitant outgrowth of (...) both state intervention and the spontaneous process of place-based identity mobilization. Based on in-depth interview data and popular culture texts, the current study has explored the politics of reproduction revolving around women’s age in contemporary China. Conceptualizing reproduction as a site of contestation and politics between different, and often contradictory, sets of discourses and power structures, I pursue a feminist and social constructivist analysis of the politics of reproduction in the lives of a group of urban professional women who are yet to enter motherhood at their late 20s and 30s. I (...) engage with Inhorn’s concept of ‘disrupted reproduction’ to highlight the politically, morally and emotionally charged contestations in the ‘problematized’ reproductive lives of these women. I unveil how Chinese professional women beyond their ‘reproductive prime’ are discursively constructed as ‘disrupters’, who fail their femininity test tied to a motherhood identity within the family context, challenge the ‘natural’ biological law regulating their reproductive bodies, and face a doomed reproductive future fraught with medical, physical and emotional traumas which ART cannot alleviate. Such a discourse renders invisible the structural causes of problems and challenges professional women face in negotiating parenthood, social norms and selfhood, which systematically put them under pervasive social surveillance and discipline. The texts of the ancient skeptics resurfaced in the sixteenth century. How the Reformation and the subsequent confessionalization process interacted with the revival of skepticism remains disputed. Some historians contend that skeptical methods, especially those of Sextus Empiricus, were co-opted by French Catholic polemicists in the service of “counter-reformation”; others suggest that they were suppressed on both sides of the confessional divide by the new church-state establishments that were anxious to protect certainty and impose unity. Where these scholars agree, however, (...) is on the historical trajectory of skeptical techniques: the loss of certainty in theology and the emergence of tolerance. The disputations on sacred scripture of Roberto Bellarmino and William Whitaker, the pre-eminent controversialists of late-sixteenth-century Roman Catholicism and English Calvinism, respectively, reveal the perdurance of skeptical techniques through the Reformation. They also reveal their unstable functionality. Bellarmino proposed papal supremacy as a solution to the insufficiency of reason. Whitaker then challenged the traditional foundations of ecclesiastical authority while simultaneously advancing a principle of scriptural hermeneutics that depended upon institutionally-codified dogmatic statements. Both polemicists engaged in epistemological warfare without surrendering their own claims to certainty; both established stricter ways for their churches to achieve that certainty; neither sought to promote tolerance. This article reaches out to the audience for controversial religious writing after the English Reformation, by examining the shared language of attainable truth, of clarity and certainty, to be found in Protestant and Catholic examples of the same. It argues that we must consider those aspects of religious controversy that lie simultaneously above and beneath its doctrinal content: the logical forms in which it was framed, and the assumptions writers made about their audiences’ needs and responses. Building on the work (...) of Susan Schreiner and others on the notion of certainty through the early Reformation, the article asks how English polemicists exalted and opened up that notion for their readers’ benefit, through proclamations of visibility, accessibility and honest dealing. Two case studies are chosen, in order to make a comparison across confessional lines: first, Protestant reactions against the Jesuit doctrine of equivocation in the late sixteenth and early seventeenth centuries, which emphasized honesty and encouraged fear of hidden meaning; and second, Catholic opposition to the notion of an invisible-or relatively invisible-church. It is argued that the language deployed in opposition to these ideas displays a shared emphasis on the clear, certain, and reliable, and that which might be attained by human means. Projecting the emphases and assertions of these writers onto their audience, and locating it within a contemporary climate, the article thus questions the emphasis historians of religion place on the intangible-on faith-in considering the production and the reception of Reformation controversy. This article presents a conceptual investigation of the intellectual debates on the normative destination of China, which have intensified since the mid-1990s when both liberalism and the New Left emerged under the Chinese backgrounds of the spreading of marketization and the maintaining of political authoritarianism.1 The investigation, however, is not an attempt to systematically examine those debates, which, as usual in the Chinese intellectual style of the twentieth century, often freely and arbitrarily cross various issue-areas and mix very different concepts. Instead, this article interprets and criticizes the debates with its own political and academic concerns , which are reflected in two questions: First, how does liberty originate from a society that traditionally and practically has had little liberty? Second, how can such liberty be, whereas it has been given to birth or substantial growth from whatever soils and by whatever paths, sustained, expanded, and institutionalized in the society? Ramism was the most innovative and disruptive educational reform movement to sweep through the international Protestant world in the latter sixteenth and early seventeenth centuries. During the 1620s, the Thirty Years' War destroyed the network of central European academies and universities which had generated most of this innovation. Students and teachers, fleeing the conflict in all directions, transplanted that tradition into many different geographical and cultural contexts in which it bore are wide variety of interrelated fruit. Within the Dutch Republic, (...) post-Ramist method played a crucial role in the rapid assimilation of Cartesianism into a network of thriving young academies and universities. From England to east-central Europe, the tradition was no less important in accelerating the reception of Baconianism. In the easternmost outpost of the Reformed world in Transylvania, the displaced tradition generated a final flourishing of philosophical innovation which exercised a formative influence on the young Leibniz. The failure of all of these efforts to assemble the fruits of this tradition into an encyclopaedic synthesis marks a major watershed in Western intellectual history. The Reformation of Common Learning brings together all of these aspects of the tradition in a manner which roots them in deeper historical developments and relates a series of far-flung and poorly understood developments together in new ways. Protecting women and children is one of the core values of the Islamic legal tradition. In Muslim countries religious, constitutional, and legal frameworks obligate the state to take special measures to provide protection to women and children within families and in society. However, despite such provisions, post-divorce maintenance rights are not granted to women in Pakistan and Iran. Family law enacted in Pakistan and Iran still differs in form and substance from what has been mentioned in the primary sources (...) of Islamic law and from the previous articulations of early Islamic law scholars. Moreover, patriarchal notions of male authority are still sustained through law and judicial interpretations when it comes to the question of giving post-divorce maintenance to women. As a result in the absence of a welfare system divorced women are left in a vulnerable situation. Although in Iran, some financial compensation under the concept of Ujrat ul Misl is given to divorced women, but it remains unclear whether the right to Mata’at-ul-Talaq has been recognised under the family law. In Pakistan the law does not include any provision for giving women Ujrat ul Misl and Mata’at- ul -Talaq. Moreover in the absence of a welfare system, divorced Muslim women in both countries are left in a vulnerable situation. This article engages with plural normative sources and contemporary notions of human rights to make the case for family law reform and for awarding post-divorce maintenance rights to Muslim women in Pakistan and Iran. This study argues against the expansive approach to the WHO reform, according to which to be a better global health leader, WHO should do more, be given more power and financial resources, have more operational capacities, and have more teeth by introducing more coercive monitoring and compliance mechanisms to its IHR. The expansive approach is a political problem, whose root cause lies in ethics: WHO’s political overambition is grounded on WHO’s lack of conceptual clarity on what good leadership means and (...) what health (as a human right) means. This study presents this ethical analysis by putting forth an alternative: the humble approach to the WHO reform. It argues that to be a better leader, WHO should do much less and have a much narrower mandate. More specifically, WHO should focus exclusively on coordination efforts, by ensuring truthful, evidence-based, consistent, and timely shared communications regarding PHEIC among WHO member-states and other global health stakeholders, if the organization desires to be a real global health leader whose authority the international community respects and whose guidance people trust. Despite increased attention to the state, many reform efforts still ignore the full implications that state weakness has for institutional transformation. Inattention to the problems of institutional capacity has led to a misdiagnosis of the problems facing intergovernmental institutions in post-Soviet Ukraine. Overcentralization and soft budget constraints built into formal institutional design demand (...) an unrecognized degree of institutional capacity that is frequently weak or absent in the post-Soviet context. This paper analyzes post-Mao China as a complex risk society in which social, economic, and ecological risk syndromes pertaining to highly diverse levels and systems of development are manifested simultaneously. Complex risk society is a theoretical extension of Ulrich Beck’s thesis on risk society, focusing on complex developmental temporalities that are pervasively symptomatic of rapidly but asymmetrically developing political economies. In my earlier study, Korea was defined as a complex risk society in which risk syndromes of developed, undeveloped, and (...) compressively developing societies are concurrently generated. In the current study, post-Mao China is also analyzed as a complex risk society which is, in fact, more complex than Korea. Paradoxically, due to its explosive development in the post-Mao era which even dwarfs Korea, China is now confronted by all of its capitalist neighbour’s risk syndromes. Besides, due to its so-called gradual approach to reform, China is beset with a complicated mix of socialist and post-socialist syndromes of risks. Gradual reform is in practice a sort of peripatetic pluralism in economic and social reform for maximizing developmental utilities of all types of human, material, and institutional resources—a policy line inevitably accompanied by similarly plural sources and factors of social, economic, and ecological risks. The unprecedented temporal and systemic complexity in China’s risk structure has crucial implications for the country’s much deplored tendency for inequalities. In particular, class inequalities and regional disparities seem to be manifest in risk dimensions no less critically than in material dimensions. The state’s developmentalism alone is no solution for risk complexities or inequalities. (shrink)

This study investigates the significance of understanding police perspectives on community policing as a means of addressing insecurity, particularly within the context of localised and asymmetrical conflicts. It highlights the pivotal role of the police in shaping community security and the substantial impact they can have (positive or negative) in fragile environments. The study contends that the localised nature of the community policing effectively addresses security and development issues and empowering citizens. Qualitative interviews were conducted with senior police in Islamabad, (...) to assess the implementation and potential impacts of community policing in Pakistan’s Federal Capital Territory. The findings reveal how the historical foundations of police structures and operations – which date back to the colonial period – have led to the promotion of fear, mistrust and manipulation under successive regimes. Despite these challenges, the findings are promising highlighting enhanced human security through context-specific community policing. Finally, the paper argues that the movement towards community-oriented policing marks a departure from the control of elites within state systems, and encourages values such as local ownership, social cohesion, mutual engagement, accountability and agency. The roots of the formation of a post-Mongol political theology that situated Muslim emperors and sultans at the center of an Islamic cosmos are found in the Ilkhanid court in late thirteenth- and early fourteenth-century Iran. This article investigates the case of the short-lived rebellion of the Mongol governor of Rūm and Mahdi-claimant Temürtash. It demonstrates how the discourse of religious reform was recruited to translate and support the claims of non-Chinggisid commanders to the transfer of God’s favor, thus (...) opposing the Chinggisids’ heaven-derived exceptionalism. Exploring affinities with the Timurid appropriation of the mujaddid tradition a century later, the article argues that Temürtash’s rebellion signaled the early stages of the dispersion of a new political language that freed Muslim kingship from the restrictive genealogical and juridical Sunni models of authority. The financial crisis of 2008 raised the politics of regulation to a new level of practical and scholarly attention. We find that recent reforms in U.S. financial markets hinge on intellectual resources and new organizational actors that are missing from existing concepts of regulatory capture or business power. In particular, small advocacy groups have proven significantly more successful in opposing the financial services industry than existing theories predict. By maintaining the salience of reform goals, elaborating new analytic frameworks, and deploying (...) specialized expertise in post-enactment debates, smaller organizations have contributed to a diffuse but often decisive network of pro-reform actors. Through the rule-writing process for macroprudential supervision and derivatives trading, these small organizations coalesced with other groups to form a new stability alliance that has so far prevented industry groups from dominating financial regulation to the degree that occurred in earlier cases of regulatory reform.
