Responding to volatile criticisms frequently leveled at Leo Strauss and those he influenced, the prominent contributors to this volume demonstrate the profound influence that Strauss and his students have exerted on American liberal democracy and contemporary political thought. By stressing the enduring vitality of classic books and by articulating the theoretical and practical flaws of relativism and historicism, the contributors argue that Strauss and the Straussians have identified fundamental crises of modernity and liberal democracy.

This paper addresses the question of whether Medicaid is in fact a high-cost program after adjusting for the health of the people it covers. We compare and simulate annual per capita medical spending for lower-income people (families with incomes under 200% of poverty) covered for a full year by either Medicaid or private insurance. We first show that low-income privately insured enrollees and Medicaid enrollees have very different socioeconomic and health characteristics. We then present simulated comparisons based on multivariate statistical (...) models that estimate the effects of private and Medicaid coverage on the likelihood of using services, and the level of expenditures, given any use, holding constant demographic, economic, and health status characteristics. The simulations demonstrate that if people with Medicaid coverage—with their health status, disability, and chronic conditions—were given private coverage, they would cost considerably more than they do today. Conversely, if the privately insured were given Medicaid coverage, spending would be lower. We find no evidence that spending differences between Medicaid and private coverage for low-income people are due to lower service use by Medicaid beneficiaries. We conclude that most of the difference in expenditures is due to differences in provider payment rates. (shrink)

As the world's literary, religious, and philosophical traditions attest, deficiency in the world is a matter of perennial human concern. Ontologically speaking deficient existence is a problem that has occupied metaphysical thinking from Heraclitus to Heidegger. What is it to exist deficiently? ;This dissertation addresses the question, first, through a survey of answers given by six ancient philosophers. Parmenides describes deficient existence as changing multiplicity; Plato, as being in an inferior world; Plotinus, as mis-seeing; Augustine, as disorderedness; Gregory of Nyssa, (...) as "nothingification" &parl0;`h e ,xoud e&d12;nwsi v&parr0; ; Dionysius, as failed participation. The dissertation then gives a more systematic answer through close study of the metaphysics of John Scotus Eriugena , who builds on the foundation established by these thinkers. ;The Eriugenian cosmos is a "theophanic" one. To be is to be the showing or expression of God. What exists, then, is divine and good. Furthermore, all deficiencies, such as they are, must be characterized as privations or impoverishments. ;What can deficient existence be in such a world? Eriugena's first answer is that it is existence on an inferior level of reality. This dualistic view must be rejected, however, because it is not consistent with the fundamental metaphysical principles that reality is an ontological unity and every being is divine. ;Two better descriptions of deficient existence can be found in his metaphysics. First, to be deficiently is to see the world deficiently; that is, deficient existence is a misunderstanding of reality. Second, deficient existence is metaphysically incomplete existence. Being as a whole is an ontological work in progress, a creatio ex nihilo that is a creatio ex nihilo hic et illuc et ubique ---here, there, and everywhere. ;Such a creation depends in part on human choice and is subject to the destructive influences of non-being. But rather than a fall from some primordial perfection, creation is a movement towards perfection. Hence the existence that it constitutes is an existence in the theophanic world. Moreover, creation is theophanic to the extent that it does exist, even though, as deficient, it does not yet fully exist. (shrink)

For too long, Spinoza's ethics was misread as an ethics of ideals, in which the most virtuous life possible was said to consist of the life of pure reasoning. The "free man," Spinoza's paragon of virtue, was understood to be the individual who is neither helped nor harmed by anything external. Religious discourse - especially about politics and public affairs - is increasingly polarized, involving much contestation but little conversation. If truth are to be tested, however, there is no substitute for dialogue.

For Plato, the best city, the best political order, was spun out in the world of speech. It is not a place we expect to inhabit. But Plato had Socrates say at the end of the Republic that, whether this City exists anywhere or not, it is the only city (...) in which the thoughtful man would wish to take part. The city of Cincinnati, we know, can be an engaging place, but federal judge Arthur Spiegel also found, in the mid-'90s, that it could be quite a vexing place. The city council of Cincinnati had passed what was called the Human Rights Ordinance of 1992, which barred virtually all species of discriminationAppalachian origin.sexual orientation.minority status” in the law. The framers of the amendment objected to the tendency to treat gays and lesbians on the same plane as groups that have suffered (...) discrimination based on race, religion, or gender. The proposal, known as Issue 3, drew wide support and passed in a referendum in 1993. It was, of course, challenged in the courts, which is why it found its way into the hands of Judge Spiegel. It is well understood and appreciated that Gödel’s Incompleteness Theorems apply to sufficiently strong, formal deductive systems. In particular, the theorems apply to systems which are adequate for conventional number theory. Less well known is that there exist algorithms which can be applied to such a system to generate a gödel-sentence for that system. Although the generation of a sentence is not equivalent to proving its truth, the present paper argues that the existence of these algorithms, when conjoined with Gödel’s (...) results and accepted theorems of recursion theory, does provide the basis for an apparent paradox. The difficulty arises when such an algorithm is embedded within a computer program of sufficient arithmetic power. The required computer program (an AI system) is described herein, and the paradox is derived. A solution to the paradox is proposed, which, it is argued, illuminates the truth status of axioms in formal models of programs and Turing machines. (shrink)

Theories of discourse bring to realism new ideas about how knowledge develops and how representations of reality are influenced. We gain an understanding of the conceptual aspect of social life and the processes by which meaning is produced. This collection reflects the growing interest realist critics have shown towards forms of discourse theory and deconstruction. The diverse range of contributions address such issues as the work of Derrida and deconstruction, discourse theory, Eurocentrism and poststructuralism. What unites all of the contributions (...) is a sense that it is essential to provide a realist alternative to the hitherto dominance of social constructionism, hermeneutics and postmodernism, over many of the issues discussed. By developing a realist perspective the different authors attempt to embed discourse within the structured nature of the reality of the world. Realism can situate language, discourse and ideology within context specific, or 'causally efficacious' circumstances. Realism can help to uncover issues of power, representation, and subjectivity and how discursive and other social practices produce real effects. This can help us understand the manner in which social structures are reproduced through various forms of ideology and discourse. The renowned philosopher John Searle reveals the fundamental nature of social reality. What kinds of things are money, property, governments, nations, marriages, cocktail parties, and football games? Searle explains the key role played by language in the creation, constitution, and maintenance of social reality. We make statements about social facts that are completely objective, for example: Barack Obama is President of the United States, the piece of paper in my hand is a twenty-dollar bill, I got married in London, (...) etc. And yet these facts only exist because we think they exist. How is it possible that we can have factual objective knowledge of a reality that is created by subjective opinions? This is part of a much larger question: How can we give an account of ourselves, with our peculiar human traits DS mind, reason, freedom, society - in a world that we know independently consists of mindless, meaningless particles? How can we account for our social and mental existence in a realm of brute physical facts? In answering this question, Searle avoids postulating different realms of being, a mental and a physical, or worse yet, a mental, a physical, and a social. There is just one reality: Searle shows how the human reality fits into that one reality. Mind, language, and civilization are natural products of the basic facts of the physical world described by physics, chemistry and biology. Searle explains how language creates and maintains the elaborate structures of human social institutions. These institutions serve to create and distribute power relations that are pervasive and often invisible. These power relations motivate human actions in a way that provides the glue that holds human civilization together.
