Hacohen*A stranger in his homeland even before emigrating in 1937, the philosopher Karl Popper is rarely considered an Austrian. Although he was born in Vienna in 1902 and buried there in 1994, he is known as an Atlantic intellectual and an anti-Communist prophet of postwar liberalism. He first became famous for The Open Society and Its Enemies (1945). 1 (...) He wrote the book during World War II in his New Zealand exile, intending it as a defense of democracy against fascism. The defeat of Austrian socialism and the collapse of Central European democracies were the major experiences informing his analysis. But The Open Society quickly became, with Popper’s full support, a charter of Atlantic Cold War liberalism. His philosophy of science, exemplified best in Logik der Forschung, went through a similar transformation. 2 To be sure, it is commonly debated in the context of logical positivism and the Vienna Circle; but the circle’s emigration and the postwar triumph of analytic philosophy in the Anglo-American academy transformed positivism, too, into an Atlantic philosophy. The “fugue of exile’s disruptions” severed the thread connecting Popper to Austria. 3Yet Popper was the foremost philosopher to carry the progressive Viennese legacy into the postwar era. In his critiques of the Vienna Circle and Red Vienna he confronted the philosophical and political problems of Viennese late enlightenment [End Page 711] and the interwar crises of scientific reason and Central European democracy. Refashioning the fin-de-siècle progressive legacy, he drew novel visions of liberal science and politics, imagining utopian scientific and political communities that were engaged in the pursuit of truth and reform. He made critical debate the acid test of political and scientific rationality, the center of a new liberalism. Establishing a free public sphere as the sine qua non of the Open Society, he innovated on a familiar liberal motif, shared by thinkers as different as Kant, De Staël, Guizot, Mill, and Habermas.In The Open Society Popper also wrote the political platform of the postwar Social-Democratic Consensus that legislated for the welfare state and mobilized against Communism. During World War II he opted for a liberal-socialist alliance that would contain postwar Central European fascism. Instead, his “Popular Front” platform proved adaptable to postwar anti-Communism. He made a few naïve pronouncements on deterrence and the free world during the Cold War. 4 They reflect badly on his political philosophy. Yet disentangled from its Cold War associations, his liberalism contains an abiding cosmopolitan vision for an age that is looking beyond the nation-state. His cosmopolitanism originated as a solution to dilemmas of ethnic identity faced by the assimilated-Jewish Viennese intelligentsia. His Open Society expressed their dream of integration into a community that discounted religion, ethnicity, and nationality. 5 He refused to give up on cosmopolitanism in the bipolar world when Machtpolitik seemed the order of the day. Almost alone among postwar liberals, he retained a belief in an international legal order and challenged national self-determination. His vision has regained relevance today. Cosmopolitanism and critical debate provide a starting-point for renegotiating liberal dilemmas.“My theory of knowledge, my philosophy of science and my political philosophy are original only in their interdependence,” stated Popper in a 1976 interview. 6 His epistemology has major political and scientific significance. Well before cultural studies began deconstructing science, Popper countered philosophers’ and scientists’ claims of expertise. There is no philosophical method. Every person is a problem-solver, and so every person is a philosopher. “Science is nothing but enlightened and responsible common sense—common sense broadened by imaginative critical thinking.” 7 Demystifying science, he never gave up on the growth of knowledge. The paper focuses on the problematic relationship between Talmon's liberalism and Zionism. My argument is that Talmon's nationalism (Zionism included)—historicist, romantic, visionary—lived in permanent tension with his liberalism—empiricist, pluralist, pragmatic. His critique of totalitarian democracy, reflecting his British experience, emerged independently from his Zionism, grounded in Central European nationalism. The two represented different worlds. Talmon lived in both, serving as an ambassador in-between them, without ever bringing them together. The essay's first section describes the political education of the young Jacob (...) Talmon (née Flajszer) and the making of The Origins of Totalitarian Democracy. It demonstrates the independence of Talmon's Cold War liberal project from his Zionism. The second section places Talmon in the context of Cold War liberal discourse, showing how integral his critique of revolutionary politics was to contemporary liberalism. The third illustrates the tensions between Talmon's view of Jewish history and his liberalism, between his Zionism and his critique of revolutionary politics. This intellectual 2001 biography recovers the legacy of the young Popper; the progressive, cosmopolitan, Viennese socialist who combated fascism, revolutionized the philosophy of science, and envisioned the Open Society. Malachi Hacohen delves into his archives and draws a compelling portrait of the philosopher, (...) the assimilated Jewish intelligentsia, and the vanished culture of Red Vienna, which was decimated by Nazism. Hacohen's adventurous biography restores Popper's works to their original Central European contexts and, at the same time, shows that they have urgent messages for contemporary politics and philosophy. Popper and Agassi diverged on nationalism. Popper was a trenchant critic whereas Agassi formed a theory of liberal nationalism. At the root of their disagreement was Popper’s refusal of Jewish identity and rejection of Zionism, in contrast with Agassi’s affirmation of progressive Jewishness and liberal Zionism. Both Agassi and Popper, however, rejected ethnonationalism. To hedge against it, they ignored the claims of ethnocultural communities. This essay will highlight Agassi’s liberal theory of the nation state but urge that we overcome Critical (...) Rationalists’ instinctive aversion to ethnicity, and accommodate ethnocultural communities. We should also explore again both Popper’s democratic imperialism and cosmopolitan diasporas, to think a future beyond nationalism. (shrink)

Vienna's scientific culture has long attracted historians' attention. Impressive though the scientific accomplishments of Viennese scientists were, and recognized by numerous Nobel prizes, they alone do not account for the historians' interest. Rather, Vienna's culture of science was imbedded in broader humanistic visions and invested in political and educational projects of major historical significance. Viennese philosophy placed humanity's hopes in science and articulated its historical ramifications to the public, drawing out the political implications of competing scientific methodologies and tying them (...) to dramatic historical events. This philosophy of science still reverberates nowadays in debates on liberty, markets, and government that quickly reveal their underpinning in the methodology of science. Vienna's scientific culture, it seems, has never ceased to capture the imagination, far beyond Austria. (shrink)

“Science does not rest on a rockbed. Its towering edifice, an amazingly bold structure of theories, rises over a swamp,” wrote Karl Popper in the fall of 1932. “The foundations are piers going down into the swamp from above. They do not reach a natural base, but ... one resolves to be satisfied with their firmness, hoping they will carry the structure. ... The objectivity of science can be bought only at the cost of relativity.1 The tower over the swamp (...) represented the end of foundationist philosophy. Objectivity no longer rested on a rockbed but on the turns of scientific experimentation and criticism, as much a matter of vagary and luck as of talent and method. Surely, historians should have written Popper into the hall of fame of nonfoundationist philosophers. They did not. In fact, recent scholarship on the Vienna Circle, especially on Otto Neurath, represents Popper as the foundationist philosopher par-excellence. Some of his followers seem to miss his nonfoundationism, too. A House Built on Sand is the title Popperian philosopher Noretta Koertge chose for a spirited collection of essays that takes aim at the follies of science studies.2 Alas, Popper describes science itself as built on sand . But, then, why should historians and philosophers care about misreadings of Popper? Because they create a distorted picture of interwar Viennese philosophy that obscures, rather than reveals its contemporary relevance. If ever there were scientific procedures that seemed immune to history, induction and deduction would be them. Their validity seemingly unimpinged by the vicissitudes of history, they appear a proper subject of discussion for philosophers and scientists, but not for historians. Historians pride themselves on demonstrating that the internal logic of theory is historical — a response to particular conditions. Breakdowns in logic present historians with opportune moments for historicization, for showing how theoreticians’ efforts to respond to their situation made (...) them move inconsistently. When it comes to induction and deduction, however, they seem so universal and basic — the logic and methodology of science unthinkable without them — that any effort to demonstrate their historically bound character risks relativizing science and, some would argue, undermine rational exchange. Can the historian participate, qua historian, in the conversation on induction and deduction without unraveling science and undermining rational exchange? (shrink)

I met Hans Albert twice, in Vienna in 2002 at the Popper Centennial Congress, and, a few months later, in Alpbach, where he was an old timer who had seen the institution develop over half a century and took pride in belonging in its history. I found Albert charming, jolly and generous, very different from my image of the German mandarin. As a Popper scholar, I had, of course, heard of him before.

Previous studies of Hebrew nu investigate this discourse marker in casual conversation. The current study explores nu on Israeli political phone-in radio programs and broadens our knowledge both about the functions and grammaticization processes of discourse markers and about some particularities of Israeli political talk radio. The comparison to casual talk reveals both qualitative and quantitative differences. In casual talk, the main function of nu is a sequential one – urging further development of an ongoing topic. In the radiophonic data, (...) the most common role of nu is as a keying token, functioning in the affective realm. Furthermore, the talk-radio data show a wider variety of keys constructed by nu – which range from joking to sheer contempt – clustering closer towards the latter, in contrast to the case of casual talk, manifesting mostly the joking key. Structurally, whereas sequential functions are generally accomplished by stand-alone nu, affective tokens are accompanied by same-speaker talk. Introduction Violence is a phenomenon. It is multidimensional and multifarious. It is physical, geographical, spiritual, psychological, sudden or latent. It is metaphysical, because for some religious beliefs, it involves the deed-consequences scheme in terms of rewards and punishments, even beyond this world into the otherworldly life. It is an instrument used (...) in one's own life (suicide), in the simple family, in the small-scale societies, as well as in the multi-ethnic social settings. It can be a national, multinational and universal phenomenon. It presents some contradictions, because, though it is abhorred in general, some individuals or states use it as a means to achieve ultimate good or misuse it for their own selfish interests. It becomes more of a repulsive mystery when it is seen as institutional and integral partofreligionwhich fundamentallyshould avoid it. Between April and July 1994, the media ofthe world brought images ofthe mostviolent episode ofRwandan history into the living rooms ofthis planet's population. The magnitude ofthe genocide of 1994 was unprecedented in this century. Up to one million of people are estimated to have been killed within only one hundred days. It is difficult to understand the magnitude ofthis violence. Tribal conflicts in Rwanda, colonial powers, political manipulations and economic problems alone are not enough to explain whathas happened. Political analysts, sociologists, anthropologists have tried to understand whetherthe political instability ofthe late 80s, the malfunction of political institutions, the October War (1990-94) and the 40Malachie Munyaneza consequent war atrocities could have necessarily culminated in the genocide the world witnessed. Fundamental questions about the whole philosophy oflife and religion in the history ofRwandaand its relationship to violence are to be addressed too, because they touch the inner being of the outward physical person. People have the right to know what has gone wrong all along in all areas of their life. This paper will try to look at religious beliefs and violence as institution in ancient and modern Rwanda in its magico-religious context and its implications in the social structure. As I am only a debutante Girardian, I will discuss only the key terms ofhis theory—mimesis, desire and scapegoating—as they guide my reflections.?. Religious beliefs and violence Generally, Rwanda is viewed as a monotheistic country. All Rwandan ethnic groups believed in the only one heavenly Superior Being called Imana. Though Rwandansrecognized Imanaasthe SupremeBeing, Creator and Sustainer ofall life, they did not have a special service ofworship to him at a central place. They thought it was temerity to try and please or influence God because ifyou try you would not find enough to match his greatness and his merits. A Rwandan saying tells that you cannot handle God because ifyoutryyou would paydearly.1 Imana is the Ancientofdays as it is expressed in the name "Habiyakare"(He is before the first dawn). He is all-knowing as in the name "Bizimana" (they [all things] are known by God). He rules over everything as King, Judge and Master as expressed in the name "Hategekimana" (everywhere it is God who rules). Unfortunately Rwandans believedthatwhatever befell them was pre-ordained by God and most ofthe time fatalism dominated their lives. They confronted violence or fate with resignation thinking that the origin is in God's will or from angry spirits they did not control. Rwandans also believe in the existence ofa spiritual realm. The spirits of the dead lived further and roamed about. They would come back to trouble their relatives, especially when they felt some duties due to them were neglected. They could even kill through sickness, insanity or provoke infertility. They hold people under the siege ofconstant mental terror. Representations seem to play a major role in many neuroscientific explanations. Philosophers have long attempted to properly define what it means for a neural state to be a representation of a specific content. Teleosemantic theories of content which characterize representations, in part, by appealing to a historical notion of function, are often regarded as our best path towards an account of neural representations. This paper points to the anti-representationalist consequences of these accounts. I argue that assuming such teleosemantic views will (...) deprive representations of their explanatory role in computational explanations. My argument rests on the claim that many explanations in cognitive neuroscience are entirely independent of any historical considerations. In making this claim, I will also offer an adapted version of the famous Swampperson thought experiment, which is better suited to discussions of subpersonal neural representations. (shrink)

The territory was previously a German possession but had been administered as a trust territory of Australia under a League of Nations mandate after the First World War. Geographically, it consisted of the northern part of the eastern half of the New Guinea mainland; the large islands of (...) This paper introduces the Cummins Functions Approach to neural representations, which aims to capture the notion of representation that is relevant to contemporary neuroscientific practice. CFA shares the common view that “to be a representation of X” amounts to “having the function of tracking X,” but maintains that the relevant notion of function is defined by Robert Cummins’s account. Thus, CFA offers a notion of neural representation that is dependent on explanatory context. This article aims to read feminist new materialisms (Barad), together with ‘postulated’ linguistic or cultural primacy of Queer Theory (Butler), to show how both are engaged in similar critical-ethical endeavours. The central argument is that the criticism of Barad and new materialisms misses Butler’s materialistic insights due to a narrow interpretation of Butler's alleged social-constructivist position. There is, therefore, a specific focus on where they both make similar ethical appeals. Moreover, the article relies on Adorno's negative dialectic to highlight an (...) interpretation of Barad and Butler as being part of the same dialectical movement, in which materialism and idealism fluctuate in their mutual criticisms, thus continuing the procession towards 'new knowledge' and emancipation, or freedom, through their motions back and forth. Amajor shift in critical attitudes toward the arts took place in the eighteenth century. The fine arts were now looked upon as a group, divorced from the sciences and governed by their own rules. The century abounded with treatises that sought to establish the overriding principles that differentiate art from other walks of life as well as the principles that differentiate them from each other. This burst of scholarly activity resulted in the incorporation of aesthetics among the classic branches of (...) philosophy, heralding the cognitive turn in epistemology. Among the writings that initiated this turn, none were more important than the British contribution. The Arts in Mind brings together an annotated selection of these key texts. This paper focuses on the nature of philosophy and its practices in Africa in the face of development challenges facing the continent. Philosophy in African has been seen as a tool for the search for meaning and a means for assuaging our existential predicaments. But central to the temper of recent philosophy inAfrica is the search for praxis, which somewhat limits philosophy to only a means of assuaging existential predicaments. This quest for praxis is destroying some aspects of philosophy, which (...) are equally important, that is analysis and theorizing. This is a major problem because the philosophy that emerges out of the urgency for praxis, without consideration for analysis and theory, is bereft of that rigorous criticality which arises from a thoroughgoing analysis and theorizing. This paper using the philosophical tools of analysis and criticism is asking for a return to rigorous philosophy through the analysis of concepts and theorizing. This paper submits that it is only through the process of analysis and theorizing that concepts are better understood and then placed at the service of developmentinitiatives in Africa, such that a model of integral development will emerge.
