Research on folk epistemology usually takes place within one of two different paradigms. The first is centered on epistemic theories or, in other words, the way people think about knowledge. The second is centered on epistemic intuitions, that is, the way people intuitively distinguish knowledge from belief. In this paper, we argue that insufficient attention has been paid to the connection between the two paradigms, as well as to the mechanisms that underlie the use of both epistemic intuitions and theories. We contend that research on folk epistemology must examine the use of both intuitions and theories in the pragmatic context of the game of giving and asking for reasons and, more generally, understand how these practices take place within the broader context of normative social cognition. In this book, Benoît Dubreuil explores the creation and destruction of hierarchies in human evolution. Combining the methods of archaeology, anthropology, cognitive neuroscience and primatology, he offers a natural history of hierarchies from the point of view of both cultural and biological evolution. This volume explains why dominance hierarchies typical of primate societies disappeared in the human lineage and why the emergence of large-scale societies during the Neolithic period implied increased social differentiation, the creation of status hierarchies, and, (...) eventually, political centralisation. The recent literature on social norms has stressed the centrality of emotions in explaining punishment and norm enforcement. This article discusses four negative emotions (righteous anger, indignation, contempt, and disgust) and examines their relationship to punitive behavior. I argue that righteous anger and indignation are both punitive emotions strictly speaking, but induce punishments of different intensity and have distinct elicitors. Contempt and disgust, for their part, cannot be straightforwardly considered punitive emotions, although they often blend with a colder form of (...) indignation to favor low-cost, indirect, and collective forms of punishment such as mockery, exclusion, and ostracism. It is widely agreed that humans have specific abilities for cooperation and culture that evolved since their split with their last common ancestor with chimpanzees. Many uncertainties remain, however, about the exact moment in the human lineage when these abilities evolved. This article argues that cooperation and culture did not evolve in one step in the human lineage and that the capacity to stick to long-term and risky cooperative arrangements evolved before properly modern culture. I present evidence that Homo heidelbergensis (...) became increasingly able to secure contributions form others in two demanding Paleolithic public good games (PPGGs): cooperative feeding and cooperative breeding. I argue that the temptation to defect is high in these PPGGs and that the evolution of human cooperation in Homo heidelberngensis is best explained by the emergence of modern-like abilities for inhibitory control and goal maintenance. These executive functions are localized in the prefrontal cortex and allow humans to stick to social norms in the face of competing motivations. This scenario is consistent with data on brain evolution that indicate that the largest growth of the prefrontal cortex in human evolution occurred in Homo heidelbergensis and was followed by relative stasis in this part of the brain. One implication of this argument is that subsequent behavioral innovations, including the evolution of symbolism, art, and properly cumulative culture in modern Homo sapiens , are unlikely to be related to a reorganization of the prefrontal cortex, despite frequent claims to the contrary in the literature on the evolution of human culture and cognition. The emotion of anger has a long love–hate relationship with morality. On the one hand, anger often motivates us to sanction wrongdoing and uphold demanding moral standards. On the other hand, it can prompt aggression behaviors that are at odds with morality and even lead to moral disasters. This article describes this complex relationship. I argue that the intensity of anger elicited by moral transgressions is highly sensitive to key variables, including the identity of the person wronged, the nature of (...) the wrongdoing, and expectations about what should and will be done. Depending on the context, we sometimes experience more anger than would be commendable and sometimes less. These characteristics of anger, in turn, explain the ubiquity of norms and discourses aimed at governing the expression of this emotion. (shrink)

I question this distinction between moral norms and conventions and argue that conventions depend on social context because the context structures the agents’ expectations, sets reference points for the assessment of gains and losses, and (...) helps the observer to infer the presence and the seriousness of harms. This article offers a critical assessment of Cristina Bicchieri and Jon Elster’s recent attempt to distinguish between social, moral, and quasi-moral norms. Although their typologies present interesting differences, they both distinguish types of norms on the basis of the way in which context, and especially other agents’ expectations and behavior, shapes one’s preference to comply with norms. We argue that both typologies should be abandoned because they fail to capture causally relevant features of norms. We nevertheless emphasize that both Bicchieri (...) and Elster correctly draw attention to important and often neglected characteristics of the psychology of norm compliance. (shrink)

En épistémologie des sciences sociales, Jon Elster est connu pour sa défense de l’individualisme méthodologique et sa critique des explications de haut niveau. Cette note critique la plus récente formulation de sa position . D’une part, nous montrons que les problèmes relatifs aux explications au niveau agrégé s’appliquent également aux explications en termes de mécanismes psychologiques, privilégiées par Elster. Si les mécanismes psychologiques contribuent à l’explication en sciences sociales, ce n’est pas parce qu’ils font explicitement référence à des états intentionnels, (...) mais parce qu’ils rendent mieux compte que les autres hypothèses de ce qui fait la différence entre deux faits ou événements. D’autre part, nous soutenons que l’individualisme ne doit pas servir d’idéal régulateur dans la recherche en sciences sociales. Si l’explication des comportements individuels est souvent essentielle pour produire une bonne explication, il existe des situations où elle est susceptible de nuire à la qualité de celle-ci en introduisant des éléments inadéquats.In epistemology of the social sciences, Jon Elster is well known for his defense of methodological individualism and his criticism of high-level explanations. This note criticizes the most recent version of his position . First, I argue that the problems related to explanations at the aggregate level also pertain to explanations in terms of psychological mechanisms, favored by Elster. If psychological mechanisms contribute to explanation in the social sciences, it is not because they explicitly refer to intentional states, but rather because they account better than alternative hypotheses for the difference between two facts or events. Second, I contend that individualism should not be taken as a regulative ideal for research in the social sciences. If accounts of individual behavior are often essential to good explanations, there are situations in which they are likely to be detrimental to them by encouraging the introduction of irrelevant factors. The paper defends the idea that strong reciprocity, although it accounts for the existence of deep cooperation among humans, has difficulty explaining why humans lived for most of their history in band-size groups and why the emergence of larger societies was accompanied by increased social differentiation and political centralization. The paper argues that the costs of incurring an altruistic punishment rise in large groups and that the emergence of large-scale societies depends on the creation of institutions that render control of (...) these costs possible through a social division of sanction. La définition de la justice, le partage des biens et des charges de la vie en société, les rôles respectifs de l'État, du marché et de la société civile, la mission des juges et l'application des lois, ou encore le (...) contenu et l'importance des droits de l'homme, doivent être réexaminés dans une perspective instruite par l'éclairage historique, mais résolument tournée vers les problèmes du présent et les choix qui engagent l'avenir. Biobanks correspond to different situations: research and technological development, medical diagnosis or therapeutic activities. Their status is not clearly defined. We aimed to investigate human biobanking in Europe, particularly in relation to organisational, economic and ethical issues in various national contexts. Data from a survey in six EU countries were collected as part of a European Research Project examining human and non-human biobanking. A total of 147 institutions concerned with biobanking of human samples and data were investigated by questionnaires and (...) interviews. Most institutions surveyed belong to the public or private non-profit-making sectors, which have a key role in biobanking. This activity is increasing in all countries because few samples are discarded and genetic research is proliferating. Collections vary in size, many being small and only a few very large. Their purpose is often research, or research and healthcare, mostly in the context of disease studies. A specific budget is very rarely allocated to biobanking and costs are not often evaluated. Samples are usually provided free of charge and gifts and exchanges are the common rule. Good practice guidelines are generally followed and quality controls are performed but quality procedures are not always clearly explained. Associated data are usually computerised. Biobankers generally favour centralisation of data rather than of samples. Legal and ethical harmonisation within Europe is considered likely to facilitate international collaboration. We propose a series of recommendations and suggestions arising from the EUROGENBANK project. (shrink)

This article argues for the need to recover the concept of political myth in order to understand the crucial phenomena of our epoch. By drawing on Blumenberg’s philosophical reflections on myth, it proposes to understand political myth as the continual process of work on a common narrative by which the members of a social group can provide significance to their political conditions and experience. In order to show how this understanding of political myth can throw light on important aspects of (...) contemporary politics, the article analyses the work on one of the most conspicuous political myths of our time: the clash of civilizations. By reconstructing the mechanisms through which this myth works, the article shows how a paradigm that has been strongly criticized as too simplistic and scientifically inadequate could have turned into a successful political myth, i.e. into a self-fulfilling prophecy. Si la constitution prône une diversité culturelle et linguistique, reflet de sa population, l'Afrique du Sud s'intéresse plus à l'institution de la Francophonie, pour les avantages que son commerce et sa diplomatie en Afrique francophone peuvent en tirer, que pour l'usage de la (...) langue française surtout pratiquée par une communauté africaine francophone récemment implantée.South Africa is considered as the sole emerging country on its continent and has undergone a very difficult history. Following the end of the apartheid system, South Africa was transformed into a multiracial and democratic state in the nineties. The South African constitution now endorses linguistic and cultural diversity which mirrors its population. Francophony as an institution is of major interest for South Africa more to support its proactive trade and diplomacy in the Francophone area than to help develop the French language which is mainly spoken by a recently settled Francophone African community. For this special issue dedicated to Jonathan Glover, Peter Singer was asked to reflect on the influence that the book Causing Death and Saving Lives had on him, as well as the Glover seminar in Oxford that Peter Singer attended in the late 1960s. One of Peter Singer's recurring arguments is the criticism of the traditional distinction between acts and omissions. But Glover is no stranger to this questioning, even if the two thinkers do not seem to want to draw (...) exactly the same conclusions. La médiation familiale existe en France depuis un peu moins de vingt ans et elle a obtenu, en 2002, une reconnaissance officielle sous la forme de la création d’un diplôme décerné par l’État. Cet article analyse le succès de la médiation et la place qu’elle occupe aujourd’hui dans la régulation des affaires privées. Pour ce faire, il considère différents niveaux de changement: l’évolution de la famille, celle de l’intervention sociale, ainsi que les stratégies développées par les médiateurs. En ce qui (...) concerne la famille et les ruptures d’union, la médiation familiale s’inscrit dans le droit fil des conceptions qui dominent actuellement. Elle se fait le promoteur de séparations négociées, permettant le maintien des relations entre l’enfant et le parent avec lequel il ne vit pas. S’agissant des transformations de l’action sociale, la médiation apparaît également comme l’expression d’un mouvement plus large : la diffusion d’une forme « douce » d’encadrement des comportements privés. En médiation, les parties sont conduites à écouter l’autre et à faire des concessions. Le dispositif lui-même est porteur d’une normativité forte. Le succès de la médiation ne s’explique cependant que si l’on prend en considération le troisième niveau, l’action des médiateurs : renforcement de la formation, obtention de soutiens sans faille dans la société civile et l’État, et détermination dans la volonté de créer une profession. L’auteur s’interroge sur les raisons qui sont à la base de cette détermination et évoque les questions qui se posent aujourd’hui aux médiateurs. (shrink)

La réception de la théologie politique de Johann Baptist Metz est un fait d’interprétation. Cette contribution présente tout d’abord la périodisation, apparue dans les années 1980, de l’oeuvre de Metz en trois phases: la période de la théologie transcendantale; la première phase de la théologie politique ainsi que sa deuxième phase. Décrire deux phases de la théologie politique délimitées par la formulation de la thèse centrale de l’oeuvre de Metz, selon laquelle la foi est mémoire de la souffrance de l’humanité, (...) permet de mettre en lumière la signification et les enjeux de la théologie politique. La deuxième partie de l’article s’intéresse à un aspect encore sujet à discussions de la réception de l’oeuvre de Metz: en réponse au refus postmoderne des grands récits, Metz et ses disciples présentent la théologie politique comme une théologie négative. Cependant, une telle réponse peut-elle être séparée d’autres affirmations déterminantes pour la théologie politique, en particulier celle selon laquelle le temps a une fin? (shrink)

The current SARS-CoV-2 crisis raises questions about the challenges faced by nation states and international organisations in offering a coordinated international response to the pandemic, and reveals the great vulnerability of European countries, which are implementing lockdown measures and imposing restrictions on international travel, for the most part on a unilateral basis. Such measures run counter to the prevailing approach of the previous two centuries that developed an international public health space. This article examines the measures adopted by European states (...) in order to contain 19th-century cholera pandemics, which took shape through the development of an international maritime quarantine system, based primarily on the implementation of national regulations and local decision-making. This regime was quickly viewed as ineffective and out of step with liberal ideas that urged a “laissez-faire” approach to public health matters. In its stead, a long-term trend developed towards easing quarantine measures. Nation states supported the internationalisation of the fight against pandemics, which chiefly consisted of externalising quarantine measures to the East in order to eliminate them in Europe. This process was based on a subtle dialectical relationship between the construction of an international public health space and the affirmation of state sovereignty, and continued into the 20th century with the progressive creation of international institutions responsible for advancing global health. The reception of René Girard’s work in France deserves book-length treatment to fully describe the heated debates, conflicting expectations, and controversy that it inspired before its lasting importance was eventually recognized. We must keep in mind that, although he lived in the US and became a citizen in 1956, he always kept his sights on his native land.
