Following the end of the apartheid system, South Africa was transformed into a multiracial and democratic state in the nineties. The South African constitution now endorses linguistic and cultural diversity which mirrors its population. Francophony as an institution is of major interest for South Africa more to support its proactive trade and diplomacy in the Francophone area than to help develop the French language which is mainly spoken by a recently settled Francophone African community. The paper investigates how field experimentation of genetically modified crops became central to the French controversy on genetically modified organisms in recent years. Initially constructed in the 1980s as a cognitive endeavor to be preserved from lay interference, field trials of genetically modified crops were reconceived as “an intrusion in the social space,” which had to be negotiated with actors from that space. In order to analyze this transformation, the authors suggest that it is necessary to develop an interpretive framework (...) that combines theoretical perspectives from science and technology studies and the sociology of social problems, and emphasizes the importance of the way in which actors compete in a heterogeneous public space, to put forward alternative framings of problems. The authors present a detailed analysis of the interactions and conflicts between actors in diverse social arenas in order to better understand the dynamics of this sociotechnical controversy. Uniformism is the view that one and the same epistemology should apply for all modal knowledge. I argue that, whether or not all modal knowledge can be accounted for in terms of knowledge of essences, uniformism about knowledge of essences is untenable. I do this by showing that, while some essences are empirically discoverable, others are not. I then argue that the uniquely realisable–non-uniquely realisable distinction is a better metaphysical candidate for grounding this epistemic difference than the concrete–abstract distinction. The last sentence of Chapter 10 of the Analects describes a brief encounter between Confucius and a hen-pheasant, and it does so in puzzling terms, ridden with lexical difficulties. At the same time, intertextual references insert this fragment into the context of Confucius’ life mission as well as of Chinese mythological narratives. This contribution assesses the fragment’s meaning and significance: Confucius’ reaction to the hen-pheasant unveils his evolving understanding of the Heavenly Mandate bestowed upon him. The fragment thus forcefully concludes (...) the chapter in which it is inserted. Additionally, I put forward a hypothesis: the focus of this narrative, coupled with its positioning at the end of Chapter 10, induce us to postulate that it may have been purposefully located at the very center of the Analects, a proposition that reverberates on the way we look at the composition of the book. It is clear enough that utilitarianism contributed to the softening of many penal systems in the world by arguing that very cruel punishments should be excluded every time a less cruel one would be just as effective. But does utilitarianism as such oppose the death penalty ? It is well known that Beccaria and Bentham criticized capital punishment on utilitarian grounds. But the fact that John Stuart Mill held a speech in favour of the death penalty at the House of (...) Commons in 1868 suggests that there is no necessity for a utilitarian thinker to oppose it. Otherwise, it would be possible to claim that John Stuart Mill betrayed, so to speak, the principle of utility by defending such a punishment. But nothing, it seems, allows us to say so. On the contrary, we would like to suggest that Mill’s disagreement with Bentham and Beccaria originates from his own empirical judgement on the following question : is death penalty the most cruel punishment for murder ? In other words, whether we like it or not, there is no way we can hold that Mill was less faithful than Beccaria and Bentham to the principle of utility when supporting the death penalty. (shrink)

For this special issue dedicated to Jonathan Glover, Peter Singer was asked to reflect on the influence that the book Causing Death and Saving Lives had on him, as well as the Glover seminar in Oxford that Peter Singer attended in the late 1960s. One of Peter Singer's recurring arguments is the criticism of the traditional distinction between acts and omissions. But Glover is no stranger to this questioning, even if the two thinkers do not seem to want to draw (...) exactly the same conclusions. One of the first frameworks developed for understanding the relation of science and technology to the economy has been the linear model of innovation. The model postulated that innovation starts with basic research, is followed by applied research and development, and ends with production and diffusion. The precise source of the model remains nebulous, having never been documented. Several authors who have used, improved, or criticized the model in the past fifty years rarely acknowledged or cited any original source. The (...) model usually was taken for granted. According to others, however, it comes directly from V. Bush’s Science: The Endless Frontier. This article traces the history of the linear model, suggesting that it developed in three steps corresponding to three scientific communities looking at science analytically. The article argues that statistics is a main reason the model is still alive despite criticisms, alternatives, and having been proclaimed dead. (shrink)

My main aim in this paper is to contribute to the elucidation of the nature of non-religious faith. I start by summarising several well-known arguments that belief is neither necessary nor sufficient for faith. I then try to identify the nature of the positive cognitive attitude towards p that is involved in having faith that p. After dismissing some candidates for the role, I explore the idea that faith and hope are similar attitudes. On this basis, I then advance a (...) new characterisation of faith. Finally, I turn to the question of the rationality of faith. I argue that faith is intrinsically irrational because it is an intrinsically incoherent propositional attitude, but that there is nonetheless a sense in which faith is neither intrinsically epistemically irrational nor intrinsically practically irrational. The current SARS-CoV-2 crisis raises questions about the challenges faced by nation states and international organisations in offering a coordinated international response to the pandemic, and reveals the great vulnerability of European countries, which are implementing lockdown measures and imposing restrictions on international travel, for the most part on a unilateral basis. Such measures run counter to the prevailing approach of the previous two centuries that developed an international public health space. This article examines the measures adopted by European states (...) in order to contain 19th-century cholera pandemics, which took shape through the development of an international maritime quarantine system, based primarily on the implementation of national regulations and local decision-making. This regime was quickly viewed as ineffective and out of step with liberal ideas that urged a “laissez-faire” approach to public health matters. In its stead, a long-term trend developed towards easing quarantine measures. Nation states supported the internationalisation of the fight against pandemics, which chiefly consisted of externalising quarantine measures to the East in order to eliminate them in Europe. This process was based on a subtle dialectical relationship between the construction of an international public health space and the affirmation of state sovereignty, and continued into the 20th century with the progressive creation of international institutions responsible for advancing global health. The progressive dominance of historical-critical methods in the reading of ancient Chinese classics has led scholars to privilege micro levels of textual analysis. Consequently, the question as to whether laws of composition could be identified in this corpus has often been ignored, or considered irrelevant. Working on Chinese number symbolism as well as on rules governing “ring composition” in other cultural contexts, this article aims at fashioning anew the question of the possibility of an ancient Chinese “structural rhetoric” and at (...) envisioning the patterns that might have governed it. It specifically applies the approach it propounds to Huainanzi 淮南子, showing how numerology frames its structure and argument, the text being built after the image of the “roundness” of the Way and of the Ruler. It then endeavors to apply these results to the unearthing of “inter-structural” patterns that would help us to locate Huainanzi, Lüshi Chunqiu 呂氏春秋, the versions at hand of Zhuangzi 莊子, Lunyu 論語, or yet Laozi 老子 into a textual universe that shares correlated rhetorical features. In this book, Benoît Dubreuil explores the creation and destruction of hierarchies in human evolution. Combining the methods of archaeology, anthropology, cognitive neuroscience and primatology, he offers a natural history of hierarchies from the point of view of both cultural and biological evolution. This volume explains why dominance hierarchies typical of primate societies disappeared in the human lineage and why the emergence of large-scale societies during the Neolithic period implied increased social differentiation, the creation of status hierarchies, and, eventually, political (...) centralisation. Throughout the manuscript of the Pensées and in other writings, Pascal crisscrosses his research on what the art of writing achieves and entails, on the one hand, and on the way to read and interpret the Holy Scriptures, on the other hand. Reading and writing practices are critically interwoven. This article offers a synthesis on Pascal’s reflexive account of such practices. After a summary of previous findings on the subject, it examines Pascal’s approach to (a) the rules that govern scriptural (...) interpretation; (b) the techniques of persuasion; and (c) the way to ground an instituted body, an expression by which we refer to a textual corpus, a political society, or a community of believers. The Prometheus myth has long now provided inspiration for those who envision solutions to environmental issues. Prometheus is the figure par excellence of human forethought and progress in the anthropocene. In this article, we introduce the concept of ambient Prometheanism to describe the way of thinking that foregrounds foresight and anticipation and advances technological solutions developed by capital and energy-intensive projects. We question this stance, arguing that ambient Prometheanism, with its emphasis on technofix, leads to the economisation and depoliticisation of (...) planetary environmental issues. Following Bernard Stiegler, we recover from the myth the figure of Epimetheus, Prometheus’ brother, as well as his associated faculty, epimetheia to theorise what we call an ‘Epimethean politics’. Thinking the anthropocene from the perspective of ambient Prometheanism and Epimetheanism means to consider the role of technology in climate politics, and in particular to make the case for the importance of afterthought in face of unintended consequences and accumulated errors. To substantiate our argument, we outline the challenge posed by emerging solutions focussed on technological intensification and socio-economic acceleration. An Epimethean politics of the climate requires to use reflexivity as a capacity to anticipate, but also to mobilise epimetheia to account for accidents and past mistakes. Such a politics builds from an alternative conception of technology, one that radically differs from ambient Prometheanism. Finally we read as actualisations of Epimethean politics contemporary eco-political struggles and their imperatives for multispecies living and convivial livelihoods. (shrink)

My aim in this article is to elucidate the nature of a form of intellectual and practical neutrality that is not covered by existing accounts of suspension of judgment. After rejecting some inadequate characterizations of this attitude of neutrality, I provide a positive characterization of it: it is a successful effort to resist certain tendencies that are part of the dispositional profile of the doxastic state one is in on a given issue. I conclude by saying a few words about (...) the reasons for which this effort can be made, and by answering in the negative the question of whether all the attitudes that can be characterized as attitudes of committed neutrality are of the same type. This article deals with the nature and the evolution of the relationships between the Belgian French-speaking Green party Ecolo and the new social movements in Wallonia and Brussels, from the larger identified sectors of these movements to various other movements. To start with, the status of these movements in the emergence of the Greenparty is scrutinised. Then, on the basis of a survey conducted amongst members of the party elite, different modalities of the party/movements links are analysed: joint activism, selective (...) communication channels between the elites, structural links. The bottom line is that, altogether, the links are tighter than one might expect, but that the Green party new social movements linkage remains ambiguous in many respects. (shrink)

Since the November 1991 elections, it has become a common statement to argue that Belgium has entered a -possibly unprecedented- period ofchange and instability. This article focuses on the evolution of the electoral system and electoral behaviour, in order to test this widely agreed-upon judgement. All things considered, one observes that the electoral system has not been radically modified since World War II. In spite of the transformation of the country into a federal state and several severe conflicts, political decision-makers (...) have opted for the 'fine-tuning" of the electoral system instead of radical reforms.As far as electoral behaviour is concerned, the picture is less clear. On one hand, relying on various indicators, one does observe that the early 1990s were characterised by change and transformation. On the other hand, one cannot conclude that the amplitude of change or instability in the early 1990s has been "exceptional" or "unprecedented" as compared with earlier periods.Building upon this ambiguous diagnosis, the author speculates on the probability of a major breakdown of the Belgian political system at the turn of the century. This contribution explores the reciprocal links between the organisational transformation of Western European Green parties and the access of some of these parties to national government participation. On the one hand, a series of hypotheses with regard to the possible link between prior organisational adaptation and eventual access to governmental participation are examined. On the other hand, the opposite question is addressed : that of the potential impact of governmental participation on further organisational adaptation. Following both a qualitative and Qualitative (...) Comparative Analysis, one does ultimately identify a link between prior organisational adaptation and eventual access to government, but a much more indirect and contrasted link between governmental participation and further organisational adaptation. This article argues for the need to recover the concept of political myth in order to understand the crucial phenomena of our epoch. By drawing on Blumenberg’s philosophical reflections on myth, it proposes to understand political myth as the continual process of work on a common narrative by which the members of a social group can provide significance to their political conditions and experience. In order to show how this understanding of political myth can throw light on important aspects of (...) contemporary politics, the article analyses the work on one of the most conspicuous political myths of our time: the clash of civilizations. By reconstructing the mechanisms through which this myth works, the article shows how a paradigm that has been strongly criticized as too simplistic and scientifically inadequate could have turned into a successful political myth, i.e. into a self-fulfilling prophecy. This article aims to contribute to the elucidation of the nature of inquiry. I start with some common desiderata for any theory of inquiry. I then categorize inquiry as a structured process. By focusing on its essential components, I advance a new characterization of inquiry as a combination of questioning attitudes guiding actions. Finally, I turn to the recent objection that questioning attitudes are not necessary for inquiry. I argue that inquiry is a structured process essentially constituted by questioning attitudes (...) having two precise functional roles, initiating and guiding the deployment of cognitive capacities towards an epistemic goal. In the late 1980s, a new conceptual framework appeared in the science, technology, and innovation studies: the National Innovation System. The framework suggests that the research system's ultimate goal is innovation, and that the system is part of a larger system composed of sectors such as government, university, and industry and their environment. The framework also emphasized the relationships between the components or sectors, as the ``cause'' that explains the performance of innovation systems. Most authors agree that the framework came (...) from researchers like Freeman, Nelson, and Lundvall. In this article, the author want to go further back in time and show what the ``system approach'' owes to the Organisation for Economic Co-operation and Development and its very early works from the 1960s. This article develops the idea that the system approach was fundamental to OECD work, and that, although not using the term National Innovation System as such, the organization considerably influenced the above-mentioned authors. Via a hermeneutics focused on Chinese numerology and concentric arrangements, the book offers a novel construal of the textual universe proper to early China writings. The author lays bare distinguishable patterns of textual composition while relating them to corresponding patterns of thinking. He differentiates rhetorical variants through detailed studies of the Zhuangzi's Inner chapters, the Laozi, the Analects, and the Huainanzi. The philosophical depth and relevance of the Chinese ancient worldview appear in a fresh light when one unearths the patterns (...) into which its content is embedded. The focus on textual patterns and rhetorical arrangements also facilitates the reading of Chinese classics alongside other traditions. The book will be a valuable reference for scholars and graduate students studying Chinese literary criticism, Chinese philosophy, and comparative philosophy. (shrink)

A mass problem is a set of functions $\omega \to \omega $. For mass problems ${\mathcal {C}}, {\mathcal {D}}$, one says that ${\mathcal {C}}$ is Muchnik reducible to ${\mathcal {D}}$ if each function in ${\mathcal {C}}$ is computed by a function in ${\mathcal {D}}$. In this paper we study some highness properties of Turing oracles, which we view as mass problems. We compare them with respect to Muchnik reducibility and its uniform strengthening, Medvedev reducibility.For $p \in [0,1]$ let ${\mathcal {D}}$ (...) be the mass problem of infinite bit sequences y such that for each computable bit sequence x, the bit sequence $ x {\,\leftrightarrow\,} y$ has asymptotic lower density at most p = y$ ). We show that all members of this family of mass problems parameterized by a real p with $0 p$ for each computable set x. We prove that the Medvedev complexity of the mass problems ${\mathcal {B}}$ is the same for all $p \in $, by showing that they are Medvedev equivalent to the mass problem of functions bounded by ${2^{2}}^{n}$ that are almost everywhere different from each computable function.Next, together with Joseph Miller, we obtain a proper hierarchy of the mass problems of type $\text {IOE}$ : we show that for any order function g there exists a faster growing order function $h $ such that $\text {IOE}$ is strictly above $\text {IOE}$ in the sense of Muchnik reducibility.We study cardinal characteristics in the sense of set theory that are analogous to the highness properties above. Cet article vise principalement à mettre au jour les problématiques et les références classiques et récentes qui permettent de traiter cette question en évoquant le statut de l’animalité et de l’humanité, le (...) rapport aux hypothèses nouvelles concernant les cultures animales, l’inclusion d’une pensée de l’animalité dans la conception du vivant, et enfin les perspectives non seulement morales mais politiques de l’animalité. Répondre à la question de savoir comment comprendre un être dépourvu de langage implique de savoir quels types d’attitudes intentionnelles, et avec quels contenus, il est possible de lui attribuer. On examinera ici trois réponses « différentialistes » à cette dernière question, d’après lesquelles une différence de catégorie ou de nature sépare, s’agissant de ces attitudes et de leurs contenus, les êtres pourvus de langage, tels les humains, et ceux qui en sont dépourvus, tels les animaux. On discutera en particulier (...) du plus solide des arguments de Donald Davidson en faveur d’un différentialisme fort : l’argument de l’indétermination, d’après lequel de notre incapacité à attribuer un contenu déterminé à toute croyance animale supposée il suit qu’il ne faudrait pas attribuer aux animaux la moindre croyance. En s’appuyant sur les analyses wittgensteiniennes de Peter Hacker, on rejettera l’une des trois prémisses de cet argument tout en défendant les deux autres, ce qui conduira à avancer un différentialisme modéré. A few months after the publication of the French translation of his book Causing Death and Saving Lives, Jonathan Glover was kind enough to return to some of the theses defended in this book. In forty years, this work has become a classic of applied ethics in the English-speaking world. Glover tackled a series of questions involving the lives of men and women, including abortion, infanticide, suicide, euthanasia, the death penalty and war. We asked him here about the method he (...) considers the best in moral philosophy, and returned to his criticism of certain dominant ideas at the time. We regularly intentionally expose ourselves to fictions we take to be likely to elicit in us emotions we generally find unpleasant when prompted by actual states of affairs. This is the so-called “paradox of tragedy”. We contribute to solving the paradox of tragedy by denying that, when fiction-directed, most of these emotions are in themselves unpleasant. We first provide strong evidence that these emotions, such as fear, sadness, or pity, are often enjoyed when fiction-directed. We then advance an explanation of (...) what makes these fiction-directed emotions often not unpleasant, while their reality-directed counterparts are generally so. In the last section, we advance an explanation of what makes fiction-directed emotions often enjoyable, and argue that a complete solution to the paradox of tragedy should be pluralist. (shrink)

There exist two main notions of typicality in computability theory, namely, Cohen genericity and randomness. In this article, we introduce a new notion of genericity, called partition genericity, which is at the intersection of these two notions of typicality, and show that many basis theorems apply to partition genericity. More precisely, we prove that every co-hyperimmune set and every Kurtz random is partition generic, and that every partition generic set admits weak infinite subsets, for various notions of weakness. In particular, (...) we answer a question of Kjos-Hanssen and Liu by showing that every Kurtz random admits an infinite subset which does not compute any set of positive effective Hausdorff dimension. Partition genericity is a partition regular notion, so these results imply many existing pigeonhole basis theorems. (shrink)

The measurement of science and technology is now fifty years old. It owes a large part of its existence to the work of the National Science Foundation and the Organization for Economic Cooperation and Development in the 1950s and 1960s. Given the centrality of S&T statistics in science studies, it is surprising that no history of the measurement exists in the literature. This article outlines such a history. The history is cast in the light of social statistics. Like social statistics, (...) S&T indicators are produced mainly by governments but differ in a number of aspects. First, they have not been developed to control individuals. Second, they have taken shape from the start at the international level. Third, they reflect a consensus among states and their organizations. This article shows that this specificity is due to the sociopolitics that drives S&T measurement. (shrink)

In this special issue on Jonathan Glover and his applied ethics, I asked Jeff McMahan to review the influence of Questions of Life and Death, published forty years ago in its original version. Jeff McMahan, Glover's former student, has since developed his own ethics of killing. I wanted to know what he had learned from Glover's philosophy, which he recognized as a pioneer in applied ethics.

I introduce here a special issue dedicated to the British philosopher Jonathan Glover. Recognized as an important figure in applied ethics in the Anglo-Saxon world, Glover does not yet enjoyed the same reputation in the French-speaking world. In 2017, forty years after the original publication of Causing Death and Saving Lives, I published a French translation of the same book, entitled Questions de vie ou de mort. In this editorial, I begin by recalling the reasons why Glover considered it necessary (...) in the 1960s to give ethics a more "applied" character. Then I present in broad terms the ethics of "making people die" defended by Glover, resolutely pluralist, and not strictly utilitarian as some may have thought. Finally, I introduce the contributions to this special issue, as well as the three interviews I conducted with Jonathan Glover, Peter Singer and Jeff McMahan. (shrink)
