The use of the computer metaphor has led to the proposal of mind architecture (Pylyshyn 1984; Newell 1990) as a model of the organization of the mind. The dualist computational model, however, has, since the earliest days of psychological functionalism, required that the concepts mind architecture and brain architecture be remote from each other. The development of both connectionism and neurocomputational science, has sought to dispense with this dualism and provide general models of consciousness – a uniform cognitive architecture –, (...) which is in general reductionist, but which retains the computer metaphor. This paper examines, in the first place, the concepts of mind architecture and brain architecture, in order to evaluate the syntheses which have recently been offered. It then moves on to show how modifications which have been made to classical functionalist mind architectures, with the aim of making them compatible with brain architectures, are unable to resolve some of the most serious problems of functionalism. Some suggestions are given as to why it is not possible to relate mind structures and brain structures by using neurocomputational approaches, and finally the question is raised of the validity of reductionism in a theory which sets out to unite mind and brain architectures. In 2022, students at North American universities with third-dose COVID-19 vaccine mandates risk disenrolment if unvaccinated. To assess the appropriateness of booster mandates in this age group, we combine empirical risk-benefit assessment and ethical analysis. To prevent one COVID-19 hospitalisation over a 6-month period, we estimate that 31 207–42 836 young adults aged 18–29 years must receive a third mRNA vaccine. Booster mandates in young adults are expected to cause a net harm: per COVID-19 hospitalisation prevented, we anticipate at least (...) 18.5 serious adverse events from mRNA vaccines, including 1.5–4.6 booster-associated myopericarditis cases in males (typically requiring hospitalisation). We also anticipate 1430–4626 cases of grade ≥3 reactogenicity interfering with daily activities (although typically not requiring hospitalisation). University booster mandates are unethical because they: (1) are not based on an updated (Omicron era) stratified risk-benefit assessment for this age group; (2) may result in a net harm to healthy young adults; (3) are not proportionate: expected harms are not outweighed by public health benefits given modest and transient effectiveness of vaccines against transmission; (4) violate the reciprocity principle because serious vaccine-related harms are not reliably compensated due to gaps in vaccine injury schemes; and (5) may result in wider social harms. We consider counterarguments including efforts to increase safety on campus but find these are fraught with limitations and little scientific support. Finally, we discuss the policy relevance of our analysis for primary series COVID-19 vaccine mandates. (shrink)

Do the dynamics of a physical system determine what function the system computes? Except in special cases, the answer is no: it is often indeterminate what function a given physical system computes. Accordingly, care should be taken when the question ‘What does a particular neuronal system do?’ is answered by hypothesising that the system computes a particular function. The phenomenon of the indeterminacy of computation has important implications for the development of computational explanations of biological systems. Additionally, the phenomenon lends (...) some support to the idea that a single neuronal structure may perform multiple cognitive functions, each subserved by a different computation. We provide an overarching conceptual framework in order to further the philosophical debate on the nature of computational indeterminacy and computational explanation. (shrink)

In their important paper “Autonomous Agents”, Floridi and Sanders use “levels of abstraction” to argue that computers are or may soon be moral agents. In this paper we use the same levels of abstraction to illuminate differences between human moral agents and computers. In their paper, Floridi and Sanders contributed definitions of autonomy, moral accountability and responsibility, but they have not explored deeply some essential questions that need to be answered by computer scientists who design artificial agents. One such question (...) is, “Can an artificial agent that changes its own programming become so autonomous that the original designer is no longer responsible for the behavior of the artificial agent?” To explore this question, we distinguish between LoA1 (the user view) and LoA2 (the designer view) by exploring the concepts of unmodifiable, modifiable and fully modifiable tables that control artificial agents. We demonstrate that an agent with an unmodifiable table, when viewed at LoA2, distinguishes an artificial agent from a human one. This distinction supports our first counter-claim to Floridi and Sanders, namely, that such an agent is not a moral agent, and the designer bears full responsibility for its behavior. We also demonstrate that even if there is an artificial agent with a fully modifiable table capable of learning* and intentionality* that meets the conditions set by Floridi and Sanders for ascribing moral agency to an artificial agent, the designer retains strong moral responsibility. This collection is a powerful statement about the many directions a post-metaphysical ethics might take.

As software developers design artificial agents , they often have to wrestle with complex issues, issues that have philosophical and ethical importance. This paper addresses two key questions at the intersection of philosophy and technology: What is deception? And when is it permissible for the developer of a computer artifact to be deceptive in the artifact’s development? While exploring these questions from the perspective of a software developer, we examine the relationship of deception and trust. Are developers using deception to (...) gain our trust? Is trust generated through technological “enchantment” warranted? Next, we investigate more complex questions of how deception that involves AAs differs from deception that only involves humans. Finally, we analyze the role and responsibility of developers in trust situations that involve both humans and AAs. (shrink)

Background and objective: Assuming the hypothesis that the general practitioner can and should be a key player in making end-of-life decisions for hospitalised patients, perceptions of GPs’ role assigned to them by hospital doctors in making withdrawal decisions for such patients were surveyed.Design: Questionnaire survey.Setting: Urban and rural areas.Participants: GPs.Results: The response rate was 32.2% , and it was observed that 70.8% of respondents believed that their participation in withdrawal decisions for their hospitalised patients was essential, whereas 42.1% believed that (...) the hospital doctors were sufficiently skilled to make withdrawal decisions without input from the GPs. Most respondents were found to believe that they had the necessary skills and enough time to participate in withdrawal decisions. The last case of treatment withdrawal in hospital for one of their patients was described by 40% of respondents, of whom only 40.0% believed that they had participated actively in the decision process. The major factors in the multivariate analysis were the GP’s strong belief that his or her participation was essential , information on admission of the patient given to the GP by the hospital department , rural practice , visit to the patient dying in hospital and a request by the family to be kept informed about the patient .Conclusion: Strong interest was evinced among GPs regarding end-of-life issues, as well as considerable experience of patients dying at home. As GPs are more closely corrected to patients’ families, they may be a good choice for third-party intervention in making end-of-life decisions for hospitalised patients. (shrink)

The dramatic recent advances and emergent trends in technologies have brought to the fore many vital and challenging questions and dilemmas for leaders and organizations. These are issues that call for a critical, insightful examination of key questions such as: are modern technologies beneficial or problematic for the well-being of individuals, organizations, and societies at large; why do we seem to feel more disconnected in an age of technological connectivity; can organizations reduce technology-induced stresses and find ways to enable the (...) mindful use of technologies and how can organizations, governments and societies manage the use of technologies wisely? Such questions, when explored from various perspectives of wisdom, can yield significant insights, increase awareness of the issues, deepen the dialogue and help redesign an increasingly technology-driven future. However, there is little researched published material available on such questions and issues. Practical Wisdom in the Age of Technology: Insights, Issues and Questions for a New Millennium will provide a space to engage in thought-provoking dialogue and critical reflection on a variety of themes linking technology and practical wisdom. It will offer a foundation for exploration, inquiry, engagement, and discussion among organizational, political and social leaders, technology professionals, information systems academicians, wisdom researchers, managers, philosophers of technology, and other practitioners. Previous research suggests that exposure to nature may reduce delay discounting and thereby facilitate healthier dietary intake. This pre-registered study examined the impact of online exposure to images of natural scenes on delay discounting and food preferences. It was predicted that exposure to images of natural scenes would be associated with: lower delay discounting; higher desirability for fruits and vegetables ; and delay discounting would mediate the effect of nature-image exposure on food desirability. Adult participants were recruited to an online (...) between-subjects experiment in which they viewed a timed sequence of six images either showing natural landscape scenes or urban scenes. They then completed measures of mood, delay discounting and rated their momentary desire to eat four fruits and vegetables, and four energy-dense foods. There was no statistically significant effect of experimental condition on delay discounting or food desirability. Bayes factors supported the null hypothesis for discounting, and energy-dense food desirability, but provided no strong evidence for either hypothesis for F&V desirability. These findings indicate that brief online exposure to images of nature does not affect momentary impulsivity or energy-dense food preference, whereas for preference for less-energy dense foods, the evidence was inconclusive. This paper examines heterogeneous impacts of gendered household headship and control of resources on food security in rural Tanzania. Analysis with minimal attention to heterogeneity in gender considerations indicates no differences in household food security between male and female-headed households. But with a more differentiated household headship variable and accounting for gendered differences in resource ownership, the results differ markedly. Using more gender-disaggregated variables, our results show significant differences between female-headed and male-headed households. In these results we find support for (...) the claim that gender norms in the study villages often restrict women’s access to resources, resulting in more vulnerable female-headed households. Female-headed households with no male adults present are particularly vulnerable. The study also points to specific opportunities for enhanced food security with attention to female and joint ownership of livestock. These results represent a hopeful sign that efforts to enhance female livestock ownership could be a useful strategy to address lower levels of food consumption in these Tanzanian villages. (shrink)

Argentina fue el primer país del mundo en establecer que los organismos que resulten de nuevas técnicas de edición genética (GE, en sus siglas en inglés) no estarán alcanzados por la normativa para Organismos Genéticamente Modificados (OGM), siempre y cuando una primera evaluación concluya que no incluye ADN de otra especie. Esto es relevante porque las evaluaciones para comercializar un OGM son tan extensas y costosas que solo son accesibles para unas pocas empresas multinacionales, que monopolizan la innovación fundamental, las (...) licencias y los productos derivados. Esta simplificación regulatoria coincide con el descubrimiento de técnicas como CRISPR-Cas9, mucho más baratas y simples que las previas, y con potencial para desarrollarse con reducidos presupuestos de investigación. Este trabajo indaga cómo el Estado argentino utiliza la legislación sobre biotecnología para fomentar la investigación, el desarrollo y la innovación (I+D+i), indagando en los límites y posibilidades de esta estrategia. Para ello se basa en la legislación y las políticas públicas competentes; observaciones en reuniones y conferencias biotecnológicas; y en entrevistas semi-estructuradas realizadas durante 2019 a científicos y empresarios que trabajaban con CRISPR. Así, encuentra que la legislación opera como fomento para los desarrollos locales, pero las ventajas que ofrecen las nuevas técnicas de edición genética dependen de una serie de acciones y estrategias geopolíticas. Entendiendo por regulación al conjunto de acciones y omisiones de los actores interesados, a escala mundial y con intereses contrapuestos, la investigación concluye que es esta regulación geopolítica la que condiciona la innovación biotecnológica en Argentina. Así, la posibilidad de aprovechar esa “ventana de oportunidad” que habilitan las nuevas técnicas descansa en una serie de variables que configuran nuevas relaciones de interdependencia global. Este artículo se propone analizar las prácticas sociales y culturales de dos colectivos de migrantes en dos países latinoamericanos: el caso de los inmigrantes argentinos en Chile y de los inmigrantes senegaleses en Argentina. Comprendemos que estas prácticas tienen como trasfondo el encuentro entre compatriotas y apelan a la creatividad y espontaneidad en el contexto de integración a la sociedad de destino, contribuyendo a formar redes y lazos sociales quizás antes no existentes. Estas actividades creativas y re-creativas contribuyen a la (...) configuración de la identidad nacional en un contexto migratorio, a la vez que tienen en común surgir de manera espontánea, sin planificación previa, e ir configurando una red de relaciones que consolidan tanto la “identidad argentina” como la “identidad senegalesa” en el contexto migratorio de recepción. El presente artículo se propone analizar los pasajes de Homero donde aflora su propia poética para mirar (...) el origen de la tradición que une inspiración y téchne, y examinar luego por qué para Platón es inaceptable esa posición y las consecuencias que ello trae para la valoración de lo literario. I show the relevance of feminist thought to some of the major debates within the field of environmental ethics. The feminist vision of a holistic universe is contrasted with the dualistic notions inherent in both the “individual rights” and traditionally defined “holist” camps. I criticize the attempt in environmental ethics to establish universal, hierarchical rules of conduct for our dealing with nature (an up-down dualism) as weIl as the attempt to derive an ethic from reason alone (the dualism of reason (...) and emotion). I maintain that the division between the “holist” and “individual rights” camps is yet another form of dualist thinking, and propose in its stead a holistic vision that concerns itself both with the individual and with the whole of which the individual is apart. The aim of this paper is to investigate the role of water stress on plants production. We propose a mathematical model for the dynamics growth of plants that takes into account the concentration of available water in the soil, water stress, plant production and plants compensation. Sensitivity analysis of the model has been performed in order to determine the impact of related parameters on the dynamics growth of plants. We present the theoretical analysis of the model with and without water (...) stress. More precisely, we show that the full model is well-posedness. For each model, we compute the trivial equilibria and derive two thresholds parameters that determine the outcome of water stress within a plantation. Further, we perform numerical simulation on the case of banana-plantain simulations to support the theory. We found that the Hopf bifurcation occurs for a specific value of the water absorption rate of unstressed plants. The impact of the water stress on the banana-plantain production is also numerically investigated. After, the role of the water stress on the plant production is numerically investigated. We found that the water stress can cause about 68.16% of loss of banana-plantain production within a plantation with 1600 rejets initially planted. This suggests that climate change plays a detrimental role on banana-plantains production. (shrink)
