Even though health care provider reporting of diseases to public health authorities is common, often there is under-reporting by providers, including for notifiable diseases; frequently, under-reporting occurs by wide margins. Two causal factors for this under-reporting by providers have been that: disclosing data may violate their patients’ privacy, and disclosed data may be used to evaluate their performance. A reluctance to disclose information due to privacy concerns exists despite the U.S. Health Insurance Portability and Accountability Act Privacy Rule permitting disclosures (...) of personal health information for public health purposes without patient authorization. On the other hand, such patient privacy concerns are somewhat justified: there have been documented breaches of patient information from public health data custodians.A common way to address this privacy issue is to de-identify patient data before it is disclosed to public health. Recent years have seen a dramatic change in scholarly views of the later career of Arabic and Islamic philosophy. For much of the twentieth century, researchers tended to dismiss the value of Arabic writings on philosophy and logic after the twelfth century, often on the basis of the prejudice that handbooks, commentaries and glosses are of necessity pedantic and unoriginal. This assumption has now been abandoned. As a consequence, a vast amount of later Arabic writings on philosophy and logic, hitherto (...) neglected, are now being studied and edited. The present work is an attempt at giving an overview of the development of Arabic logic from 1200 to 1800, identifying major themes, figures and works in this period, while taking into account regional differences within the Islamic world. Relational inferences are a well-known problem for Aristotelian logic. This book charts the development of thinking about this problem by logicians writing in Arabic from the ninth to the nineteenth century. It shows that that the development of Arabic logic did not - as is often supposed - come to an end in the fourteenth century.

The study of Islamic philosophy has entered a new and exciting phase in the last few years. Both the received canon of Islamic philosophers and the narrative of the course of Islamic philosophy are in the process of being radically questioned and revised. Most twentieth-century Western scholarship on Arabic or Islamic philosophy has focused on the period from the ninth century to the twelfth. ABSTRACTTwo rival scholars from Shiraz in Persia, Dawānī and Dashtakī engaged in a bitter and extended dispute over a range of metaphysical and logical issues. One of these was the liar paradox. Their debate on this point marked the most extensive scrutiny of the paradox in Arabic until that time. Dashtakī’s solution was to deny that the statement ‘What I say is false’ is true or false, on the ground that there is one statement and one application of the falsity (...) predicate. Given that – ex hypothesi – there is no other statement, there is no basis for a reiteration of the truth or falsity predicate and describing the statement itself as true or false. Dawānī’s solution was to deny that ‘What I say is false’ is a statement at all, and he argued that it is instead akin to a performative utterance such as ‘I hereby sell you this’. (shrink)

The principle that a necessarily false proposition implies any proposition, and that a necessarily true proposition is implied by any proposition, was apparently first propounded in twelfth century Latin logic, and came to be widely, though not universally, accepted in the fourteenth century. These principles seem never to have been accepted, or even seriously entertained, by Arabic logicians. In the present study, I explore some thirteenth century Arabic discussions of conditionals with impossible antecedents. The Persian-born scholar Afdal al-Dīn al-Kh najī (...) (d.1248) suggested the novel idea that two contradictory propositions may follow from the same impossible antecedent, and closely related to this point, he suggested that if an antecedent implies a consequent, then it will do so no matter how it is strengthened. These ideas led him, and those who followed him, to reject what has come to be known as 'Aristotle's thesis' that no proposition is implied by its own negation. The present work is a critical edition of a commentary by Ibn Wāṣil (d.1298) on his teacher Khūnajī’s (d.1248) handbook on logic _al-Jumal_. The work was an influential contribution to a particularly dynamic chapter in the history of Arabic logic.

In the thirteenth century, the influential logician Afḍal al-Dīn al-Khūnajī departed from the Avicennan view that the subject matter of logic is “second intentions”. For al-Khūnajī, the subject matter of logic is “the objects of conception and assent”. His departure elicited intense and sometimes abstruse discussions in the course of subsequent centuries. Prominent supporters of Khūnajī's view on the subject matter of logic included Kātibī, Ibn Wāṣil and Taftāzānī. Defenders of Avicenna's view included Ṭūsī, Samarqandī and Quṭb al-Dīn al-Rāzī. Hardback, €77.99.Very few unpublished PhD dissertations have had a formative influence on a field. One of the precious few is Larry Miller's Princeton dissertation from (...) 1984 on Islamic disputation theory. It proposed an original and compelling account of the development of the discipline, from the earliest extant Arabic works in the tenth century to the composition of classic madrasa handbooks in the late thirteenth century. It has been cited regularly in the past decades and has served as the starting point for all later studies of Arabic/Islamic dialectics in European languages. The fact that it has finally been published is a fitting tribute to a study that is even more admirable for having been written when many of the primary sources were still only available as manuscripts.Part of the explanation for why the dissertation was not published sooner may be that its author did not pursue an academic career. And as he states in a short preface, he has not kept abreast of all relevant studies and editions that have appeared since his dissertation. A thorough revision and update has therefore not been possible. Though some minor corrections and revisions have been made, the book is still by and large the influential 1984 dissertation, now made available with a short introduction by Walter Young, one of the leading younger scholars in the field, along with helpful indices of proper names and subjects.Miller's narrative begins with Arabic works on disputation (jadal) by a number of theologians from the late ninth and tenth centuries, such as Ibn al-Rāwandī (d. 911), [End Page 518] al-Ash'arī (d. 935), and the Karaite Jewish scholar al-Qirqisānī (d. ca. 960). The basic assumption was that a questioner (sā'il) would ask a claimant (mu'allil) (i) what his view is; (ii) what the ground or reason ('illa) for that view is; (iii) the appropriateness of the ground/reason for the view; and (iv) to verify the ground/reason by showing it to be commensurate with the view. The ground/reason for the theological dialecticians was standardly an entity or property, not a premise. The reasoning tended to be informal and analogical, as opposed to explicitly making syllogistic deductions from quantified premises.Parallel to this theological tradition of jadal, there was an Arabic Aristotelian tradition that took its point of departure from Aristotle's Topics, translated into Arabic more than once in the period from the late eighth to the early tenth centuries. Though also often referred to as jadal, this tradition, represented by the writings of al-Farabi (d. 950), Avicenna (d. 1037), and Averroes (d. 1198), retained distinct features. There is a serious problem with arguing that God intended to lock the epistemology of the 7th century into the immutable text of the Qur’an, and then intended to hold Muslims hostage to this epistemological framework for all ages to come. Among other things, this would limit the dynamism and effectiveness of Divine text because the Qur’an would be for ever locked within a knowledge paradigm that is very difficult to retrieve or re-create. The author argues for the recognition of (...) three critical categories in Islamic theology: haqq, hikma and ma‘arifa. While haqq connotes the objective and constant truth, it is not reachable without hikma. Hikma is the balance [mizan] of truths in every historical moment with all of its contingencies. Ma‘arifa is the epistemology or the way to searching the objective and constant truth as well as the search for the hikma appropriate for each stage in human consciousness. The author contends that it is contrary to the very nature of a merciful and compassionate God to leave Muslims with a Revelation that is not fully equipped to deal with the altered states of consciousness and perceptions that are inevitable in every stage of human development. We investigate and analyze the dynamics of hepatitis B with various infection phases and multiple routes of transmission. We formulate the model and then fractionalize it using the concept of fractional calculus. For the purpose of fractionalizing, we use the Caputo–Fabrizio operator. Once we develop the model under consideration, existence and uniqueness analysis will be discussed. We use fixed point theory for the existence and uniqueness analysis. We also prove that the model under consideration possesses a bounded and positive solution. (...) We then find the basic reproductive number to perform the steady-state analysis and to show that the fractional-order epidemiological model is locally and globally asymptotically stable under certain conditions. By contrast, López-Farjeat offers a detailed picture of lively philosophical debates between philosophers, theologians, and other intellectuals, showing how philosophy pervaded thinking in the Islamic lands and was itself enriched by serious thinking in theology and other fields.After presenting the Islamic context and the translation movement from Greek into Arabic, López-Farjeat focuses on six main themes: (1) Theologians and Philosophers on Islamic Revelation; (2) The Classification of the Sciences, Logic, and Language; (3) Philosophy and the Natural Science; (4) Metaphysics in the Islamic Philosophical Context; (5) Psychology and Theories of Cognition; and (6) Ethics and Political Philosophy. In each case, he focuses on various much-debated philosophical issues, reconstructing their evolution. He begins by highlighting the Greek background, then moves to show chronologically how and why those debates evolved. When needed, he indicates in which other section of the book the context for a particular philosopher's or theologian's specific position on a debated issue can be found. Finally, after each chapter, he gives an excellent list of further readings (mostly in English) for the reader who wishes to delve more deeply into the topic.López-Farjeat's approach highlights the liveliness and the nuances of the debates between intellectuals of various religious persuasions in a way rarely done before. Such a detailed attention to specific contexts also means that his book does not allow for a quick, easy read. It provides all the information that even someone unfamiliar with Islamic studies or ancient philosophy may need to appreciate the richness and depth of Islamic-Arabic thinking, but this amount of information requires close and slow reading. López-Farjeat's frequent references to scholarly disagreement about specific issues could make this book at times challenging for nonspecialists. This means, however, that even seasoned scholars might find something to learn from López-Farjeat's treatments of the aspects of Islamic thought they might be less familiar with. And while beginners will need some time to absorb the vast amount of information López-Farjeat provides, they will be grateful for the clear way he has organized it.Too often and for too long have historians of Islamic philosophy focused on thinkers who saw themselves as mainly Aristotelians and neglected what philosophers learned from other disciplines, in particular from theology, be it Islamic or Christian. This book shows how Christians in the Islamic world had already integrated some Greek philosophy into their thinking from an early time, when they first entered into dialogue with Islamic theologians. In turn, Islamic theologians integrated philosophical elements in their works. López-Farjeat's knowledge of Islamic theology and Eastern Christian theology allows him to show that this process of integration was not a one-way street. The Islamic milieu and its theological developments raised new questions and issues that philosophers under Greek influences had to take into account. A number of recently published studies by reformist-minded Muslim scholars have both questioned the normative nature of and emphasized the need to rethink some of the fundamental assumptions and interpretational models governing traditional Islamic legal theories and ethics. As part of this process they have emphasized the need to develop novel Islamic hermeneutics. One major element in this emergence of novel Islamic hermeneutics is the production of an increased number of what I term ‘gender equality affirmative scholarship on Islam’. What (...) is particularly interesting, if not intriguing, from the perspective of the author of this article is that the scholarship on gender equality affirmative interpretations of Islam is theorized by reformist-minded Muslim male scholars at historically unprecedented levels which is what this study seeks to highlight. This article examines the arguments employed by three prominent contemporary Muslim male reformist scholars, both Shī’ī and Sunnī, in developing gender equality affirmative interpretations of Islam – Nasr Abu Zayd, Mohsen Kadivar, and Khaled Abou El Fadl. The focus on male scholars in this article is intentional and seeks to highlight the most fundamental point and indeed the raison d’être behind it, namely to underscore the historically unprecedented support Muslim male scholars are providing to the development of feminist interpretations of Islam. Religious freedoms of minorities in Muslim-majority countries such as Pakistan are compromised due to structural issues as well as social and historical concerns. For instance, the abuse of the blasphemy law has led to minority communities facing threats and violence. And in a country where religious scholars are often absent from, if not against, discourses about human rights, the religious rights of minorities remain a secular and hence culturally unsound discourse. There is thus a need for two parallel movements. One, (...) an awareness within Muslim communities about the need to engage with religious freedoms, and hence the modern human rights regime, as an essentially Islamic process requiring reform from within. And two, the human rights structure also giving religion its due since religious freedoms are part of, and engender, many other rights as well. In this article, a case is made for this dual process, by exploring the work of scholars of Islam such as Abdullahi An-Na’im and Khaled Abou El Fadl as well as the insecurities of religious scholars in Pakistan who have reacted to human rights as a western agenda. Journal impact factor is a value calculated annually based on the number of times articles published in a journal are cited in two, or more, of the preceding years. At the time of its inception in 1955 , the inventor of the impact factor did not imagine that 1 day his tool would become a controversial and abusive measure, as he confessed 44 years later . High percentages of submitted papers are rejected at editorial levels without offering a second chance to authors by sending their papers for further peer-reviews. In most cases, the rejections are typical quick answers without helpful argumentations related to the content of the rejected material. More surprisingly, some journals vaunt their high rejection rates as a “mark of prestige”!However, journals that reject high percentages of submitted papers have built their prominent positions based on a flawed measure, the impact factor, and from (...) a long and favorable historical context. Their shareholders may think that they are allowed to have a large margin of rejection rates without affecting their sponsorship or funding sources thanks to an extended anchorage since tens, or in some cases hundreds, of years compared to unknown or new journals that struggle to pave a way in the scientific publication world. Baudrillard's remarkably prescient meditation on terrorism throws light on post-9/11 delusional fears and political simulations. Published one year after Forget Foucault, In the Shadow of the Silent Majorities may be the most important sociopolitical manifesto of the twentieth century: it calls for nothing less than the end of both sociology and politics. Disenfranchised revolutionaries hoped to reach the masses directly through spectacular actions, but their message merely played into the hands of the media and the state. In a media society (...) meaning has no meaning anymore; communication merely communicates itself. Jean Baudrillard uses this last outburst of ideological terrorism in Europe to showcase the end of the "Social." Once invoked by Marx as the motor of history, the masses no longer have sociological reality. In the electronic media society, all the masses can do—and all they will do—is enjoy the spectacle. In the Shadow of the Silent Majorities takes to its ultimate conclusion the "end of ideologies" experienced in Europe after the Soviet invasion of Hungary and the death of revolutionary illusions after May 1968. Ideological terrorism doesn't represent anything anymore, writes Baudrillard, not even itself. It is just the last hysterical reaction to discredited political illusions. (shrink)

This study examines the conflict strategies used in the highly adversarial and popular Arabic-language talk show broadcasted weekly on Al-Jazeera satellite channel, known as Al-Ittijah Al-Mu’aakis 'The Opposite Direction'. The study identifies the conflict strategies and verbal conflict expressions and approaches them in the light of Interactional Sociolinguistics. The analysis of three episodes debating three different topics shows that disputants used several types of strategies including "impoliteness", "aggravated impoliteness", topic restriction, lengthy holding of the floor, and sarcasm. The speakers' bald-on-record (...) expressions of disagreement are expected as a result of the controversial and polemical nature of the show, which creates fierce competition between the two guests to present their arguments in an aggressive way. Edition and study of P.Vindob. A.Ch. 36616, a literary paper fragment from 3rd/9th-century Egypt. The fragment contains a tradition that depicts ʿAlī b. Abī Ṭālib (d. 40/661) performing a four-rakʿa prayer and reciting a special supplication on the 15th of the month of Rajab. The tradition is only known from noncanonical Shīʿī ḥadīth collections. Situating it in a broader historical context, the paper provides a glimpse on the Shīʿī presence in Egypt as well as the sanctity of the month of (...) Rajab in Sunnī and Shīʿī literatures. This tradition, in conclusion, presents an early evidence for the observances of the month of Rajab in general and the middle of the month in particular in the local Shīʿī community in pre-Fatimid Egypt. This paper edits and studies four Arabic legal documents, written on two papyri, now housed in the Beinecke Rare Book and Manuscript Library at Yale University. The documents belong to a certain ʿAmmār b. Salama b. ʿAbd al-Wārith, a merchant from al-Bahnasā. Document 1 (P.CTYBR inv. 1720 verso) records a contract of sale of two inherited portions belonging to a Copt with double names, a Christian and a Muslim one. The contract touches on two significant socio-religious subjects: 1. name change (...) after religious conversion, and 2. the loss of paternal filiation (nasab) of children born outside wedlock or in wedlock but their paternity was disavowed via the Islamic procedure of liʿān “oath of condemnation” or upon evidence of certain circumstances that prove impossibility of paternity. Documents 2.1, 2.2, and 2.3 (P.CTYBR inv. 1715 recto and verso) contains three debt acknowledgements recording payments in coin and in kind. All documents date to the year 297/909–910. (shrink)

In this paper, a complex non- linear programming problem with the two parts (real and imaginary) is considered. The efficient and proper efficient solutions in terms of optimal solutions of related appropriate scalar optimization problems are characterized. Also, the Kuhn-Tuckers' conditions for efficiency and proper efficiency are derived. This paper is divided into two independently parts: The first provides the relationships between the optimal solutions of a complex single-objective optimization problem and solutions of two related real programming problems. Background: Concerns have been expressed regarding the adequacy of ethics review systems in developing countries. Limited data are available regarding the structural and functional status of Research Ethics Committees (RECs) in the Middle East. The purpose of this study was to survey the existing RECs in Egypt to better understand their functioning status, perceived resource needs, and challenges. Methods: We distributed a self-administered survey tool to Egyptian RECs to collect information on the following domains: general characteristics of the REC, membership (...) composition, ethics training, workload, process of ethics review, perceived challenges to effective functioning, and financial and material resources. We used basic descriptive statistics to evaluate the quantitative data. Results: We obtained responses from 67% (12/18) of the identified RECs. Most RECs (10/12) have standard operating procedures and many (7/12) have established policies to manage conflicts of interests. The average membership was 10.3 with a range from 7-19. The predominant member type was physicians (69.5% of all of the REC members) with little lay representation (13.7%). Most RECs met at least once/month and the average number of protocols reviewed per meeting was 3.8 with a range from 1-10. Almost three-quarters of the members from all of the 12 RECs indicated they received some formal training in ethics. Regarding resources, roughly half of the RECs have dedicated capital equipment (e.g., meeting room, computers, office furniture, etc); none of the RECs have a formal operating budget. Perceived challenges included the absence of national research ethics guidelines and national standards for RECs and lack of ongoing training of its members in research ethics. Conclusion: Our study documents several areas of strengths and areas for improvements in the operations of Egyptian RECs. Regarding strengths, many of the existing RECs meet frequently, have a majority of members with prior training in research ethics, and have written policies. Regarding areas for improvements, many RECs should strive for a more diverse membership and should receive more financial resources and administrative support personnel. We recommend that RECs include more individuals from the community and develop a continuing educational program for its members. Institutional officials should be aware of the resource capacity needs of their RECs. (shrink)
