Research on urban agglomerations from the perspective of network spatial structure is important to promote their sustainable development. Based on online and traditional data, this paper first improves three aspects of the traditional spatial gravity model—city quality, the gravitation coefficient, and city distance—considering urban center functional intensity and population mobility tendencies. The resulting improved directional gravity model is applied to analyze the structure of the city network for two urban agglomerations in China, the Beijing-Tianjin-Hebei urban (...) class='Hi'>agglomeration and the Yangtze River Delta urban agglomeration. The results of the study are as follows: the existing urban connections have obvious hierarchies and imbalances, with the YRDUA urban hierarchical connections being of larger scale. Cities are closely connected, but city networks are unbalanced, though the YRDUA has more balanced urban development. Each node city has a clear radiation range limit, and spatial distance remains an important constraint on urban connections. The backbone network of the BTHUA has a triangular shape and trends toward a “sparse north and dense south,” while the YRDUA is characterized by multiple axes and an overall distribution that trends toward a “dense north and sparse south.” Cities with poor comprehensive strength are more likely to be captured, forming an attract and be attracted relationship. The relationship between urban expansion and population density changes is complex and plays a fundamental role in urban sustainable development research. This relationship has been studied in multiple large cities. However, there is no report of the relationship of the two factors mentioned above in urban agglomeration in a particular region of China. Ten cities located in the central-southern region of Liaoning province are selected as research samples in this study. The spatial growth rate and (...) class='Hi'>urban compactness index of the sample cities were calculated using the land use and population data of these cities in three time phases: 1995, 2005, and 2015. Then, the geographical growth features, the population density changes, and the link between these two in the sample cities were investigated at these three periods. Our results revealed that the studied cities of central-southern Liaoning province expanded at the three time phases under the driver of positive population density growth, but the effects of urban population change on urbanization growth modes across time were uneven across different periods. Our study showed a trend that active transition of different urbanization growth modes was associated with decreased population density. (shrink)

For a deep understanding of Beijing-Tianjin-Hebei collaborative innovation, we detected and visualized the communities of innovation in BTH Urban Agglomeration based on the patent cooperation network. China Patent Database was connected with Business Registration Database and the Tianyan Check to achieve the geographical information of organizational innovators. Spinglass algorithm was applied and ultimately 12 communities of innovation were detected. Based on the different structure characteristics, we further clustered the 12 communities into four typical structures that are hierarchical, single-center, (...) polycentric, and flat structures. The hierarchical structure is usually large in scale and the cooperative intensity is relatively high. Single-center structure has a center with a high proportion of centrality and the cooperative intensity is relatively low. Polycentric structure has multiple centers with similar proportions of centrality. Flat structure is usually small in scale and has no obvious network center. In the patent cooperative network of BTH Urban Agglomeration, universities and state-owned enterprises occupied the centers and acted important roles to connect other organizations. Some communities of innovation showed significant industry characteristics, mainly involving six industry fields that are electric power, construction, petroleum, metallurgy and materials, municipal transportation, and railway. From the geographical perspective, some communities manifested local attributes and some demonstrated cooperation between regions. Beijing was the center of the Beijing-Tianjin-Hebei patent cooperation network. Compared with the pair of Beijing-Tianjin and the pair of Beijing-Hebei, Tianjin and Hebei were not closely connected. In the future, Beijing-Tianjin-Hebei collaborative innovation should strengthen cooperation between Tianjin and Hebei. (shrink)

What is the interplay of high-tech industrial agglomeration and urban innovation? How does high-tech industrial agglomeration affect urban innovation? What are the heterogeneous effects of high-tech industry agglomeration on urban innovation in different conditions? To answer these questions, this paper analyzes the interrelationship between high-tech industry agglomeration and urban innovation based on panel data of China’s Yangtze River Delta urban agglomeration from 2010 to 2019. We discuss the influence mechanism of (...) high-tech industrial agglomeration on urban innovation by exploring the mediating effect of industrial structure optimization and the threshold effect of industrial attributes. The heterogeneous impact of high-tech industry agglomeration on urban innovation is also been further studied. We find that the interaction relationship between high-tech industry agglomeration and urban innovation output is positive. The advancement of industrial structure plays a positive intermediary role between high-tech industrial agglomeration and urban innovation output, while the rationalization of industrial structure shows a suppressing effect. There are different threshold effects between capital intensity and technology intensity. The influence of high-tech agglomeration on urban innovation is positive only when the capital intensity exceeds 1.125. However, the influence is always positive in different levels of technology intensity, significantly. When the technology intensity is higher than 9.012E − 06, the degree and significance of this positive impact would decrease. There are heterogeneous impacts of high-tech industry agglomeration on urban innovation output in the Yangtze River Delta urban agglomeration in different time stages, urban innovation development stages, and urban circles. Based on socioeconomic statistical data, transport data, and network big data, the urban connection index was constructed in terms of industry, transportation, information, and innovation, and the high-quality development index was established from five aspects: innovation, coordination, green development, openness, and sharing. Taking Lanzhou-Xining urban agglomeration as a case, the urban connection intensity and high-quality development level were measured to analyze the relationship between them. From 2012 to 2018, the UCI and HDI of each city showed (...) different degrees of growth. Note that there exist significant regional differences, with Lanzhou and Xining having the largest difference. The biggest gap among cities lies in the innovative connection intensity. Moreover, urban external connections are closely related to high-quality development, especially innovation and green development. For every 1% increase in industrial and transport connection, the HDI will increase by 0.317% and 0.159%, respectively. This study provides a methodological reference for measuring urban connectivity and provides decision support for high-quality development in China and other countries. (shrink)

For achieving the sustainable development goals, green development has been raised to a high position for cities in China. The economic development in Northwest China is slow, the ecological environment is fragile, and the mineral resources are rich. Only through green development can we realize the comprehensive income of regional production development, rich life, and good ecology. This paper measures the green development efficiency of 30 prefecture-level cities in Northwest China by using DEA-SBM model of unexpected output, explores the differences (...) and causes of green development efficiency from the perspective of time and space through convergence coefficient, coordination matrix, GIS, and other methods, and empirically tests the impact of industrial structure, technological progress, and other driving factors on green development efficiency by using panel Tobit model. The results show that, on the whole, the efficiency of green development in Northwest China is low, path dependence is serious and unbalanced, the coordinated development effect of different regions is weak, and the spillover effect of core urban agglomerations has not been effectively exerted; from the perspective of driving factors, economic development, population density, traffic situation, and education investment can significantly improve the efficiency of urban green development, and the second is that the proportion of industries significantly hinders the improvement of green development efficiency, while the impact of scientific and technological innovation is not significant. Based on the empirical results, this paper believes that the harmonious development of natural environment and economic society can be realized only by improving the coordinated development effect among cities, implementing the optimization and upgrading of industrial structure, introducing excellent talents, and promoting the technological upgrading. With their focus on human production and consumption activities, cities incur massive energy consumption and CO2 emissions. An intercity connection is a typical complex system in which the interaction between cities is crucial for developing low-carbon outputs within the urban agglomeration. This paper presents the construction of the CO2 emission network of an urban agglomeration in the Yangtze River middle reaches megalopolis, based on the gravity model. Combined with social network analysis, a multilevel analysis framework is (...) proposed to deal with the complexity, spatiality, and visualization of the CO2 emission network with reference to the network features, structural equivalence, and the rich-club phenomenon. The following results emerged: firstly, the spatial structure of the CO2 emissions was characterized by low robustness and compactness, indicating disunity among the studied cities. Secondly, there was found to be a strong correlation between regionalism and intercity connections, with geographically close cities playing a similar role in the network. Thirdly, the “rich-club” cities, including Wuhan, Changsha, Xiaogan, and Zhuzhou, dominated the connections, covering more than 87.1% of the network in the Yangtze River Middle Reaches Megalopolis. The research is focused on the problems of transforming a complex heterogeneous spatial system, urban agglomeration with a unique natural complex. The paper touches upon the following issues: restrictions on spatial development, zoning of territories, transformation of the settlement framework, social transformations, and integration of the most significant city-forming objects. To predict transformations in such a system, a complex multilevel model is considered — “the biosphere core vs. urban environment”. Forming such a model to analyze the prospective (...) development of the territory involves updating the methodology aimed at the systemic socio-ecological-economic analysis of developing heterogeneous spatial systems, integration of cartographic and digital information, adaptation of IT visualization technologies, including the “neogeography” toolkit. In the study the authors analyze the main prospects for the spatial territory development as exemplified by developing the urban environment of the Chelyabinsk agglomeration with a unique “green zone” (Chelyabinsk urban forest), complex multi-level socio-economic system. The main research results create the prerequisites for a significant expansion of the possibilities for analyzing the prospects for sustainable socio-ecological-economic development of complex spatial systems with unique natural objects and effective management of regional development. The spatiotemporal agglomeration of industries is the most prominent geographical feature of economic activities. Based on the analysis of the spatiotemporal distribution of China’s construction industry agglomeration, this paper analyzes the characteristics and evolution trend of the spatiotemporal agglomeration of construction industry in 31 provinces and cities of China from 2010 to 2019 by using Moran’s index and the spatiotemporal transition measurement model. The findings are as follows: China’s construction industry has experienced two stages in terms of (...) time: steady rise and turbulent rise. Spatially, China’s construction industry, as a whole, the space takes the shape of one horizontal and two vertical, similar to the letter “H” being crossed. And the difference of “East-West” two ends of the industrial agglomeration level is obvious. The Yangtze River Delta Urban Agglomerations, the Pearl River Delta Urban Agglomerations, Beijing-Tianjin-Hebei Urban Agglomerations, and the western region have significant local features. The four major types of China’s construction industry cluster, which are H-H, H-L, L-H, and L-L, are formed. The time-space transition of China’s construction industry is dominated by the “stable transition” mode. The transition inertia is significant. The regional development has strong path dependence and spatial locking characteristics. (shrink)

Enhancing urban development vitality and optimizing the allocation of regional industrial factors require a comprehensive analysis of listed companies, such as the overall distribution network, agglomeration evolution trend, industrialization layout, and driving mechanism. Using 1,624 A-share listed companies in China's Yangtze River Economic Belt as research area, this study integrated trend surface analysis, exploratory spatial data analysis, standard deviation ellipse, and spatial regression model methods. The main results are as follows: The overall quantity scale of the listed companies (...) in the Yangtze River Economic Belt has achieved significant growth, but the spatial difference of location selection persists. The spatial configuration formed a hierarchical urban distribution pattern with the Yangtze River Delta region as the agglomeration core and the provincial capitals as the fulcrum. Listed companies accelerate the expansion of the Yangtze River Delta region. Chengdu, Wuhan, Changsha, and other central-western provincial capitals gradually increased the region’s attractiveness. High-high and low-low agglomerations remain the main forms of agglomeration. There are significant differences in the location selection of listed companies with varying specialization levels, forming a relatively different alienated high-value distribution structure among various industry types. The levels of knowledge spillover, city scale, and policy support level are major factors affecting the location selection process of listed companies in the Yangtze River Economic Belt. For low-level city network with few listed companies, city scale and knowledge spillover levels are significant determinants for the development of headquarters’ economy. For high-level city network, along with the level of knowledge spillovers and policy support, globalization level has an important contribution to the shaping of the location advantages of attracting the layout of listed companies. In this article, I propose the concept of racial feralization to explain the links between planetary urbanization, risk societies and race. The threat of racial feralization – as an apocalyptic eschatology of regression and the unraveling of the species – has always animated and conditioned the emergence of the discourse of ‘Man’ as well as the concept of race. The history of racism, that is, is also a history of responses to possible catastrophic consequences of progress and modernization. A major (...) shift has occurred in the last 25 years or so. Racial feralization is not simply treated as a consequence or product of human activity, but has now entered the realm of power as a way to problematize heterogeneous populations defined by their relation to global risks and urban agglomerations. Previous research studies of traffic networks are mainly based on planar networks and less considered the influence of multilayer networks, which illustrate and represent different appropriate urban traffic modes. Development of rail and road networks is inseparable from the development of a prosperous urban area; thus, research on multilayer networks has scientific potential and fulfils a real need. In this paper, a framework of complex network based integrated multilayer urban growth and optimisation model is proposed, to analyse (...) the complex relationships between the traffic network structure, the population growth, and the urban land-use. The innovation of this paper is the combination of the traffic complex multilayer networks and the “Four Step Model”. With the multiobjective, multilayer network coevolution and optimisation model, a more efficient traffic network layout was generated based on different land-use, population density, and travel speed scenarios. Then, this paper has proved that the proposed CNIMUGOM can save the traffic network construction investment, reduce the travel cost, make the urban traffic network more efficient, and decrease the total traffic flow amount. This research has connected the recent complex multilayer network related study and traditional urban economic model based study. The findings of the study afford to improve the current land-use and traffic integrated models and can provide traffic network planning suggestions for urban agglomeration development. (shrink)

The article examines the possibilities of using the mechanisms of public-private partnership when implementing the projects on urban agglomerations development. Specific features of the urban agglomerations development are identified. They are based on combining the efforts of the territorial communities and aimed at implementing joint projects by attracting the appropriate resources, which allows to obtain an agglomeration effect and ensure the improvement of the quality of life of the population. It was proved that to implement joint projects (...) on the basis of using the mechanisms of public-private partnership it is necessary to attract private investors. The experience of using the mechanisms of public-private partnership in Ukraine is analyzed in two directions: by region and by type of activity. It was found that a significant part of projects with using public-private partnership mechanisms in the sphere of life support for large cities and agglomerations is carried out in the form of a concession. Concession allows to attract financial resources needed for the implementation of the development projects due to the ability to manage property over a long period of time, and also helps to prevent a monopolistic increase in the cost of services. The necessity of expanding the use of mechanisms of public-private partnership when implementing joint projects on the development of life support sphere for urban agglomerations was substantiated. Undoubtedly, it will be of great interest for private investors. In particular, it is the improvement of the tariff setting and tariff regulation policy, a strict control over the targeted use of funds, the transparency and economic certainty of costs, the balance of economic interests and the responsibility of those people who take part in the implementation of public-private partnership projects. Here, the scheme of the formation and implementation of joint projects on public-private partnership is presented that includes the observance of certain principles, the use of appropriate regulatory, economic and organizational methods, as well as the support of the economic security through risk management. Scientific approaches to improving the regulatory support for the use of public-private partnership mechanisms have been generalized, and the directions for making changes in the current legislation have been determined. The above measures will contribute to increased use of public-private partnership mechanisms when implementing joint projects aimed at developing the sphere of life support for urban agglomerations. Knowledge of the patterns of location of retail stores in urban areas supports the development of effective urban planning and the reasonable allocation of commercial facilities. Using point of interest data and consumer survey data in three main commercial districts in Changchun, China, this study investigates the spatial structures of commercial districts and the patterns of distribution of retail stores to assess the determinants of the development of retail stores in commercial districts. Kernel density estimation, nearest neighbor index, (...) and Pearson’s correlation analysis were used for this study. The following conclusions are drawn. The spatial distribution of retail stores in Changchun commercial districts generates the coexistence of a concentration in the core area and diffusion in the peripheral area. The emergence of shopping malls has challenged the traditional single-center structure, resulting in the transformation of commercial districts from single-center to multicenter layouts, while also producing a hierarchical trend in development. The Chongqing Road and Hongqi Street commercial districts have a relatively high spatial concentration of retail stores. Retail stores in Guilin Road exhibit distinct characteristics, namely, stores selling textiles, clothing, and daily necessities show the highest concentration, and food, beverage, and tobacco outlets as well as integrated stores show the lowest concentration. The selected locations of the differing categories of stores on Chongqing Road strongly correlate, and textile, clothing, and daily necessity stores show a high correlation with other retail categories. Four main factors affect the development and spatial layout of retail in the commercial districts. First, the interaction between consumer behavior and location choice in retail stores promotes the evolution of retail formats and trends in the development of comprehensive, specialized, and hierarchical retail commercial spaces. Second, the retail format determines the spatial layouts and the historical inheritance of the format. Third, governmental planning and policies lead to the agglomeration and diffusion of commercial activities in different areas. Fourth, such spatial clustering effects are an external driving factor for integration and aggregation among retail formats. (shrink)

The bigness of cities has attracted much attention from urban academics and professionals whose perspective may be divided into two camps: productive science using agglomeration-based analysis or impact science using anxiety-based analysis. The two approaches need to be joined in order to resolve issues of urban ‘bigness’, and in this article the growth of Perth is used to illustrate the potential and challenges of this integration.

Introduction. Cities play a key role in the development of countries and regions. The authors of the article emphasize the importance of the largest cities’ development, which is based on an industrial model that has not exhausted its potential. The authors show possibilities of urban development on the basis of the industrial sector effective functioning in order to improve the citizens’ welfare, meet their needs and improve the life quality. In this regard, the authors formulate a hypothesis that the (...) largest Russian cities developing according to the industrial model have and are able to realize their potential in order to improve the life quality, preserve and increase the population on their territory. The authors set a goal: to identify the possibilities for developing industrial-type megalopolises to improve the population’s life quality of the (PLQ). Methods. The authors use the following information base: strategic documents of different levels, statistical data, scientific literature, analytical documents, and expert assessments of the megalopolises’ development. The authors also use an industrial model for developing the largest cities; they determine conditions under which the potential of megacities can be realized to improve the citizens’ life quality and carry out an analysis of the demographic and social situation in the largest Russian industrial cities. The authors evaluate some approaches and theses of the study as exemplified by the following cities with a million-plus population: Yekaterinburg, Krasnoyarsk, Chelyabinsk, and Omsk and they group the cities according to the signs of growth and decline, which is illustrated by favorable or unfavorable demographic trends. To confirm the identified trends and problems of the largest cities, the authors provide the results of expert assessments on the population’s life quality and the state of the urban environment and emphasize the need for a systemic integrated development of the largest cities of industrial type to improve the life quality of the population of megalopolises. The scientific novelty of the study consists in substantiating the prospects for the socio-economic development of the largest industrial cities of Russia on the basis of an industrial model that provides for the technological transformation of the economy, the use of agglomeration effects, the formation of a friendly urban environment for residents and the achievement of socialization of urban space. Results and conclusions. As a result of the analysis and typology of the largest cities by functional specialization, two groups of cities were identified: one group with signs of demographic growth, the second with signs of decline. The cities of the first group have a greater economic potential, opportunities for agglomeration, provide more comfortable living and consolidation of the population on their territory. On the contrary, cities with signs of decreasing have fewer opportunities (resources), are less diversified, the urban environment in them is less comfortable, which is reflected in the citizens’ life quality and is accompanied by the population’s outflow. At the same time, it was revealed that all analyzed cities actively use digital technologies, realizing, in particular, the concept of a «smart city». At the same time, cities with signs of decreasing show high IQ indicators of cities. Taking into account the identified problems, the authors propose promising directions for the development of industrial megalopolises with signs of decline. (shrink)

Extensive urbanization is one of the most significant demographic and geopolitical phenomena of our time. Yet, with few exceptions, constitutional theory has failed to turn its attention to this crucial trend. In particular, the burgeoning constitutional literature aimed at addressing phenomena such as democratic backsliding, constitutional retrogression, and populist threats to judicial independence and the rule of law has failed to respond to the significance of place as an emerging cleavage in contemporary politics. An alarming disconnect has emerged between constitutionalism's (...) overwhelmingly statist (or Westphalian) outlook and the reality of geographically localized concentration of worldviews, policy preferences, and political identities. In this essay, I identify urban agglomeration and the accompanying resurgence of the urban-rural divide as posing a critical challenge to liberal constitutional democracy, and argue that the time is ripe to pay closer attention to the spatial dimension of constitutional governance and its impact on the rise of anti-establishment political resentment. To that end, in the essay's final part I identify several areas of constitutional law and theory that appear to hold some intellectual promise in thinking creatively about mitigating the urban-rural divide, and about the mounting urban challenge more generally. I explore the economic, social and cultural constraints of the regional mission of a university located beyond a metropolitan area or urban agglomeration, henceforth referred to as a “peripheral university.” In the first part of the paper, I briefly describe the “third mission” of a university and analyze it within the context of a “peripheral university”. The main constraints on the influence of regional mission and regional development are described. In the second part, I examine one type of (...) a “peripheral university,” namely a cross-border university, on a case study of a consortium of two universities: Viadrina University in Frankfurt am Oder and Collegium Polonicum – a department of Adam Mickiewicz University. I focus on issues like civil mission or problems of the regional contribution of a border university. I also analyze hidden-agenda concerns with respect to the trans-culture added value of the cross-border university. The establishment of cooperative links on a voluntary basis did not seem to be adequate for the administration in large urban agglomerations. These links are often lacking in actual administrative power, and they can be reduced to the sum of the municipal interests. Large-scale amalgamation of municipalities does not seem to be a solution when one considers the developments and prevailing attitudes in a few Western European countries. Because of the lack of an integral framework, legally based agglomeration (...) administrations have been created in a number of these countries.They are extra, often complicating administrative levels. The existing administrative levels can often suffice with a balanced redistribution of administrative tasks. Territorial adjustments must be based primarily on functional considerations, but must also be translated in terms of the other administrative levels. A functional redistribution of tasks is, therefore, a condition for a specific solution of the total administrative problem. (shrink)

Catholicism has been the hegemonic religion in Brazil. However, in recent decades the country is undergoing a major religious transformation, with a drop of Catholic affiliations and rapid growth of evangelicals, and a increase to a lesser pace, of other religions and no-religion. Hence, there is a growing religious plurality, although Christianity remains widely majority in the country. But within the Christian religion there is a change of hegemony between Catholics and evangelicals. An innovation of the dogma and the evangelical (...) practice occurred in the twentieth century, in the United States, allowed the spread of Pentecostal and neo-Pentecostal messages. Brazil, as the largest Catholic country in the world, is highlighted in this process. The state of Rio de Janeiro features as having the smaller proportion of Catholics and the most religiously diverse in the country. Its metropolitan area is the most advanced urban agglomeration in this changing process of hegemony. This paper shows, additionally, that the process of evangelical diffusion follows a spatial pattern that goes along the main roads of the Rio de Janeiro territory having as the focus of diffusion the periphery of the metropolitan area of ​​the State. Nowadays, around half of the global population lives in urban areas. This rate is expected to increase up to two-thirds by the year 2050. Most studies analyze urban dynamics in wide geographic ranges, focusing mainly on cities. According to them, the global population is spatially distributed in two extremes: large urban agglomerations and rural deserts. However, this remark is excessively general and imprecise. For this reason, it remains essential to analyze these dynamics at other spatial scales. A (...) close-up look in thinly populated regions shows how urban dynamics are also noticeable. In this paper, we analyze spatiotemporal patterns of population distribution in a predominantly rural area by applying a local-scale approach. These patterns are represented by using spatial networks with nodes representing the human settlements and links showing hierarchies between nodes. This case study is conducted in a small municipality located in northwestern Spain. It is a predominantly rural area with a very particular spatial pattern of population distribution. (shrink)

У статті розглянуто економічні та правові проблеми управління розвитком міських агломерацій в Україні. Охарактеризовані склад, структура, причини формування міських агломерацій. Систематизовано етапи, чинники й економіко-правові умови розвитку міської агломерації. Виявлено відмінності між управлінням-функціонуванням та управлінням-розвитком міської агломерації. Розглянуто взаємодію територіальних громад щодо розвитку агломерації та її правове забезпечення. Сформульовано комплекс завдань, вирішення яких дозволить подолати економічні, організаційні та правові проблеми управління розвитком міських агломерацій.

Стаття присвячена дослідженню зарубіжного досвіду управління розвитком міських агломерацій. Визначено характеристики європейських та світових агломерацій як головних центрів, що акумулюють економічний потенціал країн та дозволяють підвищити рівень їхньої конкурентоспроможності. Встановлено, що відмінності в розвитку агломерацій у світі і в Україні детермінуються різним баченням головних складових системи управління міськими агломераціями. Систематизовано головні моделі управлінських систем агломерацій у зарубіжних країнах, виявлено їхні негативні та позитивні сторони. Наведено приклади європейського та світового досвіду регулювання розвитку агломерацій. У статті визначено особливості функціонування житлово-комунального господарства міських агломерацій, виокремлено їхні конкурентні переваги, що сприяють активізації процесів реформування й розвитку сфери життєзабезпечення, узагальнено сучасні економіко-правові проблеми, які перешкоджають використанню наявного потенціалу комунальної інфраструктури міських агломерацій України, а також обґрунтовано ключові напрями розвитку житлово-комунального господарства агломерацій.

У статті розглянуто проблеми управління ресурсами в процесі розвитку міських агломерацій. Визначено особливості міської агломерації, серед яких необхідність об'єднання зусиль територіальних громад, що входять до складу агломерації, на основі управління їхніми ресурсами. Виявлено характерні риси ресурсів, включаючи властивості, можливості задоволення потреб, принципи, умови, способи й вартість залучення. Представлено методи та інструменти управління ресурсами міської агломерації. Запропоновано принципи, методи, інструменти управління ресурсами включати до інформаційної системи підтримки прийняття рішень з управління міською агломерацією.

Since ancient Greece’s “megalopolis,” the concept of vast cities has loomed in the urban discourse. A century ago, English planner Patrick Geddes warned about a growing imbalance between traditional society and ever-larger conurbations, an anxiety that Lewis Mumford later invoked to predict that urban hubris would inevitably collapse of its own weight. In 1961, by contrast, the geographer Jean Gottman surveyed the interconnected agglomeration stretching from Washington, D.C. up the east coast of the United States to the (...) cities of southern New England, and more optimistically highlighted this new urban form’s governance potential. Today, the question is not whether urbanism will arrive at the scale that so concerned Geddes and Mumford yet engaged Gottman—it already has. Commentators and scholars increasingly recognize that vast polycentric urban regions are displacing cities and metropolitan areas as the locus of modern growth and development. Eleven distinct urban-centered megaregions, for example, concentrate the bulk of the population and economic activity in the United States, and similar clusters are coalescing globally, from Greater Tokyo, Beijing, and the Pearl River Delta, to the arc from São Paulo to Rio de Janeiro, to the European urban spine running from London to Milan. Grappling with the phenomenon’s legal-institutional dimensions—whether and how to formalize governance to match this scale—requires more than transposing the descriptive and normative discourse on metropolitanism. Crosscurrents around fragmentation, efficiency, inequality, and democratic legitimacy refract, but there are distinct arguments for fostering governance—and equally particular concerns to anticipate—with the rise of the megalopolis. Introduction. The article highlights the role and trends of urban development in a single regional space. The authors consider the industrial region, where the economic centers are the cities of monospecialization (metallurgy, mechanical engineering), which form the settlement framework of the regional economic system. At the same time, the connectivity of the regional space was determined by the contacts of cities in infrastructure areas and the possibilities of agglomeration formations. The authors analyze the urban environment of cities (...) in the region, which revealed common problems for them in organizing urban space. It was shown that the competition of cities for a person can be won by offering the population more comfortable working and living conditions, a variety of social services, and the possibility of using agglomeration effects. Scientific novelty of the research. The peculiarity of the author’s research was a new approach to urbanization as an urban way of life, extended to a set of cities of different status and population in the region. At the same time, the zones of attraction and concentration of business and social activity were connected with large cities and centers of agglomerations of the region, which ensure the joint use of resources, transport, and social infrastructure. The purpose of the article is to Identify constraints and opportunities for developing cities in a single regional space, taking into account their connectivity and interaction. Methods. The authors use the information base: statistical data, scientific literature, and expert assessments to clarify the conceptual tools of the research and to analyze the demographic situation in the cities-centers of agglomeration associations of the region. The authors present the assessment of the state of the urban environment, and reveal the disproportions in its organization. The research approaches are tested on the example of the cities of the Chelyabinsk region. (shrink)

This paper examines the effect of the image of destinations on the wage income of resident households, and the corresponding income inequality, from a novel perspective. This work uses China’s excellent tourism city image program, which is an urban planning policy implemented by the central government across cities to enhance the image of the city destination in the minds of tourists, and then promote tourist motivation and local tourism development to assess the effect on household wage income and its (...) distribution. Results show that the program significantly increases household wage income by increasing employment opportunities, promoting business and population agglomeration, and improving urban infrastructure. Additionally, the image of the city destination promotion causes an increase in income inequality among households. (shrink)

The trend of emerging biorefineries is to process the harvest as efficiently as possible and without any waste. From the most valuable phytomass, refined medicines, enzymes, dyes and other special reactants are created. Functional foods, food ingredients, oils, alcohol, solvents, plastics, fillers and a wide variety of other chemical products follow. After being treated with nutrient recovery techniques, biofuels or soil improvers are produced from the leftovers. Economic optimization algorithms have confirmed that such complex biorefineries can be financially viable only (...) when a high degree of feedstock concentration is included. Because the plant material is extremely voluminous before processing, the farming intensity of special plants increases in the nearest vicinity of agglomerations where the biorefineries are built for logistical reasons. Interdisciplinary analyses revealed that these optimization measures lead to significantly increased pollen levels in neighbouring urban areas and subsequently an increased risk of allergies, respectively costs to the national health system. A new moral dilemma between the shareholder’s profit and public interest was uncovered and subjected to disputation. (shrink)

Moral epistemology investigates sources and patterns of moral understanding. Its questions include: To what extent does morality consist in or depend on knowledge, and of what kind(s)? What makes possible moral knowledge, and how is such knowledge grounded or justified? What is the relation between philosophical claims about morality and the moral understanding any of us has, that is, what has ethics – the philosophical representation of morality – to do with morality itself? Feminist moral epistemology asks how social divisions (...) of labor, opportunity, power, and recognition which reproduce gender and other hierarchies affect both the ways these questions have in fact been answered, and the ways they might be. This paper proposes a new classification algorithm for the partitioning of a conceptual space. All the algorithms which have been used until now have mostly been based on the theory of Voronoi diagrams. This paper proposes an approach based on potential theory, with the criteria for measuring similarities between objects in the conceptual space being based on the Newtonian potential function. The notion of a fuzzy prototype, which generalizes the previous definition of a prototype, is introduced. Furthermore, the necessary conditions (...) that a natural concept must meet are discussed. Instead of convexity, as proposed by Gärdenfors, the notion of geodesically convex sets is used. Thus, if a concept corresponds to a set which is geodesically convex, it is a natural concept. This definition applies, for example, if the conceptual space is an Euclidean space. As a by-product of the construction of the algorithm, an extension of the conceptual space to d-dimensional Riemannian manifolds is obtained. (shrink)

Context: Philosophical and - more recently - empirical approaches to the study of mind have recognized the research of lived experience as crucial for the understanding of their subject matter. Such research is faced with self-referentiality: every attempt at examining the experience seems to change the experience in question. This so-called “excavation fallacy” has been taken by many to undermine the possibility of first-person inquiry as a form of scientific practice. Problem: What is the epistemic character and value of reflectively (...) acquired phenomenological data? Can the study of experience, despite the excavation fallacy, rely on the act of reflection on lived experience and make sense and use of its results? Method: Through a philosophical discourse, informed by empirical first-person inquiry, we explore the experiential structure of the act of reflection and the formation of the corresponding belief about past experience. Results: We present a provisional first-person model of the experiential dynamics of retrospective reflection, in which the reflective act is characterized as enaction of belief about past experience that co-determines - rather than distorts - its results. From a constructivist perspective on the inevitable interdependence between the act of observing and the observed, the excavation “fallacy” is recognized as an intrinsic characteristic of reflection. Reflection is described as an iterative, self-referential process, guided by a context- and subject-specific horizon of expectations. Implications: Knowing the characteristics of the formation of beliefs about experience is essential for understanding first-person data and for the possibility of their acquisition and use in scientific practice, particularly in the context of second-person approaches to the study of experience. Constructivist content: We relate the proposed understanding of reflection to constructivist epistemology and argue that constructivism provides an epistemological foundation for the empirical study of experience more suitable than the traditional epistemological objectivism of cognitive science. We suggest that the constructive nature of the process of reflection calls for a collaboration between the fields of constructivism, phenomenology, and first-person research, and points towards the potential for their mutual enrichment. The article critically responds to "A Planetary Health Pledge for Health Professionals in the Anthropocene" which was published by Wabnitz et al. in The Lancet in November 2020. It focuses on the different roles and responsibilities of a physician. The pledge is criticised because it neglects the different roles, gives no answers in case of conflicting goals, and contains numerous inconsistencies. The relationship between the Planetary Health Pledge and the Declaration of Geneva is examined. It is argued that the Planetary (...) Health Pledge should have supplemented the Declaration of Geneva instead of changing it. (shrink)

The provenance of “naturalized epistemology,” so called, is too recent for the hand of Quine not to be still heavily upon it. But like its older relative, “naturalism,” it is an idea rich enough to be coveted, and protean enough to be claimed, by diverse comers with different things in mind. While Quine's version of naturalized epistemology of science inevitably furnishes the backdrop for current discussion of naturalizing moral epistemology, it is important to pause over what “naturalized epistemology” can and (...) should mean in ethics. To what extent is Quine's example of an epistemologyofscience that helps itselfto sciencethe model for understanding knowledge of and in morality? Does it require a view of moral knowledge as reducible to, or in a fundamental way furnished by, science? Or a view of moral theory as sciencelike in some way? I argue that the appropriate analogy is instead a holistic and reflexive epistemology of morality that helps itself to moral judgments and standards seen as answerable to the experience of the kinds of shared lives they make possible and necessary. This approach neither privileges nor rejects wholesale what scientific inquiries might have to say. (shrink)

Work on representing women's voices in ethics has produced a vision of moral understanding profoundly subversive of the traditional philosophical conception of moral knowledge. 1 explicate this alternative moral “epistemology,” identify how it challenges the prevailing view, and indicate some of its resources for a liberatory feminist critique of philosophical ethics.

The Hippocratic Oath and the Declaration of Geneva of the World Medical Association are compared in terms of content and origin. Their relevance for current medical practice is investigated. The status which is ascribed to these documents will be shown and the status which they can reasonably claim to have will be explored. Arguments in favor of the Hippocratic Oath that rely on historical stability or historical origin are being examined. It is demonstrated that they get caught up in paradoxes. (...) Should doctors swear the Hippocratic Oath or the Declaration of Geneva? The Hippocratic Oath is a remarkable historic document, which contains important elements still relevant for medical ethics today. Its interpretation as a timeless, still valid medical code is unfounded. The historical arguments, that should justify its validity, are untenable. The Declaration of Geneva, and not the Hippocratic Oath, can legitimately claim to come close to representing the most important principles of professional medical conduct in today’s globalised world. This work explores the question, in particular in view of Kants, Fichtes and Schellings influence on the self-conception of medicine. It traces the historical timelines which help to understand the current situation and provides important arguments for a timely self-conception of medicine which is indispensable for the discussion of scientific theory and ethics in todays medicine.
