Summary Classical Greek armies and navies moving through the territory of friendly, allied, and neutral city-states provisioned themselves through markets organized and controlled by those city-states. No scholar has ever explained why this was so. By placing this practice within a comparative framework, this article demonstrates that the protocol of the provision of markets by poleis to passing armies developed in the way it did in the late Archaic and early Classical Greek world because Greek states in this period lacked (...) the logistical structures to exert sustained coercive power against other states. Once the protocol was established, however, it continued in use throughout the Classical period even after fifth-century Athenian navies gained the logistical capacity to apply prolonged strategic pressure on coastal and island poleis. Use of the protocol continued because traditions of autonomy as well as long-standing customs governing relations between states restrained even the Aegean-dominating Athenians from using more forceful means of acquisition than markets to acquire their food from other poleis. The aim of this article is to show the relevance of the sociology of market agencements for studying the creation of alternative agri-food networks. The authors start with their finding that most research into alternative agri-food networks takes a strictly informative, cursory look at the conditions under which these networks are gradually created. They then explain how the sociology of market agencements analyzes the construction of innovative markets and how it can be used in agri-food studies. The relevance of this (...) theoretical frame is shown based on an experiment aimed at creating a local trade scheme between manure from livestock farms and alfalfa grown by grain farmers. By using the concepts of the sociology of market agencements, the authors reveal the operations that are required to create an alternative agri-food network and underscore the difficulties that attend each one of these operations. The purpose of the study is to identify the contours of the potential of the financial services market in the Krasnodar Territory in the context of suppliers in order to determine the vector of further market development. The article examines the dynamics of organizations engaged in financial and insurance activities, assesses the institutional provision of the banking services market, represented by the number of insurance entities in dynamics in recent years, analyzes the volume of insurance fees and payments, analyzes the (...) number of organizations and the volume of the microfinance market. Scientific novelty lies in unlocking the potential of the financial services market in the Krasnodar Territory. Labor law was traditionally a domestic project, defined on the basis of a geographic territory or a synthetic community; its norms were determined by the state and applied to employers and workers who resided within the state. Commonly, labor law is administered on a territorial basis, applies to incoming workers, and stops at the borders in respect of other states' sovereignty when capital migrates. Globalization affects the background in which labor law operates, including the increased interdependence of markets, the (...) constitution of communities that transcend national borders, and the development of institutions outside and within the nation-state, which displace the locus of regulation from the traditional state level. De-territoriality claims that territory and sovereignty should be understated within the dominion of labor law in order to correct a deep structural imbalance in labor markets. This imbalance was not created by globalization, and as long as it appeared in a consistent yet bounded manner in each and every state, labor law's project was rendered possible by territorial arrangements. With the process of globalization, the territorial solutions previously created within labor law are no longer adequate. When territoriality is adhered to, migrating workers receive partial protection, while migrating capital can easily choose its most convenient forum as a means, inter alia, of undermining labor law's protection to workers. De-territorialization seeks to restore the original intent of labor law's project, which is to level off the distinct strategies that are available to labor and capital in a globalized labor market. ‘Creative destruction’ is one of the most important analytical tools, taking into consideration both the economic and sociological characteristics of capitalist society. According to Schumpeter, in the long term, evolution gives rise to economic development resulting from batches of innovative solutions, leading to improvements in the standard of living. The innovation activity of firms is based on supply-side factors, hence it is large enterprises that excel in innovation since they strive to achieve a monopoly market position and above-average profits. Schumpeter (...) attempts to combine two elements: the spread of monopolies and the continuation of economic development, both occurring through innovation, which is far more important than price competition. The Schumpeterian ‘creative destruction’ permeates the main aspects of macroeconomic activity, not only in the long term, but also in the area of economic fluctuations, structural changes, or the functioning of markets. As a result, it becomes a factor determining changes in the economic order. The purpose of this paper is to analyse the role of territories in the process of creating and using knowledge and its impact on the economic efficiency of the companies which function within their boundaries. Regional cooperation increases the involvement of business entities in innovation activities, which translates into higher competitiveness of firms. Moreover, the awareness of the necessity of cooperation and use of innovation capital tends to grow. (shrink)

A legal system is any institution or set of institutions in a given society that provides dispute resolution in a systematic and reasonably predictable way. it does so through the exercise of three functions: the judicial, the legislative, and the executive. The judicial function, the adjudication of disputes, is the core of any legal system; the other two are ancillary to this. The legislative function is to determine the rules that will govern the process of adjudication (this function may be (...) merged with the judicial function, as when case law arises through precedents, or it may be exercised separately), while the executive function is to secure submission (through a variety of means, which may or may not include violence) to the adjudicative process and compliance with its verdicts. A government or state (for present purposes i shall use these terms interchangeably) is any organisation that claims, and in large part achieves, a forcibly maintained monopoly, within a given geographical territory, of these legal functions, and in particular of the use of force in the executive function. now the market anarchist objection to government is simply a logical extension of the standard libertarian objection to coercive monopolies in general.1 First, from a moral point of view, among people regarded as equals2 it cannot be legitimate for some to claim a certain line of work as their own privileged preserve from which others are to be forcibly excluded; we no longer believe in the divine right of kings, and on no other basis could such inequality of rights be justified. Second, from an economic point of view, because monopolies are insulated from market competition and hold their customers by force, they lack both the information and the incentive to provide consumers with fair, efficient, and inexpensive service. The anarchist accepts these arguments, and merely asks why they should apply with any less force to the provision of legal services. (shrink)

The goal has been to devise a strategy that protects as much as possible the rights and liberties of all agents, both users of fossil fuels and people whose livelihoods and territories are at risk if the anthropogenic global warming hypothesis is true. To achieve this goal the standard climate policy instruments, taxes and emissions trading, should be discontinued. There are weaknesses in the theoretical perspectives used to justify these policy instruments and climate science cannot provide the knowledge that would (...) be needed to justify their implementation. In their place I propose a privatised policy, based on Austrian and libertarian frameworks of thought, which share an interpretation of climate change as a putative interpersonal conflict rather than market failure. The use of fossil fuels, like any other economic activity, should be subject to side-constraints designed to avoid the infringement of other people’s property rights. Tort litigation on the basis of strict liability would protect these rights, insofar as they need protecting. By providing a public arena for the competitive testing of scientific hypotheses concerning climate change, such litigation would also promote the public understanding and even the advancement of climate science. The republican tradition has long been ambivalent about markets and commercial society more generally: from the contrasting positions of Rousseau and Smith in the eighteenth century to recent neorepublican debates about capitalism, republicans have staked out diverse positions on fundamental issues of political economy. Rather than offering a systematic historical survey of these discussions, this chapter will instead focus on the leading neo-republican theory—that of Philip Pettit—and consider its implications for market society. As I will argue, Pettit’s theory is even (...) friendlier to markets than most have believed: far from condemning commercial society, his theory recognizes that competitive markets and their institutional preconditions are an alternative means to limit arbitrary power across the domestic, economic, and even political spheres. While most republican theorists have focused on political means to limit such power—including both constitutional means (e.g., separation of powers, judicial review, the rule of law, federalism) and participatory ones (democratic elections and oversight)—I will examine here an economic model of republicanism that can complement, substitute for, and at times displace the standard political model. Whether we look at spousal markets, labor markets, or residential markets within federal systems, state policies that heighten competition among their participants and resource exit from abusive relationships within them can advance freedom as non-domination as effectively or even more effectively than social-democratic approaches that have recently gained enthusiasts among republicans. These conclusions suggest that democracy, be it social or political, is just one means among others for restraining arbitrary power and is consequently less central to (certain versions of) republicanism than we may have expected. So long as they counteract domination, economic inroads into notionally democratic territory are no more worrisome than constitutional ones. (shrink)

Interactions with global markets offer development opportunities for Indigenous communities. They also place pressure on the natural resources that communities depend upon for their livelihood and, in many cases, their political and cultural autonomy. These markets often interact with family-based enterprises embedded within commons, with important implications for the social relationships and shared territorial resources that characterise such regimes. In this paper, we analyse the relationships that exist between commons, global markets, and small-scale family enterprises, using the case of (...) mezcal production—an alcoholic beverage made from agave—in an Indigenous community in Oaxaca, Mexico. Most mezcal production is organized at the family level; yet the raw materials and inputs necessary for making mezcal are held communally and regulated by locally-crafted institutions. Empirical data show that as family enterprises engage with an emergent global market for mezcal, the commons become essential for not only protecting territorial resources but also maintaining a degree of autonomy from powerful global markets and value chains. However, this requires substantial investment in monitoring and enforcement, and for community members to value sustainable commons management over short-term economic self-interest. To seek autonomy while participating in global markets, producer families also join together to develop cooperative strategies to access markets on better terms. (shrink)

This work aims to study strategies used in Argentine local development experiences, focussing on industrial design, marketing and entrepreneurship. In order to this purpose, backgrounds are analysed with this approach adding the study of three strategic plans for national and provincial-level that are currently in force. With the analysis of the transport system in the last decade, an accelerated cost increase is evident, resulting in a relatively higher price of distributed products. This situation that was initially perceived as a (...) disadvantage finally set up an opportunity to produce locally. The goal of this paper is to provide tools that contribute to the work shipped by key institutions for local development (public, private and intermediary organisations), and the way these interact with the actors and the territory. Whereas the concept of "socialist rule of law" punctuated political discourse in the late 1990s, the idea of a "socialist harmonious society" is today casting a strange light on Chinese legal reform. Is there a Confucian vision of China's marketing law and practice? To what extent have China's norms for marketing, mainly intellectual property and advertising law, been challenged by the new government policy toward a harmonious society? In the post World Trade Organization accession period, the theoretical framework (...) of the "socialist harmonious society" has turned law into a disciplinary principle given over to society's moral construction. If law is seen as an instrument for legitimizing power, it remains implicitly bound primarily to ensure the regime's durability. Although more and more ordinary citizens and foreign companies are seizing hold of normative tools being put at their disposal, this does not necessarily mean that Chinese law is implemented in a uniform and timely manner throughout China's territory. China still suffers from a lack of coherence and political will in the drafting of a legal reform that aims mainly at preserving the current fragile political balance. Contradictory forces are indeed at work in this legal construction that is torn between liberal leanings and socialist authoritarianism. Without a deep change in perspective, one can expect only relatively slow progress in protecting the intellectual property rights of the many Chinese and foreign goods and services that can be found on the Chinese market. Building on recent literature on the history of political economy and Spanish imperial history, the article reconstructs the ideas that supported the colonial development of the meat industry in the Río de la Plata. Archival and printed sources are employed to illustrate the different arguments revolving around colonial economic development and imperial rule, in the words and practices of merchants, explorers, administrators and ministers. This way, it is possible to disclose the multiple imperial visions circulating in the Spanish Atlantic. The (...) analysis suggests that economic reformism was not only a European intellectual and political movement but was shared and appropriated by Spanish Americans. They employed arguments in political economy to foster their agenda, namely the economic improvement of their territory in the broader context of the Spanish commercial empire. If a shared consensus around imperial political economy between Spanish and Spanish American vassals provided arguments supporting this colonial industry, the diverging economic interests, imperial rivalries, and the different geographical spaces of enunciation determined a variable dialectic between projects for the expansion of salted meat production and their realisation. Economic development approaches are increasingly entailing local geographic scales and encouraging the mobilization and organization of territorial actors given local conditions and resources. Lebanon is a country facing frequent uncertainty with recent economic and social difficulties. Its popular cuisine may play a key role in its development and that of its rural space. In fact, that cuisine incorporates a traditional cultural practice called “Mouneh” which consists of preserved pantry foods, historically used to ensure household nutrition. Today, rural food cooperatives (...) are engaging in that practice using agricultural produce from local farmers and are employing women. Despite strong internal and external challenges, they remain attractive actors as their principles of collective benefit, participation and democracy form a strong link with sustainable development goals. This study transversally analyzes the status of food cooperatives in a major agricultural region in Lebanon, the Bekaa valley. Findings mainly quantified size and production and provided a mapped representation of the spatial dependencies on local farmers versus urban markets for trade. With 75% women members and firm reputation in authenticity, food cooperatives in the Bekaa specifically and Lebanon generally are also extensively supported by donors but are being labeled as donor-dependent. Yet, cooperatives are localized in a largely agricultural territory with sufficient evidence of differentiation that could potentially be valorized. Hence, with optimal framing, regulation and networking of cooperatives, one can assume a protection of culinary heritage is possible with scalable contribution to food security and needed local development given major recent setbacks. Introduction. On the territory of the Chelyabinsk region there are 16 single-industry towns, the labor market and employment of which depend on the socio-economic situation of the single-industry enterprise. This state of matters results in the growth of unemployment, decrease in the level of human capital, the population’s life quality, and the loss of scientific and production potential. According to the authors, developing the theoretical foundations of the labor market and employment digital transformation in a single-industry town will make it (...) possible to find alternative ways of employing the population in order to improve regional policy on the labor and employment market. The purpose of the study is to develop the theoretical foundations of the labor market and employment digital transformation in a monotown. Methods. The authors use the following scientific methods: system analysis, comparison, description, generalization, systematization, formalization, analysis of sources, etc. The scientific novelty of the research consists in defining the concepts «digital transformation of the labor market of a monotown», «digital platform of the labor market»; in determining changes in the elements of a monotown labor market structure in the processes of digital transformation; in determining the subjects, objects of the labor market digital transformation; in developing a comparative characteristic of the traditional labor market and the labor market of Industry 4.0 monocity; in developing recommendations for the digital transformation of the labor market of a monotown in order to improve the regional employment policy. Results and conclusions. As a result of analyzing the structure of the population’s employment in single-industry towns of the Chelyabinsk region, the authors determine quantitative transformations in the number of the residing population, the average number of employees towards its reduction; the authors characterize the average monthly salary of workers in organizations of single-industry towns as unstable. The analysis of unemployment shows that there is a tendency for the number of youth among the unemployed to grow, at the same time, hidden unemployment is decreasing; in general, the unemployment rate in single-industry towns is higher than in the Chelyabinsk region for the entire study period. The analysis shows that it is necessary to search for alternative ways of employing the population, of decreasing the unemployment rate, which made it possible to develop theoretical foundations for transforming the labor market and employment of a single-industry town. Goal of this article is to study the system application directions of marketing tools and technologies to improve the competitiveness of the region and regional markets in the changing conditions of the environment. It is noted that the theory and practice of marketing in the modern territorial administration considers it as a key factor of competitiveness, which will help to keep existing residents and attract expensive, educated, skilled workforceand form comfortable conditions for the operation of existing businesses (...) and develop programs of attractiveness for investors and new entrepreneurs, to develop a unique tourism product focused on the re-visiting etc. It was considered the role of regional marketing definitions of national and foreign scientists. The attention is focused to the fact that despite the growth of attention of theorists and practitioners to territorial management technologies and marketing tools, many questions remain in terms of adapting to the needs of different territorial levels. The main problems associated with the direct transfer of technology of the corporate sector in management system and life activity of regions and cities. Stated that competitiveness as the object marketing impact should be considered within the classical concept of territorial marketing, according to which the bodies of local authorities should seek to identify current and future needs of target segments and play them in goods and services area better than do competitors. The classical concept, along with other modern concepts of territorial marketing gives to marketing a kind of integrator partnership of territorial authorities and target audiences. Were described the main subjects marketing in the region, discussed their role in enhancing the competitiveness of the regional markets systems on condition of the realization of their own interests and considered. It is noted that the main task of marketing should be increasing the attractiveness of its territory - complex of resources conditions, relationships, objects that allow in the market conditions to reorient themselves to the flow of resources, which will compete with other regions. Marketing territories allows to clearly understand that successful economic and social development should be to re-evaluate the area and conditions for the operation and development of the territory. It was established that today is activated the use of marketing approach in the local administration, but there is no systematic use of all marketing tools when forming strategies of Ukrainian cities and regions the use of limited marketing application of communication tools and event technologies and remain out of sight other important elements of the marketing mix. Specified directions for using the elements of the marketing mix in the process of ensuring the competitiveness of the region and the transformation of the system of regional markets. Integrated use of elements of the complex of territorial marketing, its successful "mixing", harmonization of marketing strategies and policies, can form a set of practical tools of adaptation the region to the market situation in the region to ensure competitiveness and create conditions for the implementation of strategic development programs. It was concluded that regional marketing system of regional markets makes it possible to form the best competitive advantages for customers compared with other areas, promotes the efficient use of resources to improve the competitiveness and image, helping to attract economic agents increasing the attractiveness and competitiveness of the region aimed at sustainable development of the region, and creating a long term and mutually beneficial relationships with internal and external partners. Client-orientation of marketing approach to the management of the region and to transform the system of regional markets allows you to create unique properties of the region as a place of residence, visiting, business investment and promote it successfully in domestic and foreign markets. In this article, we suggest that attending to the roles of heritage and territory could help reshape local food systems in the US: first, by incorporating more producer voices and visions into the conversation; and second, by considering more deeply the characteristics of the places where food is produced. Using the Wisconsin artisanal cheese network as a case study, we have traced how artisanal producers frame their collective heritage and links to their territory. They describe a heritage that includes a (...) cultivation of embedded, “situated” agricultural knowledge(s) and a commitment to specific quality practices as well as a connection to terroir—the specific ecologies and social contexts of their farm or region. We argue that their articulation of this heritage and terroir is both an emergent, ongoing process of adapting to changing market, cultural, and geographic conditions and an effort to recover valued traditions and practices and (re)connect to specific places. Colombia is now projecting a new, positive image to the world after over­coming a past characterised by politically inspired guerrilla warfare and violent conflict with narco-trafficking cartels which had ravaged the country for decades. The globalization of securities markets has resulted in a rapid increase in securities transactions that cut across the national borders of more than one country. Individual country regulators cannot avoid the question of how regulatory authority should be allocated for such transactions. Rather, they continue with the present territorial regime, which allocates regulatory authority based on the location of a particular transaction and the effects associated with the transaction. This article assesses a range of alternate responses to globalization. Some (...) have argued that a company’s home country should regulate all transactions in the company’s securities regardless of location. Others have argued for increased harmonization across different country securities regulatory regimes. The article instead contends that giving issuers a greater degree of freedom to select among the securities regulatory regimes of different countries will result in both more desirable levels of investor protections as well as increased social welfare. Arguments have been raised against a move toward greater issuer choice in securities regulation. The article responds to such criticism, pointing out that the present territorial regime suffers from even greater flaws. (shrink)

This article aims is to promote debate for scientific thinking about the role of political ecology in the decoloniality of knowledge and power in the Amazon region. The work is divided into two parts: the first part discusses the expansion of modernity to the South and the construction of modern coloniality; in the second, we bring the experience of the babassu coconut breakers, in view of the construction of a “nature-world”, the result of the colonization and globalization processes. The current (...) moment expresses an intensification of conflicts involving different ways of representing and using the nature of these communities. The methodology uses the concepts of political ecology, pluriverse, well-being and decoloniality as bases for the idea of a nature in Amazonian communities that constitutes a conflict with the “nature-world”, which is based on the logic of the resource as the material substrate of a market economy. They point to the significance, even superiority, of philanthropy in providing for society's most disadvantaged citizens, and they defend rights of inheritance and intergenerational transmission of wealth. So one might think that John Tomasi's “market democracy” would defend gift giving and philanthropy. But market democracy leaves far less room than might be thought for an enthusiastic defense of gift giving and philanthropy, and this (...) distances market democracy more than we might expect from the territory of classical liberalism and libertarianism. Minimum deterrence, though consistent with the nonaggression principle, is inadequate to deter states from invading anarchist territory and provides inadequate means of territorial defense when deterrence fails. In order to be effective, and thus attract clients, private defense agencies may want to adopt a military posture that incorporates first-strike counterforce and second-strike countervalue capabilities. To this end, they must acquire weapons of mass destruction—including tactical and strategic nuclear weapons—and long-range delivery vehicles capable of penetrating deep into enemy territory. They (...) must also decline to extend the nonaggression principle to states and individuals outside the voluntary defense network. Paradoxically, advertising such a posture while possessing a nuclear arsenal will save lives on both sides by minimizing the probability that anarchists must ever wage a defensive war at all. The global city is a new frontier zone. Deregulation, privatization, and new fiscal and monetary policies create the formal instruments to construct their equivalent of the old military “fort”. The city is also a strategic frontier zone for those who lack power, and allows the making of informal politics. At the same time the border is a mix of regimes, marked by protections and opportunities for corporations and high-level professionals, and implies confinement, capture and detention for migrants. The essay discusses (...) the transformation of the city in a frontier zone and analyses the separation between the capabilities entailed by territoriality and the geographic territory tout court. The analysis focuses on the effects of neoliberal policies that, far from making this a borderless world, have actually multiplied the bordered spaces that allow firms and markets to move across conventional borders. The article gives grounds for a new paradigm of development - branding of the territory. The problem of region brand formation is actualized. The point of view of the author on the territorial branding as a technology of providing the balanced and stable socio-economic territory development in current conditions deserves particular attention. The analysis of territorial branding formation as independent marketing trend is given. The scientific interpretations of the category "territorial branding" are given. The proposition that (...) branding is an effective instrument of attracting attention to the territory is stressed. In conditions of informational and creative economy the existence of the city brand and its development strategies become the necessary factor of the effective realization of territorial potential. The conceptual framework of territorial branding and main characteristics of the utility of the territory are considered. The results of scientific research develop scientific knowledge in the field of branding territory theory, promote the development and use of intellectual and institutional resources of the territory for the growth of its marketing potential. This indicates, that the basic principles of territorial development, starting from the main concept to the specific project documents need updating, which is connected with the economic processes and also democratization and globalization processes. The cultural-economical planning gets priority, the foundation of it is the use of human and cultural capital of the city. The novelty is that material assets, traditionally considered being the basis of territorial economy development, lose their significance comparing to intangible assets, which are of various character: creative and cultural potential of the inhabitants, management professionalism, information environment saturation, the possibility to create the atmosphere of tranquility and comfort on the territory. Not the territory size and its economic base become the main success factors, but new unconventional management decisions, an energetic wish of the territory to formulate clearly its strategical interests in the country, in the region and in the world. This is the aim of the territorial branding. Currently the changing of territory development paradigm takes place. It becomes the subject of socio-economic relations, goods, intangible assets concentration. The emphasis of the development shifts towards culture, entertainment, impressions. (shrink)

Simple Heuristics That Make Us Smart invites readers to embark on a new journey into a land of rationality that differs from the familiar territory of cognitive science and economics. This essay is concerned with the question of what kind of economic system would be needed in order to realize Rawls’s principles of social justice. Hitherto, debates about ‘property-owning democracy’ and ‘liberal socialism’ have been overly schematic, in various respects, and have therefore missed some of the most important issues regarding the relationships between social justice and economic institutions and systems. What is at stake between broadly capitalist or socialist economic systems is not in fact a simple choice in a (...) single dimension, but rather a range of choices across a range of different dimensions. This essay, then, has a dual objective: first, it aims to provide a richer account of this normative territory, while showing how issues of economic democracy, decommodification and the limits of markets, and the role of democratic economic planning, all raise questions of justice that are not well captured by focusing only on questions of ownership. Second, it aims to show how the case for democratic socialism can be developed from Rawlsian foundations, in a way that is sensitive to the normative affinities between Rawlsian liberal egalitarianism and democratic socialism, and which attends carefully to the different kinds of institutional elements which a stable, just, and democratic society would require. Taking these aims together, the hope is that we can move onward to a richer debate about the ways in which the realization of democratic socialist institutions may be seen as a requirement of social justice. In this article, we shift the usual analytical attention of the GPN framework from lead firms to suppliers in the network and from production to IT services. Our focus is on how Indian IT suppliers embed in the Netherlands along the threefold characterization of societal, territorial and network embeddedness. We argue that Indian IT suppliers attempt to display societal embeddedness when they move to The Netherlands. Our findings reveal that the endeavour by Indian IT suppliers to territorially dis-embed from (...) the Dutch context is reinforced by their peripheral position in the network and their ability to offshore work in a bid to contain costs, in addition to the influence of client domination. Therefore, territorial embeddedness is considered to be secondary to societal embeddedness which is intertwined with client interest while neglecting the interest of other network members. Nonetheless, the inter-firm relationship is complex, given the tension between societal, territorial and network embeddedness. While preferring Indian IT suppliers because of their low pricing, Dutch clients also insist on compliance with the institutional context of the Netherlands especially when it comes to Dutch employees. This results in hybridization which means that Indian IT suppliers find ways to adhere to the institutional framework for Dutch nationals while simultaneously insulating Indian employees from the same. Consequently, a highly unfair segmented internal labour market develops, with Dutch nationals being treated more favourably as compared to Indian nationals. Nonetheless, to address these violations, Indian employees prefer individual strategies of resilience and rework rather than a collectivization response. (shrink)

Drawing on Security, Territory, Population and The Birth of Biopolitics, this article aims, firstly, to consolidate our understanding of Foucault’s engagement with law by fleshing out his approach to law and by clarifying that he distinguishes between different kinds of law on the basis of the objectives that law serves and the regime of truth that it embodies. Secondly, using this understanding, the article proceeds to illustrate how the objectives and the regime of truth of the EU internal market law (...) have been displaced in the last few decades. It is argued that this body of law has increasingly come to perform the tasks of law in neoliberal government as pointed out by Foucault in these lectures, namely of expanding the domain of market values and mechanisms, and of restricting the exercise of legitimate government by opposing the rule of law to planning. In this regard, particular attention is paid to the way in which justiciable rights function as a technology of neoliberal rule within the internal market. (shrink)

Valorising the biocultural heritage of common goods could enable peasant farmers to achieve socially and economically inclusive sustainability. Increasingly appreciated by consumers, peasant heritage products offer small farmers promising opportunities for economic, social and territorial development. Identifying the obstacles and levers of this complex, multi-scale and multi-stakeholder objective requires an integrative framework. We applied the panarchy conceptual framework to two cases of participatory research with small quinoa producers: a local fair in Chile and quinoa export production in Bolivia. In (...) both cases, the “commoning” process was crucial both to bring stakeholders together inside their communities and to gain outside recognition for their production and thus achieve social and economic inclusion. Despite the differences in scale, the local fair and the export market shared a similar marketing strategy based on short value chains promoting quality products with high identity value. In these dynamics of biocultural heritage valorisation, the panarchical approach revealed the central place as well as the vulnerability of the community territory. As a place of both anchoring and opening, the community territory is the privileged space where autonomous and consensual control over the governance of common biocultural resources can be exercised. Economic opportunities and the status of women are mediated by socio-political structural factors, as well as cultural-specific norms and patterns of behavior. As consumers (and, in many cases, regulators) of resources at the household level, women are integral to the analysis of economic and political development. This paper examines the role of motivation and perception on women’s participation in Palestinian Fair Trade projects. In the occupied Palestinian Territories, Fair Trade projects have been recently introduced by both international agencies and local (...) Palestinian associations as means through which women can earn income, participate in cooperative leadership, and engage at economic and political levels. Current scholarship largely focuses on measuring outcomes of Fair Trade initiatives or the experiences of members after the implementation of a project. However, there is less understanding about factors influencing the recruitment and retention of members into these initiatives. This ethnographic account explores both the motivations of members to join several couscous (maftoul) Fair Trade cooperatives and the members’ understanding Fair Trade goals and the cooperative structure. We examine four Palestinian women’s maftoul cooperatives and their unique challenges and opportunities. This project highlights the lack of detail most women have about the global Fair Trade market, which has a potential to result in decreased recruitment and retention rates. This paper also examines the tensions between product quality and market demands existing within couscous cooperatives and the competing demands of child-care needs, household pressures, and military restrictions on Palestinian movement enforced by the Israeli military within the occupied Palestinian Territories. Wealthy philanthropic individuals operating within private law have been largely absent from the historical justice narrative of states in transition and, consequently, from normative discussion regarding the justification of their actions under the auspices of the market. This Article seeks to fill this void by examining the “private” historical justice of Jewish state-building prior to the establishment of Israel. Specifically, it focuses on the legal history of Baron Edmond de Rothschild’s settlement project during the Ottoman and Mandate periods and investigates (...) the project’s normative implications. The Baron was a fundamental actor in the design of the Palestinian/israeli space, as he supported existing Jewish settlements and established new ones. He also built several public institutions that continue to exist to date. I argue that the Baron’s settlement project needs to be addressed from a multidimensional aspect with regard to different groups that were affected by it. On the one hand, his settlement project was just towards the Jewish settlement because it provided a shelter for Jewish immigrants who fled Europe, and it realized the Jews’ right of self-determination. On the other hand, his project resulted in the coercive displacement of an underprivileged local Arab population called the fellaheen and unjustly infringed on their territorial rights. (shrink)

In this important new book, the leading cultural theorist and philosopher Bernard Stiegler re-examines the relationship between politics and aesthetics in our contemporary hyperindustrial age. Stiegler argues that our epoch is characterized by the seizure of the symbolic by industrial technology, where aesthetics has become both theatre and weapon in an economic war. This has resulted in a ‘symbolic misery’ where conditioning substitutes for experience. In today’s control societies, aesthetic weapons play an essential role: audiovisual and digital technologies have become (...) a means of controlling the conscious and unconscious rhythms of bodies and souls, of modulating the rhythms of consciousness and life. The notion of an aesthetic engagement, capable of founding a new communal sensibility and a genuine aesthetic community, has largely collapsed today. This is because the overwhelming majority of the population is now totally subjected to the aesthetic conditioning of marketing and therefore estranged from any experience of aesthetic inquiry. That part of the population that continues to experiment aesthetically has turned its back on those who live in the misery of this conditioning. Stiegler appeals to the art world to develop a political understanding of its role. In this volume he pays particular attention to cinema which occupies a unique position in the temporal war that is the cause of symbolic misery: at once industrial technology and art, cinema is the aesthetic experience that can combat conditioning on its own territory. This highly original work - the first in Stiegler’s Symbolic Misery series - will be of particular interest to students in film studies, media and cultural studies, literature and philosophy and will consolidate Stiegler’s reputation as one of the most original cultural theorists of our time. The objective of this article is to analyze the relationships between theories of strategic design and participatory design, in multiple commercial alliances between local entrepreneurs from different sectors and their integrated application in the urban context. Various authors have dealt with these strategic issues in isolation and less frequently have addressed them from the entrepreneurial experience. A review of the specific literature allows us to account for the main concepts involved in this approach. The case being analyzed refers to a (...) fitness-related venture in the city of La Plata, which articulated, together with other local actors, a collaborative strategy that led to the application of a superior business model for its sector. In addition, he capitalized on his role as an influencer on the social network Instagram, as a way to enhance the project’s comprehensiveness. The topics that are addressed synthesize the key concepts that allow us to interpret the praxis relieved. And from them, create a model that can be applied in other markets and territories to promote young local development. And in this way, different actors, complementary products and services serve to jointly promote a co-productive and self-managed culture. (shrink)

The resources and resource potential of the innovative component of nanoeconomics are analyzed. The factors of production – classical types of resources such as land, labor, capital and technology – are described. Ways of influencing the security resources of nanoeconomics within the innovation paradigm are evaluated. The purpose of the study is to identify the factor of nanoeconomics in the formation of resource security potential in the innovation paradigm. To achieve this goal, the following tasks were set: to characterize the (...) importance of the land resource as a factor in the potential of economic nanosystems; to highlight the importance of capital as a factor of nanoproduction and an indicator of the innovation paradigm; to determine the labor resource in the development of innovative nanosystems; to analyze the intellectual potential of nanoeconomic development of the innovation paradigm; to identify clusters of innovative nanopotential in the regions of countries with transition economies. Each resource is examined separately with the first analysis of a resource security assessment such as land. The other resource under consideration is labor. Demographic factors become decisive in describing the development of labor resources. The capital factor allows the formation of independent economic systems, when the state budget affects the possibility of developing science, education and health care. A number of methods were applied during the study: methods of induction and deduction (to assess the importance of the innovation paradigm for the development of nanoeconomics); system analysis and structural approach (to determine the aggregate state of production factors); method of comparing the quality of production factors in market economies and in developed countries; an observation method (for assessing the state of resources in different countries); method of cluster analysis (to determine the existence of innovation-territorial regions in countries with economies in transition). The analysis is carried out to identify the conditions of the impact of production factors on the innovative paradigm of nanoeconomics. It reveals theoretical approaches to the formation of nanoeconomics and its active development. As a result of the study of intellectual and resource potential of security, a cluster analysis was carried out to assess the conditions for the formation of innovation-territorial regions. This study allows to understand the role of production security factors in the formation of the innovation paradigm and the efficiency of the development of nanoeconomics. The way of providing the basis for the development of nanoeconomics in the form of efficient use of production factors is considered as a perspective. (shrink)

In particular, the scrutiny I propose aims to examine a series of exchanges that have been characterizing this concept since the beginning: the global and the European, the maritime and the territorial, the (...) colony and the state, the imperial and the proprietary. The problematic balance between ‘imperium’ and ‘dominium’ is indeed assumed here as the turning point of the rise of a sovereign power that appears to be originally rooted in the very production and governance of the global space, thus giving up all possible Eurocentric narratives of modernity. To illustrate my argument, I focus on the frontispieces to three of Thomas Hobbes’s most important books, that is, his translation of Thucydides’ Peloponnesian Wars, De Cive and Leviathan. A thorough analysis of these images enables us to understand how these lines of force traverse the very heart of modern European political concepts, along with the mirroring effects that constantly bounce their normative construction of subjectivity back and forth from the periphery to the centre and, ultimately, from the market to the state. Panarchy suggests that an optimal framework for the emergence of the best states is that of free competition between states. In Panarchy, people and states negotiate the relationships between them, as sellers and buyers and formalize them in explicit social contracts. Different states may offer varying levels of services in areas such as health, education, and social security for different prices. Low costs for consumer mobility from state to state are necessary for competition. These can be optimized by non-territorial (...) states that offer services to citizens instead of rule a territory and compete over customers in a political market. The right of such states to coerce their clients differentiates them from mere protective associations, and is founded on explicit social contracts (law codes) rather than on monopoly over territory-- sovereignty. First, I explicate the unique properties of Panarchy, non-territorial states and explicit social contracts. Then, following the theories of Douglass North (1986) and Albert Hirschman (1970) I explain why Panarchy appears to be an appropriate framework for avoiding political monopolies and increasing political competitiveness and efficiency through cheap exit mechanisms. Then, I consider possible challenges to Panarchy: Panarchy may be utopian if the state is a natural monopoly; Panarchy does not advocate any political utopia but it may reify the utopian element to the meta-political level, to the preconditions for the emergence of the best states. If non-territorial states are inconsistent with human nature, they may be utopian. I also consider possible ethical objections to Panarchy. I argue that: The territorial sovereign state is not a natural monopoly. A free market in non-territorial states does not have to assume a coercive monopoly regulatory “super-state.” The territoriality of the state is not natural. Though there are valid ethical criticisms of Panarchy, from a utilitarian perspective, they are outweighed by ethical arguments that support it. Finally, I argue that several recent technological innovations have rendered the sovereign nation-state increasingly obsolete, while facilitating and reducing the costs of establishing Panarchy and running non-territorial states. The post-Westphalian Nation State developed by becoming more and more an Information Society. However, in so doing, it progressively made itself less and less the main information agent, because what made the Nation State possible and then predominant, as a historical driving force in human politics, namely ICTs, is also what is now making it less central, in the social, political and economic life of humanity across the world. ICTs fluidify the topology of politics. They do not merely enable but (...) actually promote (through management and empowerment) the agile, temporary and timely aggregation, disaggregation and re-aggregation of distributed groups around shared interests across old, rigid boundaries represented by social classes, political parties, ethnicity, language barriers, physical barriers, and so forth. This is generating a new tension between the Nation State, still understood as a major organisational institution, yet no longer monolithic but increasingly morphing into a multiagent system itself, and a variety of equally powerful, indeed sometimes even more politically influential and powerful, non-Statal organisations. Geo-politics is now global and increasingly non-territorial, but the Nation State still defines its identity and political legitimacy in terms of a sovereign territorial unit, as a Country. Such tension calls for a serious exercise in conceptual re-engineering: how should the new informational multiagent systems (MASs) be designed in such a way as to take full advantage of the socio-political progress made so far, while being able to deal successfully with the new global challenges (from the environment to the financial markets) that are undermining the legacy of that very progress? In the lecture, I shall defend an answer to this question in terms of a design of political MAS based on principles borrowed from information ethics. (shrink)

This paper examines how scholars of Greek and Roman antiquity in the German-speaking territories in the first half of the nineteenth century define scientificity (Wissenschaftlichkeit). I will argue that antiquity studies in this period of its foundation as a discipline is an instructive case to examine with regard to questions as to how scientific knowledge is established as different from other forms of knowledge, how scientific fields establish relative autonomy from other fields and what forms scientific autonomy can take. Widely (...) recognised as important for the history of the modern research university, the case is not only interesting because it is influential. It is also interesting because the discussions in this period are so different to discussions in the later nineteenth century in the social sciences and the humanities, which have shaped debates about scientificity in sociology and cognate disciplines: We find here a notion of social and cultural research as a scientific endeavour, discussed not primarily with reference to or in defence against the natural sciences, but rather defined against imitative learning and the expectation that research provide moral support for the emerging Germany by idealizing the Greeks. The case highlights moralization as a source of heteronomy in cultural fields in addition to the more widely discussed forces of the market and the influence of the state. (shrink)

In this article, we try to show how language expansion, language strategies, etc. are envisaged in various theories of (economic) imperialism. In order to establish this, we turn to economic interpretations of imperialism, namely Hobson and Lenin, world-system analysis (Wallerstein, Amin, Arrighi) and the Empire theory of Hardt and Negri. By studying them, we singled out the key characteristics of imperialism that are found in most (economic) theories of imperialism, namely: (1) the creation of market relations (and the market in (...) general) between the metropolis/core/imperial country and the colony/periphery/subjugated territory, (2) the presence of an advantage in this relations for the metropolis/core/imperial country, which is most often described as a monopoly position, (3) finally, often, but not always, the economic exploitation of the conquered territories is stated. We note that the market is (in particular) a communicative phenomenon, which at least involves the possibility of understanding between the buyer and the seller; thus, language appears as a condition that enables exchange and even consumption. We demonstrate that the popularization and expansion of the language also means the imposition of competition; therefore, capital competition should automatically imply language competition, and the intertwining of markets also the "intertwining" of languages (and vice versa). Using the example of the Commonwealth, we show how language is capable of forming spheres of influence and the centre of gravity of capital. With reference to Rancière, we note that lingua franca projects are capable of both inclusion in the economic system (regions, countries, etc.) and exclusion from it (poor stratas). Finally, we draw attention to the fact that language is capable of acting as cultural capital in Bourdieu's understanding, and therefore capable of being converted into economic capital. (shrink)

This paper addresses the role of global migration and the nature of national borders within the co-constitution of class and race. We begin with Marx’s critique of the value-form – a critique that rests upon a distinction between the ‘essence’ of social reality and its immediate appearances. The paper elaborates how Marx’s understanding of the emergence of a society based upon generalised commodity production leads to a certain conception of the ‘political state’ and citizenship – and thus borders and national (...) belonging. This reveals the distinctive territorial forms of capitalism vis-à-vis those found in pre-capitalist societies, and moves us away from transhistorical conceptions of borders and the nation-state. In the second half, the paper turns to look at what this conception of borders and migration might mean concretely for how we think about the co-constitution of race and class today. Here the focus is on three crucial aspects of the contemporary world market: (1) the relationship between the cross-border movements of labour and processes of class formation, (2) migration and the determination of the value of labour-power, and (3) coercive and unfree labour. The local press performs significant functions, not only informing the inhabitants of a given city about matters close to them, but also implementing the ideas of regionalism by promoting a “small homeland”, integrating a given community, and reflecting the life of people living in a specific territory. The aim of the article is to present one of the local periodicals – namely Wiadomości – 43 bis –and to attempt to answer the following research questions: how did the analysed periodical change (...) in 1989–2014? What was its strength and what was its weakness? Did it fulfill the functions assigned to this type of press, matching the definition of local magazines? What elements made it remain in the demanding press market, in which the rules seem to be dictated not only by the recipients themselves, but also by strong and well-established media concerns, which also invest in the regional press market? The paper can potentially contribute to further research on the press in the Łódź region. (shrink)

Based on an ethnographic case study, we describe the family experiences and the access to formal education of 30 Paraguayan women to show how these factors influence their labor insertion at the Paraná Tri-Border Area. We will start by reviewing the theoretical debates about gender inequality in labor insertion in border territories. Then, we will explain the study’s methodology and the profile of the interviewees. The analysis consists in describing the relationship between the rural origins of these women and gender (...) inequalities; we will establish how these inequalities are related to low access to formal education and the precariousness of their insertion into the job market. In addition, we will show how these circumstances imply a contradiction in their work experience on the border, between the abuses suffered and the autonomy gained; and we will analyze the expectations of transgenerational transformation that our protagonists project in their children.
