In this article I discuss 'the transition' of Lithuanian health care. In order to illustrate the size of the difficulties the people of Lithuania presently face, I focus in particular on the problem of resource allocation. I believe my observations (both general and particular) reflect the experiences of other post-socialist countries, especially those nations which were directly incorporated within the former USSR. Certainly, the two other Baltic states -- Latvia and Estonia -- have a great deal in (...) common with Lithuania, both politically and culturally. I have identified four questions to act as a framework for my discussion: -/- • What were the main causes of the Soviet health care crisis? -/- • What was the basis for resource allocation in the former socialist health care system? -/- • What are the major obstacles set against the implementation of alternative principles of resource allocation in Lithuania? -/- • What ideas might underlie and inform the design of a new Lithuanian health care system? This book presents a critical assessment of the political and social order in the post-revolutionary decade of the 1990s in both the transitional economies and Western welfare states confronting fiscal crises. As we enter the new post-socialist century, James M. Buchanan argues that we need to think and act on the premise that the future is uncertain. James M. Buchanan examines the political economy of the post-socialist era, analysing the events of 1989-91 and some of (...) their predicted consequences. In addition he reflects upon the influence of those revolutionary years and the reactions to the changes, as well as the role of economists in the new socio-political environment. The political economy of the post-socialist era will be determined by the forces of historical development, social and cultural evolution, directed political change and exogenous shocks. To a large extent, many of these forces cannot be planned for, except directed political change. The overwhelming majority of Albania’s urban population is located in Tirana, a city with a very dynamic socio-spatial reality, resulting as an entry point for people from various origins, including multicultural rural societies, and has significant concentrations of finance and other economic activities. Urban areas demonstrate the dynamics that impact society from many angles, including those related to technology, economics, demographics, and culture, via a diverse and changed perspective. Since 1991, there has been a growing separation between classes, genders, and (...) regions, as well as between individuals and vulnerable groups, due to a lack of social protection and governmental measures for these groups and individuals, and the unrestricted power of the free market. Today, there is a noticeable improvement in the real pattern of social group concentration. This paper focuses on various divisions of social groupings in Tirana, how they are reflected in the city’s everyday life, and how they trend to the fragmentation of contemporary urban regions. In order to comprehend the change over time and transition patterns of Tirana from sites of production to places of consumption, the process method is modified by concentrating on the main stakeholders. The background of enhancing cities’ mobility and competitiveness demonstrates the interaction between different social groups and different living patterns in Tirana. The study also shows the socio-spatial pattern of the new city. The significant level of social fragmentation in Tirana is evident from analysis that only investigated a certain percentage of the city’s social groupings. The new master plans predicted in the city will help to overcome the issue. (shrink)

Population aging is becoming an inevitable phenomenon in Albanian post-socialist society, posing multi-faceted challenges to its individuals, families and society as a whole. Since 1991, the Albanian population has been exposed to intensive demographic changes caused by unintended aspects of socio-economic transition from a planned socialist economy to a market-oriented capitalist one. Ongoing processes of re-organization of social institutions increased its socio-economic insecurity leading to the application of various coping mechanisms. While adjusting themselves to other aspects (...) of life, people changed their decisions of having children and leaving the country. On the other hand, replacement of former traditional extended family forms with diverse living arrangements and family structures has been the outcome of the combination of three factors: falling fertility, increasing life expectancy and increasing migration. However, family remains the basic social unit that provides support, care and protection for its old members even though its capacities are diminishing. Family Life Cycle Theory views family development as a series of stages where family members deal with various developmental tasks and play different roles as they move from one stage to another. This paper examines population aging in Albanian post-socialist society. Based on Family Life Cycle Theory and Family Development Theory, it reviews literature and uses secondary data to discuss its implications for elderly care and family life. It concludes that population aging requires better understanding of this process in order to facilitate a series of family adaptations to respond to the changing needs of its elderly members. Some of the post-socialist countries of Europe experienced after the fall of communism what some called a religious revival. Anthropologists and sociologists alike were sure that they discovered serious evidence against the case of secularization theory. What unfortunately most of them failed to observe was the particular shape and form of this religious growth and the structural changes of the religious mentalities occurred in the process of transition from a closed, ideologically monopolized society, to a pluralistic one. (...) After more than half of a century of atheistic ideologization of the public sphere, Romania remains one of the most religious countries of both Eastern and Western Europe. The thesis of this article is that this fact is due to the lack of modernization of the Romanian social system both before and during the post-socialist period. (shrink)

This essay takes a critical and reflective look at two recently published books on contentious politics in the Balkans and Eastern Europe: Social Movements in the Balkans and Ideology and Social Protests in Eastern Europe. Focusing on regions somewhat neglected in scholarly analyses of the recent global upsurge of protests, these books aim to fill the gap by highlighting some contextual and regional specificities: a position of economic and geo-political periphery, weak or unconsolidated democratic institutions, post-socialist and transitional (...) environments, societal divisions, etc. By critically assessing both contributions, in a manner that looks for their complementarity, this essay: examines the characteristics of popular mobilizations and grievances in Southeast and Eastern Europe; questions dominant narratives of political and economic transition and EU integration; re-evaluates socialist heritage and post-socialist political trajectories; discusses the possibilities of articulating political alternatives to representative democracy and free market economy; and addresses the burden of conflicting memories and attitudes towards the region?s socialist past. In former socialist countries, neoliberal reform promised to replace stagnation with growth and development. Many places, however, experienced a decade of economic decline, accompanied by rising poverty. Although even the worst performing economies managed positive growth rates by 1999-2000, this growth starts from levels as low as 36 percent of 1989 levels. Less recognized than the problem of rising poverty is the erosion of development gains in countries once characterized by high human development. This article distinguishes de-development from the (...) widely recognized issue of poverty. The authors find that transition outcomes are mixed but that de-development can be seen in parts of Central and Eastern Europe and most of the former Soviet Union. One important question is how to use renewed growth to prevent further erosion of development and to recapture lost gains. (shrink)

The paper outlines the debate on European state socialism as a social and political order. There are different attempts to obtain a better understanding of the core principles of this type of society and a continuing public debate on it. Following the end of the decade of the transition from “socialism to capitalism” we can observe a renewal in the debates on the “Ancient regime” and its heritage. There are different reasons for this phenomenon; these include new insights from (...) the archives and the recent politics on history in post-socialist societies. The new “zeitgeist” following the world financial crisis of 2008 might be an additional reason. The issues that developed are discussions on the nature of state socialism, some hypotheses on the role of reformers within the changes to late socialism from the perspective of political science, and some assumptions on the methods adopted by former reform socialists after 1989. Transition to the market economy in post-socialist Ukraine, followed by the destruction of the ‘working mother’ gender contract, has led to the emergence of new forms of women’s identities. But the formation of new identities in the transformational period appeared to be mediated by free market ideology, linked to the development of consumer capitalism and dissemination of western consumer standards and lifestyles. The seeming diversity of the new identities promised by the ‘free market’ turned out to be (...) reduced to two models: housewife and businesswoman. Imported along with western mass culture, they can easily be inscribed onto the Ukrainian cultural context. At the same time, the everyday practice of economic survival through informal business and the difficulties of adaptation to the market economy have a profound impact on women’s identity formation. From the 1990s, during and after the post-communist transitions in Eastern Europe, different self-help texts advancing spiritual or personal well-being continue to be a highly popular discourse in Slovenia. In this article we examine the appropriation of self-help discourse in one of Slovenia's most influential management magazines, Manager. On the basis of a critical discourse analysis of Manager's articles, we argue that the magazine predominantly uses spiritual self-help vocabulary and accordingly transforms definitions of basic business vocabulary. It offers a (...) spiritual self-growth discourse as a solution to any current management or social problems and in doing so supports the liberal capitalism. This discourse attempts to advise managers as to how to adapt to the new competitive business environment. It furthermore promotes the belief that solely spiritual self-growth will help managers and their business partners to resist political and economic barriers and assure the business success in times of global corporate `survival'. In the 1990s , a debate raged across the whole postsocialist world as well as in Western development agencies such as the World Bank about the best approach to the transition from various forms of socialism or communism to a market economy and political democracy. One of the most hotly contested topics was the question of the workplace being organized based on workplace democracy (e.g., various forms of worker ownership) or based on the conventional employer-employee relationship. Well before 1989, (...) many of the socialist countries had started experimenting with various forms of "self-management" operating in more of a market setting, Yugoslavia being the most developed example. Thus one "path to the market" would have been to push those experiments all the way to some Western form of employee ownership or worker cooperatives operating in a full market environment. Alternatively, all these decentralizing experiments could be condemned as "vestiges of communism" to be eradicated by renationalizing all the decentralized firms and then privatizing by some alternative means. This article takes stock of the project of ecological democracy, a project that has been central to debates in Environmental Values since the late 1990s. Whilst we can identify quite distinct articulations of eco-democratic thinking emerging out of the fields of green political theory, postcolonial/feminist political ecology and science studies/radical geography, it is argued that these discussions have reached something of an impasse of late following the rise of climate scepticism, authoritarian populisms and technocratic eco-modernisms. Resurgent eco-authoritarian impulses and the (...) hankering for a 'green leviathan', a climate Lenin or a 'dictatorship of the sustainment' to resolve our climate crisis make it more important than ever to affirm the need for just, rapid and democratic post-carbon transitions. The article goes on to outline how emerging discussions in radical design studies focused on redirective practice in conjunction with a revived eco-socialist focus on labour-focused political ecologies might open up different possibilities for a materialist re-grounding of ecodemocratic discussions. It is suggested that a political ecology of design embedded in public institutions, the workplace and civil society could possibleyreground a more substantive vision of ecological democracy but also allow us to think about the forms of creative labour that could drive the just transition. Considering this issue to be particularly significant as a research challenge for the sociologies of religion in the so-called post-socialist countries, the subject of this research has been to determine the character, status and direction of religious changes in predominantly orthodox territories of Yugoslavia and Russia that became evident in the last decade of the twentieth century marked by turbulent socio-political changes in those countries. With the subject of the research being defined in that way, the main goal (...) of the research has been to identify and examine basic tendencies in religious changes. Relying on the huge empirical material on the changes in question, an attempt has been made to precisely detect the scope of these changes in the various areas of religious, spiritual and social lives of people in the period of the so-called post-socialist transformation. Therefore, the goal of the research has not been just to determine the scope and direction of changes of religiousness with people, but also to try to set the above mentioned religious changes into the proper social context, which is the starting point in their theoretical explanation. Smatrajuci da je predlozena tema posebno znacajana kao istrazivacki izazov za sociologije religije u zemljama tzv. postsocijalizma, predmet ovog istrazivanja je odredjen kao utvrdjivanje karaktera, stanja i smera religijskih promena na pravoslavno dominantnim prostorima Jugoslavije i Rusije aktuelnim u poslednjem desetlecu burnih socijalno-politickih previranja u njima. U ovako odredjenom predmetu istrazivanja glavni zadatak istrazivanja sastoji se u identifikovanju i preispitivanju osnovnih tendencija u religijskim promenama. Oslanjajuci se na obiman empirijski materijal o pomenutim promenama, u radu treba uciniti pokusaj preciznog detektovanja obima tih promena u razlicitim sferama religijskog, duhovnog i drustvenog zivota mnostva ljudi u tzv. postsocijalistickoj transformaciji drustva. Stoga cilj istrazivanja nije samo utvrdjivanje obima i smera promena religioznosti gradjana, nego je jedan od glavnih ciljeva istrazivanja pokusaj smestanja navedenih religijskih promena u odgovarajuci drustveni kontekst od koga se polazi u njihovoj teorijskoj eksplikaciji. We analyse the reception of Niklas Luhmanns social metatheory in Slovenian social. The first part outlines the intellectual climate that prevailed in the decade before the post-socialist transition. The decline of the previously dominant Marxist ideology created space for other social theories. Luhmanns ideas were the most prominent among social macro theories in the initial phase. The second part describes variations in the reception of his ideas. The initial affirmative approach was upgraded by a number of more (...) selective and critical approaches. The third part shows that, although his ideas are no longer quite so prominent, his work is both well recognized and firmly embedded in Slovenian social thought. (shrink)

This book re-examines aspects of historical socialism, and includes case studies of education within twenty-first century socialist and post-socialist contexts shaped by the trajectories of historical socialism. Through these case studies, contributions offer insights into key questions: How are education systems and student subjectivities shaped by post-socialist trajectories and current regional politics, economics and resistance movements? How do sedimented socialist discourses and geographies alter and contest the ‘neoliberal child’ and ‘childhood’ in post-socialist (...) education? How have disjunctures between the rhetoric of historical Marxism-Leninism and the practices of educators, students and student political organizations played out under socialism, and what could we learn from that for our present? How much emancipatory potential is there in the theories and practices of education for combatting injustice in the absence of mass, revolutionary political parties? Above all, this volume affirms the need to move beyond simplistic accounts of historical socialism and post-socialist transitions. By exploring how socialist trajectories remain influential and have potential in our current contexts, this book contributes to the work of politically engaged educators working to re-imagine and reconstruct education. The paper questions some of the premises in studying academic spin-offs in developed countries, claiming that when taken as characteristics of ‘academic spin-offs per se,’ they are of little help in understanding the phenomenon in the Eastern European countries during the transitional and post-transitional periods after 1989. It argues for the necessity of adopting a path-dependent approach, which takes into consideration the institutional and organisational specificities of local economies and research systems and their evolution, which strongly influence the patterns (...) of spin-off activity. The paper provides new findings and original arguments in support of Balazs’ seminal theses (Balazs 1995, 1996) about the emergence of academic spin-offs during the early transition. It reveals key economic and policy mechanisms bearing on academic entrepreneurship in Eastern Europe, such as the tensions between economic and political nomenclatures of former Communist Parties, where the dismantling or preservation of the power of political nomenclature resulted in different patterns of development—rapid reforms in the ‘first wave’ of EU accession countries or the establishment of rent-seeking and assets-stripping economies in countries like Bulgaria and Romania, making the transition period especially difficult. In the latter, a specific economic environment emerged, unknown in Western Europe and in the ‘champions’ of transition—such as suppression of the authentic entrepreneurship in a number of economic sectors, disintegration of corporate structures, etc. Thus, the paper reveals the common ground behind the two conflicting tendencies in post-socialist academic spin-offs, partially outlined in other research (Simeonova 1995; Pavlova 2000): as an authentic form of academic entrepreneurship grasping the opportunities opened up by the economic crisis and compensating failures in science and technology policy on the one hand, and as specific rent-seeking strategy draining valuable public assets on the other (the latter, in turn, boosting the negative attitudes in local scientific communities). The paper provides new findings about the evolution of the academic spin-offs in Bulgaria along the two polar trends and their positive and negative repercussions on parent research institutions. The paper is an outline of the author’s research project to be undertaken in 2006. It is focused on the process of transition from authoritarian to democratic order in Serbia after 2000. Starting from the findings of previous studies of transition, in Serbia and in other post socialist countries, the research will adopt a socio-anthropological approach and deal with the following topics: the model of transition being applied in Serbia preconditions for democratic transformation; a balance (...) sheet of positive achievements accomplished and, on the other hand, "lost chances"; socio economic, political and cultural obstacles to articulating a coherent strategy of democratic development; psychological and anthropological aspects of current processes; alternative paths of democratic development feasible within given conditions. A central question the research will aim at resolving is why the current situation in Serbia is often described as suffering from a "democratic deficit". (shrink)

For virtually all the major schools of Western opinion, the collapse of the Communist regimes in Eastern Europe and in the Soviet Union, between 1989 and 1991, represents a triumph of Western values, ideas, and institutions. If, for triumphal conservatives, the events of late 1989 encompassed an endorsement of “democratic capitalism” that augured “the end of history,” for liberal and social democrats they could be understood as the repudiation by the peoples of the former Soviet bloc of Marxism-Leninism in all (...) its varieties, and the reemergence of a humanist socialism that was free of Bolshevik deformation. The structure of political and economic institutions appropriate to the transition from post-Communism in the Soviet bloc to genuine civil society was, accordingly, modeled on Western exemplars—the example of Anglo-American democratic capitalism, of Swedish social democracy, or of the German social market economy— or on various modish Western academic conceptions, long abandoned in the Soviet and post-Soviet worlds, such as market socialism. No prominent school of thought in the West doubted that the dissolution of Communist power was part of a process of Westernization in which contemporary Western ideas and institutions could and would successfully be exported to the former Communist societies. None questioned the idea that, somewhere in the repertoire of Western theory and practice, there was a model for conducting the transition from the bankrupt institutions of socialist central planning, incorporated into the structure of a totalitarian state, to market institutions and a liberal democratic state. Least of all did anyone question the desirability, or the possibility, of reconstituting economic and political institutions on Western models, in most parts of the former Soviet bloc. (shrink)

Drawing on stakeholder theory and the evolutionary approach to institutions, this paper investigates the channels through which corporate social responsibility (CSR) is developed in post-communist economies by focusing on the employee background factors that shape the employees' expectations with regard to corporate socially responsible behaviour. We identify three channels through which exogenous and endogenous CSR are developed: employees with work experience in multinational enterprises (MNEs) (leading to exogenous CSR), employees with CSR knowledge (leading to exogenous CSR) and employees with (...) experience of the socialist system (leading to endogenous CSR). Furthermore, we argue that the interactions between these channels lead to hybrid CSR in transition economies. We use a questionnaire-based survey with employees of domestic and MNEs in Romania and we conduct regression analysis. We find that employees with work experience in MNEs act as channels for exogenous CSR, while employees with experience of the socialist system act as channels for endogenous CSR. Furthermore, employees with experience of the socialist system and CSR knowledge or work experience in an MNE act as channels for hybrid CSR in transition economies. Based on our results, we put forward implications for theory, managers and policy makers. (shrink)

Starting with a short review of the postcolonial studies? origins, this paper considers the question of their application in the study of history and contemporary state of the post-Soviet societies. Aspirations of the leading theorists of postcolonial studies not to restrict their field of research on the relation of imperial metropoles and its colonial periphery have not met with the acceptance in post-Soviet societies? academia. With the exception of the famous debates on?the Balkans? that are not the subject (...) of this paper, the paradigm of post-colonialism is rarely used in the interpretation of past and present of the former socialist states. Rejecting the thesis of their own colonial status in most of Eastern European countries is usually based on a rejection of the assumption of the Soviet-style communism?s?civilizing mission?. From the same perspective, the Soviet Union is not considered a colonial metropole, but an occupying force, and the epoch of socialism is interpreted as externally imposed breach of the historical developments based on the European model. On the other hand, the concept of these countries? transition opens up the issue of their colonial status in relation to?Europe? as the center of economic, political and cultural power. Therefore, the postcolonial critique of post-Soviet societies is more often focused on the thematisation of neo-imperial domination and neo-colonial dependency phenomena, than on the explanation of their socialist past. The author?s opinion is that it doesn?t mean that a number of concepts of postcolonial theory - such as?internal colonialism? - cannot be productively used to a fuller understanding of the Soviet past, nor that in the interpretation of post-Soviet realities??hybrid forms? the postcolonial studies cannot be of use. Until a decade ago, a comprehensive contestation of the so-called?transitional? paradigm was largely missing in the post-socialist era. This reality changed in the last ten years, especially in the region of former Yugoslavia. Some social movements in this region have started questioning the very essence of the economic and social misconceptions of the post-socialist condition. This paper first provides an elaboration of the very conceptual edifice of the ruling paradigm, as well as a theoretical and methodological (...) framework. It goes on to map out the epistemic discursive content of the respective social movements in Belgrade, Zagreb and Sarajevo, thereby assessing the conceptual content of their critique of the post-socialist transitional paradigm. Finally, given the similarities between Serbia, Croatia and Bosnia and Herzegovina, the paper seeks to explain variations in the critique by how the structural and contextual features impact the perspective from which it is constructed. The political developments in post-socialist countries are taken as a general frame for discussing rural development in the transition from centrally planned to market economies. Rural communities and agriculture in post-socialist countries are facing major problems related to decollectivization of property, the stimulation of effective private agricultural units, and the building up of integrated rural communities and their local autonomy. After presenting the developments in Slovenia in detail, the author comes to the conclusion that no (...) foreign/western development model can be literally applied to any post-socialist state. These nations must define their own goals and formulate the strategies to reach them based on the analysis of their specific situations, and in doing this they must engage their own scientists/professionals and take foreign experts only as occasional advisors. Over three decades after China ventured onto the market path, the Chinese state’s reform programme, which was intended to invigorate socialism, has instead led the country down a capitalist path. This paper situates China’s post-Mao transition in the context of the crisis of the party-state during the Cultural Revolution. Using Gramsci’s idea of ‘passive revolution’, it examines the state’s tactics of crisis management aiming to contain and neutralise emergent opposition and pressure from below. As the combined result of (...) state repression, ideological appropriation and socioeconomic incorporation, a new reform paradigm emerged to rearticulate popular demands and initiatives to an official socialism centring on economic modernisation and market liberalisation. The contribution sheds a critical light on the thirty years since the break-up of socialist Yugoslavia. It presents three hypotheses for a critical reorientation of the 1989–91 sequence. Firstly, rather than seeing 1989 as the start of the longue durée of a democratic process, for Yugoslavia this trajectory was ‘realised’ as political chaos and ethnic wars in 1991. Secondly, criticising the chronological view of ‘post-socialism’, it posits post-socialism as having already emerged after 1965, marked by market reforms (...) that ‘withered away’ socialism. Thirdly, and specific to the 1990s, in order to facilitate the transition to capitalism, a ‘primitive accumulation’ of memory and a high degree of violence unfolded, which actually dis-accumulated the socialist infrastructure and socialised means of (re)production. The post-Yugoslav transition proved a genuine ‘contribution’ to ‘making our country great again’: ethnically cleansed nation-states on the horizon of European peripheral capitalism. The contribution concludes on an affirmative note, pointing to the slow resurgence of the Left. (shrink)

In order to defend the regress argument for foundationalism against Post’s objection that relevant forms of inferential justification are not transitive, Lydia McGrew and Timothy McGrew define a relation E of positive evidence, which, they contend, has the following features: It is a necessary condition for any inferential justification; it is transitive and irreflexive; and it enables both a strengthened regress argument proof against Post’s objection and an argument that nothing can ever appear in its own justificational ancestry. (...) In reply, we construct in their own terms both a counterexample to the would-be transitivity of E, and a related objection to their never-in-its-own-ancestry argument. We also rebut their rejection of certain counterexamples to the would-be transitivity of some forms of inferential justification. By doing so, and by questioning their transitivity claim for E, we aim to further the project of undermining the circularity arguments advanced by a zoo of skeptics, relativists, antirealists and internalists against realism and externalism. The paper highlights the dependence of the level of organizational trust on work ethic and aims to show that development of trust in organizations can be␣stimulated by raising the level of work ethic with organizational practices. Based on the framework by Kanungo, R. N. and A. M. Jaeger (1990, ‘Introduction: The Need for Indigenous Management In Developing Countries’, in A. M. Jaeger and R. N. Kanungo (eds.), Management in Developing Countries (Routledge, London), pp. 1–23), historical–cultural analysis of the Lithuanian context (...) is carried out. The country is chosen as an example of a post-socialist context where work ethic and trust in the society tended to be rather low. The authors discuss organizational practices, particularly the ones related to people management, which can facilitate development of work ethic, and thus, trust in organizations operating in a post-socialist context. The importance of a processual approach to the development of organizational trust and the ethical content of organizational practices, which are aimed at developing organizational trust is highlighted. This article analyzes a popular meme that has spread rapidly among Chinese internet users in the last few years, ‘garlic chives’ ( jiucai), as a self-mockery of the bio-economic subject in contemporary China. This metaphor refers to those ordinary Chinese people who are constantly lured to participate in all kinds of economic activities, but whose investments are destined to be consumed by the establishment. Through a close study of this popular meme and the social conditions from which it arises, this (...) article demonstrates two main features of the Chinese economic subject that supports the state’s economic sovereignty: the thriving of self-sufficient and rule-abiding individuals, and the quality of these individuals as hard working and capable of producing wealth on their own. This article offers a critique of PRC’s post-socialist governmentality, and it provides insights about the relation between the biological and the political in our complicated world order. (shrink)

John Post has argued that the traditional regress argument against nonfoundational justificatory structures does not go through because it depends on the false assumption that “justifies” is in general transitive. But, says Post, many significant justificatory relations are not transitive. The authors counter that there is an evidential relation essential to all inferential justification, regardless of specific inference form or degree of carried-over justificatory force, which is in general transitive. They respond to attempted counterexamples to transitivity brought by (...) Watkins and Salmon as well as to Post’s, arguing that none of these counterexamples apply to the relation they are describing. Given the revived transitivity assumption using this relation, the regress argument does indeed demonstrate the need for foundational stopping points in inferential justification. (shrink)

The article explores the location of Central and Eastern Europe in transnational feminist studies. Despite the acknowledgement of the situatedness of knowledge, feminist theorising nevertheless seems to continue to be organised around a limited number of central axes and internalised progress narratives. The authors argue that there is a pressing need for theories which can approach the near absence of Central and Eastern European perspectives from transnational feminist theorising, and challenge the limited number of discursive tropes associated with post- (...) class='Hi'>socialist Central and Eastern Europe – especially that of a ‘lag’, where difference is translated into a temporal distance. Instead, the authors suggest that a more inclusive vision of transnational feminist studies can be achieved by applying the decolonial framework to the post-socialist context, as explicated in the work of Madina Tlostanova. This essay examines theoretical arguments surrounding the use of post-colonial theory as a way to fill in the epistemological lacuna in the studies of post-socialism. It reviews the various streams of this theoretical development and employs Edward Said’s notion of “traveling theory” to demonstrate that theoretical claims made by proponents and opponents of this particular comparative perspective are historically, socially, and geographically situated, although not fixed. Disciplinary, national, and institutional affiliations, instead of theoretical justifications, are identified as important (...) factors in the propensity to accept or resist the introduction of post-colonial perspective on Central and Eastern Europe and the former Soviet Union. The essay concludes by acknowledging the potential usefulness as well as the limits of post-colonialism in the conceptualization of the post- socialist space. (shrink)

This paper analyzes post-Mao China as a complex risk society in which social, economic, and ecological risk syndromes pertaining to highly diverse levels and systems of development are manifested simultaneously. Complex risk society is a theoretical extension of Ulrich Beck’s thesis on risk society, focusing on complex developmental temporalities that are pervasively symptomatic of rapidly but asymmetrically developing political economies. In my earlier study, Korea was defined as a complex risk society in which risk syndromes of developed, undeveloped, and (...) compressively developing societies are concurrently generated. In the current study, post-Mao China is also analyzed as a complex risk society which is, in fact, more complex than Korea. Paradoxically, due to its explosive development in the post-Mao era which even dwarfs Korea, China is now confronted by all of its capitalist neighbour’s risk syndromes. Besides, due to its so-called gradual approach to reform, China is beset with a complicated mix of socialist and post-socialist syndromes of risks. Gradual reform is in practice a sort of peripatetic pluralism in economic and social reform for maximizing developmental utilities of all types of human, material, and institutional resources—a policy line inevitably accompanied by similarly plural sources and factors of social, economic, and ecological risks. The unprecedented temporal and systemic complexity in China’s risk structure has crucial implications for the country’s much deplored tendency for inequalities. In particular, class inequalities and regional disparities seem to be manifest in risk dimensions no less critically than in material dimensions. The state’s developmentalism alone is no solution for risk complexities or inequalities. (shrink)

The processes of post-socialist transformation, especially large-scale migration from Eastern Europe to the Western hemisphere, are creating an ‘expansion of space’ from the local to the supra-local. This process involves the expansion of personal-, familial- and friendship-based networking practices which acquire significance as transnational mobile livelihoods and as significant dimensions of urban dynamics in global cities like Chicago. What are the networks, attachments and social bonds of Eastern European migrants in Chicago? Ethnographic fieldwork conducted in Chicago in 2013 (...) among recent Lithuanian immigrants brought out the importance of a cultural identity of East European-ness involving contested loyalties and limited integration. While living locally, Lithuanian immigrants are expected both to be bound to the ethnic community and to be immersed in the multicultural life-style of the mega city. However the research has shown that livelihoods and social relations among ‘one’s own people’ are involved in trans-ethnic networks and that the bonds of intimacy and the alliances among ‘one’s own people’ run through homeland roots and patrimonial linkages rather than through the citizenship loyalties of the state (the United States and/or Lithuania). The circle of ‘one’s own people’ implies extensive reciprocity and social networking among ‘friends’ and co-workers based on ‘one’s own resourcefulness’ a kind of social capital. Thus, ‘sharing important acquaintances’ ought to involve ‘doing favours’ and livelihood experiences transplanted from oversees are practised in Chicago as ‘local’ life-styles and are used for transnational networking, securing in the process the social status of those involved. The study draws attention to the transfer of management theories and practices from traditional capitalist countries such as the USA and UK to post-socialist countries that are currently experiencing radical change as they seek to introduce market reforms. It is highlighted that the efficacy of this transfer of management theories and practices is, in part, dependent upon the extent to which work-related attitudes and values vary between traditional capitalist and former socialist contexts. We highlight that practices such (...) as Human Resource Management (HRM) and Organization Development (OD) are inextricably associated with conceptions surrounding culture and society, as well as to variables such as job satisfaction and organisational commitment. The main aim of this study is to compare various attitudes and values of employees in traditional capitalist countries and post-socialist countries. On the basis of the findings of an attitudinal survey of (N = 5914) workers in 15 countries we conclude that certain aspects of the attitudes and values of workers in post-socialist countries and traditional capitalist countries differ significantly. Specifically, these differences were found in respect of context-related and job-related attitudes, and also in relation to the importance that the respondents attached to the subject of ethics more generally. The implications of the study are discussed particularly in relation to the transfer of management theory and practices between traditional capitalist and post-socialist contexts. (shrink)

In the first part he argues that the ‘socialist societies’ were not societies in the modern sense but organized in the way of traditional community without (civil) society---with the absolute domination of politics over all spheres of societal activities, in which the only permitted (Communist) Party, mostly reduced to the power of the secretary general, used to decide over almost everything. The (...) psychic functional basis of socialism was happy consciousness and collective narcissism. In the second part the author warns that the realization of the “European way of Iife,” as a basic program of changes in Europe in 1989, was misunderstood because it was conceived as a fixed content and not as a procedure of attaining agreement. In the third part he concludes that nationalism and fervent religiosity, which predominate in several ex-socialist countries, are main obstacles of the transformation of the former socialism because of their exclusion of the different. This tends to continue the societyless community, filled with again absolutized (national or religious) contents, namely with new forms of collective narcissism. (shrink)
