This book presents the origins of Central and Eastern European phenomenology. It features chapters that explore the movement's development, its most important thinkers, and its theoretical and historical context. This collection examines such topics as the realism-idealism controversy, the status of descriptive psychology, the question of the phenomenological method, and the problem of the world. The chapters span the first decades of the development of phenomenology in Czechoslovakia, Poland, Romania, Russia, and Yugoslavia before World War II. The contributors (...) track the Brentanian heritage of the development. They show how this tradition inspired influential thinkers like Celms, Špet, Ingarden, Frank, Twardowski, Patočka, and others. The book also puts forward original investigations. Moreover it elaborates new accounts of the foundations of phenomenology. While the volume begins with the Brentanian heritage, it situates phenomenology in a dialogue with other important schools of thought of that time, including the Prague School and Lvov-Warsaw School of Logic. This collection highlights thinkers whose writings have had only a limited reception outside their home countries due to political and historical circumstances. It will help readers gain a better understanding of how the phenomenological movement developed beyond its start in Germany. Readers will also come to see how the phenomenological method resonated in different countries and led to new philosophical developments in ontology, epistemology, psychology, philosophy of culture, and philosophy of religion. Since 1989, clinical ethics consultation in form of hospital ethics committees was established in most of the transition countries of Central and Eastern Europe. Up to now, the similarities and differences between HECs in Central and Eastern Europe and their counterparts in the U.S. and Western Europe have not been determined. Through search in literature databases, we have identified studies that document the implementation of clinical ethics consultation in Central and Eastern Europe. These studies (...) have been analyzed under the following aspects: mode of establishment of HECs, character of consultation they provide, and their composition. The results show that HECs in the transition countries of Central and Eastern Europe differ from their western-European or U.S. counterparts with regard to these three aspects. HECs were established because of centrally imposed legal regulations. Little initiatives in this area were taken by medical professionals interested in resolving emerging ethical issues. HECs in the transition countries concentrate mostly on review of research protocols or resolution of administrative conflicts in healthcare institutions. Moreover, integration of non-professional third parties in the workings of HECs is often neglected. We argue that these differences can be attributed to the historical background and the role of medicine in these countries under the communist regime. Political and organizational structures of healthcare as well as education of healthcare staff during this period influenced current functioning of clinical ethics consultation in the transition countries. The idea of civil society is one of the oldest and most contested in Western political and sociological thought. Among the social sciences, anthropology has been the discipline that has prompted the boldest critiques of the concept. This paper argues that the “revival” of civil society in Central and Eastern Europe in one particular field—that of environmental activism—has been contingent with the outcomes of EU enlargement policies. I introduce the case study of one of the most complex and (...) contested transport development projects in Central Eastern Europe: the Budapest Ring Road. I maintain that within the EU enlargement project alternative forms of political power have been built from below and that they eventually come to compete with the state (and local governments) to influence decision-making processes. These forms, to be individuated in the emergence of environmental activism, take shape at local, state and transnational levels and aim, although often contradictorily, at restituting political agency under the condition of lowering public participation in decision-making processes. A review essay of key works and trends in the political thought of Central and Eastern Europe, before and after 1989. The topics examined include the nature of the 1989 velvet revolutions in the region, debates on civil society, democratization, the relationship between politics, economics, and culture, nationalism, legal reform, feminism, and “illiberal democracy.” The review essay concludes with an assessment of the most recent trends in the region.

The study aims at reconsidering the prerequisites and preconditions required in order to make interreligious communication possible. The issue is addressed within the broader framework of the debate surrounding ecumenism and "the peace of religions", making explicit reference to the particular case of Central and Eastern Europe. Particular attention is given to describing and interpreting the current stage of religious cohabitation (touching on the situation of post-communist countries), and to predicting the possible directions in which this will evolve, (...) as well as the potential mechanisms and triggers that might reconfigure the framework for discussion in the medium and long term. The possibility of interreligious communication is reappraised and re-examined by analysing several key-concepts in the dynamic of their relation and by referring to particular contexts: religion and ideology, spiritual and political authority, religious and spiritual leadership, gaze and authenticity, political system and religious education, religious minority and religious majority, ecumenism and "the peace of religions". This article examines the role of mainstream political participation in the quest for gender equitable citizenship as a measure of the attainment of democracy. Citizenship stands here as the appropriate measure for the implementation of women's rights as human rights. The article examines citizenship status through the prism of representation in mainstream politics in the context of democratisation in Central and Eastern Europe. Prior to European Union accession negotiations, gender was marginal on the political agenda in most countries (...) in the region. Indeed, what counts as 'political' had been narrowed to denote formal party and legislative politics alone. The contradiction between this definition and the discursive validation of civil society involvement is explored, both within the region and by international donor agencies and supranational governments such as the European Union. Some empirical evidence of the barriers hindering women's access to the public sphere of the polity is presented. Finally, strategies such as the introduction of quotas that are designed to overcome the factors curtailing women's capacity to become active citizens in the public sphere of politics are discussed. This report characterizes the state of affairs in the field of business ethics in Central and Eastern Europe. It reveals the major problems and challenges brought about by the profound reforms to these societies and economies. It also offers some results of surveys looking at public opinion on morals and ethics, as well as on current business practices. In order to give a complex picture, it presents brief lessons from the history of particular countries. The author, devoting the (...) most attention to the Czech Republic, tries to describe not only the development of business ethics in the theoretical arena but also the first steps taken by the business world itself. Niche parties have been increasingly successful during the last 30 years and have accordingly received a lot of scholarly attention. So far most of the focus has been on Green and radical right parties, and to a more limited extent, regional parties. In this paper I analyze the electoral fates and policy outcomes of another type of niche party, namely those focusing on anti-corruption, whose successes culminated during the 2000s. The study is limited to all new parties campaigning on the (...) issue of anti-corruption in Central and Eastern Europe since the fall of the Berlin wall and the questions to be answered are: To what extent are these parties successful in obtaining relevant positions in the government so that they are able to effectively fight corruption? What impact do they have on anti-corruption measures, thereby influencing the level of corruption? How successful are these parties in the elections that follow? In short, to what extent do anticorruption parties matter? Apart from electoral and governmental data, the analysis is based on the Freedom House Nation in Transit annual reports, in which one section deals with the efforts to curb corruption. The results are rather mixed, but indicate that the more influential positions the anti-corruption parties (ACPs) have in government, the better are their anti-corruption performances. That implies that they are serious and competent enough to tackle those issues, despite their newness and lack of experience. Not surprisingly, the incumbent ACPs fare worse than those in opposition in subsequent elections, but quite a few still remain popular. Finally, all but one party abandoned their anti-corruption rhetoric in their second election, which implies that anti-corruption is a different type of issue, compared to the ones used by previous niche parties. Business schools, and universities providing business education, from across the globe have increasingly engaged in responsible management education (RME), that is in embedding social, environmental and ethical topics in their teaching and research. However, we still do not fully understand the institutional pressures that have led to the adoption of RME, in particular concerning under-researched regions like Central and Eastern Europe (CEE). Hence, we undertook what is to our knowledge the most comprehensive study into the adoption (...) of RME in CEE to date (including 13 countries: Belarus, Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Russia, Slovenia and Ukraine). We find that, with regard to RME, isomorphic pressures seem to shape teaching and research in different ways, which suggests that the idea of a holistic approach to RME, promoted by, for example, the Principles of Responsible Management Education (PRME), needs to be revisited; rather, different trajectories of organizational engagement may emerge for each principle. As a contribution to institutional theory, we discuss how a highly fragmented organizational field—like RME with its multiple dimensions—impacts on notions of actor centrality, where actors achieve centrality with regard to some dimensions of the field but fail to do so for others. In particular, we found that the European Union holds centrality in the area of RME teaching, but not in RME research. Our findings thus suggest that the concept of field centrality needs further clarification. (shrink)

The most important voices concerning the changes now occurring in Central and Eastem Europe are those that come from within, for those voices are informed not only by indifferent data and objective reports, but by personal hopes, fears, desires and needs. Without careful consideration of what such voices say, judgment can only be sterile. Furthermore, policy decisions made without the benefit of the intemal perspective are likely to be flawed, and ineffectual. Policies won’t work if they do not take (...) into account the point of view of those who are supposed to be affected by them. There nevertheless remains an important role for outsiders to play in the discussion of the impact of political change on the future of philosophical thought, especially if the outside perspective can serve as a test of the internal view. This is a completely revised and updated second edition of Rights Before Courts (2005, paper edition 2008). This book carefully examines the most recent wave of the emergence and case law of activist constitutional courts: those that were set up after the fall of communism in Central and Eastern Europe. In contrast to most other analysts and scholars, the study does not take for granted that they are a "force for good" but rather subjects them to critical scrutiny (...) against a background of wide-ranging comparative and theoretical analysis of constitutional judicial review in the modern world. The new edition takes in new case law and constitutional developments in the decade since the first edition, including considering the recent disturbing disempowerment of the Hungarian Constitutional Court (which previously was probably the most powerful constitutional court in the world) resulting from the fundamental constitutional changes brought about by the Fidesz government. Interculturalism and multiculturalism have been the subject of university courses, seminars and international colloquia for two decades, producing a large literature which has become the basis for a general political debate about democracy in the US and Western Europe. These concepts are now central even in discussions about an Eastern Europe recently liberated from the communist yoke — especially in regions with large national minorities. Just mentioning them seems sufficient to resolve the age old problems of the struggles (...) between majority and minority in those regions. Is it legitimate to borrow such concepts? Can the same terms be used to describe the new migrations of people from the impoverished South or East to the rich West and those historical movements which resulted in the Europe of nations? Under communism, the symbolic potential of the body was multiplied in the mass gymnastic displays in order to portray the society as disciplined, strong, happy and beautiful and thus to legitimize its leadership. These gymnastic rituals followed the volkisch tradition of 19th-century mass gymnastics, which aimed at mobilization and homogenization of the `imagined community' of the nation. Behind the symbolic play of the mass gymnastics, there was, as Kracauer pointed out, a deeper relationship between modernity with its mode of production (...) and gymnastics with its mechanization of the body. The relation, however, was not a direct one, mass gymnastic displays were used to aestheticize the mass production and therefore to deny the very logic of instrumental rationality that both the gymnastics and the production were built upon. When Communism collapsed in Central and Eastern Europe women seemed to lose the control they had gained over their reproductive lives. Abortion rights became more limited as did access to childcare and maternity benefits. The authors argue that this picture conceals two key points. First, the effects of both Communism and post-Communism for women's reproductive lives need to be understood as byproducts of state initiatives geared towards the fulfilment of quite different political goals – and not attempts to (...) intervene in women's health and well-being per se. Second, these effects are very varied and cannot be attributed to a single cause. ‘Central and Eastern Europe’ comprises a whole range of political, ethnic and religious groupings, the result being that women's reproductive lives have been shaped within a diversity of political processes. Some women have faced pressures from the state to reproduce, some have lost the conditions necessary for them to continue paid work after childbirth, others have lost abortion rights. To understand these very different outcomes of post-Communism, this article looks beyond women's issues per se to unravel their role as symbolic resources which have been drawn upon in power struggles taking place in political arenas which exclude the majority of women. This argument is elaborated through empirical evidence from Poland, Serbia and East Germany. (shrink)

This paper examines the ability of countries in Central and Eastern Europe to ensure appropriate protection of research participants in the field of increasingly globalizing biomedical research. By applying an analytical framework for identifying gaps in policies and programs for human subjects protection to four countries of CEE—Belarus, Latvia, Lithuania, and Poland, substantial gaps in the scope and content of relevant policies and major impediments to program performance have been revealed. In these countries, public policies on the protection (...) of research participants lack consistency and reliable mechanisms for their implementation. Impediments to program performance most often relate to inadequacies in the national research ethics systems with regard to organizational structure, budgetary support, supervision, and training. The level of research ethics capacity varies from country to country and depends on socio-economic and political factors of post-communist transition. The breadth and depth of the problems identified suggest that the current level of protection for research participants in CEE might be inadequate to the challenges posed by the globalization of biomedical research. In CEE countries, there is a need for strengthening research ethics capacity through modification of relevant policies and improvement of program management. The differences among the countries call for further research on identifying the best approaches for filling the gaps in the policies and programs aimed at ensuring effective protection of research participants. ABSTRACTThe article recovers Henry Brailsford’s reflections on south-eastern and east-central Europe in a transformative period in international politics. Although the British journalist has been considered as key influence in the development of international relations in Britain, his commentary on the national questions in eastern Europe has remained relatively unexplored. The article argues that in response to the international politics of the Eastern Question and to concurrent imperial questions in Britain, Brailsford articulated an imperial anti-imperialist vision of (...) international order based on the support for local autonomy and self-government across eastern Europe and the colonial world. It then proceeds to chart his gradual distancing from the politics of self-determination during the Great War and argues that Brailsford’s international thought was influenced by a series of pragmatic considerations regarding the future of central and eastern Europe. The intricacies of Brailsford’s international thought offer an informative case-study of the symbiosis of liberal and socialist varieties of internationalism in early twentieth century Britain. He is chairman of the Professional & Technical Board at the (British) Institute of Quality Assurance and a coordinating editor of the quarterly Organisations & People. Marek Kucia is a social researcher operating his own research agency (which organised the Polish part of this exercise) and an academic teaching sociology, and conducting and co‐ordinating Central European Studies at the Jagiellonian University, Krakow. He studied political science, sociology and philosophy at Krakow and studied for his PhD at Oxford. He has also worked for Gallup, London, in opinion and market research. The twentieth century saw intensive intellectual exchange between Eastern and Central Europe and the West. Yet political and linguistic obstacles meant that many important trends in East and Central European thought and knowledge hardly registered i.

This article invites the view that the Europeanization of an antitotalitarian “collective memory” of communism reveals the emergence of a field of anticommunism. This transnational field is inextricably tied to the proliferation of state-sponsored and anticommunist memory institutes across Central and Eastern Europe (CEE), but cannot be treated as epiphenomenal to their propagation. The diffusion of bodies tasked with establishing the “true” history of communism reflects, first and foremost, a shift in the region’s approach to its past, one (...) driven by the right’s frustration over an allegedly pervasive influence of former communist cliques. Memory institutes spread as the CEE right progressively perceives their emphasis on research and public education as a safer alternative to botched lustration processes. However, the field of anticommunism extends beyond diffusion by seeking to leverage the European Union institutional apparatus to generate previously unavailable forms of symbolic capital for anticommunist narratives. This results in an entirely different challenge, which requires reconciling of disparate ideological and national interests. In this article, I illustrate some of these nationally diverse, but internationally converging, trajectories of communist extrication from the vantage point of its main exponents: theanticommunist memory entrepreneurs, who are invariably found at the helm of memory institutes.Inhabiting the space around the political, historiographic, and Eurocratic fields, anticommunist entrepreneurs weave a complex web of alliances that ultimately help produce an autonomous field of anticommunism. At the beginning of the 16 th century, Transylvania had been an officially Catholic land belonging to the Kingdom of Hungary and led by an elite consisting of three nations, the Hungarian nobles (increasingly referred to as the Hungarian nation), the Saxons and the Szeklers. However, the general population, deprived of any political power, consisted of Orthodox Romanians. In other words, in Transylvania the Latin West met the Byzantine Orient. The old Hungary fell apart between 1526 and 1541, its (...) class='Hi'>central regions taken by the Ottoman Empire, the west and the north by the Habsburgs, while the eastern part, Transylvania, became an autonomous principality under Ottoman suzerainty. At the same time, various Protestant trends made their presence felt among the leading nations, eventually crystallizing in the form of Lutheranism, Calvinism, and Unitarianism. In the space of three decades (1540–1570) these rival denominations gained legal status and joined Catholicism as the official religions of the country. Catholicism became a marginal denomination, deprived of assets and of its hierarchy. Under Protestant pressure, the Orthodox Romanians were still kept away from power. The last three decades of the century saw some attempts at Counterreformation and at a Catholic Reformation, at a time when the principality was once again led by a Catholic dynasty. In this context, new Catholic cultural (educational) models, supported by the Jesuits, were implemented in the existing Protestant and Orthodox context, in an often desperate attempt to reverse or at least balance the situation. In this respect, the Jesuit College of Cluj (today Cluj-Napoca, Romania), established in 1581, remains a most memorable episode, whose consequences can still be seen today. By resorting to education and learning, the college was meant to influence and alter the surrounding Protestant and Orthodox world. In fact, it became an interesting facet of the multicultural, multiethnic and multiconfessional character of Transylvania, a miniature Europe inhabited by Latin, Germanic, Finno-Ugrian, Slavic peoples etc., by Byzantines, Catholics and Protestants, by rightful citizens and “tolerated” inhabitants, by masters and servants, by privileged categories and by groups merely “allowed to exist”. The troubled events of those years have left us with a model of cohabitation based on both cooperation and rivalry that truly deserves consideration. (shrink)

The paper aims to analyze the scope of female leadership (deanship) at public and non-public law faculties in selected countries from the region of Central and Eastern Europe: Poland, Hungary, Czechia, Slovakia, Lithuania, Latvia, Estonia, Bulgaria, Romania, Slovenia, Croatia, Serbia, Kosovo, Bosnia and Hercegovina, Montenegro. The paper will explore the engagement of women in the administration of law schools operating within public (and non-public) schools (universities) across the region in the latest years. The paper aims to show the (...) number of female deanships at law faculties in the analyzed states. This analysis will be based on statistical data obtained from the available public sources (including national databases as well as the European Union resources) providing the number of female deans and vice-deans appointed or elected by the academia at all higher education institutions within the country. The initial hypothesis states that gender inequality has been present in the deanship of analyzed law schools and reflects general trends in gender equality in Europe. Comprehensive analysis of the central and eastern European states will allow formulating the key conclusions and answering the following research questions concerning the differences in the numbers of women on the key positions within the law faculties in terms of public versus non-public institutions and in the light of the general gender equality trends in the continent. The article introduces a special section about history of science in Central and Eastern Europe before and after the fall of Communism, and sketches a conceptual framework within which the three papers in the section can be understood together. This introduction provides information about the workshop from which the papers were recruited, and continues with more general considerations on the nationalization of scientific knowledge in the territories of the Habsburg empire and its successor states. Post-communist East-Central Europe is witnessing a clash of memories focused on its recent past. Whereas Western memory is constructed around the “politics of regret” and responsibility-assumption vis-à-vis the Holocaust, Eastern memory focuses to a large extent on responsibility-attribution for the trauma of communist rule. These are comparable traumatic experiences, but due to different “cognitive mapping” and different mnemonic social frameworks, Eastern memory has produced a post-mnemonic framework that allows for a creeping justification of interwar Radical Right ideologies; (...) for the transmogrification some of their standard-bearers into anti-communist heroes and martyrs; and the obfuscation World War II history. In some countries, religion and its past representatives are used for the same purpose. (shrink)

This work traces the evolution of Jewish representation(s) of Europe since the Emancipation, focusing on the cultural image of Europe among the Eastern-European Jewish intelligentsia, in relation with the process of building a modern, national Jewish identity. The author mentions the idea of “abandoning” Europe which occured in the Zionist ideology and in the post-Holocaust Israeli public discourse due to the impact of modern political antisemitism, and to the influence of the European national ideologies. This study discusses the new (...) tendencies of the Israeli society and culture to “rediscover” Europe and to re-build the cultural and spiritual bridges between Israel and the postcommunist Eastern Europe. Outlined in their recent books, the perspectives of two outstanding Israeli writers, such as Amos Oz and Aharon Appelfeld, are used, here, to exemplify this new approach. (shrink)

This volume examines the property transformations in post-communist Central Eastern Europe (CEE) and focuses on the role of restitution and privatisation in such transformations. It argues that the theorisation of 'restitution' in post-communist CEE is incomplete in the transitional justice scholarship and in the literature on correction of historical wrongs. The book also argues that, for a more complete theorisation of (post-communist) restitution, the transformations of property in post-communist societies ought to be studied in a more holistic way. The main legal vehicles used for such transformations, privatisation and restitution, should not be studied separately and in abstract, but in their reciprocal relationship, and in connection to the dimension of justice which each could achieve. Given the current concern in the Soviet Union and East Europe to emancipate public education from its Stalinist past, it is understandable that educators have called for the “humanizing” of education. Yet “humanization” is a none too clear idea and must be approached, I propose, through its opposite: dehumanization. Dehumanization, itself, can be understood as the denial of the dignity of the individual — a cardinal principle of the philosophies that comprise classical and contemporary liberal theory. This principle (...) of the dignity of the individual in turn implies duties for the liberal democratic state to treat all citizens (and for all citizens to treat each other) with equal respect as ends in themselves and equally as choosers of ends, as being, at least in principle, capable of choosing and acting on the ultimate ends in their own lives and as potential “sayers of great words and doers of great deeds” in the common public enterprise. Now in claiming that the principle of the dignity of the individual is central to an understanding of a just and humane society, we do not thereby commit ourselves to those doctrines long associated with liberalism, viz., ontological and moral individualism. The form of political, or united-reformed, liberalism argued for in this paper is clearly compatible with strong forms of community, even authoritarian types of community insofar as they do not transgress the principle of the dignity of the individual as regards informed choice. As decidedly non-perfectionist and agnostic about ultimate goods (tempered by the ban on all public forms of dehumanizing behavior and treatment), this form of political liberalism is neither individualistic nor communitarian, neither capitalist nor socialist (though the state is not indifferent to their fortunes). This rendering of the liberal democratic state sets the requirements for a deep and thorough political education that goes well beyond any familiar example today. In seeking to develop, to “humanize” individuals for a world of thought and action in the common public enterprise, political education — the premier form of education — in a liberal democratic state seeks to develop individuals who are theoretically informed and practically wise — thus the emphasis on the development of rationality in all of its forms. Moreover, despite the formal agnosticism of the state concerning ultimate human ends, a political education requires deep student exposure to and critical assessment of religion, possible ways of life, and those views of the human good that humans throughout history have found worthy of pursuit. And this even if it means that students will come to reject the principle of the dignity of the individual. (shrink)

During the last two decades, the intra-industry trade between western companies and former socialist enterprises in Central and Eastern Europe gradually shifted from the subcontracting of marginal operations such as final assembly to the outsourcing of products and intermediate inputs. To further enhance their competitiveness, firms in Central and Eastern Europe have yet to take one more step forward: integrate services with manufacturing. Developing such capabilities hinges, aside from intensive training and learning on the existence of (...) functional interactive knowledgebased innovation systems. Whereas Central and East European economies exhibit conspicuous weaknesses in this last respect, they still possess a countervailing advantage that is apt to lure foreign investors into the region: lower wage rates relative to western countries across all industries and skill levels. Offshoring therefore seems to be the most appropriate means to reconcile the two sides of the coin. (shrink)

Jacob Böhme (1575–1624) has been recognized as one of the internationally most influential German authors of the Early Modern period. Even today, his writings continue to impact fields as diverse as literature, philosophy, religion and art. Yet Böhme and his reception remain understudied. As a lay author, his works were often suppressed and circulated underground. Borrowing Böhme’s idea of “three worlds” or planes of existence, this volume traces the transmission of his thought through three stations: from his first underground readers (...) in Central and Eastern Europe, to the Netherlands, where most of his writings were first published, to Britain, where early translations made him a popular author for generations to come. Drawing on the work of both established and younger researchers from around the world, this volume charts new territory. It fills many lacunae and reveals a number of exciting discoveries, especially regarding the production and diffusion of manuscripts and previously overlooked sites of engagement. This book will be of interest to a wide range of scholars interested in the development of philosophical, religious, literary and artistic thought from the 17th century to the present day. (shrink)
