Students of the `long' McCarthy period in the United States – fromthe late 1940s through the 1950s – have paid inadequate attentionto the effects of this oppressive time upon science. Visa andpassport denials, loyalty oaths, security investigations, andother problems placed in the paths of scientists no doubthindered science. But they also increased the political maturityof its practitioners, a fact of which recent events make usparticularly aware.

ArgumentThe heuristic value of evolutionary biology for economics is still much under debate. We suggest that in addition to analytical considerations, socio-cultural values can well be at stake in this issue. To demonstrate it, we use a historical case and focus on the criticism of biological analogies in the theory of the firm formulated by economist Edith Penrose in postwar United States. We find that in addition to the analytical arguments developed in her paper, she perceived that biological analogies were (...) suspect of a conservative bias – as in social Darwinism. We explain this perception by documenting the broader context of Edith Penrose's personal and professional evolution, from her student days at Berkeley to her defense of Owen Lattimore against McCarthyism. We conclude that in the case under study at least, science and values were certainly intertwined in accounting for her skepticism towards biological analogies – insight we develop in the conclusion about today's relationships between biology and economics. The Sokal Affair created a huge debate in France in past years, about the social sciences, scientificity, and postmodernism. It was initiated with a “hoax article,” a false postmodern article published by Allan Sokal in the U.S. review Social Text, and a book copublished with Jean Bricmont, where the authors denounce the abusive borrowings of words and concepts from physics or biology by famous intellectuals such as Derrida, Kristeva, Virilio, Debray, and Latour. Founded on May 14, 1939 by John Dewey and Sidney Hook, the Committee for Cultural Freedom (CCF) has been acknowledged as the most formidable anti-Stalinist liberal organization. Its first public statement of principles endeavored to demarcate the salient incommensurable conflict between democratic and totalitarian societies. The Philippine government has been relentless in its counterinsurgency campaigns. From the colonial wars that vilified as insurgents and bandits the honored heroes of today, up to the anti-communist and anti-secessionist civil and military efforts of the postcolonial regimes, these campaigns have not only rolled out large state resources but also cost lives of innocent civilians. Patterned after the United States (US) of America’s principle of low-intensity conflict aimed at countering Marxist and anti-imperialist movements (Reed 1986), counterinsurgency campaigns have unleashed (...) a warfare that indiscriminately target its supposed opponents, including unarmed activists. In 2007, the United Nations Special Rapporteur Philip Alston examined the horrible political situation of the Philippines – characterized by political killings, abductions, and tortures – and identified how state elements, under the blanket protection of waging a counterinsurgency campaign, were responsible for the political repressions then (Sales 2009). Today, under the murderous Duterte regime, the counterinsurgency campaign has reached an unprecedented level of ferocity as it is waged through a militarist whole-ofnation approach composed by multi-level government and multi-agency responses. -/- Being greatly influenced by the US, counterinsurgency campaigns in the Philippines follow the paranoiac and hysterical communist witch-hunt of McCarthyism (Hutchins-Viroux 2008). The hysteria’s contemporary and local expression is the phenomenon called red- or terror-tagging.1 Terror-tagging is the systematic process of maliciously naming or identifying an individual or group as a communist and/or terrorist by its association with a supposed communist and/or terrorist group. Being a systematic process, it is initiated and sustained by state elements with the view of maligning or defaming political activists. Terror-tagging is aimed against activists, dissenters, and even the political opposition. The social activist Rhoda Dalang (2014) has noted how terror-tagging has been deployed by the Philippine state in its counterinsurgency efforts, from the Marcos up to the then Aquino regime. And until the previous Duterte regime, yet with increased intensity and fatality, terror-tagging continued to defame and liquidate activists. As terror-tagging has not received enough academic attention, this chapter aims to fill this gap by providing a preliminary analysis of it. The chapter will be doing a critical discourse analysis. It will take off from a revealing study done by Don Kevin Hapal and Raisa Serafica of Rappler, a media outlet in the Philippines. Through a separate discourse analysis of Facebook posts of the National Task Force to End Local Communist Armed Conflict (NTFELCAC),2 the chapter will also identify aspects of terror-tagging. The discussion will further be theorized using the Marxist analysis of the State and informed by interviews of Atty. Maria Sol Taule and Cristina Palabay. They are both human rights workers who have worked with terror-tagged activists and are themselves subjected to terror-tagging. (shrink)

The possibility that the political pressures of the McCarthy era might have skewed the development of the discipline has rarely been addressed in the subsequent half century. Why was silence maintained for so long? And what happens, McCumber asks, when political events and pressures go beyond interfering with individual careers to influence the nature of a discipline itself?

'People are my landscape', Isaiah Berlin liked to say, and nowhere is the truth of this observation more evident than in his letters. He is a fascinated watcher of human beings in all their variety, and revels in describing them to his many correspondents. His letters combine ironic social comedy and a passionate concern for individual freedom. His interpretation of political events, historical and contemporary, and his views on how life should be lived, are always grounded in the personal, and (...) his fiercest condemnation is reserved for purveyors of grand abstract theories that ignore what people are really like. This second volume of Berlin's letters takes up the story when, after war service in the United States, he returns to life as an Oxford don. As Einstein’s portrait comes increasingly to resemble an icon, we lose more than detail—his writings and actions lose all reference. This is as true for his physics as it is for his philosophy and his politics; the best of recent work aims to remove Einstein’s interventions from the abstract sphere of Delphic pronouncements and to insert them in the stream of real events, real arguments. Politically, this means attending to McCarthyism, Paul Robeson, the Arab–Israeli conflict. Philosophically, it means tying (...) his concerns, for example, to late nineteenth‐century neo‐Kantian debates and to his own struggles inside science. 1. The most original discovery in Beauvoir’s book is one more Columbus’s egg, namely that it is far from evident that a woman is a woman. That is, she discovers that a woman is the result of a process that made so that she is like she is. The paper discusses two aspects of the so-to-say ‘ideology’ inspiring the work. The first is its ideology in the proper, Marxian sense. My claim is that the work still pays a heavy price (...) to the dominating ideology. It leaves still too much unquestionedof what was assumed at the time to be obvious, necessary, and unchanging. This ballast depends firstly on the inherited prevailing climate of opinion, corresponding to a situation of alienation, producing two distorted views of the male and female gender. On the other hand, it depends on an unquestioned legacy from the modern episteme (in Foucault’s sense of the word) carrying presupposed Cartesian dualism. The other side of the work’s ideology, that is, the positive program presented or better the utopia it formulates is less innovative than it could be, In a few passages, where she seems to make use of suggestions from Merleau-Ponty, she points at a view where the bodily and emotional dimension is rescued from its negation in the male-dominated Capitalist society. Still, these suggestions are forgotten in the bulk of the work. -/- 2. The making of a philosophical work does not depend just on the kind of philosophical influences behind it. A book is also the product of an author with a story living in one society at a given time of social history. In this case, the book was written in the afterwar time when women were pushed back home again from the wartime labor market and when several of the goals reached by the first phase of feminist movements had gone lost in several European countries under Fascist or semi-fascist regimes and were being eroded in America by the reactionary climate of McCarthyism. It was a book written by an intellectual young woman in almost total isolation. These circumstances account for some more naïve suggestions from work: for ex., the idea that the alternative to the strategy once adopted by nineteenth-century emancipationist movements should be an individual inner process of transformation confined within the boundaries of one woman’s consciousness, or also, the idea that the goal of women’s liberation should be to bring all women to a condition similar of Simone de Beauvoir herself who, as an educated woman, earning her life by her work, and living in an allegedly equal state with an enlightened man (Jean-Paul Sartre!) in a relationship free from constraints (an unmarried couple!), was already exemplifying what a liberated woman’s life would be. -/- 3. The reconstruction of the idea of femininity is still the most fruitful part of the work. It rejects the notion of femininity as an essence depending on biology or other factors and explores the making of this image as a result of a condition made of the social and economic state of affairs but as revived and actively mirrored through and by the consciousness of the very subjects suffering an oppressive situation. And the main novelty is the ‘discovery’ of asymmetry between the self-image of the male and the (self)-image of the woman, an asymmetry depending on the fact that the woman sees herself through the other’s eyes. -/- 4. Later feminist writers such as Shulamit Firestone remarked that 'The Second Sex' heavily depended on several key-ideas from Sartre existential ontology. One crucial aspect is accepting the mind-body dualistic framework without any suspicion that such dualism could have been itself a projection of the basic experience of the male-female duality. I suggest that the philosophical legacy inherited from Sartre is on occasion an asset for Beauvoir’s innovative existential analysis of the feminine ‘condition,’ but on several occasions, it creates unnecessary obstacles for her project of a new comprehension of the feminine ‘situation,’ aimed at rescuing women from an 'inauthentic' self-definition. -/- 5. The first among these poisoned gifts is Sartre’s idea of the individual as pure freedom and project. Merleau-Ponty’s criticism is well-known: Sartre draws a picture of the world as containing no more than ‘human beings and things,’ thus denying any substance to social relations, institutions, and culture. -/- 6. The second is Sartre’s reconstruction of dialectics, understood as dialectics without synthesis. This is an enlightening tool when used to describe conflicts, in so far as it accounts for the emergence of the ‘other’ as what is excluded. Besides, Beauvoir falls back into the trap of grounding claims of equality between men and women on the assumption that biological differences are of limited relevance. McCumber does not sustain with evidence his claims about the role of McCarthyism in the triumph of analytical philosophy. A balanced history would attend to other considerations potentially relevant to that triumph, including the connection between Anglo-Protestant cultural hegemony in the United States and the styles of philosophy — especially metaphysics and normative ethics — repudiated by the analytical philosophers. The crucial transition in the professional culture of philosophy in the United States is not that from pragmatism to logical (...) empiricism and ordinary language philosophy, but from philosophy that was engaged with Christianity to philosophy that was not. The conventional view is that analytic philosophy has dominated American philosophy departments since 1950 and that continental philosophy and pragmatism have been marginalized almost out of existence due to philosophical inferiority or McCarthyist persecution. But a precise historical treatment of transformations in the field shows that this is, in fact, the golden age of continental philosophy and pragmatist scholarship, that McCarthyism had nothing to do with pragmatism’s fall from dominance, and that the shape of the field depends more on (...) larger academic-historical trends. The great critic Peter Viereck, in a volume that both reproduces an earlier effort and presents an entirely new work on the intersection of history and literature, offers a biting critique of the American desire for normalcy that leads to a culture of the surrender of personality. In contrast to this voluntary thought control process is the unadjusted person. Cast in the mold of great individualists from Thomas More to Friedrich Nietzsche, such a person responds to fundamental values of conscience (...) rather than conformity built exclusively on ego gratification and icon worship. Viereck's book is a stinging critique of the liberal presumption of a monopoly in critical thought. He argues to the contrary, that most varieties of liberal expression offer little else than the common platitude dressed up as critique. In such a cultural environment, conservatism is the skeleton in the liberal closet. The virtue of conservatism is that in its very stress on liberty as dependent on tradition and law, it permits the human being an opportunity to test all transient things by the touchstone of all lasting ideas. Unadjusted Man cuts deep and in many directions: against left totalitarian regimes of Europe and right wannabes like McCarthyism in America. For Viereck, the art of conserving is not an embrace of utopias to come or empires that were, but retaining the sense of individuality over against the senselessness of the "massman." Civil liberties in this approach are a right to non-conspiratorial dissent informed by fundamental values. The new material is presented unabashedly--without an attempt to rewrite personal history, and with an admission that not every prediction made in the original edition has come to fruition. That said, the underlying themes of the original are not so much repeated as expanded upon. For those seeking a work in the classic mold of conservatism, rather than the strident reactionary views that have come to dominate much of the conservative dialogue, this will be a special book, a special entrance to the mind of a great figure in American culture wars of present as well as past. This question lies behind the contemporary academic issue of historicism and the public "culture wars" that (...) broke out in the late 1980s, but it was asked by Raymond Williams in the late 1950s and by German and French intellectuals of the 1930s. For the purposes of the present argument I shall distinguish between three broad phases in the responses of those who have taken the inquiry up most actively. Each phase began with what were perceived as crises or turning-points in the humanities corresponding to watersheds in wider history. The first and most profound began after the global crisis of 1929-33 and continued through the global wars that followed. A second began in the mid-1950s after McCarthyism, the consolidation of the Cold War and the Soviet invasion of Hungary. A third phase began in the mid-1970s, after the events of 1968 brought on the extended period of social unrest which found one important epicenter in the universities themselves and which broke out again in the more civilized form of the culture wars already mentioned.Most discussions of historicism do not engage directly with the practice of history. The second half of the paper will therefore ask what the theoretical account offered in the first half means for historical research that starts from past texts, and will include as one of its practical examples a case-study in the modern intellectual history offered in outline below. [End Page 489] Literary Histories of Ideas After the First World War an intellectual revolt took place against the isolation of aesthetic experience in the European tradition. It was led in England and America by teachers who wanted to establish that the general critical intelligence acquired in English literary studies could be applied in extra-literary fields from anthropology to social psychology. In England, English literature as a single discipline was to be the "liaison field of study"; in America it fell to pre-professional literary education in general. 1 The common project was to use refined literary experience of texts as the base from which to conduct value-laden, historically informed analysis of the contemporary problems of interwar European and American society, of western culture and civilization. 2 As consolidated in English intellectual culture between the pre-war and immediate post-war period this has been dubbed the moment of Scrutiny, the influential literary periodical headed by F. R. Leavis. In American intellectual culture it might well be dubbed the moment of Partisan Review, an equally influential periodical whose leading literary critic was Lionel Trilling. 3Leavis's at once dissident and élitist literary criticism concealed a sociology designed to salvage the humane culture of an earlier England from amidst the decay of mass civilization. 4 Trilling used European culture to critique what he perceived to be the superficiality of modern American civilization and literature. His criticism became the Ellis Island of intellectual life, the product of an immigrant culture desirous of assimilation by means of high culture to an American society whose better values were formed by the European canon. 5 For both, then, distinctive histories of society and social change, culture and cultural change were central to the enterprise of criticism. 6 Culture in their hands was a value-laden English or European way of life that shaped and was shaped by the highest artistic consciousness. As such, it carried a new awareness of alienation and repression in the midst of modern society or civilization. The aesthetic critical sense of a Leavis or a Trilling was now a sense of past and present cultural and social life. This quotation also sums up one chapter of the book, the stated purpose of which is to draw the "battle-line" in the "war" between the egalitarian Left and American Conservatism. In the chapter on McCarthyism, it is alleged that Constitutional guarantees of free speech do not extend to freedom of thought. In the discussions of Locke and of Mill, we are occasionally reminded that the author was (...) once regarded primarily as a scholar. The trial of Galileo by the Inquisition in 1633 is a classic episode that invites continual reinterpretation and reevaluation for all sorts of reasons. Karl yon Gebler's Galileoand the Roman Curia (1879) was partly a response to the availability of new documents; Giorgio de Santillana's Crime of Galileo (1955) was partly meant to shed light on the phenomenon of McCarthyism; Arthur Koestler's Sleepwalkers (1959) was partly intended to come to terms with the crisis of secularism; Jerome Langford's Galileo, Science, and the Church (1966) was partly an updating of the apologetic interpretation; Stillman Drake's Galileo(198o) was partly a personal synthesis of his and others' recent contributions to scholarship. Such reappraisals perform a valuable function, and so one welcomes this translation of a 1983 Italian book, for it advances a radically new interpretation. Redondi was motivated by his accidental discovery of a document in the Roman Archiv.es of the Congregation for the Doctrine of the Faith--the current name of the Inquisition. The document is an anonymous complaint about Galileo's Assayer(1623). The complaint is that this book advances an atomic theory of matter, that this theory conflicts with the Catholic doctrine of the Eucharist, and that therefore the book is heretical. The specific element of atomism that worries the writer is the distinction between primary and secondary qualities, including the thesis that secondary qualities do not really exist in the object but only in the subject. The doctrine of the Eucharist asserts that the consecration of bread and wine (which occurs during mass) involves the miracle of transubstantiation: the bread and wine retain all their accidental qualities, but their substance changes into the body and blood of Jesus Christ. The conflict is that atomism would make transubstantiation impossible, for all accidental qualities of bread and wine are sensory manifestations of their atoms. Thus, if the qualities do not change, neither do the atoms. But if the atoms do not change, neither does the substance. This complaint is anonymous only in the sense that the document lacks a signature, and there is no other way for us to know the identity of the author. But the complaint is written in the form of a letter to an authoritative churchman, and the author asks the addressee to let him know whether his accusation is correct and what action should be taken about the matter. Thus, it is obvious that the plaintiff was known to the addressee. BOOK REVIEWS 131 Normally such a discovery would lead one to search the archives in question to learn from other documents as much relevant information as possible: not only the identity of the letter's author and addressee, but its date, its repercussions, and so on. But the Roman Archives of the Inquisition are, understandably, not generally open to scholars. Redondi himself had been granted a rare privilege by being allowed to consult some specific manuscripts in connection with his project which, though related, did not involve Galileo's trial as such. Therefore, in the excitement of his discovery, Redondi did the next best thing he could do. He was led to the following. According to Redondi, the complaint's author was Orazio Grassi, a Jesuit with whom Galileo had a bitter dispute about comets, which occasioned The Assayer, among other works.
