The Norwegian National Committee for Research Ethics inScience and Technology (NENT), collaborating with The NorwegianFisherman''s Association and The Research Council of Norway,started in 1999 a project aiming at an ethical assessment of Norwegian fisheries for the year 2020. The project was to preparethe ground for ethical debate in and of the fishery sector inview of pending important decisions on long term strategies. Thispaper has its focus on the method used for achieving these aims,rather than the substantive results concerning the (...) fisheries. Amethod was developed for this purpose, called the ethicalscenario process. This included the construction of scenarios forthe future of Norwegian fisheries, using an ethical matrix for evaluating strategies, and organizing a ``value workshop'''' whereparticipants from different stakeholder groups came together todo ethical evaluations. The positive achievements and theshortcomings of this method are discussed in this paper. The useof an ethical matrix was meant to combine a participatory approachwith insights from theoretical ethics. The project revealedinherent tensions between these two objectives. Possible ways ofdealing with this tension are indicated, but in general a goodgrasp of the socio-political context might be the best guardianagainst the possible pitfalls involved in such an approach. The Department of Fisheries and Wildlife Sciences (FWS) graduate program at Virginia Tech held a student-led, discussion-based, 9-week seminar in the philosophy of science during the fall 1999 semester. This seminar presented the sociologist of science with the opportunity to investigate questions such as, How does a contemporary scientific discipline use the philosophy of science? What do scientists hope to gain from an understanding of demarcation issues? And how do they perceive themselves as a science? Issues of demarcation between (...) science and pseudo-science are prevalent in FWS. The role of public funding is at the forefront of the department’s concerns, as governmental agencies are responsible, to a dominant degree, for funding research that the public assumes will benefit them. Thus, the concerns of the department are of utility, or the perception thereof. An investigation of the sort proposed here is practical yet restrictive. The topics are preselected and noncomprehensive because the seminar organizers in FWS chose select readings pertinent to their discipline. Discussions revolved around such topics as the definition of science, methodology, credibility, specialization within FWS, the value (or lack thereof) of theory in FWS, the manager-scientist distinction, and the use of models. The intent of this article is to provide a brief ethnographic view of the seminar. It will review some of the seminar topics and relate them to the broader issue of scientific self-definition and the concept of science as a social mechanism. It is not an evaluative article about FWS but a descriptive article about how a scientific discipline regards itself. (shrink)

International agencies have contributed significantly to the promotion of capital-intensive fisheries development programs in many Third World nations. Activities of both bilateral and multilateral development assistance agencies are examined and shown to have certain common features, notably production-oriented programs typified by the introduction of powerful new fishing technologies, and the promotion of fishery exports as a means of increasing foreign exchange earnings. The argument is advanced that these programs have been largely detrimental to the best interests of recipient nations (...) because they have ignored both resource limitations and the distributional consequences of such development.Fisheries development programs in the Third World are seen as being shaped by a convergence of institutional and class interests between national and international agencies. The perspective of political economy is used to examine these interests and explain their relation to policy outcomes. Evidence is presented to show that international agencies have contributed to dualistic patterns of industry growth which have skewed development benefits towards a narrow urban elite. Rural small-scale fishers have been increasingly marginalized as a result of their inability to compete over a limited and, in some cases, depleted resource.Fisheries development and resource management need to be seen as complementary aspects of a single process rather than as separate activities. Central to fisheries management is the question of resource allocation between competing users. Suggestions are offered by which international development agencies can play an important role in encouraging resource use patterns which are both biologically sustainable and socially just. : An open-ended questionnaire elicited concepts of virtue and duty, and ethical language and priorities from commercial fishers and residents of ports in the Republic of Ireland. Respondents came from viable and stressed fisheries and from nontraditional and traditional natural resources communities (including one in Gaeltacht). In reporting the characteristics of a "good" fisher, viable fisheries emphasized virtues such as work ethic, respect for the crew, and respect for the sea. The responses from stressed fisheries materialized virtue, (...) and decreased emphasis on interpersonal relationships while increasing emphasis on owning a large vessel, investing, and being greedy. Most noble actions primarily concerned rescues and sharing equipment and time in difficult circumstances. Worst actions concerned physical damage to gear, persons, or to the marine environment. Respondents personified the sea, and used similar vocabulary to express care for people and for marine organisms. Although respondents from all communities thought over-fishing and illegal fishing were threats to the fishery, respondents from viable fisheries were more likely to believe they could take personal conservation action to protect the fishery, while those from stressed fisheries despaired of personal protective action and believed that nothing could be done, or that excluding the foreign fleets was necessary for Irish fisheries to recover. European Community policies often conflict with the norms of traditional, artisanal fishers. (shrink)

Abstract This work is about the viability domain corresponding to a model of fisheries management. The dynamic is subject of two constraints. The biological constraint ensures the stock perennity where as the economic one ensures a minimum income for the fleets. Using the mathematical concept of viability kernel, we find out a viability domain which simultaneously enables the fleets to exploit the resource, to ensure a minimum income and stock perennity. Marine ecosystems are in serious troubles globally, largely due to the failures of fishery resources management. To restore and conserve fishery ecosystems, we need new and effective governance systems urgently. This research focuses on fisheries management in ancient China. We found that from 5,000 years ago till early modern era, Chinese ancestors had been constantly enthusiastic about sustainable utilization of fisheries resources and natural balance of fishery development. They developed numerous rigorous policies and regulations to guide people to (...) act on natural laws. Being detailed and scientific, the legal systems had gained gratifying enforcement, due to official efforts and folks’ voluntary participation in resource management. In-depth analyses show that people’s consciousness of ecological conservation was derived from the edification of kinds of ancient eco-ethical wisdom, such as totemism, nature worship, Zhou Yi , Taoism, Buddhism, Confucianism, Mohism, etc. All this Chinese classical wisdom have the same cores: “Nature and Man in One” spirit, frugality and “All things are equal” concept. The findings show that eco-ethical thinking is never inconsistent with social ethic systems, and it’s of great importance to give legal effect to usual ecological moral claims and eco-ethical requirements of the public in protecting the environment. The eco-ethical wisdom is efficient in assisting and urging people to fulfill humans’ obligation for nature. Finally, it’s believed that present world fisheries management will benefit a lot from all these ancient Chinese thoughts and practices. People are expected to make the most of the eco-ethical wisdom, strengthen fishery legislation and fully stimulate their voluntary participation in both marine fishery resources conservation and fishery cyclic economy. This work presents a stock/effort model describing both harvested fish population and fishing effort dynamics. The fishing effort dynamic is controlled by investment which corresponds to the revenue proportion generated by the activity. The dynamics are subject to a set of economic and biological state constraints. The analytical study focuses on the compatibility between state constraints and controlled dynamics. By using the mathematical concept of viability kernel, we reveal situations and management options that guarantee a sustainable system.

We study the viability domains of bio-economic constraints for fishing model of hermaphrodite population, displaying three stages, juvenile, female and male. The dynamic of this model is subject to two constraints: an ecological constraint ensuring the stock perennity, and an economic constraint ensuring a minimum revenue for fishermen. Using viability kernel, we find out a viability domain which simultaneously guarantees a minimum stock level and a minimum income for fleets.

The global seafood industry is a vital source of food, income, livelihoods, and culture. Seafood demand is steadily rising due to growth in the global human population, affluence, and per capita consumption. Seafood supply is also growing, despite declining wild fish stocks, with phenomenal advances in aquaculture, that is, the cultivation of aquatic organisms. Aquaculture supplied 42 % of the world’s fish in 2012 and is forecast to eclipse capture fisheries production by 2030. The balance between these two seafood (...) production systems has profound implications for global food security, income distribution, and ecological sustainability. Here, a qualitative analysis of the ethics and sustainability of capture fisheries and aquaculture is presented. An innovative practical ethics approach is introduced which adapts the ethical matrix, a conceptual tool for analyzing the wellbeing, autonomy, and justice of different interest groups, and Rapfish, a rapid appraisal technique used to evaluate the sustainability of fisheries along six performance modalities, including ethics. Using case studies of global large- and small-scale capture fisheries and generalized carnivorous and omnivorous aquaculture systems, I show that human institutions and social actors interact in complex governance processes to influence seafood ethics and sustainability. Fish stocks, as common pool resources, are more and more managed by giving fishermen exclusive access rights as Individual Transferable Quotas (ITQ). These have been widely discussed, with focus on social, economic and ecological issues. While equity aspects have been of great concern, there is very limited analysis about how to assess issues of equity and fair distribution when introducing ITQs. This paper applies an existing framework for assessing equity in resource use systems to tradable quota systems in fisheries. (...) The framework defines the perspectives of distributive fairness, the stakeholders who are bound by fair practice rules, and instruments of fairness, and identifies metrics to assess equity in practice. We assess if the framework provides practical guidance for evaluating whether a given ITQ system operates under an equitable framework programme. (shrink)

This paper reviews development research and policies on freshwater fish in South and Southeast Asia. We conduct a systematic review of academic literature from three major science-based policy institutions to analyze development research and policies that have accompanied the ongoing transition from freshwater capture fisheries to aquaculture in the region. Using a ‘food fish system’ framework allows for the identification and systematic comparison of assumptions underpinning dominant development policies. We analyze the interrelations between the production, provisioning, and consumption of (...) wild and farmed fish and demonstrate a shift toward food fish systems thinking in the sampled literature. We discuss gaps and weaknesses in the literature, as identified through the application of the food fish systems framework and present an agenda for future research aimed at securing the potential of fish as food. The developments along the Mekong River, including in Cambodia, have boomed. There were 755 dams. Of these, 537 have been completed, and 152 have been planned or proposed. Of these, 52 were under construction, and 14 have been canceled or suspended. Of these dams, 392 were hydropower, 337 were irrigation, and 26 were other types (CGIAR, 2015). Even though some officials saw economic development as a result of the hydropower dam, the negative impacts of hydropower dams were seen by many (...) local experts and NGOs. The negative impacts include reduced fishing stocks and exacerbated socio-economic issues (Asia and the Pacific Policy Society, 2022). Experts have conducted some research on ecosystems and livelihoods, but there has been a lack of studies conducted by local communities to investigate their cross-border impacts as a result of the hydropower dam, despite the fact that local communities have been facing issues as a result of the Mekong Development. The community research protocol was developed to improve local communities' understanding of their local contexts and their confidence in negotiating with decision-makers and policymakers to address and respond to their needs and the findings of studies on local planning for sustainable community development. The paper aims to guide community leaders and staff in conducting community research on transboundary impacts on fisheries resources, ecosystems, and the livelihoods of local communities using their knowledge. As an environmentally focused, applied field science, fisheries biology has recently been marked by its failed promise to enable sustainable exploitation. Fisheries biology’s origin through state support raises many questions. How did fisheries biologists get this support? Did political considerations and economic ideals fundamentally shape the science? Why has it been perceived as fundamentally conservation oriented? New evidence indicates the political basis for Thomas Henry Huxley’s contention that the deep-sea fisheries were inexhaustible; this essay shows how (...) his influence extended to recent neoliberal resource management solutions. It also explores how fisheries biology acquired the ideal of maximum sustained yield via Progressive Era efficiency conservation and German scientific forestry; how American Cold War foreign policy made this ideal paradigmatic of mid to late twentieth-century fisheries biology; and how emerging bioeconomics in the 1950s imposed a troublesome misunderstanding of fisheries biology’s earlier mission. We consider a fishery model with two sites: (1) a marine protected area (MPA) where fishing is prohibited and (2) an area where the fish population is harvested. We assume that fish can migrate from MPA to fishing area at a very fast time scale and fish spatial organisation can change from small to large clusters of school at a fast time scale. The growth of the fish population and the catch are assumed to occur at a slow time scale. (...) The complete model is a system of five ordinary differential equations with three time scales. We take advantage of the time scales using aggregation of variables methods to derive a reduced model governing the total fish density and fishing effort at the slow time scale. We analyze this aggregated model and show that under some conditions, there exists an equilibrium corresponding to a sustainable fishery. Our results suggest that in small pelagic fisheries the yield is maximum for a fish population distributed among both small and large clusters of school. (shrink)

The Sundarbans represent the largest remaining tract of coastal mangrove wetlands in tropical Asia. The dynamics of the fish communities are poorly understood, and current research indicates a fragile ecology. Various development projects have had serious negative impacts on the estuarine fishes in nearby parts of Bangladesh. Impacts on the fisheries tend to affect the poorest elements of the society, the landless subsistence fishermen. The record of development assistance agencies is poor, with respect to the environment in general and (...) fisheries in particular. Taking steps to rectify the problem would include environmental review of projects prior to and during project implementation. Given the lack of a pure research base in the tropics, applied research is often modeled on temperate systems, which can be disastrous. Thus, it is also suggested that basic research on the environment be supported in order to build an understanding of tropical ecosystems prior to any attempts at manipulation of these ecosystems. Successful fishery management requires that a dynamic balance of disciplines provide a fully integrated approach. I use Integral Ecology to analyze multiple-use conflicts with an ornamental reef-fish fishery in Hawai'i that is community-managed via the implementation of a series of marine protected areas and the creation of an advisory council. This approach illustrates how the joyful experiences of snorkelers resulted in negative interactions with fish collectors and, thereafter, produced social movements, political will, and ecological change. Although conflicts were reduced and (...) sustainability promoted, lack of acknowledgment of differing worldviews, including persistent native Hawaiian cultural beliefs, contributed to continued conflicts. We present a dynamical model of a multi-site fishery. The fish stock is located on a discrete set of fish habitats where it is catched by the fishing fleet. We assume that fishes remain on fishing habitats while the fishing vessels can move at a fast time scale to visit the different fishing sites. We use the existence of two time scales to reduce the dimension of the model : we build an aggregated model considering the habitat fish densities and (...) the total fishing effort. We explore a regulation procedure, which imposes an average residence time in patches. Several equilibria exist, a Fishery Free Equilibria as well as a Sustainable Fishery Equilibria . We show that the dynamics depends on a threshold which is similar to a basic reproduction ratio for the fishery. When the basic reproduction ratio is less or equal to 1, one of the FFEs is globally asymptotically stable , otherwise one of the SFEs is GAS. (shrink)

This work presents a mathematical model describing the interactions between the cross-shore structure of small pelagic fish population an their exploitation by coastal and offshore fisheries. The complete model is a system of seven ODE’s governing three stocks of small pelagic fish population moving and growing between three zones. Two types of fishing fleets are inter-acting with the fish population, industrial boats, constrained to offshore area, and artisanal boats, operating from the shore. Two time scales were considered and we (...) use aggregation methods that allow us to reduce the dimension of the model and to obtain an aggregated model, which is a four dimension one. The analysis of the aggregated model is performed. We discuss the possible equilibriums and their meaning in terms of fishery management. An interesting equilibrium state can be obtained for which we can expect coexistence and a stable equilibrium state between fish stocks and fishing efforts. D’une part les coûts de marchandage furent abaissés par la crainte répandue de la disparition des stocks de poisson, et par la relative homogénéité dans les pêcheries pélagiques. D’autre part ces coûts furent augmentés, par l’hétérogénéité dans les pêcheries démersales, avec des différences immenses entre les propriétaires de petits bateaux et ceux de grands chalutiers, ainsi que des différences entre les régions. Dans la seconde partie, est décrite la nature du système de QIT: alors que ceux qui détiennent des QIT jouissent de droits d’extraction plutôt que de la propriété, l’introduction du système de QIT équivaut à clôturer partiellement les stocks de poisson dans les eaux d’Islande, résolvant ainsi la plupart des problèmes associés à la “tragédie des communs”. In Part II, the nature of the ITQ system is described: while those who hold ITQs enjoy rights of extraction rather than property, the introduction of the ITQ system amounts to the partial enclosure of the fish stocks in Icelandic waters, solving most of the problems associated with the “tragedy of the commons”. The system has performed quite well although some problems remain, in particular the uncertain legal status of the ITQs and high-grading. Innovation in fisheries is a global development that focuses on a broad range of aims. One example is a project that aims to develop technology for key phases of the demersal fishery operation to improve product quality and safeguard fish welfare. As this step to include welfare is novel, it raises questions associated with stakeholder acceptance in a wider aim for responsible innovation. How do stakeholders (a) value fish and their welfare and (b) consider the relation between welfare and (...) other relevant values? To address these questions, an approach combining desk research with an empirical study was used. The desk study analysed the ethical and biological arguments for whether fish welfare should be accounted for in this context. The empirical study explored how fish and their welfare are perceived by Norwegian professionals in this industry, by conducting semi-structured interviews and subsequently analysing the results based on a labelling method we developed. The desk study showed a consensus that welfare should be considered in its own right, while at face value the interviews presented a rather instrumental view on this theme. However, analysis of the interview results leads to a more nuanced picture, where fish and their welfare are viewed from the perspective of respect for nature. Despite the apparent divergence between stakeholder opinions and the literature on the importance of welfare, we present three steps that enables professionals to be responsive to both the (moral) views of stakeholders and accounting for welfare in the innovation process fisheries. Since the boat clash incident in September 2010, tensions have persisted between Japan and China over the sovereignty of the Senkaku/Diaoyu Islands. Although territorial issues can easily become national symbols and used against other countries, nationalism hampers diplomatic concessions essential for diverse international resolutions. Greater the attention the public pays to such issues, lesser the room governments have for maneuvering. The Japanese and Chinese administrations will find it difficult to extricate themselves from the current deadlock if each party merely continues (...) to assert its sovereignty over the islands. This study examines the possibility of expanding both countries as stipulated in the United Nations Convention on the Law of the Sea China Fisheries Agreement (2000) established vast special water zones in the middle of the East China Sea instead of demarking the EEZs between the two countries. However, the Joint Fisheries Committee established in accordance with the agreement has not worked to prevent overexploitation and to maintain sustainable development of fishery stocks in the zones. Thus, this paper proposes that Japan and China launch an initiative for effective control of fishing resources in the East China Sea, most preferably in collaboration with related neighboring parties. Predation and escaping from predation through hiding are two fundamental phenomena in ecology. The most common approach to reducing the chance of predation is to use a refuge. Here, we consider a three species fishery model system with prey refuge induced by a Holling type-II functional response. These three species of fish populations are named prey, middle predator, and top predator. Harvesting is employed in most fishery models to achieve both ecological and commercial benefits. Research proves that non-linear harvesting (Michaelis–Menten (...) type) returns more realistic outcomes. So, we have combined the Michaelis–Menten type of harvesting efforts for all populations. Uniform boundedness conditions for the solutions of the model are discussed. The existence conditions for possible equilibrium points with stability are presented. We explain the dynamical behavior at each equilibrium point through bifurcation analysis. The persistent criteria of the system are examined. Bionomic equilibrium and optimal harvesting control using Pontryagin’s maximum principle are calculated. For validation of the model in the real world, we have implemented this in the freshwater ecosystem of Lake Victoria. Extraction of native fish species and ecological balances are the foremost solicitude of Lake Victoria. We may resolve this concern partially by implementing prey refuge, since it may sustain the ecology of Lake Victoria, and therefore also its economical importance. Lake Victoria is acclaimed worldwide for the trade of fishing. Also, it provides the largest employment in east-central Africa and is beneficial to fishing equipment manufacturers. So, the bionomic equilibrium and harvesting control have significant applications in the fisheries. All the analytical studies are verified by numerical simulations. We have plotted phase portraits, bifurcation diagrams, Lyapunov exponents to explore the dynamics of the proposed model. (shrink)

This article looks at how fisheries biologists of the early twentieth century conceptualized and measured overfishing and attempted to make it a scientific object. Considering both theorizing and physical practices, the essay shows that categories and understandings of both the fishing industry and fisheries science were deeply and, at times, inextricably interwoven. Fish were both scientific and economic objects. The various models fisheries science used to understand the world reflected amalgamations of biological, physical, economic, and political factors. (...) As a result, scientists had great difficulty stabilizing the concept of overfishing and many influential scholars into the 1930s even doubted the coherence of the concept. In light of recent literature in history of fisheries and environmental social sciences that critiques the infiltration of political and economic imperatives into fisheries and environmental sciences more generally, this essay highlights both how early fisheries scientists understood their field of study as the entire combination of interactions between political, economic, biological and physical factors and the work that was necessary to separate them. This work presents a mathematical model describing the interactions between the cross-shore structure of small pelagic fish population an their exploitation by coastal and offshore fisheries. The complete model is a system of seven ODE’s governing three stocks of small pelagic fish population moving and growing between three zones. Two types of fishing fleets are inter-acting with the fish population, industrial boats, constrained to offshore area, and artisanal boats, operating from the shore. Two time scales were considered and we (...) use aggregation methods that allow us to reduce the dimension of the model and to obtain an aggregated model, which is a four dimension one. The analysis of the aggregated model is performed. We discuss the possible equilibriums and their meaning in terms of fishery management. An interesting equilibrium state can be obtained for which we can expect coexistence and a stable equilibrium state between fish stocks and fishing efforts. We present a mathematical model of a fishery on several sites with a variable price. The model takes into account the evolution during the time of the resource, fish and boat movement between the different sites, fishing effort and price that varies with respect to supply and demand. We suppose that the movements of the boats and resource as well as the variation of the price go on at a fast time scale. We use methods of aggregation of variables in (...) order to reduce the number of variables and we derive a reduced model governing two global variables, respectively the biomass of the resource and the fishing effort of the whole fishery. We look for the existence of equilibria of the aggregated model and perform local stability analysis. Two main cases can occur. The first one corresponds to over-exploitation leading to fish extinction. At extinction, the fishing effort tends to a positive value. The second case corresponds to a durable fishery equilibrium which is globally asymptotically stable. In the later case, we show that there exists a number of fishing sites that optimizes the total catch of the fishery. (shrink)

We present a mathematical bioeconomic model of a fishery with a variable price. The model describes the time evolution of the resource, the fishing effort and the price which is assumed to vary with respect to supply and demand. The supply is the instantaneous catch while the demand function is assumed to be a monotone decreasing function of price. We show that a generic market price equation (MPE) can be derived and has to be solved to calculate non trivial equilibria (...) of the model. This MPE can have 1, 2 or 3 equilibria. We perform the analysis of local and global stability of equilibria. The MPE is extended to two cases: an age-structured fish population and a fishery with storage of the resource. (shrink)

The controversy over offshore wind farms highlights three core issues of conflict: the adequacy of stakeholder consultation processes; the right to compensation for loss of livelihood; and the lack of adequate data. We find that the characterisations that developers, regulators, and fishers hold of each other critically inform their positions (...) on these issues. We examine the weak bargaining position of fishers, and the ‘power game’ that is played out between them and developers. We conclude that offshore wind farm development would be better managed if stakeholder consultation was more extensive, compensation claims were standardised, and scientific data were more readily available, but that in the meantime, fishers could improve their bargaining power by mobilising potential allies. In this paper, we present a deterministic time discrete mathematical model based on multiregional periodic matrices to describe the dynamics of Sardina pilchardus in the Central Atlantic area of the Moroccan coast. This model deals with two stages (immature and mature) and three spatial zones where sardines are supposed to migrate from one zone to another. The population dynamics is described by an autonomous recurrence equation N(t + 1) = A.N(t), where A is a positive matrix whose entries are estimated (...) using data collected during biannual acoustic surveys carried out from 2001 to 2003 onboard the Norwegian research vessel “Dr Fridtjof Nansen”. The dominant eigenvalue λ of A that gives the long-term growth rate of fish population is smaller than one. This agrees with the stock decrease observed in the data collected. We show that λ is highly sensitive to the recruitment rate and much less sensitive to the reproduction rate. These results can clearly be used to define an efficient scenario in order to fight for instance against a stock decrease. (shrink)
