The notion of ‘durability’ plays a central role in the discourse, policies, and practices surrounding forced displacement. Yet, for all the talk of ‘durable solutions’ to refugee situations, durability is in many ways the quality most conspicuously absent in refugees' everyday lives and living spaces. As the world has grown progressively more inured to the practice of using provisional spaces of transit as permanent sites of residence, displaced persons are increasingly finding themselves trapped in spaces marked by a (...) kind of permanent temporariness. In this article, I sketch three different ways in which living for long periods of time in temporary spaces can harm inhabitants: first, I argue that non-durability in the home can undermine cognitive function; second, that it can attenuate various forms of agency; and third, that it fails to furnish a ground on which refugees can build meaningful lives and futures for themselves. I conclude by arguing that the deprivation of durable living conditions is not only harmful, but wrongful. (shrink)

Despite the proliferation of specialised agencies designed to reduce the prevalence of refugees worldwide, the number of individuals fleeing persecution is increasing year on year as endemic violence in countries such as Iraq, Somalia and the Syrian Arab Republic continues. As a result, media broadcasts and political dialogues are saturated with discussions about these “persons of concern”. Fundamental questions nonetheless remain unanswered about what meaning these actors attribute to the label ‘refugee’ and what intent, other than paucity of knowledge, might (...) be driving the term’s use or manipulation. Though this is evidently important in the public arena, where incorrect conflations fuel mistrust and misunderstandings, the ramifications of these divergent understandings at the level of multi-lateral politics have yet to be critically explored. This article applies Barthes’ theory of the multiple orders of the sign to address this. Using the case study of the negotiations preceding the invocation of the Cessation Clause for Rwandan refugees, it illustrates how the word refugee is susceptible to numerous, simultaneous understandings, and discusses the implications of these manifold interpretations for how durable solutions are envisaged and negotiated in the refugee regime. In the case of Rwandan refugees in Uganda, this has meant that over a decade of stalemated discussions between the Governments of Uganda and Rwanda and the United Nations High Commissioner for Refugees over their future have been broken by a series of bilateral concessions that, whilst diminishing the political significance attached to this protracted caseload, have failed to address the continuing precarity of their situation. By conceptualising the word refugee as a sign according to the Saussurean model of semiotics, this paper therefore argues that despite the term’s established legal-normative definition, its inherent malleability makes it susceptible to processes of political instrumentalisation. This elevates the refugee as a rhetorical figure above the refugee as a physical-legal body entitled to certain forms of assistance. (shrink)

Life distinguishes itself from non-life in taking advantage of the cohesion of temporal origin which non-life cannot afford. The temporal cohesion letting the local participants adhere to each other in a contemporaneous manner refers to an instance of the precedent product being pulled into the subsequent production. Setting the precedent is equivalent to preparing the conditions for the subsequent to follow. A concrete implementation of the cohesion of temporal origin, compared with the spatial cohesion common in physics, is found in (...) the natural construction of a reaction cycle with use of the temporal affinity exerted from the immediate local environment. That construction is a temporally local phenomenon in the experiential domain, rather than in the theoretical. The cohesion originating in the local environment is due to the local act of measurement by the environment. A major component of the local environment to each reactant in the reaction cycle is the cycle itself. The cohesion specific to the reaction cycle rests upon the fact that every reaction product from the upstream production in the cycle comes to be fed upon by the immediate downstream production. Every production constituting the reaction cycle is temporally adjacent to and contemporaneous with the similar others residing in the whole cycle, in sharp contrast to the case of the open-ended linear chain of reaction. One externalist scheme of appreciating the internalist enterprise of constructing a durable reaction cycle in a contemporaneous manner may become possible as referring to the Bayesian probability. The durable reaction cycle may be made actual with probability unity under the condition that the products from the preceding production come with the protocol for the similar production to come subsequently. As a contribution to development ethics, this article attempts to clarify what 'empowerment' should mean, in so far as it is a valuable goal. I begin with the core ethical idea of empowerment that is to be found in recent work on measuring empowerment, led by Deepa Narayan, namely: empowerment occurs when people are better able to shape their own lives. Since this is a metaphor, I attempt to articulate a corresponding literal meaning. What I find is that people are (...) empowered to the extent that: (a) they exercise enhanced decision-making and influence over strategic life-choices and barriers to agency and well-being freedom; (b) their capacity for such decision-making and influence has also been enhanced; and (c) they are capable of making these gains prevail, given (i) the capabilities they have and assets they control, individually or collectively, and (ii) the opportunity structure in which they act. Les démarches d’anticipation, tout comme le développement durable, sont tournées vers le futur. La montée en puissance des préoccupations du développement durable a engendré une multiplication de démarches d’anticipation conduites par les collectivités territoriales. Elle se traduit pour l’action publique par un double élargissement des échelles spatiale et temporelle des enjeux auxquels elle doit répondre, passant d’enjeux locaux et de court terme à des enjeux planétaires et de long terme. Si les démarches d’anticipation sont réceptrices de ces évolutions elles en (...) sont également vectrices, contribuant par les adaptations de leur pratique à une meilleure prise en compte des enjeux du développement durable. Bien que le chantier des améliorations à apporter à ces démarches soit encore ouvert, avec de nombreuses questions encore en suspens, il semblerait que la mobilisation des acteurs soit un préalable indispensable aux dynamiques de transition, à la condition de les maintenir dans le temps de manière souple et adaptable. C’est dans une perspective éducative, à la recherche de fondements et de stratégies pour une éducation écocitoyenne, que nous abordons deux propositions éthiques qui se retrouvent en toile de fond de politiques publiques contempo­raines : celle du développement durable forgée dans la culture de l’Occi­dent du Nord et celle du vivir bien ou buen vivir nourrie au creux des cultures autochtones du Sud. Nous mettrons en contraste les repères ontologiques, cosmologiques, éthiques, culturels et politiques qui balisent ces deux propositions. Une (...) telle caractérisation permet de mettre à distance critique le dogme du développement durable qui s’est installé dans les instances politiques et qui a percolé dans les systèmes d’éducation à l’échelle internationale. Ancient Greek philosophers generally accept the claim that εὐδαιμονία is within our power to achieve, regardless of circumstance. Conversely, external goods - physical health, education, social standing - are frequently present or absent due to circumstances beyond our control. Can eudaimonism explain how more than a privileged elite can attain εὐδαιμονία when so few enjoy the requisite external goods? <BR> A satisfactory account of the relation between external goods and well-being must accommodate both the insight that there is an essential (...) connection between prosperity and the flourishing life and that there is a real sense in which εὐδαιμονία is a self-sufficient concept. The -applied intellectualist- interpretation of eudaimonism defended here accommodates important insights of several ancient Greek traditions: Aristotle's account of human nature, specifically the role of external goods as necessary preconditions for leading a human life; Socratic and Stoic analysis that external goods are necessary constituents of moral action; and Plato's commitment to a criterion for judging the compatibility of external prosperity with a life of εὐδαιμονία. <BR> This text provides a comprehensive linguistic and ethical analysis of key terms and arguments across several centuries of ancient Greek ethical thought on this fascinating topic, making it an excellent foundation for an upper-division undergraduate seminar in ancient Greek ethics, virtue ethics, or applied ethics.". The integration of issues related to sustainability in management curricula is a subject of growing interest, especially as organizations – businesses and universities alike – are urged to take their share of responsibilities in the face of crises and need to deeply transform our lifestyles towards a more sustainable world. This article’s purpose is to explore the challenges and opportunities of integrating sustainability issues in business schools’ curricula. This study of Ireland's gender contract at the end of the 1950s is a country-specific analysis of gender regime change at the level of the state. It is based primarily on Irish parliamentary debates for the years 1957 and 1958, the point at which Ireland embarked on a process of economic modernization. In describing the detail of this gender system, it provides a benchmark against which the reforms of the late 1960s and 1970s can be measured. It also points to (...) two salient features of a state's gender regime that may be applicable in other situations: first, the comparative `stickiness' of the gender contract once it has been established and second the episodic or crisis-based nature of gender regime negotiation. Centering on his relationship with Gertrud Bing from 1958 until her death in 1964 — as well as, to a lesser extent, on his relationship with Ernst Gombrich — the author recalls his informal induction during those years into a tradition of thought and an intellectual climate that Aby Warburg had embodied in the Institute and Library that he founded in Hamburg. The Institute is described as existing, during the late 1950s and early 1960s in London, less as a formal (...) institution than as the interaction of some two dozen émigrés with what the author describes as “the intention of the books” and the Library's “frame of mind.” The essay — which is a somewhat revised excerpt from the author's memoir Episodes: A Memorybook (2010) — goes on to detail various habits of classification in the Warburg Library's arrangement and to show how these have entailed assumptions about how the human world works. Le concept de développement durable s’enracine dans l’histoire des mouvements de préservation de la nature et de conservation des ressources naturelles et de leurs relations avec les sciences de la nature, en particulier l’écologie. En tant que paradigme sociétal, à la fois écologique, politique et économique, il se présente comme un projet politique idéal applicable à l’ensemble des sociétés, qui prétend dépasser l’opposition entre ces deux visions profondément divergentes des relations homme‑nature. L’analyse des textes internationaux pertinents permet de dégager les (...) principes fondamentaux, interdépendants, qui structurent ce paradigme : démocratie effective, soutenabilité sociale et respect de la capacité de renouvellement des systèmes écologiques. En dépit de concessions formelles aux préservationnistes, avec l’affirmation de la valeur intrinsèque de la biodiversité, le développement durable est explicitement anthropocentré et se situe dans la filiation directe du conservationnisme. Parce que ses principes fondamentaux ne sont pas mis en oeuvre de façon intégrée, son évocation rituelle ne réussit pas à cacher ses contradictions profondes, éthiques et politiques, lesquelles l’obligeront à rester dans le champ de l’utopie. -/- Sustainable development is rooted in the history of movements for the preservation of nature and for the conservation of natural resources, and of their relationships with natural sciences, ecology having a central role. As a societal paradigm, at the same time ecological, political, and economical, sustainable development embodies ideal policy for all societies, and is supposed to overcome the opposition between these two diverging views of man-nature relationships. The analysis of international texts devoted to sustainable development emphasizes fundamental, interdependent, principles : true democracy, social sustainability, and respect for the resilience of ecological systems. Despite formal concessions to preservationists, by recognizing the intrinsic value of biodiversity, the sustainable development concept is clearly anthropocentric, and is in direct line of descent from conservationism. As its fundamental principles are not implemented in an integrated way, its ritual evocation fails to hide strong ethical and political contradictions, and it will get stuck with utopia. (shrink)

The durability of buildings which depends on the nature of the supervisory system used in their construction is an important feature of the construction industry. This article tries to draw the readers’ attention to the effect of untrained and unprofessional building supervisors and their unethical performance on the durability of buildings.

«Sustainable development» (SD) is in France since 2004 is a transdisciplinary and binding «education to» and is also the theme structuring the fifth degree program since 2008, and is included in other programs. These requirements are unevenly convergent and are encounter to structure of already built diciplines at the same time as the lack of stabilised reference-knowledge. How is the educational dimension (attitudes, values) articulated to disciplinary content? What about the place given to political issues of SD? Education in SD (...) as constitutive of a discipline isn’t at the expense of educational dimensions explicit or is it modify disciplinary model of history and geography? An empirical search provides tentative answers. The forms of work chosen by the teachers ranged from classical disciplinary practice and testing of trans / multidisciplinary between incitement to questioning and reflection and transmission of factual and impartial knowledge entrecomplexité and simplification. Behavior change is always assumed result of knowledge - sometimes educational activities. The textbooks reflect the same hesitation and are situated between neutralization / disciplinarisation of SD issues and explicitation of discussion and conflicts / implicante posture. The educational dimension and especially the question of political strongly divided the teachers. (shrink)

Contrary to criticisms by Thomas McInerney, Durable Goods proposes a realistic and empirically testable “covenantal” ethic for moving management and labor beyond tactics of mutual coercion and evasion. Nonetheless, two questions asked by McInerney remain germane. First, should the moral claims of management and labor always receive equal moral consideration, as a matter of justice? To this substantive question Durable Goods admittedly provides a less than satisfactory answer. Second, can the normative theory proposed by Durable Goods, based in part as (...) it is on the Bible, meet the standards of cogency, coherence, and parsimony appropriate to business ethics as a field of rigorous inquiry? Le développement est devenu une préoccupation majeure depuis un demi-siècle. L'idée dominante - confiant à l'État l'impulsion décisive et à la nation une souveraineté ombrageuse - a basculé au profit de la loi du marché et de l'ouverture internationale. Néo-keynésienne ou néo-classique, l'analyse du développement a reçu quatre critiques majeures tenant à la causalité, au processus, à la rationalité et au fonctionnement. Les limites d'une action qui laisse les deux tiers de l'humanité en marge du processus, suscitent l'émergence de nouveaux (...) critères d'équité, de gouvernance, d'éthique ou d'écologie. Les atouts de la communauté francophone s'inscrivent dans une connaissance empirique de cette diversité, elle transparaît dans ses approches universitaites, mais elle manque encore d'un ancrage suffisant pour donner à l'ensemble une vigueur économique de référence et une solidarité effective.Development has been a major topic for the last fifty years. The dominant idea – letting the State provide the decisive impulse for progress and the Nation a prickly form of sovereignty – has shifted in favour of market forces and the international context. Both neo-Keynesian and neo-classical forms of analysis were criticized on four levels : causality, process, rationality and functioning. The limits of a policy which excludes two thirds of humanity have led to new criteria of equity, ethics, governance and ecology arising. The French speaking community has the advantage of possessing good empirical knowledge of diversity which can be seen in the rich and varied approaches of researchers. However this knowledge is not sufficiently anchored to foster strong economic development and effective solidarity in the whole community. (shrink)

While Hume is famous for his development and defence of various arguments for radical scepticism, Hume was bothered by the tension between his ‘abstruse’ philosophical reflections and ordinary life: If he often felt intensely sceptical in his study, he nonetheless felt genuinely unable to take these sceptical views seriously when he returned to the concerns and activities of everyday life. Hume's published work shows a deep and ongoing preoccupation with this tension, and I believe it also shows that Hume's view (...) about the ‘durability’ of scepticism (that is, the extent to which sceptical insights can have an abiding impact on our cognitive lives) underwent an evolutionary development throughout the course of his publishing career. In this paper I propose to trace these textual developments in detail. In particular, I will argue that Hume's concern for intellectual stability is what drives the evolution, as he struggled to understand the ‘durable value’ in scepticism. (shrink)

Nous sommes surpris lorsque nous découvrons que les prétendants à cette démarche développent des approches très différentes de l'être humain et de sa vie en société. Mais d'où viennent ces conflits entre «humanistes»? Tout simplement de l'objet de leur préoccupation : de l'homme lui-même. L'homme est au coeur de la cité, bien sûr, mais quel homme?

Although there exists a strong uncertainty surrounding the evaluation of the decline of biodiversity, and a larger uncertainty still regarding projections of the decline to come, there is no controversy on the fact that the current rate of extinction is in a crisis. The fact that this decline is above all of anthropic origin is the object of a consensus within the scientific community. This text thus takes as a starting point the existence of a true crisis of biodiversity. This (...) crisis of biodiversity must conclude in the adoption of a principle of protection of the biodiversity, a normative principle which would constrain the relation of man with nature with regard to its diversity. I will show in this text that the principle of sustainable development is not sufficient to adequately define a principle of protection of the biodiversity. (shrink)

Le concept de conflit revêt divers aspects. Entre les litiges, les violences, les différends, les désaccords, les guerres, il importe de définir les éléments de la conflictualité et le caractère institutionnel des recherches en matière de gestion et de résolution des conflits de nos jours. Néanmoins, nous sommes parvenus à percevoir que la clé du succès des résolutions des conflits pour une paix durable réside dans l’expérience humaine de la culpabilité et du pardon. Ce n’est certes pas des éléments nouveaux (...) pour les spécialistes et les diplomates en matière de gestion des conflits. Cependant, Ces deux notions sont reléguées au second plan au profit de compromis et de mesures coercitives à l’encontre des factions en conflits. Notre vision de la résolution des conflits est que sans la mise en exergue de l’expérience de la culpabilité et du pardon, les peuples vivront dans un conflit perpétuel qu’ils transmettront aux générations futures : la haine durable (sustainablehate). Est-il possible d’institutionnaliser le pardon et de mener des actions conduisant à une véritable culpabilité collective et individuelle préalable à toute réconciliation durable des peuples? La nature et la fréquence de nos conflits obligent à reconsidérer les méthodes d’approche jusqu’ici utilisées. En effet, c’est ce que tentent de faire certaines commissions pour la réconciliation appelée pour la plupart « Dialogue – Vérité – Réconciliation ; Dialogue – Justice – Réconciliation ; justice et paix, etc ». où les belligérants, les bourreaux et les victimes sont invités à l’aveu, à la vérité et au pardon pour un re-vivre ensemble. Mais dans l’espace d’un processus de réconciliation engagé à travers desdites commissions, les ballets de confessions aussi bien que les sentiments de victimisation se succèdent avant à l’arrière fond l’amnistie pour les bourreaux et l’octroi du pardon de la part des victimes. Cela, parait peu convainquant pour la raison que ces commissions sont en majeure partie installées par les vainqueurs du moment. Dans une certaine Afrique surtout, ces derniers (les vainqueurs) sont aidés par des alliés occidentaux de hauts niveaux. Il s’agit alors de processus où la paix est provisoire et se maintient au bout de la force ; et où les bourreaux sont toujours les autres. (shrink)

Si les approches des dispositifs de durabilité se sont multipliées ces dernières années, elles se sont principalement portées sur le projet de développement et sa mise en œuvre. Les effets du passage du temps demeurent aujourd’hui peu connus car encore guère étudiés de manière systématique. La technique de la revisite est ici mobilisée afin de comprendre et d’expliquer les variations ayant lieu au cours du temps. Peu d’attention est accordée à ce qui déroute. Que peut-on apprendre des dynamiques qui décontenancent, (...) dérivent de l’itinéraire prévu, voire modifient sa consistance? Ne faut-il pas envisager les équilibres inattendus ou instables tant dans la rhétorique qu’en pratique? On montre ici comment l’analyse du développement durable sous l’angle des temporalités peut s’avérer féconde afin de repenser la manière dont les professionnels du secteur du logement et les habitants reçoivent et intègrent dans leur existence les changements de paradigmes induits par l’action politique. Des combinatoires d’opérations plutôt que des trajectoires sédimentées, les revisites des terrains bâtis il y a dix ans discernent l’envers d’un cadrage stratégique à l’endroit du développement de l’habitat durable. Bien souvent assimilés à des revers, les contretemps déconcertent et, ce faisant, dénotent une prénotion dominante sur la durabilité, celle d’un temps planifié de manière unifiée. (shrink)

This article attempts to answer why some countries experience the recurrence of civil war and others do not. One of the most significant differences between civil war onset and its recurrence is that the latter has once experienced termination of civil war, while the former has not. To find the cause of recurrence, this article examines how different war termination types influence the duration of post-civil war peace. Duration analysis of the civil wars between 1944 and 1999 shows that military (...) victory, supported by peacekeeping operations or power-sharing arrangements, leads to the most durable peace in a post-civil war country. Contrary to the accepted wisdom, negotiated peace settlement, even when supported by peacekeeping operations or power-sharing arrangements, is not positively related to post-conflict peace. (shrink)
