We explore themes in Nobel Prize–winning economist James M. Buchanan’s work and apply his Ethics and Economic Progress to problems facing individuals and firms. We focus on Buchanan’s analysis of the individual work ethic, his exhortations to “pay the preacher” of the “institutions of moral-ethical communication,” and his notion of law as “public capital.” We highlight several ways people with other-regarding preferences can contribute to social flourishing and some of the ways those who have “affected to trade for the (...) public good” might want to redirect their efforts. We show how Buchanan’s work has considerable implications for business ethics. Just as his economic analysis of politics changed how we understand government, we think his economic analysis of ethics can (and should) change how we understand business. (shrink)

BackgroundCORE (Clarity and Openness in Reporting: E3-based) Reference (released May 2016 by the European Medical Writers Association [EMWA] and the American Medical Writers Association [AMWA]) is a complete and authoritative open-access user’s guide to support the authoring of clinical study reports (CSRs) for current industry-standard-design interventional studies. CORE Reference is a content guidance resource and is not a CSR Template.TransCelerate Biopharma Inc., an alliance of biopharmaceutical companies, released a CSR Template in November 2018 and recognised CORE Reference as one of (...) two principal sources used in its development.MethodsThe regulatory medical writing and statistical professionals who developed CORE Reference conducted a critical review of the TransCelerate CSR Template. We summarise our major findings and recommendations in this communication. We also re-examined and edited the Version 1 CORE Reference Terminology Table that we first published in 2016, and we present this as Version 2 in this communication.ResultsOur major critical review findings indicate that opportunities remain to refine the CSR Template structure and instructional text, enhance content clarity, add web links to referenced guidance documents, improve transparency to support the broad readership of CSRs, and develop supporting resources.The CORE Reference ‘Terminology Table’ Version 2 includes estimand as a defined term and an adaptation of the original ‘worked study example’ to incorporate the recently evolved concept of ‘estimands’.ConclusionsAs TransCelerate’s CSR Template represents an important milestone in authoring CSRs, we offer CSR authors advice and recommendations on its use, similarities, and differences with CORE Reference and advise them to consider shared interpretations between the two.RegistrationCORE Reference is registered with the EQUATOR Network. Genetically engineered organisms have been at the center of ethical debates among the public and regulators over their potential risks and benefits to the environment and society. Unlike the currently commercial GE crops that express resistance or tolerance to pesticides or herbicides, a new GE crop produces two bioactive nutrients and docosahexaenoic acid ) that heretofore have largely been produced only in aquatic environments. This represents a novel category of risk to ecosystem functioning. The present paper describes why growing (...) oilseed crops engineered to produce EPA and DHA means introducing into a terrestrial ecosystem a pair of highly bioactive nutrients that are novel to terrestrial ecosystems and why that may have ecological and physiological consequences. More importantly perhaps, this paper argues that discussion of this novel risk represents an opportunity to examine the way the debate over genetically modified crops is being conducted. (shrink)

This paper is concerned with monumental art in Slovakia before and after the fall of Communism in 1989. Generally, art in public spaces is important, because it influences the knowledge and feelings the people who use this space have about the past and the present, and thus influences the shared social construction of who we are as a social group. In this article we concentrate on the period of Communism and the formal and iconographic aspects that were essential to (...) art at that time. We also look at the political use of art—the ways in which explicit and implicit meanings and ideas were communicated through art to the general public. We touch also on the present situation regarding the perception of “Communist art”. In the final section we discuss the state of affairs of the last twenty years of chaotic freedom in the post-socialist era. On the one hand, since there is no real cultural politics or conception for artworks in public spaces at the level of the state many artworks simply disappear, often without public discussion, and on the other hand, some actors use their political power to build monuments that promote their private political views. The aesthetic and political sides of public art have recently been examined from different theoretical vantage points. Pragmatist accounts, however, have been largely absent from the discussion. This article develops a theory of public art on some central ideas of John Dewey's aesthetics and social philosophy. From a pragmatist perspective, the best cases of public art turn out to have high social significance, for they are means of promoting the sense of community, which Dewey saw as foundational (...) for well-functioning democracies. The Deweyan account of public art developed in this article is set against theories that explain its social value by public artworks’ ability to disrupt people's everyday routines and beliefs, as well as by the political alertness they often raise. Diana Boros's recent treatment of what she calls “visionary public art” serves as the main specimen of this approach. The Deweyan understanding of public art is illuminated and defended with the help of a reading of John Adams's On the Transmigration of Souls—a piece composed in memory of the victims of 9/11—that highlights its capacity to generate such communal experiences that have a fundamental role in Dewey's theory of democracy. The purpose of this article is threefold: to examine the elements of an artful apology; to sequence them in a comprehensive configuration; and to use the taxonomy for assessing the effect of public apologies. The model identifies seven sequential components of an apology: revelation, recognition, responsiveness, responsibility, remorse, restitution, and reform. Also included in the model are four deflective stratagems: dissociation, diminution, dispersion, and detachment. Analysis focuses on actual offense situations rather than artificial simulated settings. Specifically, the study examines (...) whether seven well-publicized apologies conform to the proposed construct. These public figures include Alec Baldwin, Lloyd Blankfein, Jamie Dimon, Gerald Levin, Iris Robinson, Tiger Woods, and Mark Zuckerberg. The article closes with suggestions to direct future research. How do permanent artworks installed in public places shape the relations that take place around them? Drawing upon the works of Maurice Merleau-Ponty and Luce Irigaray I claim that two public artworks, Richard Serra’s Tilted Spheres (2002-2004) and a bronze casting of Louise Bourgeois’ Maman (1999) work to open up embodied being and to creatively transform reality. Serra’s work reveals an important aspect of public space, that of the space/time of the anonymous body, as well as the (...) ways in which a shared and hence relational embodied perception is necessary for dwelling. Bourgeois’ Maman reveals possibilities for helping us to think out what it might mean to share the same world even as we dwell in different worlds, in a space/time that we cultivate as our own. At a time when monuments are falling, learning processes and discourses accelerating, it seems apposite to pay attention also to artworks commissioned by established institutions in order to give form to good intentions. This essay focuses on a commissioned portrait of female professors, on art education, Dutch art policy / politics and the former colonial site that the University of Amsterdam occupies, in order to aide this institution’s desired process to become more inclusive. It proposes Art Research as a realm (...) that can contribute a differentiated and thoughtful positioning of research and universities in visual and public domains: a necessary ally. Since the essay was written in Summer 2019, much has happened: the Faculty in question has been found to be the locus of ongoing sexual harassment. The student victims did not feel that the complaints procedures were safeguarding them sufficiently. They went to the media. The university’s ombudsperson asked to investigate found no systemic deficiencies. Since George Floyd’s death, such a conclusion is no longer possible, and the Board of the university has admitted shameful and systemic failures.[1] We now know better what “systemic” means. This essay’s case study is meant to show that art and philosophy can jointly analyze systems and organizations as a basis for necessary conversations, followed by a broad range of people taking responsibility and acting accordingly. In Covid lock-down times, it became deceptively obvious how unimportant art is. Through an essay such as this, it is hopefully also evident how art can be an indicator of institutional culture: e.g. in relation to how embedded the principle to consult specialists is, even if this seems to be unimportant. The role and function of public art is currently undergoing some large-scale changes. Many new artworks which are situated within the already existing urban sphere, seem to be changing the definition of public art, each in their own way. Simultaneously, there exists a trend that endorses more traditional forms of public art. Juxtaposing and comparing the aesthetic implications of different types of artworks, it is possible to see how they contribute to the contemporary understanding of the urban (...) sphere. In this paper, I take a look at the explicit and implicit aesthetic values that these simultaneously existing contemporary forms of public art are based on. The cases selected for closer look are examples of prominent and recent works of public art from downtown Helsinki: He who Brings the Light by Pekka Kauhanen and Running Man by Nestori Syrjala. What space and what kind of position is subscribed to the perceiver by these very different types of yet equally established artworks? What kind of experiences and possibilities of participation do these works entail? The focus is on the undergoing redefinition of public art that revolves around these questions. (shrink)

Can we speak about a specific real-virtual spatiality in the contexts offered by the post-desktop technological philosophy and practice? Does Augmented Reality have the potential to produce a different type of space in which private and public converge up to the point of their cross identification? More exactly, to create, what media theoretician Jenny Edbauer Rice names a “zone of public intimacy”? The goal of this essay is to explore the possible answers to these questions. At the core (...) of my analysis is the idea that the hybrid character of Augmented Reality is effected by two conditions. On the one hand, by the process of converging real and virtual spaces into a single – although discontinuous – “multimedia” space-image and, on the other, by the tensions existent between private perception and public engagement. My conclusion is that by creating a hybrid convergent space of inclusions and exchanges, AR raises not only the prospect of a new sensorium, but, what is more, it confirms the possibility of a distinct aesthetic paradigm as well as of a different way to articulate social relations. This paper looks at rescue-at-sea practices and their aftermath as portrayed in a number of European films. In this World, Malta Radio, Bon Voyage, Welcome, Terraferma, 4.1 Miles and Man at Sea address maritime migration, States’ omission in complying with their international obligations, and how the latter obliges individuals to make difficult choices against the backdrop of the law of the sea. The focus of these stories is on the saviours and their conflicts of interests while migrants are allocated a (...) secondary role and one in which they are usually portrayed as victims. Although this is in line with the humanitarian response that these films primarily seek to trigger, it deprives migrants of their rights. As victims, migrants are at the mercy of saviours and rescuing them or not is an act of compassion, and not one legally compulsory. The paper finally argues that a holistic rights-based approach to the migration challenge is needed, with equality as the key word. (shrink)

This study investigates how patterns of media use and exposure to media messages are related to attitudes about artificial intelligence (AI) image generators. In doing so, it builds on theoretical accounts of media framing and public opinion about science and technology topics, including AI. The analyses draw on data from a survey of the US public (N = 1,035) that included an experimental manipulation of exposure to tweets framing AI image generators in terms of real art, artists’ concerns, (...) artists’ outrage, or competing interpretations. The results show that technology news use and science fiction viewing predicted support for AI art but also predicted belief that AI image generators will take jobs and steal art styles from human artists. In addition, the experimental results demonstrate that exposure to specific media messages can influence these responses. The findings carry implications for understanding the future adoption, use, and regulation of AI image generators. (shrink)

Street art has exploded: it pervades our back alleys, surrounds us at bus-stops, covers billboards, competes with advertising and generally serves as urban wallpaper in most cities. But what is street art? A far cry from mere graffiti, street art has gained some social acceptance, but it remains neither officially sanctioned like public art, nor institutionally condoned, like its more traditional artistic cousins in museums. Somewhere in between these two extremes, street art has emerged, occupying a metaphysically suspect grey (...) area between illegal activity and bona fide art. This paper explores the nature of this emerging art form and draws out some of the differences between street art, public art and ‘mere’ graffiti. (shrink)

Most art is made by people with a well-developed concept of art and who are familiar with its forms and genres as well as with the informal institutions of its presentation and reception. This is reflected in philosophers’ proposed definitions. The earliest artworks were made by people who lacked the concept and in a context that does not resemble the art traditions of established societies, however. An adequate definition must accommodate their efforts. The result is a complex, hybrid definition: something (...) is art (a) if it shows excellence of skill and achievement in realizing significant aesthetic goals, and either doing so is its primary, identifying function or doing so makes a vital contribution to the realization of its primary, identifying function, or (b) if it falls under an art genre or art form established and publicly recognized within an art tradition, or (c) if it is intended by its maker/presenter to be art and its maker/presenter does what is necessary and appropriate to realizing that intention. Meanwhile, artworlds—historically developed traditions of works, genres, theories, criticism, conventions for presentation, and so on—play a crucial but implicit role in (b) and (c). 이 논문의 목적은 듀이의 철학에서 예술의 의사소통에 관한 경험적 해명을 검토하고 그 의의를 조명하는 데 있다. 듀이는 예술이 의사소통의 가장 보편적인 형식이라고 주장하지만, 이것은 예술의 의사소통의 근거를 선험적인 ‘공통감각’으로 간주하는 칸트의 입장과, 그리고 의사소통의 기준을 ‘합리성’으로 간주하여 예술을 의사소통의 이론으로부터 철회하는 하버마스의 입장과는 구분된다. 그리하여 이 글은 예술의 의사소통에 관한 듀이의 견해를 다음 세 가지로 정리하고 논의 과정에서 근거 및 기준을 중심으로 칸트와 하버마스 이론과의 차이를 드러내려고 한다. 첫째, 듀이의 철학에서 예술은 자연에 존재하는 사건들의 상호작용에서 정신적인 단계에 출현하는 의사소통의 궁극적인 (...) 국면이다. 둘째, 칸트의 취미판단의 근거는 인간에 내재하는 선험적 능력인 공통감각인 반면, 듀이는 예술의 의사소통을 가능하게 하는 근거로서 ‘경험 공동체’를 주장하며 그것을 경험적으로 해명한다. 셋째, 하버마스가 의사소통의 기준으로서 ‘합리성’을 요청하여 예술을 의사소통의 이론으로부터 철회하였다면, 듀이는 공적 영역에서 경험 공동체에 근거하여 지식과 상호작용하는 예술의 의사소통의 역할을 제안한다. 그 결과 듀이의 철학에서 예술의 의사소통에 관한 논의는 그것의 등장, 근거 및 기준 그리고 역할 등을 경험적으로 해명하고 예술을 공적 영역으로 확장한다는 점에서 의의가 있다.
