The book examines corruption control in post-reform China. Contrary to the normal perception that corruption is a type of behavior that violates the law, the author seeks to approach the issue from a social censure perspective, where corruption is regarded as a form of social censure intended to maintain the hegemony of the ruling bloc. Such an approach integrates societal structure, political goals, and agency into a single framework to explain dynamics in corruption control. With both (...) qualitative data from officials in power and officials in jail and quantitative data from university students, the book explores how the censure on corruption was created and has been applied from 1978 to the present. Though primarily intended for academics, the book is also accessible for general audiences, especially given its intriguing perspective and use of firsthand data on corruption that cannot be found anywhere else. I focus on the metaphysical underpinnings of the censure theory of punishment, according to which punishment is justified if and because it expresses disapproval of injustice. Specifically, I seek to answer the question of what makes claims about proportionate censure true or false. In virtue of what is it the case that one form of censure is stronger than another, or that punishment is the censure fitting injustice? Are these propositions true merely because of social (...) conventions, as per the dominant view of philosophers such as Jean Hampton and Joel Feinberg, or is there an objective fact of the matter to which these propositions correspond? Such questions have been scarcely addressed in the analytic literature, but it is urgent to do so in a systematic way. As I make clear, what is probably the primary motivation for holding the censure theory of punishment depends on the truth of certain controversial theses about normative realism. -/- . (shrink)

Alors même qu'elle n'y est que rarement définie, la question de la censure est à l'arrière plan d'une large part de la pensée politique italienne de l'époque dite de la Contre-Réforme (Botero, Fracchetta, Ammirato, Albergati, Possevino). Elle constitue toutefois une pierre de touche permettant de contester l'idée, aujourd'hui répandue, d'une homogénéité de pensée entre tous les théoriciens de la raison d'État. Alors que certains d'entre eux acceptent le modèle ancien de la censure politique romaine, réactualisé par la théorie (...) juridique bodinienne, les principaux représentants de la raison d'État catholique semblent la rejeter, ou du moins l'ignorer, au profit d'un autre modèle, celui de la censure ecclésiastique. Directement opposés à Bodin, ces auteurs développent cependant le programme que celui-ci expose dans son chapitre De la censure (République, VI, 1) : un contrôle social de la population pensé sur le modèle de la vision panoptique et omnisciente. Mais ils prétendent à une efficacité majeure, grâce à la multiplication des outils et des occasions du contrôle. Il ne s'agit plus simplement de dénombrer les sujets et leurs biens, mais d'épier directement leurs actions et leurs pensées : la figure du censeur fait place à celle de l'espion. Tel qu'il est formulé par tous ces auteurs, l'enjeu principal du contrôle social est bien de connaître les opinions des hommes et de soumettre les consciences ; or la force de la proposition des penseurs catholiques consiste à confier cette tâche ' politique ' à la seule autorité légitime en matière de gouvernement des âmes : le clergé, chargé de la confession et de la direction des consciences. De la sorte, la raison d'État catholique prétend à une efficacité politique supérieure à toute théorie qui détache l'État de sa bride confessionnelle. (shrink)

La introducción de la figura jurídica del “microtraficante” en la legislación penal chilena provoca un aumento de la violencia institucional, a nivel simbólico y material, hacia los sectores marginales de la población. ¿Cuáles tópicos, “lugares comunes”, fundamentan el cambio legislativo? Los conceptos “droga” y “drogadicto’’, entre otros, se configuran adentro del “espacio retórico prohibicionista”, cerrado entre los horizontes políticos de la criminalización y/o medicalización. Por eso el autor argumenta sobre la necesidad de abrir el “espacio retórico prohibicionista”, promoviendo una cultura (...) sociojurídica de las drogas desde la despenalización y legalización de su consumo. Like other Enlightenment thinkers, Hume provides a formal account of social life with a substantive theory of rationality. Hume has a noncontextualist theory of human nature. Human nature possesses certain constant and universal principles, the operation of which are unaffected by history of sociocultural contexts. Some social practices are more rational, more "in tune" with human nature, than others. Se presentan los resultados de un estudio que explora la gestión de la responsabilidad social en trece hospitales de la Red Sanitaria de RS. Las conclusiones revelan que estos hospitales gestionan la RS profesionalmente y con criterios de calidad, orientados al cumplimiento de los ODS, en el marco del plan estratégico de cada hospital. Aunque, todavía se detectan déficits en su implantación departamental, su planificación, y la evaluación de sus impactos. Y debilidades como la falta de recursos y de (...) liderazgo. Para superarlos, el apoyo directivo del hospital resulta determinante. La Red Sanitaria de RS constituye un modelo de colaboración. (shrink)

After the three families divided up the state of Jin and the Tian family took over Qi, the political situation in the fourth century B.C.E. appeared even more chaotic. Wei conquered Chu's Luyang and Qin's Xihe, Qin defeated Wei at Shimen , and again at Shaoliang , and Wei moved its capital to Daliang. During the mid-Warring States period, Qin became dominant in the west, Qi in the east, Chu in the south, and Wei in the center. Rapid changes occurred (...) one after another; trickery and conflict were rampant. However, the shi , the intelligentsia, actually managed to expand their spheres of existence and activity accordingly in this state of tension between countries, states, and men. A few major states assembled quite a number of literati; and those men of the villages, who had in earlier times merely waited passively for opportunities to fall into their laps, crisscrossed the various feudal states; literati who previously had no cause to use military force became, one by one, the honored guests of the feudal lords. With the breakdown of the previously simple and obvious order, the gradually dismantling of the common body of the ancestral clan of the past, and the increasing complexities of social relationships after the dissolution of blood ties, social order became a matter of concern. Or, to reword this most practical issue: How could this universally chaotic society go from disorder to order? (shrink)

A la fin du XIXe siècle, le progrès des sciences et des techniques parut ouvrir une ère de bonheur où l'homme, délivré des tâches serviles et de toutes les superstitions, serait enfin le maître de la nature et de son propre destin. Mais le XXe siècle ne tint pas ces promesses. Certes, le progrès des sciences a fait reculer la mortalité infantile et allonger l'espérance de vie. Les nouveaux moyens de communication ont permis la circulation rapide d'informations autour du globe. (...) Mais notre environnement est menacé par toutes sortes de déchets. La biologie a ouvert des voies effrayantes. l'automatisation a bouleversé le monde du travail. La nécessité de former des scientifiques pour créer et maîtriser ces nouveaux outils a fait reculer la culture classique. De tels changements ont obscurci les repères traditionnels, les esprits sont déroutés, le sens est en crise. A l'entrée du troisième millénaire, l'Académie d'Education et d'Etudes sociales ne pouvait laisser ces questions dans l'ombre : elles sont trop souvent l'objet de débats plus passionnés que fondés et raisonnés. La science menace-t-elle l'homme et son environnement? Pèse-t-elle sur la cohésion sociale et la démocratie? Quelle est sa place dans la culture, à côté de la philosophie? Comment le chrétien se situe-t-il dans ce monde scientifique et technique? Par une étude raisonnée de ces questions, l'AES souhaite délivrer un message d'espoir et de confiance, et contribuer à mettre le développement scientifique et technique au service de l'homme, suivant la parole de l'Ecclésiastique : " Le Très-Haut a donné à l'homme le savoir pour être glorifié dans ses merveilles " (17,8). The International Panel on Social Progress is an independent association of top research scholars with the goal of assessing methods for improving the main institutions of modern societies. Apresentação Agradecemos à presença dos professores do mestrado em Comunicação da Faculdade de Comunicação Social da Universidade do Estado do Rio de Janeiro, aos alunos da graduação e da pós e aos quatro convidados pela gentileza de estarem no campus da Universidade para tratar de um assunto pouco estudado na área de comunicação. Nos currículos antigos, em especial aqueles na década de 1980, havia uma disciplina intitulada Sistemas Internacionais de Comunicação. Hoje esse é um tema ausente da grade de (...) muitos cursos, daí a importância desta palestra organizada pelos alunos, em 2006, da disciplina de Comunicação Internacional do Programa de Pós-graduação em Comunicação – mestrado – da Uerj, que também encerra as atividades da disciplina no semestre. Este encontro faz parte do Seminário de Produção Acadêmica (SPA), no qual os alunos da graduação e da pós-graduação se encontram em algumas ocasiões para debater assuntos pré-agendados. Today, the earth is an interconnected globe humming with electronic transmissions-a chattering planet nestled in the provident silence of space. The ethical question is whether this is contributing to authentic human development and helping individuals and peoples to be true to their transcendent destiny. The new media are powerful tools for education, cultural enrichment, commercial activity, political participation, intercultural dialogue and understanding. They also can serve the cause of religion. Yet the new information technology needs to be informed and guided (...) by solidarity in the service of the common good bridging the digital divide within and among nations. The value-laden message of Western secular culture to people and traditional societies in many cases ill-prepared to evaluate it leads to widespread crisis, for example, in regard to marriage and family life. This technology can be a means for solving human problems, promoting the integral development of persons, creating a world governed by justice, peace, and love. It also can help men and women in their age-old search for self-understanding. Like today's world itself, the world of media, including the Internet, has been brought by Christ, inchoately yet truly, within the boundaries of the kingdom of God and placed in service to the word of salvation.
