Political honors are ubiquitous in public life, whether in the form of public monuments, street names, or national holidays. Yet such honors have received scant attention from normative political theorists. Tackling this gap, I begin by criticizing a desert-based approach to political honors. I then argue that morally appropriate honors are best understood as marking and reinforcing the moral commitments of the collective in whose name they are being awarded. I show how this thesis clarifies and organizes core intuitions regarding (...) a variety of honors, from those commemorating slave-owning founders of the United States to the Nobel Peace Prize. Among the hidden treasures squirreled away in the archives of Israel’s National Library lies a fragmented correspondence that sheds new light on the afterlife of a project that was long deemed the farewell gift to the German language and culture from the remnants of its Jewry. It is an exchange of letters between two scholars, whose interest in the German rendition of the Bible occupied them for many years, first in Germany, and later in the land where Hebrew was vernacular (...) and where one might think there would no longer be a need for translations of the Bible; particularly not into a language that aroused considerable aversion in the aftermath of the war. And yet, the 1963–64 exchange between the two Jerusalemites, the Vienna-born and Frankfurt-crowned philosopher, theologian, and translator Martin Buber and the Riga-born, Berlin- and Marburg-educated biblical scholar Nechama Leibowitz tells a different story. It shows they both believed the project that began under the title Die Schrift, zu verdeutschen unternommen should be revised once again, after its completion so as to underline its ongoing relevance for present and future readings of the Bible tout court, in German and Hebrew speaking lands alike. This essay critically engages proposals by Thomas Pogge and Leif Wenar meant to combat ‘the resource curse.’ Pogge and Wenar call for boycotts against stealing oppressors, sharing the expectation that the boycotts will significantly contribute to economic and political reform in the target countries. In contrast, I argue that liberal democracies should indeed stop trading with dictators and civil warriors, but for inward rather than outward looking reasons. We, the citizens of liberal democracies through our elected governments, ought to boycott (...) severely oppressive regimes for the sake of our own moral integrity*simply in order to stop being complicit in what is effectively massive scale armed robbery. This inward looking thesis is distinctive in three ways. First, it contrasts with the dominant assumption that global reform must be grounded in the achievement of better political and economic outcomes for others. Second, the inward look manages to avoid the profound empirical uncertainty associated with any attempt to predict the direct effects of global rule changes on domestic institutions. This book centers on a relatively neglected theme in the scholarly literature on Hannah Arendt's political thought: her support for a new form of government in which citizen councils would replace contemporary representative democracy and allow citizens to participate directly in decision-making in the public sphere. The main argument of the book is that the council system, or more broadly the vision of participatory democracy was far more important to Arendt than is commonly understood. Moses Mendelssohn (1729–1786) wrote Jerusalem with his back to the wall. His Jewish identity and liberal outlook were challenged in the public sphere of the German Enlightenment, and this was his last opportunity to write a book that would perpetuate the essence of his faith and his values as the first modern Jewish humanist. The work, which moves between apologetics for his faith and political and religious philosophy was primarily a daring essay that categorically denied the rule of religion and (...) advocated tolerance and freedom of thought. Neither the state nor the church had the right to govern a person’s conscience; and, no less far-reaching and pioneering: these values are consistent with Judaism. In the summer of 1783, seven years after the resounding voice of protest against tyranny and in favor of liberty and equality was heard in the American Declaration of Independence, less than six years before the French Revolution, but only two years and two months before his death, the man who was called the “German Socrates,” a highly prominent figure in the Enlightenment, published one of the fundamental documents in Jewish modernity. This book is the result of several decades of teaching experience in data structures and algorithms. It is self-contained but does assume some prior knowledge of data structures, and a grasp of basic programming and mathematics tools. Basic Concepts in Algorithms focuses on more advanced paradigms and methods combining basic programming constructs as building blocks and their usefulness in the derivation of algorithms. Its coverage includes the algorithms' design process and an analysis of their performance. It is primarily intended as (...) a textbook for the teaching of Algorithms for second-year undergraduate students in study fields related to computers and programming. Klein reproduces his oral teaching style in writing, with one topic leading to another, related one. Most of the classical and some more advanced subjects in the theory of algorithms are covered, though not in a comprehensive manner. The topics include Divide and Conquer, Dynamic Programming, Graph algorithms, probabilistic algorithms, data compression, numerical algorithms and intractability. Gurevich and Shelah have shown that Peano Arithmetic cannot be interpreted in the monadic second-order theory of short chains (hence, in the monadic second-order theory of the real line). We will show here that it is consistent that the monadic second-order theory of no chain interprets Peano Arithmetic.

The monadic second-order theory of trees allows quantification over elements and over arbitrary subsets. We classify the class of trees with respect to the question: does a tree T have a definable choice function (by a monadic formula with parameters)? A natural dichotomy arises where the trees that fall in the first class don't have a definable choice function and the trees in the second class have even a definable well ordering of their elements. Global justice seems to be all about "us" treating "them," especially "their" problem of extreme poverty. This article argues that there is such a thing as our problem of global justice, and that it must be both temporally and logically prior to the problem of global justice. In order to establish this thesis, I seek to corroborate three main claims: that our elected governments are actively complicit in dictators' de facto armed robbery of their population's resources; that each democracy as (...) a unitary agent has a duty, which holds independently of poverty questions, to stop profiting from this robbery by boycotting severely oppressive regimes; and that such "democratic disengagement" requires postponing an ideal theory of global justice to a later stage, since the implications of disengagement will be so unprecedented that philosophizing past them means jumping ahead of our time. Wary of quick statist dismissal of their proposals, cosmopolitans have been careful not to associate themselves with a world state. I argue that this caution is mistaken: cosmopolitans should see the vision of a world state as strategically valuable in exposing weaknesses in statist accounts, particularly of the Rawlsian variety. This strategic value follows if the only cogent arguments against a world state belong to non-ideal theory which assumes non-compliance, rather than to ideal theory with its core assumption of full (...) compliance. If our only convincing reasons to reject a world state are non-ideal, then any liberal theory revolving around separate states must itself be considered a non-ideal theory. As a non-ideal theory, a statist law of peoples cannot be presented as an end-state, but is rather a transitional stage. Yet once seen as a transitional theory, the statist “realistic utopia” can no longer dodge the cosmopolitan charge that it is neither sufficiently realistic nor sufficiently utopian. (shrink)

This article discusses an aspect of Hannah Arendt’s treatment of the conflict between the Zionists and the Palestinians that has thus far been overlooked in scholarship: her justification of Zionism through the achievements of the Jewish pioneers in cultivating the land, in contrast to the Palestinians’ failure to do so. The inability of natives to cultivate their land was a familiar argument in the history of colonialism, used to legitimize the colonialists’ right to settle a land and often to displace (...) the natives. How should we understand Arendt’s use of this argument? I show that Arendt’s argument should be understood in the context of, first, the recurrence of this argument in Western political thought and practices. Second, the Zionists’—Arendt included—need of legitimizing Jewish settlements in Palestine. And third, the influence of Arendt’s own political philosophy on her understanding of culture in general, and Palestinian culture in particular. (shrink)

When harm is caused by multiple injurers, damages are allocated among the responsible injurers in proportion to their relative responsibility for harm. This Article shows that a proportional allocation of liability between strictly-liable injurers distorts incentives to take precautions. The effects of this distortion depend on the nature of the injurers’ precautions. If precautions are complements, injurers compete for lower liability shares, which results in excessive care-taking. If precautions are substitutes, injurers are afflicted by moral hazard, which gives rise to (...) insufficient care-taking. By illuminating injurers’ strategic incentives, this Article highlights a tension between equity and efficiency under a proportional allocation of liability. (shrink)

In the early 1930s, Franz Rosenzweig’s work was celebrated, criticized and questioned for its relevance within the specific cultural, religious and philosophical preoccupations of the inhabitants of pre-state Israel. This could be seen in nuce at the opening of the Schocken Library in Jerusalem in December 1936 that was marked by a celebratory conference dedicated to the memory of Franz Rosenzweig. The evening featured a collection of four lectures held in Hebrew by eminent German-Jewish scholars: Ernst Simon, Julius Guttmann, Hugo (...) Bergmann and Gershom Scholem. Simon and Scholem’s lectures in particular put forward two strikingly different views on Rosenzweig’s possible Nachleben in the yishuv. The article is followed by Scholem’s hitherto unpublished lecture and Simon’s German summary of his own contribution that evening. (shrink)

I present a new challenge to the Rawlsian insistence on ideal theory as a compass orienting concrete policy choices. My challenge, focusing on global politics, consists of three claims. First, I contend that our global ideal can become more ambitious over time. Second, I argue that Rawlsian ideal theory’s level of ambition might change because of concrete policy choices, responding to moral failures which can be identified and resolved without ideal theory. Third, I argue that we currently face such potentially (...) transformative choices. I conclude that these choices are analytically prior to, rather than derivative from, global ideal theory. Hannah Arendt’s conceptualization of political judgement has been a source of much scholarly investigation and debate in recent decades. Underlying the debate is the assumption that at least in her early writings, Arendt had an actor’s theory of judgement. In this article I challenge this common assumption. As I attempt to demonstrate, it relies on a misunderstanding, not only of Arendt’s conception of judgement, but also of her conception of agents in the public realm. Once we discard the assumption of (...) an actor’s theory of judgement, I argue, some important issues in Arendt’s theory of judgement are resolved, enabling us to perceive it as a unified, rather than self-contradictory, theory of judgement. Global justice theorists have given much attention to corporations' purchases of state-owned natural resources controlled by dictators. These resources, the common argument goes, belong to the people rather than to those who exercise effective political power. Dictators who rely on violence to secure their political power and who sell state-owned natural resources without authorisation from their people, or from their people's elected delegates, are therefore violating their peoples' property rights. But many dictatorships also distribute natural resource revenue to the population, (...) and stopping to purchase natural resources from them is therefore likely to produce relative deprivation for the people, even while increasing the chances of the people gaining control over their property. Given these circumstances, can corporations buying the people's natural resources from a distributive dictatorship appeal to the people's consent as justification for such purchases? I consider this question by inspecting three types of consent to which resource corporations might appeal. I show that, under the circumstances of natural resource trade with distributive dictatorships, none of these types of consent can obtain. Hence, resource corporations cannot appeal to popular consent to defend their transactions with distributive dictatorships. (shrink)

This article asks how global tax reform relates to other emerging proposals for global economic reform. Specifically, I will try to contribute to the philosophical understanding of this relationship, by comparing global tax reform with a reform seeking to end dictators’ trading privileges in their peoples’ natural resources. Through this comparison, I intend to establish two main claims. At a concrete, practical level, I hope to show that reform of dictators’ resource privilege will be easier to initiate than legal reform (...) against global tax avoidance. Yet the heart of this essay is dedicated to supporting this claim through an argument at a more abstract, methodological level, which intends to make a broader contribution. This argument focuses on a key obstacle facing global taxation reforms, in the form of collective action problems. My key conceptual contribution lies in an attempt to distinguish between two forms of collective action situations, arguing that only one of them involves moral collective action problems, while in the other these problems dissolve. I seek to show that this fortunate case obtains for reform of dictators’ resource privilege, but not for global tax reform. (shrink)

When discussing whether or not our elected governments should intervene to end genocide, war crimes, ethnic cleansing, and crimes against humanity in other countries, the humanitarian intervention debate has largely been assuming that liberal democracies bear no responsibility for the injustice at hand: someone else is committing shameful acts; we are merely considering whether or not we have a positive duty to do something about it. Here I argue that there are important instances in which this dominant third party perspective (...) (TPP) is empirically false and normatively misguided. Much before our positive ?responsibility to protect? potential victims from mass atrocities, we violate our negative duty not to harm these victims. Employing work by Thomas Pogge and Leif Wenar, I argue that this harm currently comes about as our elected governments either buy, or allow our corporations to buy, the world's most precious resources from brutal dictators and warlords, who dominate some of the states that are at the heart of intervention discussions. In these cases, democracies' most immediate duty is not intervention but rather humanitarian disintervention: boycotting severely oppressive regimes, and in particular stopping to recognizing these regimes ? whether dictators or civil warriors ? as possessing legitimate authority to sell their peoples' resources. I begin with a brief survey of the intervention literature, followed by the foundations for the disintervention alternative. I then elaborate the conceptual and practical advantages of disintervention, concluding with thoughts on the reasons for TPP's lasting dominance. (shrink)
