Evolutionary theory assumed that mutations occur constantly, gradually, and randomly over time. This formulation from the “modern synthesis” of the 1930s was embraced decades before molecular understanding of genes or mutations. Since then, our labs and others have elucidated mutation mechanisms activated by stress responses. Stress‐induced mutation mechanisms produce mutations, potentially accelerating evolution, specifically when cells are maladapted to their environment, that is, when they are stressed. The mechanisms of stress‐induced mutation that are being revealed experimentally in laboratory settings provide (...) compelling models for mutagenesis that propels pathogen–host adaptation, antibiotic resistance, cancer progression and resistance, and perhaps much of evolution generally. We discuss double‐strand‐break‐dependent stress‐induced mutation in Escherichia coli. Recent results illustrate how a stress response activates mutagenesis and demonstrate this mechanism's generality and importance to spontaneous mutation. New data also suggest a possible harmony between previous, apparently opposed, models for the molecular mechanism. They additionally strengthen the case for anti‐evolvability therapeutics for infectious disease and cancer. (shrink)

Since the 1970s, the United States has adopted a trade policy agenda that has forced countries to trade away flexible patent provisions for access to US markets. While pharmaceutical companies have argued that the recognition of patent rights is essential for recovering investments in research and development of pharmaceuticals and incentivizing future innovation, the lack of competition has had damaging consequences for public health, as companies tend to set the prices of treatments beyond the reach of consumers and government programs. (...) Thailand and Brazil are bound by law to provide universal access to anti-retroviral treatment (ART) to People Living with HIV/AIDS (PLWHA). This has been made possible in part due to the universal health care systems in each country and the countries' local technical and industrial capacities that provide the government with affordable generic medicines. The introduction of stronger intellectual property protection laws however, has limited possibilities for procuring generic medicines and inflated the cost of treatment. Between 2006–2008, Thailand and Brazil used compulsory licensing to authorize generic competition against the consent of the pharmaceutical companies in order to guarantee the right to health and ensure the viability of government health budgets. This paper will demonstrate how the interaction between individual / collective action and structural and institutional elements in Thailand and Brazil produced propitious conditions for each country to assert the primacy of health over patent rights. In this essay, I write memory across the public-private divide as a commemorative response to the Massacre of Women at École Polytechnique. Through five layers of remembering, I explore the creation of an analytic space that simultaneously considers traumatized subjectivity, bearing witness, and feminist pedagogy.

This article works from 10th anniversary reporting on the Montréal massacre and its legacy, arguing that the public memory of the massacre, far from being settled, is charged with ambivalence. It is argued that such ambivalence is an effect of the limits of remembrance as a `strategic practice', which has circumscribed sustained encounters with the loss(es) of the massacre. Ambivalence is read in the article as both a limit and resource for feminists interested in re-opening the question of the massacre's (...) public memory for the next decade of memorial-activism. This work presents a new, alternative approach to studying the formation of political ideologies and attitudes, addressing a concern in political science that research in this area is at a crossroads. The authors provide an epistemologically grounded critique on the literature of belief systems, explaining why traditional approaches have reached the limits of usefulness. Following the lead of such continental theorists such as Jurgen Habermas and Anthony Giddens, who stress the importance of Jean Piaget to the development of a strong (...) theoretical perspective in political psychology, the authors develop a different epistemology, theory,and research strategy based on Piaget, then apply it in two emperical studies of belief systems, and finally present a third theoretical study of political culture and political development. The field of political psychology, like the social sciences more generally, is being challenged. New theoretical direction is being demanded from within and a greater epistemological sophistication and ethical relevance is being demanded from without. In response, an outline for a reconstructed political psychology is offered here. To begin, a theoretical framework for a truly integrative political psychology is sketched. In the attempt to transcend the reductionist quality of cross-disciplinary or multidisciplinary inquiry, the theoretical approach offered here emphasizes the dually (...) structured quality of social life as the singular product of both organizing social structures and defining discourse communities on the one hand and motivated, thinking individuals on the other. To further this theoretical effort, meta-theoretical considerations are addressed. The modernist-postmodernist debate regarding the status of truth and value is used as a point of departure for constructing the epistemological foundation for political psychology. In this light, structural pragmatic guidelines for theory construction, empirical research and normative inquiry are presented. While the focus remains on political psychology in particular, it is assumed that the criticisms of present research and the suggestions for future inquiry apply to the social sciences more generally. ABSTRACTDecades of research demonstrate that most people have little knowledge or understanding of politics. Two recent works suggest that this reflects the limits of human cognitive capacity. Rather than being reasoned, political thinking is mostly preconscious, automatic, and recall driven. Consequently, it is vulnerable to contextual cueing, preexisting biases, and biological and genetic predispositions. However, this research is oriented by an inadequate understanding of cognition.
