The most compelling evidence for Epstein et al.'s central thesis that adult second language acquisition is constrained by the innate cognitive structures that constrain native language acquisition would be evidence of poverty of the stimulus. Although there are studies that point to such evidence, Epstein et al.'s primary form of argumentation, targetlike performance by second-language acquiring adults, is much less convincing.

We offer thoughts on Shadmehr and Ahmed's foundational assumption that behavioral intensity (vigor) is proportional to the perceived value of outcomes driving behavior (incentives). The assumption is reasonable considering classical motivational thought and scholarship in related literatures but called into question by an influential contemporary theory of motivation by Brehm. Brehm's theory suggests that the assumption is warranted in some, but not all, performance circumstances. Furthermore, proportionality between vigor and value might be generated through a deliberative goal-setting process rather than (...) through intrinsic neural linkages. (shrink)

The COVID-19 pandemic has created a lot of chaos throughout the world. Its devastating indirect and direct consequences spare no one. This paper explores the struggles of sidewalk vendors in the Southern Philippines during the COVID-19 pandemic. It seeks their coping ways and insights about their experiences during the crisis. We employed a descriptive phenomenological research design. Ten sidewalk vendors participated in the semistructured key informant interview. The findings revealed three themes for their struggles. These are incapability of earning, helplessness, (...) and loss of income. For their coping mechanisms, small trading, gain assistance, and monetary loans were the identified themes. For their insights, two themes emerged- hopefulness and frugality. Sidewalk vendors were left with no choice but to stop selling temporarily because of the virus's threat. Even if their livelihood is in jeopardy, they became resilient and continued to find a living. (shrink)

I argue that, on plausible assumptions, anomalous entails monism epiphenomenalism of the mental. The plausible assumptions are (1) events are particulars; (2) causal relations are extensional; (3) mental properties are epiphrastic. A principle defender of anomalous monism, Donald Davidson, acknowledges that anomalous monism is committed to (1) and (2). I argue that it is committed to (3) as well. Given (1), (2), and (3), epiphenomenalism of the mental falls out immediately. Three attempts to salvage anomalous monism from epiphenomenalism of the (...) mental are examined and rejected. Here we review 37 modern neuroimaging studies in an attempt to address this question posed by Halstead (1947) as he and other icons of the last century endeavored to understand how brain and behavior are linked through the expression of intelligence and reason. Reviewing studies from functional (i.e., functional magnetic resonance imaging, positron emission tomography) and structural (i.e., magnetic resonance spectroscopy, diffusion tensor imaging, voxel-based morphometry) neuroimaging paradigms, we report a striking consensus suggesting that variations in a distributed network predict (...) individual differences found on intelligence and reasoning tasks. We describe this network as the Parieto-Frontal Integration Theory (P-FIT). The P-FIT model includes, by Brodmann areas (BAs): the dorsolateral prefrontal cortex (BAs 6, 9, 10, 45, 46, 47), the inferior (BAs 39, 40) and superior (BA 7) parietal lobule, the anterior cingulate (BA 32), and regions within the temporal (BAs 21, 37) and occipital (BAs 18, 19) lobes. White matter regions (i.e., arcuate fasciculus) are also implicated. The P-FIT is examined in light of findings from human lesion studies, including missile wounds, frontal lobotomy/leukotomy, temporal lobectomy, and lesions resulting in damage to the language network (e.g., aphasia), as well as findings from imaging research identifying brain regions under significant genetic control. Overall, we conclude that modern neuroimaging techniques are beginning to articulate a biology of intelligence. We propose that the P-FIT provides a parsimonious account for many of the empirical observations, to date, which relate individual differences in intelligence test scores to variations in brain structure and function. Moreover, the model provides a framework for testing new hypotheses in future experimental designs. (shrink)

In his well known proposition that pleasures differ qualitatively, Mill seems to be arguing three principal points. ‘Mental’ pleasures as a kind are intrinsically ‘more desirable and more valuable’ than ‘bodily pleasures’ . This estimation of pleasure, Mill says, is such as to rule out the claim that it ‘should be supposed to depend on quantity alone.’ Indeed, he continued, the ‘superiority in quality’ might be ‘so far outweighing quantity as to render it, in comparison, of small account’ . Its pacing is erratic, shifting instantaneously from patient strolls through arcane scholarly topics to breathless gallops through large intellectual districts at such high speed that attending to any one topic is nearly impossible. It refers to obscure 18th and 19th century intellectuals most 21st century readers have never heard of, along with figures from the ancient world many readers will only have heard of in other contexts, and (...) even some figures many of us are likely to think should not be mentioned in a book of philosophy. WE ARE GRATEFUL to the journal for prviding the opportunity for exchange and discussion of some of the themes raised in our paper, "The impact of phenomenology on North American psychiatric assessment" and we are pleased (...) to be able to reply to the two excellent commentaries by McMillan and Morley. Both McMillan and Morley question the prospect of employing phenomenology and its methods in psychiatric assessment, and in psychiatric practice more generally. McMillan questions the utility of such a step, and Morley is pessimistic about its feasibility. We shall address each author's concerns in turn.Initially, let us restate the aims of our paper to contextualize our arguments and those made in the commentaries. First, we sought an understanding of what is meant by North American psychiatrists, working within the DSM framework, when they refer to the phenomenological approach to psychiatric assessment. To elucidate this meaning, we compared the contemporary North American usage to a small number of definitions of phenomenology, particularly those definitions that were, and are now, applied to clinical psychiatric work. Contrary to McMillan's suggestion, we did not intend to state definitively what should or should not count as phenomenological, but rather to compare North American psychiatric assessment to what typically has counted as phenomenological. Second, we sought to examine phenomenology's influence on North American psychiatric practice, particularly psychotherapy.Morley argues that such influences usually exemplify the inappropriate appending of phenomenology to psychiatric practice rather than true integration of different paradigms. Although we do not disagree with this general contention, we will argue that the deployment of phenomenological methods in psychiatric assessment is a necessary first step toward the kind of integration he proposes.McMillan makes two related but unintegrated points. First, he argues that objective, behavioral data are phenomenological, according to his broad definition of the term. Without knowledge of a producer's intentions, inferences drawn from those intentions to required cognitive abilities for having those intentions is also complicated.

This article explores the recurrent global claim by indigenous peoples for their spiritual concerns to be taken seriously and given appropriate effect in public policy. The secular liberal state's commitment to ideals of religious neutrality and equal treatment of all faiths and none is clearly tested to the degree it privileges traditional indigenous religion in the name of fostering indigenous culture. This dilemma has been acutely raised in New Zealand where Maori metaphysical concerns—the appeasement of taniwha (spiritual monsters) and the (...) evils of mingling the mauri (life-force) of human and non-human species in genetic engineering—have been subjected to judicial scrutiny. Quite apart from issues of justiciability, the legal acknowledgment of indigenous spirituality raises questions about the continued secularity of the state. This essay traverses the varying responses to indigenous spirituality, especially criticisms that such recognition constitutes government countenancing of primitive superstition, a fostering of paganism or naked religious favouritism. Ultraviolet radiation activates the expression of a wide variety of genes, by pathways which differ between the short non‐solar ultraviolet C (UVC) wavelengths, which are strongly absorbed by nucleic acids, and the long solar ultraviolet A (UVA, 320–380 nm) wavelengths, which generate active oxygen intermediates. Intermediate solar ultraviolet (UV) wavelengths in the UVB (290–320 nm) range also contain an oxidative component, but more closely resemble UVC in their gene activating properties. Short wavelength UV, in common with other extracellular stimuli including (...) growth factors, activates signal transduction events that involve both stress‐ and mitogen‐activated protein kinase cascades. The extrapolation of the complex modulation of gene expression that ensues to the consequences of natural UV exposure requires careful attention to the details of doses and wavelength employed in the model experiments. Nevertheless, there is evidence that UVB irrradiation of skin can activate the expression of proteins including immunomodulating cytokines, ornithine decarboxylase and, to a limited extent, nuclear oncogene products, as well as lead to stabilisation of p53. Non‐cytotoxic doses of UVA radiation also lead to the strong activation of several genes which would be expected to have functional relevance in vivo. (shrink)

This article argues that secularism is not neutral. Secularization is a process, the secular state is a structure, whereas secularism is a political philosophy. Secularism takes two main forms: first, a “benevolent” secularism that endeavours to treat all religious and nonreligious belief systems even-handedly, and, second, a “hostile” kind that privileges unbelief and excludes religion from the public sphere. I analyze the European Court of Human Rights decision in Lautsi v Italy, which illustrates these types. The article concludes that secularism (...) as a political philosophy cannot be neutral, and the secular state is not neutral in its effects, standpoint, governing assumptions or treatment of religious truth claims. Democratic societies tolerate intolerance, but that obligation finds its limit when the security of its citizens is jeopardized or its institutions of liberty are imperiled. Similarly, universities tolerate intolerance, but that obligation finds its limit when threatened by weaponized intolerance advocates who disenfranchise and denigrate community members and imperil academic norms and professional standards of conduct. Then, just as democratic societies must protect their threatened citizens and safeguard their imperiled institutions of liberty, so universities must protect their threatened community members (...) and safeguard their imperiled norms and standards. I argue for these conclusions by establishing a conflict between what the First Amendment legally permits university community members to express and what the norms of the university and the professional standards that structure academic freedom require from university community members. I argue that given the First Amendment, universities are legally obliged to tolerate even weaponized intolerance in campus public forums even if not in the classroom. I then recommend three responses to weaponized intolerance on campus that are consistent with the First Amendment: denunciation and protest, provision of safe space, and affirmation of academic values, norms, and standards. I reject three frequently encountered responses to weaponized intolerance as inconsistent with the First Amendment: heckler’s vetoes, student speech codes, and speaker bans. And I argue that one response—disruptive protest that falls short of a heckler’s veto—is legally permissible for students and faculty members but is ruled out for faculty members by academic norms and professional standards. Towards the end of Percy Bysshe Shelley’s fragment ‘The Triumph of Life’ there are some famous lines which raise most of the questions that will concern me in this essay. Never mind, for the moment, the context: the lines I have in mind are these: “I rose; and, bending at her sweet command, Touched with faint lips the cup she raised, And suddenly my brain became as sand “Where the first wave had more than half erased The track of deer (...) on desert Labrador, Whilst the fierce wolf from which they fled amazed “Leaves his stamp visibly upon the shore Until the second bursts—so on my sight Burst a new Vision never seen before.—1[…]Two kinds of things are happening here which I want to point out. The first is that even as the poem is attempting to represent the mind as passive and the experience of the mind as an empty succession of events, it is also making a quite contrary attempt to represent the mind as active and the succession as a structure. The lines dramatise how a play of mental events, as they are represented in language, may be reprocessed in such a way that some of them come to be classified as interruptions or breaks in the otherwise meaningful sequence composed by the others. As my first paraphrase suggested, it seems to make sense to recast Shelley’s narrative into the story of deer chased by a wolf, a story which is then interrupted by the wave which bursts on the shore and which threatens the coherence of the story by threatening to efface all sin that the deer have passed across the beach, have crossed the mind. 1.
