Should studies of social history engage in questions of important socio-political changes? The answer is undoubtedly affirmative. So far as the important changes in 19th century China are concerned, some case studies in regional social history have presented a picture of greater complexity and diversity. The Ningbo case, for example, shows that when a port that has had a history of foreign trade becomes embroiled in conflict between Chinese and foreigners, this conflict may simply become one mode of interaction (...) amongst many between Chinese and foreigners. The case of Turmot is an important turning point in Chinese history, since it marks the reversal of 2000 years of frequent attempts by nomadic tribes to expand southward. This trend is completely reversed by the Han nationalities’ northward immigration and reclamation, a development as significant as the Western invasion of China in terms of consequent social transformations. These historical traces revealed from within regions deepen our comprehension of these social transformations; consequently, such studies in social history may manage to provide answers different from those offered by the traditional model of political history. The complexity of population ageing effect is a significant challenge at a regional and local level. Adaptation activities require the cooperation of local governments, business entities and non-governmental organizations. The article describes the dimensions of interventions, typology of “shrinking regions” and two initiatives: Regions for All Ages and SEN@ER - Silver Economy Network of European Regions. In addition, essay discusses the dilemmas of creating special regional strategies with their implementation factors and barriers in the construction of silver economies. (...) This article discusses the textual sources used for understanding the built environment and interactions between Greek eastern colonies and other societies in the Bactro-Gandharan region.

Regional integration over the past decade has facilitated a huge flow of foreign direct investment (FDI) into Latin America. Less is known, however, about why these newforeign enterprises decided to enter specific markets. This study investigates three recent investments in Costa Rica: two by U.S.-based multinational corporations (MNCs) and another by an MNC based in Spain. The behavior of these MNCs is examined in their initial bargaining and subsequent operations. Through the lens of political economy, this study concludes that (...) Costa Rica’s stable democratic institutions and formalized economic links through multilateral and regional trade and investment accords constitute an advanced factor of comparative advantage that attracted foreign investment to Costa Rica and induced the MNCs to become responsive to host country interests. The article locates work on regional development, and in particular action research, within the context of debates on neo-liberalism and democracy. The “learning regions” approach is explored, but the scale of the challenges to overcome is emphasised.

Regional market integration in Europe and North America has grown increasingly extensive. This integration has created institutions and structures to guide pancontinental political, economic, and social policies. At the same time, both regions are experiencing pressures of decentralization. These competing trends are transforming relationships between and among business, society, and government. This article compares and contrasts integration in North America and Europe, and discusses the implications of political, economic, and institutional changes in these two regions for business-government relations (...) and the structure and strategic orientation of the corporate public affairs (PA) function. This article reviews recent literature on comparative political economy, business and public policy, and corporate PA, and it presents a conceptual model and research propositions, supported by case illustrations, of how integration and decentralization affect business-government relations and corporate PA in Europe and North America. The paper considers the role of universities as actors in regional development, and the implications for approaches to knowledge, including knowledge construction. The new role for universities requires the production of knowledge, which relates to the needs of the region. Particular attention was given to the Agder region of Norway, and Agder University College.

In this paper, some fundamental aspects of societal change processes are described, leading to proposals of how to cope with such changes through continuous learning within society. This change society is presently emerging worldwide. It is very much shaped by advanced networked information and communication technology. Correspondingly, certain trends are identified in this paper which indicate the change processes towards this new emerging society. Subsequently, different personal skills are described which are required for all members of (...) class='Hi'>society to cope with these trends. The paper finishes with a case study which deals with regional development through open networked business processes. The aim of the project described was to develop a joint family vacation concept in the former socialist East German state of Saxonia. Why did gender inequality in secondary school access persist after Mexico made attendance compulsory in 1993? This research reveals an interaction between geography, poverty, and sibship structure in contributing to the underrepresentation of girls in Mexico's poorer southern states. Using regional and contextual information about enrollments and development, a multinomial logistic regression model is estimated. The results show that in addition to family and regional poverty, the position of girls within the sibship contributes to their remaining in or (...) dropping out of school following the primary level and their likelihood of employment or domestic work as an alternative to schooling. The results have implications for Mexico's targeted approach to eliminating the effects of poverty on educational opportunity. (shrink)

There are at least two passages in the jamesian corpus where he seems to establish a topology of "regional ontologies", or to set up multiple "language games". the first of these is "the principles of psychology" when he talks about "the many worlds", or "...sub-universes commonly discriminated from each other...", the second is in "pragmatism", where he notes that there "are...at least three well-characterized levels, stages, or types of thought about the world we live in..." two questions immediately come (...) to mind about these levels. first, is each of these areas of equal importance, epistemologically and ontologically speaking? second, how, if at all, are these regional areas related to each other? each of these questions has a seemingly obvious answer. to wit, the world of perception is more important than any of the other areas; and second, the regional areas are related in terms of the disjunctive and conjunctive transitions which james so strenuously upholds, resulting in an overall "concatenated" picture. i argue that both of these responses are insufficient, and that the issue is more complicated than it first appears. Society in the Self: A Theory of Identity in Democracy shows how society is working in the deeper regions of self and identity. This book is an exploration of the democratic potentials of self and identity in a globalizing and localizing society.

I have two main objectives in this essay: (1) to situate the events of 11 September within the context of the impact of modernization on religious consciousness and institutions; and (2) to suggest, albeit without adequate empirical support, that militant Islamic opposition to the West in general and the United States in particular is itself an effect of the peculiar path of modernization that has unfolded in the Gulf region of the Middle East over the last 200 years. To develop (...) my argument, I draw upon Habermas's theory of social evolution. Since this strategy requires explaining the key components of that theory, I devote a good part of the article to this task. The paper has five parts. In parts one and two, I criticize competing explanations of the events of 11 September from left, right and center. All these positions fail in one way or another to take seriously the religious significance of those events. In part three, I explain the six central dimensions of Habermas's theory of social evolution: (1) communicative rationality; (2) communicative action; (3) life-world; (4) system; (5) social typology; and (6) the systemic colonization of the life-world. In part four, I examine the relation between religion and modernity. In part five, I examine the modernization processes in the Gulf region of the Middle East. Empirical evidence tentatively suggests that such a process has been one-dimensional, focusing on systemic complexity to the detriment of the communicative rationalization of the life-world. Such evidence also indicates the existence of widespread systemic colonization of the life-world. If the empirical data are correct, then we can explain the emergence of extreme militant Islamic fundamentalism as an effect of a retarded development of those socio-political structures necessary for the realization of communicative rationality. Resumen: Cuando se habla del renacimiento del budismo a finales de la dinastía Ming, los estudiosos echan en falta el estudio de ricos registros locales, regiones específicas y casos típicos. El templo de Jingshan, en Hangzhou, proporciona una muestra de este tipo. Una manifestación destacada del templo de Jingshan a finales de la dinastía Ming es la emergencia de todo un conjunto de anales. Diferentes grupos, como los monjes, los magistrados y la alta burguesía, participaron en la redacción de la (...) historia de Jingshan de forma diacrónica en el mismo espacio. Las diferentes versiones de los Anales de Jingshan revelan el entrelazamiento de los acontecimientos históricos, las tendencias de la época y los deseos de varios grupos en distintas regiones, lo que arroja luz sobre el desarrollo que los registros históricos budistas empezaron a tener con otros clásicos ajenos al budismo en lugar de centrarse únicamente en los sutras budistas. Este proceso pone de manifiesto que el renacimiento del budismo a finales de la dinastía Ming es también un estado activo diacrónico alcanzado por las actividades de personas con diferentes propósitos en un área específica. The present paper attempts to highlight the strategy of regional specialisation for technological innovation in R&D laboratories. The paper makes a proposition that regional specialisation should be recognised as a strategic initiative for technology development in R&D laboratories. The rationale for this strategic initiative has been substantiated with the help of illustrations from the cases of technology development efforts taken up in different laboratories in the country under the Council of Scientific and Industrial Research (CSIR), India. In this (...) direction, CSIR and other centres of excellence have played a pioneering role in the development of various industrial clusters and artisan concentrations in different parts of the country. The present work approaches a series of wide exploratory investigations in the Romanian rural area, most recently in Livezile-Rimetea micro-region (Apuseni Mountains). Within the civil society and public participation debate context, the study focuses on the variable of religious affiliation (orthodox, non-orthodox), which differentiates the real potential public participation at the population level in the studied area. The immediate conclusion to be drawn is that in the differences in religious affiliation induce variations in expressing the civic activism and in (...) the real or the potential public participation. At the end of our study, the paradox of public participation as diminishing factor of the civil society role is taken into account and this concerns new reflections and investigations on the subject. Introduction. Higher education systems at the present stage of development are facing new serious challenges. On the one hand, universities function as independent units, on the other, they are part of the regional system, they attract and share the attention of the stakeholders interested in the system (applicants, students, research and teaching staff, business structures, etc.). The purpose of the study is to assess the competitiveness of regional higher education systems through the formed system of indicators, as well (...) as to draw conclusions about the degree of uniformity in the development of these networks. Methods. To assess the state of the higher education system in Russia, the author uses an indicative method of analysis, which makes it possible to determine the degree of compliance of the indicator values achieved by now with the criteria that meet the set requirements for the development of society. Scientific novelty of the research. The novelty of the research consists in forming a set of indicators, which makes it possible to draw conclusions about the competitiveness of regional systems and the degree of their development uniformity, as well as the number of universities in the regional system and their influence on the entire system, according to their uniform development relative to each other. Results. Following the results of diagnosing the regional higher education systems, the author identifies the regions-leaders and the regions-outsiders. The diagnostic results are compared with the data of international rankings. Conclusions. The conclusion states that the region with fewer but equally developing universities (for example, the Belgorod region or the Republic of Tatarstan) have higher indicators of competitiveness. On the contrary, regional higher education systems, represented by a large number of universities, but with unevenly developing performance indicators, are characterized as less competitive, i.e. the performance indicators of the leading university are leveled within the system as a whole. During the last years the demand for regionally and culturally harmonised machine design is increasingly on the agenda. The problem of localising products like machine tools instantly poses the question for new procedures that allow including the regional and cultural adaptations into the design processes of machine tool companies. How to transform the general insight into the necessity of culture- and region-adapted technologies and how to embed it into a design procedure comprising applicable design attributes is the crucial problem (...) addressed. Can a democratic Global Society become the alternative to Empire and bring order into present international anarchy? One hundred percent sovereignty in nation states gives “security” to each but creates “anarchy” in relations between states. To bring order into international relations some sovereignty has to be surrendered. Empire, which does bring an order of sorts, is imposed from outside, is undemocratic and aggrandising. Global Society can be conceptualised as its alternative. Sharply contrasting Global Society to Empire tends (...) to pose the former as a panacea, but it is important to know its potential faults. Global Society can be envisioned at the constitutive stage and as continuing to exert influence within the institutions it creates. At the difficult constitutive stage, it will be fragile and of unwieldy size and ought only be called into play at critical junctures. The institutions it creates will be a democratic federal regime of regional blocks of states. To resolve issues, Global Society presumes effective consocial dialogue and participation rather than violent contention. Classical and Hellenistic Greece provide examples where vision and honour battled with the ambitions and greed of Empire and remarkably sometimes won. All the Greek city-states were under some sort of regional federal alliance at different times and drew strength from shared religious sanctuaries and their attached Games. The various interchanges between democratic Federalism and Empire in ancient Greece offers a microcosm of today's interregnum between modern and postmodern international relations. Since the fall of communism in 1989 Southeast Europe has been a site of far-reaching societal transformation, much of it marked by political crisis, economic upheaval, ethnic tension, and bitter war. The book comprises articles investigating the history and development of civil society in post-communist Southeast Europe. How is civil society to be grasped, what are the historical factors shaping the civil societies of the region?, what is the function of civil society in the transition to democracy (...) and a market-economy?, and what are the prospects for the future development of the civil societies of the region in an age of globalization?, –these are just a few of the major questions addressed in this collection of articles. This paper argues for the need for a better grounded theoretical understanding of the integrity crisis facing much of sub-Saharan Africa. Many of Africa's problems are not unique or peculiar to the region. The paper locates Africa's integrity crisis in the social historical situation characterized by what we term the tribesperson in transition, a phenomenon where people find themselves caught up in tensions, conflicts and anxieties as they attempt to transit from the traditional to the modern. These conflicts, tensions and (...) anxieties create the integrity crisis we are witnessing. Problems are exacerbated by the fact that even the very states themselves are bifurcated along the lines of modern versus tribal/ethnic. Failure to develop national consensus on moral matters, a reluctance of modern states to meet their obligations to their people, and failure to incorporate moral virtues from tribal society into modern contract societies are some of the problems exacerbating the moral problem the region faces. In the 1990s, Bolivia’s indigenous population mobilized to claim new political roles, and in the process, directly challenged the privileged position of economic elites within national political institutions. In response, business associations in Santa Cruz, Bolivia’s most prosperous region, began to demand regional autonomy—in contrast to the demand for authoritarianism that characterized prior generations of business elites when confronted with threatening political change. BackgroundThe worsening COVID-19 pandemic in South Africa poses multiple challenges for clinical decision making in the context of already-scarce ICU resources. Data from national government and the last published national audit of ICU resources indicate gross shortages. While the Critical Care Society of Southern Africa (CCSSA) guidelines provide a comprehensive guideline for triage in the face of overwhelmed ICU resources, such decisions present massive ethical and moral dilemmas for triage teams. It is therefore important for the health system to (...) provide clinicians and critical care facilities with as much support and resources as possible in the face of impending pandemic demand. Following a discussion of the ethical considerations and potential challenges in applying the CCSSA guidelines, the authors propose a framework for regional triage committees adapted to the South African context.DiscussionBeyond the national CCSSA guidelines, the clinician has many additional ethical and clinical considerations. No single ethical approach to decision-making is sufficient, instead one which considers multiple contextual factors is necessary. Scores such as the Clinical Frailty Score and Sequential Organ Failure Assessment are of limited use in patients with COVID-19. Furthermore, the clinician is fully justified in withdrawing ICU care based on medical futility decisions and to reallocate this resource to a patient with a better prognosis. However, these decisions bear heavy emotional and moral burden compounded by the volume of clinical work and a fear of litigation.ConclusionWe propose the formation of Provincial multi-disciplinary Critical Care Triage Committees to alleviate the emotional, moral and legal burden on individual ICU teams and co-ordinate inter-facility collaboration using an adapted framework. The committee would provide an impartial, broader and ethically-sound viewpoint which has time to consider broader contextual factors such as adjusting rationing criteria according to different levels of pandemic demand and the latest clinical evidence. Their functioning will be strengthened by direct feedback to national level and accountability to a national monitoring committee. The potential applications of these committees are far-reaching and have the potential to enable a more effective COVID-19 health systems response in South Africa. (shrink)

The aim of the article is to trace the integration of education, science and production through the development of regional cluster policy. At the present stage of development of postindustrial society in the global economy, the processes of globalization and specialization of national markets significantly increase competition between countries, between regions and between producers within the country. In these circumstances, the state authorities of the Russian Federation, while maintaining global leadership in the energy sector, define as long-term development (...) goals of the country, the creation of a competitive economy based on knowledge and high technologies. Following this doctrine in the Russian regions in the period from 2012 to 2014 cluster policy is implemented on the basis of Federal and regional innovation strategies. An important role in this process belongs to the activities of leading higher educational institutions - national research universities, which contribute to stimulate an active scientific activity of students and the introduction of scientific achievements into production. One of the pilot cluster projects, funded by the Federal budget became the territorial cluster ‘ Pharmaceutics, medical technology and information technology ‘ formed in the Tomsk region with a unique starting opportunities for the development of sustainable regional innovation system is a developed scientific and educational complex, small and medium-sized innovative enterprises with the latest technological developments in pharmaceuticals and medical technology. In two years, the activity cluster, implemented with the financial support of public authorities, has been successful. In the future, there are plans to expand the range of pharmaceutical products and the collaboration with other clusters Tomsk. Cluster policy contributes to the emergence of stakeholders and large economic enterprises, thus providing a close relationship between science, business and regional authorities. (shrink)

The existence of conflicting messages on the role and status of the university is linked to a wider paradox of values about science in society. Value is attributed to science and assumed by the university in the context of the move to knowledge‐based economies and societies, yet this has not been accompanied by a systematic and balanced debate about the values that should underpin socio‐economic change. Questions are then raised about both the effectiveness of public policy and the role (...) of universities in society. A reconnection between the application and production of knowledge is needed, as well as the reinsertion of a normative framework for guiding and shaping change within universities. Only under such conditions can a meaningful debate on the roles of universities as places of expectation and spaces for reflection be realized. (shrink)

For companies operating in market business activities it has been increasingly difficult to adapt and remain competitive in such environment. In accordance with the exclusive survey among young entrepreneurs, one in four of them starts their business without training and about a one third has no idea how to get to the customers. Constant financial and global changes cause that existing organizations realizing business activity adapt and remain competitive (...) ability with increasing difficulties. Several organizations, as self-employed units are not able to cope with handicaps or use the positives that globalization brings on the world's markets. The process of globalization requires highly flexible receiving of innovative solutions which often especially SMEs are not able to carry out.
