The professional regulatory system known as medical ethics has been one of the most visionary and socially valuable creations of the medical profession. Its beneficial influence has extended beyond physician/patient relations, to the shaping of many key humanistic and egalitarian features of the world’s legal and political institutions. The continued existence of medical ethics as a professionally influential normative system, however, is being challenged by international human rights. The United Nations Scientific, Education and Cultural Organisation (UNESCO) Universal Declaration on Bioethics and Human Rights (UDBHR) expresses in its title and substance a controversial linkage of two normative systems: international human rights law and bioethics. The UDBHR has the status of what is known as a ‘non-binding’ declaration under public international law. The UDBHR’s normative foundation within bioethics (and association, for example, with virtue-based or principlist bioethical theories) is more problematic. Nonetheless, the UDBHR contains socially important principles of technology (...) transfer and transnational benefit (articles 14, 15 and 21). This paper is one of the first to explore how the disciplines of bioethics and international human rights law may interact in the UDBHR to advance the policy relevance and health impact of technology transfer and transnational benefit principles. It investigates their normative ancestry in the UDBHR, as well as relevant conceptual differences between bioethics and public international law in this respect and how these may be relevant to their conceptual evolution and application. Much contemporary nanotoxicology, nanotherapeutic and nanoregulatory research has been characterised by a focus on investigating how delivery of engineered nanoparticles (ENPs) to cells is dictated primarily by components of the ENP surface. An alternative model, some implications of which are discussed here, begins with fundamental physicochemical research into the interaction of a dynamic nanoparticle-protein corona (NPC) with biological systems. The proposed new model also requires, however, that any such fresh NPC physicochemical research approach should involve integration and targeted collaboration from (...) the earliest stages with nanotoxicology, nanotherapeutics and nanoregulatory expertise. The justification for this integrated approach, we argue, relates not just to efficiency and promotion of innovation, but to an acknowledgement that public-funded basic physicochemical research in particular should now be accepted to incorporate strong higher order public goods elements from its inception, not merely after product development at the technology transfer stage. Issues, in other words, such as university research co-operation, commercialization and intellectual property (IP) protection, safety and cost-effectiveness regulatory assessment, as well as technology transfer should not be viewed as second tier considerations even in a ‘blue sky’ NPC basic research agenda. The United Nations Scientific, Education and Cultural Organisation (UNESCO) has commenced drafting a Universal Bioethics Declaration. Some in the relevant UNESCO drafting committee have previously desired to restrict its content to general principles concerning the application (but not necessarily the goals) of science and technology. As potentially a crucial agenda-setting statement of global bioethics, however, it is arguably important the Universal Bioethics Declaration transparently address major bioethical dilemmas in the field of public health, such as universal access to affordable, essential (...) medicines. Article 13 (Social Responsibility) of the Preliminary Draft Universal Bioethics Declaration states: ‘Any decision or practice shall ensure that progress in science and technology contributes, wherever possible, to the common good, including the achievement of goals such as: (i) access to quality health care and essential medicines, including for reproductive health and the health of children.’Cost effectiveness pricing systems, such as that most notably used in Australia’s Pharmaceutical Benefits Scheme (PBS), arguably represent one of the most scientifically effective mechanisms whereby public monies may be utilised to assist in the provision of medicines for the common good. They contain two essential elements: first, a process of scientific evaluation of objectively demonstrated therapeutic significance, and then, a fiscal lever (the government reimbursement price) attached to that evaluation.It is now well established that the US Pharmaceutical Research and Manufacturers Association (Pharma), through the assistance of the US Trade Representative (USTR), saw the Australia United States Free Trade Agreement (AUSFTA) as an opportunity to fulfill a legislative mandate to ‘eliminate ’ the cost-effectiveness pricing system in Australia’s PBS. One of the most remarkable features of the arguments raised against the PBS in this context was the fact that they made almost no reference to the normative discourse of bioethics or international human rights. Provisions such as Article 13 in UNESCO’s Universal Bioethics Declaration, although they will create no immediate obligations under international law, may play an extremely valuable role in legitimising the use of bioethical and human rights concepts in access to medicines debates surrounding multilateral and bilateral international trade deals such as the AUSFTA. Springer Nature signed its first transformative read and publish agreement in 2015. This Springer compact agreement with VSNU was the first agreement of its kind to combine reading and publishing fees with the aim of transitioning traditional library subscription payments into central funding to support open access publishing. It has proved to be a pivotal moment in the transition to OA. Since then, Springer Nature has agreed many such national agreements all around the world, including the world’s largest with Projekt (...) DEAL in Germany. Through a series of case studies, this article will examine the role these agreements have played in facilitating the transition to OA – to bring centralized funding for OA – and analyse how their nature and characteristics have evolved and adapted to reflect the differing needs of individual customers, as well as changing views. The paper will also consider the challenges faced by publishers, institutions, and funders in agreeing transformative agreements, consider how these ‘blockers’ can be overcome, and evaluate the future role of transformative agreements as a critical precursor to achieving open science. This article examines what the work of New Delhi-based artist Mithu Sen brings to thinking about being a postcolonial feminist. Using images from Sen's solo exhibit in New Delhi and New York titled Half Full, I theorize on the complexities that proliferate when thinking about postcolonial feminism. Sen's images play with “an” identity to showcase the hybrid and mobile configuration of postcolonial subjectivity. Sen's provocative aesthetic urges us to rethink defining a set of conditions or tenets for postcolonial feminism. (...) Rather, her aesthetic politics propels through humor and provides a prism to constantly reimagine postcolonial feminist subjectivity by urging a consideration of maps that intersect and overlap. Branching-time temporal logics have proved to be an extraordinarily successful tool in the formal specification and verification of distributed systems. Much of their success stems from the tractability of the model checking problem for the branching time logic CTL, which has made it possible to implement tools that allow designers to automatically verify that systems satisfy requirements expressed in CTL. Recently, CTL was generalised by Alur, Henzinger, and Kupferman in a logic known as Alternating-time Temporal Logic (ATL). The key (...) insight in ATL is that the path quantifiers of CTL could be replaced by cooperation modalities, of the form , where is a set of agents. The intended interpretation of an ATL formula is that the agents can cooperate to ensure that holds (equivalently, that have a winning strategy for ). In this paper, we extend ATL with knowledge modalities, of the kind made popular in the work of Fagin, Halpern, Moses, Vardi and colleagues. Combining these knowledge modalities with ATL, it becomes possible to express such properties as group can cooperate to bring about iff it is common knowledge in that . The resulting logic — Alternating-time Temporal Epistemic Logic (ATEL) — shares the tractability of model checking with its ATL parent, and is a succinct and expressive language for reasoning about game-like multiagent systems. Since it was first proposed by Moses, Shoham, and Tennenholtz, the social laws paradigm has proved to be one of the most compelling approaches to the offline coordination of multiagent systems. In this paper, we make four key contributions to the theory and practice of social laws in multiagent systems. First, we show that the Alternating-time Temporal Logic (atl) of Alur, Henzinger, and Kupferman provides an elegant and powerful framework within which to express and understand social laws for multiagent (...) systems. Second, we show that the effectiveness, feasibility, and synthesis problems for social laws may naturally be framed as atl model checking problems, and that as a consequence, existing atl model checkers may be applied to these problems. Third, we show that the complexity of the feasibility problem in our framework is no more complex in the general case than that of the corresponding problem in the Shoham–Tennenholtz framework (it is np-complete). Finally, we show how our basic framework can easily be extended to permit social laws in which constraints on the legality or otherwise of some action may be explicitly required. We illustrate the concepts and techniques developed by means of a running example. (shrink)

We draw parallels between several closely related logics that combine — in different proportions — elements of game theory, computation tree logics, and epistemic logics to reason about agents and their abilities. These are: the coalition game logics CL and ECL introduced by Pauly 2000, the alternating-time temporal logic ATL developed by Alur, Henzinger and Kupferman between 1997 and 2002, and the alternating-time temporal epistemic logic ATEL by van der Hoek and Wooldridge (2002). In particular, we establish some subsumption (...) and equivalence results for their semantics, as well as interpretation of the alternating-time temporal epistemic logic into ATL. The focus in this paper is on models: alternating transition systems, multi-player game models (alias concurrent game structures) and coalition effectivity models turn out to be intimately related, while alternating epistemic transition systems share much of their philosophical and formal apparatus. We present a framework for verifying systems composed of heterogeneous reasoning agents, in which each agent may have differing knowledge and inferential capabilities, and where the resources each agent is prepared to commit to a goal (time, memory and communication bandwidth) are bounded. The framework allows us to investigate, for example, whether a goal can be achieved if a particular agent, perhaps possessing key information or inferential capabilities, is unable (or unwilling) to contribute more than a given portion of its (...) available computational resources or bandwidth to the problem. We present a novel temporal epistemic logic, BMCL-CTL , which allows us to describe a set of reasoning agents with bounds on time, memory and the number of messages they can exchange. The bounds on memory and communication are expressed as axioms in the logic. As an example, we show how to axiomatise a system of agents which reason using resolution and prove that the resulting logic is sound and complete. We then show how to encode a simple system of reasoning agents specified in BMCL-CTL in the description language of the Mocha model checker (Alur et al., Proceedings of the tenth international conference on computer-aided verification (CAV) , 1998), and verify that the agents can achieve a goal only if they are prepared to commit certain time, memory and communication resources. Testimony and Engagement: Towards a Re-assessment of the Distinction between Fiction and Non-Fiction in Literary Narratives This article approaches the cognitive value of literary works from the perspective of the distinction between fiction and non-fiction. This examination takes as a starting point the philosophy of Peter Lamarque who bases the distinction between fiction and non-fiction on the intention of the author. I question this position from the perspective of the reader’s experience of a literary text. I argue that the distinction (...) between fiction and non-fiction plays a major role in our appreciation of literary works, but that the intention of the author is not sufficient to account for it. In order to assess the relevance of the distinction between fiction and non-fiction in the reader’s experience of literary narratives, I introduce the notions of testimony and engagement. Testimony narratives are considered to be non-fiction, narratives of engagement are not. In analyzing some aspects of the stories If This Is a Man (Primo Levi), Nausea (Jean-Paul Sartre) and Identitti (Mithu Sanyal), I show that testimony and engagement are both involved, however in different ways, in the reader’s appreciation of these stories. Berikut ini diperkenalkan tiga buku yang ditulis oleh para dosen Sekolah Tinggi Filsafat dan Teologi Widya Sasana di Malang tentang bagaimana Gereja Katolik perlu menempatkan diri dalam ruang publik Indonesia. Fokus buku pertama, tulisan Prof. Dr. Armada Riyanto (2014), adalah ajaran sosial Gereja Katolik, jadi ajaran mengenai bagaimana Gereja Katolik memahami panggilannya dalam masyarakat yang sekaligus menjadi ruang publiknya. Sepintas alur buku ini dapat mem- bingungkan karena penulis suka melancong ke pelbagai bidang sam- pingan, apalagi ia tidak menjelaskan susunan (...) bukunya. Namun kekaya- an buku ini justru terletak dalam luasnya acuan, penjelasan pelbagai latar belakang, serta perhatian pada konteks-konteks ajaran sosial Gereja yang diangkat penulis. Dengan demikian pembaca dibantu dalam mencari bagaimana umat Katolik Indonesia dapat memberikan sum- bangannya bagi bangsanya dalam segala pergulatannya. Bagian kedua, mulai dari bab ke-10, memasuki situasi umat Katolik Indonesia sebagai minoritas yang sepertinya masih “kurang memiliki” (187). Bertolak dari catatan bahwa waktu Congregatio Missionis (Romo-romo CM) mengam-bil alih wilayah Jawa Timur dari romo-romo Yesuit hanya ada 40 umat Katolik Jawa tercatat (hal. 203), bab 11 menjelaskan kesulitan yang dialami Gereja Katolik sejak dari permulaan abad ke-19 dalam bergiat di Hindia Belanda. Namun kemudian dijelaskan bagaimana orang Katolik Jawa, di antara- nya Pak Kasimo, sebelum Kemerdekaan sudah berjuang sebagai nasionalis Indonesia tulen. Bagian ketiga, dimulai dari bab 12, membahas sifat dialogal ajaran sosial Gereja dalam pelbagai dimensi. Bahwa iman dan teologi Gereja secara hakiki bersifat dialogal merupakan kesadaran teologis (dan sosiologis) baru. Daripada hanya berpegang teguh pada suatu ajaran yang sudah membatu menjadi tradisi, lalu dibawa begitu saja ke dalam dunia, Gereja menyadari bahwa iman maupun teologinya selalu bergerak dalam medan masyarakat di mana Gereja berhadapan dengan segala macam pemikiran dan tanta-ngan. Dengan sifat dialogal dimaksud bahwa iman dan teologi Gereja mau tak mau terwujud dalam menghadapi tantangan-tantangan itu. Kekuatan buku Prof. Armada ini adalah bahwa ia menempatkan ajaran sosial Gereja yang pokok-pokoknya sudah sering diuraikan ke dalam pelbagai konteks, dengan implikasi-implikasi dan acuan pada pelbagai pengalaman Gereja. Pembaca menemukan banyak petunjuk bagaimana ajaran sosial Gereja Katolik dapat menjadi inspirasi bagi umat Katolik Indonesia. Ada juga beberapa kelemahan. Tidak ada daftar nama. Dan barangkali cakupan uraiannya terlalu luas. Misalnya uraian panjang lebar tentang paham Platon dan Aristoteles tentang keadilan sebenarnya kurang relevan, begitu pula uraian tentang perkembangan pemikiran filosofis tentang demokrasi. Padahal pertanyaan sangat relevan, yang muncul di banyak negara, bagaimana sebuah minoritas berpartisipasi dalam sistem demokrasi tidak didiskusilan. Mengapa fungsi suatu Partai Katolik di Indonesia tidak diangkat, padahal seku- rang-kurangnya sudah tiga kali menjadi debat besar dan panas dalam umat Katolik Indonesia: 1960 di zaman demokrasi terpimpin, 1971 sesudah pemilihan umum pertama di bawah presiden Suharto, dan 1999 di masa reformasi. Betul, persepsi “kemiskinan struktural” dibuka dengan Rerum Novarum (h. 24), tetapi istilah itu sendiri tidak ditemukan di dalamnya, melainkan berasal dari teologi pembebasan. Karena penulis menganggap “pluralisme” tak punya arti di luar “pluralitas,” penulis tidak masuk ke dalam kontroversi tajam tentang pluralisme di Indone- sia. Fatwa MUI tentang pluralisme tidak didiskusi-kan. Uraian panjang tentang pendidikan Katolik yang sangat optimis tinggal normatif. Padahal dalam kenyataan Gereja Katolik, juga di Indonesia, biasanya justru mempertahankan pegangan eksklusif atas pendidikan. Dalam kaitan ini seharusnya penolakan UU Sisdiknas — dengan keharusan memberikan pelajaran agama kepada para siswa sesuai dengan agama mereka — oleh sebagian besar penanggap Katolik didiskusikan. Namun kekurangan-kekurangan ini tidak menghilangkan bahwa buku ini amat memperkaya pustaka Katolik berbahasa Indonesia tentang panggilan Gereja, juga panggilan Gereja Indonesia, dalam masyarakat (Franz Magnis-Suseno, Guru Besar Ilmu Filsafat Emeritus, Sekolah Tinggi Filsafat Driyarkara, Jakarta). Abstrak: Diskusi mengenai hubungan Ekaristi dengan hidup sehari- hari masih terus berlangsung hingga hari ini, baik di kalangan para teolog maupun umat beriman pada umumnya. Kiasan yang sering di gunakan di Indonesia untuk melukiskan hubungan tersebut adalah al tar dan pasar. Yang menjadi bahan diskusi ialah masih adanya pan- dangan dikotomis yang memisahkan keduanya. Tulisan ini ingin mem- beri sumbangan kepada diskusi tentang tema tersebut dari pemikiran teologis Karl Rahner (1904–1984). Rahner menunjukkan bahwa pemahaman tentang rahmat sebagai pemberian diri Allah (...) yang senantiasa di- berikan dan dianugerahkan kepada umat manusia dan sejarahnya tidak memperkenankan pemisahan dikotomis semacam itu. Penulis mendekati permasalahan tersebut dengan pertama-tama menggali pemikiran sakramental Rahner, kemudian memperdalamnya dalam teologi Ekaristi. Dari alur pemikiran ini dibahas teologi Rahner yang senantiasa berciri pastoral, yaitu menghubungkan makna Ekaristi dengan kehidupan sehari- hari. Bagi Rahner, Ekaristi adalah sakramen sehari-hari. Dalam pengertian ini, kehidupan sehari-hari orang Kristiani mestinya merupakan perpanjangan dari hidup sehari-hari Kristus sendiri yang dirayakan dan diterima dalam Ekaristi. Kata-kata Kunci: Ekaristi, hidup sehari-hari, teologi sakramental, altar dan pasar, sakramen sehari-hari. Abstract: Theologians, as well as Christians in general continue dis- cussing more deeply correlation between Eucharistic celebration and one’s daily life. Yet, many are still employing a dichotomous approach between altar and marketplace. This article is intended to contribute to the discussion, especially by presenting important theological insights of Karl Rahner (1904-1984) who would not allow such a dichotomy. Rahner presents a creative theology of grace primarily as God’s Self-gift, continuously offered to every single human being throughout our his- tory. We will begin with the presentation of Rahner’s sacramental theology, followed by the theology of the Eucharist. Rahner’s theological thought, it is argued, remains pastoral in character, that relates meaning of the Eucharist to day-to-day Christian living and practices. For Rahner, the Eucharist is a sacrament of the everyday. In this sense, the Christian’s daily life should be the extension of the daily life of Christ celebrated and received in the Eucharist. Abstrak: Dari pengamatan, tidak banyak tulisan teologis tentang sakramen tobat atau sakramen rekonsiliasi di lingkungan bahasa Indonesia selama ini. Begitu pula, ada kesan bahwa pemahaman umat Katolik mengenai sakramen tobat cukup terbatas. Dari sinilah artikel ini ingin memberi sumbangan pemikiran teologis melalui kekayaan dan kedalaman pandangan teologis Karl Rahner mengenai sakramen tobat. Dari penelitian penulis, sabda pengampunan Allah menjadi inti pemikiran Rahner tentang sakramen tobat. Dengan metode teologi transendental sebagaimana dikembangkan oleh Karl Rahner, penulis mengupas secara kritis pemahaman sabda pengampunan (...) Allah melalui alur pemikiran sakramental Rahner. Rahner berpendapat bahwa manusia memiliki pengalaman dasar akan dosa-kesalahan yang tak dapat dihapus oleh diri sendiri, dan justru karena itulah manusia senantiasa mendambakan sabda pengampunan Allah sebagai pemberian diri Allah (Selbstmitteilung Gottes) yang berpuncak pada wafat dan kebangkitan Kristus. Melalui Gereja, sabda pengampunan Allah itu dihadirkan melalui aneka macam bentuk, sedangkan yang khusus dan istimewa melalui sakramen tobat. Tulisan ini ditutup dengan penyampaian poin-poin relevansi pandangan Rahner tersebut bagi Gereja sekarang ini. Kata-kata kunci: Sabda pengampunan Allah, sakramen tobat, sakramen rekonsiliasi, teologi sakramental, teologi transendental, belas kasih Allah. Abstract: Theology of Sacrament of reconciliation has not been widely written and developed in Indonesia, and therefore the general understanding among the faithful. This article is to contribute, particularly by presenting Karl Rahner’s theology on the sacrament of reconciliation. Rahner focused on the forgiving word of God. Employing his transcendental method, this article is presenting a critical study on the understanding of Rahner’s forgiving word of God as well as his sacramental theology. Rahner showed that human beings themselves aware and know of their experience of sin or guilt and could not just get out of it, and because of that human beings themselves are longing for forgiveness and God’s forgiving word (Selbstmitteilung Gottes) revealed per exellentiam in the death and resurrection of Christ. Disciples of Christ gathered as people of God or church make present God’s forgiving word here and now in various forms, yet especially in the sacrament of reconciliation. The article shall conclude with points of relevance for the church today.
