The paper investigates how field experimentation of genetically modified crops became central to the French controversy on genetically modified organisms in recent years. Initially constructed in the 1980s as a cognitive endeavor to be preserved from lay interference, field trials of genetically modified crops were reconceived as “an intrusion in the social space,” which had to be negotiated with actors from that space. In order to analyze this transformation, the authors suggest that it is necessary to develop an interpretive framework (...) that combines theoretical perspectives from science and technology studies and the sociology of social problems, and emphasizes the importance of the way in which actors compete in a heterogeneous public space, to put forward alternative framings of problems. The authors present a detailed analysis of the interactions and conflicts between actors in diverse social arenas in order to better understand the dynamics of this sociotechnical controversy. I investigate whether any plausible moral arguments can be made for ‘grandfathering’ emission rights (that is, for setting emission targets for developed countries in line with their present or past emission levels) on the basis of a Lockean theory of property rights.

We construct a probabilistic coherence measure for information sets which determines a partial coherence ordering. This measure is applied in constructing a criterion for expanding our beliefs in the face of new information. A number of idealizations are being made which can be relaxed by an appeal to Bayesian Networks.

There are three slogans in the history of Socialism that are very close in wording, viz. the famous Cabet-Blanc-Marx slogan: "From each according to his ability; To each according to his needs"; the earlier Saint-Simon-Pecqueur slogan: "To each according to his ability; To each according to his works"; and the later slogan in Stalin’s Soviet Constitution: "From each according to his ability; To each according to his work." The Puzzle of the Hats is a betting arrangement which seems to show that a Dutch book can be made against a group of rational players with common priors who act in the common interest and have full trust in the other players’ rationality. But we show that appearances are misleading—no such Dutch book can be made. There are four morals. First, what can be learned from the puzzle is that there is a class of situations in which credences and (...) betting rates diverge. Second, there is an analogy between ways of dealing with situations of this kind and different policies for sequential choice. Third, there is an analogy with strategic voting, showing that the common interest is not always served by expressing how things seem to you in social decision-making. (shrink)

At the heart of Drazen Prelec’s chapter is the distinction between outcome utility and diagnostic utility. There is a particular distinction in the literature on causal networks (Pearl 2000), namely the distinction between observing and intervening, that maps onto Prelec’s distinction between diagnostic and outcome utility. I will explore the connection between both frameworks.

Colorado’s Amendment 36 proposed to switch Colorado’s representation in the Electoral College from winner-takes-all to proportionality. We evaluate unilateral and uniform switches to proportionality both from Colorado’s perspective and from an impartial perspective on the basis of a priori and a posteriori voting power measures. The present system is to be preferred to a unilateral switch from any perspective on any measure. A uniform switch is to be preferred to the present system from Colorado’s perspective on an a priori measure, (...) and from an impartial perspective on an a posteriori measure. The present system is to be preferred to a uniform switch from Colorado’s perspective on an a posteriori measure (with some qualifications), and from an impartial perspective on an a priori measure. Some of the challenges in Sanders et al. (this issue) can be aptly illustrated by means of charity nudges, that is, nudges designed to increase charitable donations. These nudges raise many ethical questions. First, Oxfam’s triptychs with suggested donations are designed to increase giving. If successful, do our actions match ex ante or ex post preferences? Does this make a difference to the autonomy of the donor? Second, the Behavioural Insights Team conducted experiments using social networks to nudge people to (...) give more. Do these appeals steer clear of exploiting power relations? Do they respect boundaries of privacy? Third, in an online campaign by Kiva, donors are asked to contribute directly to personalized initiatives. In many cases, the initiative has already been funded and donor money is funnelled to a new cause. Is such a “pre-disbursal” arrangement truthful and true to purpose as a social business model? I illustrate the use of decision-theory and game-theory in the social sciences by means of examples from Gauthier, Tversky and Kahneman, and Bouldon.

Considering cultural policy it is very important to have a multi-level policy concerning cultural facilities and an active involvement of the citizen at local level. To optimize local cultural policy one should aim for an interactive or complementary policy. This means that each policy level has to take its own responsabilities; that there has to be a mutual consultation between all policy levels and a mutual reinforcement of the policy effects at each level. The role of local governments is to (...) provide for basic facilities and to install efficient frameworks for consultation and cooperation. Future challenges are the reinforcement of cooperation between cultural actors and to support innovating work. (shrink)

Kant's aim in the transcendental deduction is to show that the categories, i.e., a specific set of categories, are a necessary condition for all possible experience. Some philosophers have extended this idea in the following way: Kant solely identified a set of a priori concepts, which are a necessary condition for all possible epistemic claims within a framework of Newtonian physics; however, there exist other sets of epistemic claims, which can solely be justified by means of alternative sets of a (...) priori concepts. In this paper I will address the following questions: (1) What claims are precisely involved in this alleged extension of Kant's results of the transcendental deduction? (2) Is it merely an historical accident that Kant could only identify one set of categories, or, are there, apart from Kant's explicit commitment to one particular set of categories, any other claims within the Transcendental Analytic, which are incompatible with this extension of Kant's view? Let a miracle-like event be an event that is seemingly indicative of the existence of an all-good, all-knowing and all-powerful being, and yet might occur in a naturalistic world, though this would be very improbable. Suppose that a third-person report is equally as reliable as a first-person experience of such a miracle-like event — which avoids Hume’s objection to the evidential value of reports of miracles. The question addressed in this chapter is: Is it the case that, under the assumption (...) of equal reliability, a first-person experience still has greater evidential weight than a third-person report of a miracle-like event? William James (1902) answers this question affirmatively, whereas William Alston (1991) argues that they should have equal evidential weight. An appeal to Shafer’s protocols (1985) provides qualified support to James’ position in this controversy. (shrink)

On one, the committee members vote on each sub-question and the voting results are used as premises for the committee’s conclusion on the main issue. This premise-based procedure can be contrasted with the conclusion-based approach, which requires the members to directly vote on the conclusion, with the vote of each member being guided by her (...) views on the relevant sub-questions. The two procedures are not equivalent: There may be a majority of voters supporting each of the premises, but if these majorities do not significantly overlap, there will be a majority against the conclusion. Pettit (2001) connects the choice between the two procedures with the discussion of deliberative democracy. The problem we want to examine instead concerns the relative advantages and disadvantages of the two procedures from the epistemic point of view. Which of them is better when it comes to tracking truth? As it turns out, the answer is not univocal. On the basis of Condorcet’s jury theorem, the premise-based procedure can be shown to be superior if the objective is reach truth for the right reasons, without making any mistakes on the way. However, if the goal instead is to reach truth for whatever reasons, right or wrong, there will be cases in which using the conclusion-based procedure turns out to be more reliable, even though, for the most part, the premise-based procedure will retain its superiority. In some cases one can assume that the question before the committee has a right answer, which the committee is trying to reach. Is one of the two procedures better when it comes to tracking the truth? As it turns out, the answer to this query is not univocal: On the basis of Condorcet’s jury theorem we shall show that the premise-based procedure is clearly superior if we want to reach truth for the right reasons, i.e. without making any mistakes on the road to the conclusion. In the first part of this book Hausman defends a Millian view of the nature of economics. Economic models are deductive constructs based on principles that are arrived at through empirical generalization conjoined with simplifying assumptions. Economic theories are models put into practice by filling in economic data as initial conditions and by deducing predictions that are open to testing. If predictions fail, a reasoned account of the failure is due. The Tragedy of the Commons is often associated with an n-person Prisoner’s Dilemma. But it can also have the structure of an n-person Game of Chicken, an Assurance Game, or of a Voting Games (or a Three-in-a-Boat Game). I present three historical stories that document tragedies of the commons, as presented in Aristotle, Mahanarayan and Hume and argue that the descriptions of these historical cases align better with Voting Games than with any other games.

In recent years, Roy Bhaskar has provided a convincing critique of the empiricist philosophy of social science that Cohen employs, and this article tries to provide an assessment of his method from a Bhaskarian perspective. It begins with an exposition of functional explanation, followed by the Bhaskarian critique by demonstrating that functionalism is unworkable (...) because it is dependent on an empiricist account of causation. Probabilistic models have much to offer to philosophy. We continually receive information from a variety of sources: from our senses, from witnesses, from scientific instruments. When considering whether we should believe this information, we assess whether the sources are independent, how reliable they are, and how plausible and coherent the information is. Bovens and Hartmann provide a systematic Bayesian account of these features of reasoning. Simple Bayesian Networks allow us to model alternative assumptions about the nature of the information sources. (...) Measurement of the coherence of information is a controversial matter: arguably, the more coherent a set of information is, the more confident we may be that its content is true, other things being equal. The authors offer a new treatment of coherence which respects this claim and shows its relevance to scientific theory choice. Bovens and Hartmann apply this methodology to a wide range of much discussed issues regarding evidence, testimony, scientific theories, and voting. Bayesian Epistemology is an essential tool for anyone working on probabilistic methods in philosophy, and has broad implications for many other disciplines. (shrink)
