Examining the naturalist and normativist concepts of health and disease this article starts with analysing the view of C. Boorse. It rejects Boorse's account of health as species-typical functioning, giving a critique of his view based on evolutionary theory of contemporary biology. Then it gives a short overview of the normativist theories of health, which can be objectivist and subjectivist theories. Rejecting the objectivist theories as philosophically untenable, it turns to the subjectivist theories of Gert and Culver, and to the (...) view of Nordenfelt. These theories give quite a good subjectivist account of health and disease, but they do not pay enough attention to the notion of the environment, without which it is impossible to define health and disease. Starting with their definitions but introducing the notion of “reasonable social norms”, the article arrives at the following definition of health: The healthier a physical or mental characteristic, process, reaction is, the more it makes it possible for the individual to adapt to reasonable social norms without pain and suffering, and the longer, and happier a life it will be able to ensure him in that society. The current use of citation-based metrics to evaluate the research output of individual researchers is highly discriminatory because they are uniformly applied to authors of single-author articles as well as contributors of multi-author papers. In the latter case, these quantitative measures are counted, as if each contributor were the single author of the full article. In this way, each and every contributor is assigned the full impact-factor score and all the citations that the article has received. This has a multiplication (...) effect on each contributor's citation-based evaluative metrics of multi-author articles, because the more contributors an article has, the more undeserved credit is assigned to each of them. In this paper, I argue that this unfair system could be made fairer by requesting the contributors of multi-author articles to describe the nature of their contribution, and to assign a numerical value to their degree of relative contribution. In this way, we could create a contribution-specific index of each contributor for each citation metric. This would be a strong disincentive against honorary authorship and publication cartels, because it would transform the current win-win strategy of accepting honorary authors in the byline into a zero-sum game for each contributor. This paper invokes the conceptual framework of Bourdieu to analyse the mechanisms, which help to maintain inappropriate authorship practices and the functions these practices may serve. Bourdieu’s social theory with its emphasis on mechanisms of domination can be applied to the academic field, too, where competition is omnipresent, control mechanisms of authorship are loose, and the result of performance assessment can be a matter of symbolic life and death for the researchers. This results in a problem of game-theoretic nature, where (...) researchers’ behaviour will be determined more by the logic of competition, than by individual character or motives. From this follows that changing this practice requires institutionalized mechanisms, and change cannot be expected from simply appealing to researchers’ individual conscience. The article aims at showing that academic capital is translated into honorary authorship. With little control, undetected honorary authorship gives the appearance of possessing intellectual capital. In this way a dominant position is made to be seen as natural result of intellectual ability or scientific merit, which makes it more acceptable to those in dominated positions. The final conclusion of this paper is that undemocratic authorship decisions and authorship based performance assessment together are a form of symbolic violence. (shrink)

In this commentary I discuss the role of types of knowledge and conceptual structures in lexical representation, revealing the explanatory potential of frame-based knowledge. Although frame-based lexical semantics is not alien to the theoretical model outlined in Jackendoff's conceptual semantics, testing its relevance to the analysis of the lexical evidence presented in his book has been left out of consideration.

Strawson style counterexamples to Grice’s account of communication show that a communicative intention has to be overt. Saying what overtness consists in has proven to be difficult for Gricean accounts. In this paper, I show that a common explanation of overtness, one that construes it in terms of a network of shared beliefs or knowledge, is mistaken. I offer an alternative, collectivist, model of communication. This model takes the utterer’s communicative intention to be a we-intention, a kind of intention with (...) a distinctive content that cannot be reduced to an intention in favor of an individual action. I show that the collectivist model can explain overtness in terms of a general feature of we-intentions, namely the requirement that the participants in a shared activity are to intend to act in accordance with meshing subplans. Wien mit der Bitte, den Unterschied der Schwingungsdauer eines Uranpendels und eines Bleipendels sowie die Proportionalität der trägen und schweren Massen eines Blei- und eines Urangewichts auszumessen, und zwar mit einer Drehwage. Der Brief macht es klar, dass Einstein bei der Aufstellung des Aequivalenzprinzips von dem Eötvös-Versuch nichts wusste, und als es ihm nötig schien, das Prinzip experimentell zu prüfen, hat er den Versuch (...) neuentdeckt.The principle of equivalence was first formulated by Einstein in 1907. In 1912 he turned by letter to W. Wien with the request to measure the difference between the periods of oscillation of pendulums made of uranium and lead, as well as the proportionality of inertial and gravitational masses of a uranium and a lead weight, respectively, namely with a torsion balance. The letter testifies that Einstein was not aware of the Eötvös experiment when he formulated the principle of equivalence and as soon as he needed an experimental test of it, he reinvented the experiment. Anderson and Dyck claim that the current trend of almost exclusively using citation-based evaluative metrics to assess the research output of scholars is unsound. I agree with them in this, but I feel that, for practical reasons, this system will not disappear in the near future, so we must concentrate on making it fairer. Both commentators doubt whether numerically expressing each contributor's relative contribution is feasible. I admit that an important precondition for this task is the possibility of an informed, (...) democratic debate among equals about the relative contribution of each contributor to the article. Mechanisms should be established to protect vulnerable researchers in the academic field in the same way as safeguards exist today to protect vulnerable research participants. Theoretically, however, I think that the fair allocation of authorship credit is possible, and much of this task is already being performed routinely when contributors determine the order of their names in the byline, being well aware of the widespread assumption that this order mostly mirrors the order of their relative contributions. All they would have to do as an additional task is to express this order in numbers. If they cannot reach a consensus, they could always choose not to express their relative contribution in numbers, in which case the presumption would be that they contributed equally. My proposal could, at best, make the system fairer and, at worst, not reduce the options that evaluators already have. (shrink)

In this paper, we examine whether it is possible to improve democracy by encouraging ordinary citizens to participate in political decision-making and if participation in deliberative institutions can make citizens more competent decision-makers. By using qualitative data, we analyze the discussion from the Belgrade citizens? assembly focused on the topic of expanding the pedestrian zone in the city center. The CA was organized in Serbia for the first time, as part of a research project aimed at promoting and advancing innovative (...) democratic practices in the Western Balkans. The goal was to encourage the involvement of citizens in discussions of public interest. Our hypothesis was that, through the process of participation and deliberation in CA, ordinary citizens can make reasonable and informed choices, increase their knowledge of the issue discussed, and become more motivated to participate in political decision-making on the local level. Our qualitative content analysis suggests that deliberation had a positive impact on participants? knowledge of the chosen topic of the assembly. It also shows that citizens used exhaustive explanations rather than brief statements, could differentiate the good arguments from the bad, and more often appealed to general rather than private interests. Participants in the assembly reported a significant increase in interest in political decision-making that affects their lives, as well as a sense of being informed about politics. Finally, we wanted to draw attention to the challenges and open questions that remain, namely those that concern the impact of a deliberative body on political decision-making in the real world. Stanley and Williamson :411–444, 2001) argue for intellectualism—the thesis that knowing how is a type of knowing that—in part by defending a thesis about the semantics of English ascriptions of knowing how. But ascriptions of practical knowledge seem to exhibit significant crosslinguistic variation. This observation has been invoked to argue that S&W’s analysis reflects a quirk of English rather than a general feature of the concept of knowledge. I argue that the type of argument employed by both S&W and their (...) critics presupposes that the categories of denotational semantics correspond to those of the theory of mental content. But the relation between the semantic theory and the theory of content is more complex than this. Specifically, a closer look at ascriptions of practical knowledge and other obligatory control constructions in various languages shows that semantic theory needs distinctions that are redundant from the perspective of the theory of content, and that important distinctions in the theory of content may fail to correspond to any distinctions in semantic theory. It follows that we may not be able to read off as much about mental states as S&W and their critics try to from the structure of their ascriptions. (shrink)

We relax the assumption that priors are common knowledge, in the standard model of games of incomplete information. We make the realistic assumption that the players are boundedly rational: they base their actions on finite-order belief hierarchies. When the different layers of beliefs are independent of each other, we can retain Harsányi's type-space, and we can define straightforward generalizations of Bayesian Nash Equilibrium and Rationalizability in our context. Since neither of these concepts is quite satisfactory, we propose a hybrid concept, (...) Mirage Equilibrium, providing us with a practical tool to work with inconsistent belief hierarchies. When the different layers of beliefs are correlated, we must enlarge the type-space to include the parametric beliefs. This presents us with the difficulty of the inherent openness of finite belief subspaces. Appealing to bounded rationality once more, we posit that the players believe that their opponent holds a belief hierarchy one layer shorter than they do and we provide alternative generalizations of BNE and Rationalizability. Finally, we show that, when beliefs are degenerate point beliefs, the definition of Mirage Equilibrium coincides with that of the generalized BNE. (shrink)

This commentary asks the reader to examine Pylyshyn's target article and the imagery debate at four levels of analysis – institutional, programmatic, empirical, and individual. It is proposed that the debate follows somewhat generic patterns of discourse at all four levels, but the discourse associated with one side of the debate may or may not be expressible and evaluated in terms of the other. The different sides of the debate might better serve cognitive science if they proceed as separate research (...) programs in their respective sub-disciplines. A more inclusive program could result, however, if the opposing approaches could somehow unite. (shrink)

In this chapter, we focus on collective action and intention, and their relation to conventions, status functions, norms, institutions, and shared attitudes more generally. Collective action and shared intention play a foundational role in our understanding of the social. -/- The three central questions in the study of collective intentionality are: -/- (1) What is the ontology of collective intentionality? In particular, are groups per se intentional agents, as opposed to just their individual members? (2) What is the psychology of (...) collective intentionality? Do groups per se have psychological states, in particular propositional attitudes? What is the psychology of the individuals who participate in collective intentional behavior? What is special about their participatory intentions, their we-intentions, as they are called (Tuomela and Miller 1988), as opposed to their I-intentions? (3) How is collective intentionality implicated in the construction of social reality? In particular, how does the content of we-intentions and the intentional activity of individual agents create social institutions, practices and structures? -/- We first discuss collective action and shared intention in informal groups. Next we discuss mechanisms for constructing institutional structures out of the conceptual and psychological resources made available by our understanding of informal joint intentional action. Then we extend the discussion of collective action and intention to institutional groups, such as the Supreme Court, and explain how concepts of such organizations are constructed out of the concepts of a rule, convention, and status function. We argue that there is a variety of convention, effective coordinating agreement, that has not been adequately identified in the literature. Its distinctive feature is that it is a structure of conditional we-intentions of parties, unlike more familiar varieties of convention, which are structures of expectations and preferences or obligations. We argue that status functions constitutively involve this variety of convention, and that what is special about it explains, and gives precise content to the central feature of status functions, namely, (...) that objects with status functions can perform their functions only insofar as they have been collectively accepted as having them. In our article, we argue, following Nelson Goodman and Arthur Danto, that in contrast to the essentialist conception of authenticity, it is more fertile to consider authentic patterns not as the inner core of the person, but as a case of metaphorical exemplification. According to our approach, if we accept that authentic style is a metaphorical exemplification, then, based on Richard Rorty’s concepts of language and metaphor, style can be seen as an exaptation or reuse of symbols previously adapted through (...) cultural selection to other specific functions. To support this approach, we proceed as follows. First, using Goodman’s and Danto’s model, we argue that authentic style can best be grasped through metaphorical exemplification. We then show that the metaphorical use of linguistic, pictorial, and other symbols is the result of exaptation. According to our results, the authentic style is the exaptation of symbols previously adapted to culturally selected functions. We then separate authenticity from creativity through the concepts of style and manner—borrowed from Danto—and we point out that whether a particular symbol is authentic or not is not affected by whether creative or mechanical mental processes are responsible for its creation. Finally, we examine the relationship between authenticity and autonomy, and we show that in an environment that promotes autonomous decisions and authentic style, agents that originally generated inauthentic symbols may be able to produce authentic ones. An influential view about the relationship between publicity and linguistic meaning is brought into question. It has been thought that since public languages are essentially public, linguistic meaning is subject to a kind of epistemic cap so that there can be nothing more to linguistic meaning than can be determinately known on the basis of publicly available evidence (Epistemic Thesis). Given the thinness of such evidence, a well-known thesis follows to the effect that linguistic meaning is substantially indeterminate. In this (...) paper, we consider the sort of reasons offered for the Epistemic Thesis and uncover an unexamined presupposition about the epistemic requirements of communication and the establishment of meaning conventions. We show this presupposition is undermined by independently motivated considerations about communication and convention, giving us good reason to reject the Epistemic Thesis and its corollary about indeterminacy. Ovo znaci da se demokratske odluke ne mogu donositi samo na osnovu proste agregacije preferencija koje se izrazavaju prilikom glasanja. Kao rezultat promisljanja podstaknutih deliberativnom komunikacijom i uzimanjem u obzir stanovista drugih ljudi, gradjani mogu da promene svoje prvobitne stavove i preferencije. Cilj ovoga rada jeste da izlozi stanoviste deliberativne demokratije, kakvo zastupaju Ejmi Gatman i Denis Tompson, kao i da iznese (...) kritike koje nastaju kao rezultat razmisljanja o prakticnoj primeni takve zamisli. In her book Democracy and Truth: The Conflict between Political and Epistemic Virtues, Snjezana Prijic Samarzija advocates that a purely procedural justification which defines the authority and legitimacy of democracy only in relation to the fairness of the procedure itself is not enough for a full justification of democracy. Some epistemic values should also be included. This epistemic quality of democracy depends on the quality of the decisions that the democratic procedures produce. In that sense, the author is advocating a (...) hybrid theory that secures harmony between political and epistemic values, favoring deliberative procedure for this purpose, and thus promotes equal respect for both democratic values. In doing so, she is advocating the specific type of division of epistemic labor that I will attempt to critically re-examine here, as well as to bring into question the privileged role of the experts in democratic decision-making. In telling the utterer enters into a relationship with an addressee. This relationship appears to be a normative one, i.e., it entails that an utterer has certain obligations to the addressee. But how can an act of telling create such obligations? In this paper, I propose what I call a collectivist account of telling. On this account, the core notion of telling is that of an utterer’s contribution to a joint action. Margaret Gilbert’s rich work on joint action emphasizes the (...) obligations agents of joint action have to one another. This normatively robust view of joint action, coupled with the conception of core telling as a participatory act, points toward the possibility of explaining the obligations speakers have to their addressees as, at least in some cases, the sort of obligations participants in joint action quite generally have to each other to act in a way appropriate to the joint activity. The Austrian School's conventional theory of the firm is based on an attempt to synthesize Coase's concept of the firm as a centrally planned hierarchy with the Austrian theory of entrepreneurship and monetary calculation. This paper is a critique of that program as well as an attempt to outline the alternative theory of the firm, one based on the synthesis of the contractual agency theory of the firm with the same Austrian arguments about entrepreneurship and calculation. The firm in this (...) paper is defined as a nexus of various markets for goods as well as for labor and managerial services rather than as a hierarchy or “organization.” Both the neoclassical and Austrian critiques of the latter concept are utilized to prove that a clear distinction between the market and the firm cannot be established. That distinction is based on the misunderstanding of the firm's dynamics as exclusively tied to the managing/transaction costs ratio as well as on the mischaracterization of inter-firm relations as commanding ones. On the other hand, the central planning view of the firm is equally at odds with the key Mises's argument that rational economic planning is impossible in the absence of market prices. If this is so, the firm, as understood in a Coasian paradigm, would not have any reason to exist, or any reason to contribute positively to economic efficiency, because it would simply represent a centrally planned “island of incalculability” in a wider market setting. Since the firm is a nexus of various markets, its operation is contrary to the Coaseian assumptions led by the price signals. Only insofar as the internal firm's operation is driven by the price signals can the firm be efficient. (shrink)

Now that we know that Earth-like planets are ubiquitous in the universe, as well as that most of them are much older than the Earth, it is justified to ask to what extent evolutionary outcomes on other such planets are similar, or indeed commensurable, to the outcomes we perceive around us. In order to assess the degree of specialty or mediocrity of our trajectory of biospheric evolution, we need to take into account recent advances in theoretical astrobiology, in particular (i) (...) establishing the history of habitable planets’ formation in the Galaxy, and (ii) understanding the crucial importance of “Gaian” feedback loops and temporal windows for the interaction of early life with its physical environment. Hereby we consider an alternative macroevolutionary pathway that may result in tight functional integration of all sub-planetary ecosystems, eventually giving rise to a true superorganism at the biospheric level. The blueprint for a possible outcome of this scenario has been masterfully provided by the great Polish novelist Stanisław Lem in his 1961 novel Solaris. In fact, Solaris offers such a persuasive and powerful case for an “extremely strong” Gaia hypothesis that it is, arguably, high time to investigate it in a discursive astrobiological and philosophical context. In addition to novel predictions in the domain of potentially detectable biosignatures, some additional cognitive and heuristic benefits of studying such extreme cases of functional integration are briefly discussed. Empirijsku osnovu predstavlja istrazivanje o uslovima rada nastavnog osoblja koje je Centar za obrazovne politike iz Beograda izveo na pet fakulteta Beogradskog univerziteta tokom 2008 godine.
