Presenting the first critical analysis of Carl Schmitt's _The Nomos of the Earth_ and how it relates to the epochal changes in the international system that have risen from the collapse of the ‘Westphalian’ international order. There is an emerging recognition in political theory circles that core issues, such as order, social justice, rights, need to be studied in their global context. Schmitt’s international political thought provides a stepping stone in these related paths, offering an alternative history of international relations, (...) of the genesis, achievements and demise of the ‘Westphalian system.’ Writing at a time when he believed that the spatial, political and legal order—the nomos of the earth—had collapsed, he highlighted the advent of the modern state as the vehicle of secularization, tracing how this interstate order was able to limit and ‘rationalize and humanize’ war. Providing a large number of case studies including: global terrorism, humanitarian intervention and US hegemony, this book will give further impetus to, and expand, the nascent debate on the significance of Schmitt’s legal and political thought for international politics. _The International Political Thought of Carl Schmitt_ will be of interest to students and scholars of international relations, law and history. The goal of this paper is to describe the mechanism of the public perception of risk of artificial intelligence. For that we apply the social amplification of risk framework to the public perception of artificial intelligence using data collected from Twitter from 2007 to 2018. We analyzed when and how there appeared a significant representation of the association between risk and artificial intelligence in the public awareness of artificial intelligence. A significant finding is that the image of the risk of (...) AI is mostly associated with existential risks that became popular after the fourth quarter of 2014. The source of that was the public positioning of experts who happen to be the real movers of the risk perception of AI so far instead of actual disasters. We analyze here how this kind of risk was amplified, its secondary effects, what are the varieties of risk unrelated to existential risk, and what is the dynamics of the experts in addressing their concerns to the audience of lay people. Uma das questões mais interessantes do debate contemporâneo sobre a justiça, no âmbito da teoria política normativa, diz respeito sobre qual foco deveria ocupar a posição central de uma visão igualitarista: igualdade baseada em satisfação de necessidades básicas, bens primários como propõe Rawls, igualdade de recursos como defende Dworkin ou, como quer Amartya Sen, igualdade de capacidades? Com o que, afinal, os igualitaristas deveriam se preocupar? Este trabalho tem o objetivo de analisar criticamente essas três perspectivas.

Alejandro Tomasini ha indicado, muy lúcidamente, la necesidad de pensar los problemas filosóficos en lengua castellana. Más aún, ha sugerido que es posible tratar los problemas propios de la filosofía analítica por medio de la lengua castellana y que, por otra parte, es necesario en nuestro continente pensar los problemas y enfrentarlos analíticamente. Independientemente de su alcance teórico, el mérito del libro que presentamos, Lecturas analíticas: una introducción a temas y problemas de la filosofía analítica, apunta a esa dirección.

En este breve comentario discuto algunos aspectos de la interpretación de la epistemología de Davidson que sugiere Willian Duica en su reciente libro. Luego de una presentación somera del libro me centro en tres asuntos centrales de la interpretación de Duica. En primer lugar, argumento que su lectura de la crítica de Davidson al dualismo esquema/contenido es muy restrictiva y deja abierta la posibilidad de un realismo directo empirista. En segundo lugar, argumento que en su lectura el propio Duica se (...) compromete inadvertidamente con un empirismo de este tipo y, de este modo, su interpretación entra en tensión con el coherentismo de Davidson. Finalmente, discuto algunos aspectos de la interpretación que hace Duica de la tesis davidsoniana de la triangulación. In this short comment I discuss some aspects of William Duica's interpretation of Davidson's epistemology in a recent book. After a brief review of the book, I focus on three central issues of Duica's interpretation. First, I argue that his reading of Davidson's criticism of the scheme/content dualism is too restrictive and leaves open the possibility of an empiricist direct realism. Second, I argue in his reading Duica inadvertently commits himself to an empiricism of this sort and, as a result, his interpretation is in tension with Davidson's own coherentism. Finally, I discuss some aspects of Duica's interpretation of Davidsonian triangulation. (shrink)

Is freedom of research protected at the constitutional level? No obvious answer can be given to this question, as European and Northern American constitutional systems are not unequivocal and the topic has not been discussed deeply enough.Looking at the constitutions of some European and Northern American countries, it is possible to immediately note that there are essentially two ways to deal with freedom of scientific research. On the one hand, in Canada and in the US, constitutions have no specific provisions (...) to protect freedom of scientific research, with the result that such freedom ends up having to be protected as a specific aspect of the wider freedom of thought and expression . On the other hand, other countries’ constitutional systems, mainly European ones, expressly recognise freedom of research and teaching arts and science. For instance, article 5 of the German Constitution states that “Art and science, research and teaching are free”, article 33 of the Italian Constitution1i establishes that “The arts and sciences as well as their teaching are free” and article 59 of the Slovenian Constitution states that “Freedom of scientific research and artistic endeavor shall be guaranteed”.Within this second group, some constitutions limit their protection to the provision of freedom of scientific research, whereas other fundamental laws engage governments in promoting and supporting it. For example, the Italian Constitution, which states that “The Republic promotes cultural development and scientific and technical research” , the Spanish Constitution, according to which “public authorities shall promote science and scientific and technical research for the benefit of general interest” and, also, the Greek Constitution, whose article 16 establishes that art, science, research and their teaching are free, and their promotion is mandatory for the State.2 It …. In this paper we investigate how the shift to a completely urban global world intertwined by ubiquitous and mobile ICTs changes the ontological meaning of space, and how the use of these technologies challenges the social and political construction of territories and the cultural appropriation of places. Our approach to this conceptual debate will focus on what we consider to be more direct and tangible implications of this augmen-tation of urban life. Three types of manifestations will represent the core of (...) the discussions presented here, both through theoretical approaches and analytical descriptions of some examples: surveillance artefacts which permeate our daily life and allow a hypothetical total control of space; locative media that gives us the freedom of spatial mobility and the possibility of creating and recreating places; and the global networks of signs, values and ideologies, which break down the social and political boundaries of territories. Desde los remotos tiempos de la tragedia Ática en Grecia, el teatro es y ha sido siempre movimiento, siendo este una característica esencial de los seres orgánicos, es decir, de los dotados de vida. No obstante, se corre el riesgo de reemplazar su mecánica natural con metafísica, cuando ello no es coherente ni siquiera en hipótesis. Cabe demostrar las disimilitudes del teatro con las doctrinas escolásticas, idealistas, o hinduistas, y su compatibilidad con los átomos, electrones y las leyes de la (...) física, sometiendo sus conceptos al rigor epistemológico. La creación artística nace del psiquismo humano, aun no siendo material en primera instancia, pero ya luego cobra su forma cualitativa definitiva. Para ello atraviesa por varios tipos de censura, tanto física como psicológica, buscando expresarse mediante el lenguaje en que se comunican los distintos géneros dramáticos, dando a conocer su situación de crisis sin retorno, esa que se debate entre crueldad y violencia. Antonin Artaud intrinca al teatro las ideas cabalísticas y no busca contrastarlas con argumentación lógica. La evidencia demuestra que, si es que hay una unidad, esa es la del teatro con lo físico. Lo físico es su verdadero “doble”. Un sucinto pero conciso repaso histórico, bien prodigado de documentación y basado en los preceptos erigidos por el materialismo dialectico, nos dará la certeza de que el teatro pertenece exclusivamente al mundo físico, no solo en la práctica, sino también en esencia, y esta es la materia, siendo solo la metafísica un estadio improbable dentro de ella. BackgroundDefinition and concept of the ‘beginning of human life’ are weakened by co-existing contrasting hypotheses based on humanistic or religious beliefs rather than scientific foundations. This plethora of conceptually distant views have important common concerns in different fields of science and shape, in turn, several societal aspects including laws related, for instance, to inheritance eligibility or abortion, end-of-life care and euthanasia, and reproductive technology. Also, they are fundamental to evaluate opportunity for resuscitation vs. palliative care in extremely preterm infants. In (...) this article, we address one of the most common tenets in medicine: the acceptance that human life starts with first breath, even though several events are well-documented to take place before its occurrence.Main textSeveral studies show how pivotal physiological events take place before first breath. Evidence of a number of neurological events occurring before first breath opens the way to the primacy of the Central Nervous System, given its immediate extra-uterine activation at birth. This activation eventually sets specific physiological conditions that allow the complex sequence of events determining the muscle activity associated with the influx of air in the lung and the settling of a continuous and successful extra-uterine respiration. We would like to invite the scientific community to endorse a clear-cut position against the paradigm of ‘first breath’ as the beginning of life. Herein, we also assume how, a still undefined, yet possibly specific quid in the external environment triggers further physiological response in newborns. Better understanding of the critical events that occur at the beginning of human life is likely to cause great concern and expectations in scientists, researchers and physicians working in the domain of brain, and its physiology, and mental health.ConclusionsThe comparison between beliefs and evidence-based observations generates confusion, misperceptions and false expectations in society, hence, in the scientific and medical community. Different and more solid alternatives about the carachterization of the ‘beginning of human life’ are indeed available and require to be explored and defined. (shrink)

The concentration of high-frequency controls in a limited period of time constitutes an important feature of many law-enforcement policies around the world. In this paper, we offer a comprehensive investigation on the relative efficiency and effectiveness of various crackdown policies using a lab-in-the-field experiment with real passengers of a public transport service. We introduce a novel game, the daily public transportation game, where subjects have to decide, over many periods, whether to buy or not a ticket knowing that there might (...) be a control. Our results show that concentrated crackdowns are less effective and efficient than random controls; prolonged crackdowns reduce fare-dodging during the period of intense monitoring but induce a burst of fraud as soon as they are withdrawn; pre-announced controls induce more fraud in the periods without control. Overall, we also observe that real fare-dodgers fraud more in the experiment than non-fare-dodgers. (shrink)

A motivação deste artigo é de apresentar resumidamente o que tem sido discutido academicamente sobre a formação do Primeiro Testamento, assim se tomou em voga dois termos que têm circulado o vocabulário acadêmico desde 1996 (a partir dos Congressos de Metodologia Histórica), maximalismo e minimalismo. E, em cima desses dois modos de pensar se fez um exercício perceptivo sobre a leitura do texto de Gênesis 1, mostrando a importância dessas discussões para a atualização hermenêutica dos discursos teológicos de hoje.

Fábio Alves dos Santos (1954-2013) cursou Pedagogia, Ciências Sociais e Teologia, era Especialista em Filosofia da Religião (PUC Minas), Advogado (PUC Minas) e Mestre em Direito Constitucional (UFMG). Lecionou na PUC Minas como professor de Cultura Religiosa e depois como professor no Curso de Direito, atuando principalmente no Serviço de Assistência Judiciária – SAJ, especialmente cuidado de causas populares como as da ASMARE (Associação dos Catadores de Papel, Papelão e Material Reaproveitável de Belo Horizonte), da Pastoral de Rua, da Pastoral (...) Carcerária, de movimentos de “Sem Casa”, de ocupações e tantos outros grupos. Fábio sofria de grave problema de visão há mais de 15 anos. Quase ficou cego depois de diversas cirurgias de miopia. Isso, porém, não o impedia de seguir seu constante compromisso com as lutas populares. Na última entrevista que concedeu, menos de um mês antes de sua morte (19 de outubro de 2013), depois de duro sofrimento de quase dois anos, no tratamento de um câncer no pâncreas, conta um pouco de sua vida, sua luta e sua percepção de várias realidades, especialmente da Igreja e da pastoral. Militante formado na Teologia da Libertação, de profunda espiritualidade, marcada por traços da religiosidade popular nordestina e comprometida com a libertação, Fábio Alves também buscou em sua vida abrir-se à teologia do pluralismo religioso, especialmente com o Santo Daime, em cuja tradição religiosa chegou a ser “fardado”, mantendo uma profunda atitude espiritual aberta ao diálogo inter-religioso. Sua primeira publicação foi “Começo de mundo novo: sofrimento, luta e vitória dos posseiros de Santana dos Frades”, Sergipe, numa versão popular em 1981 e outra pela Editora Vozes (1990). Fruto de sua dissertação de mestrado, publicou o livro “Direito Agrário: política fundiária no Brasil (1995). Em 2001 saiu seu último livro, uma coletânea de artigos publicados em diversos jornais: “Em defesa da vida”. Num artigo em Horizonte (2004), juntamente com o advogado, amigo e colega Prof. Cristiano de Melo Bastos, discutiu “A prática jurídica na missão da PUC Minas”. Focused on city-scale automation, and using self-driving cars (SDCs) as a case study, this article reflects on the role of AI—and in particular, computer vision systems used for mapping and navigation—as a catalyst for urban transformation. Urban research commonly presents AI and cities as having a one-way cause-and-effect relationship, giving undue weight to AI’s impact on cities and overlooking the role of cities in shaping AI. Working at the intersection of data science and social research, this paper aims to counter (...) this trend by exploring the reverse perspective: how do cities affect the development, and expose the present limits, of SDCs? The contribution of this paper is threefold. First, by comparing urban and nonurban environments and thoroughly examining the relationship between computer vision and city-specific sociality and form, it defines machine autonomy/automation as a function of the sociotechnical milieu in which an AI system operates. Second, and related, the paper problematizes the notion of SDCs as autonomous technologies and the role it plays in envisioning contending policy arrangements and technical solutions for achieving full driving automation. Finally, the article offers insight into a materialist and spatialized understanding of AI—namely, not as an abstract quality susceptible to replication within discrete machines, but rather as a distributed property emerging through embodied interactions among a multiplicity of agents (human, non-human, and technological) within/with their environments. L’articolo si propone di indagare le implicazioni ecologiche di due differenti tendenze sistemiche: La General Systems Theory di Ludwig von Bertalanffy, che fa da cornice alla Systems Ecology di Eugene Odum; La Second-Order Cybernetics elaborata da Heinz von Foerster, Humberto Maturana e Niklas Luhmann, che costituisce la matrice di un nuovo paradigma ecologico denominato General Ecology. Nell’articolo verranno comparate la GST e la SOC in relazione ai loro differenti modi di intendere il sistema e la sua genesi; il ruolo dell’osservatore (...) nella definizione dei confini di un sistema; e la relazione tra sistema e ambiente. Verrà mostrato come la SOC, mettendo in causa il principio del controllo gerarchico della GST, conduce alla nozione di differenze ecologiche, con la quale si indica una pluralità di diadi sistema-ambiente, problematizzando così la nozione di ambiente come riferimento fisico e oggettivo. We present the theory of Dirac spinors in the formulation given by Bohm on the idea of de Broglie: the quantum relativistic matter field is equivalently re-written as a special type of classical fluid and in this formulation it is shown how a relativistic environment can host the non-local aspects of the above-mentioned hidden-variables theory. Sketches for extensions are given at last.

Populism is widely thought to be in tension with liberal democracy. This article clarifies what exactly is problematic about populism from a liberal–democratic point of view and goes on to develop normative standards that allow us to distinguish between more and less legitimate forms of populism. The point of this exercise is not to dismiss populism in toto; the article strives for a more subtle result, namely, to show that liberal democracy can accommodate populism provided that the latter conforms to (...) particular discursive norms. What the article calls a ‘liberal ethics of populism’ turns out to be closely bound up with a broader ethics of peoplehood, understood as a way of articulating who ‘the people’ are in a way that is compatible with liberal–democratic principles of political justification. Such an ethics, concludes the article, inevitably has a much wider audience than populist political actors: its addressees are all those who seek legitimately to exercise power in the name of the people. RESUMO: O objetivo deste artigo é examinar o que entendemos ser uma prova original da existência de Deus na obra de Pierre Duhem. Cremos que a originalidade dessa prova consiste especialmente nas premissas usadas pelo filósofo. Quanto à forma, a mesma assemelha-se ao conhecido argumento do desígnio, mas a sua versão se caracteriza por buscar na história das teorias físicas a matéria da qual a existência de uma Providência é derivada. É a complexa evolução das teorias e, a despeito dela, (...) a sua espantosa progressividade em direção a estágios sempre mais perfeitos que servem de premissa para a via duhemiana de acesso a Deus. Tudo se passa como se houvesse uma suposta pré-ordenação divina do curso das teorias, uma finalidade intrínseca a ele.ABSTRACT: The aim of this paper is to examine what we believe to be an original proof of the existence of God in the work of Pierre Duhem. We think that the originality of this proof consists especially in the assumptions used by the French philosopher in his argumentation. Regarding the form, it resembles the well-known design argument, but his version is characterized by seeking in the history of physical theories the matter from which the existence of a Providence is derived. It is the complex evolution of theories and, despite it, its amazing progress towards ever more perfect theories that serves as the premise for Duhem's way of access to God. Everything goes as if it had been a divine preordainment and an intrinsic goal ruling the evolution of theories. (shrink)

Populist movements have become key players in European politics. These movements are readily criticized by journalists or political rivals, yet none of the common objections to populism seems to arrest their success. This article turns to normative political theory to cultivate sensitivity to problems arising from some existing arguments against populism, and to explore possible alternatives. It offers a critical reading of prototypical liberal and conservative arguments against populism, and proposes that the principles of solidarity and procedure provide good grounds (...) for a sustainable critique of populism. This article presents a dialogue between Roland Barthes and Paolo Fabbri, which took place on 18 December 1965 in Florence, Italy. Barthes offers an engaging account of his structuralist approach to narrative, as was later published in essay form, ‘Introduction to the Structural Analysis of Narrative’, included in a special issue of Communications (Issue 8, 1966). In a cordial exchange with Fabbri, Barthes provides a more candid presentation of method than found in print, along with critical reflection of (...) the underlying importance of the structuralist approach, as perceived at the time. The interview took place as part of a small conference on narrativity. Participants included Algirdas Julien Greimas, Claude Bremond, Umberto Eco, Jules Gritti, Violette Morin, Christian Metz, and Tzvetan Todorov. Subsequently, a number of these participants contributed articles to the same issue of Communications, on the structural analysis of narrative. (shrink)

ABSTRACT The article deals with the early career of the literary critic Alberto Asor Rosa, one of the founders of the operaismo movement, a Marxist tendency advocating the management of factories by workers through bottom-up councils. It outlines the role he assigned to literature and culture, investigating his criticism first against the non-revolutionary cultural politics of the Italian Communist Party, notoriously through his book Scrittori e popolo and his writings for the periodical classe operaia, then identifying a transition from a (...) destructive approach against any culture based on values to the use of cultural disciplines purely as techniques. The article posits that this instrumental understanding of culture depended on Asor Rosa’s political choice to take the perspective of the working class, in order to use culture itself for social analysis. In the second half of the decade, contributing to the periodicals Angelus novus and Contropiano, he still considered culture ineffective as a way towards revolution, but he began to value the great works of ʻbourgeois’ literature for their ability to penetrate the middle-class spirit and undermine capitalist society. The article concludes that, despite his changing idea of culture, Asor Rosa’s opinions on the intellectual’s task fit the traditional concept of it. (shrink)

This paper expands on the theory of event structures put forward in previous work by further investigating the subtle connections between time and events. Specifically, in the first part we generalize the notion of an event structure to that of a refinement structure, where various degrees of temporal granularity are accommodated. In the second part we investigate how these structures can account for the context-dependence of temporal structures in natural language semantics.
