This book explores the emergence of the modern higher education sector in the independent Irish state. The author traces its origins from the traditional universities, technical schools and teacher training colleges at the start of the twentieth century, cataloguing its development into the complex, multi-layered and diverse system of the early twenty-first century. This book sketches the history of higher education, in parallel with the development of science. Its goal is to draw attention to the historical tensions between the aims of higher education and those of science, in the hope of contributing to improving the contemporary university. A helpful tool in analyzing these intellectual and social tensions is Karl Popper's philosophy of science demarcating science and its social context. Popper defines a society that encourages criticism as "open," and argues (...) convincingly that an open society is the most appropriate one for the growth of science. A "closed society," on the other hand, is a tribal and dogmatic society. Despite being the universal home of science today, the university, as an institution that is thousands of years old, carries traces of different past cultural, social, and educational traditions. This volume consists of original essays by academic leaders and scholars connected to Clark Kerr’s life and work. He was arguably America’s most significant higher education thinker and public policy analyst in the last 50 years of the 20th century and renowned globally. However, little thoughtful attention has been devoted to assessing the whole of his work. Some commentators misunderstand the man as well as his ideas. The California Master Plan for Higher Education of 1960 was one of (...) his famous undertakings, as was his part in shaping the multi-campus University of California towards global eminence. He coined the word “multiversity” to describe what he called the “uses” of the university, but began to think it had become much too “multi”. Some of his most important work was as director of the Carnegie Commission on Higher Education and the Carnegie Council on Policy Studies in Higher Education, which laid the foundation for sophisticated policy-making. The contributors honor the achievements of a remarkable man and provide portraits of him, but of equal importance are their critical discussions of the sources of his thinking, his attempts to balance access and merit in mass higher education circumstances, the policy issues that he confronted and the success of their resolution. For many of the contributors, Kerr’s work is the starting point for understanding policy issues in varying regional and national contexts. Institutions of higher education in the United States are remarkably diverse in their educational purposes, their organizational structure, and their architectural styles. But underlying all this diversity are two distinct historical models: the decentralized British "collegiate" model of university education, and the centralized Germanic university model. Early American higher education grew out of the British collegiate tradition and emphasized the comprehensive development of students' intellect and character, while the Germanic university tradition, introduced in the late 1800s, shifted the (...) focus to technical scholarship and research. The Germanic university model held sway for much of the twentieth century, but there is now a widespread renewal of interest in the older decentralized British collegiate model, and in universities across the United States and around the world, small "residential colleges" like those at Oxford and Cambridge are now being planned and built. These residential colleges or "houses" (as they are sometimes called) provide small, stable, faculty-led, home-like environments for a few hundred students each, and their social and architectural design seeks to counteract the impersonal bureaucratic experience that students often have in large Germanic-style universities. The complicated colonial history of the Philippines impacts notions of gender in the Islands. Specifically, institutions with strong foreign roots, such as universities, maintain and challenge gender relations. The Philippines sees multiple gender issues in universities despite government-mandated gender mainstreaming policies for education (CMO-1), yet the influence of colonial values remains overlooked. This article contributes to philosophising Philippine education by providing the history of the country’s universities and their role in shaping gender relations. A threefold model of gender (...) structures, relations of power, production and cathexis (emotional attachment), frames historical literature during the Philippines’ Spanish and American colonial periods and contextualises the country’s gender order. The interplay of religion and higher education during the Philippines’ Spanish colonial period reveals why sexuality remains policed by education institutions. The gendering of courses during the American Colonial period details the feminisation of certain disciplines and occupations. Harmful manhood practices adopted during this period continue to affect men in university systems through Philippine fraternities. Lastly, private education perpetuates and maintains power among the elite. The evolution of the Philippine university provides points for analysis for gender issues. These become building blocks to the discourse surrounding the Filipino philosophy of education, by understanding facets of Filipino identity construction, and proposing avenues to explore when decolonising the university. The study aims to review the literature that analyses the history andcurrent situation of Higher Education, henceforth known as HE, in Turkeyand to review HE agenda of the Government of Turkey in order to identify theextent to which it has responded to the sustainable development agenda. The first step in education's long road to respectability lay in the ability of its proponents to demonstrate that it was worthy of collaborating with traditional disciplines in the syllabus of higher learning. The universities where the infant discipline of education was promoted benefited from scholars who engaged in teaching and research with enthusiasm and preached the gospel of scientific education. These schools-Teachers College/Columbia University, the University of Chicago, and Stanford University-gained a reputation as oases of pedagogical knowledge. Although the language of vocation was born in a religious context, the contributors in this volume demonstrate that it has now taken root within the broad framework of higher education and has become intertwined with a wide range of concerns. The objective of this paper is to balance two major conceptual tendencies in science policy studies, continuity and discontinuity theory. While the latter argue for fundamental and distinct changes in science policy in the late 20th century, continuity theorists show how changes do occur but not as abrupt and fundamental as discontinuity theorists suggests. As a point of departure, we will elaborate a typology of scientific governance developed by Hagendijk and Irwin ( 2006 ) and apply it to new empirical (...) material. This makes possible a contextualization of the governance of science related to the codification of the “third assignment” of the Swedish higher education law of 1977. The law defined the relation between university science and Swedish citizens as a dissemination project, and did so despite that several earlier initiatives actually went well beyond such a narrow conceptualisation. Our material reveals continuous interactive and rival arrangements linking the state, public authorities, the universities and private industrial enterprises. We show how different but coexisting modes of governance of science existed in Sweden during the 20th century, in clear contrast with the picture promoted by discontinuity theorists. A close study of the historical development suggests that there were several periods of layered governance when interactions and dynamics associated with continuity as well as discontinuity theories were prevalent. In addition, we conclude that the typology of governance applied in the present paper is fruitful for carrying out historical analyses of the kind embarked upon in spite of certain methodological shortcomings. This paper explores the introduction of mindfulness into courses in higher education. Some of these courses are taught by Buddhist scholars; others are taught by scholars within other disciplines who themselves have a meditation practice. Those scholars included here represent a much larger number in diverse settings, including state universities, liberal arts colleges, Ivy League institutions, and historically black colleges. They teach in almost every discipline, including architecture, poetry, chemistry, economics, and law. Many philosophers have been appointed to top-level political positions during Chile's modern history. What makes Chilean philosophers unique in the context of Latin America and beyond, is that they have developed a sophisticated rationale for both their participation and withdrawal from politics. All along, philosophers have grappled with fundamental problems such as the role of religion and politics in society. They have also played a fundamental role in defining the nature and aims of higher education. The philosophers' production (...) constitutes a substantial, albeit largely unknown, portion of the intellectual history of Chile and Latin America. This book describes in detail the evolution of philosophical work in Chile, and pays close attention to the relationship between philosophical activity and contemporary social and political events. Various Chilean philosophical sources are discussed for the first time in the literature on Chilean ideas. The work of such intellectuals as Andres Bello, Valentin Letelier, Enrique Molina, Jorge Millas, Juan Rivano, Juan de Dios Vial Larrain, and many others is examined in relation to the principal political and educational issues of their time. The book also develops a distinction between the two main currents of Chilean philosophy, namely, a "professionalist" current that seeks the independence of the field from social and political involvements, and a "critical" current that seeks to relate philosophical activity to national realities. This collective article discusses the philosophy of modern higher education in Iran, which in this case, optimistically, its history dates back to the founding of Dār al-fonūn —if we consider Dār al-fonūn as a university. Otherwise, its origin can be traced back to the University of Tehran. Central to this article is the emphasis on the lack of philosophy of higher education in Iran. Therefore, most of the criticisms in front of us are related to the internal (...) inconsistency in the Iranian higher education system due to the lack of a national-indigenized-official philosophy of higher education in Iran. Furthermore, The Islamic Revolution of 1979 brought about fundamental changes in higher education. Accordingly, several controversial issues including the rapid growth of higher education, the Islamization of universities, cultural narratives in higher education, the increase in students, especially women and the low-income class of the country were also explored. This book makes the case for a revival in interest in the viva. As an oral assessment of a treatise or dissertation or of a student's performance in art or dance the viva has a long history dating back to the time of the Greeks. It can be found today in the form of professional, vocational and academic vivas, where a judgment of oral performance is required to gain entry into a profession or community of scholars. In a time (...) when there are scandals about students selling essays to other students, the viva provides a fertile ground for probing the student to see whether they are in fact the authors of the work being assessed and know its content and how to think cognitively or otherwise. Given that we actually know so little about the viva, the book theorises the viva based on a unique sample of vivas that have been filmed or in which the author himself has been participant, and discusses why its format is so different in Anglo-Saxon languages and Latin and other languages. The book offers educational policy-makers and examiners a trade-off between arguments in support of the viva and the demand for other, ever more cost-effective forms of assessment as the numbers of both undergraduate and postgraduate students threaten to increase. It also argues that with demand in the labour market for qualified graduates who are better equipped with transferable skills, such as the ability to communicate complex ideas verbally in a competent, well-argued fashion and not merely through the use of rhetoric, what appear to be cost-effective forms of assessment in the short run (e.g. written exams with standardised questions or multiple choice) may actually in the long run be of less value if we are investing in a future workforce with so-called 21st century communication skills. This paper explores the conceptual history of academic freedom and its emergence as a substantive right that pertains to either the academic or the university. It is suggested that historical reconceptualisations necessitated by contingent circumstance may have led to academic freedom being seen as a form of protection for those working within universities whose national legislation recognises the right to teach and research without external interference, rather than as a responsibility to the wider society or to peers in other (...) parts of the world, who do not enjoy the privilege of that right. I explore the value of academic freedom as both right and responsibility, particularly taking into consideration the ethical implications for both at the international level in higher education. Quality assurance in higher education is a hot topic with theincreased number of students graduating from postgraduate programmesoffered by the higher education institutions. This qualitative study aimed tolook at the history and the current status of the quality assurance mechanismsin the Maldives; identify its strengths and weaknesses; and make informedrecommendations. Critical event narrative inquiry was used and data werecollected through interviews and analysis of documents. Content analysis ofdata collected revealed that Maldives was one of the very first (...) countries inthe region to establish such a mechanism and it was very similar to that ofAustralia. The most significant finding was that the body mandated to assurehigher education quality and did not have any power or regulatory authority.Therefore, it is important that the authority be an independent body establishedby an act of parliament with the regulatory power. Taking into consideration a developmental approach to the teaching-learning process and the instructional challenges linked to literature content of Cuban History I coursework, a system of teaching aids is presented. It is suggested that the proposed system enhances student motivation to study this subject, raises the quality of instructional lessons, favors the assimilation of the content, and improves the development of educational, intellectual and specific skills. It also allows for the active and reflexive participation of students in the lessons and facilitates a greater level of content organization for successful instruction. (shrink)

This article describes the historical development of HPS/NOS mainly in higher education. Because the establishment of universities in Japan in late-nineteenth century was a reaction against Western imperialism, higher education aimed to cultivate scientists and engineers with an emphasis on practical applications. This direction in higher science and engineering education continues into the present. It has conditioned elementary and secondary education via university entrance examinations, where no questions on NOS appear. Hence, HPS research and education has developed (...) in Japanese higher education with little connection to elementary and secondary education. Instead, NOS is communicated in literature, movies, and other media. Scientific and technological communication occurs mainly outside the school curriculum in venues like museums. (shrink)

This paper is a discussion of critical hermeneutics as a research methodology employed in a conceptual analytic study of the concept ‘institutional culture’ within the context of higher education. The research was undertaken to develop an understanding of the concept and to explore its construction in university policy documents. The aim of this paper is to motivate the choice of critical hermeneutics as a research methodology for the mentioned study. I explore both aspects of critical hermeneutics, namely hermeneutics and (...) critical theory. The interpretive nature of hermeneutics enabled me to expose the hidden meanings of institutional culture, while its context-specific nature was beneficial for pointing out the nature of institutional culture in the university setting. Critical theory, on the other hand, was appropriate because it is a theory that is self-conscious about historicity and the role of the social environment. In combination, the merits of these two aspects of critical hermeneutics facilitated the understanding of the university setting as a social reality. Employing critical hermeneutics as a research methodology furthermore assisted in analysing the construction of institutional culture within university policy documents, taking into account the important role of history in interpretation. In essence, critical hermeneutics facilitated my understanding of the difficult-to-explain concept ‘institutional culture’ in the higher education setting. (shrink)

There is problem of defining the subject of philosophy of cosmology, there are similar and different motifs with modern astrophysics, cosmology on the one hand, and, with the history of philosophy and modern philosophy on the other hand. The president of the AAUP faculty union at University of Bridgeport, from 1987 to 1991, offers a first-hand account of the circumstances leading to the fatal strike there. He refutes accusations that the union and its leadership destroyed the university and provides a dramatic, personal account of a faculty union under attack by union busters. The faculty, he argues, was resisting a concerted onslaught on traditional faculty rights. It fought desperately to stifle a retrograde revolution in higher education seeking (...) the substitution of absolute Management Rights to traditional collegiality. He refers to faculty as the soul and mind of a university, and to administration as a necessary evil whose duty is primarily to assist the faculty in the accomplishment of the university's mission. Heterosexist ideology underpins education policy and practice almost universally. It has the effect of rendering invisible and disrespecting practitioners and students of other sexual and non-gender conforming identities. Much explicitly queer work has challenged this normalising and frequently oppressive higher education terrain. To maximise this queer potential this article proposes re-positioning queer within and through a practice and pedagogy of feminism. The broad-based identity politics of feminism and the anti-identitarian politic of queer may appear a slightly improbable alliance. The (...) article argues, however, that intersectional approaches which reinforce queer integrity, challenge oppressive social norms and simultaneously re-emphasise the importance of the political through an identity politics heavily influenced by feminism, are not just possible but necessary. In seeking to explore what unites feminism and queer educationally, the article makes three observations relating to history, pedagogy and activism. It references two particular LGTBQ Irish and European educational programmes, which it argues highlight this sense of the probable in terms of queer–feminist educational alliances. Such alliances can continue to challenge in material ways sustained educational constructions of heterosexuality as normal, natural and moral and in so doing provide a platform for empowerment and change. Historiography of education is not only a question of construction but also of selection. In 19th century “history of education” was typically a genre of “great educators”, mostly male and only marginally female. This construct is influential up to now, at least in popular contexts of educational reasoning. The article discusses in the introductory section problems of selection of names and meanings within history of education, and then three types of historiographical writing that are not only concerned with (...) “great educators” but have larger Philosophical impact. The first type is Herman Nohl’s history of German progressive education, the second one is Emile Durkheim’s history of Higher Education in France, and the third one is George Herbert Mead’s Movements of Thought in 19th Century. The article compares them and discusses their implications for further development of historical writing in education. (shrink)
