For several years the authors have been working in Detroit with grassroots coalitions resisting Emergency Management. In this essay, we focus on how community groups in Detroit and Flint advanced common struggles for clean, safe, affordable water as a human right, particularly during the period of 2014 to 2016. We explore how, through a series of direct interventions – including public meetings and international gatherings, independent journalism and social media, community-based research projects, and citizen-led policy initiatives – these (...) groups contributed to challenging neoliberal governance, to undermining the legitimacy of state officials and their policies, and to shifting public consciousness around the human right to water. THIS ESSAY PRESENTS A PARTICULAR HISTORY OF DETROIT, ONE THAT, BY analyzing the sites and uses of unshared social power, provides an ethical analysis of the processes by which Detroit has become the poorest big city in the United States. Of necessity this story must weave together a variety of elements: economic forces and the theories that justify them, public policies and the politics that underlie them, white racism, sexism, and the spirit of resistance that found its voice (...) in the streets, in radical philosophic and economic theories, in union activism, and in some Christian churches. In this history can be heard the voices of Martin Luther King Jr. and Malcolm X, the liberal cry for civil rights, and the radical demand for workers' rights. Today, as these same destructive economic and political choices reach into the homes of Detroit's and other cities' white suburbanites, these Detroit voices prophetically challenge business as usual. In recent years a burgeoning bicycle culture has reanimated the city of Detroit. The following essay analyzes this reanimation through the themes of embodiment, mobility, spatiality, and the intersubjective creation of place, using the techniques of phenomenology. The description that emerges is an evolving social ontology with implications for cities like Detroit. In such cities any plan for re-urbanization must re-conceptualize both transportation schemas and public space on terrain once dominated by the automobile. Detroit Become Human (DBH) offers a stunningly visual gameplay experience that both tells a philosophical story and stimulates the moral reasoning process in players. The game features a futuristic world where highly intelligent androids are bought and sold as workers who take on menial labor tasks for humans. In this chapter, we explore three dimensions of moral reasoning: accounts of moral agency, ethical theories or frameworks, and accounts of moral patiency. We then explore how DBH addresses all of these (...) philosophical issues in its narrative and gameplay scenarios. Issues of moral agency are explored through some of the androids gaining consciousness and autonomy. Ethical theory is explored through various ethical dilemmas that emerge in the gameplay. Moral patiency is explored by questioning if the androids, conscious and unconscious, are worthy of moral concern and why. We then show how the gameplay structure offers a unique interactive opportunity for players to engage in the moral reasoning process. Additionally, through the questions it raises and scenarios it poses, DBH makes an implicit anti-speciesist argument regarding moral patiency. Additionally, it makes a secondary argument that suffering and struggle are necessary to develop the possibility of second-order desires and true freedom and agency. The interactive structure of the game, in which players’ choices have more weight than in many gameplay experiences, makes DBH a unique work of contemporary philosophical pop culture. (shrink)

Detroit is frequently viewed as a city where hope has been lost, government is totally dysfunctional, and the infrastructure is beyond repair. For far too many people around the world, the Motor City is perceived as a city whose greatness is in distant memory. Detroit Resurgent, while not ignoring the problems facing the city, explores Detroit in a new way that reveals a culturally rich, very alive, and undeniably present side of the city. Through photographic portraits, interviews, (...) essays, and poetry, it demonstrates the vitality and humanity of Detroit’s people, providing a powerful counternarrative to the vision of Detroit as a Rust Belt wasteland. Giving voice to people with hopes for a brighter future and aspirations to create a new city out of the old required recording their own words and engaging a portrait photographer grounded in humanism whose approach is based upon the traditions of social documentary photography. Detroit Resurgent explores the city through the voices of those working in a multitude of ways to reshape it into a twenty-first-century urban space, through the auto industry, urban agriculture and food production, entrepreneurial action and small business, visual and performing arts, activism, and visionary leadership. Are Detroit ruin tours a form of morally permissible cultural tourism, or do these tours amount to a form of exploitation? To answer this question I compare Detroit ruin tours with ‘slum tours’ – guided tours of slums in the world's major cities. I argue that exploitation of the sort we find in slum tourism also exists, to a lesser extent, in Detroit ruin tours. To show this I detail two different accounts of exploitation and argue that (...) Ruth Sample's account best captures what is most morally problematic with slum tours and ruin tours. I then identify the similarities and differences between slum tours and ruin tours, and provide suggestions for how ruin tours could be retooled to avoid some of the worries of exploitation. Finally, I suggest that with the proper framing Detroiters could embrace photographic tours as a new form of cultural tourism. (shrink)

The recent declaration of the largest municipal bankruptcy in US history has propelled Detroit’s plight into the international spotlight. Though a victim of the general decline of US manufacturing, drawing on Thomas Sugrue’s pioneering work I argue that Detroit’s crisis is better understood as a specifically urban crisis. The city’s concentrated poverty and desolation and its fiscal straits are not reducible to broader economic trends, nor are they exclusively the product of political mismanagement. Rather, they are the outcome (...) of a long history of economic decentralization and racial segregation, made worse by a politico-administrative arrangement that distributes wealth and services unequally across the metropolitan area. By imposing municipal austerity, Detroit’s bankruptcy is unlikely to do much to address these fundamental inequalities. Any plan to revitalize the city must move beyond boosterism and tackle head on the problems of racial and economic segregation that continue to affect Detroit’s 700,000 residents. (shrink)

Over the past five years the authors have been working in Detroit with grassroots coalitions resisting emergency management. In this essay, we explore how community groups in Detroit and Flint have advanced common struggles for clean, safe, affordable water as a human right, offering an account of activism that has directly confronted neoliberalism across the state. We analyze how solidarity has been forged through community organizing, interventions into mainstream media portrayals of the water crises, and the articulation of (...) counternarratives that center the experiences, needs, and collective power of those most directly affected. While our rootedness in Detroit leads us to focus primarily on the experiences of activists based there rather than in Flint, we insist throughout that the experiences, resistance, and aspirations of these communities are best understood as interconnected and mutually empowering. This article reviews the recent crisis in Detroit focusing on the placement of an Emergency Manager in charge of financial decisions, and a bankruptcy process. This political disenfranchisement harmed the pensions of city employees and offered valuable real estate to investors at low prices. While the crisis was long in the making, with deindustrialization and residential segregation beginning in the 1950s, the crisis was exacerbated in 2008 with the mortgage crisis and with water shut-offs to residences. The greatest harms (...) were felt by African American families in the city. The article takes toll of the harms suffered and chronicles movements of resistance against Emergency Management and community organizing efforts. (shrink)

The paper discusses the concept of "crisis" in the context of the city of Detroit's bankruptcy under the rule of the Governor-appointed Emergency Manager. In their recent book, Judith Butler and Athena Athanasiou discuss the concept of dispossession in all its complexity, in the context of enforced austerity measures in Europe and a global Occupy movement. The concept of “dispossession” clarifies how we actually depend on others in a sustained social world, that in fact the self is social. I (...) will use their reflections as a springboard for analysis of the imposition of an emergency manager on the City of Detroit and the subsequent bankruptcy hearings for the city, which along with the mortgage and foreclosure crisis and now recent water shut-offs have resulted in dispossessing the poorest of the poor from their modest possessions. However Detroit is also the scene of a robust response, as people take to the streets in acts of solidarity to demand their city back. As Athena and Butler caution, activists should not fall into reinforcing the disastrous concept of personhood reinforced by possession. There are other ways of engaging with each other politically to forge a common cause that escape the negative aspects of “possession.” The project of getting people together at the grassroots, knowing each other, finding strength in leaning on each other, finding confidence to challenge the status quo that is tearing communities apart – that is the activism that is ongoing in Detroit. Eastern Market in Detroit is one of the oldest, continuously working public markets in the United States. Starting in 2006, the management changed and the market underwent a round of renovations. Since then, the Eastern Market Corporation has worked to increase the number of stands selling value-added food at the market. Following the EMC’s lead, the new vendors sell their fare in boutique style, putting specific care in the setup of the stands and in the visual and oral narratives (...) they use. Their presentation of food quality emphasizes craftsmanship and cultural values more than affordability or provenance. The interplay between these vendors and the EMC management point to two worlds identified by convention theory: domestic and market. The work of boutique food producers at Eastern Market manifests a composite arrangement between the domestic and market worlds where the authenticity of the products and regard for the customers are composite principles that solidify the compromise. In 1947, the U.S. Secretary of State, George C. Marshall announced that the USA would provide development aid to help the recovery and reconstruction of the economies of Europe, which was widely known as the ‘Marshall Plan’. In Italy, this plan generated a resurgence of modern industrialization and remodeled Italian Industry based on American models of production. As the result of these transnational transfers, the systemic approach known as Fordism largely succeeded and allowed some Italian firms such as Fiat to (...) flourish. During this period, Detroit and Turin, homes to the most powerful automobile corporations of the twentieth century, became intertwined in a web of common features such as industrial concentration, mass flows of immigrations, uneven urban sprawl, radical iconography and inner-city decay, which characterized Fordism in both cities. In the crucial decades of the postwar expansion of the automobile industries, both cities were hubs of labor battles and social movements. However, after the radical decline in their industries as previous auto cities, they experienced the radical shift toward post-Fordist urbanization and production of political urbanism. This research responds to the recent interest for a comparative (re)turn in urban studies by suggesting the conceptual theoretical baseline for the proposed comparative framework in post-Fordist cities. My goal, in interpreting Arendt’s analyses of the polis – both modern and ancient – is to conceptualize the role that ‘healthy’ public spaces can play in modern cities. What distinguishes my interpretation of her work is how I integrate her seminal conception of a philosophy of natality in the constellation of elemental concepts: labor, work, and action, as a way to understand the rise and fall of Detroit and to set the possible horizon for its reincarnation as a (...) ‘sustainable’ and flourishing city beautiful. For me, it is precisely this conceptualization, as a philosophy of natality, that enables us to better identify the metaphysical and political foundations of her ideas about the polis and its possible pragmatic application for recreating public spaces in other modern, cosmopolitan cities. I end up considering what it means to become “native to a place” in the sense that was adopted in the rebirth of the River Rouge Complex and just what that has to do with the emergence of the barrio of Mexicantown in Detroit as a quintessential sign of successful city living and a sign of hope for a brighter, more beautiful future. The received wisdom among welfare state scholars is that policy feedbacks render social insurance programs durable. Yet, in the case of Detroit’s municipal bankruptcy, a voting majority of retired city workers accepted a settlement that asked them to waive key legal protections, formally accept gutted medical benefits, trimmed pension benefits, and a new public-private pension financing mechanism. This article synthesizes interactionist theories of loss to introduce the concept of “collective cooling.” I argue that collective cooling helps to establish the (...) limits of policy feedbacks by explaining how a group of retirees’ collective self-understandings were adjusted from that of contractual rights holders to charitable dependents. Key components of this process included: First, seeking to adjust understandings of how pensioners were perceived by powerful outsiders; And, second, seeking to adjust the loss from one that reflected poorly on pensioners to one that did not. Implications are discussed for how people accept unexpected economic losses, especially those imposed by a trusted institution such as an employer or government organization. (shrink)

A selective excavation of labor history and an analysis of recent worker experiences in Detroit's bankruptcy expose the conflict of rights that shapes the US capitalist society. Masked by myths, forbidden memories, and selective values, the trumpeting of "workers' rights" in the United States today weakens workers' claims to rights, denying many "an existence worthy of human dignity". Thirty years ago, the National Conference of Catholic Bishops' Economic Justice for All called for a "New American Experiment" establishing positive economic (...) human rights. Today, the problems they identified have worsened, and the conversion they called for is absent from dominant political and economic discourse. The survival strategies of marginalized communities suggest a praxis of conversion creating possibilities for a future of human dignity. (shrink)

ABSTRACT Drawing on limited ethnographic fieldwork conducted in 2009 and 2010, this article analyzes how the idioms of “craft” and “handmaking” are being evoked and imagined in Detroit. Because of a recent flurry of journalistic accounts of artists, makers, and entrepreneurs flocking to the city’s industrial ruins, Detroit has reemerged in the public imaginary as a utopic “blank canvas”: an empty space waiting to be inscribed and transformed by the arrival of a new creative class. In this narrative (...) of transforming the “Motor City” into “Maker City,” the future of the not-quite-postindustrial city rests in the hands of those willing and able to do-it-themselves. While urban farming, artist collectives, hackerspaces, and business start-ups are all part of this narrative, here I focus primarily on the gendered domestic arts, craft fairs, and in particular the work of an all-female grassroots collective of makers called Handmade Detroit. Interrogating the intersections between postfeminist and post-Fordist subjectivities that emerge in and through the narratives, spaces, and practices of the “indie” crafting community in Detroit, I argue that pleasure and self-fulfillment are often exchanged for what might otherwise be felt to be unstable, precarious, and even exploitive work. Finally, this article explores how the transformative rhetoric of DIY often espouses values of pleasure, autonomy, and choice, reproducing neoliberalist rationalities and limiting the political potential of craft and community activism in Detroit. The following essay investigates the animating force of jester-humour and trickster-critique as necessary components of prophetic consciousness and social movement. Climate change devastation coupled with racialised socio-economic predation today faces social movement with a stark demand. The root-work necessary enjoins challenge of human presumption about the meaning of life at the most basic level. The locus from which such a depth-exploration will be elaborated here is postindustrial Detroit, on the part of a poet-activist-educator who will insist that ‘jesterism’ as (...) ‘prophetic animation’ cannot merely be ‘talked about’, but begs performance and embodiment – even in the process of writing and theorising. Indigenous wisdom and folk spirituality will supply historical perspective in asserting laughter as both antidote to trauma and tactic of critique – whether looking at traditional African practices of tricksterism reincarnate in everyday street life in Detroit, medieval Christian celebrations of the Feast of Fools subverting official Church orthodoxies in feudal Europe, or the postmodern insurgence of hip-hop beats and tags in challenging corporate gentrification and church capitulation at the emblematic heart of de-industrialisation.
