Using a comprehensive sample of U.S. non-profit hospitals from 2011 to 2015, we examine the effects of state community benefits regulation on the amount of charity care provided by and the operational efficiency of U.S. non-profit hospitals. First, we document that, under such regulations, non-profit hospitals provide more charity care and less compensated care as a proportion of net revenue. We infer from these findings that CBR has the potential to increase both non-profit hospitals’ amount of charity (...) care and their efficiency of operations. Second, by examining variation in CBR types, we find no differences between having provision or having reporting requirements on the amount of charity care offered. Moreover, when we consider CBR with both provision and reporting requirements, the combination of these two requirements does not incrementally enhance charity care offerings, suggesting that the requirements may serve as substitutes with comparable effect. Lastly, we show that several state-level characteristics influence the relationship between CBR and charity care: CBRs in states with a higher gross domestic product and percentage of revenue received in taxes have incrementally lower associations with charity care, while hospitals in states where populations have, on average, higher household incomes have greater associations between CBR and charity care. Our findings highlight the effects that state-enacted regulation can have on socially beneficial behavior by non-profits. (shrink)

Modern empiricism has been conditioned in large part by two dogmas. One is a belief in some fundamental cleavage between truths which are analytic, or grounded in meanings independently of matters of fact, and truth which are synthetic, or grounded in fact. The other dogma is reductionism: the belief that each meaningful statement is equivalent to some logical construct upon terms which refer to immediate experience. Both dogmas, I shall argue, are ill founded. One effect of abandoning them is, as (...) we shall see, a blurring of the supposed boundary between speculative metaphysics and natural science. McX can, quite consistently with his own point of view, describe our difference of opinion by saying that I refuse to recognize certain entities. I should protest of course that he is wrong in his formulation of our disagreement, for I maintain that there are no entities, of the kind which he alleges, for me to recognize; but (...) my finding him wrong in his formulation of our disagreement is unimportant, for I am committed to considering him wrong in his ontology anyway. When I try to formulate our difference of opinion, on the other hand, I seem to be in a predicament. It is gratifying to see that philosophers' continued interest in Words and Objections has been so strong as to motivate a paperback edition. This is gratifying because it vindicates the editors' belief in the permanent im portance of Quine's philosophy and in the value of the papers com menting on it which were collected in our volume. Apart from a couple of small corrections, only one change has been made. The list of Professor Quine's writings has been brought up to (...) date. The editors cannot claim any credit for this improvement, however. The “Value Alignment Problem” is the challenge of how to align the values of artificial intelligence with human values, whatever they may be, such that AI does not pose a risk to the existence of humans. A fundamental feature of how the problem is currently understood is that AI systems do not take the same things to be relevant as humans, whether turning humans into paperclips in order to “make more paperclips” or eradicating the human race to “solve climate change”. (...) Specifically, existing approaches approaches to alignment appear to be concerned with how AI might *solve* problems in the relevant way. This paper presents and explores an approach to alignment rooted in the Enactive Theory of mind. It offers an alternative conception of the alignment as “how do we make relevant to AI what is relevant to humans?” In this conception, alignment is concerned with building AI so that it *discerns* and defines the problem in the relevant way. In this way, the Alignment Problem is shown to be the same problem as the Frame Problem. The paper concludes with a consideration of tradeoffs between these conceptions of the alignment problem. Defenses of pragmatic encroachment commonly rely on two thoughts: first, that the gap between one’s strength of epistemic position on p and perfect strength sometimes makes a difference to what one is justified in doing, and second, that the higher the stakes, the harder it is to know. It is often assumed that these ideas complement each other. This chapter shows that these ideas are far from complementary. Along the way, a variety of strategies for regimenting the somewhat inchoate notion (...) of stakes are indicated, and some troubling cases for pragmatic encroachment raised. (shrink)

This paper proposes an approach to Alignment rooted in the Enactive theory of mind that reconceptualises it as "how do we make relevant to AI what it relevant to humans". This conceptualisation is supported with a discussion of 4E cognition and goes on to suggest that the Alignment problem and the Frame problem are the same problem. Philosophical naturalism, according to which philosophy is continuous with the natural sciences, has dominated the Western academy for well over a century, but Michael Rea claims that it is without rational foundation. Rea argues compellingly to the surprising conclusion that naturalists are committed to rejecting realism about material objects, materialism, and perhaps realism about other minds.

The #metoo movement has forced many fans to consider what they should do when they learn that a beloved artist has acted immorally. One natural thought is that fans ought to give up the artworks of immoral artists. In Why It's OK to Enjoy the Work of Immoral Artists, Mary Beth Willard argues for a more nuanced view. Enjoying art is part of a well-lived life, so we need good reasons to give it up. And it turns out good (...) reasons are hard to find. Willard show that it's reasonable to believe that most boycotts of artists won't succeed, so most of the time there's no ethical reason to join in. Someone who manages to separate the art from the artist isn't making an ethical mistake by buying and enjoying their art. She then considers the ethical dimensions of canceling artists and so-called "cancel culture," arguing that canceling is ethically risky because it encourages moral grandstanding. Willard concludes by arguing that the popular debate has overlooked the power of art to change our lives for the good. It's of course OK to decide to give up the artwork of immoral artists, but--as Willard shows in this provocative little volume--it's OK to continue to enjoy their art, as well. This book explores aspects of William H. Poteat's philosophical anthropology, which proposes a post-critical alternative to the prevailing dualistic conception of the person and opens a path to recovery of the pre-reflective ontological ground of the person where our personhood can be recovered and re-appropriated.

This article is a review of Deep Postmodernism by Jerry H. Gill. In this book Gill juxtaposes and compares the philosophies of Whitehead, Wittgenstein, Merleau-Ponty, Polanyi, and Austin—philosophies that on the surface are very different but, examined closely, are remarkably complementary and convergent in respect of their challenging and revising key assumptions of modern thought relating to topics of reality, linguistic meaning, embodiment, and knowing. Their critiques resonate with several of the critiques of well-known postmodern thinkers but go deeper by (...) reconstructing the key assumptions in question. I compare Gill’s conception of deep postmodern philosophy with Polanyi’s conception of post-critical philosophy. Gill’s book is significant in setting out in one place the beachhead that these five thinkers (and others akin to them) have established in overcoming the philosophically sterile dead-ends that modernist and postmodernist thought have bequeathed us. A growing number of epistemologists have endorsed the Ignorance Norm for Inquiry. Roughly, this norm says that one should not inquire into a question unless one is ignorant of its answer. I argue that, in addition to ignorance, proper inquiry requires a certain kind of knowledge. Roughly, one should not inquire into a question unless one knows it has a true answer. I call this the Knowledge Norm for Inquiry. Proper inquiry walks a fine line, holding knowledge that there is (...) an answer in the left hand and ignorance of the answer in the right. (shrink)

This paper represents one attempt to implement a post-critical approach to teaching introduction to philosophy, in contrast with the usual approach which serves to re-establish the critical paradigm that Polanyi’s “post-critical philosophy” is meant to challenge and displace. It aims to have students discover their own fiduciary access to reality and rely upon it while slowly building competence in critical analysis of the principal intellectual options in the history of philosophy.

Several of these essays have been printed whole in journals; others are in varying degrees new. Two main themes run through them. One is the problem of meaning, particularly as involved in the notion of an analytic statement. The other is the notion of ontological, commitment, particularly as involved in the problem of universals.

With his customary incisiveness, W. V. Quine presents logic as the product of two factors, truth and grammar-but argues against the doctrine that the logical truths are true because of grammar or language. Rather, in presenting a general theory of grammar and discussing the boundaries and possible extensions of logic, Quine argues that logic is not a mere matter of words.
