Pocos niegan hoy que el mercado, por sí sólo, es incapaz de generar espontáneamente una distribución equitativa de los recursos sociales. Para lograr una buena articulación entre capitalismo, mercado y democracia, se ha propuesto el reconocimiento de un nuevo derecho social: el Ingreso Básico Universal que, en su versión más extendida, supone un ingreso incondicional de subsistencia, pagado por el gobierno, de manera uniforme y en intervalos regulares, tanto a nacionales como a residentes permanentes. Aunque existen disputas sobre la incondicionalidad (...) de este ingreso, es decir, sobre si el beneficiario debe o no cooperar con su trabajo a la sociedad, lo cierto es que la propuesta del Ingreso Básico Universal tiene, al menos, tres importantes atractivos. Primero, que es probablemente la primera oportunidad real en la historia para reconocer el trabajo de cuidado que realizan las mujeres en todo el mundo gratuitamente. En segundo lugar, se trataría de una propuesta visionaria que permitirá responder a la previsible problemática generada por el llamado capitalismo cognitivo y la pérdida de trabajos derivada del desarrollo de la Inteligencia Artificial. Finalmente, el Ingreso Básico Universal sería una herramienta eficaz para paliar la actual crisis del desempleo y la precariedad laboral. (shrink)

Asimismo, se pasa revista a la discusión filosófica en torno al origen de las desventajas sociales y genéticas que permiten las desigualdades sociales. Em razão da produção do corpus da investigação, avançamos na compreensão de traços que compõem imagens discursivas em torno de Diego Maradona em circulação no Twitter por ocasião de seu falecimento. Para tanto, (...) explicitamos e problematizamos técnicas de captação e produção de um corpus digital de pesquisa, através da delimitação de um espaço discursivo no Twitter que circundou a morte de Maradona. Os resultados obtidos se dirigem tanto às condições de utilização dessas plataformas por analistas do discurso, quanto à cartografia das regiões do dizer que se configuram nesse espaço e dos embates que nelas ganham consistência. En este artículo se presenta un análisis cualitativo preliminar de los contratos laborales firmados entre cuatro músicos de Europa del este y la dirección de la Orquesta Sinfónica de Antioquia en 1949, mientras dichos músicos estaban en los campos de refugiados europeos donde los sobrevivientes de la guerra fueron congregados para su atención y rehabilitación. Con este análisis se pretende problematizar la inserción de estos personajes como agentes de modernización cultural en Medellín, haciendo énfasis en las condiciones políticas y socioculturales (...) que caracterizaban a Colombia a comienzos de la década de 1950. La nacionalidad de estos músicos (tres checos y un rumano) era objeto de sospecha desde la legislación migratoria colombiana, que desde la década de 1920 establecía un catálogo de extranjeros que no debían entrar al país, pues podían traer ideologías contrarias a la defensa de la propiedad privada. Al contrastar estos contratos laborales con la política migratoria colombiana y con la responsabilidad pedagógica cívica que se le imponía a la actividad musical académica, se plantean algunas preguntas para debatir acerca de la narrativa oficial que presenta a estos músicos como agentes de modernidad importados e integrados a un proceso de modernización cuya representación se ha caracterizado por la ausencia de conflicto. El artículo revisa la experiencia de algunas agrupaciones feministas que, en el momento de la transición, se organizaron para pensar, discutir y activar con el objetivo de dotar a la democracia que estaba por venir de una perspectiva que incluya los derechos de las mujeres de forma sustancial. El texto se detiene en varios aspectos de esa experiencia. Una descripción de esas agrupaciones formadas por militantes de la nueva izquierda de los años 70, mujeres feministas que habían estado silenciadas durante (...) la dictadura e integrantes de las organizaciones de derechos humanos; una presentación de algunas de las acciones que realizaron; los encuentros y desencuentros con otros movimientos y finalmente analiza las continuidades y rupturas que se dan en los años posteriores. Earlier work has demonstrated that attention is indirectly cognitively malleable by processes of self-association – processes by which agents explicitly associate an item with the self. We extend this work by considering the manipulation of attention to both salient and non-salient objects. We demonstrate that self-association impacts attentional processing not only of non-salient objects, but also regarding salient items known to command attention. This result indicates the flexibility and susceptibility of attentional processing to cognitive manipulation.

Pregnancy presents some interesting challenges for the philosophy of embodied cognition. Mother and fetus are generally considered to be passive during pregnancy, both individually and in their relation. In this paper, we use the enactive operational concepts of autonomy, agency, individuation, and participation to examine the relation between mother and fetus in utero. Based on biological, physiological, and phenomenological research, we explore the emergence of agentive capacities in embryo and fetus, as well as how maternal agency changes as pregnancy advances. (...) We show that qualitatively different kinds of agency have their beginnings already in utero, and to what extent fetal and maternal movement modulate affectivity and individuation in pregnancy. We thus propose that mother and fetus are both agents who participate in pregnancy. Pregnancy then emerges as a relational developmental organization that anchors and holds its developing participants. We end the paper with reflections on ethical implications of this proposal, and suggestions for future research. (shrink)

El propósito del trabajo es comparar las trayectorias filosóficas de Paul Ricoeur y Mario Presas. Se sostiene que una adecuada comprensión del giro de la fenomenología a la hermenéutica, en el cual ubicamos a ambos, implica poner en relieve su pertenencia inicial a la fenomenología existencial francesa de la primera mitad del siglo XX. Se precisará la denominación fenomenología existencial y el impacto que tuvo en la concepción de la hermenéutica que fue desarrollada a partir de ella. Partiendo de la noción de “arte de gobierno liberal”, que encuentra su con guración en la forma de una Economía Política y su modelo normativo en un gobierno frugal, pretendemos elevar nuestro estudio hacia un análisis del tipo de subjetividad que funciona como correlato de la racionalidad política (neo)liberal: el homo oeconomicus y su actualización en la forma de sujeto “empresario de sí mismo”. Para tal n nos veremos en la necesidad de señalar la mutación epistemológica planteada por el análisis (...) neoliberal –iniciado por la Escuela de Friburgo y, más especí camente, desarrollado por la Escuela de Chicago en el ámbito norteamericano–, el cual tiende un puente entre el análisis de los procesos económicos y el estudio de la racionalidad interna del comportamiento humano. Este trabajo aborda algunos aspectos de la dimensión social y política del museo en la actualidad, a partir de la articulación de distintas perspectivas vinculadas con las políticas de los bienes comunes, la sociomuseología y la museología participativa. Este cruce teórico permitió diseñar un escenario o un subescenario -según qué lectura se pondere- político-museológico en el que, consideramos, existe una apuesta por una diferenciación de los modelos tradicionales.

In the deep disagreements characterized by Robert Fogelin (1985/2005) the parties do not share a common framework sufficient for the argumentative exchange to actually occur. Arguments are present as propositional structu-res, but do not develop as activity. Some public debates, particularly those that appeal to a resolution through the knowledge provided by science, can be reconstructed from the perspective of this model. Can scientific evidence be constructed from which to build, at least partially, that necessary common framework? Which notion of (...) objectivity is the most adequate for this purpose? Fogelin’s proposal is a starting point to reflect on the resolution of disagree-ments and scientific knowledge, in particular from the notions of incommen-surability and objectivity. It is argued that objectivity in scientific activity resul-ting from the conditions that allow negotiating meanings can work to resolve some deep disagreements. (shrink)

With growing vigor, political philosophers have started questioning the Westphalian system of states as the main actors in the international arena and, within it, the doctrine of Permanent Sovereignty over Natural Resources. In this article I add to these questionings by showing that, when it comes to migratory natural resources, i.e., migratory species, a plausible theory of territorial rights should advocate a regime of shared sovereignty among states. This means that one single entity should represent their interests and maybe also (...) those of third parties, managing and making decisions over the resource as a whole. Although such a regime might be the tacit goal of existing international conventions regarding wildlife, it remains untheorized in political philosophy and largely under-theorized in international law. By presenting the critical situation of the monarch butterfly in North America, I point to the inadequacy of the compartmentalized current regime, which generates injustice in migration; namely, the phenomenon whereby range states of a given species may neglect or over-exploit it while in their territory, to the detriment of others. I suggest that more flexible and imaginative governance arrangements are needed to deal in a better way with these and similar natural resources. (shrink)

At Universitat Politècnica de València, Meridies, an internship programme that places engineering students in countries of Latin America, is one of the few opportunities the students have to explore the implications of being a professional in society in a different cultural and social context. This programme was analyzed using the capabilities approach as a frame of reference for examining the effects of the programme on eight student participants. The eight pro-public-good capabilities proposed by Melanie Walker were investigated through semi-structured interviews. (...) The internship is an environment in which students can put into practice the knowledge they have acquired in undergraduate studies and to find practical relevance in what they studied. Occasionally, this also entails a critical questioning of what they have learned, a greater awareness of the limits of the contents of their studies and of the way things were taught, and interest in less explored issues that are closely linked to social justice. However, tensions can arise between the pro-public-good oriented perspectives of this programme, and a more instrumental vision. One way to overcome these tensions is to foster consideration of reflexivity, that is, the dynamic relationship between technology and society. To do so, the programme must create space before and during the internship, and upon the return of the students, to discuss and collectively reflect upon their lived experience. Additionally, it ought to engage supervisors in this educational journey, both at the university and in the host institutions, and also involve socially committed organisations in this task. Given the grim global statistics of extreme poverty and socioeconomic inequalities, moral and political philosophers have focused on the duties of justice and assistance that arise therefrom. What the needy are morally permitted to do for themselves in this context has been, however, a mostly overlooked question. Reviving a medieval and early modern account of the right of necessity, I propose that a chronically deprived agent has a right to take, use and/or occupy whatever material resources are required to guarantee (...) her self-preservation, or the means necessary to acquire them. There are three individually necessary and jointly sufficient conditions: the need is basic, the claimant does not violate other equally important moral interests, and it is a last resort. I present two recommendations to be followed by the claimants, and offer some examples where this principle may be applied today. I reply to the objections that understanding the right of necessity in this way kills its intuitive plausibility, and that it is a remedy worse than the disease. I conclude that, while not the best solution for the problem of global poverty, the exercise of this right should be accepted if we believe in the human right to subsistence. (shrink)

This article reflects on two contrasting intellectual profiles: the Argentinian university lecturer Ernesto Quesada and the Mexican intellectual José Vasconcelos, who visited Argentina in 1922. As we shall see, both define the University Reform in a contrasting way a few years after 1918. On the one hand, Quesada advocates conceiving the Reform as a key experience in order to make advances in the professionalisation of university teaching and research, autonomising these practices from politics. On the other hand, Vasconcelos resists disciplinary (...) specialisation and defends the construction of continental political leaderships, within the reformist movement, in line with the Mexican Revolution experience. Likewise, this article addresses certain points of contact between Vasconcelos and the Argentinian Ricardo Rojas who ideologically converge and also distance themselves from each other on their assessment of the Reform in the years that spanned the 1920s to 1930s. Our brains readily decode facial movements and changes in social attention, reflected in earlier and larger N170 event-related potentials (ERPs) to viewing gaze aversions vs. direct gaze in real faces (Puce et al. 2000). In contrast, gaze aversions in line-drawn faces do not produce these N170 differences (Rossi et al., 2014), suggesting that physical stimulus properties or experimental context may drive these effects. Here we investigated the role of stimulus-induced context on neurophysiological responses to dynamic gaze. Sixteen healthy adults viewed (...) line-drawn and real faces, with dynamic eye aversion and direct gaze transitions, and control stimuli (scrambled arrays and checkerboards) while continuous electroencephalographic (EEG) activity was recorded. EEG data from 2 temporo-occipital clusters of 9 electrodes in each hemisphere where N170 activity is known to be maximal were selected for analysis. N170 peak amplitude and latency, and temporal dynamics from event-related spectral perturbations (ERSPs) were measured in 16 healthy subjects. Real faces generated larger N170s for averted vs. direct gaze motion, however, N170s to real and direct gaze were as large as those to respective controls. N170 amplitude did not differ across line-drawn gaze changes. Overall, bilateral mean gamma power changes for faces relative to control stimuli occurred between 150-350 ms, potentially reflecting signal detection of facial motion. Our data indicate that experimental context does not drive N170 differences to viewed gaze changes. Low-level stimulus properties, such as the high sclera/iris contrast change in real eyes likely drive the N170 changes to viewed aversive movements. (shrink)

Why do we assign to countries rights to all the positive utilities from their natural resources, but hold them under no duty to bear costs for the negative utilities generated by those resources for those beyond their borders? In this paper I suggest that this ‘volcanic asymmetry’ has been overlooked by statist and cosmopolitan theories and that, despite of the arguments that might be given on its behalf, keeping this asymmetry requires further normative justification. What does the basic right to subsistence allow its holders to do for themselves when it goes unfulfilled? This book guides the reader through the morality of infringing property rights for subsistence, in a global context.

By virtue of the Antarctic Treaty, signed in 1959, the territorial claims to Antarctica of seven of the original signatories were held in abeyance or “frozen.” Considered by many as an exemplar of international law, the Antarctic Treaty System has come to be increasingly questioned, however, in a very much changed global scenario that presents new challenges to the governance of the White Continent. In this context, it is necessary to gain a clearer understanding of the moral weight of those (...) initial claims, which stand as a cornerstone of the treaty. The aim of this article is to offer an appraisal of such claims, which may be divided into two main kinds: those grounded on some relevant link to the territory, and those grounded on official documents and geographical doctrines. After pointing to the limitations and challenges that they face, I conclude with some remarks about how this assessment ought to serve as a starting point to rethink the territorial status of Antarctica. El cambio de concepción de la paz observado por Galtung lleva a una comparación con la evolución de la noción de creatividad. Además de las mencionadas similitudes, ambos conceptos están en concomitancia en tanto en cuanto la creatividad es necesaria como herramienta para la transformación de conflictos de forma pacífica. El nexo que se propone para unir ambos conceptos es la educación, encardinada dentro de un constructo que (...) llamamos triángulo abstractivo. (shrink)

Recent scientific studies suggest that the destabilisation of the earth's climate and biodiversity loss are not separate, but interdependent phenomena. In this context, some have proposed the creation of a ‘Global Safety Net’ of ecoregions that should be preserved to stop further biodiversity loss, preventing at the same time the growth of CO2 emissions produced by deforestation and allowing natural carbon removal. In this article, I suggest that a first step to achieve this might be to replace permanent sovereignty over (...) natural resources in these areas with permanent guardianship. I propose to take some inspiration from a model that has already been implemented over an entire continent with a fair degree of success. In 1959, the Antarctic Treaty froze the sovereign claims of seven countries over Antarctica. However, these countries plus 47 others today have been remarkably successful at jointly preserving the continent for peace, science, and the protection of the environment, especially since the signature of the Environmental Protocol in 1991. After outlining some principles that could give form to a Global Environmental Protocol for Ecoregions, I address a series of objections and offer some concluding remarks. (shrink)

The aim is to show that study objects that address social problems , should be analysed with a consistent method to it complexity, i.e. critical dialectical, because it not only explains the problem, but transforms the current conditions with the intention of enhancing its constituent elements. The first section shows the onto-epistemological and teleological assumptions of the study object, the second the explanation of an epistemic matrix that displays the location of the problem, thus establishing the right process for its (...) approach. Se trata de mostrar que los objetos de estudio que aborden problemas sociales , deben ser analizados con un método consecuente a la complejidad del mismo, siendo éste la dialéctica-crítica, puesto que no se trata solamente de explicar el problema, sino de transformar las condiciones existentes con una intencionalidad potenciadora de los elementos que lo constituyen. Para ello se recurre, en un primer momento, a la explicación de los supuestos onto-epistemológicos y teleológicos del objeto de estudio, y en un segundo momento, a la explicación de una matriz epistémica que permite visualizar la ubicación del problema, estableciendo en consecuencia, el proceso adecuado para su abordaje. Anna Stilz’s Territorial Sovereignty (2019) aims to be a revisionist account of territorial rights that puts the value of individual autonomy first, without giving up the value of collective self-determination. In what follows I examine Stilz’s definition of occupancy rights and her emphasis on the moral relevance of what she calls ‘located’ life plans. I suggest that, if it aims at being truly revisionist, her theory should work with a broader definition of occupancy. So long as it doesn’t, these rights (...) will be mainly the preserve of groups of settlers and peoples with predictable patterns of movement. Moreover, insofar as occupancy rights ground collective rights to self-determination, they actually have the potential to trump individual rights to what I call ‘dynamic’ or non-located occupancy. This is worrying, I claim, for at least two reasons. First, rights to dynamic occupancy are arguably as central for respecting individual autonomy as rights to located occupancy. And second, rights to dynamic ocupancy should be seen as key in helping to form the kind of political allegiances required to overcome the most pressing collective action problems that humanity faces. En este escrito presentamos los principales resultados de un trabajo de investigación realizado entre 2010 y 2012, que tuvo como uno de sus objetivos centrales analizar las representaciones de las condiciones objetivas de existencia asignadas a personajes de películas animadas infantiles. Se trabajó con tres producciones de gran consumo en el mercado mundial. El análisis realizado nos permite señalar que, a pesar de los cambios sociales que se produjeron a lo largo de casi 40 años, las películas infantiles tienden a (...) recuperar modos de representación históricamente legitimadas, que coadyuvan a la reproducción de sentidos y jerarquías dominantes. REFLEXIONES EN TORNO AL CONCEPTO DE CLASE SOCIAL - Pierre Bourdieu y el espacio social pluridimensional.

This article shows part of the results of a research work. Its objective was to analyze how girls and boys from the city of Córdoba of ages between 8 and 9, that belong to different socioeconomic levels, build discourse around gender norms. About the analysis, it is focused around discourses built by children that live in one of the poorest city areas. This work explains how girls and boys reproduce, in their discourses, schemes considered as “traditional” around gender definition. And, (...) basically, the way both, boys and girls, stress men’s body relevance and their ability to exert physical violence towards their definition of masculinity. (shrink)

This article is product of a research work that was developed between 2006 and 2009 in the city of Córdoba, Argentina. One of its main objectives was to analyze the representations of gender norms in men and women, and relate them with the interviewed social agents’ objective conditions of existence. In this paper we show articulations between social representations and objective conditions –specifically those related to possession/dispossession of economic and cultural capital– stressing the resistance of traditional representations related to gender (...) norms. The Scottish sentimentalist Francis Hutcheson and the Chinese Confucianist Mencius give benevolence (ren) a key place in their respective moral theories, as the first and foundational virtue. Leaving aside differences in style and method, my purpose in this essay is to underline this similarity by focusing on four common features: first, benevolence springs from compassion, an innate and universal feeling shared by all human beings; second, its objects are not only human beings but also animals; third, it is sensitive to (...) proximity; and finally, it has to be constantly cultivated in order to become a character trait. I will conclude with some brief remarks as to how this understanding of benevolence as rooted in feeling rather than reason, and in personal rather than impersonal relationships, helps to illuminate part of the discussion in moral philosophy today.
