Nowadays, the modern management is promoted to resolve the issue of unreliable information transmission and to provide work efficiency. Educational data mining can be used by educational institutions to assess student performance, assisting the institution in recognizing the student’s accomplishments. In DM, classification is a well-known technique that has been regularly used to determine student achievement. In this study, the process of DM and the application research of association rules is introduced in the development of IMS in universities and colleges. The results show that the curriculum covers the whole field and the minimum transaction support count be 2, minconf = 70%. The results also suggested that students who choose one course also tend to choose the other course. The application of DM theory in university information will greatly upsurge the data analysis capability of administrators and improve the management level. (shrink)

Very few scientists today question the fact that information, together with matter and energy, is one of the three constructs forming the ontology of the universe. However, there is still a long way to go before in order to establish the interrelations between information and energy and information and matter, as Einstein did between matter and energy. With the purpose to understand better the role of information not only in communication systems, but actually in our environmental reality, this paper presented the model of Universal Triangle of Reality, composed by Matter, Energy and Information, as fundamental constitutive components of this reality. Arguments coming from the field of physics, both at the cosmic and microparticles scale are presented, showing undoubtable conclusions that information is a fundamental component of reality in our material world. At the (...) cosmic level, where the unusual high concentration of mass in the black holes constitutes a special state of matter, suitable for analysis of their special properties, the problem of the conservation principle of information is discussed. At the quantum level, the special unusual characteristics derived from the non-localization principle are also highlighted, together with information-involved problems and solutions. The Universal Triangle of Reality in the living systems reveals the high role of the involved information, both as the informational common organization on the entire evolution scale, and as the info-dynamics processes inside of own structure and resulted from interaction with the environment. This paper suggests an epistemic interpretation of Belnap’s branching space-times theory based on Everett’s relative state formulation of the measurement operation in quantum mechanics. The informational branching models of the universe are evolving structures defined from a partial ordering relation on the set of memory states of the impersonal observer. The totally ordered set of their information contents defines a linear “time” scale to which the decoherent alternative histories of the informational universe can be referred—which is quite necessary for (...) assigning them a probability distribution. The “historical” state of a physical system is represented in an appropriate extended Hilbert space and an algebra of multi-branch operators is developed. An age operator computes the informational depth of historical states and its standard deviation can be used to provide a universal information/energy uncertainty relation. An information operator computes the encoding complexity of historical states, the rate of change of its average value accounting for the process of correlation destruction inherent to the branching dynamics. In the informational branching models of the universe, the asymmetry of phenomena in nature appears as a mere consequence of the subject’s activity of measuring, which defines the flow of time-information. Informed consent in medical practice is essential and a global standard that should be sought at all the times doctors interact with patients. Its intensity would vary depending on the invasiveness and risks associated with the anticipated treatment. To our knowledge there has not been any systematic review of consent practices to document best practices and identify areas that need improvement in our setting. In the past, for universities, the suggestion that they rather than other, commercial, actors should seek to control and profit from the results of research was hardly entertained at all, not least as in many cases these institutions jealously guarded their relative unconnectedness from the market.However, two political economic shifts have transformed this situation and the previous benign neglect of intellectual property in universities is unlikely to continue. On the commercial side, the increased share of value-added in many products has (...) focussed corporate managers on the issue of the ownership and exploitation of knowledge and information.On the other side, universities have themselves have been suffering varying, and in some cases quite extensive, pressure as regards their publicly funded budgets. Thus, in many developed and developing countries, encouraged by their own governments, and in the case of developing countries by international financial institutions, many universities have started to examine new ways of capitalising on their activities through market activities. This has led to many universities finding themselves torn between a norm of scientific community and the requirements to utilise their research-related resources as sources of income.This article explores this issues and concludes that the university’s most obvious competitive advantage is in the provision of publicly available knowledge and research; to become too like the corporate sector is to invite conversion into commercial actors. We already have quite enough commercial actors in the global information society; our attention must be focussed on maintaining and even expanding the realm of the public research institution by building on the many centuries of success universities have enjoyed in providing social goods. Beginning with the initial premise that as the Internet has a global character, the paper will argue that the normative evaluation of digital information on the Internet necessitates an evaluative model that is itself universal and global in character. The paper will show that information has a dual normative structure that commits all disseminators of information to both epistemological and ethical norms that are in principle universal and thus global in application. Based on this dual (...) normative characterization of information the paper will seek to demonstrate: that information and internet information specifically, as a process and product of communication, has an inherent normative structure that commits its producers, disseminators, communicators and users, everyone in fact that deals with information, to certain mandatory epistemological and ethical commitments; and that the negligent or purposeful abuse of information in violation of the epistemological and ethical commitments to which its inherent normative structure gives rise is also a violation of universal rights to freedom and wellbeing to which all agents are entitled by virtue of being agents, and in particular informational agents. This article discusses a new program for collaborative study of information technology, commercialization intellectual property and transformations of education research practives in universities. Background: Despite potential benefits of the return of research results to research participants, the TriCouncil Policy Statement , which reflects Canadian regulatory ethical requirements, does not require this. The policies of Canadian research ethics boards are unknown.Objectives: To examine the policies of Canadian university based REBs regarding returning results to research participants, and to ascertain if the presence/absence of a policy may be influenced by REB member composition.Design: Email survey of the coordinators of Canadian university based REBs to determine the (...) presence/absence of a policy on return of research results to research participants both during an ongoing study and at conclusion. REB coordinators were asked to return a copy of the policy or guidelines and to describe the member composition of their REB.Findings: Of 50 REBs that were contacted 34 responded and 22 met the inclusion criteria. Two had a policy that governed the return of research results while on a study, and seven following the completion of a study. Presence of an ethicist or a lawyer on the REB did not influence the presence/absence of such policies. No REBs had specific guidelines describing how participants should be informed of results.Conclusions: Most REBs did not require researchers to disclose study results to research participants either during or following a study. Thus this study identifies an ethical shortcoming in the conduct of human research in Canada. It has also demonstrated that there are no clear recommendations by REBs to facilitate the return of results to participants following research projects. (shrink)

This study aims to look at the role of the practice of excellence strategies in education in achieving sustainable competitive advantage for the Higher educational institutions of the faculty of Engineering and Information Technology at Al-Azhar University in Gaza, a model, and the study considered the competitive advantage of educational institutions stems from the impact on the level of each student, employee, and the institution. The study was based on the premise that the development of strategies for excellence in (...) education, and its implementation is a vital important prerequisite to achieve sustainable competitive advantage in higher educational institutions. The study followed a systematic exploratory descriptive methodology through review of the theoretical literature, and the adoption of the experience of the Faculty of Engineering and Information Technology at Al-Azhar University in Gaza as a model for its unique experience in the field of excellence in education. The study results showed that the most important are: There is a strong correlation between the level of exercising excellence strategies in education and the achievement of higher educational institutions to the sustainable competitive advantage. The results include a general required number of important sub results on the subject of the model - Faculty of Engineering and Information Technology at Al-Azhar University in Gaza as follows: - The student considered the academic focus of the operation in the development process of the workers’ skills, particularly academics at the university helps to distinguish students and increase the employment rate after graduation. - The existence of consistency in development efforts and quality improvement for all three levels (student, employee, and the university), and this contributes to the Faculty excellence. - The Faculty has been able to achieve competitive advantages by offering excellent services without harming the efficiency, and this alone is a great success because improving service properties requires great investments, which negatively affect the continued institutional development. The study also reached a set of recommendations as follows: - The need to exercise excellence strategies in education, excellence reward at the national level, and those higher educational institutions follow the criteria for measuring the competitive advantages of its institutions always. - There is a need to increase efforts to implement programs of excellence, the allocation of adequate time, reward outstanding efforts as well. There is a necessity for each faculty to achieve competitive advantage and sustainability, using the general philosophies of competitive advantage, but with a different strategically content from what is in the private commercial sector, it reflects the Faculties mission and objectives, depending on making improvements and excellence in processes that ensure the safety of its outputs. As well as the need to find a balance between the work of teaching and research work of the faculty members, this has important implications regarding the criteria used in the process of excellence evaluation. The study recommended the adoption of strategies for excellence in education on a national public policy level mainly in the processes of change in higher education institutions. The need to support the existence of a common understanding of the efforts of excellence to create a general culture that appreciates excellence in faculties and universities. This underlines the need for transparent, fair rewards systems, to encourage innovation in education. The need to conduct a comprehensive surveys on the graduates of faculties and universities including the areas of employment and skills, because that will give accurate indications of the graduates and will help to establish a link to a more precise about the relationship of excellence strategies with the competitive advantages. We report on our experiences in a participatory design project to develop ICTs in a hospital ward working with deliberate self-harm patients. This project involves the creation and constant re-creation of socio-technical ensembles that satisfy the various, changing and often contradictory and conflicting needs in this context. Such systems are shaped in locally meaningful ways but nevertheless reach beyond their immediate context to gain wider importance and to be integrated with the larger environment.

Introduction into the structure, contents and specifications of the Information Coding Classification, developed in the seventies and used in many ways by the author and a few others following its publication in 1982. Its theoretical basis is explained consisting in the Integrative Level Theory, following an evolutionary approach of ontical areas, and integrating also on each level the aspects contained in the sequence of the levels, the distinction between categories of form and categories of being, the application of a (...) feature of Systems Theory and the inclusion of a concept theory, distinguishing four kinds of relationships, originated by the kinds of characteristics. Its special Subject Groups on each of its nine levels are outlined and the combinatory facilities at certain positions of the Systematifier are shown. Drawing on struggles within academe between faculty that promote critical education and advocates of New Public Management (NPM) who endorse instrumental learning, I reimagine the university as a counter-space that positions it as a counter-power to informational capitalism. Initially, I outline its twin threats: ethical, as self-entrepreneurial academics are valorised by NPM; and political, with informationalisation conflating spaces of thinking. I then detail Scott Lash’s specific account of how the info-comm society negates critique. However, his monistic understanding of informationalisation means (...) Lash’s alternative of Informationskritik risks subsumption by it. I therefore defer to Jacques Derrida’s idea of the university. To ensure the autonomy of the principle of reason in a world of info-comm flows, the university is a supplementary body to society, yet intimately linked to it by its critical reflexivity, which is on behalf of society. Because Derrida does not elaborate the requisite institutional architecture, I conclude with Michel Foucault’s notion of heterotopia as a quasi-illicit site that is different and other. Such an institutional design enables the university as a counter-space that is a bank of reason and an archive of its manifestation in social practices. It also upholds a space for thinking, which in the form of nominalist critical history proffers a counter-power to society as an informational homotopia. (shrink)

This article explores the relations between the idea of deep incarnation and scientific ideas of an informational universe, in which mass, energy, and information belong together. It is argued that the cosmic Christologies developed in the vein of Cappadocian theology (fourth century) and the Franciscan theologian Bonaventure (thirteenth century) can be interpreted as precursors of an informational worldview by consistently blending “formative” and “material” aspects of creativity. Reversely, contemporary sciences of information can enlarge the scope of the contemporary (...) view of deep incarnation. I propose three hypotheses for showing how and why. First, mass, energy, and information have an equal causal importance for explaining reality. Second, just as transformation presupposes communication, so communication presupposes information. Third, contemporary science can elucidate seminal concerns of the idea of deep incarnation, insofar as informational structures pave the way for information capture, communication, and transformation. At the level of organismic life, new features of embodied cognition and emotion come up, important for understanding the organismic depth of the concrete incarnation in Jesus of Nazareth. (shrink)

An important question one can ask of ethical theories is whether and how they aim to raise claims to universality. This refers to the subject area that they intend to describe or govern and also to the question whether they claim to be binding for all (moral) agents. This paper discusses the question of universality of Luciano Floridi’s information ethics (IE). This is done by introducing the theory and discussing its conceptual foundations and applications. The emphasis will be placed (...) on the ontological grounding of IE. IE’s claims to universality will be contrasted with those raised by discourse ethics. As Internet sources provide information of varying quality, it is an indispensable prerequisite skill to evaluate the relevance and credibility of online information. Based on the assumption that competent individuals can use different properties of information to assess its relevance and credibility, we developed the EVON, an interactive computer-based test for university students. The developed instrument consists of eight items that assess the skill to evaluate online information in six languages. Within a simulated search engine environment, (...) students are requested to select the most relevant and credible link for a respective task. To evaluate the developed instrument, we conducted two studies: a pre-study for quality assurance and observing the response process and a main study aimed at investigating the psychometric properties of the EVON and its relation to other variables. The results of the pre-study provided first evidence for a theoretically sound test construction with regard to students’ item processing behavior. The results of the main study showed acceptable psychometric outcomes for a standardized screening instrument with a small number of items. The item design criteria affected the item difficulty as intended, and students’ choice to visit a website had an impact on their task success. Furthermore, the probability of task success was positively predicted by general cognitive performance and reading skill. Although the results uncovered a few weaknesses, and the efforts of validating the interpretation of EVON outcomes still need to be continued, the overall results speak in favor of a successful test construction and provide first indication that the EVON assesses students’ skill in evaluating online information in search engine environments. Information Theory, Evolution and The Origin ofLife: The Origin and Evolution of Life as a Digital Message: How Life Resembles a Computer, Second Edition. Hu- bert P. The reason that there are principles of biology that cannot be derived from the laws of physics and chemistry lies simply in the fact that the genetic information content of the genome for constructing even the simplest organisms (...) is much larger than the information content of these laws. Yockey in his previous book (1992, 335) In this new book, Information Theory, Evolution and The Origin ofLife, Hubert Yockey points out that the digital, segregated, and linear character of the genetic information system has a fundamental significance. If inheritance would blend and not segregate, Darwinian evolution would not occur. If inheritance would be analog, instead of digital, evolution would be also impossible, because it would be impossible to remove the effect of noise. In this way, life is guided by information, and so information is a central concept in molecular biology. The author presents a picture of how the main concepts of the genetic code were developed. He was able to show that despite Francis Crick's belief that the Central Dogma is only a hypothesis, the Central Dogma of Francis Crick is a mathematical consequence of the redundant nature of the genetic code. The redundancy arises from the fact that the DNA and mRNA alphabet is formed by triplets of 4 nucleotides, and so the number of letters (triplets) is 64, whereas the proteome alphabet has only 20 letters (20 amino acids), and so the translation from the larger alphabet to the smaller one is necessarily redundant. Except for Tryptohan and Methionine, all amino acids are coded by more than one triplet, therefore, it is undecidable which source code letter was actually sent from mRNA. This proof has a corollary telling that there are no such mathematical constraints for protein-protein communication. With this clarification, Yockey contributes to diminishing the widespread confusion related to such a central concept like the Central Dogma. Thus the Central Dogma prohibits the origin of life "proteins first." Proteins can not be generated by "self-organization." Understanding this property of the Central Dogma will have a serious impact on research on the origin of life. (shrink)

As a profession, librarians have proclaimed an ethical duty to ensure access to information for all people. However, many barriers exist to fulfilling this duty, including varying levels of education and technology around the globe, the cost of obtaining research information, and the concentration of scholarly publishing in English. This article outlines these barriers, concluding with a call to action for librarians to advocate for multilingual Open Access, to foster international scholarly communities, and to champion Internet access for (...) all. Objective: To assess the adequacy of the process of informed consent for surgical patients at the University Hospital of the West Indies. Method: The study is a prospective, cross-sectional, descriptive study. 210 patients at the University Hospital of the West Indies were interviewed using a standardised investigator-administered questionnaire, developed by the authors, after obtaining witnessed, informed consent for participation in the study. Data were analysed using SPSS V.12 for Windows. Results: Of the patients, 39.4% were male. Of the surgical procedures, (...) 68.6% were scheduled, 7.6% urgent and 23.8% emergency, 35.2% were minor and 64.8% major. Information imparted/received was acceptable in 40% of cases, good in 24% and inadequate (unacceptable) in 36% of cases. Almost all (97.6%) patients stated that they understood why an operation was planned and 93.3% thought that they had given informed consent. Most (95.2%) thought that they had free choice and made up their own mind. A quarter (25.2%) of all patients were told that it was mandatory for them to sign the form. There was a discussion of possible side effects and complications in 56.7% of patients. Conclusions: This study clearly indicates that surgical patients at the University Hospital of the West Indies feel that they have given informed consent. However, it also suggests that more information should be given to patients for consent to be truly informed. (shrink)
