La (re)construction démocratique de l’espace politique roumain après la chute du régime communiste est marquée par une très faible présence des femmes dans les institutions politiques. Cet article interroge cet « évanouissement » des femmes, en le mettant en rapport à la fois avec les logiques de (re)configuration des élites politiques postcommunistes et avec la (re)construction des représentations et des rôles de genre, insistant notamment sur le caractère inaudible et illégitime de la revendication égalitaire dans la Roumanie d’après 1989.

This article argues that an adequately historicized and politicized understanding of the women's movement in Nepal (or elsewhere) requires a detailed examination of the construction of the gendered subject herself in the complex geo-political space of the emergent (Nepali) nation state. In turn, this unravelling of the gendered subject in Nepal serves to reinforce the premise that the representation of ‘the Nepali Woman’ as a single over-arching category is a contemporary construction, which has been achieved at the expense of (...) consistently effacing the historically prior multiple and contested ethnic/caste identities taken by thrust upon women in what is now the new Nepal. The ‘natural’ goal of the women's movement since post-1990 Nepal to achieve a (single) feminist agenda has become part of the problem, as it can only be achieved at the expense of respecting the radical diversity and difference that is covered over by the ‘theoretical fiction’ of the unified nation of Nepal. The main important players, whether it be the women from mainstream political parties, or the women of the NGO world or the Communist Party of Nepal (Maoists), have all contributed to excluding and silencing radical diversity in the name of expediency and elite power brokering. Moreover, it is argued that the contours of this composite discourse continue to be shaped by the international aid industry in Nepal, where ‘development’ is not merely the epistemic link between Nepal and the ‘West’, it is also the locus classicus of generic apolitical consciousness-less Nepali woman whose cause is taken up by scholar and activist alike. Research on women's political representation in postsocialist Europe has highlighted the role of cultural and political factors in obstructing women's access to legislative power, such as the prevalence of traditional gender stereotypes, electoral systems, and the absence of a feminist movement. Yet, the role of women political elites in enhancing or hindering women's access to political power in the region has so far remained uncharted. This article seeks to fill some of the existing gaps (...) in this literature by examining the views of women politicians with regard to women's political underrepresentation and their assessments of strategies for redressing this imbalance. Findings from the analysis reveal that although women politicians recognize gender inequalities in representation as a problem requiring intervention, how the problem is perceived, and the preferred measures to deal with it, is largely shaped by the social and cultural context in which these actors are embedded. How did the events of the early modern period affect the way gender and the self were represented? This collection of essays attempts to respond to this question by analysing a wide spectrum of cultural concerns - humanism, technology, science, law, anatomy, literacy, domesticity, colonialism, erotic practices, and the theatre - in order to delineate the history of subjectivity and its relationship with the postmodern fragmented subject. The scope of this analysis expands the terrain explored by feminist theory, while (...) its feminist focus reveals that the subject is always gendered - although the terms in which gender is conceived and represented change across history. This article discusses the imbrication of racialising and sexualising scientific practices of gender testing and verification in elite athletics competition, and their intersection with social politics, using as a theoretical frame the feminist, anti-racist work of Hortense Spillers (2003), Judith Butler (1990, 1993a, 1993b, 2004) and Anne Fausto-Sterling (2000), among others. Italy is one of the advanced industrial democracies with the smallest number of women elected to public office. Current literature has focused on several structural, institutional and cultural factors to explain such a gender gap in political participation and representation. However, one of the most basic forms of political participation, political discussion, has not received a thorough investigation. This article analyses gender differences in the attitudes and the habits of talking about politics with relatives, friends (...) and social acquaintances during the Italian 2006 electoral campaign. The main argument is that the analysis of political discussion may shed new light on how Italian women approach politics and help explain their reluctance to be involved in political activities in terms of elected office and party membership. Introduction. The scientific literature notes that in countries with significant revenues from oil and gas production, there is less economic growth. This paradox has been called the «resource curse». The abundance of hydrocarbons negatively affects the domestic political situation: it worsens the quality of public administration, preserves autocratic rule and corruption. The presence of such natural resources significantly increases the threat of armed conflict, civil war. M. Ross stated that the country’s oil and gas wealth prevents women from participating (...) in the official workforce and reduces their political influence. His argument is based on three statements: in low- and middle-income countries, women usually get jobs in low-paid export-oriented factories; preserving these jobs can expand women’s opportunities for self-realization in social and political terms; the presence of significant reserves of oil (or other minerals) in the state makes such traditional branches of industrial industry unprofitable and, more broadly, does not encourage women to work outside the home. As a result, hydrocarbon wealth in low- and middle-income countries tends to close an important path to gender equality. -/- The purpose of the work is to test M. Ross’s hypothesis. The author seeks to get an answer to the following research question: what impact do hydrocarbons have on the level of representation of women in the labor force and the deputy corps of legislatures of the subjects of the Russian Federation? Is there a «gender resource curse»? -/- Methods. Regression analysis has become the method of data analysis. The source of information for panel data is Rosstat data. -/- Scientific novelty of the research. This study contributes to the academic debate on the factors of women’s representation in politics and the economic sphere. -/- Results. The conducted research showed that M. Ross’s thesis about the «oil patriarchy» and the «gender Dutch disease» on the statistical data of the subjects of the Russian Federation has not been empirically verified. -/- Conclusions. The author has outlined several explanations for this result. It is shown that this is due to the difference in the operationalization of the independent variable. Secondly, the analysis is carried out at the subnational level, when revenues from the activities of oil and gas companies go to the federal budget. The author presents the changing role of women and of the attitudes towards them in the PWP and the PSP in a midsize industrial town in Central Poland in the years 1945-1948. During the war, women of the PWP were promoted to the highest positions in the party structures, however, due to the quick reaffirmation of gender roles in the post-1945 period, they were relegated to lower posts. Their political influence was thereafter limited solely to the care sector (...) which was considered their natural domain. In turn, the PSP gained importance in the post-war period only after A. Tomaszewska, a woman and an influential prewar labour organizer, took charge of it in 1946. Under her leadership, the Socialists renewed their ties with women workers of the town’s main textile factory and challenged the Communist party. (shrink)

This paper focuses on representations by and deployments of the four Palestinian women who during the first four months of 2002 killed themselves in organized attacks against Israeli military personnel or civilians in the Occupied Palestinian Territories or Israel. The paper addresses the manner in which these militant women produced and situated themselves as gendered-political subjects, and argues that their self-representations and acts were deployed by individuals and groups in the region to reflect and articulate other gendered–political subjectivities (...) that at times undermined or rearticulated patriarchal religio-nationalist understandings of gender and women in relation to corporeality, authenticity, and community. Purpose. Based on the comparative analysis of the European and post-Soviet countries, the purpose of the article is to study one of the manifestations of gender discrimination, namely the problem of gender equality in the sphere of labor. It involves the consistent solution to the following tasks: a) to emphasize the basic principles of gender international and legal policy; b) to reflect the praxeological dimension of providing the equal social and economic opportunities for men and women at (...) current level; c) to emphasize the key criterion for ensuring the equality in socio-cultural sphere – equality in political life; d) to study the educational level of women and the possibility of self-realization in employment equal to men. Theoretical basis. The authors proceed from the standpoint that gender equality at the present stage has become a priority of legal policy and an important principle of the state of pro-European orientation. It is characterized in the legal plane, first of all, by the equality of the social roles of men and women, and the overcoming of the gender hierarchy of social ties, in which men are perceived as higher beings by their mental and physical abilities, and their activities are more significant and of priority in comparison with the activities of women. Originality. The authors have substantiated that in many economically developed countries the problem of providing a gender is still relevant, but most of the crisis problems in this area have found their legal regulation. The motivated position of the authors is that the level of education and professionalism of women cannot serve a reason for discrimination against women, which now exists in the economic and political sphere in the post-Soviet space. Conclusions. Gender stereotypes remain the priority in woman’s keeping family household, which creates significant inequalities of women and men at the labor market. Specialized regulatory acts in the field of gender declare the equality of men and women, while labor law defines a number of norms and guarantees that complicate the employment of women. In order to improve the situation we propose to implement a number of measures, such as, creation and financial support of the programs at the state level for supporting maternity, family and childhood; examination of all normative acts and concerning the issue of gender asymmetry, and especially the norms of labor law; introduction of state monitoring of employment and income of persons as to the complying with the principle of gender equality; introduction of quotas for women’s participation in political activities, in the work of the government and parliament, etc. (shrink)

The gendered assumptions embedded in the construction of the rational individual are well established in Western feminist thought but inapplicable to describe societies operating on different principles, such as East European state socialism. This article identifies the communist subject as the building block of communist political ideology and argues that this formulation was no less male biased than its counterpart, the rational individual under liberal capitalism. In state socialist Hungary this male bias came to be expressed differently: Women were (...) integrated into society through membership in a social group perceived as relatively homogeneous regarding interests and obligations and with gender-specific qualities and privileges. These qualities were considered inferior to men's since women—because of household responsibilities—were not capable of total devotion to the communist party. In communist Romania, as in other Central and East European communist countries, women became fellow workers in the building of the new proletariat state. However, there was a discrepancy between state rhetoric and the treatment of women in reality. Though not the most targeted faith group in communist Romania, neo-Protestant women faced, nevertheless, multiple levels of marginalization, due to their sex and to their religion. These women re-appropriated the state’s gender equality rhetoric and, along with their faith, produced a (...) sense of personal agency, which allowed them to overcome barriers in their various communities. ABSTRACT In this essay I develop a feminist anti-colonial critique by reading two eighteenth-century literary texts that discuss Middle Eastern and Indigenous gender and sexual practices at length: Montesquieu's Lettres Persanes (1721) and Diderot's Supplément au Voyage de Bougainville (1772). While Montesquieu and Diderot are often heralded as anti-imperial European Enlightenment thinkers, the specific ways in which Montesquieu and Diderot use gender and non-European women's bodies to construct their political-theoretical arguments show us two distinct colonial logics, one (...) imperial and the other settler-colonial. I show that whereas Montesquieu uses Persian and Muslim sexual and gender practices to put forward an imperial vision premised on the superiority of French political order over a despotic ‘oriental’ order, Diderot uses Indigenous sexual practices to denote a settler-colonial logic premised on the erasure of conquest and pacification of Indigenous women's bodies. In doing so I build on existing feminist and post/anti-colonial scholarship to develop gender and sexuality as central analytics of imperial and settler-colonial politics. (shrink)

In Latin America, rights to local political participation in many indigenous communities are not simply granted, but rather “earned” through acts of labor for the community. This is the case in the state of Oaxaca, Mexico, where almost three-fourths of municipalities elect municipal authorities through custom and tradition rather than secret ballot and universal suffrage. The alarmingly low rate of women’s formal participation in these municipalities has garnered attention from policymakers, provoking a series of legislative reforms designed to (...) increase women’s roles in local politics. However, these initiatives often miss their mark. Focused on a liberal model of women as individual rights-bearers, they fail to understand the complex ways in which gendered labor influences political participation in nonliberal contexts. This article examines a case in which indigenous women reject such an initiative because it would exacerbate their exploitation within the local terms of gendered collective labor instead of promoting equality. It thus explains potential barriers to indigenous women’s political leadership at the local level and suggests ways in which gender equality can be promoted in nonliberal contexts. (shrink)

Scholars know relatively little about the potential impact of women's movements on gender diversity in the corporate world. We aim to fill this gap in the literature by providing the first empirical analysis of the relationship between women's movements and female representation on boards of directors. Drawing on political process theory, we argue that the strength of a women's movement is positively associated with its ability to increase the number of women on corporate boards. Moreover, we posit that (...) the effect of women's movements on female board representation is moderated by corporate opportunity structures, that is, attributes of firms that make them more or less receptive to social movement activities. Three firm characteristics are particularly relevant in the context of boardroom gender diversity: reputation-seeking behavior, commitment to corporate social responsibility, and political orientation. Using firm-fixed effects models to analyze data on more than 2000 companies from 10 countries over a period of 10 years, we find support for three of our four hypotheses. This article discusses some current research claims on gender and state socialism in Eastern Europe from 1945 to 1989. It raises questions about claims by Revisionist Feminist Scholars that official state socialist women’s organizations were ‘agents’ on behalf of women, or women’s movements, perhaps feminist, and not ‘transmission belts’ of communist parties. State socialist policies are described as ‘friendly towards women’ and ‘pro-women’. In contrast, the author claims that these organizations both were and were not agents on (...) behalf of women, and also prevented women’s agency. Meaningful women’s agency is not actually shown to occur intermittently throughout their history, but in two contexts – before 1955 or in moments of political rupture. Scholars do not distinguish the who, when, and what – Who could be agents? When could they be agents? And what kind of agents could they be? State policies, the author claims, were also at one and the same time ‘friendly’ and ‘unfriendly’ towards women, sometimes harming women. The author explores why this research is happening now, discussing research on Bulgaria, Czechoslovakia, the Democratic Women’s Organization of Germany, the Democratic Association of Hungarian Women, later renamed MNOT, the Romanian National Council of Women and the Yugoslav Anti-Fascist Women’s Organization. The article focuses on the politics of representation in Kosova since the United Nations took over ‘peace management’ in 1999. It uses UN propaganda posters (political pedagogy) and local nationalist political advertising as a way to read the multiple gendered discourses of representation. It shows how gender is used relationally between competing forces – the ‘international community’ and nationalists – as a tool to ensure UN's imposition of Western policies and norms and as a mechanism for local (...) politicians to consolidate their domination of the domestic/private sphere. Moreover, it discusses the price paid to mimic the West: how Kosovar politicians have sought to ‘undo’ national identity in favour of a Western self-representation through a gendered abnegation of Islam. Thus, as an intrinsic part of the discourse of ‘peace-building’, these images represent the site of power production, domination, negotiation, and rejection, involving the collaboration of different actors, institutions, and individuals. Three specific points will be made: first, the article seeks to show that a Western political modernization discourse has, paradoxically, reinforced patriarchal relations of power and traditional gender roles in Kosova through the subjugation of women. Second, it explains the inability to resolve competing Albanian narratives – one relying on the legacy of peaceful resistance and the other on the armed struggle against Serbian domination during the 1990s. Third, through the intermeshing of international peace-keepers and local nationalist patriarchs, it will show how the militarization of culture is perpetuated through, and in relationship to, gender. Contrary to the accepted Cold War stereotypes about state socialist mass women’s organizations, we will show that Communist leaders were attentive to the construction of gender roles and used women’s magazines as a forum to discuss openly the changing ideals of masculinity and femininity. Through a discourse analysis of articles in Vlasta and Zhenata Dnes, our article will interrogate the categories of “man” and “woman” and their negotiation during the Communist era on the pages of official state (...) magazines. In the Bulgarian case, we will discuss key articles that explicitly dealt with the importance of fathers and fatherhood, as for the case of Czechoslovakia, we will examine a series of articles and letters in which women’s union leaders and ordinary citizens discuss women’s entry into the workforce that had previously been the purview of men. Ten countries have established quotas for female representation on publicly traded corporate and/or state-owned enterprise boards of directors, ranging from 33 to 50 %, with various sanctions. Fifteen other countries have introduced non-binding gender quotas in their corporate governance codes enforcing a “comply or explain” principle. Countless other countries’ leaders and policy groups are in the process of debating, developing, and approving legislation around gender quotas in boards. Taken together, gender quota legislation significantly impacts the composition of (...) boards of directors and thus the strategic direction of these publicly traded and state-owned enterprises. This article outlines an integrated model of three institutional factors that explain the establishment of board of directors gender quota legislation based on the premise that the country’s institutional environment co-evolves with gender corporate policies. We argue that these three key institutional factors are female labor market and gendered welfare state provisions, left-leaning political government coalitions, and path-dependent policy initiatives for gender equality, both in the public realm as well as in the corporate domain. We discuss implications of our conceptual model and empirical findings for theory, practice, policy, and future research. These include the adoption and penalty design of board diversity practices into corporate practices, bottom-up approaches from firm to country-level gender board initiatives, hard versus soft regulation, the leading role of Norway and its isomorphic effects, the likelihood of engaging in decoupling, the role of business leaders, and the transnational and international reaction to board diversity initiatives. The relationship between descriptive representation and substantive representation is an issue that has been widely discussed by women’s studies scholars. In general, it is assumed that there exists a positive relationship between the two, but the literature and empirical analysis show that substantive representation also depends on the action of other critical actors, such as gender agencies and the women’s social movement. Comparative research has shown the existence of a common pattern in post-industrial democracies: the development of (...) women-friendly policies depends on the existence of coalitions between these critical actors. However, the analysis usually focuses on the national or regional level, and there is very little analysis at the local level, despite this being a political arena in which these processes can be developed. The aim of this article is to analyse the effect of coalitions of critical actors on the responsiveness to the demands of women’s groups in the case of Spanish municipalities using a representative survey. The objective, therefore, is to apply advances in the women’s substantive representation literature to the local level in Spain. Main results show that responsiveness is higher in municipalities where women’s coalitions exist. (shrink)

In this article, we examine the factors determining the representation of women on boards of directors by considering three main questions. The first question deals with the relationship between characteristics of ownership and governance on one side, and female directorship on the other. The second major question concerns the demographic attributes of women directors, such as nationality, foreign experience, educational level, business expertise, and connections to external sources. The third important question refers to women in senior positions on French boards (...) (e.g., as independent members or board subcommittee members) in relation to firm characteristics and women’s demographic attributes. Our study focuses on French large- and mid-capitalized companies belonging to the SBF120 stock market index during a 5-year period running from 2000 to 2004. First, our results give evidence that the appointment of women directors is strongly related to family ownership and board or firm size. Second, the appointment of women directors is related to their professional services, valuable skills, and network links. Furthermore, we show that women face a double glass-ceiling problem, and note that French firms rely more on the demographic attributes of their women directors when they are appointed to senior board positions. Our study sheds light on issues concerning the law that comes into force in 2016, which imposes quotas of women members on boards of directors in French companies. (shrink)

The study focuses on the links between gender and national security in the legislative arena in Israel, considering whether men and women legislators prioritize security differently, alongside other thematic policy areas. The centrality of national security issues in Israeli politics makes it a good case study for these questions, as it enhances existing gendered stereotypes. The article examines two competing hypotheses. The first suggests that Israeli female legislators will mostly refrain from addressing national security policy issues, focusing instead on (...) softer policy issues, such as gender equality, education, health, and welfare. The second suggests the opposite, claiming that women legislators in Israel will align themselves with their male counterparts’ set of priorities, focusing heavily on issues related to national security. The study finds support mostly for the former: Israeli female legislators are especially active in policy areas relating to women’s issues and children/family and are less active in regard to national security, a policy area heavily dominated by male legislators. The Committee on Women’s Rights and Gender Equality of the European Parliament is one of the key actors within the European Union institutional framework for gender equality policies. In the context of this Committee, women’s interests are continuously being defined by discursive and deliberative processes. Civil society actors are being included into these processes of policy-making through institutional funding and public hearings. Through the inclusion of particular organizations and the selection of experts for hearings, existing meanings (...) are being reproduced and/or challenged. The article argues that battlegrounds have been opened in recent years as dominant discourses are questioned by the inclusion and legitimation of new civil society actors. Both the FEMM Committee, as a feminist stronghold, and the established women’s organizations at the EU level are being challenged. It becomes contested who the gender experts are, and diverse understandings of gender equality and women’s interests are being articulated. (shrink)

(The first, “Interrogating Tradition,” was held at Rutgers University, 13–16 November 1997.) The Romanian conference, which was held in (...) the Elisabeta Palace in Bucharest (27–31 May 1998), was devoted to “Culture and the Politics of National Identity in Modern Romania.” Over forty scholars, mainly from Romania but some also from the U.S., France, Germany, and Hungary, gathered to discuss a variety of questions about Romanian society, past, present, and speculative future; and they were joined by at least as many visitors, especially students, from the local area and beyond.Topics discussed included politics, language, economics, historiography, religion, education, philosophy, ideologies, intelligentsia, particular intellectuals, minorities, and women (though not Gypsies or gays). Under this riot of rubrics a wide range of questions were posed in interdisciplinary fashion, with frequent, sometimes impassioned interventions. What is—was, might have been, can be—Romania? Who is a Romanian (and who not)? What is Romania’s relation to the West and the East? (And what are the “West” and the “East”?) To modernity, to modernism, to modernization? What is—has been, should be—the function of intellectuals, of political and cultural elites, in understanding the Romanian past and in setting a course for the future? What, more generally, is the role of history in answering such questions? Or is history perhaps (as Karl Krause remarked of psychoanalysis) the disease for which it claims to be the cure?Keith Hitchens’s keynote address suggested that rehashing old essentialist debates might not be productive at millennium’s end, but the conference itself could not avoid some excursions down the paths of memory and myth. For historians, Western historians anyway, Romania seems to have too many pasts. Located at the juncture of four previous empires, Romania is a mosaic, or perhaps a pandemonium, of ethnic, religious, economic, and ideological groups that can only imagine, or invent, a nationality. Geographically (and in many ways culturally) remote from the West, Romania for a long time (as Sorin Antohi remarked) lacked both a public sphere and a civil society; and suffering “a Counter-Reformation without a Reformation” (Alexandru Dutu’s phrase), it has not enjoyed a tradition of religious or ethnic toleration. Nor have either the Germans or the Jews (as Glass said) found their own unity within the changing borders of the modern Romanian state. Not until the nineteenth century did Romania develop, out of its Boyar background (as Siupiur argued), an intellectual elite that could create a modern national history and help turn “peasants into Romanians” (Antohi’s phrase); and even then this elite seemed more attracted to conservative [End Page 735] (Herder, Savigny, Burke) than to liberal views of autochthonism. Many features of Western modernity, such as Newtonian science, reached Romania late, and indeed there was a retrograde movement against liberalism under the aegis by orthodox religion. In any case this intelligentsia has been as fragmented and multiform as the Romanian past itself. True, some Romanian scholars like to posit a mainstream tradition, “excesses aside,” as one speaker put it—but how, asked another, can historians put “excesses” aside from the devastating perspective of this century?Political and cultural self-examination was the dominant theme of this conference. Nationality, said Pippidi, depends on three factors, viz., name, language, religion, and territory. The Romanian name dates from the tenth century, indicating a separation of the Roman from the Greek tradition in Wallachia; and from the seventeenth century the idea of a mainly Roman provenance was given privilege. As a language, “Romanian” was spoken in the late Middle Ages, but the first written document is dated 1521. The principal religion in Romania was and is Greek orthodox, although there are also Roman Catholic, Jewish, Islamic, and German Protestant communities, as well as the Uniate church created in the eighteenth century. This article examines the role of mainstream political participation in the quest for gender equitable citizenship as a measure of the attainment of democracy. Citizenship stands here as the appropriate measure for the implementation of women's rights as human rights. The article examines citizenship status through the prism of representation in mainstream politics in the context of democratisation in Central and Eastern Europe. Prior to European Union accession negotiations, gender was marginal on the political agenda in (...) most countries in the region. Indeed, what counts as 'political' had been narrowed to denote formal party and legislative politics alone. The contradiction between this definition and the discursive validation of civil society involvement is explored, both within the region and by international donor agencies and supranational governments such as the European Union. Some empirical evidence of the barriers hindering women's access to the public sphere of the polity is presented. Finally, strategies such as the introduction of quotas that are designed to overcome the factors curtailing women's capacity to become active citizens in the public sphere of politics are discussed. Discourses of race, gender and religion have scripted the terms of engagement in the war on terror. As a result, Muslim feminists and activists must engage with the dual oppressions of Islamophobia that relies on re-vitalized Orientalist tropes and representations of backward, oppressed and politically immature Muslim women as well as religious extremism and puritan discourses that authorize equally limiting narratives of Islamic womanhood and compromise their human rights and liberty. The purpose of this discussion is to examine the (...) way Muslim women have been discursively scripted from these opposing and contradictory spaces, and to explore the negotiations and contestations made by both secular and faith-centred Muslim feminists in combating these oppressive arrangements. In the first part of the discussion, I will draw on post-colonial and anti-racist feminist analyses to map out the complex interactions of race, gender, sexuality and religion in earlier imperial practices of conquest and colonization and examine how the continuing legacies of these encounters implicate the current "war on terror". In the second part of the discussion, I will examine Muslim women's feminist political engagement with and resistance to the concomitant factors of imperial and fundamentalist domination and will craft a better understanding of how these factors variously shape and are shaped by Muslim women's responses to them. This paper examines the literary representation of the beginnings of the Northern Irish Troubles with regard to a gender variable, in the selected poems by Heaney, Durcan, Boland, Meehan and Morrissey. The reading of Heaney’s “Punishment” will attempt to focus not solely on the poem’s repeatedly criticized misogyny but on analyzing it in a broader, historical context of the North’s conflict. In Durcan’s case, his prominent nationalist descent or his declared contempt for any form of paramilitary terrorism do not (...) seem to prevent him entirely from immortalizing female victims of the Troubles. Boland’s attitude seems the most unequivocal: the clear aversion to the language of death and rendering Irish women’s experiences in this discourse. The article concludes with analysis of Meehan’s “Southern” guilt for the situation of Catholics in the North with the simultaneous critique of perpetrated violence and Morrissey’s complicated standpoint: atheist/neutral/Protestant/communist and her striving for the impossible impartiality in a war-ridden and politically divided country. Trying to avoid systemic victimization of Irish women, the paper intends to analyze the historical and political circumstances which made them more susceptible to various forms of attacks at the beginnings of the Troubles, as reflected in the titular labels. Democracy has been a flawed hegemony since the fall of communism. Its flexibility, its commitment to equality of representation, and its recognition of the legitimacy of opposition politics are all positive features for political institutions. But democracy has many deficiencies: it is all too easily held hostage by powerful interests; it often fails to advance social justice; and it does not cope well with a number of features of the political landscape, such as political identities, boundary (...) disputes, and environmental crises. Although democracy is valuable it fits uneasily with other political values and is in many respects less than equal to the demands it confronts. In this volume prominent political theorists and social scientists present original discussions of such central issues. Democracy's Values deals with the nature and value of democracy, particularly the tensions between it and such goods as justice, equality, efficiency, and freedom. (shrink)

This study examines the significance of gender-inclusive corporate boards for improving business performance in Pakistan and addresses the social paradox of gender quotas for reducing gender disparities in boardrooms. The conceptual review of all-inclusive literature focuses on assembling descriptive outlines of the evidence explored; analyzing and evaluating it; sieving out inapt studies; and furnishing an aperçu of the authentic evidence. Pakistan’s case for boardroom’s gender diversity merits consideration in the context of kinship, competence, business ethics, and (...) meritocracy. With the legal and regulatory push in the form of the Companies Act, 2017 and SECP’s regulation, companies in Pakistan are liable to induct at least one woman director on corporate boards. The literature portrays the legislative measures as controversial and presented polarized opinions on gender quotas, either in favor or in against the legislations. The research evinces that the overall women representation in the listed companies at KSE-100 index was 7.55% in August 2019 which rose to 11% till March 2020. The paper contributes towards exposing the social paradox of gender-inclusive boardrooms in Pakistan. The findings indicate an urgent need for the implementation of gender parity social reforms to empower competent women with their legal rights to enjoy the stature they deserve. (shrink)

Early research suggested that migration changed gender roles by offering women new wages and exposing them to norms of gender equity. Increasingly, however, scholars have drawn attention to the role of structural factors, such as poverty and undocumented status, in mediating the relationship between migration and gender. This article takes such insights a step further by showing that migrant communities’ reactions to structural marginality—and their efforts to build alternatives in their home villages—may also draw women into new (...) gender roles. I demonstrate this mechanism through the case of San Miguel, a Mixtec sending community in Southern Mexico where, in the context of U.S. migration, once-excluded women came to predominate in civic affairs. In response to harsh conditions in the United States, migrants from San Miguel returned to their village. To make this economically feasible, they sought state development resources. Men, who often stayed in the United States as breadwinners, relied on sympathetic women back in the sending community to advocate on their behalf. Meanwhile, women’s own rejection of migrant life gave them new interest in sustaining their village. For both, incorporating women into politics offered a strategy to secure needed resources and avoid assimilating into an undocumented underclass. (shrink)

Nationalisms are polymorphous and often internally contradictory, unleashing emancipatory as well as repressive ideas and forces. This article explores the ideologies and mobilization strategies of two organizations over a 10-year period in the occupied Palestinian territories: a leftist-nationalist party in which women became unusually powerful and its affiliated and remarkably successful nationalist-feminist women's organization. Two factors allowed women to become powerful and facilitated a fruitful coexistence between nationalism and feminism: a commitment to a variant of modernist ideology that was marked (...) by grassroots as opposed to military mobilization and a concern with proving the cultural worth of Palestinian society to the West, a project that was symbolized by women's status in important ways. By comparing international and indigenous feminist discourses, the study also demonstrates how narratives about gender status in the Third World are implicated in, and inextricable from, international economic and political inequalities. The so-called Women’s Wall received widespread news coverage; in the (...) United States, NPR, the BBC, the Washington Post, and the New York Times all had stories on it. Debra Messing, Kerry Washington, and Rose McGowan tweeted about it. As a scholar of caste, gender, and religion in Kerala, India, I watched the news and international attention with a good deal of interest and a bit of unease about how the intersections of casteism and patriarchy (brahmanical patriarchy) were glossed over in the reporting. The issues surrounding the Women’s Wall reveal the ways in which certain groups invest in the protection of brahmanical patriarchal power; a power that is reflected in political tensions between the Kerala state and the Indian central government that may come to a head in the upcoming Lok Sabha elections. Casteism and religious divides in Kerala are rarely discussed in depth because Kerala is largely seen as a progressive state, with a 94 percent literacy rate. Other development indicators also point to the assumption that Kerala is exceptional: low infant mortality rates, low maternal mortality rates, low fertility rates, and a population where there are more women than men. Kerala is seen as secular because there is a large number of both Christian and Muslim religious minorities. In 1957, 254 News and Views Kerala made history by democratically electing a communist government and initiating a set of far-reaching (although not all-encompassing) land distribution policies. The state is seen as transgender friendly with a transgender beauty pageant and support for trans surgery. The “feminist ” Women’s Wall protest fits in quite neatly within the dominant narrative that Kerala is exceptional, progressive, and thus a model for other Indian states and for countries in the Global South to follow. However, even as “progressive” Kerala is celebrated today, it is not clear that women in the state are necessarily as empowered as commonly believed. The state has some of the highest rates of violent crime in the nation and violence against women is widespread.1 Kerala’s suicide rates are two times the national average, and Kerala leads all other states in India in the number of family murder/suicides.2 Women are vastly underrepresented in politics.3 Although women are educated, the female workforce participation rate is one of the lowest in India.4 There is evidence to suggest that educated, nonworking women are using their education toward securing a better marriage match rather than for employment or empowerment.5 Kerala has a history of extremely repressive caste practices. This area of India once not only practiced untouchability, but what is known as “distance pollution.” A Dalit (the most oppressed caste in the caste hierarchy) was not allowed within sixty feet of a Brahmin (the most privileged caste), and the mere shadow of a Dalit falling upon a dominant-caste person could result in a Dalit’s death.6 Dalit Bahujans were prohibited 1. This volume explores the work and thought of Edith Stein (1891-1942). It discusses in detail, and from new perspectives, the traditional areas of her thinking, including her ideas about women/feminism, theology, and metaphysics. In addition, it introduces readers to new and/or understudied areas of her thought, including her views on history, and her social and political philosophy. The guiding thread that connects all the essays in this book is the emphasis on new approaches and novel applications of her philosophy. (...) From the perspective of meta-analysis done in a qualitative structure, the study puts forward an inventory of the communist regime studies in the following ways: 1. The re-evaluation of the social ideology-propaganda-practice relationship of the equality between sexes in the communist regime. 2. The contextualization and the evolution of the social representations of a woman's role. 3. The effects of some political decisions, which can count as aggressiveness of a state towards its citizens (770/1966 Decree).

Mihai Ralea was a university professor and prominent representative of the Romanian interwar literary intelligentsia. M. Ralea taught psychology, sociology and aesthetics, and was at the same time the director of a reputed literary magazine (Viaţa românească-Romanian Life). Ralea was also a politician, initially an important member of the National Peasant Party, representing its centre left wing. In his case, one may notice the contradiction between his moral arguments in public and his deeds after he reached positions of (...) power (Minister of Labour under the royal dictatorship, Minister of Arts under the pro-communist Petru Groza government, etc.). Ralea was also called “the moralist without morals”, and the compromises he made – manifested through his adherence to anti-democratic regimes – can be documented by numerous archival documents. Due to strong political connections, Ralea survived in the high ranks of cultural bureaucracy even during cultural Stalinism. He maintained important positions both at the University of Bucharest and with humanities research institutes of the post-1948 Soviet-style Romanian Academy of Sciences. In the late 1950s and early 1960s, he also gained posi-tions of international cultural representation with the Romanian branch of the United Nations Educational, Scientific and Cultural Organisation (UNES-CO) and the Romanian Institute for the Cultural Relations with Foreign Countries (IRRCS, the Romanian VOKS). His survival (as a professor of psychology after 1948) had a significant price – Ralea’s collaboration with the Stalinist regime. Using open sources and also newly declassified archival documents, the article is an attempt to approach M. Ralea’s case of survival in the high cultural bureaucracy in the East European context. This article deals with women-centred prose texts of the 1990s and 2000s in Russia written by women, and focuses especially on generation narratives. By this term the author means fictional texts that explore generational relations within families, from the perspective of repressed experiences, feelings and attitudes in the Soviet period. The selected texts are interpreted as narrating and conceptualizing the consequences of patriarchal ideology for relations between mothers and daughters and for reconstructing connections between Soviet and post-Soviet by revisiting and (...) remembering especially the gaps and discontinuities between (female) generations. The cases discussed are Liudmila Petrushevskaia’s ‘povest’ Vremia noch [The Time: Night] (1991), Liudmila Ulitskaia’s novel Medeia i ee deti [Medea and her Children] (1996) and Elena Chizhova’s novel Vremia zhenshchin [The Time of Women] (2009). These novels reflect on the one hand the woman-centredness and novelty of representation in women’s prose writing in the post-Soviet period. On the other hand, the author suggests that they reflect the diverse methods of representing the Soviet era and experience through generation narratives. The texts reassess the past through intimate, tactile memories and perceptions, and their narration through generational plots draws attention to the process of working through, which needs to be done in contemporary Russia. The narratives touch upon the untold stories of those who suffered in silence or hid the family secrets from the officials, in order to save the family. The narration delves into the different layers of experience and memory, conceptualizing them in the form of multiple narrative perspectives constructing different generations and traditions. In this way they convey the ‘secrets’ hidden in the midst of everyday life routines and give voice to the often silent resistance of women towards patriarchal and repressive ideology. The new women’s prose of the 1980s–90s and the subsequent trend of women-centred narratives and generation narratives employ conceptual metaphors of reassessing, revisiting and remembering the cultural, experiential, and emotional aspects of the past, Soviet lives. Greater numbers of women are entering workplaces in Saudi Arabia and other Middle Eastern countries. Structural features of patriarchy are changing in Middle Eastern societies and workplaces, but women’s experiences of gendered segregation, under-representation and exclusion raise questions around the feminist politics and ethics mobilized to respond to them. Building on and extending emerging research on feminism, gender, resistance, feminist ethics and the Middle East, we use data from an interview study with 58 Saudi Arabian women to explore (...) their attitudes toward gender-segregated and mixed workplaces. We develop a novel conceptualization of how gender is experienced through patternings of resistance and conformity shaped by the ethicopolitical, religiopolitical and sociocultural webs of meaning in Saudi society that permeate workplaces. Saudi women’s attitudes and actions in the workplace are neither entirely individual and private nor entirely collective and public, but made up of nuanced commitments and resistances to context-relevant identity issues. We discuss implications of our findings for the feminist ethics and politics of gendered resistance and conformity to working practices and norms in Islamic and Middle Eastern settings. (shrink)

The idea of gender equality has been and still is an exogenous concept in Romanian culture. Initially introduced and institutionalized by communist ideology after World War II along with other utopian egalitarian principles, gender equality remains to this day a somewhat alien concept in practice for the majority of the Romanian population. Nevertheless, in the early twenty-first century, with renewed economic growth and more liberal governance in Romania, the gender equality debate has intensified, and multiple (...) advocacies now compete on the political and social arenas. The most notable actors shaping current attitudes toward women in Romania are the Orthodox Church, political parties, feminist organizations, and the media. (shrink)

This article considers the issue of racial difference in the Goddess movement, using the mythological figure of Arachne, a skilful weaver whom the goddess Athena transformed into a spider, to explore the unequal relational dynamics between white Goddess feminists and women of colour. Bringing Goddess spirituality and thealogical metaphors of webs and weaving into dialogue with postcolonial and black feminist perspectives on the politics of voice, marginality and representation, the article points to some of the ways in which colonial narratives (...) weave through Goddess feminism, including practices of silencing and the romanticization of racial difference. Ultimately, I argue that feminist spirituality must recognize and address structural inequality between white women and women of colour, or in other words, listen to Arachne’s voice. (shrink)

The literature on the gender dimension of far-right politics has established the constitutive role of gender and women’s involvement in the far right. However, knowledge about how far-right women negotiate and condition their agency within their parties and how they relate to gender, gender equality and feminism remains limited. This article builds on literature on conservative and far-right women’s agency, and on feminism’s employment by the far right. Based on interviews with female politicians and (...) seasoned activists of the Greek Golden Dawn and the Greek-Cypriot National Popular Front, it examines how highly engaged far-right women construct their political agency at the intersections of often contradictory discourses and how, in doing so, they impact understandings of gender, gender equality and feminism. The analysis of the interview material identifies three different formulations of political agency the participants refer to: radical motherhood; female political militancy/political militant femininity and troubling of far-right gender roles. I argue that these different formulations of political agency show how, by using elements of feminism, far-right women construct flexible and versatile far-right gender discourses, which challenge gender essentialist positions that their parties convey. Moreover, they challenge delineations of far-right women’s political agency based on the compliance/(feminist) resistance dichotomy and expose the processes through which far-right women contest feminism by drawing on it. The article further argues that these formulations of political agency and far-right gender discourses may contribute to the far right’s appeal among women with diverse views on gender, gender equality, feminism and politics, as they may respond to an array of interests and demands that can be made from many different positions. Therefore, beyond contributing to discussions about the role of women, gender and feminism in far-right politics, the article demonstrates the importance of studying far-right women’s views for gaining a well-rounded understanding of this issue. During Socialism, the “women’s issue” was among the key state policies in Albania. The emancipation issue followed a pattern similar to other socialist countries, called the “women’s emancipation model”. It was part both of the state rhetoric and the general need to include women in the “socialist transformative processes”. This involved policies that supported women’s participation in the productive labour force, as well as the introduction of new laws that promoted the equality between men and women. A (...) reconfiguration of gender roles and the gender division of tasks occurred during socialism. In Albania, this process had two distinct phases. From 1944 onward women’s emancipation was thought of in terms of their participation as an additional force in the post-war reconstruction effort, even though sporadic and aligned with the primary political needs of the regime. The second phase occurred during the ‘60s following the Party’s directive “For the complete emancipation of women”. This phase was considered strategic as it coincided with the efforts to industrialize the country and to eventually fully centralize the control over the territory. This paper aims to investigate the entanglements between gender propaganda and gender practices. For this purpose, we analyse various party speeches and policies as well as examples of “heroines” and propaganda movies. A thorough analysis of State Archives and other documents was undertaken to substantiate this investigation. (shrink)

This article studies the conceptions of social justice of women active in transnational migrant politics over a period of roughly 20 years in the Netherlands. The novel focus on migrant women reveals that transnational politics is almost completely male-dominated and -directed. Two of the exceptions found in this article include a leftist and a Kurdish women organization supporting the communist cause in the 1980s and the Kurdish struggle in the 1990s in Turkey, respectively. In both organizations gender equality was (...) subordinated to broader ideologies of political parties in their homeland. Leftist activists in the cold war era supported a narrow definition of the "politics of redistribution," while and Kurdish activists, combined classical features of the latter with those of traditional identity politics. While substantial evidence is emerging internationally of positive increases in the participation of women on company boards, there is less evidence of any significant change in the proportion of women in senior executive ranks. This paper describes evidence of positive changes in the number of women on boards in Australia. Unfortunately these changes are not mirrored in the senior executive ranks where the proportion of women remains consistently low. We explore some of the reasons for these disproportionate changes and examine (...) the likely effect of the recent amendments to the Australian stock exchange’s corporate governance code designed to improve gender diversity both on boards and throughout organisations. Based on the early corporate response to these regulatory changes, it is interesting to consider whether Australia’s approach in promoting voluntary self-regulation at the corporate level may be as effective in the long run as the emerging trend in Europe to apply legislated quotas for female corporate board representation. Interview evidence is presented suggesting that the primary reasons for the lack of women in leadership are not simply lack of opportunity at the apex of the corporation, but issues at mid-management level that are unlikely to be resolved by mandatory board quotas. In some circumstances carefully monitored voluntary targets may be more effective at promoting cultural and strategic change at the heart of the corporation. In summary, mandatory quotas may achieve early and significant results in terms of female board representation. However, voluntary targets for women’s participation on boards and in executive ranks may promote more effective cultural and practical change in support of greater representation of women in leadership.
