The author argues that in spite of its pro-European makeup, the AKP stands within the tradition of political Islam. The party supports Turkey’s integration with the EU, foreign investments and privatization, but at the same time it undermines secularism, the fundamental constitutional principle of the Turkish state. It uses its pro-Western rhetoric and pro-business attitude as an instrument to achieve its political goals. It attempts to replace the secular identity of Turkey with an Islamic religious identity. It thus opens the (...) gate for the country’s complete transformation, from a secular to a religious state. Without secularism that the Kemalist establishment defends, Turkey will be neither democratic nor truly pro-European. This article seeks to address the increasingly pertinent concern of how to form a satisfactory liberal stance in the face of certain democratically mandated policies of non-liberal and even sometimes illiberal governments. To that end, a close analysis is provided of a particular debate that generated controversy in certain liberal circles in Turkey during the run-up to the referendum on constitutional amendments in 2010. Along with Turkey’s changing refugee policy from the Eurocentric, secular nation-state ideology to the neo-Ottomanist one on the state level, there also exist main handicaps on the micro power level concerning the successful coordination of the refugee issue with full respect of the human rights. Economic, cultural and especially political factors play a role in the relationship between Syrians and Turkish residents. Fragmentation within the Syrian community living in Turkey is also evident. On the other hand, different from the state (...) policy, Turkish people implicitly show their reluctance towards this migration wave without creating a social turmoil. In this line, it is suggested here that Neo-Ottomanism, as a rising trend, helps a considerable majority of the society to take a moderate stance towards the immigration flux. (shrink)

The opportunity and ability to enjoy a health life is, indisputably, a basic human right. As a consequence, governments are responsible for delivering health care to all. Within this framework, physicians must assume the ethical responsibility for doing their utmost to achieve this goal.

The question of Turkey's membership in the EU has been the subject of debates about the cosmopolitan future of Europe. Using the concept of cosmopolitanism as developed by Beck, Habermas, and Delanty, this article argues that the possibility of an antiontological and multicultural cosmopolitan European community will largely depend on how Europe answers the question of whether Turkey should be granted membership in the EU. Turkey forces a debate on three crucial areas that are directly related to the cosmopolitan future (...) of Europe: (a) Europe's geopolitical place in the global world, (b) postnational forms of a European public sphere, and (c) European identity. The potential for a multicultural and pluralistic cosmopolitanism is a two-way street, and while Turkey's membership will have a transformative impact on the EU, the membership process will also have a similar impact on Turkish democracy and modernity. This article deals with the impact of the free, democratic and peaceful accession to power of the Islamic Justice and Development Party (JDP) in Turkey on the Arab world in general and on the Islamic currents active in Arab societies in particular. A main point is looking into how Arab political formations and especially political Islam are trying to make sense out of such recent developments in Turkey as: (1) the fact that traditionally reviled Turkish secularism, Kemalism and westernism could (...) produce a democratic form of political Islam capable of winning free elections and ruling Turkey without a catastrophe befalling the whole polity; and (2) the fact that an Islamic JDP is the most eager proponent of Turkey’s membership in the secular EU, while the traditional staunch military guardian of Turkish secularism is now the main obstructor of the drive for EU membership. The present article discusses the Department of Kalam, its foundation, academic structuring, philosophy, and contribution to religious thought at the national and international level since the establishment of Ankara University Faculty of Divinity. The process regarding the field of Kalam since the establishment of Ankara University Faculty of Divinity in 1949 has been studied over two historical periods. The first is the period from its being taught as a course under the Chair of the History of Islam and Sects during (...) the establishment of the Faculty of Divinity to 1974 when it turned into an independent chair, and the second is the process from 1974 to the present. Higher religious education was continued in the Faculty of Theology, established under the Istanbul Dārulfunūn, which was constructed in the western style instead of the madrasahs that were closed in accordance with the Law of Unification of Education (Tawhid Tadrisāt) adopted on March 3, 1924.The faculty in question was closed in 1933 due to the shortage of students. Until Ankara University Faculty of Theology, which started its teaching activities in November 1949, was opened, there was no higher religious education for 16 years in Turkey. During this time, the need for experts trained in the field of religion emerged. In order to meet this need, Ankara University Faculty of Theology was opened. In the newly opened faculty, it is aimed to train theologians with versatile knowledge and perspective by teaching philosophy, psychology, sociology, foreign languages, as well as teaching disciplines related to the field of theology. One of the chairs in the faculty’s academic structure opened for this purpose was the chair of History of Islam and Sects. In Ankara University Faculty of Theology, where the academic structuring was organized according to the chair system, the science of Kalam was taught as a course within the Chair of the History of Islam and Sects until 1974. Within this chair, the teachings of Principles of Islam, the history of Islamic sects, and Kalam lessons were carried out. The first instructor of the chair was Prof. Yusuf ZiyaYörükân. Although there were changes in the academic staff during the process, one of the important names that contributed to the field of kalam until 1974 was Muhammad Tavît al-Tanji. These scholars not only made significant contributions to the field of Kalam in terms of method and content with their own studies but also taught scholars to work in this field after them.The doctoral advisor of HüseyinAtay, who is the founder of the Kalam Chair/Department, is M. Tavît al-Tancî. In 1974, when HüseyinAtay became a professor, the Kalam course was separated from the Chair of Islam and Sects and gained the status of an independent chair. HüseyinAtay is the architect of the transformation of Kalam from a lecture to a chair.As a result of Atay’s efforts, being a theologian in Turkey has turned into an identity rather than being a member of an academic discipline. In the studies carried out by Yörükân, Tancî, Atay and the academicians taught by them in Ankara University Faculty of Theology Department of Kalam, the emphasis on the Quran and reason, the importance of critical thinking in the field of theology, the human-centered theological thought, the effort to find solutions to current problems, the researches on Mu‘tazila and Maturidism, the study and translation activities that are carried out to bring the classical theology to the present day come to the fore. In the essence of academic studies conducted within this framework, the importance of correctly determining the distinction between the divine and human in the analysis of religious thought is emphasized. In addition, it is aimed to give a perspective on the meaning and value of human life. In the Department of Kalam, where the human-centered understanding of kalam is systematically dealt with on the basis of individual, responsibility, and morality, the science of kalam is structured not only as a system of thought consisting of abstract fictions but a discipline that has the function of developing and gaining a perspective on what is happening around us and in the World. The study aims to review the literature that analyses the history andcurrent situation of Higher Education, henceforth known as HE, in Turkeyand to review HE agenda of the Government of Turkey in order to identify theextent to which it has responded to the sustainable development agenda. Thispaper recommends ways to improve and develop HE in Turkey so as to makeit a significant sector which prepares its stakeholders to achieve sustainabledevelopment goals. Multiple sources of information: documents onthe agenda of Turkey with (...) regard to the objectives of HE; the findings ofprevious studies undertaken on different aspects of Turkish HE system; anddocuments prepared by organizations such as YÖK, MEB and the World Bank.The analysis of relevant literature suggests that Turkey aims to upgrade theHE system in line with its goals of becoming a more powerful player in theworld. The initiatives to enhance enrolment of students at HE institutions;strengthen HE Education Curriculum, internationalise the Turkish HE arein line with the directions that support the attainment of SDGs. The findingsprovide an account of the HE system in Turkey, both strengths and weaknesses.It enhances understanding on the current situation of HE in Turkey vis a vis theSustainable Development Goals. The Islamist critique of the post-1923 regime in Turkey centres around the deconstruction of the Republic's civilizing mission. Here the modernization of the rump of the Ottoman Empire undertaken in the name of the universality of western civilization (with the consequent attributing of backwardness to Islam) is problematized: Islamist discourse converges with other postmodern critiques in proclaiming the exhaustion of modernity as a project of emancipation. Islamist politics celebrate the return of the Muslim actor and identity. And yet the making (...) of an Islamist movement is threatened by the mobilization of other political identities similarly suppressed by the Turkish state's modernizing project. This includes in particular Kurdish subjectivity, long a target of assimilation in the name of the universality of the greater Turkish nation. This paper examines the fragmenting of the Islamist movement in Turkey, as well as Islamist attempts to head off Kurdish nationalism. The Islamist suppression of difference within its own ranks in the name of an Islamic universalism betrays it too as a descendant of Enlightenment discourses and a modernizing movement in its own right. The primary goal of clinical ethics is to improve patient care with bedside assistance. Clinical ethics seeks to improve the relationship between the patient and the clinician and the relationships among patient, family and hospital."This definition has much in common with our approach (...) for the real case we wish to present. Advance directives are not a part of the healthcare service in Turkey. This may be related with the fact that paternalism is common among the healthcare professionals in the country, and patients are not yet integrated in the decision-making process adequately. However, starting from the enactment of the Regulation of Patient Rights in 1998, this situation started to change. While the paternalist tradition still appears to be strong in Turkey, the Ministry of Health has been taking concrete measures in the (...) recent years to ensure that patient rights are implemented in healthcare practice. Therefore, Turkey now seems to be in a transitional period where a move towards a more patient-autonomy centred approach is being supported by the regulatory authorities, as well as the academic circles and the public at large. In the light of this background, this paper aims to examine the potential benefits of advance directives, particularly with regard to their possible effect in the clinical decision-making process of Turkey's context. It will be argued that advance directives, if correctly understood and implemented in the right settings, may be beneficial, particularly for improving communication between patients and healthcare professionals and for implementing of the right to refuse treatment. In today's complex business world, the question of business ethics is increasingly gaining importance as managers and employees face numerous ethical dilemmas in their jobs. The ethical climate in the Turkish business environment is also at a critical stage, and the business community as a whole is troubled by ethical problems. This study attempts to determine the effect of individual, managerial and organizational factors on the ethical judgments of Turkish managers, and to evaluate the ethical perceptions of these managers. The (...) findings of this study reveal that the ethics score, the measure of ethical judgment, of Turkish managers differs significantly only with respect to gender and that female managers have higher ethics score than male managers. Other individual, managerial and organizational factors considered in this study do not have any significant effect on the ethical judgments of the managers. A comparative analysis between female and male managers in terms of their ranking of the eleven ethical business scenarios, ranking of the sixteen unethical acts, ranking of the factors influencing managers to engage in unethical practices, and ranking of the various parties to whom a company is socially responsible enables the researchers to enlighten the subject of business ethics in Turkey. The history of Total Quality in Education and Students’ Quality Circles in Turkish educational institutions is introduced through “İmece Circles (İCs).” The history dates from the foundation of the Turkish Republic in 1923, and industrial quality-focused reforming actions in the 1980s. The Total Quality implications of the Ministry of National Education in 1990s will be discussed, with an account of the efforts of the writer as the Director of the Turkish Center for School of Quality and the Director General for (...) Turkey for the World Council for Total Quality and Excellence in Education. The theory, practices and outcomes of nearly 2,000 ICs will be reported. Among the key innovations has been “Total Quality Management,” and its implementation, through various methods and tools, in different settings such as “Quality Circles.” The article concludes with some recommendations. This study discusses the formation of national identity and the nation state in the modern Middle East in comparison with Turkey, one of the earlier models of national state formation in the region. The basic aim of the study is to examine the position of religion and religious identity as the source of legitimacy in the modern state. In order to have a better understanding of the relationship between nationalism and religion in the Middle East, the study attempts to look (...) at the development of Egyptian nationalism and the role of religion in the making of modern state in Egypt. The study also attempts to make a comparative historical work by analyzing the history of the early Republican Turkey and the consolidation of the modern Turkish state by legitimacy other than religion hitherto the basic source of authority. Violence against women is a serious problem in Turkey. The Women and Ethics Commission of the Turkish Physicians’ Association (Ankara Physicians’ Chamber) has undertaken significant work to counteract this. This article gives some indications of the sources of violence and discusses its social and health care implications. The Commission is pivotal in the education of women physicians and in heightening awareness of the situation. The U.S. and U.K. models of corporate social responsibility (CSR) are relatively well defined. As the phenomenon of CSR establishes itself more globally, the question arises as to the nature of CSR in other countries. Is a universal model of CSR applicable across countries or is CSR specific to country context? This article uses integrative social contracts theory (ISCT) and four institutional factors – firm ownership structure, corporate governance, openness of the economy to international investment, and the role of civil (...) society – to examine CSR in Singapore, Turkey, and Ethiopia. Field research results illustrate variation across the institutional factors and suggest that CSR is responsive to country differences. Research findings have implications for consideration of the tradeoff between global and local CSR priorities and practices. (shrink)

This article assesses the prospects of social democracy in Turkey in light of two prominent debates regarding social democracy: the challenge of populism and the proper balance between a politics of redistribution and a politics of recognition. By focusing on the Republican People’s Party (CHP), it shows that the main problem the party faces is to find ways of addressing the issues of recognition and redistribution. Success in addressing these issues would provide an effective alternative to the populist agenda of (...) the ruling Justice and Development Party (AKP) and build channels for participatory democracy and institutions of accountability. We argue that social democracy, with its legacy of democratic rule and institutions, can serve as a significant anchoring point in such an effort. We point out, however, why current social, institutional, political, and cultural factors make the CHP’s task of pursuing a social democratic agenda in Turkey particularly difficult. (shrink)

Perceived uncertainty and anger lead people to investigate with respect to the establishment, and politicians who are seen as reckless within society. In this sense, populist discourse paved a way to respond by glorifying one group of people and scapegoating others that emerge as group differentiation. Critical moments especially illustrate mutual constructive identification through the discourse of political actors. This article explores a contextual change in the populist discourse of the Justice and Development Party leaders by observing the successive elections (...) that occurred in 2015. It argues that the leaders mainly expressed an “us–them distinction,” “in-group superiority,” and “the people” populist themes; as well as these themes, the electoral speeches made for the second election presented scapegoating and exclusionary statements even more. Intergenerational altruism is an important area of research to understand the impact of culture on economic outcomes. We hypothesize based on recent research about intergenerational altruism and tough love model that worldviews, religious beliefs, and people’s confidence about their worldviews affect intergenerational altruistic economic behaviour. We extend the research on the impact of worldviews on intergenerational altruism by focusing on Turkey. In the empirical analysis, we run probit regressions using data from a large national survey. We find that worldviews, religiosity, (...) and confidence of individuals about their worldviews impact on intergenerational altruistic economic behaviour in Turkey. (shrink)

Our aim in this article is to analyze Turkey’s Readmission Agreement with the EU in light of Turkey’s membership goal. More specifically, our aim is to propose the most rational political decision for concluding this process. Our study addresses three questions: the impact of the Readmission Agreement on Turkey’s accession negotiations; the outcomes of the implementation of the Readmission Agreement for Turkey; and Turkey’s aim of becoming a full member of the EU by concluding the Agreement. By assessing the three (...) potential scenarios of the Readmission Agreement process—minimum, optimum, and maximum benefit—we conclude that, whereas the first scenario does not coincide with our analysis, the other two, especially the third scenario, do coincide with it. Because the optimum benefit scenario does not disrupt the Readmission Agreement process it appears to be the most rational, balanced and beneficial agreement for both Turkey and the EU. (shrink)

How does literature engage with the legacies of Empire? This article examines how imperial decline and nation building are reflected in textual production after the First World War. With Turkey as a case study, it focuses on the post-imperial narrative as a form of narration dealing with the experience of imperial loss, political contingency and possibilities of national belonging. I argue that Turkey’s post-imperial condition is shaped by coming to terms with the loss of the Ottoman Empire, on the one (...) hand, and a nationalising present embedded in the experience of Western-dominated modernity, on the other. Against this backdrop, I examine essays from the compilations Yaşadığım Gibi (1970, ‘As I lived’) and Beş Şehir (1946, ‘Five Cities’) by Ahmet Hamdi Tanpınar, a key intellectual of the early republican era. The analysis of these post-imperial narratives reveals how Tanpınar tries to root Turkey’s national modernity in selected elements of the imperial past. For Tanpınar, continuity with (Turkified) imperial heritage is a prerequisite for a strong nation-state. (shrink)

The politics of shame makes part of the politics of affects. It is becoming a prominent form of politics in the age of social media. Social media, insofar as it presents a plurality of perspectives, can be a milieu for public deliberation. Acknowledging that politics of shame can be of different types, this essay considers two different experiences of politics of shame in social media. It compares public shaming as an activist strategy of moral reform in contemporary feminist politics with (...) politics of shame under authoritarianism by concentrating on two cases from Turkey. At first the structure of shame will be articulated by recourse to the phenomenological and psychological theories of shame. In public shaming for feminist moral reform, the publically shamed agent, who is a feminist, is accused by a group for performing an injurious speech act or a deed with mediate pernicious, harmful consequences. It is my contention that a theory of gender or sexual difference can be false, but is not morally equivalent to an attack on somebody’s existence, racism, and acts of genocide denial. Practices of public shaming in feminism are not self-defense; they are repressive and unfair attacks that destroy public deliberation. It is also problematic to attack feminists, on the grounds of arguments that are based on analogies, which do not apply to non-Western geo-political contexts. All politics of shame is not wrong. For example, the practices of politics of shame that concern non-elaborate mourning have moral and political value insofar as they can play a role in challenging an authoritarian political rule. In this case, the public shame results from attesting to injustice done to the other in the public sphere, a public sphere, which is already closed, and highly manipulated by the authoritarian state.
