The eurocentrism of Hegel's philosophy of history is well known. Hegel's reputation has not benefited from many of the claims in the Philosophy of History; such as the one that African history, having no development, has contributed nothing to world history. Because of the general lack of attention that Hegel's philosophy of subjective spirit has received, it is little known that this eurocentrism is based, in part, on the racism of the philosophy of subjective spirit. Only here does Hegel systematically (...) treat the biological category of race. Reading through this section one can find passages about racial distinctions which seem initially to be rather ambivalent, but taken as a whole are decidedly racist. Much of what Hegel says about the �inferiority� of African culture and the �justification� for the slave trade finds its foundation here. This paper is an exhibition of the relevant passages of the �Philosophy of Subjective Spirit� and an attempt to link them to Hegel's other claims about African culture and the slave trade. I will argue that Hegel's philosophy of spirit is tainted by the unusual (for Hegel) causal role which he gives to a biological category, namely race. I will argue further that his philosophy of spirit is not necessarily racist, only contingently so, that is that his racism does not follow from any of his fundamental claims about spirit. Hegel's account of spirit makes his racism possible, not necessary. The source of his racism can be traced to the general ideology of the nineteenth century. Nonetheless, understanding how Hegel could hold racist views is important for understanding features of his political philosophy. It shows both the problems of the Hegelian conception of person hood and exemplifies the conservative bias built into his method of political philosophy generally. (shrink)

In this paper I argue that hope is best understood as a compound psychological state. When we take hope according to the details of this account, we are in a good position to understand why it is a political virtue of persons. I also argue that securing the institutional bases of hope is a virtue of state institutions, particularly in states in transition from severe injustice. And, finally, when the bases are secure, a person who fails to hope for the (...) political future is in that regard prima facie blameworthy. (shrink)

After briefly surveying the mission and principles of the World Trade Organization (WTO), I argue that international trade may be assessed from the perspective of justice, and that the correct account of justice for these purposes is egalitarian in fundamental principle. I then consider the merits of the WTO's basic commitment to liberalized trade in the light of egalitarian considerations. Finally, I discuss the justice of several WTO policies. While noting the complexity of the empirical issues relating to the effects (...) of trade institutions and policies, I conclude that egalitarians have reasons to object to certain of the principles and policies of the WTO. Increasing global economic integration and recent military interventions in the name of human rights have forced questions of global justice into political discussions. Is the unequal distribution of wealth across the globe just? What's wrong with imperialism? Are the most indebted countries obligated to pay back their loans to international financ.

This article discusses two doctrines of jus ex bello concerning whether and how to end wars. In Section I, I defend the claim that there is a distinct morality of ending wars. Section II rebuts a challenge that the account is too permissive of war. Section III rejects a forward-looking conception of proportionality for jus ex bello. Abstract:Enlightenment era optimism that technological and educational developments offer a progressive path to plenty and liberation supports a hope that human toil may be progressively reduced. The Development Thesis defended by G. A. Cohen is a piece of that Enlightenment optimism. The Development Thesis holds that productive forces tend to develop throughout history. The tendency for such an increase in productive forces to occur is, according to Cohen’s argument, due to persistent facts about human nature. If Cohen is correct, there (...) is a tendency toward progress of an important sort, and this progress is due in significant part to human nature. But the development of productive forces also destroys nonhuman natural value. In the era of the Anthropocene this is occurring on a planetary scale. The simultaneous development and destruction entails that claims of progress must rely on an all-things-considered judgment. But due to the plurality of the relevant values, which cannot be compared according to a common metric, rational disagreement about the existence of progress and our progressive nature can be expected to persist. Treaty Norms and Climate Change MitigationDarrel MoellendorfCurrently the international community is discussing the regulatory framework to replace the Kyoto Protocol after 2012. The unveiling of the new framework is scheduled to occur at the December 2009 COP in Copenhagen. The stakes are high, since any treaty will affect the development prospects of per capita poor countries and will determine the climate change–related costs borne by poor people for centuries to come. Failure to arrive at an agreement would have grave effects (...) on the development prospects of poor countries, many of which will experience the most severe effects of climate change. The original UNFCCC treaty recognizes these kinds of concerns and requires that further treaty negotiation pay them heed. Any agreement will be required to conform to UNFCCC norms related to sustainable development and the equitable distribution of responsibilities. In this paper I argue that UNFCCC norms tightly constrain the range of acceptable agreements for the distribution of burdens to mitigate climate change. I conclude that any legitimate treaty must put much heavier mitigation burdens on industrialized developed countries. Of the various proposals that have received international attention, two in particular stand out as possibly satisfying UNFCCC norms regarding the distribution of responsibilities. (shrink)

The language of hope is a ubiquitous part of political life, but its value is increasingly contested. While there is an emerging debate about hope in political philosophy, an assessment of the prevalent scepticism about its role in political practice is still outstanding. The aim of this article is to provide an overview of historical and recent treatments of hope in political philosophy and to indicate lines of further research. We argue that even though political philosophy can draw on recent (...) analyses of hope in analytic philosophy, there are distinct challenges for an account of hope in political contexts. Examples such as racial injustice or climate change show the need for a systematic normative account that is sensitive to the unavoidability of hope in politics as much as its characteristic dangers. Anthropogenic climate change is a global process affecting the lives and well-being of millions of people now and countless number of people in the future. For humans, the consequences may include significant threats to food security globally and regionally, increased risks of from food-borne and water-borne as well as vector-borne diseases, increased displacement of people due migrations, increased risks of violent conflicts, slowed economic growth and poverty eradication, and the creation of new poverty traps. Principles of justice are statements of (...) what persons are owed either by others or by institutions and policies. Climate change gives rise to many concern of justice. This article briefly summarizes some of the most important of these, including claims to have climate change mitigated, claims regarding the sharing of the costs of climate change mitigation, claims for investment into adaptation, and claims to be compensated. In The Idea of Justice (2009), Amartya Sen distinguishes between ?transcendental institutional? approaches to justice and ?realization-focused comparisons,? rejecting the former and recommending the latter as a normative approach to global justice. I argue that Sen?s project fails for three principal reasons. First, he misdiagnoses the problem with accounts that he refers to as transcendental-institutionalist. The problem is not with these kinds of accounts per se, but with particular features of prominent approaches. Second, Sen?s realization-focus does not account well for (...) the value of institutions of global justice. And even Sen agrees that reforms to institutions are urgently needed. And third, the distinction between transcendentalism and comparative approaches is implausible. I close by suggesting a strategy for an alternative institutionalist approach that can offer the kind of guidance for reforming the global order that Sen rightly takes as urgent. (shrink)

We perceive smells as perduring complex entities within a distal array that might be conceived of as smellscapes. However, the philosophical orthodoxy of Odor Theories has been to deny that smells are perceived as having a distal location. Recent challenges have been mounted to Odor Theories’ veracity in handling the timescale of olfactory perception, how it individuates odors as a distal entities, and their claim that olfactory perception is not spatial. The paper does not aim to dispute these criticisms. Rather, (...) what will be shown is that Molecular Structure Theory, a refinement of Odor Theory, can be further developed to handle these challenges. The theory is further refined by focusing on distal perception that requires considering the perceptual object as mereologically complex persisting odor against a background scene conceived of as a smellscape. What will be offered is an expansion of Molecular Structure Theory to account for distal smell perception within natural environments. (shrink)

With the significant disconnect between the collective aim of limiting warming to well below 2°C and the current means proposed to achieve such an aim, the goal of this paper is to offer a moral assessment of prominent alternatives to current international climate policy. To do so, we’ll outline five different policy routes that could potentially bring the means and goal in line. Those five policy routes are: (1) exceed 2°C; (2) limit warming to less than 2°C by economic de-growth; (...) (3) limit warming to less than 2°C by traditional mitigation only; (4) limit warming to less than 2°C by traditional mitigation and widespread deployment of Negative Emissions Technologies (NETs); and (5) limit warming to less than 2°C by traditional mitigation, NETs, and Solar Radiation Management as a fallback. In assessing these five policy routes, we rely primarily upon two moral considerations: the avoidance of catastrophic climate change and the right to sustainable development. We’ll conclude that we should continue to aim at the two-degree target, and that to get there we should use aggressive mitigation, pursue the deployment of NETs, and continue to research SRM. The principle of global equality of opportunity is an important part of the commitment to global egalitarianism. In this paper I discuss how a principle of global equality of opportunity follows from a commitment to equal respect for the autonomy of all persons, and defend the principle against some of the criticism that it has received. The particular criticisms that I address contend that a moral view based upon dignity and respect cannot take properties of persons—such as their citizenship—as morally (...) arbitrary, that any justification of what counts as equal opportunity sets must be based upon national cultural understandings, that a positive account of equality of opportunity cannot adequately handle the fact of value pluralism across the globe, and that the principle of equality of opportunity is incompatible with national self-determination. In the course of defending the principle of equality of opportunity from these criticisms, I make revisions to my previously published defense of the principle. (shrink)

This paper offers responses to the challenges and questions rasied by the comments of John M. Meyer, Gwen Ottinger, Mark Reiff, and Steve Vanderheiden to my book Mobilizing Hope: Climate Change and Global Poverty. Their concerns are insightful, many, and varied. My reply focuses on the following themes: The relationship between moral concern about climate change and moral concern abut global poverty, the role of hope in responding to climate change, the problem of plutocratic influences in democratic politics and international (...) negotiations, the role of technology in responding to climate change, and the value presuppostion of the book. In this paper I shall argue that due to the constructivist procedure which John Rawls employs in “The Law of Peoples,” he is unable to justify his claim that there is a relationship between limiting the internal and external sovereignty of states. An alternative constructivist procedure is viable, but it extends the ideal theory of international justice to include liberal democratic and egalitarian principles. The procedure and principles have significant implications for non‐ideal theory as well, insofar as they justify a (...) principle of international resource redistribution and weaken general prohibitions against intervention. We are immersed within an odorous sea of chemical currents that we parse into individual odors with complex structures. Odors have been posited as determined by the structural relation between the molecules that compose the chemical compounds and their interactions with the receptor site. But, naturally occurring smells are parsed from gaseous odor plumes. To give a comprehensive account of the nature of odors the chemosciences must account for these large distributed entities as well. We offer a focused review of (...) what is known about the perception of odor plumes for olfactory navigation and tracking, which we then connect to what is known about the role odorants play as properties of the plume in determining odor identity with respect to odor quality. We end by motivating our central claim that more research needs to be conducted on the role that odorants play within the odor plume in determining odor identity. (shrink)

Reflection Principles are commonly thought to produce only strong axioms of infinity consistent with V = L. It would be desirable to have some notion of strong reflection to remedy this, and we have proposed Global Reflection Principles based on a somewhat Cantorian view of the universe. Such principles justify the kind of cardinals needed for, inter alia , Woodin’s Ω-Logic.

When it originated in the late 19th century, psychometrics was a field with both a scientific and a social mission: psychometrics provided new methods for research into individual differences, and at the same time, these psychometric instruments were considered a means to create a new social order. In contrast, contemporary psychometrics - due to its highly technical nature and its limited involvement in substantive psychological research - has created the impression of being a value-free discipline. In this article, we develop (...) a contrasting characterization of contemporary psychometrics as a value-laden discipline. We expose four such values: that individual differences are quantitative (rather than qualitative), that measurement should be objective in a specific sense, that test items should be fair, and that utility of a model is more important than its truth. Our goal is not to criticize psychometrics for employing these values, but rather to bring them into the open and to show that these values are not inevitable and are in need of systematic evaluation. Ten years on from the first issue of the Journal of Global Ethics, Darrel Moellendorf and Heather Widdows reflect on the current state of research in global ethics. To do this, they summarise a recent comprehensive road map of the field and provide a map of research by delineating the topics and approaches of leading scholars of global ethics collected together in the recently published Routledge Handbook of Global Ethics which they have co-edited. Topics fall under issues of war, (...) conflict and violence; poverty and development; economic justice; bioethics and health justice; and environmental and climate justice. This chapter discusses the tradition of just war theory. It focuses on Rawls's comments in A Theory of Justice (TJ). The discussion is entirely in the service of an account of conscientious refusal to fight in war. The chapter focuses on Rawls's best developed discussions of the doctrines of just war and related ideas in The Law of Peoples (LP). It discusses the place of these doctrines in Rawls's account of the law of peoples, the importance of human rights to (...) the accounts, and Rawls's account of the conditions in which the hope for peace is reasonable. Rawls takes Kant's Perpetual Peace as a guide for the development of his views in LP. The domestic conditions that Rawls takes to be necessary to produce satisfaction for the right reasons are demandingly egalitarian. Rawls maintains that it would be unrealistic to hope for an international society comprised entirely of liberal people. (shrink)
