The article identifies real losses of foreign economic activity of industrial enterprises of Ukraine under the influence of modern challenges. The main purpose of the study is to implement a scientific and methodological approach to assess the impact of modern challenges on the development of foreign economic activity of enterprises. A critical analysis of the content of scientific publications on the studied issues revealed the lack of an integrated approach to establishing the real losses (...) of foreign economic activity of enterprises under the influence of modern challenges. The urgency of solving a certain problem is due to the scale of the impact of modern challenges on the dynamics of foreign economic activity of industrial enterprises, which requires an assessment of such an impact for the further development of measures that will be aimed at minimizing the negative impact of modern challenges. The methodological basis is the system of methods used to obtain the results of the study: theoretical generalization and analytical methods ‒ to clarify scientific approaches in determining the impact of modern challenges on the development of foreign economic activity of enterprises; generalization, grouping and integral evaluation ‒ to determine the level of influence of modern challenges on the development of foreign economic activity of industrial enterprises in 2013‒2021; relative and absolute deviations, coefficient analysis of changes in foreign trade turnover ‒ to establish the volume of losses of foreign economic activity of industrial enterprises of Ukraine under the influence of modern challenges; logical generalization ‒ to obtain conclusions and develop recommendations based on research results. The object of research in the work is the foreign economic activity of enterprises. The article presents the results of assessing the impact of modern challenges on the development of foreign economic activity of industrial enterprises, which became possible due to the developed and implemented author's scientific and methodological approach. Analysis and logical generalization of the results of assessing the impact of modern challenges on the development of foreign economic activity of industrial enterprises became the basis for determining the real volumes of losses of their foreign trade turnover. The results of the study have practical value for the Ministry of Economy of Ukraine and the Entrepreneurship and export promotion office, because they can serve as the basis for developing a program of recommendations for activating the export initiative of industrial enterprises under modern conditions. The technological, economic and political advances of the 20th and 21st centuries have established new conditions for the development of civilization. The world economy has simultaneously expanded (the number of states/organization participating in world trade or the volume of heterogeneous transactions) and shrunk (close interrelations between transactions, no matter their geographic origins). Economic policy has gained an indispensable role in the creation of order in international relations and foreign policy. The tendency to prioritize foreign policy aims (...) towards economic policy aims has resulted in ‘reverse flow’, i.e. foreign policy has become a central part of national economic policy. The engagement of external action services and public budget in economic promotion and investments triggers (inter alia) the ethics dilemma. The mentioned ethical aspect is often omitted when discussing ‘the economic foreign policy’. For instance, the ethics dilemma can appear when development and humanitarian aid are taken into account or when it comes to assessing the results (and membership) of economic missions. In this context, the author analyses the Polish foreign policy example and attempts to answer two questions. First, are the economic activities performed by external action services effective? Second, are the mentioned activities in accordance with the social ethical code of conduct? Intensive developing of computing technologies and the necessity of using them in the educational process ask a modern teacher to possess both skills on a discipline and knowledge of information technologies. The paper analyzes the reasons of using webquests in the process of teaching foreign languages, and focuses on the following formats of webquests like HotList, Treasure Hunt, WebQuest, etc. Pros and cons of using them in the educational process are analyzed as well. The most popular up-to-date webquests are (...) classified starting with the simplest programs like Hotlist and up to the most sophisticated platforms, for example WebQuest. The paper offers a possible review of webquest platforms and programs and explores their educational potential also giving certain examples of efficient using of the web quests either at seminars or during students’ self-work in economic universities. Although there is substantial literature examining the flow of foreign investments into various regions of the world, there is still a lack of research about joint ventures and foreign investment activities in the Middle East and North Africa (MENA). One objective of this paper is to remedy this neglect and extend previous empirical work by focusing on foreign investments in the MENA region. The second objective is to focus on non-traditional determinants that have tended to be overlooked (...) or underestimated in previous research. The increasing globalization has led to a reconfiguration of the ways in which multinationals pursue various types of foreign investments,and changed the motives for and the determinants of FDI. This has prompted some to suggest that non traditional determinants have become more important. In view of that, the paper will focus on factors such as governance, legal environment, and economic freedom and examine their impact on foreign investment activities in the MENA region. (shrink)

Currently, there is an increasing number of older population groups, especially in developed countries. This demographic trend, however, may cause serious problems, such as an increase in aging diseases, one of which is dementia whose main symptom consists in the decline of cognitive functioning. Although there has been ongoing pharmacological research on this neurological disorder, it has not brought satisfying results as far as its treatment is concerned. Therefore, governments all over the world are trying to develop alternative, non-pharmacological strategies/activities, (...) which could help to prevent this cognitive decline while this aging population is still healthy in order to reduce future economic and social burden. One of the non-pharmacological approaches, which may enhance cognitive abilities and protect against the decline in healthy older population, seems to be the learning of a foreign language. The purpose of this mini-review is to discuss recent findings about the effect of foreign language learning on the enhancement of cognitive functions among healthy older individuals. The findings, divided into three research areas, show that the learning of a foreign language may generate a lot of benefits for older individuals, such as enhancement of cognitive functioning, their self-esteem, increased opportunities of socializing, or reduction of costs. However, as Ware et al. (2017) indicate, any intervention program on foreign language learning should be well thought of and tailored to the needs of older people in order to be effective and avoid accompanying factors, such as older people’s anxiety or low self-confidence. The essay proceeds from the assumptions that for a economic/political integration group to succeed, first, its participants’ motives should ideally be as alike as possible and not oppose one another and, second, their expectations from integration should correspond to the organisation’s capabilities. In light of these assumptions, the study endeavours to assess the Eurasian Economic Union’s (EAEU) potential for stability and development. First, the author analyses the key motives that were driving its member states’ decisions to enter the (...) organisation, compares them with one another and discusses how the countries’ motives influence their conduct in the union. Second, the author confronts those motives against the EAEU’s activities and the general logic of interstate politics on the post-Soviet space to reckon up whether the bloc’s capabilities fit with the expectations of its member countries. Finally, based on that discussion, the author speculates on how the divergence/convergence of EAEU member states’ goals, as well as the (in-)feasibility of their expectations, affect the organisation’s development. China, which has made a major economic breakthrough, has become one of the most important actors in international politics by increasing its military power in recent years. China's increasing power and influence in the international arena arouses increasing curiosity about the country's foreign policy. With Xi Jinping becoming president, China began to display a more assertive attitude or behavior on many issues. This study basically seeks an answer to the question of what differences Xi Jinping brought to Chinese (...) foreign policy. What kind of changes do these differences lead to in Chinese foreign policy? In this study, the general tendencies and directions of Chinese foreign policy during the Xi Jinping period are discussed. The assertive foreign policy approach that Xi Jinping is trying to implement is analyzed. In this context, the visions of "Chinese dream", "new type of great power relations", "new type of international relations", “Belt and Road Initiative" and "a community with a common future for humanity", which reflect Xi's assertive foreign policy approach, are examined. At the same time, challenges to the assertive foreign policy implemented under Xi Jinping are discussed. The study mainly questions the extent to which Xi Jinping's assertive foreign policy approach is successful. The study concludes that Xi Jinping's active foreign policy approach has not increased China's sphere of influence in the international arena to the extent expected. As China becomes more visible in the international arena, the country's foreign policy challenges seem to be increasing. (shrink)

This paper analyses the role of foreign and local companies in shaping Brazilian positions on global sustainability. It deals with an empirical investigation of CSR practices of firms from the electronics, food, and personal care sectors in response to pressures of 'market' and 'non-market' stakeholders. The results demonstrate that CSR decisions by foreign and local firms are triggered by organisational considerations and anticipated economic gains. The degree of implementation of CSR activities by foreign firms is more (...) advanced than that of local firms. The survey also confirms the hypothesis that market stakeholders exert pressure on companies and positively influence CSR. Non-market stakeholders seem to have a minor effect on corporate social responsibility decisions. We conclude that the institutional environment is a critical determinant of the extent to which the dialogue between stakeholders and companies leads to the attainment of sustainable development. This paper analyzes resource utilization of the Sundarbans in terms of the contradictory issues and pressures generated by foreign assistance and commercial interests in Bangladesh. In the paper, the historical legacy of resource definition and use that shaped the development of forest policy under the British is considered. In addition, the critical role of the state and the interests and pressures on the Government are explored as these shape the larger context in which current natural resource policy is generated (...) and maintained. Three areas of potential conflict between current devlopment policy and resource management control are noted. They are 1) the privatization of production and resource exploitation in contrast to common property resource use, 2) the need to meet foreign exchange requirements versus local user interests, and 3) commercial versus local user interests.The paper argues that national and international fiscal and economic constraints operate to favor commercial interests and natural resource exports at the cost of policies that emphasize an active approach to the generation and preservation of renewable resources such as the Sundarbans. Knowing who benefits financially from a securities trade is necessary for the detection, prosecution and deterrence of illegal securities trading. Foreign jurisdictions with banking or securities secrecy laws are frequently used as a platform for illegal activity to frustrate law enforcement. This paper considers the extent to which Canadian law gives effect to so-called foreign blocking legislation. We conclude that while Canadian law does not generally give effect to foreign blocking legislation, it imposes only limited requirements (...) on market intermediaries to collect beneficial ownership information. Regulators are therefore left with the option of obtaining assistance from their foreign counterparts. (shrink)

In the 2000s, Turkey began to increase its efforts to transform from a model country to a central country by implementing an active foreign policy in its geopolitical region and neighboring regions. Starting from the 2000s, Turkey defined new principles guiding its foreign policy and implemented the strategies it followed. In addition to the basic foreign policy principles of Turkey in the regional and global arena, principles such as multi-vector diplomacy, proactive foreign policy, “zero problem” with (...) neighboring countries, transition from a “model country” to a “central country”, “soft power”, economic-centered foreign policy applied. At the beginning of the 21st century, Turkey increased its efforts to act as a voice in the region and emerged as a regional power. Taking a principled position, it began to actively participate in regional and international projects, geopolitical processes and solving global issues. During the rule of the Justice and Development Party (ADP), Turkey is implementing foreign policy principles based on the theory of neo-Ottomanism (New Ottomanism) founded in the 1990s, and is still pursuing the policy of spreading its sphere of influence and geopolitical influence in neighboring regions. The article deals with theoretical, practical, partly - historical aspects of scientific research of modern Ukrainian and foreign sociologists and social workers. The aim of the research is to analyze and summarize the following three key aspects: a) historical destructive moments in the development of Ukrainian/Soviet sociology; b) the orientation of the vector of postmodernist research of foreign scholars who had no censorship restrictions on their works; c) the main problematics of current Ukrainian sociological research. The latter, despite (...) their deep materialistic tradition, find opportunities for new non-empirical approaches. In the article with the help of analysis of methodical sources, generalization of their content and presentation and interpretation of individual statistical data the authors substantiate: socio-economic, managerial and pedagogical reasons can systematically present the problematics of the current research of social workers. However, the postmodern aspect, still not "reworked" by the Ukrainian society, has not yet left its final mark on the social research. The international significance of the article lies in the interest of countries of transitional democracies and economies, previously under totalitarian influence, to acquire full emancipation and neo-liberalization concerning social problems and humane ways of solving them. In modern terms the characteristics of efficient working capital management plays a key role for businesses of any sector of the economy. Much of the domestic enterprises in a state of bankruptcy came to him because of a violation of the circulation of working capital. It is often the only way to improve the business and overcome the crisis of insolvency is to conclude long-term contracts for the financing needs in raw materials, i.e. agreements tolling operations. In this tolling interaction (...) is the main consideration of the interests of all parties and ensure the economic benefits of cooperation. Analyzing the legal framework for the organization and operations of tolling the following legal instruments that is currently in force can be highlighted, namely the Customs Code of Ukraine № 4495-VI of 03.02.2015 with amendments and supplements from 02.03.2015, the Tax Code of Ukraine № 2755-VI of 02.12.2010 with amendments of 17.09.2015, the Law of Ukraine "About Foreign Economic Activity" № 960-XII of 16.04.1991 with amendments and supplements from 02.03.2015. The study is dedicated to examining effective interaction of tolling schemes used throughout the world. Classification of tolling existing species is improved. The methodical approach created to assess the tolling scheme out of production for two alternatives to domestic producers: the accumulation of working capital and a loan in the amount of working capital needed for the company to work independently. The proposed running economic and mathematical tool of economic cooperation of manufacturers with tolling subjects will allow domestic enterprises with different initial conditions objectively assess the prospects for further cooperation with tolling scheme for manufacturers and choose the most suitable way out of the tolling scheme production. In an effort to reduce risk and uncertainty, we hypothesize that investors avoid countries where high corruption exists. We investigate this issue by examining the relationship of levels of perceived corruption on Japanese Foreign Direct Investment (FDI) in both industrialized and emerging economies. The analysis presented utilizes a sample of 29,546 investments in 59 countries. Results suggest that in emerging nations, where comprehensive legal and regulatory frameworks do not exist to effectively curtail fraudulent activity, corruption serves to reduce (...) FDI. Managers need to consider the level of perceived corruption in their assessment of any market prior to potential investment. (shrink)

This paper explores the role of ideology in attempts to influence public policy and in business representation in the EU–China solar panel anti-dumping dispute. It exposes the dynamics of international activity by emerging-economy multinationals, in this case from China, and their interactions in a developed-country context. Theoretically, the study also sheds light on the recent notion of ‘liability of origin’, in addition to the traditional concept of ‘liability of foreignness’ explored in international business research, in relation to firms’ market (...) and political strategies and their institutional embeddedness in home and host countries. Through a qualitative analysis of primary and secondary materials and interview data with key protagonists, we provide a detailed evolution of the case, the key actors involved and their positions, arguments and strategies. This illustrates the complexities involved in the interaction between markets and ideologies in the midst of debates regarding different forms of subsidy regimes for renewable energy, free trade versus protectionist tendencies by governments, and the economic and sustainability objectives of firms and societies. The case shows how relative newcomers to the EU market responded to overcome a direct threat to their business and became, with support from their home government, active participants in the public debate through interactions with local commercial partners and non-governmental organisations. Firms adopted relatively sophisticated strategies to reduce their liabilities vis-à-vis host-country institutions and local stakeholders, including collective action, to increase their legitimacy and reputation, and counter ideologically based attacks. The relationship between the ethical standards for the governance of clinical trials and market forces can be complex and problematic. This article uses India as a case study to explore this nexus. From the mid-2000s, India became a popular destination for foreign-sponsored clinical trials. The Indian government had sought to both attract clinical trials and ensure these would be run in line with internationally accepted ethical norms. Reports of controversial medical research, however, triggered debate about the robustness and suitability (...) of India's regulatory system. In response to civil society pressure and interventions by the Supreme Court, the Indian government proposed additional measures aimed at strengthening protections for clinical trial participants. Whilst the reforms can be seen as a victory for human rights activists, they have also been criticised as being overly burdensome for sponsors. Indeed, their announcement prompted an exodus of clinical trials from India. Fearful of losing business to ‘rival’ countries, the Indian government is revisiting some of its proposals. The Indian example suggests that research ethics frameworks and national policies for economic development are increasingly intertwined. Host countries are in theory free to improve the lot of research participants, but doing so may make them appear less attractive to foreign sponsors, who can simply shift their activities to more industry-friendly jurisdictions. Although these economic pressures are unlikely to lead to a regulatory ‘race to the bottom’, they may limit host countries' ability to enact socially desirable reforms. (shrink)

On 11 March 2020, the World Health Organization declared a pandemic of the COVID-19 coronavirus disease that was first recognized in China in late 2019. Among the primary effects caused by the pandemic, there was the dissemination of health preventive measures such as physical distancing, travel restrictions, self-isolation, quarantines, and facility closures. This includes the global disruption of socio-economic systems including the postponement or cancellation of various public events (e.g., sporting, cultural, or religious), supply shortages and fears of the (...) same, schools and universities closure, evacuation of foreign citizens, a rise of unemployment, changes in the international aid schemes, misinformation, and incidents of discrimination toward people affected by or suspected of having the COVID-19 disease. The pandemic has brought to the fore unpreparedness in critical areas that require attention, amid prospects and challenges. Moreover, considerable reorganization efforts are required with implications for assets, resources, norms, and value systems. COVID-19 is challenging the concept of globalization and stimulating responses at the levels of local and regional socio-economic systems that lead to the mobilization of assets that have been unrecognized earlier on, such as various forms of economic capital, social capital, cultural capital, human capital, and creative capital. For example, through digital channels, local groups are forming to create schemes of support for physical and mental wellbeing. These emerging exchanges lead to various social and technological innovations by building on skills and assets that are less important in the free-market economy, such as empathy, skills for crafts, making and fixing; locally grown microgreens; and micromanufacturing. Isolation and local living are also making it much harder to ignore the civic responsibilities towards communities, meant as individuals, vulnerable groups, and local businesses. Whilst the pandemic is limiting physical participation, this challenging time is uncovering alternative ways of mutual support, which may create long-term benefits for socio-economic systems, including environmental and biodiversity protection, reduction of the air pollution, and climate action. The pandemic’s threat to public health will hopefully be overcome with implications for disruption for an extended period that we are unable to forecast at this stage. It is key to focus on studies recognizing the activities and interventions leading to the recovery of socio-economic systems after the pandemic. Reflecting and planning on how societies and economies will go back to “business as usual” requires new forms of communication and cooperation, imaginative design thinking, new styles of management, as well as new tools and forms of participation in various public policies. Many questions related to the care of the vulnerable, economic restart, and the risk of future pandemics, to mention but a few, are already occupying the academic, scientific, experts, and activist communities, who have started to imagine the “new normal.”. The sphere of international tourism for the period 2000–2018 has been explored and analyzed in the article. The dynamics of the world tourist flows development and income from international tourism are considered, the determinants of development are derived, the regional structure of the world market of tourist services is given. The development of the tourism industry in the world is analyzed by indicators: the number of tourist arrivals, tourism revenues at current prices, total contribution of tourism to GDP. The main (...) tourist regions are analyzed in the context of the study, they are compared both in terms of the number of tourist visits, and a list of the TOP 10 countries by volume of foreign exchange earnings from tourism in recent years. It is concluded that in recent years, there is a continuing upward trend in demand for emerging markets, with old markets such as the European market, partially losing its popularity. In the process of research, it is determined that in the conditions of development of the world economy, expansion of volumes of international trade, improvement of means of transport, communication, increase of internationalization and globalization of the world economy the demand for tourist services increases. One of the peculiarities of the development of the international tourist services market is the globalization of the market, which has reached all sectors of the tourism industry. It is concluded that nowadays international tourism is an important area of international economic activity, a complex sphere that significantly affects both the structure and the situation in the world economy as well as the economies of most individual countries and regions of the world. Tourism development has a stimulating effect on such sectors of the economy as transport, communications, trade, construction, agriculture, production of consumer goods, and іt is one of the most promising areas of structural restructuring of the economy, confirming the amount of foreign exchange earnings from tourism in the world in general and in individual countries. Information is a very important factor in various fields of activity of the contemporary people. In any economic activities as well as in the activities of the economic entity the information is used for decision-making. The information may be economic, legal, scientific and otherwise, but in order to manage economic processes the most important is economic information. The greatest part of this information is provided by accounting both financial and management. In every company as (...) in a separate accounting unit, a lot of economic transactions and events occur over the year, constantly recording the movement of money, the amount of revenue and costs. Periodically, in the activities of enterprises, institutions or organizations it is necessary to summarise all the available economic information and calculate performance results, to show the remains of assets, equity and liabilities. Financial statements of the company in the market economy conditions is the main source of information about the assets, liabilities, capital, profits and cash flows. Accumulated and grouped financial information of companies, institutions, or organizations in the form of financial statements periodically, but not less often than at the end of the financial year, is is presented to all users who are interested in it, since the annual financial accounts must be provided by all companies, enterprises or organisations with legal status. Many Lithuanian authors, dealing with financial statements, note that the current forms used for financial statements do not provide sufficient information to meet the users‘ needs in constant competitive conditions and, therefore, there are a lot of discussions how these statements could be improved. When analysing financial accountability, problematic aspects of assessment of financial statements elements are faced. Both Lithuanian and foreign authors pay little attention to the assessment analysis of financial statement elements, because for businesses both in Lithuania and abroad it is rather complicated to assess properly the elements of the financial statements by assessment methods available in the literature in such a way that they would reflect the state of the company truly and correctly. This time, however, the figures in the financial statements is one of the most important sources of information for economic state assessment of companies, enterprises or organisations and for business management solutions. Accounting professionals and other users, when analysing the financial statements, may form opinions and draw conclusions about the profitability of the core business of the analysed entity, the ability to cover its short-term and long-term liabilities, as well as about long-term and short-term assets, product manufacturing and sales situation and changes during the reporting period, and relying on these data decide on the reliability of the company, development and investment opportunities. The state of national economies development varies and is characterized by many indicators. Economically developed countries are known as doubtless leaders that are in progress and form political stability, social and economics standards, scientific and technical progress and determine future priorities. It is worth mentioning that the progressive development of national economies in conditions of globalization can take place only in case of the increase of their intellectualization level, through saturation of people`s life, economic relations and production by brain (...) activity, knowledge, creativity, innovation, culture, ethical considering of the historical heritage. The main aim of the research is national economies intellectualization evaluating in globalization conditions. In order to gain this aim, the following tasks were defined: to identify existing indices of the national economies intellectualization level evaluation, develop the authors’ methodological approach to the national economies intellectualization level, determine the areas of measurement results application. While conducting the research, systematic approach, the methods of analysis, synthesis, grouping, abstracting, generalization, imaginary experiment and grounding were used. In the modern world, there are a large number of indicators which characterize differences in intellectual state of the national economy. When comparing the state of national economies intellectualization, the problems arise with different number of countries, duplication of indicators, disproportionate number of the components of indicators, various years of publication, etc. Therefore, to ensure comparability, we choose four general indicators – the index of human development, the global innovation index, the global competitiveness index and the knowledge economy index. Using these indices, we do the research and determine the state of national economies intellectualization in the world economy. According to the calculated results, as of 2013, we have divided 190 national economies by level of intellectualization into five groups: countries with the highest (30 countries), high (30 (countries), low (30 countries), the lowest (35 countries) and the countries with uncertain state of intellectualization (65 countries). The leaders in the state of intellectualization are Switzerland, Sweden, The Netherlands, Finland and the USA. The countries with the highest level of intellectualization serve as an example to all other countries of the world. These countries are characterized by developed market economy; a dominant position in the international economy, which allows actively engaging own and imported resources in the economic turnover; the shift of the center of gravity of economic activity into the services sector and the dominance of service economy; the greatest exhaustion of sources and factors of industrial development; advanced post-industrial development. The economic policy of the first group of countries has a decisive influence on the state and dynamics of the global economy, defining the main directions of its scientific and technological development and structural adjustment. The average index of the national economy intellectualization (AINEI), calculated by the authors, shows the place of each country in the world community as to their intellectual capital. Considering the continued deployment of R&D progress, the growing role of high-tech production and the complexity of social and economic relations, AINEI can serve as a reliable indicator of the macroeconomic environment intellectualization state. Therefore, the following organizations, bodies and individuals can use the comparative results of this study: the international organizations while developing international economic development programs; the state authorities of the countries in foreign and domestic policy forming; companies that create innovative and investment policy; migrants, tourists and persons who perform professional and transit activity for the formation of human potential and capital; scientists and teachers who develop mechanisms of intellectualization. Introduction. For three decades, the subjects of the Russian Federation have been participants in international relations, establishing international, foreign economic, cross-border cooperation with foreign partners. What are the opportunities and limitations of the international activities of the Russian regions? Have they transformed during this period? If so, in which direction and what was the reason for this? The purpose of this article is to find answers to these questions. Methodology. The conceptual basis of this study is the (...) concept of paradiplomacy. The methodological basis of the study was the approach of Manuel Du- ran. The researcher suggests studying four aspects relevant to the study of the role of subnational government (powers, capabilities, abilities and presence). Methods. From the view point of the research design, the article is a case study, because it is based on the method of studying specific cases (case-study). The Sverdlovsk region was chosen as the object of the research. Results. Summarizing the results of the analysis of the Sverdlovsk region’s paradiplomacy, the author comes to the conclusion that Russian regions enter into international / foreign economic agreements, but only with the subjects of foreign federal states, administrative-territorial entities of foreign states. Secondly, the subjects of the Russian Federation take part in the work of international organizations, but only with those created specifically for these purposes. Thirdly, the regions also communicate with foreign states authorities, but only with the consent of the Government of the Russian Federa- tion. Fourthly, the subjects of the Russian Federa- tion open their representative offices outside the country, but in agreement with the Russian Foreign Ministry. Finally, the authorities of the constituent entities of the Russian Federation create institu- tions of paradiplomacy, which is expressed in the activities of regional ministries whose task is to as- sist in the developing international cooperation. Conclusions. The author outlines possibilities and limitations of paradiplomacy at the legislative level. Informally, the heads of the constituent entities of the Russian Federation should be guided by the foreign policy line formulated by the head of the state. On a number of foreign policy events, certain Russian governors can take a firmer position than the federal center. (shrink)

The paper reviews the basics of development and implementation of the debt policy of Ukraine, outlines its formation principles and establishes requirements to normative legal documents which specify administrative measures in the field of the public debt. The research conducted shows that the main normative legal documents which govern activities of state administration bodies responsible for the debt policy implementation are the State Budget and the Program for State Debt Management of the Ministry of Finance of Ukraine. An analysis of (...) the structure of the above documents and ensuing governmental regulations of Ukraine indicates that the national debt policy is not a separate link of the public financial administration, it is shaped subsequent to the results of managerial decisions in the field of monetary relations, changes in the taxation system, operation of the efficiency control system of national taxes, the government deficit level, impacts of foreign economic factors etc. It is proved that debt operations in Ukraine are becoming a factor of economic risk for the state budget whereas the debt budget itself is becoming a destabilization factor. The budgetary policy of Ukraine, which is primarily aimed at maximization of tax collection, results in distortion of the public finance system and aggravates the economic status of numerous industries. The public debt service expenses are however still increasing and require public borrowings which keep growing year by year. The author indicates that the most unsuccessful decisions of the national leadership, which brought about a higher public debt, are the issue of internal public bonds for capitalization of the Privatbank PJSC in 2017 and poor state control over quasi-fiscal operations which may result in default of national Compulsory Social Insurance Funds on their obligations, accumulation of debts on VAT refund, remission of dead tax debts, instalment payment and deferral of money liabilities or tax debts of taxpayers, attraction of sovereign credits by resident economic entities, debt restructuring of such entities with public guarantees, supply of natural gas to heat-and-power engineering companies for generation of thermal energy at preferential prices, accrued receivables of the National Joint-Stock Company 'Naftogaz Ukrainy' for sale of natural gas to the population and heat-and-power engineering companies. This article discusses how pre-Genocide foreign missionary activity prepared the way for relief and existential support during and after the Armenian Genocide of 1915–1921. Examples are drawn from American, British, and German Protestant missionary organisations, especially the American Board of Commissioners for Foreign Missions, the Turkish Missions Aid Society or Bible Lands Missions Aid Society, and the Christlicher Hilfsbund im Orient. These agencies developed missionary and relief methods and transnational networks which were utilised by the Action Chrétienne (...) en Orient and other twentieth-century mission agencies in their work among Armenian communities. Lors des mobilisations associatives et des débats parlementaires en France, la victime de la traite apparaît sous une forme idéale : jeune femme, étrangère, naïve, innocente et vulnérable, elle nécessite protection au nom de la défense des droits de l’homme. Cette victime idéale devient suspecte dès que son statut légal ou son activité sont appréhendés. L’idéalité de la victime est dissoute dans les priorités nationales qui conduisent à se protéger des « indésirables ». La tension entre les priorités du national (...) et les principes universels produit une victime impossible, caractérisée par son absence. L’objet de cet article est d’analyser la production sociale de l’absence de la victime de la traite. La dernière partie de la présente contribution s’attache ainsi à montrer qu’au-delà d’une tension entre l’universel et le national, l’absence de la victime est aussi le résultat d’une relation sociale et des contraintes dans lesquelles sont pris les acteurs dans l’exercice de leur activité.During the mobilization by associations and the debates in the French parliament about the status of victims of trafficking in human beings, an ideal victim was presented. As a young woman – a naive, innocent, vulnerable foreigner – she needs to be protected in the name of human rights. However this victim becomes a suspect once attention shifts to her legal status or economic activity, and the ideal vanishes behind national priorities for protecting the country from « undesirables ». The tension between these priorities and universal principles produces an « impossible » victim, characterized by its absence. How has this absence of the « victim » of human trafficking been socially produced? Besides the foregoing tension, it also results from a social relation and from restrictions on the activities of the police, judges and associations. (shrink)

Development economics became a separate discipline in economic science in the 50s but only in the 60s and mid-70s can one note a bigger interest in those issues. Gradually, there has appeared an extensive literature concerning economic development. In the 80s it turned out, however, that despite some successes, the economic development of the majority of mid- and less developed countries was less satisfactory than expected. During most of the 80s and 90s the so-called Washington consensus dominated (...) theory and practice of economic development. This notion covered the whole range of activities that were to lead the developing countries to greater welfare and prosperity. It included tough fiscal and monetary policy, deregulation, foreign trade and capital flow liberalisation, elimination of government subsidies, moderate taxation, liberalisation of interest rates, maintaining low inflation, etc. From the developmental experience of the past years, a new developmental paradigm is emerging, the elements of which can be described in the following way: • basic economic environment should support investments in the long term • economy should be very sensitive to market stimuli • human resources should complement physical capital • information quick flow and absorption in the fast changing world attribute the key role to the institutions and mechanisms which jointly react to the stimuli. • Wherever there are market imperfections, state intervention should be market friendly. • Social equality must be guaranteed if the economic development is supposed to last on a sustainable basis. Economic migration, international mobility and refugee crises have brought about both risks and opportunities. Alongside the socio-economic and cultural potential to capitalize on they have generated challenges that need to be addressed. In such an increasingly globalized and diverse world, intercultural competences have become strategic resources underpinning the concept of democratic citizenship and social integration. The objectives of the present article are thus two-fold: firstly we want to explore the concept of cultural cognition and highlight the importance of (...) intercultural and diversity awareness, and, secondly, we intend to present and discuss the results of intercultural training sessions for uniformed services conducted within the “Open Lodz” project (Otwarta Łódź POWR.03.01.00-IP.08-00-3MU/18) (2019-2022) coordinated by the University of Lodz in collaboration with the Marek Edelman Dialogue Center in Łódź, the Municipal Police, the City of Lodz Office and the City Guard in Łódź. The project was aimed at enhancing foreigners’ quality of life and functioning in Poland. With this goal in view project activities, addressed at two groups of beneficiaries, namely foreign nationals and frontline workers (police, city guard officers, and municipal clerks) focused on improving communication skills (linguistic and cultural competences). The economic reactivation of Cartagena harbour from sixteenth century constitutes an importatn gap in the spanish historiography. This development, motivated mainly because of the repulse of its comercial function, it will be a good phocus of atraction for the foreigner merchant, which, in a narrow relation with the mercantile autochtonous bourgeoise, will dominate the hasrbour activity, comercial and finance of the city, forming a powerfull urban oligarchy.

In this article, the author describes the far Eastern Federal district as one of the subjects, considers the socio-economic development of the Far East, especially the timber industry. Since this industry is a priority of socio-economic development. The author also describes the problems of development of the timber industry in the Far East, focusing on the production potential, the object of attention also includes customs duties, the cost of forest products. Through corporate social responsibility activities, a firm can develop the capability for managing and benefiting from stakeholder relationships. This study refers to such a capability as stakeholder influence capacity. In a host country, locally sourcing parts and/or materials can generate economic value and improve social welfare. Moreover, local sourcing provides opportunities for a foreign firm to apply and advance SIC while closely interacting with host-country stakeholders. Accordingly, we expect that a firm, having gained SIC through CSR activities in (...) its home country, will be more likely to source parts and/or materials in the host country. We also expect that the relationship between SIC and host-country sourcing is conditional upon a foreign firm’s intangible resources and liabilities of foreignness. Our empirical analysis, using Korean datasets, supports the positive relationship between CSR and local sourcing. We find that this positive relationship is more pronounced either when the firm is committed to technology development or when its home and host countries are geographically or culturally distant. This study introduces 'time-specific' analysis of economic processes. Economic processes are conventionally analysed from one point in time to another over a series of time units - days, weeks, or years. By contrast, these time-specific models focus on the temporal character of events within the unit time - their timing, duration, and sequence - utilizing the information that is lost in the macroscopic time perspective of standard economic theory. What time-specific analysis reveals are economic and technological (...) characteristics of goods and services - prices and cost behaviour and temporal mobility or immobility within the unit time - that affect capital productivity and its utilization, optimal schedules of production, work, and consumption, least-cost methods of producing time-shaped outputs, and efficient welfare-maximizing behavior in time-specific, including peak-load, markets. We defend a view according to which Austrian economics rests on what can most properly be called an Aristotelian methodology. This implies a realist perspective, according to which the world exists independently of our thinking and reasoning activities; an essentialist perspective, according to which the world contains certain simple essences or natures which may come together in law-like ways to form more complex static and dynamic wholes, and an apriorist perspective, according to which given essences and essential structures are intelligible, (...) in the sense that they ca be grasped non-inductively in our thinking. We show the consequences of this view for an analysis of the thinking of Mises and Hoppe, both of which – we claim – incorporate what we believe to be foreign mixtures of Kantianism in their account of the foundations of Austrian economics. We first survey the Catholic social justice tradition, the foundation on which Caritas in Veritate builds. Then we discuss Benedict’s addition of love to the philosophical virtues (as applied to economics), and how radical a change that makes to an ethical perspective on economics. We emphasise the reality of the interpersonal aspects of present-day economic exchanges, using insights from two disciplines that have recognized that reality, human resources and marketing. Personal encounter really is a major factor in economic (...) exchanges in professional services, such as law and medicine. Finally, we examine the prospects for an economics of gratuitousness at a level higher than the individual, that is, for businesses devoted to social ends more than profit. -/- . (shrink)

State authorities have taken a variety of measures aimed at combating the COVID-19 pandemic. One group of those measures constitutes restrictions on the freedom of economic activity. In the paper the author analyses the provisions establishing prohibitions on performing specific economic activities introduced in Poland in the period from 14 March 2020 to 31 May 2021 in order to verify whether they have sufficient legal bases. For that purpose it was necessary to establish the constitutional conditions for (...) introducing restrictions on the freedom of economic activity. Subsequently the author verified what legal bases for the implementation of the restrictions were indicated in the legal acts introducing those restrictions and how those prohibitions have been defined. The main research method used for the purpose of the paper is the dogmatic method of analysing the provisions contained in the legal acts. (shrink)

Urban space is the spatial projection of various social and economic activities. Given the complexity of urban functions and the ongoing expansion of urban areas, the spatial differentiation of various economic activities within cities tends to become more and more clear; moreover, there tends to be spatial inequalities in resource allocation. Taking Beijing as an example, this study develops a spatial accessibility model at the town level by integrating the spatial distribution of economic activities with the transport (...) system and evaluating the accessibility to various economic activities. The equality of the residents’ economic-related travel activity is also evaluated in line with the population distribution. The results show that the accessibility to economic activities generally decreases in going from the urban center to the peripheral suburbs, and this “core to edge” difference is readily apparent. In general, residents tend to choose areas to settle in which have a high degree of accessibility, however, the attractiveness of accessibility is constrained within certain limits, as evidenced by a reduction of population in the center of Beijing. Additionally, there are inequalities with respect to traveling experiences. For instance, 27.8% of residents experience very convenient travel conditions, mostly in the Xicheng, Dongcheng, and Haidian districts, and this equates to a high level of accessibility; about half of the residents in Beijing live in areas ranked as being of medium accessibility and where the distribution of economic activities and transportation facilities are insufficient. Residents living in the outlying Changping, Mentougou, Shunyi, and Fangshan districts have relatively poor access to transportation indicating a low level of accessibility. Overall, the evaluation method for spatial equality considers comprehensively the distribution of economic activities, transportation, and population distribution and can provide a reference framework for optimization of the urban spatial structure to improve urban spatial equality. Economic activities are always supposed to carry with them the risk of market. Our area of research is concerned with what is known as the model of risk decisions at the level of economic activity; a model that can be valuable at any point of economic development. In our research, we present important aspects of risk in taking decisions in the previous and current dynamics of the market. The conditions of taking decisions with potential risks provide (...) decision-makers with the possibility to analyze and calculate risk in order to know what can be gained and lost. In our paper, we present a short description of a different model of risk in economic activity and of decision-making risk, providing examples that have been offered by various authors. For example, Friedman and Savage present the utility function of an economic agent and its availability to accept the risk, while Markowitz defines utility in terms of winning or losing. Our paper starts with a presentation of the quantification of risk in economic activity. In the second part, we present a model of decision-making risk that is applied in economic activities and the difference between risk and uncertainty. (shrink)

This article explores gender differences in three varieties of economic activities that supplement regular employment and housework: entrepreneurial moonlighting, self-provisioning, and casual exchanges with the members of other households. Drawing on data gathered through a random survey and interviews conducted with a white, rural, working-class population, gender differences were found in the content of these activities, their location, the time devoted to them, the degree to which they were delineated from other activities, and the opportunities they provided for sociability. This dissertation concerns justifications for how economic activity is organized. The dissertation considers the role of economic theory in the process of justification and assesses justifications for specific capitalist institutions. The three essays that comprise this dissertation pursue this inquiry by addressing questions respectively in the history of thought, distributive justice, and the ethics of work. ;To advance our general understanding about the development of nineteenth-century Irish political economy in the wake of the Great Irish Famine , (...) the first essay analyzes the Famine's impact on a previously unstudied, yet uniquely authoritative, element of the discipline: the questions given to candidates for the Whately Professorship of Political Economy at Trinity College, Dublin. The essay concludes, contrary to previous arguments, that the Famine did not fundamentally influence the discipline's development. Examining justifications for government responses to the Famine in light of this conclusion, the essay considers the role of economic theory in justifying how economic activity is organized. ;Challenging the position that people morally deserve their market earnings often relies on showing that there is little that people can be said to deserve or that market imperfections undermine desert claims. The second essay argues that even if people can generally be deserving and absent market imperfections, people cannot claim to deserve their earnings with respect to four common desert bases: social contribution, effort, compensation and promise of payment. A principle of fairness that requires fulfilling legitimate expectations might ground a moral claim to market earnings, but it is much weaker than moral desert in limiting income redistribution or in justifying use of the market. ;Given the nineteenth-century American labor movement's objection to the employment relationship on grounds that it was a form of servitude, the third essay assesses the extent to which a similar objection applies in contemporary society. The essay argues that despite changes in employment practices, from the standpoint of legitimate authority the employment relationship represents a form of servitude. Given ethical objections to voluntary servitude more generally, this analysis suggests the need for alternatives to the employment relationship, such as worker-owned cooperatives, in a just economy. As climate change continues to be a pressing issue affecting businesses, firms are taking proactive measures by integrating carbon considerations into their overall strategic planning for environmental sustainability. Nonetheless, the question of whether it pays to be green remains inconclusively answered. Based on an analysis of the 200 largest public listed firms by market capitalisation in Malaysia, the findings indicated that most of the firms are still reactive in managing their carbon activities; however, corporate carbon strategy does, indeed, lead to (...) better financial performance. The findings reaffirmed that going green pays off, particularly for firms with higher levels of foreign ownership. Interestingly, an inverse relationship was observed among firms with higher levels of government shareholdings. Additionally, the firms have been categorised into six different groups based on their scope and level of corporate carbon strategies, ranging from “wait-and-see” to “all-round explorer” classifications. Taken together, these findings enrich corporate carbon and sustainability literature and offer insights into theoretical and policy implications, along with suggestions for future research. (shrink)

After regaining its independence on October 18, 1991, the Republic of Azerbaijan had a historic opportunity to develop and strengthen its statehood. In such circumstances, the formation and implementation of a new foreign policy course in accordance with the principles of national statehood was the most important issue. Armenian separatism, which started in Nagorno-Karabakh with Armenia's groundless territorial claims against Azerbaijan, as well as the expansion of military aggression, not only faced our country with serious political and economic (...) problems, but also brought to the fore the fulfillment of important tasks in the foreign policy of our state. Preventing Armenia's military aggression against our country, eliminating its severe consequences, ensuring the territorial integrity and security of our state, and the need to be politically and economically integrated into the world required a thoughtful, consistent and active foreign policy. In the second half of 1993, the national leader Heydar Aliyev's return to power created conditions for establishing the ideas of independent statehood in Azerbaijan. After that, practical changes were made in the course of Azerbaijan's foreign policy, taking into account the current realities and aimed at protecting the national interests of our country. Our foreign policy implemented since this period is related to the name and activities of the National Leader. The article talks about Heydar Aliyev's activities in the establishment of diplomatic relations with Middle Eastern countries, Muslim and Arab countries during the second years of his power. This paper explores how João de Andrade Corvo and José Vicente Barbosa du Bocage, two nineteenth-century Portuguese naturalists, were able to reach prominent political positions in their country by means of their work in, respectively, botany and agriculture, and zoology. The authority they derived from their scientific activities and the knowledge they acquired in the process, favored by their proximity to particular political quarters, elevated them to important governmental offices, in the context of which they implemented policies that reinforced Portugal’s (...) identity as an imperial nation. The colonial policies and agreements signed by Corvo and Bocage aimed at securing Portuguese colonial territories, which, aside from their economic relevance, constituted a symbol of power that reinforced the sovereignty of a small nation in a Europe dominated by the rule of increasingly vaster and stronger states. In spite of their different scientific careers and personal interests, both naturalists played key roles in Portuguese foreign affairs and colonial negotiations of the late nineteenth century, especially during the Scramble for Africa. "At places distant from where you are, but also uncomfortably close," writes David Takacs, "a holocaust is under way. People are slashing, hacking, bulldozing, burning, poisoning, and otherwise destroying huge swaths of life on Earth at a furious pace." And a cadre of ecologists and conservation biologists has responded, vigorously promoting a new definition of nature: biodiversity --advocating it in Congress and on the Tonight Show; whispering it into the ears of foreign leaders redefining the boundaries of science and (...) politics, ethics and religion, nature and our ideas of nature. These scientists have infused the environmental movement with new focus and direction, but by engaging in such activities, they jeopardize the societal trust that allows them to be public spokespersons for nature in the first place. The Idea of Biodiversity analyzes what biodiversity represents to the biologists who operate in broader society on its behalf, drawing on in-depth interviews with the scientists most active today in the mission to preserve biodiversity, including Peter Raven, Thomas Lovejoy, Jane Lubchenco, and Paul Ehrlich. Takacs explores how and why these biologists shaped the concept of biodiversity and promoted it to society at large--examining their definitions of biodiversity their opinions about spirituality and its role in scientific work the notion of biodiversity as something of intrinsic value and their views on biophilia, E. O. Wilson's idea that humans are genetically predisposed to love nature. Takacs also looks at the work of twentieth-century forerunners of today's conservation biologists--Aldo Leopold, Charles S. Elton, Rachel Carson, David Ehrenfeld--and points out their contributions to the current debates. He takes readers to Costa Rica, where a group of scientists is using biodiversity to remake nature and society. And in an extended section, he profiles the thoughts and work of E. O. Wilson. "When I'm asked, 'should we save this species orthat species, or this place or that place?' the answer is always 'Yes!' with an exclamation point. Because it's obvious. An interdisciplinary approach was used to analyse multicomplex issues of the Covid-19 crisis, demonstrated also by the Economics of innovation. The Economics of innovation is useful when analysing a unique feedback of megatrends and the emergence of liminal crisis innovations. The purpose of this paper is, in spite of many statements to the contrary, to prove that innovative activity may serve as the key to unlocking a post-crisis economic development. Analyses presented in the paper are based on the (...) Polish and foreign literature on the subject, reports on research conducted in many research centres and the author’s own observation at the Social Innovation Council. Three research themes are signalled: 1) the reality of the crisis in the aspect of Covid-19 pandemic and other crises in the literature studies and in practice; 2) innovation as the driving force for recovering from the Covid-19 crisis; 3) Coronavirus support: the activity of the state and social expectations. Conclusions and recommendations contained in this paper are, to a large extent, based on hermeneutics; they also stem from statistical data analyses and own research. (shrink)
