This paper puts forth Central Asian AI Ethics Principles and proposes a layered strategy tailored for the development of ethical principles in the field of artificial intelligence (AI) in Central Asian countries. This approach includes the customization of AI ethics principles to resonate with local nuances, the formulation of national and regional-level AI Ethics principles, and the implementation of subject-specific principles. While countering the narrative of ineffectiveness of the AI Ethics principles, this paper underscores the importance (...) of stakeholder collaboration, provides a comprehensive framework, and emphasizes the need for responsible AI practices. In Post-Soviet Central Asia, China is emerging as one of the most influential players as a result of an overall increase in its global role. The Central Asian region forms a crucial part of the Belt and Road Initiative thanks to its strategic location and natural wealth. Relations between China and Central Asian countries have been developing very dynamically over the past two decades and China has had a substantial impact on the five economies. Although (...) the Chinese approach is quite cautious regarding politics and security, there is much greater interest in the economic side, most significantly in energy and infrastructure. The purpose of this study is to explore the key issues behind China’s economic presence in the region and to determine subsequent challenges for Central Asian countries. The forms of Central Asian shamanism owe their relative homogeneity both to a commonly shared tradition and the influence of Islam. It is, however, possible to distinguish two distinct tendencies, which correspond to the two ethnic groups that inhabit this region, one Iranian-speaking and the other Turkish-speaking. At the same time, the process of Islamization does not in itself prevent the preservation of certain elements of shamanism pertaining both to the thought and practice of these Muslim peoples, nor (...) to their secondary, non-official religious activities. The recent progression in AI, nanomedicine and robotics have increased concerns about ethics, policy and law. The increasing complexity and hybrid nature of AI and nanotechnologies impact the functionality of “law in action” which can lead to legal uncertainty and ultimately to a public distrust. There is an immediate need of collaboration between Central Asian biomedical scientists, AI engineers and academic lawyers for the harmonization of AI, nanomedicines and robotics in Central Asian legal system.

Comparative study between Tibetan Bon and Buryatian Bø religion of ancient Shamanic traditions.

This paper addresses the issue of how local and global norms and requirements are negotiated in the early stages of development of Social Science research ethics policy in a Global South context. A review of relevant literature followed by analysis of relevant national and institutional policies highlights both tensions and creative potential for ongoing research ethics initiatives. It was found that safety, trust and confidentiality issues are common problems reported by social science researchers in Kyrgyzstan. National level documents do not (...) directly address these ethical research issues, but the need for international research ethics principles is recognized. A limited number of institutional policies address research ethics issues, with the majority of relevant documents being codes of conduct focused on virtue ethics. The paper argues that this analysis of the current situation in Kyrgyzstan is likely to be of relevance to many countries, where those responsible for governance of research at all levels are grappling with the tensions of navigating research ethics in ways that are meaningful in local contexts while being congruent with Global North ethics requirements of funders and publishers. BackgroundIn the pandemic time, many low- and middle-income countries are experiencing restricted access to COVID-19 vaccines. Access to imported vaccines or ways to produce them locally became the principal source of hope for these countries. But developing a strategy for success in obtaining and allocating vaccines was not easy task. The governments in those countries have faced the difficult decision whether to accept or reject offers of vaccine diplomacy, weighing the price and availability of COVID-19 vaccines against the concerns over (...) their efficacy and safety. We aimed to analyze public opinion regarding the governmental strategies to obtain COVID-19 vaccines in three Central Asian countries, focusing particularly on possible ethical issues.MethodsWe searched for opinions expressed either in Russian or in the respective national languages. We provided data on the debate within three countries, drawn from social media postings and other sources. The opinion data was not restricted by source and time. This allowed collecting a wide range of possible opinions that could be expressed regarding COVID-19 vaccine supply and human participation in the vaccine trial. We recognized ethical issues and possible questions concerning different ethical frameworks. We also considered scientific data and other information, in the process of reasoning.ResultsAs a result, public views on their respective government policies on COVID-19 vaccine supply ranged from strongly negative to slightly positive. We extracted the most important issues from public debates, for our analysis. The first issue involved trade-offs between quantity, speed, price, freedom, efficacy, and safety in the vaccines. The second set of issues arose in connection with the request to site a randomized trial in one of the countries (Uzbekistan). After considering additional evidence, we weighed individual and public risks against the benefits to make specific judgements concerning every issue.ConclusionsWe believe that our analysis would be a helpful example of solving ethical issues that can arise concerning COVID-19 vaccine supply around the world. The public view can be highly critical, helping to spot such issues. An ignoring this view can lead to major problems, which in turn, can become a serious obstacle for the vaccine coverage and epidemics’ control in the countries and regions. (shrink)

The present paper conceptualises two distinct ways in which scholars may try to make sense of a document or set of documents, and considers why so few attempts are made to marry these two approaches. By subjecting the collected contents of an early 20th-century documentary scroll from Nasaf first to an ‘evocative’ reading and then to an ‘antiphonal’ one, I consider what we may glean from considering each reading in the light of the other.

This article examines byline issues and journalism ethics in an Asian context, with particular focus on how journalists invent and subsequently publish articles under various non-existent authors. The study took place between April and August 2022 in Kazakhstan, Kyrgyzstan and Uzbekistan, where ethical misbehavior in journalism is normalized and academic institutions in the region fail to develop students’ ethical approach to journalism. It is well known that journalists write about politically sensitive issues under pseudonyms or other names in authoritarian (...) contexts, but this study adds to scholarship exploring why and under what circumstances journalists in an Asian context use non-existent authors even when writing on nonsensitive and trivial matters. The findings suggest that journalists choose to and/or are forced to publish articles using multiple pseudonyms by political, economic, and individual circumstances. The findings are discussed in relation to the theory of deontological ethics. (shrink)

This paper considers the process of how the image of Mount Sumeru, the axis mundi of the Indian Buddhist cosmology, was transmitted from the Indo-Iranian cultural sphere to the Chinese cultural sphere in the fifth and sixth centuries. The research focus is mainly on the representations of Mt. Sumeru in the wall paintings of two monumental Buddhist sites from this period, the Kizil Grottoes (Kucha) and the Mogao Grottoes (Dunhuang), with reference to a relevant image in the Yungang Grottoes (Datong). (...) As the monks of Kucha were in direct intellectual contact with contemporaneous India via the Sanskrit language, it is a purely Indian Buddhist cosmological worldview that is reflected in early Kizil paintings. In Dunhuang, on the other hand, the earliest-extant Sumeru representation clearly shows the visual syncretism of Buddhist and Taoist cosmologies. These visual symbols of the “World” are composites of multiple historical factors, such as languages, geopolitical situation of regional powers, and ideological trends of the regions. (shrink)

The Daoist–Buddhist syncretism movement helped popularize Buddhism, which in turn enabled monks to exercise social influence. Such influence eventually contributed to the four major Buddhist persecutions in China and further shaped the development of Buddhist philosophy in East Asia. In addition to their historical interest, cultural heritage buildings are valuable because they contribute significantly to the economy by providing key attractions at a time when tourism and leisure are major industries. The need for preserving historical constructions is thus not only a cultural requirement, but also an economical and developmental demand. Herein, among different Iranian heritage buildings, pigeon towers, or dovecotes, are of a great importance. Hundreds of dovecotes, dating largely to the Safavid period, dot the fields in the vicinity of Isfahan. On the other hand, valleys formed by creeks in central parts of Anatolia seem to have offered suitable environments for ancient settlements. Cappadocia region and two valleys nearby the town of Gesi accommodate a number of villages surrounded by hundreds of dove cotes in different types. This paper investigates different types of dovecotes in Iran plateau and Central Anatolia, Turkey. The results show there is a fundamental difference between the structures of dovecotes in these two countries. However, ancient dovecotes in Iran and Central Anatolia can be considered good examples of 'architecture without architects' or ' spectacular vernacular architecture'. Master builders who designed and constructed these buildings for such a simple function, created impressive forms without much pretension and bringing forth the tectonic aspects of the art of architecture. We discuss the bearing of Daniel Kahneman and Amos Tversky's Prospect Theory on some central issues in ethics. It has been argued that the theory provides a better explanation of our intuitive responses to some important ethical decision cases—like some famous cases put by Philippa Foot and others—than traditional and widely acknowledged ethical principles do. In this way, Prospect Theory contributes to the new wave of skepticism, emanating from the social sciences, about the role of intuitive judgments in ethical (...) theory and philosophy more generally. We focus on Kahneman and Tversky's famous Asian Disease Problem. We show that the case fails to support Prospect Theory over traditional ethical theory as an explanation of the most common intuitive responses to the case, and, moreover, fails as an account of the most common intuitive responses to Foot's famous trolley case and related cases. We maintain that careful critical attention to all these cases shows that Prospect Theory has not made a successful incursion into ethics, whatever it may have established about non-ethical decision-making. This article addresses how Asian racialization grounds contemporary social media experimentation on—and comprehensive surveillance of—users. To make this point, we focus on the relationship between the sentimentality of white benevolence as an expression of US empire and the social scientific history of sentiment analysis, which derives from early twentieth-century analyses of women workers and Japanese internment camps. The drive to “read” the inscrutable other—framed as a benevolent alternative to direct coercion—underlies methods to better capture and control individuals by understanding (...) their reactions within experimental and disruptive environments. In tracing these histories, we contribute to larger efforts to unpack the centrality of racial formations to current forms of social media and to reveal how contemporary digital campaigns to protect Asian Americans sustain the mutually constitutive logic of white love and white hate. We conclude by reading for moments of Asian affective opacity as ways to move beyond the sentimental economy of love and hate that so easily feeds the digital economy of sentiment analysis. These examples of opacity make possible contradictory meanings to any particular affective response and makes possible practices of care that coexist with, but exceed, the extractive logics of sentiment analysis. Scholars in Central Asia have long started exploring the nexus between law and technology. Contemporary Central Asian legal academia is producing research which stands at the junction of law, philosophy, and technology. Central Asia is comparatively not advanced in technology production and imports most the technologies from neighboring tech giants. These technologies are imported as a package along with the laws and regulations proposed by the technology manufacturing country. It has been observed that these regulations don‘t (...) correlate with the existing local and regional legal systems. To meet these demands, this article proposes a new discipline / branch of legal sciences named as ―Central Asia Tech Law to accommodate the technological progression of the 4th industrial revolution. This branch of law strives to promote globalized legal mechanisms to treat technology as per the demands of the Central Asian region and in line with the international norms and standardization. Another purpose of Central Asia Tech Law is to increase the interaction with regional social and applied scientists to set regional technological standards and preferences for Central Asia. (shrink)

Chidambaram Ramalingam (1823 – 1874) was a nineteenth century Indian-Tamilian poet, mystic, and visionary moral thinker well-known for his seminal contributions to Tamil religious and moral literature. He initiated a new moral and spiritual community and movement, Suddha Sanmargam, or “The Pure Path to True Harmony”, in the nineteenth century in the province of Tamilnadu in Southern India. One of Ramalingam’s texts which laid the philosophical foundation for this community and movement is his great unfinished essay “The Ethic of Compassion (...) for Sentient Beings”. In this talk, I will attempt a systematic presentation of the moral vision and ethical system in his essay. Among Ramalingam’s central claims are the following: a) Compassion involves understanding or discernment of the ultimate metaphysical truth pertaining to sentient beings, b) Compassion is the foundation of all other moral virtues, c) Compassion provides the standard of the moral worth of actions, d) Compassion is the basis of morality itself, and e) Compassion is an essential condition of attaining spiritual liberation or enlightenment. In my talk, I will clarify, develop, and critically examine these five theses on compassion and consider relevant views and objections in the Western and Asian philosophical traditions. (shrink)

How are we to rearticulate and retool those kaleidoscopic “problems” of social categories and identities each time differently, with different productivity, even as different “products”?—this capital, frontal problema, this “sufficient” bodily evidence in and of reality, “in front of you” and me. Such is the broad philosophical force, background and foreground, of the questions I dwell on here if only briefly. What interests me in particular, just as an example if not (...) exemplar, concerns the “Asian female” question, with which I happen to have some auto-ethnographical familiarity: the material specificity as well as translatability of some of the stereotypical identity markers of it categorically isolatable as such—I also show why a categorically responsive reflection matters, as my ultimate aim here is to advance a case for the social ontological centrality of this issue of Asian gender stereotypes to feminist and critical race theories. Central Asian researchers are underrepresented in the global research production in social sciences, resulting in a limited Central Asian perspective on many social issues. To stimulate the production of local knowledge, it is important to develop strong research cultures, including knowledge of ethical practices in research with human participants. There is currently scarce evidence about research ethics regulations used by social science researchers working in the Central Asian region. This article reports findings from an (...) online survey conducted in Kazakhstan, Kyrgyzstan, and Uzbekistan ( n = 296) from October 2021 to January 2022. Focusing on three Central Asian countries, this article addresses the following research questions: What are the attitudes and practices of social science researchers based in Central Asia toward research ethics regulations and research ethics committees (RECs)? Is research ethics training associated with improved attitudes and practices in relation to research ethics among social scientists based in Central Asia? Is research experience associated with improved attitudes and practices in relation to research ethics among social scientists based in Central Asia? Regression analyses results demonstrate that locally based social scientists with prior research ethics training implement ethical procedures in their empirical research practice more often compared to researchers without any prior research ethics training. The preliminary findings indicate that research ethics training is positively associated with Central Asia-based social science researchers’ engagement in ethical research, thus potentially increasing the amount and quality of empirical social science research produced in the region. During the last millennium the world economic and geopolitical conflicts were to a great extent connected: different crises in the World System's evolution stimulated geopolitical shifts and vice versa. This article argues that in the 15th century different geopolitical events and conflicts in Central Asia initiated the fall of the previous World System and the rise of the new one. This transformation resulted in the fall of overland and river trade routes, including the Great Silk Route, which passed through (...) Central Asia. World trade shifted to sea and ocean routes, and European countries became the center of the new World System. Now, in the beginning of the 21st century a new transformation of the World System is underway. The center of economic and political development is migrating gradually to the East: this is why the geopolitical role of the Central Asian states is increasing. Central Asian states are a very important part of the New Silk Route; this route is to connect Eastern Asia with Europe and the Middle East. The United States, China, Russia, and other states are ardently competing to control the New Silk Route. Hence, different geopolitical, social, and military conflicts are probable in Central Asia. So economic and political integration in Eurasia between Russia, China, the United States and Central Asian states is very important for the geopolitical stabilization of the region. Eric Voegelin’s Asian Political Thought brings together scholars from both Asia and the West to reflect upon the political philosopher’s thought about China, Japan, Korea, Central Asia, and India, showing how Voegelin’s approach can illuminate the region but also what are the possibilities that Asia offers in the twentieth-first century.

After expounding the conceptions of harmony that are central to Confucianism and the sub-Saharan ethic of ubuntu, I apply them to three major topics pertaining to age, namely, virtue, the value of life, and care. Roughly speaking, indigenous East Asian and African values of harmony both entail that only the elderly can be truly virtuous, that the elderly have a strong claim to life-saving resources, and that they are entitled to care from their children, views that I show (...) are not characteristic of moral thinking in the contemporary West, neither for prominent philosophies nor the cultures out of which they grew. I suggest that many Anglophone moral philosophers should be given pause by the existence of different perspectives on the part of at least two long-standing philosophies, and conclude by briefly proposing some ways that cross-cultural debate might be undertaken in the future. Departing from Pierre Bayle's discussion of Spinoza in the entry 'Japan' in his Dictionaire, this article discusses how debates about the Far East functioned as a foil for the polemics generated by the Radical Enlightement. The central point of investigation is a debate between Gerard Vossius and Georg Hornius, integrating three main issues where ideas about the East challenged accepted European authority: sacred history, republicanism, and natural philosophy. The article demonstrates that the onset of radicalism involved a plethora of (...) old, new and exotic ideas, from logic to linguistics and Hermeticism, before crystallizing into the scientific and political notions now associated with modernity. This study of the comparative ethics of war seeks to open a discussion about whether there are universal standards in the ideologies of warfare between the major religious traditions of the world. The project looks at the ideology of war in the major Asian religious traditions. Does our exploration of the ethics of war in Asian civilizations have any bearing on the pressing questions of armed conflict today? It has become clear that Islamic ethics and law contain sophisticated (...) concepts of both just war (jus ad bellum) and just warfare (jus in bello) . Based on a two-stage questionnaire with six South Asian organizations that focus on South Asian women, this article examines the factors that determined the creation of such organizations. Through an analysis of their organizational ideology, structure, goals, and strategies, the article demonstrates their relevance and the instrumental role they play in shifting marital violence among South Asians in the United States from a “private problem” to a “social issue.” Central to the analysis is how ethnicity and gender (...) intersect in addressing social change. The striking parallels between Derrida’s deconstruction and certain strategies eschewing oppositional hierarchies in Asian thought, especially in Buddhism and Daoism, have attracted much attention from scholars of both Western and Asian philosophy. This book contributes to this discussion by focusing on the ethical dimension and function of deconstruction in Asian thought. During the global financial crisis of 2007–2009 and the currentCovid-19 debacle, central banks acted quickly, boldly, and effectively. The paper argues that they did so thanks to the lessons learned from the past financial crises, which provided them with opportunities to reconsider their previous beliefs. A case in point is the banking crisis in the United States during the Great Depression of the 1930s that taught central banks to act rapidly and decisively in order to prevent an initial (...) liquidity crisis from escalating into a solvency crisis leading to bankruptcies of banks with potentially disastrous consequences for the entire economy. The paper revisits the consequences of the currency crises of the 1990s, which transformed exchange rate regimes across the world: the EMS one of 1992–1993 that accelerated the launch of the euro, and the Asian one of 1997–1998 resulted in the proliferation of floating exchange rates in emerging economies. In the 340s, following his conversion to Christianity, he wrote theDe errore profanarum religionum, which has been preserved only (...) in the tenth-century manuscript Vaticanus Palatinus Latinus 165. In this work he argues against the pagan cults, calling for the emperors to suppress them. The first sections are dedicated to the pagan worship of the natural elements: objects of a cult are water among the Egyptians, earth among the Phrygians, air among the Assyrians. The chapter we are dealing with, the fifth, is dedicated to fire, a central element of the Zoroastrian religion. Greek and Roman writers, pagans and Christians alike, were aware of this, and references to some sort of fire-cult among Persians are numerous in literature and are found as early as Herodotus. Just like Firmicus Maternus, some authors also state that the Magi worship fire as a god or divine element and that they conduct fire-related rituals. In Greek and Latin authors there is a view that the Magi, these specialists of the rituals of the Persian religion, were originally a Median tribe. As shown by the passages of Ammianus and Basil, such knowledge was also available to Firmicus Maternus’ contemporaries, and there do not appear to be particular differences in the way in which Greek and Latin authors viewed the Magi in Achaemenid and Sassanid times. In the last decades of the XX century the world community precisely realized the huge danger of the ecological situation which had been developed on our planet under influence of negative technogenic and other anthropogenous factors. Very complex there were ecological conditions in the territory of the former USSR, including Central Asian region, in particular Uzbekistan, which had experienced all the toughness of the former colonial regime. Understanding the consequences of the ecological catastrophe in the region helps to (...) model sociopolitical and economic activities in the field of preservation of the environment, to realize the fact, that in the system of interstate and interethnic relations the ecological policy should have a priority direction, and its integration, in general,is a modern globalization of international sociopolitical, economic and other relations. Thus, necessity of all-round development of coordination and integration of the ecological policies of the all States of our region, and also near and far abroad. Main principles of interstate ecological relations have been fixed in the declaration of Rio de Janeiro (1992) where it is underlined that “close cooperation and mutual aid of the countries in economic, political, ecological andcultural fields” is necessary, demanding modeling of nature protection actions on a global scale. Principles of integration of the ecological policy which are carried out by the States of the Central Asia, correspond to the regulations of Conference of Rio de Janeiro and equitable to the interests of all people living both inside and outside the region. Over the past two decades, the understanding of the roles of vitamin D has expanded to include many nonskeletal effects such as reduced risk of acute respiratory tract infections, autoimmune diseases, cancer, cardiovascular disease, diabetes mellitus, neurological diseases, and adverse pregnancy and birth outcomes. The role of vitamin D for optimal health is well known in Western developed countries but less so in Central Asian countries. This narrative review compares the status of vitamin D between Central (...) class='Hi'>Asian countries and Northern European countries.
