A rough categorization of issues in the field of Technology and Society Studies is provided and the kinds of values and value issues under discussion are examined. It is argued that value theory is not sufficiently well-developed to address some of the value issues that arise. Three approaches to values with which the author disagrees are discussed: the atomistic view of values; the ordinary language approach; and, an approach the author calls the "rationality approach". Albert Borgmann's notion of the "device paradigm" can be used to explain a widely experienced frustration encountered in attempts to put people's values into practice in a technological world: Technologies increasingly embraced as a means of disburdening them from social and bodily engagement also increasingly constrain their efforts to express their values through action. Expressive elements of their actions are effectively fixed by, and incorporated in, the devices they adopt. Ethnographic investigation of the "home power" movement in the (...) United States, however, provides evidence of a successful break from the device paradigm. In the process of installing more expensive and less convenient renewable electric power systems in their homes, participants in this movement have achieved a uniquely creative reassertion of alterna tive environmental, community, and work-related values. The resonance between Borgmann's theoretical framework and the home power experience affords both practi cal guidance and grounds for hope that people's use of technology can be brought into greater conformity with more careful formulations of their fundamental values. The paper discusses the limitations of engineering ethics as implemented in practice, with a focus on the fact that engineering and other activities are carried out without any consideration of whether the activities are themselves ethical, and on the gap between legality and ethics. This leads to the following three central ideas of the paper. The first is the need for engineers to both be aware of and critique their own values and be able to widen their perspective to (...) that of the ‘other’, i.e., marginalised and minority groups and the environment. This understanding of the ‘other’ and values is also applied to the discussion of ethical issues relating to minority world (‘developed’) country engineers working in majority world (‘developing’) countries. The second central idea is the fact that structural and contextual factors in the form of barriers and enablers affect ethical values and practices. Individuals are not necessarily unethical in themselves, but the context and organisational ethos may present barriers to ethical behaviour and encourage the development of unethical values. These barriers and enablers are investigated through a pilot survey. The third central idea is the relationship between individual and collective responsibility and the need for support to enable engineers to think and behave ethically. (shrink)

In light of research showing that climate change policy opinions and perceptions of climate change are conditioned by pre-held values, Max Scheler’s axiology, conception of ethos, and sociology of knowledge are revisited. Scheler provides a critical analysis of the values surrounding modern technology’s relation to nature, especially in his assessment of the subordination of life to utility, or, the “ethos of industrialism”. The ethos of industrialism is said to influence the modern understanding of the environment as a (...) machine to be controlled for human aims. Scheler’s phenomenological proto-environmental sociology can contribute to the environmental social sciences in three ways: articulating the axiological basis of human knowledge of the environment; offering new values to consider in future research on the social dimensions of human-nature relations; and a framework for connecting socio-ecological analysis with evaluation, specifically for evaluating different types of technologies based on their relation to the environment. The introduction of new energy technologies may lead to public resistance and contestation. It is often argued that this phenomenon is caused by an inadequate inclusion of relevant public values in the design of technology. In this paper we examine the applicability of the value sensitive design approach. While VSD was primarily introduced for incorporating values in technological design, our focus in this paper is expanded towards the design of the institutions surrounding these technologies, as well as (...) the design of stakeholder participation. One important methodological challenge of VSD is to identify the relevant values related to new technological developments. In this paper, we argue that the public debate can form a rich source from which to retrieve the values at stake. To demonstrate this, we have examined the arguments used in the public debate regarding the exploration and exploitation of shale gas in the Netherlands. We identified two important sets of the underlying values, namely substantive and procedural values. This paper concludes with two key findings. Firstly, contrary to what is often suggested in the literature, both proponents and opponents seem to endorse the same values. Secondly, contestation seems to arise in the precise operationalization of these values among the different stakeholders. In other words, contestation in the Dutch shale gas debate does not arise from inter-value conflict but rather from intra-value conflicts. This multi-interpretability should be incorporated in VSD processes. (shrink)

Value change is a phenomenon that is gaining increasing attention in ethical analyses of technologies. However, a comprehensive study of how reprogenetic technologies and values coevolve is lacking. To remedy this gap, in this overview article, I address the relationship between reprogenetics and value change. This contribution thus argues for the importance of investigating the phenomenon of value change in relation to the technological controversies discussed in bioethics. To meet this goal, I begin by clarifying, first, how technologies shape (...) reproductive choice. I then clarify what “values” and “moral values” are, how reprogenetic technologies are value laden, and what values are often discussed in reprogenetics debates. Next, I show five types of value changes that have occurred in advance in reproductive and genetic technologies. Finally, I argue for the bioethical relevance of discussing future techno-value change, pointing out the descriptive and normative challenges of this philosophical endeavor. (shrink)

The aim of this paper is to make possible dialogue between those who claim that technologies are coded with social, political, or ethical values and those who argue that they are value-neutral. To demonstrate the relevance of this bridge-building project, the controversy regarding agrifood biotechnology will be used as a case study. Drawing on work by L. H. Nelson about the nature of human knowledge-building enterprises and E. F. As the number of medical and health humanities degree programs in the United States rapidly increases, it is especially timely to consider the range of specific disciplinary perspectives that might benefit students enrolled in these programs. This paper discusses the inclusion of one such perspective from the field of Science and Technology Studies The author asserts that STS benefits students in the medical and health humanities in four particular ways, by: challenging the “progress narrative” around the advancement of biomedicine (...) as scientific practice, evaluating the meaning of technology, especially in how technology orients us towards sickness and how health technology is in turn shaped by social and cultural values, assessing the plurality of biomedical epistemologies, rather than assuming biomedicine is one, cohesive body of knowledge that does not differ across contexts, and critiquing bias in biomedical practice and science, especially in the marginalization of women’s voices and in the racial and postcolonial trajectories of contemporary biomedicine. The paper discusses the theoretical importance of these four trajectories to the medical and health humanities, as well as the venues for inclusion of STS within coursework and programming at Case Western Reserve University. The paper also comments on how programming at other institutions might be adapted to incorporate STS scholarship. By drawing on numerous examples of research in the anthropology, sociology, history, and the philosophy of science, this article seeks to open a conversation about the value of science and technology studies to health humanities pedagogy. Neurath’s scientific utopianism is the proposal that the social sciences should engage in the elaboration, development, and comparison of counterfactual scenarios, the ‘utopias’. Such scenarios can be understood as centerpieces of scientific thought experiments, that is, in exercises of imagination that not only promote conceptual revision, but also stimulate creativity to deal with experienced problems, as utopias are efforts to imagine what the future could look like. Moreover, utopian thought experiments can offer scientific knowledge to inform political debates and decisions, (...) contributing to the shaping of society. This essay reconstructs a historical event as an example of Neurath’s utopianist methodology. In the late 1970s and early 1980s, a scientific and political commission appointed by the Western German Parliament devised and compared four scenarios for future energetic-economic policies. Conclusions of the commission informed political decisions that put Western (later reunified) Germany in a route towards becoming a green industrial power. A fundamental part of the commission’s work involved an appeal to imagination, allowing for the characterization under Neurath’s methodology. (shrink)

This essay sets human reproductive technologies in the context of biological research exploiting the discovery of the structure of the DNA molecule in the early 1950s. By setting these technological developments in this research context and then setting the research in the framework of a philosophical analysis of the role of social values in scientific inquiry, it is possible to develop a perspective on these technologies and the aspirations they represent that is relevant to the concerns of their social (...) critics. The number of people with dementia is increasing worldwide. At the same time, family and professional caregivers’ resources are limited. A promising approach to relieve these carers’ burden and assist people with dementia is assistive technology. In order to be useful and accepted, such technologies need to respect the values and needs of their intended users. We applied the value sensitive design approach to identify values and needs of patients with dementia and family and professional caregivers in (...) respect to assistive technologies to assist people with dementia in institutionalized care. Based on semi-structured interviews of residents/patients with cognitive impairment, relatives, and healthcare professionals (10 each), we identified 44 values summarized by 18 core values. From these values, we created a values’ network to demonstrate the interplay between the values. The core of this network was caring and empathy as most strongly interacting value. Furthermore, we found 36 needs for assistance belonging to the four action fields of activity, care, management/administration, and nursing. Based on these values and needs for assistance, we created possible use cases for assistive technologies in each of the identified four action fields. All these use cases already are technologically feasible today but are not currently being used in healthcare facilities. This underlines the need for development of value-based technologies to ensure not only technological feasibility but also acceptance and implementation of assistive technologies. Our results help balance conflicting values and provide concrete suggestions for how engineers and designers can incorporate values into assistive technologies. (shrink)

The most contentious issue in current debates about human enhancement is whether it properly belongs to human aspiration to outstrip our human ceiling in cognition and longevity so radically that the result would not be improved human beings but instead "posthumans." An exploration of the moral and ethical implications of new biotechnologies Many of the ethical issues raised by new technologies have not been widely examined, discussed, or indeed settled. For example, robotics technology challenges the notion of personhood. Should a robot, capable of making what humans would call ethical decisions, be held responsible for those decisions and the resultant actions? Should society reward and punish robots in the same way that it does humans? Likewise, issues of safety, environmental concerns, (...) and distributive justice arise with the increasing acceptance of genetically modified organisms in food production nanotechnology in engineering and medicine, and human gene therapy and enhancement. The problem of dual-use—when a technology can be used both to benefit and to harm—exists with virtually all new technologies but is central in the context of emerging 21st century technologies ranging from artificial intelligence and robotics to human gene-editing and brain-computer interfacing. Bradley addresses emerging biotechnologies with prodigious potential to benefit humankind but that are also fraught with ethical consequences. This paper clarifies and answers the following question: is technology morally neutral? It is argued that the debate between proponents and opponents of the Neutrality Thesis depends on different underlying assumptions about the nature of technological artifacts. My central argument centres around the claim that a mere physicalistic vocabulary does not suffice in characterizing technological artifacts as artifacts, and that the concepts of function and intention are necessary to describe technological artifacts at the right level of description. Once this (...) has been established, I demystify talk about the possible value-ladenness of technological artifacts by showing how these values can be empirically identified. I draw from examples in biology and the social sciences to show that there is a non-mysterious sense in which functions and values can be empirically identified. I conclude from this that technology can be value-laden and that its value-ladenness can both derive from the intended functions as well as the harmful non-intended functions of technological artifacts.
