This chapter addresses the distinction between private and public and the difference between ‘public’ and ‘official’. Drawing on a comparative analysis of Asian cities, it looks at the ways in which the local, the national and the global levels, which serve different, sometimes contrasting, interests, are negotiated and reconciled in the city. The chapter suggests that different forms of reconciliation have brought about an alternative ‘insitutionalisation’ of the public space. Such an institutionalisation is reflected in the access to, and dissemination (...) of, information—e.g., access to the media—and, above all, in the control over the common goods. The public sphere is used to voice discontent, leading to a new definition of the ‘common good’; that is, the inclusion, or non-exclusion, of large sections of the population which, though initially marginal, can become significant in shaping urban politics. Barsalou's theory of perceptual symbol systems is considered from a metacognitive perspective. Two examples are discussed in terms of the proposed perceptual symbol theory. First, recent results in research on feeling-of-knowing judgement are used to argue for a representation of familiarity with input cues. This representation should support implicit memory. Second, the ability of maintaining a theory of other people's beliefs (theory of mind) is considered and it is suggested that a purely simulation-based view is insufficient to explain the available (...) evidence. Both examples characterize areas where Barsalou's theory would benefit from additional detail. (shrink)

The existence of neural correlates of consciousness (NCC) is not enough for philosophical purposes. On the other hand, there's more to NCC than meets the sceptic's eye. (I) NCC are useful for a better understanding of conscious experience, for instance: (1) NCC are helpful to explain phenomenological features of consciousness – e.g., dreaming. (2) NCC can account for phenomenological opaque facts – e.g., the temporal structure of consciousness. (3) NCC reveal properties and functions of consciousness which cannot be elucidated either (...) by introspective phenomenology or by psychological experiments alone – e.g., vision. (II) There are crucial problems and shortcomings of NCC: (1) Correlation implies neither causation nor identity. (2) There are limitations of empirical access due to the problem of other minds and the problem of self-deception, and (3) due to the restrictions provided by inter- and intraindividual variations. (4) NCC cannot be catched by neuroscience alone because of the externalistic content of representations. Therefore, NCC are not sufficient for a naturalistic theory of mind, (5) nor are they necessary because of the possibility of multiple realization. (III) Nevertheless, NCC are relevant and important for the mind-body problem: (1) NCC reveal features that are necessary at least for behavioral manifestations of human consciousness. (2) But NCC are compatible with very different proposals for a solution of the mind-body problem. This seems to be both advantageous and detrimental. (3) NCC restrict nomological identity accounts. (4) The investigation of NCC can refute empirical arguments for interactionism as a case study of John Eccles' dualistic proposals will show. (5) The discoveries of NCC cannot establish a naturalistic theory of mind alone, for which, e.g., a principle of supervenience and a further condition – and therefore philosophical arguments – are required. The existence of quantum correlates of consciousness (QCC) is doubtful from a scientific perspective. But even if their existence were verified, philosophical problems would remain. On the other hand, there could be more to QCC than meets the sceptic's eye: • QCC might be useful or even necessary for a better understanding of conscious experience or quantum physics or both. The main reasons for this are: the measurement problem (the nature of observation, the mysterious collapse of the wave function, etc.), (...) ostensibly shared features of quantum phenomena and conscious phenomena (e.g., complementarity, nonspatiality, acausality, spontaneity, and holism) and connections (ontology, causation, and knowledge), the qualia problem (subjectivity, explanatory gap etc.). But there are many problems, especially questions regarding realism and the nature and role of conscious observers; • QCC are conceptually challenging, because there are definitory problems and some crucial ontological and epistemological shortcomings. It is instructive to compare them with recent proposals for understanding neural correlates of consciousness (NCC). QCC are not sufficient for a quantum theory of mind, nor might they be necessary except perhaps in a very broad sense; • QCC are also empirically challenging. Nevertheless, QCC could be relevant and important for the mindbody problem: QCC might reveal features that are necessary at least for behavioral manifestations of human consciousness. But QCC are compatible with very different proposals for a solution of the mind-body problem. This seems to be both advantageous and detrimental. QCC restrict accounts of nomological identity. The discovery of QCC cannot establish a naturalistic theory of mind alone. But there are also problems with QCC in the framework of other ontologies. (shrink)

We identify a number of principles with respect to prediction that, we argue, underpin adult language comprehension: (a) comprehension consists in realizing a mapping between the unfolding sentence and the event representation corresponding to the real‐world event being described; (b) the realization of this mapping manifests as the ability to predict both how the language will unfold, and how the real‐world event would unfold if it were being experienced directly; (c) concurrent linguistic and nonlinguistic inputs, and the prior internal states (...) of the system, each drive the predictive process; (d) the representation of prior internal states across a representational substrate common to the linguistic and nonlinguistic domains enables the predictive process to operate over variable time frames and variable levels of representational abstraction. We review empirical data exemplifying the operation of these principles and discuss the relationship between prediction, event structure, thematic role assignment, and incrementality. (shrink)

O objetivo do presente artigo consiste em apresentar uma reflexão sobre os paradigmas existentes e emergentes frente a um contexto teórico-científico e a necessidade de mudança devido aos desafios enfrentados em determinados momentos. Assim, o texto, de abordagem qualitativa e caracterizado como uma revisão bibliográfica, contextualiza acerca deste braço da filosofia que trata da natureza da pesquisa científica, do conhecimento no campo educacional, não somente do âmbito da epistemologia, mas também da fundamentação dos paradigmas das ciências e da educação, e (...) do conhecimento científico. As questões metodológicas estão diretamente relacionadas com essa reflexão sobre os resultados significativos e o que precisa ser modificado a partir de uma análise sobre o contexto social em que se está inserido. Para fundamentar este artigo, se apresentam as contextualizações que dialogam em torno de autores como Alda Judith Alves-Mazzotti, Pierre Bourdieu, Boaventura de Sousa Santos, Bernard Charlot, Edgar Morin, Thomas Kuhn e Mario Osório Marques. Portanto, o artigo expõe no seu panorama científico uma resposta às imposições das ciências na contemporaneidade, sem o rompimento com o passado e suas tradições, mas apresentando um olhar voltado para o futuro. A partir dessa perspectiva, precisamos ter clareza do campo científico em que estamos inseridos, conhecendo de fato suas peculiaridades para optarmos por um método que contemple as necessidades apresentadas, tendo segurança do que estamos fazendo. Enfim, pode-se concluir que os profissionais da educação precisam de uma base de pesquisa científica sólida para terem subsídios necessários ao experimentarem novas metodologias em suas práticas pedagógicas que sejam significativas para os estudantes. Legality in the Global South suffers from problems of application by convenience. Some rules are applied, and some are not, depending on certain actors, such as the State, the stakeholders, or others. This undermines legitimation as constructed by legality and due process. These problems are connected to a wider complex formed by coloniality, internal colonialism, and a form of functional differentiation that limits autonomy of the different social systems. This complex of structural properties allows States and other actors to systematically (...) use one system against the other or—within a given system—one level of rules against the other. This was the case in Ecuador: in the initial months of quarantine due to Covid-19, the government took decisions about external state bonds following international legislation—and quite contrary ones related to local work contracts. Once again, legality followed different paths in diverse cases. Ecuadorian economic authorities accept and respect conditions on external public bonds which are protected by some complex and specific clauses to secure the payment. The same authorities have different practices towards international and national legislation that were organized in the sense of legal subsidiarity. This text will explore reasons and effects of legal de-differentiation in the Global South in times of crisis. The Ecuadorian case in time of Covid-19 helps to understand how structural problems related to the lack of autonomy of the legal system are perpetuated and lead to effects of convenient political action. Goal‐directed cognition is often discussed in terms of specialized memory structures like the “goal stack.” The goal‐activation model presented here analyzes goal‐directed cognition in terms of the general memory constructs of activation and associative priming. The model embodies three predictive constraints: (1) the interference level, which arises from residual memory for old goals; (1) the strengthening constraint, which makes predictions about time to encode a new goal; and (3) the priming constraint, which makes predictions about the role of cues in (...) retrieving pending goals. These constraints are formulated algebraically and tested through simulation of latency and error data from the Tower of Hanoi, a means‐ends puzzle that depends heavily on suspension and resumption of goals. Implications of the model for understanding intention superiority, postcompletion error, and effects of task interruption are discussed. (shrink)

Arming uninhabited vehicles (UVs) is an increasing trend. Widespread deployment can bring dangers for arms-control agreements and international humanitarian law (IHL). Armed UVs can destabilise the situation between potential opponents. Smaller systems can be used for terrorism. Using a systematic definition existing international regulation of armed UVs in the fields of arms control, export control and transparency measures is reviewed; these partly include armed UVs, but leave large gaps. For preventive arms control a general prohibition of armed UVs would be (...) best. If that is unattainable, several measures should be taken. An explicit prohibition of autonomous attack, that is without a human decision, should be added to IHL. Concerning armed UVs remotely controlled by a human soldier, recommendations differ according to type or mission. New kinds of uninhabited nuclear-weapon carriers should be banned. Space weapons should be prohibited in general. UVs smaller than 0.2–0.5 m should be banned. Bigger remotely controlled armed UVs not equipped with weapons of mass destruction should be subject to numerical limitations in various categories. For these the Treaty on Conventional Armed Forces in Europe is an important precedent. (shrink)

Gilead et al.'s approach to human cognition places abstraction and prediction at the heart of “mental travel” under a “representational diversity” perspective that embraces foundational concepts in cognitive science. But, it gives insufficient credit to the possibility that the process of abstraction produces a gradient, and underestimates the importance of a highly influential domain in predictive cognition: language, and related, the emergence of experientially based structure through time.

Alexander Altmann's acclaimed, wide-ranging biography of Moses Mendelssohn (1729-96) was first published in 1973, but its stature as the definitive biography remains unquestioned. In fact, there has been no subsequent attempt at an intellectual biography of this towering and unusual figure: no other Jew so deeply rooted in the Jewish tradition was at the same time so much a part of the intellectual life of the German Enlightenment in the second half of the eighteenth century. As such, Moses Mendelssohn (...) came to be recognized as the inaugurator of a new phase in Jewish history; all modern Jews today are in his debt. Altmann presents Moses Mendelssohn in strictly biographical terms. He does not attempt to assess his significance with the hindsight of historical perspective nor to trace his image in subsequent generations, but rather to observe his life from the period within which it was set. Altmann has written an absorbing and compelling narrative that makes a whole epoch come alive with great drama, for Mendelssohn's life was a kaleidoscope of the European intellectual scene, Jewish and non-Jewish. As both a prominent philosopher and a believing Jew, Mendelssohn became a spokesman for the Jews and Judaism; he was one of the rare figures who become the symbol of an era. Through Altmann's skilful use of hitherto unpublished archival material, the reader is introduced to the vast array of people-men of letters, artists, politicians, scientists, philosophers, and theologians-with whom Mendelssohn was in contact, and sometimes in conflict. What was Mendelssohn's Judaism like? To what extent did the disparate worlds of Judaism and modern Enlightenment jostle each other in his mind and to what degree could he harmonize them? These questions are not easily answered, and it is only in the aggregate of a multitude of accounts of experiences, reaction, and statements on his part that the answer is to be found. Alexander Altmann's analysis of this wealth of material is extraordinary in its discernment, subtlety, and clarity of expression. This masterly work will be of interest not only to those who are concerned with Jewish intellectual history but also to those interested in eighteenth-century cultural and social history, philosophy and theology, literary criticism, aesthetics, and the other areas of intellectual activity in ferment at that time. The general reader will also find much of contemporary relevance in Mendelssohn's life, not only because of his exemplary devotion to reason and tolerance, but also because of his lifelong struggle with the basic dilemma of the Jew in the modern world: the attraction of assimilation versus the singularity of Jewish life, and the preservation of Jewish identity versus integration in the wider society. Recognized as one of the earliest Jewish neo-Platonist writers, Isaac ben Solomon Israeli influenced Muslim, Jewish, and Christian scholars through the Middle Ages. A native of Egypt who wrote in Arabic, Israeli explored definitions of such terms as imagination, sense-perception, desire, love, creation, and “coming-to-be” in his writings. This classic volume contains English translations of Israeli’s philosophical writings, including the _Book of Definitions_, the _Book of Substances,_ and the _Book on Spirit and Soul_. Additionally, _Isaac Israeli_ features a biographical sketch (...) of the philosopher and extensive notes and comments on the texts, as well as a survey and appraisal of his philosophy. There are two ways in which Symbol and Myth are related to each other. Firstly, a certain class of symbols represents the remnant of myths. Such figures as, e.g. the Dragon, Leviathan, etc., which we find in Biblical literature, are not used in the full sense of the underlying mythological conception, but in a metaphorical sense. They are chosen by the author because of their mythical associations, but not in their mythical meaning. Ametaphor of this kind is, as H. J. (...) D. Astley put it, “broken-down mythology.” There are a great many symbols both in poetry and mysticism which must be understood as the relics of mythical thought. We owe a great deal to ethnology for having thrown light on this relation. The microcosm-macrocosm symbolism, for instance, becomes more intelligible if we consider that in primitive mythology the world emerged from the body of primordial man. The gifts to the dead appear in later forms of sacrificial cults as purely symbolical, but there is no doubt that originally they were intended for the real use of the dead. In these and in numerous other cases the symbol has only a reduced value as compared with the original-myth from which it is borrowed. It is not self-evident, but relies on the mythical conception, without, however, taking it seriously. It is “merely” a symbol, and has no truth of its own. (shrink)
