We consider Friedrich Hayek’s Road to Serfdom in light of global ideological and economic developments during the sixty years since its publication. Specific problems considered include socialism and planning, whether national socialism was really socialism, whether Hayek’s views could be labeled as social democratic and whether his critique of social democracy was too strong, and his discussion of the prospects for international economic order. At the end of World War II, F. A. Hayek denounced the then-popular idea of central planning by arguing that, if pursued to its logical conclusion, it would entail totalitarianism. But there were at least two problems. First, judging by his example of Nazi Germany, state control over the economy appears to be a consequence, not a cause, of the monopolization of political power. Second, he conflated socialism and mere interference in the market with central planning. Therefore, history did not (...) so much falsify Hayek's prediction as bypass it: Once the vogue for central planning faded in the West, Hayek's book became irrelevant—except, ironically, in Germany. There, it was read as a manifesto for “good planning” through the rule of law. Alongside other “neoliberal” writers, Hayek had a profound (if little acknowledged) influence on the shape of the emerging Federal Republic and, through it, on the whole European institutional framework. Hayek’s The Road to Serfdom has been interpreted as a general warning against state intervention in the economy.1 We review this argument in conjunction with Hayek’s later work and discern an institutional thesis about which forms of state intervention and economic institutions could threaten personal and political freedom. Economic institutions pose a threat if they allow for coercive interventions, as described by Hayek in The Constitution of Liberty: by giving someone the power to force others to serve one’s (...) will by threatening to inflict harm, in the absence of general rules of conduct. According to the logic of the argument, welfare-state provisions are not coercive insofar as they do not allow the identification and discriminatory treatment of individuals. By contrast, we claim that a structure of coercion is likely to emerge from the command-and-control nature of protectionist institutions and immigration restrictions currently advocated by the radical right. Acquiring perceptual expertise is slow and effortful. However, untrained novices can accurately make difficult classification decisions by reformulating the task as similarity judgment. Given a query image and a set of reference images, individuals are asked to select the best matching reference. When references are suitably chosen, the procedure yields an implicit classification of the query image. To optimize reference selection, we develop and evaluate a predictive model of similarity-based choice. The model builds on existing psychological literature and accommodates stochastic, (...) dynamic shifts of attention among visual feature dimensions. We perform a series of human experiments with two stimulus types and nine classification tasks to validate the model and to demonstrate the model's potential to boost performance. Our system achieves high accuracy for participants who are naive as to the classification task, even when the classification task switches from trial to trial. (shrink)

F. A. Hayek was among the most important economists and political philosophers of the twentieth century. He is widely regarded as the principal intellectual force behind the triumph of global capitalism, an 'anti-Marx' who did more than any other recent thinker to elucidate the theoretical foundations of the free market economy. His account of the role played by market prices in transmitting economic knowledge constituted a devastating critique of the socialist ideal of central economic planning, and his famous book The (...) Road to Serfdom was a prophetic statement of the dangers which socialism posed to a free and open society. He also made significant contributions to fields as diverse as the philosophy of law, the theory of complex systems, and cognitive science. The Road to Serfdom (Hayek 1944)2 is without a doubt the book that made Friedrich Hayek world famous. But one must immediately add that Hayek the trained economist was far from being satisfied with this situation, at least at the beginning. “I have long resented”, writes Hayek, “being more widely known by what I regarded as a pamphlet for the time than by my strictly scientific work.” But he adds immediately: “After reexamining what I wrote then in the (...) light of some thirty years’ further study of the problems then raised, I no longer do so” (Hayek 1976: xxiv-xxv). Keynes's theory of interest is central to his broader argument. However, short‐run policy, which takes the so‐called normal rate of interest as given and aims at affecting the prevailing rate, must be distinguished from long‐run reform, which aims at changing the normal rate. The low demand that Keynes associated with high interest was believed to be inherent in a decentralized, consumption‐oriented economy. Consequently, he advocated reform in the direction of central control. Despite his “moral and philosophical” agreement with Hayek's (...) class='Hi'>Road to Serfdom, Keynes differed fundamentally from Hayek in terms of their contrasting perceptions of the market's shortcomings and their judgments about the government's potential for improving the economy's performance. In recent years the quantum foundations community has seen increasing interest in the possibility of using retrocausality as a route to rejecting the conclusions of Bell’s theorem and restoring locality to quantum physics. On the other hand, it has also been argued that accepting nonlocality leads to a form of retrocausality. In this article we seek to elucidate the relationship between retrocausality and locality. We begin by providing a brief schema of the various ways in which violations of Bell’s inequalities (...) might lead us to consider some form of retrocausality. We then consider some possible motivations for using retrocausality to rescue locality, arguing that none of these motivations is sufficient to show that local retrocausal theories should always be preferred to nonlocal retrocausal theories, and therefore there is no clear reason to focus research efforts entirely on seeking local retrocausal models. Next, we examine several different conceptions of retrocausality, concluding that ‘all-at-once’ retrocausality is more coherent than the alternative dynamical picture. We then argue that since the ‘all-at-once’ approach requires probabilities to be assigned to entire histories, locality is not playing any crucial role within this picture. Thus we conclude that using retrocausality as a way to rescue locality may not be the right route to retrocausality. Finally, we demonstrate that accepting the existence of nonlocality and insisting on the nonexistence of preferred reference frames leads naturally to the acceptance of a form of retrocausality, albeit one which is not mediated by physical systems travelling backwards in time. We argue that this is the more natural way to motivate retrocausal models of quantum mechanics. (shrink)

Several insider accounts of the formation of the Sustainable Development Goals suggest that the process (the procedures used and the emergent organizational and governance system features) was as important as the resulting goal-set. The paper looks at both aspects, and relationships between them: the rising influence of Southern nations (seen in the roles played by Colombia, Brazil, some African countries and the G77); the partial transcendence of traditional inter-bloc negotiation, including through adoption of elements of deliberative decision-making; the major involvement (...) of civil society and business organizations, thanks especially to the IT revolution; the adoption of a goals-targets-indicators frame that has flexibility at national level and implicit reliance on intensive further civil society activism and monitoring. The paper considers these features and the implied prospects for the SDGs in relation to various perspectives on global governance, with special reference to norm-setting: Ruggie’s concepts of ‘global public domain’ and ‘polycentric global governance’, Risse and Sikkink’s ‘norms cascade’, Murphy’s posited required elements for progressive global innovation, and Raskin’s model of transition through responses to crises. This paper aims to outline an analysis and interpretation of the process that led to First-Order Logic and its consolidation as a core system of modern logic. We begin with an historical overview of landmarks along the road to modern logic, and proceed to a philosophical discussion casting doubt on the possibility of a purely rational justification of the actual delimitation of First-Order-Logic. On this basis, we advance the thesis that a certain historical tradition was essential to the emergence (...) of modern logic; this traditional context is analyzed as consisting in some guiding principles and, particularly, a set of exemplares (i.e., paradigmatic instances). Then, we proceed to interpret the historical course of development reviewed in section 1, which can broadly be described as a two-phased movement of expansion and then restriction of the scope of logical theory. We shall try to pinpoint ambivalencies in the process, and the main motives for subsequent changes. Among the latter, one may emphasize the spirit of modern axiomatics, the situation of foundational insecurity in the 1920s, the resulting desire to find systems well-behaved from a proof-theoretical point of view, and the metatheoretical results of the 1930s. Not surprisingly, the mathematical and, more specifically, the foundational context in which Firs-Order-Logic matured will be seen to have played a primary role in its shaping. (shrink)

Ever since its beginnings, standard quantum mechanics has been associated with a metaphysical view according to which the theory deals with non-individual objects, i.e., objects deprived of individuality in some sense of the term. We shall examine the grounds of the claim according to which quantum mechanics is so closely connected with a metaphysics of non-individuals. In particular, we discuss the attempts to learn the ‘metaphysical lessons’ required by quantum mechanics coming from four distinct roads: from the formalism of the (...) theory, treating separately the case of the physics and the underlying logic; from the ontology of the theory, understood as the furniture of the world according to the theory; and, at last, we analyze whether a metaphysics of non-individuals is indispensable from a purely metaphysical point of view. We argue that neither non-individuality nor individuality is to be found imposed on us in any of these levels so that it should be seen as a metaphysical addition to the theory, rather than as a lesson from it. Can green growth policies help protect the environment while keeping the industry growing and infrastructure expanding? The City of Kitakyushu, Japan has actively implemented eco-friendly policies since 1967 and recently inspired the pursuit of sustainable development around the world, especially in the Global South region. However, empirical studies on the effects of green growth policies are still lacking. This study explores the relationship between road infrastructure development and average industrial firm size with air pollution in the city through the (...) Environmental Kuznets Curve (EKC) hypothesis. Auto-Regressive Distributed Lag (ARDL) and Non-linear Auto-Regressive Distributed Lag (NARDL) methods were applied on nearly 50-years’ time series data, from 1967 to 2015. The results show that the shape of the EKC of industrial growth, measured by average firm size, depends on the type of air pollution: inverted N-shaped relationships with NO2 and CO, and the U-shaped relationships with falling dust particle and Ox. Regarding infrastructure development, on the one hand, our analysis shows a positive effect of road construction on alleviating the amount of falling dust and CO concentration. On the other hand, the emissions of NO2 and Ox are shown to rise when plotted against road construction. The decline of CO emission, when plotted against both industrial growth and road development, indicates that the ruthlessness of the local government in pursuing green growth policies has been effective in this case. However, the story is not straightforward when it comes to other air pollutants, which hints at the limits of the current policies. The case of Kitakyushu illustrates the complex dynamics of the interaction among policy, industry, infrastructure, and air pollution. It can serve as an important reference point for other cities in the Global South when policies are formed, and progress is measured in the pursuit of a green economy. Finally, as an OECD SDGs pilot city and the leading Asian green-growth city, policymakers in Kitakyushu city are recommended to revise the data policy to enhance the findability and interoperability of data, as well as to invest in the application of big data. Hartry Field has shown us a way to be nominalists: we must purge our scientific theories of quantification over abstracta and we must prove the appropriate conservativeness results. This is not a path for the faint hearted. Indeed, the substantial technical difficulties facing Field's project have led some to explore other, easier options. Recently, Jody Azzouni, Joseph Melia, and Stephen Yablo have argued that it is a mistake to read our ontological commitments simply from what the quantifiers of our best (...) scientific theories range over. In this paper, I argue that all three arguments fail and they fail for much the same reason; would-be nominalists are thus left facing Field's hard road. (shrink)

Open theists agree that God lacks what is normally called “comprehensive” foreknowledge, but why believe this? Open theists answer in three ways, which I call the narrow road, the wide road, and the shortcut to open theism. Here I argue that (1) the narrow road faces a difficulty concerning the doctrine of divine omniscience which doesn’t arise for the wide road, (2) the wide road is well-motivated and appealing, given certain philosophical commitments, (3) the shortcut (...) is too simple to work, and (4) William Lane Craig’s objections to the wide road fail. I conclude with some observations about the state of the dispute between open theists and their critics. (shrink)

The goal of this brief note is to offer a generalisation of Gómez-Torrente argumentative strategy against perspectivism, which he has developed as a defence of color realism in (2016) and (2019) and then apply it to evaluative language. In particular, I want to defend the thesis that at least some aesthetic predicates can have non-evaluative reference. As an example, I will work with the predicate “tasty” (and its antonym “disgusting”) to argue that it some times refers to a non-subjective non-evaluative (...) property, flavour, which is more fundamental that the relational property of being tasty to someone. In other words, some times, when we say of something that it is tasty, we are not saying how it tastes to us or whether we like it, but just how it tastes period. (shrink)

Had anybody told me at the beginning of my university studies that I would end up as a historian of science, I would not only have shaken my head in disbelief, I would in all probability not even have understood the prophecy. When I left high school, my interests ranged from literary writing to the life sciences. After an initial attempt to study biochemistry, which I aborted after a year, my early university education was in philosophy, with an emphasis on (...) continental philosophy, from Descartes to Spinoza, from Kant to Hegel, from Nietzsche to Heidegger, pretty much the curriculum that would dominate the vast majority of the philosophical institutes in German universities in the mid-1960s. Having moved from Tübingen to Berlin, in addition I absorbed early on, as part of a group of students around Jacob Taubes, what came to be subsumed under the label of structuralism and post-structuralism: linguistics and semiotics from the Prague School through Noam Chomsky to Julien Greimas, grammatology from Ignace Gelb to Jacques Derrida, historical epistemology in its latest, Canguilhemian and Foucauldian versions, literary theory as practiced by Roland Barthes, to mention just a few names that formed the horizon of our student reading circles. Not long before he died, Henry David Thoreau was asked by a friend where religion was to be found in his writings. Thoreau responded by saying that his religiosity pervaded his works but that no one noticed it. This result was enabled by the cultural belief that religiosity entailed formal religion, creeds, fixed rituals, and overt discussions of God or gods. Thoreau’s point—a development of Emerson’s “Divinity School Address”—was to show the mistakenness of this compartmentalization of one’s religious life. For (...) Ever since the first meeting of the proponents of the emerging Logical Empiricism in 1923, there existed philosophical differences as well as personal rivalries between the groups in Berlin and Vienna, headed by Hans Reichenbach and Moritz Schlick, respectively. Early theoretical tensions between Schlick and Reichenbach were caused by Reichenbach's (neo) Kantian roots (esp. his version of the relativized a priori), who himself regarded the Vienna Circle as a sort of anti-realist "positivist school"—as he described it in his Experience and (...) Prediction (1938). One result of this divergence was Schlick's preference of Carnap over Reichenbach for a position at the University of Vienna (in 1926), and his decision not to serve as a co-editor with Reichenbach for the journal Erkenntnis that they jointly established in 1930 (which was then co-edited by Carnap and Reichenbach from 1930 to 1938). A second split rooted in different views on induction and probability, which culminated in the Hans Reichenbach's refusal to serve as an invited author on probability within the International Encyclopedia of Unified Science series ed. by Rudolf Carnap, Charles Morris and Otto Neurath from 1938 onwards. In this regard it is remarkable that also Richard von Mises, who was the second leading figure of Logical Empiricism in Turkish exile, criticized the theory of probability put forward by his former Berlin colleague. In this paper I analyse this controversial exchange, drawing on the relevant correspondence and asking whether these (meta) philosophical differences were a typical feature of the pluralism inherent in Logical Empiricism in general. How many miles to Babylon? Three-score and ten. Can I get there by candle-light? Yes, and back again. If your heels are nimble dnd light, You may get there by candle-light. Any philosopher who takes more than a fleeting interest in the sciences and their development must at some stage confront the issue of incommensurability in one or other of its many manifes tations. For the philosopher of science concerned with problems of conceptual change and the growth of knowledge, matters (...) of incommensurability are of paramount concern. After many years of skating over, skimming through and skirting round this issue in my studies of intertheory relations in science, I decided to take the plunge and make the problem of incommensurability the central and unifying theme of a book. The present volume is the result of that decision. My interest in problems of comparability and commensurability in science was awakened in the formative years of my philosophi cal studies by my teacher, Jerzy Giedymin. From him I have learnt not only to enjoy philosophical problems but also to beware of simpleminded solutions to them. The vibrant seminars of Paul Feyerabend held at Sussex University in 1974 left me in no doubt that incommensurability was, and would remain, a major topic of debate and dispute in the philosophical study of human knowledge. Anton Marty (1847-1914) is known to be the most faithful pupil of Franz Brentano. As a matter of fact, most of his philosophical ideas find their source in the works of his master. Yet, the faithfulness of Marty is not constant. As the rich correspondence between the two thinkers shows, Marty elaborates an original theory of intentionality from ca. 1904 onward. This theory is based on the idea that intentionality is a process of mental assimilation (ideelle Verähnlichung), a process at (...) the core of which lies a sui generis relation of “ideal similitude” holding between a thinking subject and its object. This study spells out the Martyian notion of mental assimilation and traces back Marty’s evolution from his earlier position (prominently described in the recently published Deskriptive Psychologie of 1893-1894) to his final view as it is found in the Untersuchungen of 1908. It turns out that besides Brentano, Husserl is a key figure in that evolution. Such a “genetic”elucidation of Marty’s last theory is required in order to reach the main goal of this paper, namely: the clarification of Marty’s degree of dependence upon Brentano with respect to the theory of intentionality. That being said, we do not merely intend to compare the mature Marty with Brentano: our “genetic” considerations will also allow us to describe the interaction between the two thinkers before 1904. Accordingly, we begin by presenting Brentano’s own position on intentionality in discussing its two currently competing readings, namely the “discontinuist” and the “continuist” one. Against a recent interpretation, we argue that Marty’s endorsement of a “discontinuist” reading is not based on a misunderstanding of Brentano’s position. (shrink)

Most accounts of our knowledge of the successor axiom claim that this is based on the procedure of adding one. While they usually don’t claim to provide an account of how children actually acquire this knowledge, one may well think that this is how they get that knowledge. I argue that when we look at children’s responses in interviews, the time when they learn the successor axiom and the intermediate learning stages they find themselves in, that there is an empirically (...) viable alternative. I argue that they could also learn it on the basis of a method that has to do with the structure of the numeral system. Specifically, that they (1) use the syntactic structure of the numeral system and (2) attend to the leftmost digits, the one with the highest place-value. Children can learn that this is a reliable method of forming larger numbers by combining two elements. First, a grasp of the syntactic structure of the numeral system. That way they know that the leftmost digit receives the highest value. Second, an interpretation of numerals as designating cardinal values, so that they also realise that increasing or adding digits on the lefthand side of a numeral produces a larger number. There are thus two, currently equally well-supported, ways in which children might learn that there are infinitely many natural numbers. (shrink)

How are Chinese philosophy and analytic philosophy-two very distinct traditions-alike? In this volume, fifteen distinguished scholars compare and contrast the methodologies, finding areas in which each tradition can learn from, contribute to, and complement the other.

In this paper, I provide an easy road to nominalism which does not rely on a Field-type nominalization strategy for mathematics. According to this proposal, applications of mathematics to science, and alleged mathematical explanations of physical phenomena, only emerge when suitable physical interpretations of the mathematical formalism are advanced. And since these interpretations are rarely distinguished from the mathematical formalism, the impression arises that mathematical explanations derive from the mathematical formalism alone. I correct this misimpression by pointing out, in (...) the cases recently discussed by Mark Colyvan, exactly where the interpretations of the formalism were invoked and the function they played in the resulting explanations.
