ArgumentThe paper is based on a hitherto unexplored document (audiotape of an interview accompanied by a German transcript) from 1953, located in the Freud Papers at the Library of Congress. It contributes to a better understanding of the impact of Freud and of Psychoanalysis on personalities from the exact sciences, here represented by the noted applied mathematicians Richard von Mises and Hilda Geiringer from Vienna. The detailed discussion of the interview sheds some new light on the different roles of Kraus (...) and Freud in the Vienna culture, on the Vienna Jugendkulturbewegung (youth culture movement) during WWI in which Geiringer was involved, on Freud’s and Siegfried Bernfeld’s standing around 1930 among German philosophers and psychologists, and on Wilhelm Fließ’ theory of periodicity, which von Mises—based on his attitude as an applied mathematician—defended against superficial accusations. Finally, new biographical material is provided for von Mises and the remotely related Freud family, and for Geiringer’s and von Mises’ early lives. The interview, which was taken during the Cold War, also allows conclusions as to how politics influenced the memories and views of the participants. Part of the aim of the paper is historical documentation of unknown material (letters by Karl Kraus and Wolfgang Köhler, one book review by Wilhelm Ostwald, a file on Richard Pfennig), including some correction of erroneous information in the literature. What follows shall provide an introduction to a predominantly philosophical and polemical, but historically revealing, paper on the foundations of the theory of probability. The leading Russian probabilist Aleksandr Yakovlevich Khinchin wrote the paper in the late 1930s, commenting on a slightly older, but still competing approach to probability theory by Richard von Mises. Together with the even more influential Andrey Nikolayevich Kolmogorov, who was nine years his junior, Khinchin had revolutionized probability theory around 1930 by introducing the modern measure-theoretic (...) approach, which is still standard today and which allowed for a sufficiently general treatment of important new notions such as “stochastic processes.” This development had its first culmination in Kolmogorov's booklet, Grundbegriffe der Wahrscheinlichkeitsrechnung, written in German in 1933, which has exerted an enormous influence world wide. This essay points out the great importance of the recently published exchange of letters between Carl Schmitt and his publisher Ludwig Feuchtwanger. Using unknown letters, it also outlines Schmitt's relationship with Jewish intellectuals before 1933, describes the dramatic development of the political-theological controversy, and honors Feuchtwanger as a postassimilationist Jewish intellectual and legal historian.

This paper is divided into a surveying and argumentative part and a slightly longer documentary part, which is meant to verify or at least make more plausible claims made in the first part. The first part deals in broad outline with the relationship of Frank and von Mises to the Vienna Circle of Logical Empiricism on the one hand and to the physicists and mathematicians in the German-speaking world on the other. The varying special positions, partly the non-conformity of the (...) two Austrian scientists are emphasized, in particular, their adherence to Ernst Mach’s epistemology and their shared interest in probability theory and applied mathematics. The impact of emigration and the after-effects in the U.S. are discussed. This leads to new insights into the fine structure of the Vienna Circle and the latter’s relationship to German academia within ‘Weimar Culture’. P. Forman’s interpretation (1971) of von Mises’ position is critically discussed. The second, documentary part, uses recently discovered correspondence between Frank and von Mises, and, to a lesser extent, von Mises’ personal diary. It aims at further substantiating some of the introductory theses and will at the same time provide material for a thorough biographical appreciation of the two scholars and friends. (shrink)

Supervised machine learning has found its way into ever more areas of scientific inquiry, where the outcomes of supervised machine learning applications are almost universally classified as predictions. I argue that what researchers often present as a mere terminological particularity of the field involves the consequential transformation of tasks as diverse as classification, measurement, or image segmentation into prediction problems. Focusing on the case of machine-learning enabled poverty prediction, I explore how reframing a measurement problem as a prediction task alters (...) the primary epistemic aim of the application. Instead of measuring a property, machine learning developers conceive of their models as predicting a given measurement of this property. I argue that this _predictive reframing_ common to supervised machine learning applications is epistemically and ethically problematic, as it allows developers to externalize concerns critical to the epistemic validity and ethical implications of their model’s inferences. I further hold that the predictive reframing is not a necessary feature of supervised machine learning by offering an alternative conception of machine learning models as measurement models. An interpretation of supervised machine learning applications to measurement tasks as _automatically-calibrated model-based measurements_ internalizes questions of construct validity and ethical desirability critical to the measurement problem these applications are intended to and presented as solving. Thereby, this paper introduces an initial framework for exploring technical, historical, and philosophical research at the intersection of measurement and machine learning. (shrink)
