The challenge of orphans and vulnerable children has become central to the response of many organisations today. The number of OVC throughout northern Nigeria is growing as a result of the Boko Haram pandemic. Mostly, this is caused by the death of parents who have been killed by the insurgents. It has been estimated that by 2015, 200 000 children under the age of 18 had been orphaned by the Boko Haram insurgents. As the number of OVC is (...) growing, it is becoming more and more difficult for their communities to address all their needs, including their need for positive role models and mentors. This article discusses the role that mentoring can play in the development of OVC affected by violence in northern Nigeria, specifically those in internally displaced person camps. This article argued that one approach to improve the holistic care of OVC in IDP camps in northern Nigeria is through the use of mentors. (shrink)

States in northern Nigeria are the latest in a list of political entities around the world formalizing religious law, or institutionalizing Shari'ah, into their public law system. Shari'ah applies in many Muslim-majority countries in the realm of personal law. However, when it is expanded and made to apply as part of public law, it carries enormous constitutional implications. This article examines the institutionalization of Shari'ah in twelve northern states of Nigeria in year 2000 and the likely (...) implications on the constitutionally guaranteed rights of non-Muslim minorities in those states. Muslims' objection to the methodology of human rights discourse stems mostly from the need to maintain integrity of the family, safeguard the interests of the community in addition to those of the individual, and preserve religious belief as manifested in ritual and in daily life. The author argues that the core issue in preserving Muslim values without trampling on the rights of the minorities lies in finding a synergy for simultaneous application of Shari'ah and human rights. A synergy is imperative because neither has proved to be satisfactorily workable at the public law level for contemporary Muslims—neither Shari'ah as represented by fiqh literature, nor the secular oriented human rights. It concludes that it is the goal of justice that should be immutable rather than the means for achieving the goal. Therefore, reconciling Islam with protection of non-Muslim rights in a Muslim-majority constitutional democracy should present less conceptual difficulties and social tension than is presently the case. This paper is a comparative study of two northern Nigerian Muslim societies (the Ebira in central Nigeria and the Hausa in the North-west) in which the youths contested religious traditionalists in the 20th century and in the process brought about transformation in their societies. In the religious sphere, which was hitherto considered an affair of the elderly, the youth have equally come to assume a dominant place, especially in their assertive activist posture. In these two case studies, the (...) youths have managed to assume leadership in religion and subsequently have used religion to transform and redefine their roles and status in the societies in a manner that challenged the existing norms. That could be seen as a tradition in the religious convention of the northern Nigerian area that occurs repeatedly through this period. In the 19th century, the Shehu Usmanu Danfodiyo and his cohorts in their youthfulness championed a reform and transformation that continue to inspire other reforms to date in the region. Religious actors in the contemporary Muslim societies of Nigeria are young men and women. It is important to note that these youths are people who possessed both Islamic and Western education and often have international networks and connections, largely through the educational institutions they have attended and/or literature they have studied. Among the Ebira, for instance, the youth subscribed to the religion of Islam, and converted their parents who largely professed African traditional religion to Islam. In Hausaland on the other hand, the youth, unlike the elderly, subscribed to “modern” rather than the “traditional” Islam that the latter do. In both cases therefore, the young engaged the elderly in a struggle to change their conception and practices of Islam. The process has had a tremendous impact on the relationship between the groups in an atmosphere being somehow defined or determined by the young adults in the two northern Nigerian societies being examined. Prior to the outbreak of the coronavirus disease 2019 pandemic, the churches in Nigeria contended with Bokoharam insurgency which mainly affected the churches in Northern Nigeria. However, COVID-19 affected various churches in all the nooks and crannies of the country. It brought about obvious changes in numerous practices of churches in Nigeria. Long-standing traditions of churches such as solemnisation of Holy Matrimony, Holy Communion, baptism, prayer and sharing of peace have been modified or suspended. Whilst this (...) article appreciates the efforts of the federal and state governments, it investigates the implications of COVID-19 outbreak on traditional religious practices of churches in Nigeria. It also examines the responses of churches towards controlling the pandemic. The phenomenological method is used to analyse the data collected from both primary and secondary sources. Findings from this work indicate that COVID-19 outbreak is a challenge to the purpose of the institution 'church'.CONTRIBUTION: The article investigated and examined the changes which churches made in their doctrine and liturgy with respect to the outbreak of COVID-19 in Nigeria. It discovered that many traditions of the church have been modified or suspended as a way of curtailing the spread of the virus. (shrink)

This work analyzes the history of the application of Islamic law (Shari`ah) in Nigeria. It analyzes how Islamic law emerged in Nigeria toward the beginning of the 19th century and remained applicable until the arrival of the British Colonial regime in Northern Nigeria in 1903. It sheds light on how the law survived colonial rule and continues until today. Dr. Yushau Sodiq analyzes progressive elements in Islamic law over the past two centuries. After 4 years of relief activities, it is difficult to keep managing the lead poisoning epidemic in northern Nigeria as an emergency situation, while it appears clearly to be a more complex, widespread and chronic public health issue than anticipated. Making the continuing treatment of children conditional upon commitments from impacted families to adhere to safe mining practices is unlikely to bring about any long-term benefit. This is because such commitment is ultimately not in the hands of the (...) victims or their families. Demands for better collaboration from the affected communities should take into account local power imbalances and broader networks of human exploitation, which are the ultimate causes of the outbreak. Nigeria, as a geographical entity is replete with various ethnic and cultural identities that have continued to evolve from pre-colonial times to recenttimes. Granted that civilizations from Europe and Arabia have dictated almost all spheres of living, both in the Northern and Southern geographies of the country and eroded nearly all traditional values that would have assisted in curbing social and filial tensions; it is pertinent to inquire into the social relations before this ‘encounter.’ This is important as (...) this research seeks to invoke some aspects of the past that can be relevant for contemporary utility. Hence, through the method of critical analysis, this study takes a look at the socio-economic norms among the pre-colonial cultures that eventually evolved into Nigeria, paying attention to the place of slaves and women and laying emphasis on the filial and communal nature which allowed for a not too wide the gap between the rich and the poor. Even when this study is not unaware of the positive roles of foreign influence, it recounts the deficits of this presence and suggests that aproper way is to explore some indigenous ideas and apply them for contemporary living. Beyond the philosophic foundations, the framework is also teleologically political: (i) it emphasizes that the moral legitimacy of democratic leadership in Nigeria partly derives from its commitment to the good of the built and the natural environment, and (ii) it also stresses that the citizenry could only be good moral agents, as eco-citizens, if they develop the virtues of environmental responsibility and responsiveness, by theoretically and practically supporting the good of the built and the natural environment. Gender inequality has been pervasive in many aspects of society, including religious institutions. Christian missions often reinforce patriarchal structures that limit the participation of women in leadership and ministry roles. However, this does not reflect the true nature of Christianity, which embraces equality and inclusivity for all individuals. This article analyses the challenges of gender inequality within Christian missions in Northern Nigeria to propose ways of addressing the issue and focussing on addressing the challenges in Nigeria, (...) class='Hi'>Northern Nigeria especially. The article adopted the descriptive method employing an interview guide as an instrument to collect primary data from missionaries of the Nigerian Baptist Convention in Northern Nigeria. Violent conflicts in emerging democracies or societies in transition threaten the stability of state governance institutions, which brings about insecurity of lives, property and deepens the vicious cycle of poverty and criminality in Africa. The first responsibility of any government is to provide security of lives and property. At no time since Nigeria’s civil war has the country witnessed the resurgence of violence and insecurity that claims hundreds of lives weekly. It is a sectarian insurgence of multiple dimensions. This (...) article makes the case that Boko Haram is not just a religious phenomenon but a reflection of a so- cio-political, economic and ethnic problem caused by bad governance. As a result, Boko Haram has witnessed a cross-border influence and impact which has expanded its frontiers beyondNigeriato neighboring countries in the West African region. The theoretical framework employed in this article posits that Boko Haram has its roots fundamentally in poverty caused by bad governance in the Northern Moslem bend, in Nigeria and the West African Region where corruption, human rights violations, marginalization of cultural, political and religious groups have created the situation whereby weak state structures have abysmally failed to deliver on the development promises made during elections. So the emergence of Nigeria’s Boko Haram violence, as a result of the street poverty and the rise of unemployed street beggars, popularly known as Almajiris, and their use for electoral and party violence, was encouraged by the neglect and abandonment of the masses by the governors and other elected leaders. The expansion and consolidation of the Boko Haram insurgence to other parts of the country and neighboring West African nations was made possible by the already existing failed state institutions, bad governance and corruption and the existing band of small criminal sectarian groups that depend upon their survival on aids from Al Quaeda, drug gangs and sea piracy. The religious dimension is a marginal factor fueled by fundamental socio-economic and political variables which have been thrown up in the first place by bad governance and leadership in Nigeria. Paired masks described as beautiful and grotesque express complementary values in several southern Nigerian art traditions. Beautiful masks represent humans, often women, and serve as metaphors for things associated with civilization and culture. Grotesque masks represent animals or men, and tend to be linked with notions of masculinity and nature. Analysis of masks falling into these categories provides us with a set of formal criteria for this imagery. Mask types that fall into this continuum are used by the Okpella, a (...) northern Edo people living north of Benin City in southern Nigeria: a female character commemorating specific women of status and described as beautiful, a more ambiguous character that serves as the festival herald and messenger of the Dead Fathers described as grotesque, and a third masquerade that combines elements of both the beautiful and grotesque is described as fascinating. Why and how these forms communicate to their Okpella audience is the focus of this paper. It is based on qualitative research on the history and meaning of these masks carried out among the Okpella, survey research on aesthetic preference in which 400 individuals were interviewed, and with a panel study in which 100 participants from the original sample were re-interviewed. Resumen Las máscaras emparejadas descritas como ‘bellas’ y ‘grotescas’ expresan valores complementarios en varias tradiciones artísticas del sur de Nigeria. Las máscaras bellas representan a los humanos, frecuentemente mujeres, y se emplean como metáforas de aspectos asociados con la civilización y la cultura. Las máscaras grotescas representan animales u hombres, y suelen vincularse con nociones de masculinidad y de naturaleza. El análisis de las máscaras que entran en estas dos categorías proporciona un conjunto de criterios formales para comprender este imaginario. El grupo étnico Edo del norte que vive al norte de Ciudad de Benín en el sur de Nigeria, los okpella, usan máscaras de este tipo. Existe un personaje femenino descrito como bello, un personaje más ambiguo descrito como grotesco y un tercero que combina elementos del bello y del grotesco y que se describe como fascinante. En este artículo nos interesamos en qué y cómo comunican estas formas con los okpella. Nuestro trabajo se apoya sobre una investigación cualitativa realizada entre los okpella, una encuesta sobre preferencia estética en la cual se entrevistó a 400 personas y un estudio en el cual se volvió a entrevistar a 100 personas de la muestra anterior. This article is in response to Wurr and Cooney’s Case Discussion entitled ‘Ethical dilemmas in population-level treatment of lead poisoning in Zamfara State, Nigeria’. The Case Discussion draws attention to Médecins Sans Frontières’ (MSF’s) remarkable achievement of providing the world’s first population-level treatment for severe lead poisoning. Wurr and Cooney raise two key ethical issues: treatment in the face of ongoing exposure, and withdrawal from program. Having participated in the emergency response to the lead-poisoning outbreak, I reflect on the (...) Case Discussion and how the ethical issues fall within a troubling broader context. I offer a deeper analysis of the ethical issues by raising further substantive and philosophical considerations. I draw attention to social injustice and inequity at the root of the disaster, and link the disaster to neoliberal economic policies that impose public health austerity and then look to private non-governmental organizations for disaster response. A larger ethical concern is how the humanitarian response, in addressing immediate medical needs, can leave unjust political structures intact. Around the world, abject poverty, high gold prices and unviable traditional farming continue to drive families into dangerous artisanal mining. Meanwhile, the longer-term prospects for the severely lead-affected children of northern Nigeria remain grim. (shrink)

How do tweets reflect the long-standing disparities between the northern and southern regions of Nigeria? This study presents a qualitative analysis of Twitter users' responses (n = 101,518) to the tweets of the Economic and Financial Crimes Commission (EFCC) regarding the production and prosecution of cybercrime. The article uses postcolonial perspectives to shed light on the legacies of British colonial efforts in Nigeria, such as the amalgamation of the northern and southern protectorates in 1914. The results (...) revealed significant discrepancies between Nigeria's northern and southern regions regarding cybercriminal arrest, conviction, and sentencing. Specifically, the results showed that the EFCC's criminalization of Southerners differs substantially from that of Northerners. The contemporary manifestation of inequalities concerning the production and prosecution of cybercrime on Twitter reflects long-standing contestations (e.g., economic, political, cultural, geological) between the northern and southern parts of Nigerian society. Therefore, since the North-South divide in present-day Nigeria originated from British colonization, colonialism is the base that shaped the superstructure comprising political, religious, historical, geological (e.g., crude oil), and economic factors. In turn, the article spotlights that regional differences in educational attainment, originating from differing experiences of Christianization and colonization, interact with regional disparities in the production of cybercrime. More research is required to better understand how these contextual disparities in society interact with the production and prosecution of cybercrime, given that Nigerian cybercriminals defraud victims all over the world. Studies on terrorism with bias towards Boko Haram have mainly been carried out from non-linguistic fields. The few linguistics-related studies that have examined the media reportage of the BH activities, with emphasis on the discourse and linguistic strategies deployed in the representations, have not been sufficient. This study, therefore, identifies the linguistic and discourse strategies deployed by selected newspapers in representing the BH and other social actors. For data, headline and overline stories are purposively sampled from four newspapers, published from (...) 2011 to 2014, from the northern and southern parts of Nigeria. The analysis is guided by a combination of critical discourse analysis and systemic functional linguistics. In all the reports subjected to analysis, 13 representational strategies were identified, while at least 15 tools from Van Leeuwen’s categorisations were used in representing social actors. The newspapers also deployed discourse strategies to manage the voices of social actors, identify and specify the social actors and action, label, condemn BH activities, among others. In 2011 there are 76 countries of the world still criminalising same-sex sexual acts between consenting adults. In seven of those countries homosexual acts are punishable with death penalty (i.e., Mauritania, Sudan, the northern states of Nigeria, the southern parts of Somalia, Iran, Saudi Arabia, Yemen). Homophobic (transphobic) attitudes are also frequent in many societies. However, the LGBT asylum seekers are frequently left outside the refugee definition due to many refugee qualification problems in LGBT cases. Therefore, in this (...) article the author aims to describe the main refugee qualification problems in LGBT asylum cases (i.e., criminalisation; state protection against non-state persecution; concealment of sexual or gender identity; internal protection) and propose their solutions. Council Directive 2004/83/EC of 29 April 2004 has several important provisions including LGBT asylum seekers into otherwise gender-neutral refugee definition. In this article the authors aim to describe the main procedural problems in LGBT asylum cases (i. e., credibility assessment, late disclosure, country of origin information and reception) and propose their solutions. Guiding European and international standards are laid down in the Reception Directive3, Qualification Directive4, Procedures Directive5 and UNHCR Guidance Note6. Today these standards should serve as a starting point for identifying the problems LGBT asylum seekers may have during their asylum procedures and for finding possible solutions. (shrink)

In the early 1920s, a time of significant technical change in the lumber industry, hundreds of African American workers migrated from the South to work in the mills of Siskiyou County, in northern California. White workers, who dominated working-class politics in the western timber industry, understood this as the arrival of the South in the western woods. This involved the construction of a historically particular logic of racial privilege founded on local understandings of technical and environmental change, labor organization, (...) and the broader political economic experience of the U.S. working class. The specific racism of the moment demonstrates how labor relations, occupational opportunities, and skill not only reflect racial politics but are simultaneously manipulated to produce and naturalize racial stratification. The paper analyzes the collection of the Northern Irish poet Frank Ormsby entitled A Northern Spring published in 1986. On the basis of selected poems, the author of this paper aims to examine the poet’s reflections about World War II, the lives of the soldiers, and the things that remain after a military combat, which are both physical and illusive. The poems included in the volume present the author’s reflections upon the senselessness of war and dying, short lives (...) of the soldiers, the awareness of their own meaninglessness in comparison to the broader picture, and the contradictory and desperate need to be remembered nevertheless. This article featuring Nigeria constitutes one of five articles in a collection of essays on local capacity-building in research ethics by graduates from the University of Toronto’s Joint Centre for Bioethics MHSc in Bioethics, International Stream programme funded by the Fogarty International Center for Advanced Study in the Health Sciences (FIC). The first National Health Research Ethics Committee was inaugurated in 2006. Since then, more institutional health research ethics committees continue to be formed. However, research ethics challenges in (...) class='Hi'>Nigeria are systemic and require a systems approach to address them effectively. Nigeria requires capacity-building for authentic acculturation of health systems as well as for health research, education, and advocacy within the research community and the general public. Most writing on informed consent in Africa highlights different cultural and social attributes that influence informed consent practices, especially in research settings. This review presents a composite picture of informed consent in Nigeria using empirical studies and legal and regulatory prescriptions, as well as clinical experience. It shows that Nigeria, like most other nations in Africa, is a mixture of sociocultural entities, and, notwithstanding the multitude of factors affecting it, informed consent is evolving along a purely Western model.Empirical (...) studies show that 70–95% of Nigerian patients report giving consent for their surgical treatments. Regulatory prescriptions and adjudicated cases in Nigeria follow the Western model of informed consent. However, adversarial legal proceedings, for a multiplicity of reasons, do not play significant roles in enforcing good medical practice in Nigeria. Gender prejudices are evident, but not a norm. Individual autonomy is recognized even when decisions are made within the family. Consent practices are influenced by the level of education, extended family system, urbanization, religious practices, and health care financing options available. All limitations notwithstanding, consent discussions improved with increasing level of education of the patients, suggesting that improved physician's knowledge and increasing awareness and education of patients can override other influences.Nigerian medical schools should restructure their teaching of medical ethics to improve the knowledge and practices of physicians. More research is needed on the preferences of the Nigerian people regarding informed consent so as to adequately train physicians and positively influence physicians’ behaviors. (shrink)

For more than fifty years, Nigeria has continued to make giant stridesand commitment in this regard. This paper examines the benefits it derivesfrom participating in PKOs in (...) Africa under the UN, OAU and theECOMOG. Using both primary and secondary data, the paper argues that anormative anxiety was the primary motivating factor for Nigeria’s involvementin PKOs in Africa. This is driven by the idiosyncrasies of the country’s leaderssince its independence in 1960. Nigeria’s decision-makers are confident that itsparticipation in PKOs serves a number of foreign policy goals and provides forthe nation’s interests. Individual autonomy is recognized even when decisions are made within the family. Consent practices are influenced by the level of education, extended family system, urbanization, religious practices, and health care financing options available. All limitations notwithstanding, consent discussions improved with increasing level of education of the patients, suggesting that improved physician's knowledge and increasing awareness and education of patients can override other influences. Nigerian medical schools should restructure their teaching of medical ethics to improve the knowledge and practices of physicians. More research is needed on the preferences of the Nigerian people regarding informed consent so as to adequately train physicians and positively influence physicians' behaviors. (shrink)

Este trabalho faz uma breve apresentação do romance de estréia do autor igbo/nigeriano Chigozie Obioma, Os Pescadores. Veremos como a crítica internacional o está comparando com Chinua Achebe, autor de O Mundo se Despedaça. Depois disso, apresentaremos brevemente a obra mostrando o paralelo que o autor faz com a fundação da Nigéria. Por fim, percorreremos as ideias de nação enquanto comunidades imaginadas, modelo incorporado pelos africanos a partir do contato com os colonizadores.
