Antibiotic research and development has failed to produce innovative antibiotics in the past two decades, which is due to both scientific and economic factors. We reviewed national and international funding agencies and critically assessed current grant funding mechanisms. Finally, we propose four complementary grant-funding incentives aimed to help developers along the R&D pipeline. Equally important objective of these incentives is to address some of the known R&D risks and bottlenecks.

The paper questions some of the premises in studying academic spin-offs in developed countries, claiming that when taken as characteristics of ‘academic spin-offs per se,’ they are of little help in understanding the phenomenon in the Eastern European countries during the transitional and post-transitional periods after 1989. It argues for the necessity of adopting a path-dependent approach, which takes into consideration the institutional and organisational specificities of local economies and research systems and their evolution, which strongly influence the patterns of (...) spin-off activity. The paper provides new findings and original arguments in support of Balazs’ seminal theses (Balazs 1995, 1996) about the emergence of academic spin-offs during the early transition. It reveals key economic and policy mechanisms bearing on academic entrepreneurship in Eastern Europe, such as the tensions between economic and political nomenclatures of former Communist Parties, where the dismantling or preservation of the power of political nomenclature resulted in different patterns of development—rapid reforms in the ‘first wave’ of EU accession countries or the establishment of rent-seeking and assets-stripping economies in countries like Bulgaria and Romania, making the transition period especially difficult. In the latter, a specific economic environment emerged, unknown in Western Europe and in the ‘champions’ of transition—such as suppression of the authentic entrepreneurship in a number of economic sectors, disintegration of corporate structures, etc. Thus, the paper reveals the common ground behind the two conflicting tendencies in post-socialist academic spin-offs, partially outlined in other research (Simeonova 1995; Pavlova 2000): as an authentic form of academic entrepreneurship grasping the opportunities opened up by the economic crisis and compensating failures in science and technology policy on the one hand, and as specific rent-seeking strategy draining valuable public assets on the other (the latter, in turn, boosting the negative attitudes in local scientific communities). The paper provides new findings about the evolution of the academic spin-offs in Bulgaria along the two polar trends and their positive and negative repercussions on parent research institutions. While art and science still functioned side-by-side during the Renaissance, their methods and perspectives diverged during the nineteenth century, creating a still enduring separation between the "two cultures". Recently, artists and scientists again collaborate more frequently, as promoted most radically by the ArtScience movement. This approach aims at a true synthesis between the intuitive, imaginative methods of art and the rational, rule-governed methods of science. To prepare the grounds for a theoretical synthesis, this paper surveys the fundamental commonalities and differences (...) between science and art. Science and art are united in their creative investigation, where coherence, pattern or meaning play a vital role in the development of concepts, while relying on concrete representations to experiment with the resulting insights. On the other hand, according to the standard conception, science seeks an understanding that is universal, objective and unambiguous, while art focuses on unique, subjective and open-ended experiences. Both offer prospect and coherence, mystery and complexity, albeit with science preferring the former and art, the latter. The authors present a materialist analysis of the effects of neoliberalism in education. Specifically, they contend that neoliberalism is a form of cultural invasion that begets necrophilia. Neoliberalism is necrophilous in promoting a cultural desire to fix fluid systems and processes. Such desire manufactures both individuals known and culturally felt experiences of alienation which are, it is argued, symptomatic of an imperialist nostalgia that permeates educational policy and practice. The scientific novelty of the research consists in identifying and substantiating the interrelations in the process of social reproduction, which provides innovative educational and educational activities in a music college. As a result, the authors have developed a technology of social audit of the process of reproduction of the socio-cultural potential of youth in a music (...) college. The technologization of the process made it possible to develop a model for managing the reproductive processes of the socio-cultural potential of college youth based on the principles of a project-oriented approach. In this article we consider the material dimensions of schooling as constitutive of the possibilities inherent in “fixing” education. We begin by mapping out the problem of “fixing education,” pointing to the necrophilic tendencies of contemporary education—a desire to kill what otherwise might be life-giving. In this sense, to “fix” education is to make otherwise fluid processes-of-living static. We next point to the material realities of this move to fix. After establishing the material consequences of perpetually fixing schools, we provide (...) a brief overview of two critical perspectives that might be shown as attempts to “unfix” education: critical pedagogy and unschooling. Though both offer critiques of normative education, these approaches are also bound by their failure to fully engage with the material dimensions of schooling. As such, both critical pedagogy and unschooling inadvertently cut off key possibilities for human flourishing within educational environments. In their rush to “unfix”—to counter the necrophilic tendencies of contemporary education—these approaches exclude or otherwise foreclose upon resistive challenges to the normative order that extend from the margins. In response, we turn to the possibilities for unschooling within the materially public spaces of schools. These are the spaces where fixity fails—possibility extends from unschooling in schools, from unfixing the process of fixing education. We end by considering the possibilities inherent in Community Service Learning as a valuable means to engage in a radically public, and unfixed, educational system. (shrink)

Teaching about homosexuality, especially in a positive light, has long been held to be a controversial issue. There is, however, a view of the capacity for reason that finds that those who deem homosexuality to be controversial will ultimately contradict themselves, becoming unreasonable. By this standard of reason, homosexuality should be treated as non controversial in schools. In this essay, John Petrovic argues that this epistemic position is problematic. Instead, he defends a Deweyan epistemology that casts reason as, in part, (...) a set of socially acquired habits of mind. People who have been socialized into heterosexist habits of mind must be exposed to counterhegemonic discourses. One such discourse can be found in the public values of liberal democracy through which the practice of reason must be pursued. Petrovic discusses the practical guidance provided by assuming a view of normative reason versus habituated reason in terms of both pedagogy and curriculum. (shrink)

This article focuses on the emergence and development of gerontology in communist Bulgaria, looking at the interplay of various circumstances: scientific and political, national and international. We ask if an apparently ideologically neutral field of knowledge such as gerontology may have had some intrinsic qualities imbued by the regimes of knowledge production under a communist regime. More specifically, we ask to what extent and in which ways the production of such specialized, putatively universal knowledge could be ideologically driven and/or politically (...) controlled. To this end, we unpack the ideological, political, institutional, and epistemic circumstances that may have affected the emergence, the institutionalization, and the paradigm of Bulgarian gerontology. We focus in on the social actors, both individuals and organizations, and the roles they played in the process, as well as on international networking and the uses of international contacts and agendas. In this book we attempted to gather together a set of chapters that describe new ways of approaching questions about aesthetics and innovation. Rather than going over old ground, the chapters describe attempts to break out in new directions. The book begins with a description of von Ehrenfels development of a Gestalt theory of aesthetics so evocative of the Vienna of 1900 that readers will wish that they had been there to experience the intellectual excitement and ends with a survey (...) the very latest research on brain scan research on perception of art. In between, we encounter chapters as diverse as a description of cognitive effects on art perception and on the analogies between oscillations in art history and waves in the physical world. About half of the book contains chapters by well known western psychological aestheticians and half chapters by Russian scholars many of whom will be new to western readers. As well as describing new methods and results, the chapters by Russian scholars will be novel to most western readers, because the Russian perspective on aesthetics and innovation is rather different than the traditional western perspectives. Looking at phenomena from new viewpoints never hurts and very often helps in science. (shrink)

This book's critical approach addresses the anachronism, essentialism and ethnocentrism that underlie contemporary theoretical and methodological uses of the term «cosmopolitanism». It explores the concept of cosmopolitan reason from the viewpoints of comparative literature, psychoanalysis, phenomenology, postcolonialism and moral philosophy.

One of the central theses of egalitarian liberals in the domain of distributive justice is that talented individuals should not be allowed to keep their entire market-income even if it flows solely from their greater abilities. This claim is usually supported by one of several arguments or some mixture of them, but in the present paper, I want to concentrate on the version that invokes equality of opportunity as its starting point. Namely, it is claimed that every human being should (...) enjoy an equal starting point in the life-race but that this is not secured insofar as some have greater natural talents than others. Therefore, egalitarians hold that results that arise from such an unfair situation are unjust and should be corrected by a redistributive taxation. I want to criticize this argument by hoping to show that it presupposes an untenable view about identity of persons. (shrink)

The article develops a critique of John Deely’s ontological realism, specifically in its relevance for the project of global semiotics. Deely, whose theorizations rely heavily on the pre-modern philosophical systems of Thomas Aquinas and the Latin scholastics, has made the most sustained attempt to give philosophical grounding to Charles Peirce’s famous intuition that “all this universe is perfused with signs, if it is not composed exclusively of signs”. The critique developsalong two main lines. Firstly, I contend that Deely’s account of (...) onto logical relations is unsatisfactory, for it assumes the very fact it promises to demonstrate: the identity between patterns of physical events, on one hand, and patt erns of thought, on the other. As it is never adequately explained what it means for the former to be identical with the latter, the mediating term – “ontological relation” – remains highly problematic. Secondly, I argue that even if this ontological paradigm is allowed to stand as proposed, it still fails to bridge the gap between the so-called “natural” signs and human-specific, language-based signification; for, as it posits a unity between the stipulable and the non-stipulable sign, the argument falls into a performative contradiction. To counter the imbalance in vaccine distribution during the COVID-19 pandemic, Albertsen and more recently Germaniet alhave suggested a new system of taxation coined as ‘VaxTax’ that would force higher-income countries to fund the access of low-income and middle-income countries (LMICs) to new vaccines in times of pandemic. I will argue that this idea faces numerous challenges of ethical, sociopolitical and economical nature that may hinder any effort to solve the numerous health challenges that LMICs face. Recently, we have faced the outbreak of the coronavirus disease 2019 in the world, which has attracted the attention of all people. Stress has become a word familiar to all people. The stressors of life are relatively clear and some of them cannot be eliminated by humans. One of the stressors in the life of humans is the COVID-19 pandemic. Doctors believe that the virus is controllable but its prevalence is quicker and deadlier than other viruses. In addition, the virus (...) puts the elderly and those with underlying diseases at extreme risk. Therefore, more care is seriously required to protect members of society. However, this psychological imbalance caused by the virus is associated with stress and anxiety. Lack of proper management of this stress will be associated with emotional impacts, physiological impacts, cognitive impacts and behavioural impact.Contribution: Given the importance of this topic, this study aimed to evaluate the relationship between religious beliefs and coping with COVID-19-related stress amongst Muslim students in three cities of Russia – Ingushetia, Chechnya and the Republic of Dagestan – in 2020. Data were collected using questionnaires, the validity and reliability of which were previously confirmed. According to the results, religious beliefs had an impact on stress coping by p = 0.657. In other words, students’ ability to cope with stress improved by 0.657 units, with each unit of enhancement in their religious beliefs. (shrink)

The article discusses the necessity for the diversification of stories of Yugoslavia, arguing for the importance of incorporating the affects and experiences of Yugoslavia?s citizens into the historical narratives. Acknowledging the difficulties emerging form the fact that what is articulated as historical narrative is still part of the experience for millions of citizens of post-Yugoslav societies, the article reflects upon the potential for and obstacles to an affective history of socialist Yugoslavia through the lens borrowed from German sociologist Georg Simmel. (...) It particularly refers to - and makes use of - two sets of Simmel?s ideas. The first concerns the nature of material and the way we are making a story out of it - more precisely, the relationship between history and experience, life and representation. The second is about the perspective from which we look at, approach, and synthesize this material. Simmel?s reflections on history and form offer a very useful tool to look at the Yugoslav case and also help de-essentialize and normalize Yugoslav history, making the anxieties that characterize it part of a much broader discussion about history, its nature, and its internal contradictions. nema. The Cimon mentioned in the first line of the epigram is regularly identified as Cimon of Cleonae, a late sixth-century B.C. painter commended by Pliny and Aelian for his technique and, possibly, use of perspective. The (...) identity of Dionysius from line 2 is disputed: from little that we know of a painter named Dionysius of Colophon who may have been a younger contemporary of Cimon, it is difficult to reach any conclusion. What connects the two artists is that they were both famed for their portrayal of humans and that they may have entered in a sort of a competition with each other. (shrink)
